Abstract Companies in the stability operations industry have been subjected to painstaking scrutiny while critics have ignored the value they bring to contingency operations and government clients. Moreover, the scope of the industry is often overlooked by critics who paint a picture of uncontrollable companies making ridiculous profits. In response, this article offers some insight on stability operations, contracting processes, pitfalls, and opportunities. The article then discusses some of the criticisms that surround the industry. These criticisms are often due to (...) sensationalized reporting, and a significant problem is that reports on criminal activity such as fraud and abuse are exaggerated. In contrast, the far larger problem of waste due to poor client planning and oversight is glossed over. Finally, the article discusses industry self-policing efforts that have emerged to support the use of professional and compliant businesses in stability operations. Ultimately it is governmental regulatory enforcement and quality contracting practices that will do the most to marginalize unethical companies, reward better firms, and improve partnerships and success rates in stability operations globally. Hanna Pitkin has made key contributions to the field of political philosophy, pushing forward and clarifying the ways that political theorists think about action as the exercise of political freedom. In so doing, she has offered insightful studies of the problems of modern politics that theorists are called to address, and has addressed them herself in a range of theoretical genres. She is an innovator in bringing conceptual work inspired by ordinary language philosophy to the field of political philosophy, (...) as well as a penetrating and exacting interpreter of texts who draws on the insights of psychoanalysis, gender, and historical study. This collection of her works approaches each of these dimensions of Pitkin's contributions in turn, recognizing that she typically blends these modes of engagement in much of her political theorizing. The Modern Condition and the Impetus to Theorize. At several moments in her career, Pitkin has offered sustained reflection on what aspects of modern political life prompt the impulse to theorize politics. She has also drawn out with great nuance the pitfalls that modern life and philosophy also present for that enterprise, for example, in attempts to naturalize human community or in turning to theoretical abstraction. Her study of Wittgenstein in particular structured her most penetrating study of these questions. Pitkin suggests an agenda for political theorizing to engage the dilemmas of modernity in ways that grasp the importance of paradox as a portal of insight into the modern condition, and eschews attempts at easy resolution. In keeping with this, Pitkin has herself explored a variety of conceptual paradoxes that arise in the work of other theorists (e.g., regarding freedom, interest, and obligation), each as symptomatic of modern dilemmas. In each encounter, Pitkin offers a clearer picture of the problems of political modernity and the outlines of political responses to them. Moral Philosophy, Judgment, Justice: Pitkin has turned at several points in her career to the concept of justice as one that particularly brings together questions of agency and responsibility, the insights of moral philosophy, and judgment. Characteristic of her work, her engagements with justice have drawn upon a variety of methodological resources and theoretical inspirations. Her work engages ordinary language philosophy, pedagogical practice, and textual study, to yield a complex and subtle set of observations, all of which open moral philosophy and matters of judgment to questions of action and responsibility in the exercise of political freedom. Action: Political agency and its obstacles are a key theme in Pitkin's work and a main area of her theoretical innovation. She has approached the question of political agency from several directions. In some works, she has examined the appeal of autonomy as a picture of political agency, probing in particular the gendered dimension of the fantasy of autonomy. In other works - perhaps most famously, in her work on representation - Pitkin has explored the ways that the institutional arrangements of modern liberal societies attempt to link of individual and political agency--and the pitfalls of these approaches. Finally, Pitkin has offered a picture of political freedom as maintaining the tension, between individual "parts" and collective "wholes," that these modern institutional arrangements attempt to resolve. Finally, through her groundbreaking and definitive work on Hannah Arendt, Pitkin has meditated on the political and social conditions that most impede our ability to grasp agency as a practice of political freedom, and gestured to paths that may lead forward. Hanna Pitkin argues that Wittgenstein's later philosophy offers a revolutionary new conception of language, and hence a new and deeper understanding of ourselves and the world of human institutions and action.

Robert Hanna argues for the importance of Kant's theories of the epistemological, metaphysical, and practical foundations of the "exact sciences"--relegated to the dustbin of the history of philosophy for most of the 20th century. In doing so he makes a valuable contribution to one of the most active and fruitful areas in contemporary scholarship on Kant.

