Self-control is considered broadly important for many domains of life. One of its unfortunate features, however, is that it tends to wane over time, with little agreement about why this is the case. Recently, there has been a push to address this problem by looking to the literature in exercise physiology, specifically the work on the central governor model of physical fatigue. Trying to explain how and why mental performance wanes over time, the central governor model suggests that exertion is (...) throttled by some central nervous system mechanism that receives information about energetic bodily needs and motivational drives to regulate exertion and, ultimately, to prevent homeostatic breakdown, chiefly energy depletion. While we admire the spirit of integration and the attempt to shed light on an important topic in psychology, our concern is that the central governor model is very controversial in exercise physiology, with increasing calls to abandon it altogether, making it a poor fit for psychology. Our concerns are threefold. First, while we agree that preservation of bodily homeostasis makes for an elegant ultimate account, the fact that such important homeostatic concerns can be regularly overturned with even slight incentives (e.g., a smile) renders the ultimate account impotent and points to other ultimate functions for fatigue. Second, despite the central governor being thought to take as input information about the metabolic needs of the body, there is no credible evidence that mental effort actually consumes inordinate amounts of energy that are not already circulating in the brain. Third, recent modifications of the model make the central governor appear like an all-knowing homunculus and unfalsifiable in principle, thus contributing very little to our understanding of why people tend to disengage from effortful tasks over time. We note that the latest models in exercise physiology have actually borrowed concepts and models from psychology to understand physical performance. (shrink)

ABSTRACT The new role of school governor poses questions about the proper conduct of these new authorities in regard to the professional work of schools. Schools have unique purposes and for that reason metaphors for their governors’ conduct from commerce and from democratic decision-making have important limitations as well as some strengths. Schools need to account for their use of public funds, but they are not institutions whose main purpose is profit. They need to respect the popular will, but (...) this cannot mean the handover of all professional functions to governors. The distinction between management and governance is considered and it is suggested that the jury might be a more appropriate model for school governors’ activity. (shrink)

Kant and Sidgwick agree that genuine ethical principles must be sourced in reason rather than divine commands. Yet, despite sharing this secular starting point, both philosophers ultimately conclude that the assumption of God’s existence is necessary for the complete viability of practical reason (including principles of morality) within human beings. This mutual reintroduction of God is especially surprising given that Kant and Sidgwick advocate divergent moral theories. The central claim of this chapter is that, despite their philosophical differences, Kant’s and (...) Sidgwick’s respective appeals to the moral necessity of God have a common cause. Both philosophers perceive a deep human need to believe in cosmic justice (i.e., universal harmony between duty and happiness), and their shared hedonic account of well-being colors their conception of what such justice must involve. After explaining how these ideas give rise to the ostensible moral need for faith, I provide a brief defense of an alternative view based on the Stoic belief that the universe is ultimately just, despite the lack of a reliable connection between moral virtue and hedonic well-being. The Indonesian Ulema Council (MUI) has issued an illegitimate fatwa against smoking in mosques because it endangers the health of worshippers and interferes with the comfort of worshippers. This study aims to investigate smoking behaviour in mosques and violations of fatwas from ulama and governor regulations. This study follows a cross-sectional design conducted by interviewing 531 Muslims who have prayed in the mosque for the last 14 days and observed the compliance of the mosque in implementing a smoke-free policy in (...) 315 mosques. Frequency distribution and cross-tabulation were carried out using JASP 16 software using cross-tabulation. The results of this study indicate that the implementation of the smoke-free policy for mosques in Medan has been violated many times (57.8%), especially the violation regarding smoking in mosques (32.1%); cigarette butts were still found in the yard of the mosque (44.1%). Violations of the policy of fatwa smoke-free areas occurred in public mosques (61%) and muhammadiyah mosques (46.5%). Smoking behaviour in mosques was seen in the last 2 weeks, namely smoking behaviour carried out by worshippers (57.6%), smoking behaviour carried out by mosque administrators (39.2%), smoking behaviour carried out by community leaders in mosques (19.4%) and smoking behaviour that ulemas carried out in mosques (14.3%). Worshippers must comply with the rules against smoking in mosques because it can endanger the health of other worshippers. Cigarette smoke in the mosque will make other worshippers uncomfortable to worship so that it can damage the solemnity