In a world permeated by digital technology, engineering is involved in every aspect of human life. Engineers address a wider range of design problems than ever before, raising new questions and challenges regarding their work, as boundaries between engineering, management, politics, education and art disappear in the face of comprehensive socio-technical systems. It is therefore necessary to review our understanding of engineering practice, expertise and responsibility. This book advances the idea that the future of engineering will not be driven by (...) a static view of a closed discipline, but rather will result from a continuous dialogue between different stakeholders involved in the design and application of technical artefacts. Based on papers presented at the 2016 conference of the forum for Philosophy, Engineering and Technology in Nuremberg, Germany, the book features contributions by philosophers, engineers and managers from academia and industry, who discuss current and upcoming issues in engineering from a wide variety of different perspectives. They cover topics such as problem solving strategies and value-sensitive design, experimentation and simulation, engineering knowledge and education, interdisciplinary collaboration, sustainability, risk and privacy. The different contributions in combination draw a comprehensive picture of efforts worldwide to come to terms with engineering, its foundations in philosophy, the ethical problems it causes, and its effect on the ongoing development of society. If a doctor is trying to decide whether or not to provide a medical treatment, does it matter ethically whether that treatment has already been started? Health professionals sometimes find it harder to stop a treatment (withdraw) than to refrain from starting the treatment (withhold). But does that feeling correspond to an ethical difference? In this article, we defend equivalence—the view that withholding and withdrawal of treatment are ethically equivalent when all other factors are equal. We argue that preference for (...) withholding over withdrawal could represent a form of cognitive bias—withdrawal aversion. Nevertheless, we consider whether there could be circumstances in which there is a moral difference. We identify four examples of conditional nonequivalence. Finally, we reflect on the moral significance of diverging intuitions and the implications for policy. We propose a set of practical strategies for helping to reduce bias in end-of-life decision making, including the equivalence test. (shrink)

Cognitive neuroscientists are currently busy searching for the neural signatures of conscious experience. I shall argue that the notion of neural correlates of consciousness employed in much of this work is subject to two very different interpretations depending on how one understands the relation between the concepts of “state consciousness” and “creature consciousness”. Localist theories treat the neural correlates of creature consciousness as a kind of background condition that must be in place in order for the brain to realise particular (...) conscious experiences. Holists on the other hand take the neural correlates of creature consciousness to be a part of the core realiser of a particular conscious experience. My aim in this paper will be threefold. First I argue we should understand creature consciousness as a property of those creatures that have a minimal sense of self. Given this conception of creature consciousness I argue that the localist position is untenable: creature consciousness cannot simply be a background condition. Finally I argue that the minimal sense of self is a consequence of the temporal structure of consciousness. It follows that any theory of NCCs must explain how experiences with a complex temporal structure can be implemented in neural processing. (shrink)

ABSTRACT It is accepted that treatment of previously competent, now incompetent patients can be limited if that is what the patient would desire, if she were now competent. Expressed past preferences or an advance directive are often taken to constitute sufficient evidence of what a patient would now desire. I distinguish between desires and rational desires. I argue that for a desire to be an expression of a person's autonomy, it must be or satisfy that person's rational desires. A person (...) rationally desires a course of action if that person desires it while being in possession of all available relevant facts, without committing relevant error of logic, and “vividly imagining” what its consequences would be like for her. I argue that some competent, expressed desires obstruct autonomy. I show that several psychological mechanisms operate to prevent a person rationally evaluating what future life in a disabled state would be like. Rational evaluation is difficult. However, treatment limitation, if it is to respect autonomy, must be in accord with a patient's rational desires, and not merely her expressed desires. I illustrate the implications of these arguments for the use of advance directives and for the treatment of competent patients. (shrink)

