Este artículo plantea la necesidad de establecer marcos de integridad ética en el ámbito de las administraciones públicas. Se constata que no resulta suficiente el mero recurso a su divulgación y aprendizaje, sino que se necesita su puesta en marcha práctica. Se analiza la implementación de un Marco de Integridad Ética en la Comunidad Autónoma de La Rioja durante el intervalo de la legislatura autonómica de 2019 a 2023.

Resumen Este trabajo determina algunas percepciones y usos de las redes sociales por parte del clero de la Iglesia católica española en su tarea ministerial. Partiendo de una muestra representativa se plantea un estudio cuantitativo en el que queda en evidencia que los clérigos están presentes mayoritariamente en redes cada vez menos frecuentadas por los jóvenes adolescentes, pero el uso que se hace de las mismas para acciones pastorales es limitado, cuando no insuficiente.This work determines some perceptions and uses that (...) the clergy of the Spanish Catholic Church make of social networks in their ministerial work. Based on a representative sample, a quantitative study is proposed in which it is evident that the clergy are present mainly in networks less and less frequented by young adolescents, but the use made of them for pastoral actions is limited, when not insufficient. La flexibilidad y la mercantilización de lo espiritual ¿son aspectos característicos de la cultura contemporánea? Centrado en los casos de Alemania, Inglaterra y Francia, el artículo detalla cómo el romanticismo literario se articula como un movimiento pionero de la espiritualidad flexible, proceso que se entrelaza con su rol seminal en la formación del campo literario moderno. El crecimiento económico y demográfico sostenidos en Europa desde el s. XV, así como la alfabetización impulsada por el protestantismo, construyen un moderno público lector (...) que da pie —durante el s. XVIII— a la revolución y diversificación de la lectura, lo que promueve la difusión de incipientes tendencias modernas (ciencia, Ilustración, prensa). Oponiéndose parcialmente a estas tendencias y extendiendo la diversificación de lo impreso, surge la tendencia romántica. Sus autores flexibilizan la espiritualidad más allá de las convenciones religiosas de la época —y aportan a la formación del campo literario— (1) caracterizando el desencanto y otras formas de malestar moderno; (2) multiplicando el lenguaje imaginario-trascendente; (3) brindando connotaciones metafísicas al genio artístico; (4) promoviendo la autonomía y libertad expresiva del arte. La evidencia indica que el mercado fue una condición histórica básica para la EF. Se sugiere que esta flexibilidad se muestra como una adaptación de la espiritualidad a las circunstancias empíricas de la modernidad, la cual conlleva nuevas necesidades de sentido y una mayor capacidad para divergir de los relatos religiosos tradicionales. En el artículo se pretende abordar la discusión relativa a la dignidad y a la eugenesia genética, reflexionando si la utilización de métodos como el CRISPR-Cas en la edición genética de embriones humanos para su fecundación constituye una transgresión o una afirmación de la dignidad. Para tal propósito, se esboza un concepto de dignidad y se describe el proyecto del transhumanismo biológico, así como la edición genética en el proyecto de la eugenesia. Tras una revisión teórica y filosófica, se cuestiona (...) la existencia de un deber de mejorar, y se argumenta la necesidad de una deliberación previa a reconocer o no un derecho a mejorar, al tratarse de una cuestión pública y no meramente privada. This text analyzes the economic and political relations that existed between Latin America and Spain during the period 1990-2020. It is highlighted that, since the 1990s, once Spain joined the European Economic Community in 1986, economic and political relations between Spain and Latin America intensified and deepened, at the same time as the lines of the actions were changing depending on the imprints of the different Spanish governments and the changes in Latin America and on the international scene. In the (...) work, a synthesis balance is made of the strengths and weaknesses generated in these relationships in the investigated period. The main interpretive hypothesis of the work is that, as this balance suggests, some elements of relationships can be transformed, deepened, reoriented or simply modified, without neglecting, of course, the basis of everything built and achieved throughout all these years of relationships. Therefore, the conclusions provide some relevant reflections to take into account for the design of relations between Spain and Latin America in the coming decades. (shrink)

The use of wireless sensor networks and the Internet of things to detect forest fire outbreaks may help to reduce the response time and avoid natural disasters. This work proposes the deployment of WSN to enhance the real-time monitoring of dynamic variables such as polluting gases, temperature or the presence of fire flames by infrared. In addition, the activation of forest fire alerts if environmental status may involve evidence of a recent fire outbreak. A fuzzy-based controller is implemented to manage (...) the uncertainty related to estimating forest fire occurrence and dynamic update of fuzzy sets is developed to distinguish usual and unusual environmental conditions of every monitored forest area. Merkle trees, AES and hash functions are considered to protect the integrity of environmental data. (shrink)

