    On food security and alternative food networks: understanding and performing food security in the context of urban bias.Jane Dixon & Carol Richards - 2016 - Agriculture and Human Values 33 (1):191-202.
    This paper offers one explanation for the institutional basis of food insecurity in Australia, and argues that while alternative food networks and the food sovereignty movement perform a valuable function in building forms of social solidarity between urban consumers and rural producers, they currently make only a minor contribution to Australia’s food and nutrition security. The paper begins by identifying two key drivers of food security: household incomes (on the demand side) and nutrition-sensitive, ‘fair (...)’ agriculture (on the supply side). We focus on this second driver and argue that healthy populations require an agricultural sector that delivers dietary diversity via a fair and sustainable food system. In order to understand why nutrition-sensitive, fair food agriculture is not flourishing in Australia we introduce the development economics theory of urban bias. According to this theory, governments support capital intensive rather than labour intensive agriculture in order to deliver cheap food alongside the transfer of public revenues gained from rural agriculture to urban infrastructure, where the majority of the voting public resides. We chart the unfolding of the Urban Bias across the twentieth century and its consolidation through neo-liberal orthodoxy, and argue that agricultural policies do little to sustain, let alone revitalize, rural and regional Australia. We conclude that by observing food system dynamics through a re-spatialized lens, Urban Bias Theory is valuable in highlighting rural–urban socio-economic and political economy tensions, particularly regarding food system sustainability. It also sheds light on the cultural economy tensions for alternative food networks as they move beyond niche markets to simultaneously support urban food security and sustainable rural livelihoods.     This essay argues, drawing from both philosophical and scientific work on disgust, that since disgust is a universal human emotion with roots in evolutionary adaptation, and since capitalism inevitably produces disgusting food, a critique of capitalism based upon the category of disgust and centered on the food system may be more practically effective than traditional critiques of capitalism.     What kind of futures does agro-food imaginaries enable and who can get involved in the making of agro-food futures? In this respect, what can the increasingly influential idea of circular economy potentially offer in terms of enabling more sustainable agrofood futures? We approach this task by first outlining the interconnected challenges that the agro-food system is facing related to environmental degradation, economic crises and social problems. Then we consider the way these challenges are being addressed in agro- (...) studies. We argue that agro-food research in recent years has seen important contributions in relation to studies of alternative food networks and the “quality” turn. These research agendas have challenged the current logic of the food system in terms of offering alternative visions of future development. We highlight two examples from the literature—the eco-economy and the integrated territorial agri-food paradigm—that develop broader frameworks for rethinking the future of the agro-food system and which have distinguished themselves in contrast to the industrialized and globalized conventional food system. We find that with respect to reorienting and reconfiguring economic structures and relations all three approaches share a common goal, but circular economy stands out in relation to the actors that are included by, for example, emphasizing collaborations and partnerships with extant agro-food businesses. Also with regards to scalar politics, it would be prudent to consider the potentials offered by the increasingly influential ideas around circular economy. (shrink)

    Citizens are called upon to become active participants in creating a more sustainable food system. As food citizens, people participate in defining and constructing their food systems according to their needs and values. In food policies, the concept of food citizenship is often left undefined or with reference only to individual activities. In the food citizenship literature, the role of nonhuman agency in constituting food citizenship needs more examination. Here we investigate (...) citizenship activities in a citizen-led community-supported agriculture group and explore the role of materiality in constituting food citizenship. We ask (1) what is the role of material-discursive arrangements in community-supported agriculture activities, and (2) how does materiality constitute food citizenship? We analyze semi-structured interviews, as well as observation and visual material, using qualitative content analysis. Our findings indicate that materialities, such as the field, time, and body, play a central role in community-supported agriculture activities. With materialities, food citizenship is understood as collective and active doing, aiming to change the food system. Instead of endorsing food citizenship as a human trait or status, we claim that it is more productive to regard it as a phenomenon, produced in intra-action with(in) material-discursive arrangements. Acknowledging nonhuman agency emphasizes the political, collective, and responsible nature of citizenship as well as the power relations behind the constitution of citizenship. We conclude that in food policies more attention should be paid to collective ways of civic participation and to the materiality of becoming a food citizen. (shrink)
