The Volksunie, partly from the opposition and partly from its participation in cabinet/coalitions made an important contribution to the processes of state reforms that remodeled Belgium in the 80's and 90's into a federal state. The party strongly introduced the federalist ideas in the political arena. In the seventies it played a pro-active role in the negociations with the French interlocuteurs. Although these negociations did not succeed, the solutions advocated in that period went on as possible outcomes for later negociations (...) and played a catalyst role. When taking part in the cabinets either the national and for the Flemish cabinets in the 80's and the 90's, its minister advocated and carried on a maximalizing federalist policy. Inside and outside the party, it was not easy to perform this policy. Even the electorate did not reward the party that much for its achievements, which can be summarized as an undeniable contribution to the federal state reform of Belgium. (shrink)

Separatism in Belgium does not impose itself, on the conditions that the Belgian Economic and Monetary Union does not force on Flanders toa large a cost, that Wallonia accepts the political prerequisites for thefunctioning of that Union and that federalism really is carried out.Actually these conditions are not fulfilled. Therefore the hypothesis of separatism has to be investigated.For Flanders, separatism economically offers more advantages than disadvantages. Experimental research has studied the emergence of fairness criteria such as merit and equality at increasingly younger ages. How much does the recognition and practice of these principles depend on the influence of central aspects of Western educated and industrialized societies? In an attempt to answer these questions, this article provides evidence regarding the choices of children in the Kogi indigenous community of the Sierra Nevada de Santa Marta, a traditional society living in the mountains of Northern Colombia that practices (...) swidden agriculture, cattle-raising, and enjoys a special cultural status granted by the Colombian Constitution. Two groups of 6–7 and 10–11 year olds were tested on a modified dictator game and several scenarios from a resource distribution task including different fairness criteria. Our results point to the lack of focality of the idea of merit among Kogi children at these ages when deciding on third-party allocation tasks, even when the design prevented equal distribution. This paper is concerned with the question of how the social and economic structure of cities affects the degree of political competition and how in turn these factors affect the degree of a political stability. It isbased on a comparative empirical study of the outcomes of the communal elections of 1952, 1958 and 1964 in 147 Belgian cities that had a population size of 10.000 or more in 1947.In the first place the following generalizations are made with regard to the (...) election outcomes in these cities during the 1952-1964 period. 1. A general proliferation of lists or parties participating in the elections from 1952 to 1964.2. A trend from one-party-control over the college of the city council toward coalition-control.3. A net increase in the number of catholic lists and a net decrease in the number of socialist and liberal lists participating in the colleges of these townships.4. An increase in the number of cities in which newer, smaller and nontraditional parties or lists participated in the college of the city council.Three measures of politica! competitions are employed :1. The average number of parties or lists, that entered the communal election of 1952, 1958 and 1964.2. The average number of lists that received at least ten per cent of the vote in these three elections, and3. The presence or absence of a coalition on the college of the city council in 1952.The two measures of politica! stability, which are also based on the results of the same elections, are :1. The degree of stability in the lists and parties participating in the college of the city council, and2. The degree of stability in the list or party controlling the college of the city council.In general, measures of structural differentiation, linguistic diversity, industrial diversity, and social heterogeneity are found to be positively related to the degree of competition in local politics. In turn, measures of each of these structural factors and the measures of political competition are found to be negatively related to measures of political stability. Regression analysis supports the interpretation that diversity and heterogeneity in the social structure of cities - specifically, population size, density, and the presence of many persons with high occupational status - contribute to greater politica! competition in local polities, but that it is the degree of political competition that most strongly affects the degree of political stability.The conclusion is drawn that cities with a high degree of social and economic heterogeneity have a greater amount of conflict and cleavage. This results in greater competition in the political arena whichin turn predisposes such cities to have a high degree of instability in the control of their city governments. (shrink)