In Rationality and Logic, Robert Hanna argues that logic is intrinsically psychological and that human psychology is intrinsically logical. He claims that logic is cognitively constructed by rational animals and that rational animals are essentially logical animals. In order to do so, he defends the broadly Kantian thesis that all rational animals possess an innate cognitive "logic faculty." Hanna 's claims challenge the conventional philosophical wisdom that sees logic as a fully formal or "topic-neutral" science irreconcilably separate from (...) the species- or individual-specific focus of empirical psychology.Logic and psychology went their separate ways after attacks by Frege and Husserl on logical psychologism--the explanatory reduction of logic to empirical psychology. Hanna argues, however, that--despite the fact that logical psychologism is false--there is an essential link between logic and psychology. Rational human animals constitute the basic class of cognizers or thinkers studied by cognitive psychology; given the connection between rationality and logic that Hanna claims, it follows that the nature of logic is significantly revealed to us by cognitive psychology. Hanna 's proposed "logical cognitivism" has two important consequences: the recognition by logically oriented philosophers that psychologists are their colleagues in the metadiscipline of cognitive science; and radical changes in cognitive science itself. Cognitive science, Hanna argues, is not at bottom a natural science; it is both an objective or truth-oriented science and a normative human science, as is logic itself. (shrink)

Ethical, legal and social implications are widely regarded as important considerations with respect to technological developments. Agile Worth-Oriented Systems Engineering is an innovative approach to incorporating ethically relevant criteria during agile development processes through a flexibly applicable methodology. First, a predefined model for the ethical evaluation of socio-technical systems is used to assess ethical issues according to different dimensions. The second part of AWOSE ensures that ethical issues are not only identified, but also systematically considered during the design of systems (...) based on information and communication technology. For this purpose, the findings from the first step are integrated with approaches from worth-centered development into a process model that, unlike previous approaches to ethical system development, is thoroughly compatible with agile methodologies like Scrum or Extreme Programming. Artifacts of worth-centered development called Worth Maps have been improved to guide the prioritization of development tasks as well as choices among design alternatives with respect to ethical implications. Furthermore, the improved Worth Maps facilitate the identification of suitable criteria for system evaluations in association to ethical concerns and desired positive outcomes of system usage. The potential of the AWOSE methodology has been demonstrated in the context of a technical system that supports elderly and people with particular handicaps. (shrink)

