Knowing who benefits financially from a securities trade is necessary for the detection, prosecution and deterrence of illegal securities trading. Foreign jurisdictions with banking or securities secrecy laws are frequently used as a platform for illegal activity to frustrate law enforcement. This paper considers the extent to which Canadian law gives effect to so-called foreign blocking legislation. We conclude that while Canadian law does not generally give effect to foreign blocking legislation, it imposes only limited requirements on market intermediaries to (...) collect beneficial ownership information. Regulators are therefore left with the option of obtaining assistance from their foreign counterparts. (shrink)

Objetivamos neste artigo analisar a crítica sartriana à Hegel nos Cadernos para uma moral sobre a história, mostrando um esboço das noções iniciais (...) de Sartre sobre a história. Sartre se utiliza amplamente de uma crítica à possibilidade de dialética hegeliana, questionando a dimensão desse movimento do real como verdadeiro. É analisada a idealização desse movimento na dialética do senhor e do escravo em obras como Fenomenologia do Espírito (1807) e se tematiza sobre a noção de totalidade da história. Current struggles over laws prohibiting and criminalizing the public disclosure of violence in the spaces of animal use in the US have underscored the centrality of exposés to animal activism. This article complicates the activist belief in the power of exposure—“If slaughterhouses had glass walls...”—by drawing on the insights of Jean-Paul Sartre and Simone de Beauvoir concerning the prevalence of bad faith in systems of oppression and exploitation. I describe four forms of bad faith common to these systems, and offer (...) suggestions for exposés of the animal enterprise modeled on Sartre’s and de Beauvoir’s “engaged exposés.”. (shrink)

We argue that if a different definition of sentence complexity is adopted and processing capacity is assessed in a way that is consistent with that definition, then the Caplan & Waters distinction between interpretive versus postinterpretive processing is unnecessary insofar that it applies to the thematic role assignment in relative-clause sentences.

Research has shown high levels of housing precarity among government-assisted refugees connected to difficult housing markets, limited social benefits, and other social and structural barriers to positive settlement. The COVID-19 pandemic has likely exacerbated this precarity. Research to date demonstrates the negative consequences of the COVID-19 pandemic for refugees and low-income households, including both health-related issues and economic challenges, that may exacerbate their ability to obtain affordable, suitable housing. In this context, we examined Syrian government-assisted refugees’ experiences during the pandemic, (...) asking: how the COVID-19 pandemic has impacted Syrian refugees’ experiences of housing stability. To examine this issue, we interviewed 38 families in Calgary, London, and Fredericton. Using a qualitative descriptive methodology for analysis and interpretation, we found the liminality of settling as a GAR has been compounded by isolation, further economic loss, and new anxieties during the pandemic. Ultimately, for many participants, the pandemic has thwarted their housing stability goals and decreased their likelihood of improving their housing conditions. Based on our findings, we discuss potential policy and practice relevant solutions to the challenges faced by refugees in Canada during the pandemic and likely beyond. (shrink)

[Graeme Forbes] In I, I summarize the semantics for the relational/notional distinction for intensional transitives developed in Forbes (2000b). In II-V I pursue issues about logical consequence which were either unsatisfactorily dealt with in that paper or, more often, not raised at all. I argue that weakening inferences, such as 'Perseus seeks a mortal gorgon, therefore Perseus seeks a gorgon', are valid, but that disjunction inferences, such as 'Perseus seeks a mortal gorgon, therefore Perseus seeks a mortal gorgon or (...) an immortal gorgon', are invalid. Since 'a gorgon' and 'a mortal gorgon or an immortal gorgon' are extensionally and intensionally the same quantifier, it is not completely trivial to arrange the semantics of intensional transitives so that this classification of the inferences is obtained. This paper is about a substitution-failure in attitude ascriptions, but not the one you think. A standard view about the semantic shape of ‘that’-clause attitude ascriptions is that they are fundamentally relational. The attitude verb expresses a binary relation whose extension, if not empty, is a collection of pairs each of which consists in an individual and a proposition, while the ‘that’-clause is a term for a proposition. One interesting problem this view faces is that, within the scope of many (...) attitude verbs, ‘that’-clauses