The Iowa Gambling Task (IGT) is a popular method for examining real-life decision-making. Research has shown gender related differences in performance, in that men consistently outperform women. It has been suggested that these performance differences are related to decreased emotional control in women compared to men. Given the likely role of emotion in these gender differences, in the present study we examine the effect of a humor induction on IGT performance and whether the effect of humor is moderated by gender. IGT performance and parameters from the Expectancy Valence Model were measured in 68 university students (34 men; mean age 22.02, SD = 4.3 and 34 women; mean age 22.3, SD = 4.1) during a 100 trial-IGT task. Participants were exposed to a brief video before each of the IGT decisions available; one half of the sample (17 men and 17 women) was exposed to 100 humor videos, while the other half was exposed to 100 non-humor videos during the task. We observed a significant interaction between gender and humor, such that under humor, women’s performance during the last block (trials 80-100) improved (compared to women under non-humor), whereas men’s performance during the last block was worse (compared to men under non-humor). Consistent with previous work, under non-humor, men outperformed women in the last block. Lastly, our EVM results show that humor impacts the learning mechanisms of decision-making differently in men and women. Humor impaired men’s ability to acquire knowledge about the payoff structure of the decks, and as a consequence they were stuck in suboptimal performance. On the other hand, humor facilitated women’s ability to explore and to learn from experience, improving performance. These findings deepen our understanding of the mechanisms underlying IGT decision-making and differential effects of humor in men and women. (shrink)

