Proliferation of major conventional weapons in larger numbers, at greater levels of sophistication, and to more actors is at best a waste of valuable resources and at worst fuel for more and bloodier conflicts. Given a track record of violence, repression, and corruption, norms against exporting weapons to active conflicts and human rights abusers, as well as norms in favor of transparency in weapons transfers, have grown more salient in recent years. Yet international efforts such as the UN Conventional Arms (...) Trade Treaty show little promise for mitigating these ills. This article finds an alternate route toward moderating global arms transfers. It shows, with supporting data, how the United States, pursuing its own political interests, leverages its massive market power to slow the proliferation of dangerous technology, reduce resources spent in the developing world on weapons, stymie the deadweight losses of corruption in the arms industry, and lower the rewards for human rights abusers. Western society today is less unified by a set of core values than ever before. Undoubtedly, the concept of moral consensus is a difficult one in a liberal, democratic and pluralistic society. But it is imperative to avoid a rigid majoritarianism where sensitive personal values are at stake, as in bioethics. Bioethics has become an influential part of public and professional discussions of health care. It has helped frame issues of moral values and medicine as part of a more general (...) effort to find consensus about some of the most perplexing questions of our time. But why is it thought that a moral consensus is important or that it deserves respect? How does moral consensus acquire legitimacy in a society that includes diverse value systems? How is moral consensus possible and how do small groups help create or distort consensus processes? Written by a medical school professor trained in philosophy, this timely work tackles these questions from philosophical, historical, and social scientific standpoints. It begins by describing the traditional ambivalence about consensus in Western culture as well as the uncertain relationship in modernity between consensus and expertise. After outlining the current bioethical consensus, the book gives philosophical and political analyses of the idea of consensus, then assesses the role of consensus in national ethics commissions and in the ethics committee movement. Moreno constructs an original, naturalistic philosophy of moral consensus, referred to as "bioethical naturalism", and then applies sociology and social psychology to actual consensus processes. The book concludes with an account of bioethics as a consensus-oriented social reform movement. This insightful volume will be essential reading for bioethicists, philosophers, physicians, members of ethics committees, and all those concerned with ethical and social issues in health care. Three claims are widely held and individually plausible, but jointly inconsistent: (1) Negative actions (intentional omissions, refrainments, etc.) are genuine actions; (2) All actions are events; (3) Some, and perhaps all, negative actions aren't events, but absences thereof (when I omit to raise my arm, no omission-event occurs; what happens is just that no arm-raising occurs). Drawing on resources from metaphysics and the philosophy of language, I argue that (3) is false. Negative actions are events, just as ordinary actions are. (...) Moreover, each token negative action is identical to a token positive event, so we can adopt this realist view of negative actions without adding metaphysically negative entities (absences, negative states of affairs) to our ontology. Bioethics as a field has been fortunate that its values and concerns have mirrored the values and concerns of society. In light of the September 11th attacks, it is possible that we are witnessing the beginning of a transition in American culture, one fraught with implications for bioethics. The emphasis on autonomy and individual rights may come to be tempered by greater concern over the collective good. Increased emphasis on solidarity over autonomy could greatly alter public response to research abuses (...) aimed at defense from bioterrorism, to privacy of genetic information, and to control of private medical resources to protect the public health. Leading scholars debate politically progressive perspectives on bioethics and the implications for society, politics, and science in the twenty-first century.