Robert Hanna works out a unified contemporary Kantian theory of rational human cognition and knowledge. Along the way, he provides accounts of intentionality and its contents, sense perception and perceptual knowledge, the analytic-synthetic distinction, the nature of logic, and a priori truth and knowledge in mathematics, logic, and philosophy. This book is specifically intended to reach out to two very different audiences: contemporary analytic philosophers of mind and knowledge, and contemporary Kantian philosophers or Kant-scholars. At the same time, it (...) rides the crest of a wave of exciting and revolutionary emerging new trends and new work in the philosophy of mind and epistemology, with a special concentration on the philosophy of perception. What is revolutionary in this new wave are its strong emphases on action, on cognitive phenomenology, on disjunctivist direct realism, on embodiment, and on sense perception as a primitive and proto-rational capacity for cognizing the world. Hanna makes a fundamental contribution to this philosophical revolution by giving it a specifically contemporary Kantian twist, and by pushing these new lines of investigation radically further. A general feature of language that appears to resist systematic semantic analysis is context-sensitivity. Since the birth of analytic philosophy, philosophers have thought the context-dependence of natural language renders it unsuitable for analysis by the semantic tools of the logician. And metaphor appears to pose a particularly vexing problem in that, in addition to being difficult to systematize for other reasons, it is also context-dependent. However in recent years, the problem of context-dependency has moved to the foreground in the philosophy (...) of language. And some theorists have taken on the daunting challenge of accounting forour context-variant intuitions about what is said by systematic means. The central point of this paper then is to show that the resources these theorists use are far more powerful than the theorists realize. I argue that if these theorists are correct about context-sensitivity, the same resources they use to make context-sensitivity compatible with semantic systematicity can be used to yield a systematic semantic account of metaphor. The paper can be viewed as either a powerful consideration against adopting the resources of theorists who seek to explain all contextsensitivity semantically, or a powerful consideration against those whobelieve metaphor to be merely a matter of language use. The interdisciplinary research area Cognitive Interaction Technology (CIT) aims to understand and support interactions between human users and other elements of socio-technical systems. Important reasons for the new interest in understanding CIT in sport psychology are the impressive development of cognitive robotics and advanced technologies such as virtual or augmented reality systems, cognitive glasses or neurotechnology settings. The present article outlines this area of research, addresses ethical issues, and presents an empirical study in the context of a new measurement and (...) assessment system for training in karate. Recent advances in the field of cognitive assistance systems enabled largely automatized assessments of individual mental representation structures for action sequences, such as choreographed movement patterns in dance or martial arts. Empirical investigations with karate practitioners of different skill levels demonstrate that advanced software-based survey and algorithmic analysis procedures based on cognitive models generate individualized performance predictions for a movement sequence from theKanku-dai kata(a pre-defined karate movement sequence), which correlated significantly not only with formal expertise (kyu/danrank) but also with the actual likelihood of mistakes in action execution. This information could prospectively be used to define individual training goals for deliberate practice and incorporated into cognitive interaction technology to provide appropriate feedback. We argue that the development of cognitive interaction systems for sport should explicitly take ethical issues into consideration and present a particular developed engineering approach. The potential benefits of such an assistance system for intermediate and advanced practitioners include more effective and flexible practice, as well as supportive effects, and more flexible training schedules. Furthermore, we argue that researchers from the field of sport psychology can benefit from advances in technological systems that enhance the understanding of mental and motor control in skilled voluntary action. Building on contemporary research in embodied cognition, enactivism, and the extended mind, this book explores how social institutions in contemporary neoliberal nation-states systematically affect our thoughts, feelings, and agency. Human beings are, necessarily, social animals who create and belong to social institutions. But social institutions take on a life of their own, and literally shape the minds of all those who belong to them, for better or worse, usually without their being self-consciously aware of it. Indeed, in contemporary neoliberal societies, (...) it is generally for the worse. In The Mind-Body Politic, Michelle Maiese and Robert Hanna work out a new critique of contemporary social institutions by deploying the special standpoint of the philosophy of mind—in particular, the special standpoint of the philosophy of what they call essentially embodied minds—and make a set of concrete, positive proposals for radically changing both these social institutions and also our essentially embodied lives for the better. In Skeptical idealism says that possibly nothing exists outside my own conscious mental states. Purported refutations of skeptical idealism – whether Descartes's, Locke's, Reid's, Kant's, Moore's, Putnam's, or Burge's – are philosophically scandalous: they have convinced no one. I argue (1) that what is wrong with the failed refutations is that they have attempted to prove the wrong thing – i.e., that necessarily I have veridical perceptions of distal material objects in space, and (2) that a charitable reconstruction of Kant's (...) ‘Refutation of Idealism’ in fact provides a sound refutation of skeptical idealism. I argue that denial plays a central but insufficiently recognized role in addiction. The puzzle inherent in addiction is why drug use persists despite negative consequences. The orthodox conception of addiction resolves this puzzle by appeal to compulsion; but there is increasing evidence that addicts are not compelled to use but retain choice and control over their consumption in many circumstances. Denial offers an alternative explanation: there is no puzzle as to why drug use persists despite negative consequences if these (...) consequences are not straightforwardly known. I describe the nature of the causal knowledge that one's drug use is causing negative consequences; map the conceptual landscape of denial and explain how it can block such knowledge; and explore some of the processes and mechanisms that have been studied by philosophy and the cognitive sciences and which may underpin denial in addiction, including well-established information-processing biases, motivational influences on belief formation and self-deception, and cognitive deficits with respect to insight and self-awareness. I conclude by suggesting that addiction is as much a disorder of cognition as a disorder of conation. (shrink)

Polar research is used to show how politics may intermingle with science to safeguard national interests in times of dramatic international change.

