Este artículo se propone analizar las prácticas sociales y culturales de dos colectivos de migrantes en dos países latinoamericanos: el caso de los inmigrantes argentinos en Chile y de los inmigrantes senegaleses en Argentina. Comprendemos que estas prácticas tienen como trasfondo el encuentro entre compatriotas y apelan a la creatividad y espontaneidad en el contexto de integración a la sociedad de destino, contribuyendo a formar redes y lazos sociales quizás antes no existentes. Estas actividades creativas y re-creativas contribuyen a la (...) configuración de la identidad nacional en un contexto migratorio, a la vez que tienen en común surgir de manera espontánea, sin planificación previa, e ir configurando una red de relaciones que consolidan tanto la “identidad argentina” como la “identidad senegalesa” en el contexto migratorio de recepción. In this article I examine several criticisms of the concept of vulnerability. Rather than rejecting the concept, however, I argue that a sufficiently rich understanding of vulnerability is essential to bioethics. The challenges of international research in developing countries require an understanding of how new vulnerabilities arise from conditions of economic, social and political exclusion. A serious shortcoming of current conceptions of vulnerability in research ethics is the tendency to treat vulnerability as a label fixed on a particular subpopulation. My (...) paper examines the role of this “label” metaphor in current statements of research ethics. In contrast to this prevailing “label” metaphor, my own positive account of vulnerability develops a dynamic way of understanding the structure of the concept of vulnerability based on the idea of “layers of vulnerability.” I examine several cases involving women, as they are sometimes labeled as a vulnerable population and sometimes not. My analysis demonstrates the essential role of this revised concept of vulnerability in bioethics and research ethics. (shrink)

Since the 1980s the concept of ANT has remained unsettled. ANT has continuously been critiqued and hailed, ridiculed and praised. It is still an open question whether ANT should be considered a theory or a method or whether ANT is better understood as entailing the dissolution of such modern ‘‘genres’’. In this paper the authors engage with some important reflections by John Law and Bruno Latour in order to analyze what it means to ‘‘do ANT,’’ and, doing so after ‘‘doing (...) ANT on ANT.’’ In particular the authors examine two post-ANT case studies by Annemarie Mol and Marilyn Strathern and outline the notions of complexity, multiplicity, and fractality. The purpose is to illustrate the analytical consequences of thinking with post-ANT. The analysis offers insights into how it is possible to ‘‘go beyond ANT,’’ without leaving it entirely behind. El siguiente trabajo tiene por objeto analizar la experiencia del Museo popular de Siloé como lugar de memoria, de acuerdo con la categoría acuñada por Pierre Nora. Para ello, se hace una breve descripción del lugar donde se ubica Siloé tanto en términos espaciales, como socio-históricos. A partir de allí, el escrito refiere a los modos que adquirieron las políticas de memoria en Colombia y el posicionamiento fluctuante del Estado en relación con la Memoria en general, y con el conflicto (...) armado en particular. Para luego, ir acercándonos a la experiencia del Museo Popular de Siloé como espacio de resistencia. Al respecto se hace una caracterización en relación con sus iniciativas, funciones y fines, llegando a considerar que los objetivos del Museo son dos, por un lado que los visitantes conozcan la historia de Siloé, la reivindiquen y repliquen; y por otro, incorporar a los jóvenes y niños en la construcción de la memoria colectiva, adquiriendo un sentido pedagógico que conlleva la edificación de una identidad común. This article focuses on the initial reactions to the Zika epidemic by national and international public health agencies. It presents and analyzes some responses public officials made about sexual and reproductive health at the inception of the epidemic. It also describes the different challenges and obligations faced by local and international public health agencies, as these have not been clearly outlined. The article argues that these agencies have different obligations and should fulfill them despite existing obstacles. While international agencies should (...) honor their leadership role and make recommendations at a meta-level, local agencies should provide, in the case of Zika, a framework for empowerment and grant women the freedom to achieve sexual and reproductive health so that they can avoid the consequences of this epidemic. The poverty of stimulus argument is one of the most controversial arguments in the study of language acquisition. Here we follow previous approaches challenging the assumption of impoverished primary linguistic data, focusing on the specific problem of auxiliary (AUX) fronting in complex polar interrogatives. We develop a series of corpus analyses of child‐directed speech showing that there is indirect statistical information useful for correct auxiliary fronting in polar interrogatives and that such information is sufficient for distinguishing between grammatical and ungrammatical (...) generalizations, even in the absence of direct evidence. We further show that there are simple learning devices, such as neural networks, capable of exploiting such statistical cues, producing a bias toward correct AUX questions when compared to their ungrammatical counterparts. The results suggest that the basic assumptions of the poverty of stimulus argument may need to be reappraised. (shrink)

