To have free will with respect to an act is to have the ability both to perform and to refrain from performing it. In this book, Ishtiyaque Haji argues that no one can have practical reasons of a certain sort - "objective reasons" - to perform some act unless one has free will regarding that act.

There are no moral obligations: either it is determined in advance what we will do, or it is not. But any action not in our control cannot be obligatory for us. Hence, regardless of whether our actions are determined to occur, nothing is obligatory. This conclusion has important implications for conceptions of moral responsibility and free will.

Determinism is, roughly, the thesis that facts about the past and the laws of nature entail all truths. A venerable, age-old dilemma concerning responsibility distils to this: if either determinism is true or it is not true, we lack "responsibility-grounding" control. Either determinism is true or it is not true. So, we lack responsibility-grounding control. Deprived of such control, no one is ever morally responsible for anything. A number of the freshly-minted essays in this collection address aspects of this dilemma. (...) SummaryIn Ethiopia, despite some recent improvements, the health and nutritional status of children is very poor. A better understanding of the main socioeconomic determinants of child health and nutrition is essential to address the problem and make appropriate interventions. In the present study, an attempt is made to explore the effect of maternal characteristics on the health and nutritional status of under-five children using the 2005 Ethiopian Demographic and Health Survey. The health and nutritional status of children are measured using (...) the two widely used anthropometric indicators height-for-age and weight-for-height. In the ordinary least squares estimation, it is observed that maternal characteristics have a significant impact on child health and nutritional status. The magnitudes of the coefficients, however, are found to slightly increase when maternal education is instrumented in the 2SLS estimation. Moreover, in the quantile regression estimation, the impacts of maternal characteristics are observed to vary between long-term and current child health and nutritional status. (shrink)

This book extends our understanding of the nature of moral obligation and moral responsibility by arguing that they are far more similar in pertinent respects than frequently conceived. First, the view that, unlike obligation, responsibility does not require freedom to do otherwise is challenged. Conceptual ties between obligation and responsibility largely speak in favor of responsibility’s requiring alternatives. Second, many philosophers champion responsibility semicompatibilism, the thesis that even if determinism is incompatible with freedom to do otherwise, it is compatible with (...) responsibility. Essential relations between obligation and responsibility are deployed against this thesis, and the parallel thesis of obligation semicompatibilism is rejected. An upshot of forsaking these species of semicompatibilism is that determinism threatens both obligation and responsibility in virtue of eliminating alternate possibilities. Third, many concur that whereas you may now no longer have an obligation that you previously had, you cannot now fail to be blameworthy for something for which you were formerly to blame. This immutability thesis about blameworthiness is shown to be false, and significant ramifications of its falsity are exposed. Finally, a legitimate difference between obligation and responsibility is uncovered: while how you acquire your values may significantly influence whether you are responsible for much of your conduct, obligation is not “historical” in this way. The impact of these similarities and the one difference on whether obligation is overriding and whether various accounts of practical rationality, love, and punishment are cogent is discussed. According to event-causal modest libertarian accounts of free action, the sort of control an agent requires to perform free actions consists in the action’s being nondeviantly and indeterministically caused by apt reasons of the agent. It has been argued that these modest views succumb to a problem of luck because they imply that, given exactly the same past up to the time of action, and the same laws of nature, at this time the agent could have performed a different action, (...) or no action at all. Hence, it appears that whatever the agent does at this time as a result of indeterministic deliberation is a matter of freedom- or responsibility-undermining luck. In this paper, I argue that neither Robert Kane’s variant of modest libertarianism, which combines a form of non-traditional agent causation with indeterministic event causation, nor John Lemos’ weightings variant, in which agents perform intentional acts of assigning weights to their reasons, circumvents the luck objection. In chapter 2, Myers introduces the conception of morality as a cooperative undertaking to promote the overall good on terms fair to everyone involved. Fair promotion of the overall good, he argues, requires impartial beneficence to be restrained by prerogatives and restrictions. The rationale for prerogatives turns, ultimately, on the premise that promoting the overall good fairly must account for the fact that we inevitably have values other than our concern for impartial beneficence. It would be unfair, because too demanding, (...) to require people fully to subordinate these competing values to their goal of promoting overall goodness. For “acting in ways that are true to all one’s values is an important ideal of individual behaviour” and so must be given some play. Fairness, then, requires balancing one’s concern to promote the overall good with one’s concern to be faithful to the other values that apply to one. Myers favors a “no-harm” version of prerogatives that allows people to give their own interests and desires a disproportionate weight only in cases where advancing their own ends would prevent them from giving aid to others. Certain cases emphatically motivate the view that personal autonomy — autonomy as self-government — is a necessary condition of moral blameworthiness. The cases, that is, suggest that one cannot be morally blameworthy for performing an action unless one is autonomous with respect to that action, or one is autonomous with respect to the motivational underpinnings that figure in the etiology of the action. Here is a typical, fanciful example. Unbeknownst to Bond, a minute electronic device has been implanted in his (...) brain. Maxine can use the device to induce desires or intentions in Bond without her electronic manipulations being ‘felt’ or detected by Bond. Suppose Maxine implants in Bond a powerful desire to kill Oskar, a distant associate of Bond, together with the belief that the desire is irresistible. Though the electronically induced desire is not in fact irresistible, Bond could resist it only with a great deal of difficulty and only at the expense of suffering considerable psychological damage; Bond, to his astonishment, acts on this desire and does away with Oskar. This case is one in which Bond, it appears, is not morally blameworthy for killing Oskar. According to one strand of thought, the judgment that Bond is not blameworthy rests squarely on the view that Bond acts on a desire that is not truly his own;1 Bond is not his own master with respect to the implanted desire that causes him to kill Oskar. I argue that, each of the following, appropriately clarified to yield a noteworthy thesis, is true. Moral obligation can affect moral responsibility. Obligation succumbs to changes in responsibility. Obligation is immune from changes in responsibility.