This article is based on a public lecture hosted by the Monash University Centre for Human Bioethics in Melbourne, Australia on 11 April 2013. Metaphysicians of various stripes claim that a single object can have more than one exact location in space or time – e.g. endurantists claim that an object persists by being ‘all there’ at different moments in time. Antony Eagle has developed a formal theory of location which is prima facie consistent with multi-location, but Damiano Costa and Claudio Calosi argue that the theory is unattractive to multi-location theorists on other grounds. I examine their charge that Eagle’s theory won’t allow an (...) endurantist to account for certain cases of mereological change. I argue that the charge sticks, but not for the reasons Costa and Calosi think. Along the way, I explore an issue which is underexplored in their paper, namely, how an endurantist might modify Eagle’s theory to incorporate a parthood relation which obtains, not absolutely, but only relative to times. The aim of this study was to explore the emergence of skilled behaviours, in the form of actions, cognitions and emotions, between professional state level cricket batters and their lesser skilled counterparts. Twenty-two male cricket batsmen (n = 6 state level; n = 8 amateur grade club level, n = 8 junior state representative level) participated in a game scenario training session against right arm pace bowlers (n = 6 amateur senior club). The batsmen were tasked with scoring as many (...) runs as possible during a simulated limited-overs game. The actions, cognitions and emotions of each batsmen were recorded in situ with findings showing differences between state level players and those lesser skilled. State level batsmen played more scoring shots and scored more runs, underpinned by superior bat-ball contact and technical efficiency. Furthermore, the state player’s cognitive evaluations of their own performance differed from junior batters, with more reported strategies based on an external outcome focus, such as where to score runs, rather than a focus on internal processes, such as making technical changes. State level batsmen also reported lower levels of nervousness compared with junior level batsmen. These results highlight the importance of viewing the emergence of skilled behaviour as multi-faceted, rather than simply the acquisition of superior execution and technical proficiency. (shrink)

Moreno (bio)The spring and summer of 1998 were seasons in the sun for institutional review board (IRB) aficionados. Rarely have the arcana of the local human subjects review panels been treated to so much attention in both the executive and the legislative branches of government, not only at the federal but also at the state level. And it looks as if the attention will (...) continue for some time. The spate of interest is due to a series of coincidences: a powerful House of Representatives subcommittee held hearings after its chairman learned about the IRB system during a previous session on research in underdeveloped communities; the Department of Health and Human Services’s Inspector General (DHHS-IG) released a report on IRBs; the National Institutes of Health (NIH) Office of Extramural Research completed a report on clinical trial monitoring; the National Bioethics Advisory Commission (NBAC) readied a report on research involving persons with mental disorders; the states of Maryland and New York completed studies of research with subjects who lack decision-making capacity; and advocacy groups protested a psychiatric research project involving inner city children.Underlying these proximate causes for the IRB blitz is a growing realization that the already considerable clinical trial enterprise will expand significantly over the next few years. Congress is talking about giving the politically popular NIH half again the budget it currently receives, which in turn will stimulate more commercially supported research. The director of the National Cancer Institute is considering a five-fold increase in the number of subjects enrolled in oncology studies over the next several years. Phase I cancer studies are among the most ethically sensitive, so IRBs will have more work cut out for them if this goal is reached. Adding to the rush of interest in IRBs are the government’s recent apology to the survivors of the syphilis study in Tuskegee, continuing congressional dissatisfaction with the way the Pentagon handled its vaccine distribution during the Gulf War, and the controversy about AZT trials in developing countries.On the HillCongressman Christopher Shays, the moderate Connecticut Republican who has developed an interest in human research issues, convened hearings on human [End Page 329] subjects research and the IRB system on 11 June 1998. Shays chairs the House Government Reform/Human Resources Subcommittee. The committee’s ranking minority member is Edolphus Towns of Brooklyn, NY, who shares Shays’s interest in this area.The immediate rationale for the hearings was the release that day of the DHHS-IG report, Institutional Review Boards: A Time for Reform. The subtitle was changed from A System in Jeopardy apparently after some people in DHHS expressed reservations about its seemingly alarmist tone, but the IG staffers who testified before Shays’s subcommittee insisted that they stood behind the message that the IRB system is in trouble if considerable reforms are not undertaken. Among the factors in the research environment cited as support for the bleak forecast: managed care, commercialization, multi-site trials, high IRB workloads, minimal IRB oversight of approved studies, conflicts of interest, insufficient training of IRB members and investigators, and lack of IRB self-studies (DHHS-IG 1998).As is normally the case for congressional oversight hearings, the first panel of witnesses consisted of executive branch officials, including Eric Meslin, Executive Director of the National Bioethics Advisory Commission, and Gary Ellis, Director of the Office for Protection from Research Risks (OPRR). Shays pressed Ellis on the extent to which OPRR conducts on-site investigations of complaints about abuse of human subjects. Admitting that on-site investigations are rare, Ellis suggested that the agency is inadequately staffed to follow up on complaints as quickly as it might wish. The members of Congress who were present at the hearings generally expressed concern about the DHHS-IG’s findings.The second panel that day, which Shays was unable to attend, set a different tone. I defend the thesis that Composition Entails Identity (CEI): that is, a whole is identical to all of its parts, taken together. CEI seems to be inconsistent, since it seems to require that the parts of a whole possess incompatible number properties (for instance, being one thing and being many things). I show that these number properties are, in fact, compatible.