“Vulnerability” is a key concept for research ethics and public health ethics. This term can be discussed from either a conceptual or a practical perspective. I previously proposed the metaphor of layers to understand how this concept functions from the conceptual perspective in human research. In this paper I will clarify how my analysis includes other definitions of vulnerability. Then, I will take the practical‐ethical perspective, rejecting the usefulness of taxonomies to analyze vulnerabilities. My proposal specifies two steps and provides (...) a procedural guide to help rank layers. I introduce the notion of cascade vulnerability and outline the dispositional nature of layers of vulnerability to underscore the importance of identifying their stimulus condition. In addition, I identify three kinds of obligations and some strategies to implement them. This strategy outlines the normative force of harmful layers of vulnerability. It offers concrete guidance. It contributes substantial content to the practical sphere but it does not simplify or idealize research subjects, research context or public health challenges. (shrink)

This paper presents a case for compensation of actual harm from climate change in the poorest countries. First, it is shown that climate change threatens to reverse the fight to eradicate poverty. Secondly, it is shown how the problems raised in the literature for compensation to some extent are based on misconceptions and do not apply to compensation of present actual harm. Finally, two arguments are presented to the effect that, in so far as developed countries accept a major commitment (...) to mitigate climate change, they should also accept a commitment to address or compensate actual harm from climate change. The first argument appeals to the principle that if it is an injustice to cause risk of incurring harm in the future, then it is also an injustice to cause a similar harm now. The second argument appeals to the principle that if there is moral reason to reduce the risk of specific harms in the future, then there is also moral reason to address these harms if they materialize now. We argue that these principles are applicable to climate change, and that given the commitment of wealthy countries to a “common but differentiated responsibility,” they lead to a commitment to address or compensate harm from climate change in poor and vulnerable developing countries. In this paper Kirsten Fink-Jensen suggests how a phenomenological-hermeneutic perspective can contribute to the knowledge of learning and teaching processes in music education in school. The philosophical frame is Danish philosophy of life, represented by Knud Ejler Løgstrup, and Merleau-Ponty's philosophy of body, both pointing to the wholeness of mind and body in all kinds of actions. Within this framework interpretation is an epistemological, practical-hermeneutic activity based on different analytical methods. Phenomenologically, experiences of music are constituted in an intertwinement (...) of personal, cultural, and local meaning. The challenge facing the teacher is then to understand what becomes meaningful to persons in a given situation. 'Bodily dialogue' is a metaphor of a hermeneutic process of understanding that highlights the importance of bodily aspects in the teacher's answer to a child's musical attuned articulations. This focus can facilitate children's learning processes and change and qualify the teacher's didactic reflections on the impact and progression of music lessons. (shrink)

The specialist literature has investigated extensively the link between Benjamin and German Romanticism and, less frequently, his relation to Kant. However, these contributions tend to take up these links separately, and therefore do not analyse in detail the process which begins with the theoretical sketches on Kant and concludes with the writing of the doctoral thesis on the Frühromantik. This paper argues that there is a marked continuity between the objectives which led Benjamin to plan, in the first place, his (...) doctoral investigation on Kant and those which were finally realized. I try to demonstrate that such continuity consists in a displacement of the problem of the justification of knowledge, from the field of the criticism of knowledge in general to a particular sphere: that of art criticism. In this shift the purpose of linking the justification of knowledge with a messianic philosophy of time and history is also preserved. (shrink)

In this paper I state that throughout Walter Benjamin’s writings a constant element can be found: the aim to ground knowledge on demand of redemption of the object. I show that in the four realms where the Benjaminian theory of knowledge is developed –philosophy, art criticism, translation and historical knowledge–, the principal categories of his conception stress this demand by a peculiar use of the suffix “barkeit”, present in the concepts of “solutionabiliy” of the philosophical task, the “criticizability” of the (...) artwork, the “translatability” of language and the “now of cognizability” of the past. This article presents some of the ethical and theoretical problems that reproductive decisions pose. I considerer the difficult situation of HIV infected women who have to decide whether to begin or continue pregnancy, knowing about the possibility of transmitting the infection. Could reproductive freedom be limited? I discuss, among others, Parfit, Harris and Purdy´s proposals. I try to show that a paternalistic solution is inadequate and argue on behalf of the importance of responsible and informed decisions on the part of (...) the mother or the parents. (shrink)