The philosophical import of the chariot images found in the Katha Upanishad and the Phaedrus is considered here. It is claimed that the resemblance in the accounts provided in these disparate texts is not merely incidental. Rather, each chariot-image should be read as contributing to a careful answer to the same thorny philosophical problem: the identification and justification of the best life for the individual. It is argued that each serves to illuminate an internal and complex account of the self, (...) which grounds and supports an effective rejection of the life spent in pursuit of the satisfaction of bodily desires in favor of the life spent in pursuit of wisdom. This article inquires whether and to which degree some fundamental traits of the World Wide Web may encourage us to revise traditional conceptions of what constitutes scientific information and knowledge. Turning to arguments for `open access' in scientific publishing and its derivatives (open content, open archives, etc.), contemporary tendencies in `social software' and knowledge sharing, the authors project a new look on knowledge, dissociated with linear notions of cumulation, progression, and hierarchy (e.g. of scientific argument), but related to circularity, heterarchy, (...) and evolution. Arguing from a medium theoretical perspective, they illustrate their ideas with developments in library science, current debates in epistemology and theories about information architecture, with a particular focus on `unsystematic' folksonomies. It is well known that Niklas Luhmann’s theory of social systems is grounded in Spencer-Brown’s seminal Laws of Form (LoF) or ‘calculus of indications’. It is also known that the reception of the latter has been rather problematic. This article attempts to describe the construction of LoF, and confront it with Niklas Luhmann’s ontological and epistemological premises. I show how LoF must be considered a protologic, or research into the fundamentals of logical systems. The clue to its understanding is to (...) be found in its profoundly topological conception of common mathematics and (Boolean) algebra. Both are explained as direct offspring of their planar orientation. Self-reference is a justified instance of an extended, more intricate topological arrangement. Its consequences for ontology (non-identity) and epistemology (autology), I argue, have been adopted correctly by Niklas Luhmann. Separate sections are devoted to how Spencer-Brown’s notion of re-entry relates to Luhmann’s definition of system/environment, and to a comparison between Luhmann’s and Parsons’ functionalism. In the Phaedrus, Plato asserts that divine erotic mania is not an "invariable evil," but enables the philosopher to ascend to the forms and attain "true knowledge," On this view of the best life, this mania has value---it is even "superior" to sophrosume. This dissertation argues that this Phaedrus account should be read as a work in moral psychology. ;To this end, this dissertation considers the development of the ways of thinking about the individual, behavior, and ethics in Greek thought (...) before Plato, and argues that Homer, Aeschylus, and Euripides display a movement from an externalist to an internalist view. This movement, then, continues in the Charmides, Protagoras, and Gorgias, as Plato develops an increasingly complex moral psychology. Further, this internalist movement is revealed in a consideration of the concepts of sophrosune and mania, and in the development of a view of mania as an intensification of desire. ;Next, this dissertation argues that the failure of the Gorgias response to Callicles issues in the Republic's complex moral psychology---in an internalist view and justification of the best life. The Republic , account, however, results in a view on which excessive desires for the pleasures of wisdom may result in mania. Finally, then, the Symposium and the Phaedrus are read as attempts to construct a moral psychology which is both accurate and able to avoid this wisdom/mania difficulty. ;The Phaedrus, then, represents the result of the development and refinements of the internalist approach in Plato's thought. Plato provides a revised, complex psychology, which issues in a view on which the soul's proper goal---the apprehension of the forms---requires both the direction of reason and the motivational energy of the irrational elements. On this account, divine erotic mania---eros-doubled, as both the reason and desire are engaged---represents the method for attaining this knowledge. ;Thus, this dissertation concludes that the Phaedrus may be read as the culmination of the internalist movement toward moral psychology; that the dialogue extraordinary assertions about mania and sophrosune are part of a new view and justification of the best life. There are relatively few empirical studies on the impacts of corporate social responsibility policies and programs. This article addresses the research gap by analyzing the incidence of, and the conditions that affect, decoupling among CSR policies, implementation of CSR programs, and CSR impacts for various environmental and social issues. Complete decoupling is a condition of full divergence among policies, programs, and impacts amounting to purely ceremonial CSR. Using ratings from a sustainability rating agency on a sample of about 1,000 large (...) companies in 24 countries, the authors find empirical evidence not supporting a conclusion of complete decoupling. The empirical evidence suggests four levels of nondivergence in the sample. First, for most CSR issues examined, CSR policies of high quality do have relatively strong effects on CSR implementation. Second, CSR programs of high quality do have relatively strong effects on CSR impacts. Third, for most CSR issues, even low-quality CSR policies enforce the incidence and quality of programs in comparison with having no policy at all. Fourth, weak programs have more impact on the realization of CSR goals than having no program at all. The authors also find that the quality of CSR reporting and locating the responsibility for CSR at the board level reduce decoupling by strengthening the quality of CSR programs. (shrink)

This article articulates a range of possible pedagogical goals for courses in comparative philosophy, and discusses a number of methods and strategies for teaching courses intended to achieve those ends. Ultimately, it argues that the assignment to teach comparative philosophy represents an opportunity to design a course with remarkable freedom and tremendous potential. Comparative philosophy courses can engage students in unique ways that not only increase their understanding of the fundamental assumptions and beliefs of non-Western traditions, but also facilitate the (...) development of the skills and dispositions that enable them to become better philosophers. This commentary explores the sometimes uncomfortable ambivalence that colors most people’s experience of disability, either as an aspect of a person’s own identity, or as an aspect of a person’s interactions with a person with a disability. Disabilities are experienced by many as both a positive and a negative aspect of a person’s identity. The commentary describes the work of two disability scholars who have recently explored how this ambivalence affects both legal schemes and parenting decisions, and argue for a (...) ‘destigmatizing’ of this ambivalence. The framework provided by these scholars illuminates ways in which ambivalence about the experience of disability is revealed by many of the contributors to this collection of essays, and suggests that an open confrontation with this ambivalence may facilitate more satisfactory relationships between people with and people without disabilities. The three main Chinese teachings can all be used to develop a framework for corporate governance in China. Recently, the Confucian classic the Dizi gui has emerged as a matter of academic and social interest in Mainland China. Some entrepreneurs have decided to revert to the moral rules set out in this book to decide on complex moral dilemma. Our research aims to explore an actual case in which a business leader from Beijing succeeded in transforming his moral aspiration into (...) a viable business model. Willing to break out from a deteriorated business environment in which he was competing, he used the Dizi gui to develop a set of moral principles, out of which he articulated his decision-making strategy. Much evidence has accumulated in favor of such a dual view of reasoning. There is however some vagueness in the way the two systems are characterized. Instead of a principled distinction, we are presented with a bundle of contrasting features - slow/fast, automatic/controlled, explicit/implicit, associationist/rule based, modular/central - that, depending on the specific dual process theory, are attributed more or less exclusively to one of the two systems. As Evans states in a recent review, “it would then be helpful to (...) have some clear basis for this distinction”; he also suggests that “we might be better off talking about type 1 and type 2 processes” rather than systems. We share the intuitions that drove the development of dual system theories. Our goal here is to propose in the same spirit a principled distinction between two types of inferences: ‘intuitive inference’ and ‘reflective inference’. We ground this distinction in a massively modular view of the human mind where metarepresentational modules play an important role in explaining the peculiarities of human psychological evolution. We defend the hypothesis that the main function of reflective inference is to produce and evaluate arguments occurring in interpersonal communication. This function, we claim, helps explain important aspects of reasoning. We review some of the existing evidence and argue that it gives support to this approach. (shrink)