Despite being considered the proverbial backbone of our healthcare systems, nursing still seems to struggle to scientifically demonstrate its contribution to care experiences and patient outcomes. This leads to erosive tendencies that threaten the development of the profession and its progress as an academic discipline. With this paper, we want to contribute to the theoretical discourse concerning the nature of nursing and the research into its effectiveness. We begin by outlining a set of prevailing paradoxes and their consequences relating to (...) nursing and nursing research: the issue of demonstrating its unique contribution despite a clear societal mandate; a discrepancy between subjectively experienced effectiveness and objectively ascertainable effectiveness; and a mismatch between theoretical premises of nursing and task‐oriented cultures in practice environments. Using an example of a seemingly simple nursing intervention, we intend to demonstrate the qualities and complexities of nursing. We further illustrate this by drawing on several of our research projects using theory‐based evaluation methodologies. From these illustrative examples, we distil two insights relating to nursing interventions that we consider fundamental: the nurse, as a person, is central to its unique effectiveness; and there is always an interplay between context, intervention and its intended effect. We summarise our considerations and argue the case for conceiving research designs in alignment with theoretical premises of nursing. (shrink)

This paper deals with the nature of trust in science. Understanding what appropriate trust in science is and why it can reasonably break down is important for improving scientists’ trustworthiness. There are two different ways in which philosophers of science think about trust in science: as based on objectivity or as based on shared values. Some authors argue that objectivity actually grounds mere reliance, not genuine trust. They draw on a distinction that philosophers of trust following Annette Baier have made (...) with respect to interpersonal trust, where genuine trust has some normative element to it that is missing in cases of mere reliance. However, I will show that there are plural forms of trust in science: Both objectivity and shared values ground trust in science in a normative sense. I will link the trust in science debate to the literature on interpersonal trust. This is significant in that, beyond references to Baier, there is little connection between both areas of philosophy. In a pluralist reading, different trust accounts help to identify the normative elements involved in different kinds of trust in science. (shrink)

The financial sector has seen a transformation towards ‘sustainable’ finance particularly in Europe, driven also by unprecedented regulatory reforms. At the same time, many are sceptical about the real impact of these reforms, fearing that they are triggering a paradoxical financialisation of sustainability. Building on recent research on institutional logics and institutional fields formation, we examine changes in the EU regulatory dynamics as characterised by shifts in framing the relationship between sustainability and finance. Deploying a longitudinal approach, consisting of archival (...) data and semi-structured interviews, we explore the development of EU sustainable finance regulation as an extended, interactive and contested process. Specifically, we suggest that regulatory dynamics depend on the hybrid configuration of the social constituencies supporting sustainable finance reforms and on shifts in the overall prevalence of the financial logic in society. Our paper sheds light on the inherent contradictions and limitations of sustainable finance as a means for transformative sustainability reforms. (shrink)

When philosophers want an example of a person who lacks the ability to do otherwise, they turn to psychopathology. Addicts, agoraphobics, kleptomaniacs, neurotics, obsessives, and even psychopathic serial murderers, are all purportedly subject to irresistible desires that compel the person to act: no alternative possibility is supposed to exist. I argue that this conception of psychopathology is false and offer an empirically and clinically informed understanding of disorders of agency which preserves the ability to do otherwise. First, I appeal to (...) standard clinical treatment for disorders of agency and argue that it undermines this conception of psychopathology. Second, I offer a detailed discussion of addiction, where our knowledge of the neurobiological mechanisms underpinning the disorder is relatively advanced. I argue that neurobiology notwithstanding, addiction is not a form of compulsion and I explain how addiction can impair behavioural control without extinguishing it. Third, I step back from addiction, and briefly sketch what the philosophical landscape more generally looks like without psychopathological compulsion: we lose our standard purported real-world example of psychologically determined action. I conclude by reflecting on the centrality of choice and free will to our concept of action, and their potency within clinical treatment for disorders of agency. (shrink)

In Our Best Interest argues that it is permissible to intervene in a person's affairs whenever doing so serves her best interest without wronging others. Jason Hanna makes the case for paternalism, responding to common objections that paternalism is disrespectful or that it violates rights, and arguing that popular anti-paternalist views confront serious problems.