In this book, Reiss argues in favor of a tight fit between evidence, concept and purpose in our causal investigations in the sciences. There is no doubt that the sciences employ a vast array of techniques to address causal questions such as controlled experiments, randomized trials, statistical and econometric tools, causal modeling and thought experiments. But how do these different methods relate to each other and to the causal inquiry at hand? Reiss argues that there is no "gold standard" in (...) settling causal issues against which other methods can be measured. Rather, the various methods of inference tend to be good only relative to certain interpretations of the word "cause", and each interpretation, in turn, helps to address some salient purpose but not others. Contra quienes suponen que no existe hoy una moral universal válida, o bien que ésta se genera sólo cómo un proceso de transacciones sociales, económicas o políticas asimétricas, este ensayo sostiene que tales transacciones generan unas estructura (en la modernidad) que su vez fomentan el universalismo moral. Se argumenta que hay una sociogénesis de la moral en las sociedades pluralistas de nuestro tiempo, pero es indirecta. En efecto, la urdimbre moral de la modernidad está basada en la estructura social de (...) la libertad y en el hecho de que la naturaleza humana es universal, a pesar de las variaciones locales, culturales y económicas, por un lado, y el surgimiento de un interés común mundializado basado en principios de fraternidad, igualdad de género y sostenibilidad ambiental, por otro. La incipiente aparición de una sociedad civil mundial y de derechos civiles transnacionales es señal de ello. Por consiguiente, el ensayo se presenta como alternativa tanto a las concepciones comunitaristas (relativistas) y a la sociologización de la ética, como a los desmanes del utilitarismo y del consecuencialismo contemporáneos. I present an alternative account of causation in the biomedical and social sciences according to which the meaning of causal claims is given by their inferential relations to other claims. Specifically, I will argue that causal claims are inferentially related to certain evidential claims as well as claims about explanation, prediction, intervention and responsibility. I explain in some detail what it means for a claim to be inferentially related to another and finally derive some implication of the proposed account for (...) the epistemology, semantics and metaphysics of causation. In 2002, I wrote an editorial in this Journal arguing that it was time to review the structure and function of ethics committees in the USA, Australia and the UK.1 This followed the deaths of Ellen Roche and Jesse Gelsinger, which were at least in significant part due to the poor functioning of research ethics committees in the USA.2 In the case of Ellen Roche, it was the failure to require a systematic review of the existing literature which led to (...) her death. Iain Chalmers and I had previously documented in 1996 the failure of ethics committees to require systematic review.3 In 1998, at the time of revising the previous guidelines and forming the first Australian National Statement on Research Ethics, I made a public submission to the Australian Health Ethics Committee arguing that the new guidelines for RECs should include a person with skills in conducting systematic reviews of the literature and that the requirement to have a religious representative on the committee be replaced with the requirement to have an ethicist. Neither of these changes was made. I argued, ‘It is time to ask whether institutional RECs should be abandoned in favour of expert committees that cover many institutions—suprainstitutional specialist committees. Supraregional specialist ethics committees could specialise—for example, in genetic research, cancer clinical trials, dermatology, respiratory physiology and each of the specialist areas of medical research. An example of such a committee is provided by the Thoracic Society of Australia and New Zealand research ethics committee, which reviews multicentre trials of respiratory drugs’.4 Around that time, I was involved ‘at the coal face’ as Chair of the Department of Human Services Ethics Committee in Victoria. We are grateful to Facchin and Negro (henceforth F&N) for their rich and generous engagement with our arguments for the hypothesis of the extended conscious mind (ECM). They offer a careful and insightful reconstruction of the key arguments from our 2019 monograph (Kirchhoff & Kiverstein, 2019a). In the end however they are not persuaded by the arguments of our book and raise a number of intriguing and puzzling challenges. Suppose we morally ought to maximise social welfare. Suppose profit maximisation is a means to maximise social welfare. Does this imply that we morally ought to maximise profits? Many proponents of the view that we have a moral obligation to maximise profits (tacitly) assume the validity of this argument. In this paper, we critically assess this assumption. We show that the validity of this argument is far from trivial and requires a careful argumentative defence.