The principle of alternate possibilities says that you are morally praiseworthy or blameworthy for something you do only if you could have done otherwise. Frankfurt examples are putative counterexamples to PAP. These examples feature a failsafe mechanism that ensures that some agent cannot refrain from doing what she does without intervening in how she conducts herself, thereby supposedly sustaining the upshot that she is responsible for her behavior despite not being able to do otherwise. I introduce a Frankfurt example in (...) which the agent who could not have done otherwise is God. Paying attention to the freedom requirements of moral obligation, the example is commissioned, first, to assess whether various statesof affairs that are unavoidable for God can be obligatory for God and for whichGod can be praiseworthy. The example is, next, used to unearth problems with conventional Frankfurt examples that feature human agents. I argue that conceptual connections between responsibility and obligation cast suspicion on these examples. Pertinent lessons that the divine Frankfurt example helps to reveal motivate the view that divine foreknowledge and determinism, assuming that both preclude freedom to do otherwise, may well imperil obligation and responsibility. What energizes the conundrum is that the concept of omnibenevolence—“consequential omnibenevolence”—that the Leibnizian argument for the view that the actual world is the best of all possible worlds presupposes, appears to sanction the conclusion that God has no practical reasons to create the actual world.

What is the connection between action that is caused by inauthentic antecedent springs of action, such as surreptitiously engineered-in desires and beliefs, and moral obligation? If, for example, an agent performs an action that derives from such antecedent springs can it be that the agent is not obligated to perform this action owing to the inauthenticity of its causal antecedents? To be a moral patient is to be an individual deserving of moral consideration ; and to be so deserving requires that the individual have a “welfare” in that it must be capable of being made better or worse off. Something is subject to luck if it is beyond our control. In Luck's Mischief, Haji argues that owing frequently to precluding our being able to otherwise, luck limits both the range of what is morally obligatory for us and things for which we are morally responsible.