According to Kant in the Prolegomena, the natural kind proposition (GYM) "Gold is a yellow metal" is analytically true, necessary, and a priori. Saul Kripke and Hilary Putnam have argued that on the contrary propositions such as (GYM) are neither analytic, nor necessary, nor a priori. The Kripke-Putnam view is based on the doctrine of "scientific essentialism" (SE). It is a direct consequence of SE that propositions such as (GE) "Gold is the element with atomic number number 79" are metaphysically (...) necessary and a posteriori. Were Kant to travel by time-machine to the present and to consider (GE), however, he would regard it as metaphysically contingent; and even if he were able to admit it as necessary, it would be synthetic a priori, and not a posteriori. In these ways, the conflict between Kant and the scientific essentialists is a sharply-defined one: if the essentialists are right, then the Kantian theory of meaning, necessity, and a priori knowledge is wrong; but if Kant is right, then SE is wrong. As a prolegomenon to the development and defense of Kant's positive theory of natural kind propositions, this paper undertakes a Kantian critique of SE. Following the Introduction, the paper has three sections. The first section spells out the main theses and assumptions of SE. The second section, setting aside the semantic and logical components of SE, focuses on its epistemic and metaphysical components and offers four Kantian arguments against them. The final section offers Kantian "diagnoses" of the flaws in SE exposed by the four critical arguments. (shrink)

There are perceptual states whose representational content cannot even in principle be conceptual. If that claim is true, then at least some perceptual states have content whose semantic structure and psychological function are essentially distinct from the structure and function of conceptual content. Furthermore the intrinsically “orientable” spatial character of essentially non-conceptual content entails not only that all perceptual states contain non-conceptual content in this essentially distinct sense, but also that consciousness goes all the way down into so-called unconscious or (...) subpersonal mental states. I clarify some ambiguities in blame-talk and argue that blame's potential for irrationality and propensity to sting vitiates accounts of blame that identify it with consciously accessible, personal-level judgements or beliefs. Drawing on the cognitive psychology of emotion and appraisal theory, I develop an account of blame that accommodates these features. I suggest that blame consists in a range of hostile, negative first-order emotions, towards which the blamer has a specific, accompanying second-order attitude, namely, a feeling of entitlement—a feeling that (...) these hostile, negative first-order emotions are what the blamed object deserves. I argue that addiction is not a chronic, relapsing, neurobiological disease characterized by compulsive use of drugs or alcohol. Large-scale national survey data demonstrate that rates of substance dependence peak in adolescence and early adulthood and then decline steeply; addicts tend to “mature out” in their late twenties or early thirties. The exceptions are addicts who suffer from additional psychiatric disorders. I hypothesize that this difference in patterns of use and relapse between the general and psychiatric populations can be explained (...) by the purpose served by drugs and alcohol for patients. Drugs and alcohol alleviate the severe psychological distress typically experienced by patients with comorbid psychiatric disorders and associated problems. On this hypothesis, consumption is a chosen means to ends that are rational to desire: Use is not compulsive. The upshot of this explanation is that the orthodox view of addiction as a chronic, relapsing neurobiological disease is misguided. I delineate five folk psychological factors that together explain addiction as purposive action: strong and habitual desire; willpower; motivation; functional role; and decision and resolve. I conclude by drawing lessons for research and effective treatment. (shrink)

According to van Fraassen's constructive empiricism, the epistemological aim of scientific theories is "to save the phenomena". Theories which achieve this aim are said to be empirically adequate. In an earlier paper a likelihood analysis of the empirical adequacy of simple statistical hypotheses was given. The present paper extends that likelihood analysis of empirical adequacy to composite statistical hypotheses. It is argued that for composite hypotheses the notion of likelihood is ambiguous. This ambiguity leads to a distinction between predictive adequacy, (...) based upon a prior likelihood function, and descriptive adequacy, based upon a posterior likelihood function. (shrink)

В процессе исследования автором выделен ряд факторов, которые способствуют развитию IPO в банковском секторе страны и подтверждают целесообразность использования публичного размещения акций в качестве эффективного источника повышения капитализации банков в Украине. Также особый акцент сделан на существующих ограничениях и трудностях, которые препятствуют выходу украинских банков на публичный рынок.