are not interchange able with certain other terms which stand for the same propositions as the clauses are supposed to. For example, (1a) below may be true, but (1c) is probably not: (1) a. Holmes {fears/suspects} that Moriarty has returned. b. That Moriarty has returned is the proposition that Moriarty has re turned. c. Holmes {fears/suspects} the proposition that Moriarty has returned. For only the exceptionally timorous fear propositions, and, excluding contexts in which we speak of a ‘suspect premise’, only the unusually paranoid suspect them. The truth-conditional change eVected by substituting propositional descrip tion for ‘that’- clause illustrated in (1) occurs with a wide range of attitude verbs. Two challenges facing Archbishop John Bede Polding after arriving in Sydney in 1835 were providing for the spiritual needs of Catholics in the colony and managing their affairs in a way that attempted to guarantee a good working relationship with the government. It became apparent to Polding that education was fundamental in developing both these areas. Polding regarded education as a means of social advancement, beneficial to those 'on the lower steps of the social scale'. He wanted a 'native race (...) of priests and statesmen, of lawyers and physicians, of solicitors, and sailors, and artists'. He sought to emulate Downside Abbey's approach to education in Australia; specifically in the field of secondary education that would 'transcend the mere bread-and-butter preoccupations of the masses and prepare an 'elite' from among whom the offices of Church and state could eventually be filled'. Polding's goal was to create schools that would provide a Catholic education for its students founded on the principles of Benedictine ideals. But, as Francesca Fitz-Walter argues, it was the colonial conditions of the time that placed obstacles on Polding's expression of the Benedictine ideal in education. Given that the colonial conditions of the time imposed restrictions on the expression of the Benedictine ideal, Polding still maintained that a lifelong education was significant in developing in the student the ability to make an informed Christian response to whatever circumstance might emerge in the life of that person. Discussion of uses of biomedical data often proceeds on the assumption that the data are generated and shared solely or largely within the health sector. However, this assumption must be challenged because increasingly large amounts of health and well-being data are being gathered and deployed in cross-sectoral contexts such as social media and through the internet of things and wearable devices. Cross-sectoral sharing of data thus refers to the generation, use and linkage of biomedical data beyond the health sector. This (...) paper considers the challenges that arise from this phenomenon. If we are to benefit fully, it is important to consider which ethical values are at stake and to reflect on ways to resolve emerging ethical issues across ecosystems where values, laws and cultures might be quite distinct. In considering such issues, this paper applies the deliberative balancing approach of the Ethics Framework for Big Data in Health and Research to the domain of cross-sectoral big data. Was Silvanus Phillips Thompson primarily a physicist, electrical engineer, biographer, or teacher? His obituarists could not agree. I argue Thompson was in fact a polymathic generalist who, as a philanthropic Quaker, worked not to promote his own expertise but rather to ensure the public was swiftly informed of the most important techno-scientific research and applications of his contemporaries. I illustrate this in a comparison of Thompson and his longer-lived friend Oliver Lodge: working in closely-related areas, they had contrasting profiles and (...) commitments. After inspecting Thompson's work as textbook author and bibliophile, I resolve his apparently paradoxical status as both radical critic and figurehead of multiple institutions. Finally, to flesh out his friends' representation of him as a “many-sided crystal,” I analyse Thompson's multi-facetted posthumous reputation, especially in reviews of the Life and Letters written by his widow Jane and daughter Helen exactly 100 years ago. The Anthropocene, in which humankind has become a geological force, is a major scientific proposal; but it also means that the conceptions of the natural and social worlds on which sociology, political science, history, law, economics and philosophy rest are called into question. The Anthropocene and the Global Environmental Crisis captures some of the radical new thinking prompted by the arrival of the Anthropocene and opens up the social sciences and humanities to the profound meaning of the new geological epoch, (...) the 'Age of Humans'. Drawing on the expertise of world-recognised scholars and thought-provoking intellectuals, the book explores the challenges and difficult questions posed by