The French sociologist and philosopher Henri Lefebvre developed an account of modernity that combined rigorous critique, a rejection of nostalgia, left pessimism or transcendental appeals, and the search for utopian potentialities in the hidden recesses of the everyday. This article will focus on a topic that is arguably central to his ‘critique of everyday life’ but has been entirely overlooked in the literature thus far: that of boredom. Although often dismissed as trivial, boredom can be understood as a touchstone through (...) which we can grasp much wider anxieties, socio-cultural changes and subjective crises that are intrinsic to our experience of modernity. Curiously, although Lefebvre was very interested in boredom, he did not analyse it systematically, and he used terms like ‘boring’ or ‘boredom’ in loose, elliptical and seemingly contradictory ways. Such a lack of clarity reveals his ambivalence about this phenomenon, but also highlights a subtle pattern of differentiation he makes between particular modalities of boredom that can be highly illuminating. Through a careful reading of the full range of Lefebvre’s writings, we can begin to understand how he discriminates between different experiences and expressions of boredom, some of which are unambiguously negative, whereas others are judged more positively. With respect to the latter, as he says in Introduction to Modernity, under certain conditions boredom can be full of desires, frustrations and possibilities. Through such an investigation, we start to glimpse latent connections between boredom and utopian propensities that caught the attention not only of Lefebvre but also such thinkers as Ernst Bloch, Siegfried Kracauer and Walter Benjamin. Although several writers have noted significant complementary features in the respective projects of Russian philosopher and cultural theorist Mikhail Bakhtin (1895–1975) and the French social thinker Henri Lefebvre (1901–91), to date there has not been a systematic comparison of them. This article seeks to redress this oversight, by exploring some of the more intriguing of these conceptual dovetailings: first, their relationship to the intellectual and cultural legacy of Romanticism; and second, their respective assessments of irony (including Romantic irony), and, more (...) specifically, of the ironic register as a potential vehicle for socio-cultural criticism. Although the positions Bakhtin and Lefebvre stake out vis-à-vis these issues reveal many similarities – such as extensive use of Socrates in the writings of each – there are also significant differences, not least because Lefebvre’s understanding of Romanticism is more fully developed than Bakhtin’s. Accordingly, the central argument advanced here is that Bakhtin’s fairly disparaging account of Romanticism, together with his scattered and often contradictory remarks on irony, can be subjected to re-envisioning and potential enrichment by reference to Lefebvre’s more considered thoughts, especially the latter’s notions of ‘Revolutionary romanticism’ and ‘Marxist irony’. KNASAS Henry VIII and the Conforming Catholics. By PAUL O'GRADY. Collegeville, Minnesota: The Liturgical Press, 1990. Pp. 186. $11.95 (paper). The careers and writings of what this author has (...) called " Conforming Catholics " have been generally neglected by historians of the English Reformation, at least until recently. That is why it is even more remarkable that not only one, but two books should be published in 1990 on this subject. Glyn Redworth's life of Stephen Gardiner, bishop of Winchester (Jn Defense of the Church Catholic, London: Basil Blackwell) is primarily a historical and biographical account of this pivotal anti-papal Catholic, with particular emphasis on the period from 1540-1547. This book, while complete and well written, concentrated on the life of Bishop Gardiner almost to the exclusion of his writings, though some of these were mentioned in passing. Paul O'Grady's book suffers from almost the reverse of that problem. In his Introduction, he contends that " intellectual systems, once generated, have a logic of their own." His concentration on the " intellectual system " of anti-papal Catholicism at times overwhelms the historical considerations of the period, and he falls into at least the neglect of what Professor Geoffrey Elton calls " uncertainty as to what actually happened." Dates are plentiful in this consideration, to be sure, but the events selected are limited, and one gets the impression that there is quite a bit more to the story than the author is letting on. Quite a bit of familiarity with the period is assumed by the author on the part of the reader, and much that is quite germane to the topic and useful to following the text is relegated to footnotes. The great contribution of this study is that it raises a number of names to a higher profile, and highlights their writings. Gardiner, though relatively neglected (at least until recently), is one of the few names that surface about which a biography has been written. There has been a significant amount of groundwork done for this book, and merely the listing of titles by these authors is a valuable contribution. But there are problems, some of which are hardly the fault of the author. O'Grady uses the term "Henrician Catholic" in a number of BOOK REVIEWS 157 places, which causes one to wonder, what was the Catholicism of Henry VIII himself? J. J. Scarisbrick, in his magisterial biography of the king, certainly goes over the evidence, and O'Grady adds nothing new. The sources are scanty, and one is forced at times to make a series of assumptions (based on Henry's choice of bishops and councilors, for example) about what Henry actually believed that eventually become a series of assumptions piled on top of other assumptions. Noticeably and significantly absent from the consideration of Henry's management of his ecclesiastics is any attention to Henry's plan for the formation of a strong Tudor monarchy within England, the long standing work of Professor Elton. Foreign policy, another issue in the religious settlement of the period, is mentioned occasionally and briefly (here Professor Redworth's book more than makes up the difference). One cannot attempt to determine the king's theological positions in a vacuum, and although Henry VIII did (and still does) have some reputation as an " amateur theologian " in the period in question, there are few purely theological statements by that monarch. Theology, to all appearances, was just one lever used by Henry in erecting a strong modern state: the imposition of theological and liturgical uniformity was almost always a means to political uniformity, as the Prayer Book Revolts in Cornwall and the West showed in Edward's reign. Another problem arises in determining who, exactly, is an Henrician Catholic? It is fairly simple to differentiate this group from the Reformers -the controversies over the Sacrament and justification by faith do this clearly. Most scientific theories of consciousness are challenging to apply outside the human case insofar as non‐human systems (both biological and artificial) are unlikely to implement human architecture precisely, an issue I call thespecificity problem. After providing some background on the theories of consciousness debate, I survey the prospects of four approaches to this problem. I then consider a fifth solution, namely thetheory‐light approachproposed by Jonathan Birch. This book’s basic argument is that the Freudian unconscious, far from constituting a radical break with the philosophy of consciousness, is merely the latest exemplar in a heritage of philosophical misunderstanding of the Cartesian cogito that interprets “I think, therefore I am” as “I represent myself, therefore I am” (in the classic interpretation of Heidegger, one of the targets of the book).