of the congregation to worship in the mosque. Contribution: This study is expected to explain smoking behaviour in mosques, violations of smoking behaviour in mosques that violate the ulama’s fatwa regarding smoking behaviour in mosques and the governor’s regulation on smoking behaviour in mosques. The study aims to identify the degree of possession of government school principals in the Karbala Governorate Education Directorate of artificial intelligence applications. The descriptive analytical approach was used. To achieve the study objectives, a questionnaire which contained (34) items was developed, divided into five dimensions. The study community was (114) male and female principals. The study sample consisted of (94) male and female managers, and the sample was selected randomly. The results of the study showed that the degree of (...) possession of government school principals in the Karbala Governorate Education Directorate of artificial intelligence applications was average. The results of the study also showed that there were no statistically significant differences at the significance level (α=0.05) attributed to the study variables (gender, academic qualification, experience in artificial intelligence techniques). In light of the study results, the researchers recommended several recommendations, most notably: paying attention to training courses in the field of information and communications technology, especially in the subject of artificial intelligence, by organizing meetings and workshops with the aim of raising awareness among individuals and society about the importance of artificial intelligence, encouraging the Iraqi Ministry of Education to its teaching staff and providing them with incentives to employ artificial intelligence applications in their administrative and educational work, introducing artificial intelligence applications into curricula and courses and paying attention to them, and providing specialized teaching staff in this field. In recent public administration literature, much attention is paid to changes in public service values, including ethical values, that guide public service. This paper reports on the results of an empirical survey conducted among a group of Turkish governors and district governors (including those in service and retired) who are from different generations. By focusing on the transformation of value preferences of Turkish governors and district governors, this study tries to identify variations in values, particularly about (...) public service ethics, in accordance with the age and the length of tenure in public service. The findings of the research show a traditional and more or less consistent value pattern for Turkish governors and district governors. The most important public service values expressed by the respondents are consistent with often-mentioned crucial public service values in the literature. New or emerging values have not been present enough among the most important public service values. In brief, the results do not lend support to the often-assumed hypothesis that traditional public service values are devaluated or degraded by the emergence of businesslike values. In other words, new emerging values could not sneak into the public service culture in any convincing manner in spite of many years of NPM rhetoric and recipes. (shrink)

In this paper, a 4D fractional-order centrifugal flywheel governor system is proposed. Dynamics including the multistability of the system with the variation of system parameters and the derivative order are investigated by Lyapunov exponents, bifurcation diagram, phase portrait, entropy measure, and basins of attraction, numerically. It shows that the minimum order for chaos of the fractional-order centrifugal flywheel governor system is q = 0.97, and the system has rich dynamics and produces multiple coexisting attractors. Moreover, the system is controlled by (...) introducing the adaptive controller which is proved by the Lyapunov stability theory. Nurse Kaci Hickox is among the “Ebola Fighters” honored by Time magazine as its 2014 Person of the Year, having treated Ebola patients in Sierra Leone while volunteering with Médecins Sans Frontieres. When she returned to the United States in October 2014, she was quarantined in New Jersey for three days before returning home to Maine under the terms of a negotiated release. A year later, in October 2015, Hickox filed suit in federal court against Governor Chris Christie and New (...) Jersey health officials, claiming that the quarantine violated her civil rights. Her complaint asserts that New Jersey officials lacked the authority to quarantine her because she did not pose a significant risk of transmission. The lawsuit raises important questions about disease-transmission risk, the inability of science to rule out certain theoretical risks, and the state's power to quarantine. It also demonstrates that population health depends on respecting individual liberty and using the best available epidemiological data to set public health policy. (shrink)

A traditional defense of God in the face of pain and suffering is that humans learn from encounters with suffering – learn something wonderfully valuable that could not be learned in any other way. God is a teacher, and we humans are the students. This article examines the Problem of Evil through this paradigm. It argues that any God-as-teacher defense of evil fails on its face because God does not meet even the most lax standard for teacher behavior and action.