In this paper I analyse changes AIDS brought to research with human beings . One of the issues I consider is the relevance of ethical codes to these new proposals in research and if we are justified to think this implies a new paradigm in research . I evaluate some of the arguments activits of AIDS have done, the relevance of considering informed consent as the only criterium and I give special importance to the benefit-risk evaluation as one of the (...) necessary conditions for research work. This short article is a commentary to ‘Vulnerability in Research Ethics: A way forward’ from Margaret Meek Lange, Wendy Rogers and Susan Dodds. In their article they describe and accept my criticisms of the subpopulation approach to vulnerability and my analysis of vulnerability based on layers, but they suggest going beyond it using a taxonomy to classify layers of vulnerabilty. I argue that a) we do not need a taxonomy to classify vulnerabilities, b) the authors do not provide an adequate (...) or successful taxonomy, and c) they are unable to link their taxonomy to specific obligations. Thus I propose avoiding an approach that requires taxonomies, and suggest instead using some characteristics of layers of vulnerability. (shrink)

It is widely assumed that language in some form or other originated by piggybacking on pre-existing learning mechanism not dedicated to language. Using evolutionary connectionist simulations, we explore the implications of such assumptions by determining the effect of constraints derived from an earlier evolved mechanism for sequential learning on the interaction between biological and linguistic adaptation across generations of language learners. Artificial neural networks were initially allowed to evolve “biologically” to improve their sequential learning abilities, after which language was introduced (...) into the population. We compared the relative contribution of biological and linguistic adaptation by allowing both networks and language to change over time. The simulation results support two main conclusions: First, over generations, a consistent head-ordering emerged due to linguistic adaptation. This is consistent with previous studies suggesting that some apparently arbitrary aspects of linguistic structure may arise from cognitive constraints on sequential learning. Second, when networks were selected to maintain a good level of performance on the sequential learning task, language learnability is significantly improved by linguistic adaptation but not by biological adaptation. Indeed, the pressure toward maintaining a high level of sequential learning performance prevented biological assimilation of linguistic-specific knowledge from occurring. (shrink)