the convergence of geological and human history to the foundational ideas of modern social science. If in the Anthropocene humans have become a force of nature, changing the functioning of the Earth system as volcanism and glacial cycles do, then it means the end of the idea of nature as no more than the inert backdrop to the drama of human affairs. It means the end of the 'social-only' understanding of human history and agency. These pillars of modernity are now destabilised. The scale and pace of the shifts occurring on Earth are beyond human experience and expose the anachronisms of 'Holocene thinking'. A verb is transitive iff it usually occurs with a direct object, and in such occurrences it is said to occur transitively . Thus ‘ate’ occurs transitively in ‘I ate the meat and left the vegetables’, but not in ‘I ate then left’ (perhaps it is not the same verb ‘left’ in these two examples, but it seems to be the same ‘ate’). A verb is intensional if the verb phrase (VP) it forms with its complement is anomalous in at (...) least one of three ways: (i) interchanging expressions in the complement referring to the same entity can change the truth-value of the sentence embedding the VP; (ii) the VP admits of a special “unspecific” reading if it contains a quantifier, or a certain type of quantifier; and (iii) the normal existential commitments of names and existential quantifiers in the complement are suspended even when the embedding sentence is negation-free. Arguing that the question of Jean-Jacques Rousseau's relationship to the Enlightenment has been eclipsed and seriously distorted by his association with the French Revolution, Graeme Garrard presents the first book-length case that shows Rousseau as the pivotal figure in the emergence of Counter-Enlightenment thought. Viewed in the context in which he actually lived and wrote -- from the middle of the eighteenth century to his death in 1778 -- it is apparent that Rousseau categorically rejected the Enlightenment "republic of (...) letters" in favor of his own "republic of virtue." The philosophes, placing faith in reason and natural human sociability and subjecting religion to systematic criticism and doubt, naively minimized the deep tensions and complexities of collective life and the power disintegrative forces posed to social order. Rousseau believed that the ever precarious social order could only be achieved artificially, by manufacturing "sentiments of sociability", reshaping individuals to identify with common interests instead of their own selfish interests. The appearance and proliferation of physics laboratories in the academic institutions of Britain between 1865 and 1885 is an established feature of Victorian science. However, neither of the two existing modern accounts of this development have adequately documented the predominant function of these early physics laboratories as centres for theteachingof physics, characteristically stressing instead the exceptional cases of the research laboratories at Glasgow and Cambridge. Hence these accounts have attempted to explain, somewhat misleadingly, the genesis of these laboratories purely by (...) reference to the stimuli of professionalizedresearchprogrammes, instead of considering the contemporary growth in demand for the professional laboratory teaching of physics. In failing to consider such physics laboratories in terms of the political economy of British education, these accounts have also faileda fortiorito correlate this development with the contemporaneous extension of laboratory teaching methods to other scientific disciplines, a movement dubbed as a laboratory ‘revolution’ by later nineteenth-century commentators. Free-choice disjunction manifests itself in complements of comparatives, existential modals, and related contexts. For example, “Socrates is older than Plato or Aristotle” is usually understood to mean “older than each”, not “older than at least one”. Normally, to get an “at least one” reading, a wh-rider has to be appended, e.g., “whichever is younger” or “but I don’t remember which”. Similarly, “Socrates could have been a lawyer or a banker” usually means “Socrates could have been a lawyer and could have (...) been a banker”. And “Socrates needs an umbrella or a raincoat” is normally understood in a way that isn’t synonymous with “Socrates needs an umbrella or Socrates needs a raincoat”. Roughly, the reading is “getting a satisfactory umbrella would meet his needandgetting a satisfactory raincoat would meet his need”.These examples all have “conjunctive force” and the question I address is whether there’s a satisfactory pragmatic account of why the force is with them. I present a simple Gricean argument that the “co-operative speaker” assumption, added to a disjunctive literal meaning, produces conjunctive force for epistemic modals. This argument may work for some other cases, but I express some pessimism about covering the full range of modals. (shrink)