Plant production is diverse in the Asir region, and there are many methods of analysis. Perhaps factor analysis is one of the most important statistical methods through which productive power can be measured in various geographical regions. In this study, factor analysis was used to measure the developments of plant production in the agricultural sector in the Asir region, Saudi Arabia. The factor analysis showed the presence of three main factors that together explained about %86.55 of the total variation in (...) the development of plant production in the governorates of the Asir region. In a day in which there are different religious system vying for acceptance and probably even dominance, it is high time to identify a peaceful model for inter-religious understanding and communication. St. Paul had several interactions with the Jewish leaders, monarchs and government officials on religious topics and issues in between A.D. 60 to A.D 62 at Caesarea. His interaction with King Agrippa II and Governor Festus can be used as a paradigm for contemporary inter-religious understanding and communication. Even though (...) Paul’s life was hanging on a balance as a prisoner about to be transported to Rome, he did not resort to violence, verbal abuse or rain down curses, when his religious claims were questioned. Instead, he argued as a seasoned philosopher, prayed as a pious saint and appealed as a prisoner in chains with humility for the ‘veracity and the reasonability’ of his truth claim. The article will interact with few philosophical themes that surface during this discourse and dialogue and also attempt to trace St Paul’s use of rhetoric in his discourse. The title of this article is ‘St. Paul’s discourse and dialogue with King Agrippa and Governor Festus as a model for contemporary inter-religious understanding and communication’. Qutayba ibn Muslim al-Bāhilī is one of the leading soldier-bureaucrats of the Umayyads period. During the time he served as the governor of Khurāsān, he consolidated the Umayyad’s rule in Tokharistan and Transoxiana provinces, and expanded the borders of the state to China by conquering the Kashgar region. His activities for conversion of the people of the conquered regions have great importance in the history of Islam since the intense relations of the Turkish people with Islam fell upon the time (...) of his governorship. It is possible to argue that by introducing the religion to these people Qutayba had played an important role in their conversion to Islam. It is also known that he had sent a delegation to the emperor of China for the same purpose. However, despite all his achievements, it is seen that the academic studies about Qutayba in our country are very rare. Besides, some of the recent studies about him claim that he was a fraud, a trickster, and an untrustworthy person in his military activities; and had committed mass murders and massacres, persecuted innocent people, destroyed and burned the cities of conquered lands. In this article, it is examined that whether these claims and accusations have their justifications or not by consulting the main sources. In fact, what is expected from constructive criticism in this subject and every other area is to clarify the matter and make it more comprehensible of its context. However, it should not be forgotten that some conclusions over Qutayba in these studies might have been drawn to quickly in order to manipulate the conquest movements of the Umayyad period.Summary: The religious interaction and change taken place in the Arabian Peninsula with the emergence of Islam and with the political, military and cultural activities of the Muslims performed during the periods of Prophet Muhammad and the Rāshidūn (rightly guided) Caliphs had significant effects upon the lands of Iraq, Syria, Egypt and Khurāsān where the ancient civilizations located.The success made by the Muslim-Arabs in such a short time is accepted of course as one of the important events of world history. The message of Islam spread rapidly with their extraordinary efforts, and reached quickly in the early days of Islam to the Amu Darya/Oxus River, which is considered to be the natural border between the Iranians and the Turks (Iran and Turan).Although the Turks who had been struggling to dominate the region for centuries gained an opportunity with the disappearance of the Sasanian Empire from history, they could not take advantage of this new situation because of their lack of political unity and a strong state, and the power held by the regional Turkish Sultans were not enough to make their dominance happen. In this conjuncture, the Muslim-Arabs who appeared in the stage of history in a relatively late period but had the ideal of being a regional and a global power had rapidly realised their political and military activities called “conquest” in the Islamic historical sources. When it comes to the period of Caliph ʿUthmān, it is seen that the conditions were very suitable for passing to the east of the Oxus River where the Turkish elements lived intensively. At the time, the absence of a strong Turkish state in the region, and China’s occupation with its own internal problems made an important contribution for the Muslim-Arab capture of the region. In this region, which is called as “Transoxiana” in the Arabic sources, it is seen that the Turks organized their political structures as city-states and regional sultanates. In the north-eastern parts of this region, there was a strong Turkish State called the Turgish State and it provided political and military support to the people of the region who