Possible worlds, concrete or abstract as you like, are irrelevant to the truthmakers for modality—or so I shall argue in this paper. First, I present the neo-Humean picture of modality, and explain why those who accept it deny a common sense view of modality. Second, I present what I take to be the most pressing objection to the neo-Humean account, one that, I argue, applies equally well to any theory that grounds modality in possible worlds. Third, I present an alternative, (...) properties-based theory of modality and explore several specific ways to flesh the general proposal out, including my favored version, the powers theory. And, fourth, I offer a powers semantics for counterfactuals that each version of the properties-based theory of modality can accept, mutatis mutandis. Together with a definition of possibility and necessity in terms of counterfactuals, the powers semantics of counterfactuals generates a semantics for modality that appeals to causal powers and not possible worlds. In Matthew 23:1-3, Jesus commands His disciples and the crowd to listen to the scribes and Pharisees even while not imitating their actions. Many modern interpreters have lessened the force of Matthew 23:1-3 by an assumption of irony on the part of Jesus. We presume that God could never ordain this for His people. However, this easier reading may not be the best reading. A more straightforward interpretation, but one that is difficult to hear, suggests that at times we may (...) need to sit under bad leadership as means of receiving God’s Word. Pre-critical and modern interpreters provide an understanding of the words of Jesus that is consistent with a theology of God’s providence in times of transition and bad leadership. In addition, there are instances of His direction in both the Old and New Testaments that reinforce this challenging path. It is through this more faithful stance that we grow and flourish in difficult times. (shrink)

In this paper I explore an epistemic asymmetry that sometimes occurs regarding the moral status of alternative actions. I argue that this asymmetry is significant and has ramifications for what it is morally permissible to do. I then show how this asymmetry often obtains regarding three moral issues: vegetarianism, abortion, and charitable giving. In doing so, I rely on the epistemic significance of disagreement and the existence of moral controversy about these issues.

We use concepts of causal powers and their relatives-dispositions, capacities, and abilities-to describe the world around us, both in everyday life and in scientific practice. This volume presents new work on the nature of causal powers, and their connections with other phenomena within metaphysics, philosophy of science, and philosophy of mind.

Federal policies on human subjects research have performed a near‐about face. In the 1970s, policies were motivated chiefly by a belief that subjects needed protection from the harms and risks of research. Now the driving concern is that patients, and the populations they represent, need access to the benefits of research.

The generality problem is perhaps the most notorious problem for process reliabilism. Several recent responses to the generality problem have claimed that the problem has been unfairly leveled against reliabilists. In particular, these responses have claimed that the generality problem is either (i) just as much of a problem for evidentialists, or (ii) if it is not, then a parallel solution is available to reliabilists. Along these lines, Juan Comesaña has recently proposed solution to the generality problem—well-founded reliabilism. According to (...) Comesaña, the solution to the generality problem lies in solving the basing problem, such that any solution to the basing problem will give a solution to the generality problem. Comesaña utilizes Conee and Feldman’s evidentialist account of basing (Conee and Feldman’s well-foundedness principle) in forming his version of reliabilism. In this paper I show that Comesaña’s proposed solution to the generality problem is inadequate. Well-founded reliabilism both fails to solve the generality problem and subjects reliabilism to new damning verdicts. In addition, I show that evidentialism does not face any parallel problems, so the generality problem remains a reason to prefer evidentialism to reliabilism. (shrink)

I claim that a whole is identical to its parts. Many find this claim incredible: it seems that a whole and its parts must be distinct, for the whole is one thing while its parts are many things. Byeong-uk Yi has developed a version of this argument which exploits the resources of plural logic. Yi provides logical analyses of the predicates ‘one’ and ‘many’ which seem to show that nothing can satisfy them both. But there are two senses of the (...) word ‘one’. One of these senses is not captured by Yi’s analysis, and in this sense of the word, it is logically possible for many things to be one. Moreover, we should only believe that a whole is one thing in this sense, not that it is one thing in the sense Yi has analysed. Thus, we can identify wholes with their parts without contradiction. It is often assumed that, while ordinary actions are events, ‘negative actions’ are absences of events. I claim that a negative action is an ordinary, ‘positive’ event that plays a certain role. I argue that my approach can answer standard objections to the identity of negative actions and positive events.