Non-communicable diseases are no longer largely limited to high-income countries and the elderly. The burden of non-communicable diseases is rising across all country income categories, in part because these diseases have been relatively overlooked on the global health agenda. Historically, communicable diseases have been prioritized in many countries as they were perceived to constitute the greatest disease burden, especially among vulnerable and poor populations, and strategies for prevention and treatment, which had been successful in high-income settings, were considered feasible and (...) often affordable in low-income settings. This prioritization has reduced the communicable diseases burden globally but has left non-communicable diseases largely neglected. A new approach is urgently needed to tackle non-communicable diseases. Based on an analysis of potential features which may have underlain the different approaches to non-communicable diseases and communicable diseases until now, including acuity of disease, potential for control or cure, cost, infectiousness, blaming of individuals and logistical barriers, little ethical or rational justification can be found to support continued neglect of non-communicable diseases. Justice demands access to quality and affordable care for all. An equitable approach to non-communicable diseases is therefore strongly mandated on medical, ethical, economic, and public health grounds. Funding must not however be diverted away from communicable diseases, which continue to require attention—but concomitantly, funding for non-communicable diseases must be increased. International and multi-sectoral action is required to accelerate progress towards true universal health coverage and towards achievement of all of the sustainable development goals, such that prevention and access to care for non-communicable disease can become a global reality. El siguiente trabajo parte del análisis de dos obras literarias que vieron su aparición en el Siglo XXI: Historia de los abuelos que no tuve, de Ivan Jablonka, y El gueto interior, de Santiago Amigorena, dos novelas que toman como eje temático y vertebrador de las narraciones la búsqueda e indagación del pasado reciente a través de dos historias de vida que guardan una profunda conexión con los hechos acontecidos durante el Holocausto. El objetivo es abordar y analizar la construcción (...) de la voz narrativa en cada una de las obras propuestas a partir de su articulación con la figura del silencio. En la obra de Jablonka, se observa, hay una identificación entre el narrador y sus abuelos paternos, mecanismo que se despliega al anular toda inconsistencia o vacío memorial; el silencio dejado por Mates e Idesa es el silencio de su nieto. Por su parte, en el relato de Amigorena, la voz del narrador toma distancia respecto a los acontecimientos al adoptar un punto de vista externo; a la vez que ficcionaliza la historia de su abuelo Vicente y la envuelve de un silencio absoluto e impotente, deja entrever que ese silencio desolador que atraviesa su historia familiar puede ser resignificado desde el presente. En este segundo documento nos ocupamos del aborto realizado por motivos terapéuticos o, dicho más brevemente, del aborto terapéutico. En la Argentina, el aborto plantea serios desafíos para la salud pública, ya que, pese a estar prohibido, se practica de forma clandestina y, muchas veces, insegura, poniendo en riesgo la vida y la salud de las mujeres. Por esta razón, creemos que la sociedad y el Estado deben debatir este problema y encontrar soluciones que resguarden los derechos de las mujeres. (...) El artículo 86, inciso 1, del Código Penal argentino expresamente despenaliza el aborto cuando corre peligro la vida o la salud de la mujer. En estos casos, se habla de aborto terapéutico. Esta disposición legal no suele aplicarse ni por los médicos ni por los profesionales que trabajan en la justicia, ya sea por desconocimiento o por razones ideológicas. Más aún, en muchos casos, las interpretaciones del Código Penal se apartan de su letra y restringen arbitrariamente su aplicación. Por estas razones, nos parece importante analizar este problema y proveer información sobre los aspectos legales y éticos involucrados en el aborto terapéutico en la Argentina. Este documento comienza con el relato de un caso hipotético, elaborado a partir de experiencias reales, con el objetivo de acercar al público a una situación concreta. Intercaladas en el cuerpo del relato, se desarrollan algunas reflexiones acerca de las implicaciones médicas, éticas y legales del caso. A continuación, se presenta un apartado referido al marco legal en el que se deben encuadrar los casos de aborto no punible. El documento sigue con una serie de breves recomendaciones destinadas tanto a los profesionales que trabajan en el sistema judicial como a los profesionales de la salud. Por último, se incluye un apéndice que contiene los principios que rigen la interpretación en materia penal y el glosario médico y legal, donde se pueden buscar las palabras resaltadas a lo largo del documento. According to Bronislaw Baczko, utopias may be considered as different forms—they are not linked to any precise literary genre—of critique of social reality and the quest for alternatives. Some consist of a detailed description of a new social order, whereas others confine themselves to an overall design, which solely defines a series of values and principles. They all contain an ideal of perfection: a utopian view of the world always stems from the awareness of a breach between what must be (...) and social reality, which is deemed to be in crisis and dominated by evil. There is, thus, no utopia without an ideal opposed to reality. That said, idealized as they may be, utopias do allow such reality to cease to be deemed.. (shrink)

In this work I propose and defend a non-purist conception of epistemic justification according to which the latter depends in part on non truth-conducive factors, such as the pragmatic context of people. To do so, I present three distinct perspectives on the notion of justified belief. In the first section I analyze the most salient aspects of the pre-theoretical notion. In the second section I defend a non-purist permisive view that recovers the elements of the pre-theoretic view in a theoretical (...) manner and extends them towards non -purism. In the third section I defend this latter view by means of a genealogical account of the origin of the concept of justification. (shrink)

The purpose of this paper is to reflect on how the Corona pandemic might influence human understanding of our position of being in the world. In the first part of the paper, we present how a pandemic can be under- stood in relation to our society and our educational system. Then, we will present problems and questions highlighted by the pandemic and the kind of transformations needed to address these problems. The core ele- ments that require transformation are the understanding (...) of the essence of man or the human condition, the understanding of what caring for nature and even a pandemic means, and how to measure human action and values. This book presents some of the challenges bioethics in Latin America faces today. It considers them through the lenses of vulnerable populations, those incapable of protecting their own interests, such as the illiterate, women in societies disrespectful of their reproductive rights, and research subjects in contexts where resources are scarce.

Parte de la hipótesis de que, para comprender dicho vínculo, es necesario recurrir a la categoría de «mímesis» como mediación entre ellas.