rebelled occasionally the Umayyads.After solving the internal problems of the state largely and suppressing some dangerous revolts, the Umayyad Caliph ʿAbd al-Malik ibn Marwān became capable of initiating military activities beyond the borders of the state. Nevertheless, the period when the actual conquests were made was the period of his son Walīd (86/705-96/715). It is seen that the conquests made in his time were permanent, and the people who lived in the conquered lands accepted Islam to a large extent. The conquest made during Walīd’s time which extended from Kashgar to the Pyrenees, realised at an unprecedented pace. The most important name for the eastern side of the conquests is undoubtedly Al-Ḥajjāj ibn Yūsuf. Ḥajjāj (75/694-95/714) who acted as the supreme governor of Iraq for nearly twenty years, had achieved important successes in the regions of Transoxiana and Sindh located in the eastern part of the country by the hands of his appointed governors. However, many governors appointed by him to Khurāsān from 75/694 to 86/705 with the hope of reaching his goals in the east could not meet his expectations because of the political, social and economic problems that existed throughout the country, and because of the resulting rebellions in the regions that these problems caused.These unwanted conditions continued to be seen in the region until he appointed Qutayba ibn Muslim as the governor of Khurāsān (86 / 705-96 / 715) who was one of the young commanders and administrators educated by Ḥajjāj personally. Qutayba known as having a close relationship with Ḥajjāj and consulting him when taking important decisions acted in this direction throughout the time he stayed in this position.It is known that the internal conflicts in the region continued during the time when Qutayba was appointed as the governor of Khurāsān. However, he had brought together northern and southern Arabian tribes living in the region with religious, political and economical suggestions and had succeeded in persuading them for military activities that he decided to operate beyond the Oxus. For the Umayyads, these military operations were justified, because the regional sultans who ruled in the western and eastern sides of the Oxus repeatedly violated the agreements they had made before. The tendency of the people of Turkic, Iranian, and Tajik origin who were the real owner of these lands and lived in both sides of the rich Oxus basin for many centuries to violate these agreements was in fact result of a great concern. They now realized that the Muslim-Arabs who followed a systematic settlement policy in the region came to their lands this time without any intention of going back. Even though Qutayba followed a fair and reasonable policy towards them, they violated their agreements with him, formed alliances among themselves and waged military campaigns against Qutayba not to be the subjects of any change in their religion, worldview, and perception of existence.Qutayba, who is believed to have spent his its utmost efforts to make the religion of Islam and the Umayyad political cause permanent in the region under these unfavourable conditions, has been recently criticized by some researchers. The criticisms intensify around the claims that he persecuted people, committed massacres, and behaved unfaithfully by breaking his promises that he made with people. From the perspective of our own times, it is possible to think that sometimes he had taken extreme measures in punishing the sultans and the persons who raised armed struggles against him and caused riots by violating the agreements. However, when the period is compared with the others, it can be easily said that the Umayyads showed in these and other remote areas a considerable amount of tolerance that they had never shown it in their internal conflicts. It is a known fact that he generally clashed with the ones who disrupted agreements, sought help from external forces, established alliances against them, and refused to pay taxes. Based on historical sources, it does not seem to be possible to say that while doing these activities in the region, Qutabya did not behave entirely in a way that his behaviour could be classified as massacres committed against innocent civilians. On the contrary, it is known that Qutayba had given many chances to the people of the region in administrative and military affairs. As a matter of fact, he ruled the city of Bukhara for 20 years with a Turkish ruler whom he appointed and supported, and he included in his army a union of twenty thousand cosmopolitan soldiers assembled from the people of Bukhara, Baykend, Chach and Samarkand and paid a regular salary to them.The fact that his grave known as the “Imam Shaykh Qutayba Tomb” was turned later into a shrine and visited by the people even today despite the passage of long centuries after his death shows that he has been loved by the people of the region and that they have always considered him as a conqueror-bureaucrat who spent his life for the ideals of his religion. This study investigates the spatial distribution of industrial facilities within Dhi Qar Governorate. By analyzing geographical patterns, the research aims to identify clusters, hotspots, and potential areas for industrial development. The study utilizes geographic information systems (GIS) to visualize and analyze the distribution of industrial establishments across the governorate. The findings contribute to a better understanding of the industrial landscape, informing future planning and decision-making for economic development and resource allocation in Dhi Qar.