Saba Bazargan-Forward (2022, Authority, Cooperation, and Accountability), conceives of agency as divided into two functions: a deliberative function (deciding what to do) and an executive function (acting on that decision). He claims that these two functions can distributed across multiple agents, and that this has important moral consequences: if you outsource the executive function to me, then the practical reasons you take there to be, for A-ing, are relevant to whether I can permissibly A and to how my A-ing reflects (...) on my character. However, the natural way of understanding the 'divided agency' model --- i.e. that in cases of divided agency the executor literally acts on the deliberator's reasons --- is problematic and doesn't seem to reflect Bazargan-Forward's considered view, while his considered view doesn't seem to support his moral judgments, either about the permissibility of the executor's behaviour or of their character. I suggest an alternative to Bazargan-Forward's 'divided agency' model and consider what moral judgments it supports. (shrink)

This paper draws upon research on a complementary currency to explore the ethical dimensions of that community economic development work. In doing so, the paper argues that the figure of the stranger is increasingly important to understand in theorizing community, especially given increased attention to the discourse of the stranger in theories of ethics and identity in a globalizing world. As such, the paper lays out three modes of the strange—economic, geographic and ethical—which emerge out of this complementary currency project. (...) In identifying these three modes of being strange, the paper validates ways of articulating strangers and strangeness without essentializing the strange, ignoring the power relations that produce strangers, or pushing aside the strange in favor of blas communion. Timely and provocative essays on bioethical questions brought to the forefront by the bioterrorist threat.

Modernism has been a celebration of the present. Why does it need a legacy ? Why should that which was born in the spirit of rebellion perpetuate itself as tomorrow’s past? Modernism has been profoundly reflective of late nineteenth- and twentieth-century cultural values. Is that not enough? It is not that modernism has forgotten the past—an art that rebels against its past must understand its adversary—but rather that it asks us not to forget the present. The revolt of modernism was (...) made possible, if not inevitable, by the rediscovery of the past. In earlier, eras, when the past was less readily accessible, artists worked for their present with little thought about their heritage. Renaissance composers, for example, generally knew little of music even two generations old; much medieval music theory and composition were based on misconceptions of Greek models. Yet by the nineteenth century, works from the past were available and understood. Virtually all composers agreed with Johannes Brahms, who reputedly said of Ludwig van Beethoven, “You have no idea how the likes of us feel when we hear the tramp of a giant like him behind us.” Historical consciousness had entered the arts, and artists were both threatened by competition with the past and seduced by the powerful idea that their works might outlive them. The Romantic artist became a genius speaking to posterity. Gustav Mahler was not the only Romanticist to pin his hopes on the future: “My time will yet come.” Small wonder that, once the future came to be, its artists rebelled against pronouncements from their past—the time rightfully belonged to them and no longer to Mahler’s generation. While many twentieth-century artists continued to create for their future, the most extreme modernists rejected not only their past but also the quest for immortality. They have written of their day and for their day. The real legacy of modernism is that it has no legacy. Jonathan D. Medical and public health research includes surveys, interviews, and biospecimens — techniques that do not present substantial risks to subjects. Consequently, this research is exempt from regulation under the Federal Common Rule. Nevertheless, at many institutions, exempt research is frequently subject to the same regulatory process that is required for non-exempt research, requiring the consumption of time and resources for review by Institutional Review Board members or staff. The federal government has indicated an intention to reform and centralize this system, (...) but has not yet specified the form that it will use instead. By examining the policies of the top 50 research institutions, this article assesses institutional practices surrounding exempt research, quantifies the extent of exempt-research review requirements, documents a problem of “over-compliance,” and makes recommendations for reform. The authors consider the nature of explanatory models in the social sciences in order to suggest ways in which conceptual systems differ. They suggest that, in many cases, theorists, researchers and clinicians can utilize insights from rival models in building their own models, without sacrificing the integrity of their own work.

What is above all needed is to let the meaning choose the word, and not the other way around.