In their paper ‘Designing AI for mental health diagnosis: challenges from sub-Saharan African value-laden judgements on mental health disorders’, Ugar and Malele focused on the challenges and considerations surrounding the design and implementation of artificial intelligence (AI) and machine learning (ML) technologies for diagnosing mental health disorders in South Africa. Although the authors recognise the application of AI and ML in healthcare, they put forward the challenges, particularly in adopting Wakefield’s hybrid theory, where elements of naturalism and normativism are combined (...) in defining mental disorders. They argue that a generic or universally designed AI or ML would not be appropriate in countries with strong and varied local contexts. Hence, they believe that current and future AI developers should consider the cultural nuances, value systems and contextual factors in designing and implementing AI technologies for mental health diagnosis in Africa. When the authors argue that a universal definition of mental health may not be appropriate in Africa, we would like to offer something in contrast. If nomenclature like the Diagnostic and Statistical Manual of Mental Disorders (DSM) can be widely accepted, why does AI, which relies on these codes, encounter scepticism? This book addresses a dilemma concerning freedom and moral obligation (obligation, right and wrong). If determinism is true, then no one has control over one's actions. If indeterminism is true, then no one has control over their actions. But it is morally obligatory, right or wrong for one to perform some action only if one has control over it. Hence, no one ever performs an action that is morally obligatory, right or wrong. The author defends the view that this dilemma (...) can be evaded but not in a way traditional compatibilists about freedom and moral responsibility will find congenial. For moral obligation is indeed incompatible with determinism but not with indeterminism. We standardly believe that people are morally responsible for at least some of their conduct. We think, for example, that we are praiseworthy for some of our deeds and blameworthy for others. Traditionally it has been thought that at least two conditions must be satisfied for a person to be responsible for her intentional actions: a control condition which says, loosely, that the person acts voluntarily; and an epistemic one which requires, roughly, that the person not be relevantly ignorant of (...) what she is doing.In this paper, I shall confine attention to a core element of the epistemic condition. After clarifying this element, I’ll motivate the suggestion that specifically moral goals, concerns, or ideals in the everyday lives of very many of us do not take pride of place. This simple fact, in association with the core epistemic element of responsibility, I believe, reveals that the ‘scope’ of moral responsibility is restricted. Next, I propose and attempt to defend the view that though people are not morally responsible for much of their behaviour in the day-to-day business of living, they are responsible — not just causally — but ‘normatively’ as I shall say, for a good deal of what they do. An ideal of education is to ensure that our children develop into autonomous critical thinkers. The ‘indoctrination objection’, however, calls into question whether education, aimed at cultivating autonomous critical thinkers, is possible. The core of the concern is that since the young child lacks even modest capacities for assessing reasons, the constituent components of critical thinking have to be indoctrinated if there is to be any hope of the child's attaining the ideal. Our primary objective is to defuse this objection. (...) We argue, first, that even if the indoctrination objection can be dealt with at the level of beliefs by an account that distinguishes between beliefs instilled in the child at the non‐rational stage that are indoctrinative and those that are non‐indoctrinative, there can be non‐autonomous ‘proto critical thinkers’ who lack autonomy with respect to the requisite motivational components. We then ask what must be added to the account to ensure that proto critical thinkers develop into autonomous ones. We suggest that motivational elements, even if instilled at a stage at which the child has insufficiently developed cognitive capacities, can be ‘truly the child's own’ only relationally: the autonomous motivational elements are ones with respect to which the future child is self‐governing. It has been argued that all compatibilist accounts of free action and moral responsibility succumb to the manipulation problem: evil neurologists or their like may manipulate an agent, in the absence of the agent's awareness of being so manipulated, so that when the agent performs an action, requirements of the compatibilist contender at issue are satisfied. But intuitively, the agent is not responsible for the action. We propose that the manipulation problem be construed as a problem of deviance. In troubling (...) cases of manipulation, psychological elements such as desires and beliefs, among other things, are acquired via causal routes that are deviant relative to causal routes deemed normal or baseline. abstract An appeal to children's authenticity is widespread in major debates in the philosophy of education. However, no evident uniform conception of authenticity informs the dialectic. We begin with examples that confirm this multiplicity. We then uncover a common strand that unifies these seemingly differing conceptions: authenticity is exemplified by motivational elements, such as the agent's desires, when these elements are, in a manner to be explicated, ‘truly the agent's own’. It is this view of authenticity that is the mainstay (...) of a predicament in the philosophy of education: if education entails intentional instilment of certain motivational elements in the child but such intentional moulding, in the absence of the agent's consent, is generally incompatible with authenticity, how is an authentic education possible? We respond by developing a relational account of authenticity that denies that motivational elements are authentic in their own right; they are authentic only relative to ensuring certain ends. This paper is an illustration of the case study of trying to create an awareness of human values at the Malaysian Airlines System (MAS) as part of its work culture. Some of the principles of this intervention and the key process used in developing a values-based culture are highlighted. A brief background of why MAS undertook a values journey is given along with the approach and the process used, based on the values clarification process (VCP). The development of other internal (...) processes customized to design in-house modules through the values awareness programme (VAP) and the values inculcation programme (VIP) are also outlined. The paper combines two perspectives in this case study: one of the authors was an internal consultant with MAS and the other an external consultant to parts of the process. The objective is to share insights from such an intervention to enable other organizations to benefit from this experience. (shrink)