The research aims to harness spatial interpolation techniques to produce maps with a high level of perceptual accuracy in representing the population data of the study area. This is achieved after exploring the statistical and spatial nature of the databases used, analyzing them, and determining their distribution using a variety of spatial data exploration tools available within the GIS (Geographic Information Systems) environment. These tools contribute to evaluating the characteristics, distribution, and analysis of data, including testing data distribution, identifying its (...) direction, and uncovering its spatial correlations. This highlights the importance of the study and understanding the distribution pattern of the population data in the study area, thereby facilitating the preparation of future that serve spatial organization by building spatial models for the numerical distribution of the data for age groups: young, middle-aged, and elderly, at the level of administrative units of the study area by relying on the inductive approach and the quantitative analysis approach. This is done using Geostatistical Analysis methods within the concept of spatial interpolation in GIS. The research also seeks to predict the population maps for Thi Qar Governorate by comparing spatial interpolation methods, namely Inverse Distance Weighting (IDW) and Simple Kriging (SK). The study concluded, after verifying the accuracy of the results using the Cross-Validation curve, that the Simple Kriging (SK) method is the most accurate model in spatial prediction of population data for representing the data of the young age group in the study area, as it had the lowest Root Mean Square Error (RMSE) of 10.012. It was followed by the Inverse Distance Weighting (IDW) method for representing the data of the elderly age group with an RMSE of 350.48. This indicates that the use of statistical criteria improves the accuracy of spatial interpolation and that the spatial prediction of the population data for the study area using the Simple Kriging (SK) method was more accurate than the Inverse Distance Weighting (IDW) method based on statistical indicators. ABSTRACT Hägel’s book is timely. As economic inequality has been on the rise, the increasing number of billionaires and their political activities have come under public scrutiny. The book contributes to such scrutiny and allows to ask questions about responsibility, accountability, and legitimacy. It also adds to scholarship on individuals in world politics. Our comment provides a critical discussion of two specific aspects of Hägel’s analysis. First, we clarify that most of the book focuses on billionaires as transnational actors while (...) few billionaires seem to exert influence on broader structures or processes of global governance. This clarification helps to understand the character of billionaires’ activities in world politics. Second, we reverse the perspective from which Hägel looks at billionaires. We point out that, while Hägel tends to look over the shoulders of the billionaires and mainly observes how they exercise influence in world politics, we argue that the other actors matter, too. More specifically, we maintain that billionaires’ roles in global governance are shaped through their specific recognition by international society (state actors) and/or by world society (non-state actors). This change in perspective sheds additional light on the conditions that affect the role(s) billionaires can play in world politics. (shrink)

This chapter looks at the emergence of selves in nature. Different kinds of complex system—simple groups, dynamical systems, self-organizing systems, and self-governing systems—are discussed from a dynamical perspective. The self-governing system is introduced as a model for the human being. Self-governing systems are systems in which at least some organized activity is the result of a centralized process that involves the integration of information, and the formation of an overall plan that coordinates joint activity.