BackgroundBiobanks have recently been established in several low- and middle-income countries in the Arab region of the Middle East. We aimed to explore the views of biobank managers regarding the challenges, ethical issues, and governance arrangements of their biobanks.MethodsIn-depth semi-structured qualitative interviews were conducted with a purposive sample of eight biobank managers from Egypt, Jordan, and Sudan. Interviews were performed either face-to-face, by phone, or via Zoom and lasted approximately 45–75 min. After verbal consent, interviews were recorded and then transcribed. (...) The authors performed a thematic analysis of the transcripts independently and then integrated the themes via a consensus process.ResultsBiobank managers discussed the main challenges in establishing their biobanks. These included the staff’s lack of experience and training, limited funds, deficit awareness of biobanks, obtaining funding from different sources. Only four reported they were active in distributing biospecimens and health data to researchers. Six biobanks used a broad consent model, one used tiered consent, and another allowed participants to opt-out of being recontacted. Five managers avoided partnerships with pharmaceutical companies due to concerns with unfavorable reactions from the community. Five managers did not have clear policies for returning research results to the donors. Five expressed challenges with sample and data sharing with international collaborators; all five used material transfer agreements. The biobank managers revealed variable governance arrangements and activities with community involving awareness and educational efforts rather than active engagement. Several expressed the importance of transparency with the operations of their biobanks and gaining the trust of their stakeholders.ConclusionManagers of biobanks in LMICs in the Arab Middle East encounter financial, operational, and social challenges toward their sustainability efforts. Discussions with key stakeholders are warranted to manage ethical issues involving informed consent, privacy, data sharing, and the return of results. We recommend that biobank managers in the Arab Middle East form collaborative networks within the region and internationally, develop trusting governance relationships with their stakeholders, and pursue engagement activities with their communities to enhance trust. Christof Koch and Klaus Hepp, in a recent essay in this journal1, issued a challenge to “those who call upon consciousness to carry the burden of the measurement problem in quantum mechanics.” Lest absence of a response be construed as admission of a failure of the idea that consciousness can play, via quantum measurement effects, a crucial role in neurodynamics, or that this idea has been in any rational way damaged by the arguments put forth in the cited article, I (...) respond here to that challenge. Cyril Scott once described Percy Grainger as a `lovable eccentric'. The Australian-American pianist, composer, ethnologist, and aspiring `all-round man' was, however, more eccentric to his own age than to ours. His views on the environment, food, the body, participatory democracy, and sex all anticipated by several decades views more typical of the mid-late twentieth century. Prolific as a composer, performer, and recording artist, Grainger was an indefatigable writer. This selection of forty-six essays about the production, promotion, and propagation of music (...) is drawn from his over 150 public writings. Written between the turn of the century and the early 1950s, these essays reveal Grainger's youthful compositional plans, his ideas about piano technique, and his enduring high regard for the music of Edvard Grieg, Frederick Delius, and `Frankfurt Group' colleagues Cyril Scott, Roger Quilter, and Henry Balfour Gardiner. Grainger on Music also pursues his evolving thoughts about Nordic music, `Free Music', instrumental usage, and his occasional suggestions for musical development in Australia and the United States. Some of our most fundamental moral rules are violated by the practices of torture and war. If one examines the concrete forms these practices take, can the exceptions to the rules necessary to either torture or war be justified? Fighting Hurt brings together key essays by Henry Shue on the issue of torture, and relatedly, the moral challenges surrounding the initiation and conduct of war, and features a new introduction outlining the argument of the essays, putting them into context, (...) and describing how and in what ways his position has modified over time. The first six chapters marshal arguments that have been refined over 35 years for the conclusion that torture can never be justified in any actual circumstances whatsoever. The practice of torture has nothing significant in common with the ticking bomb scenario often used in its defence, and weak U.S. statutes have loop-holes for psychological torture of the kind now favoured by CIA in the 'war against terrorism'. The other sixteen chapters maintain that for as long as wars are in fact fought, it is morally urgent to limit specific destructive practices that cannot be prohibited. Two possible exceptions to the UN Charter's prohibition on all but defensive wars, humanitarian military intervention and preventive war to eliminate WMD, are evaluated; and one possible exception to the principle of discrimination, Michael Walzer's 'supreme emergency', is sharply criticized. Two other fundamental issues about the rules for the conduct of war receive extensive controversial treatment. The first is the rules to limit the bombing of dual-use infrastructure, with a focus on alternative interpretations of the principle of proportionality that limits 'collateral damage'. The second is the moral status of the laws of war as embodied in International Humanitarian Law. It is argued that the current philosophical critique of IHL by Jeff McMahan focused on individual moral liability to attack is an intellectual dead-end and that the morally best rules are international laws that are the same for all fighters.Examining real cases, including U.S. bombing of Iraq in 1991, the Clinton Administration decision not to intervene in the 1994 Rwandan genocide, NATO bombing of Serbia in 1999, and CIA torture after 9/11 and its alternatives, this book is highly accessible to general readers who are interested in the ethical status of American political life, especially foreign policy.