Huge losses and serious threats to ecosystems are common consequences of forest fires. This work describes a forest fire controller based on fuzzy logic and decision-making methods aiming at enhancing forest fire prevention, detection, and fighting systems. In the proposal, the environmental monitoring of several dynamic risk factors is performed with wireless sensor networks and analysed with the proposed fuzzy-based controller. With respect to this, meteorological variables, polluting gases and the oxygen level are measured in real time to estimate the (...) existence of forest fire risks in the short-term and to detect the recent occurrence of fire outbreaks over different forest areas. Besides, the Analytic Hierarchy Process method is used to determine the level of fire spread, and, when necessary, environmental alerts are sent by a Web service and received by a mobile application. For this purpose, integrity, confidentiality, and authenticity of environmental information and alerts are protected with implementations of Lamport’s authentication scheme, Diffie-Lamport signature, and AES-CBC block cipher. This paper analyses the arguments for and against what we have called automatic organ procurement model in relation to the organs of the deceased. For this purpose, this work provides empirical evidence to assess the potential impact of this model on donation rates and on public opinion. Specifically, we examine first the reasons supporting this model, with special reference to utilitarian and justice arguments. On the other hand, we analyse both the approaches based on the violation of pre mortem and (...) post mortem interests opposing this theoretical model and the rejection the model would generate in the population. Finally, we point out the aspects that, in our opinion, should be exhaustively regulated if this model were implemented. In particular, we refer to the legal status of the human body, the treatments for end-of-life patients, the incentives for health professionals and the recognition of the right to conscientious objection. Organ shortage constitutes an unsolved problem for every country that offers transplantation as a therapeutic option. Besides the largely implemented donation model and the eventually implemented market model, a theorized automatic organ procurement model has raised a rich debate in the legal, medical and bioethical community, since it could show a higher potential to solve organ shortage. In this paper, we study the main arguments for and against this model. We show how, in the light of empirical data extracted from (...) countries with a universal health care system, its implementation could lead to a positive impact on organ procurement rates. Three factors are envisioned as fundamental in the comprehension and a possible regulation of the automatic organ procurement model: the lack of recognition of the conscientious objection, the preservation of the right to choose end of life conditions, and the need to avoid incentives for families or healthcare professionals. En este encuentro convergen monstruos reales y ficticios -aunque nos cueste diferenciarlos-, así como las neurosis del siglo XXI y las leyendas del siglo XIX, que aliviadas unas por el psicoanálisis y alimentadas otras, por los primeros experimentos de “ingeniería genética”, consiguen sembrarnos una interrogante sobre la (in)distinción de lo real en nuestro entorno. En los últimos tiempos el derecho ambiental ha ganado un puesto importante en el ámbito jurídico, hecho que refleja la preocupación que hoy se tiene por la relación del hombre con su entorno. Desde hace quince años, la Universidad Colegio Mayor de Nuestra señora del Rosario, por intermedio de su Facultad de Jurisprudencia y concretamente de la Especialización y la línea de investigación en Derecho Ambiental, ha propuesto a través de diversos proyectos avanzar en el conocimiento y análisis del ordenamiento (...) jurídico ambiental, aportando así al desarrollo, estructura y consolidación de esta rama jurídica. Bajo estos parámetros, el objetivo de esta publicación es hacer algunas reflexiones en torno a distintos temas que dentro del derecho público impactan o influyen al derecho ambiental y responder a los enormes desafíos que se presentan en la materia. Por tanto, el programa quiere contribuir desde la academia al diálogo crítico y propositivo que permita dar solución a los problemas encontrados en la aplicación del derecho ambiental. En el primer capítulo, Gloria Amparo Rodriguez describe los ordenamientos jurídicos constitucionales de Colombia, Ecuador y Bolivia a fin de analizar la forma en que cada uno de ellos consagra el derecho a un ambiente sano. A continuación, Martha Ovalle y Zelba Nidia Castro de Perez realizan un estudio de los principios de precaución y prevención, exponiendo su alcance, su fundamento desde el derecho internacional y cómo vienen siendo entendidos por nuestro ordenamiento jurídico, tanto jurisprudencial como legal. Luis Adolfo Diazgranados se ocupa de la responsabilidad de los funcionarios públicos en materia ambiental, para lo cual realiza un análisis de los deberes consagrados en la normatividad vigente. Continuando con esta temática, el profesor Jorge Agudo Gonzalez, de la Universidad Autónoma de Madrid, explora la incidencia del ambiente y los recursos naturales en los procesos contractuales, a fin de mostrar cómo estas materias se han constituido en variable fundamental en el devenir de la formación, celebración y ejecución de los contratos, desde un punto de vista crítico, los aspectos importantes del proceso sancionatorio ambiental, evidenciando las falencias y vacios del a Ley 1333 de 2009. Jairo Cabrera plantea algunas reflexiones sobre la responsabilidad, valiéndose de la doctrina internacional, sobre la problemática de la reparación por daño ambiental. Por su parte, Leonardo Güiza Suárez explica el régimen general de la responsabilidad ambiental en el ordenamiento jurídico a partir del daño de los bosques naturales y su incidencia sobre los derechos humanos. Andres Gomez Rey, desde la teoría del acto administrativo, desarrolla el análisis crítico del régimen jurídico de las aguas superficiales en el derecho ambiental. Giovani J. Herrera Carrascal realiza una disertación sobre los recursos naturales y el ambiente como elementos del espacio público que a su vez constituye en un componente del medio ambiente urbano a partir de la jurisprudencia y de las competencias respectivas. Por último, Marybell Ochoa Miranda trate el tema de los residuos hospitalarios en Colombia, exponiendo su régimen jurídico, las competencias de las autoridades ambientales, los deberes que en estos asuntos tienen los ciudadanos, proponiendo lineamientos para avanzar en la consolidación de la gestión integral de residuos hospitalarios y similares. VVe argue in this essay that the real violence in schools is a result of the structural violence of oppresive social conditions that force students, especially low-income African American and Latino males, tofeel vulnerable, angry, and resistant to the normative expectations of “police-like” school environments. Instead of making attempts to transform these oppressive conditions and explore alternatives outsideof these frameworks, schools utilize the ideological state apparatuses (ISA’s) to justify the construction of certain students (e.g., African American and Latino males) as (...) “violent/deviant/disabled” therebymaking it an individual rather than a social problem. On the other hand, we contend, a political economic analysis of educational contexts makes critical linkages between race, class, and disabilityand in doing so offers an alternative way of re-theorizing identity. Additionally this argument will aIso demonstrate how a political economic analysis exposes and re-orients one towards a collective (global) struggle for social transfornlation in critical multicultural contexts. This thought seems to rest on the supposition that some notion of logical consequence ? which Frege did not have ? is indispensable for a satisfactory account of indirect proof. It is not so. Frege's account is no less workable than the account predominant today. Indeed, Frege's account may be best understood as a restatement of the latter, although from a higher order point of view. Bridger and Alper (1999) maintain that the nonphysical featuresof the supertasks described by Pérez Laraudogoitia (1996) involving a system containing an infinite number of particles may be avoided by introducing, in a specific way, Hilbert space in classical dynamics. I argue that it is possible to interpret their proposal in two ways, neither of which is acceptable for the purpose for which it was introduced.

Il gruppo riveste una grande importanza nella crescita del singolo. I valori sociali si strutturano e consolidano attraverso i processi di socializzazione, la formazione di un legame emozionale tra individuo e società, e l’interiorizzazione delle norme, processi e legami questi che si danno nel gruppo. L’articolo offre un’analisi delle fasi, le dinamiche e i percorsi che si danno nello sviluppo del gruppo di animazione, con lo scopo di offrire agli educatori uno strumento valido per l’educazione dei ragazzi. A questo riguardo, (...) in un primo momento, viene analizzata la ricerca fatta dall’individuo per essere accettato all’interno del gruppo quale motivazione primaria per la formazione del gruppo. In seguito, l’articolo si propone di studiare la nascita del gruppo come insieme teso al fare. Infine, verrà preso in considerazione il come si determina la creazione di legami interpersonali da dove sorgono i valori sociali. (shrink)

The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns of (...) spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions.
