This article presents a conceptual analysis of the contemporary understanding of NURSING in Australia and proposes strategies for decolonisation. Through historical reflection and the lens of cultural safety and critical race theory, it examines some conditions which make up this concept, including “Florence Nightingale‐influenced practices,” “intellectual practitioners,” and “whiteness in nursing.” This analysis aims to identify conditions which we take to be necessary for the folk concept of NURSING to be satisfied and which result in negative outcomes. The article (...) explores why these conditions are plausibly included in this concept and possible objections to their inclusion. These conditions, and subsequently the concept of NURSING, are then critiqued. In this conceptual analysis of NURSING in Australia, we explore three conditions. By critically examining these conditions through the lens of cultural safety and employing decolonising methodologies, the article sheds light on the complex interplay of historical legacies, contemporary practices and potential negative outcomes within the nursing profession. The conclusions drawn propose a shift toward decolonisation, advocating for a cultural safety framework to address historical injustices and highlights possible ways in which one might amend the concept of nursing to be more inclusive of Aboriginal and Torres Strait Islander people. The need for this change is emphasised by the acknowledgement of historical conditions that perpetuated racism and hindered equitable healthcare. Ultimately, the article advocates for a comprehensive decolonisation of the concept of NURSING in Australia, urging the nursing profession to implement cultural safety for the overall well‐being of Aboriginal and Torres Strait Islander people. We are printing in its entirety the discussion document which sets out a code of professional conduct for nurses published by the Royal College of Nursing in November 1976 together with commentaries by the Assistant Secretary of the British Medical Association, a professor of nursing studies, student nurses and a lawyer. The image of the nurse is still that of one of Florence Nightingale's young ladies or of a member of a religious order who is wholly dedicated to caring (...) for the sick. Today, as this document and the comments upon it show, 'dedication' is still part of the motive which leads a man or woman to become a nurse but in addition, and this is where the public may be ignorant or choose to be ignorant, nursing offers a career where intellectual achievement and the satisfaction of a demanding job bring their proper financial reward and place in the professional community. Our aim was to employ a critical analytic lens to explicate the role of nursing research in supporting the notion of caring realities. To do this, we used case exemplars to illustrate the infusion of such discourses. The first exemplar examines the fundamental concept of caring: using Florence Nightingale's Notes on Nursing, the case study surfaces caring as originally grounded in ritualized practice and subsequently describes its transmutation, via competing discourses, to a more holistic concept. It is argued that (...) in the many and varied attempts to define the dynamic concept of care, caring has now become paradoxically, a more fragmented concept despite attempts to render it more holistic and inclusive. In the second exemplar, one of the authors draws on her personal experience of the gap between theory and practice, so pronounced that it pushed the author to revisit the concept of evidence‐based practice and nursing education. In our third and final exemplar, we refer to the absence of knowledge and practice generated through natural enquiry and curiosity, an absence which has led to production of corporate led rhetoric. Drawing together the central arguments of the three exemplars, we reflect on the influential role of nursing research in enabling the deconstruction of taken for granted assumptions such as caring, evidence‐based practice and empowerment; assumptions which have been generated by discourses riddled with confusion and alienation from the reality of practice and the natural spirit of professional enquiry. The historical analysis of the complex and often contradictory views of Florence Nightingale regarding the rights of women is explored in this paper. Feminism and nursing are often viewed as contradictory and antithetical. The relationship between the two is examined through the link between Florence Nightingale and her contemporary, Barbara Leigh‐Smith Bodichon. Leigh‐Smith was founder and primary financier of The English Women's Journal that provided a public platform for the major feminist writings of the period. Its (...) offices in Langham Place formed the administrative centre of the Society for Promoting the Employment of Women. Bodichon and her colleagues were often referred to as the ‘Langham Place Group’. Unexplored prior to this study was the fact that Leigh‐Smith and Nightingale were first cousins. Utilizing techniques of internal and external criticism, primary and secondary sources were surveyed relating to Nightingale and Leigh‐Smith. The views of both women on the subjects of the rights of women, women's suffrage, the employment status of women, and the societal place of women are compared and contrasted. The legacy of both Leigh‐Smith and Nightingale to twentieth century feminism, the status of women, and the profession of nursing is then elaborated. The exploration of the views of both Nightingale and Leigh‐Smith is important to gain a clearer understanding of the existing relationship between nursing and feminism. In keeping with the aims of feminist inquiry, women's experiences, specifically those of Nightingale and Leigh‐Smith, are the major ‘objects’ of investigation. The concluding interpretation provides a synthesis that is emancipatory as well as knowledge generative. (shrink)

In this paper we discuss three different kinds of disagreement that have been, or could reasonably be, characterized as deep disagreements. Principle level disagreements are disagreements over the truth of epistemic principles. Sub-principle level deep disagreements are disagreements over how to assign content to schematic norms. Finally, framework-level disagreements are holistic disagreements over meaning not truth, that is over how to understand networks of epistemic concepts and the beliefs those concepts compose. Within the context of each of these kinds of (...) disagreement it is not possible for the parties to the dispute to rationally persuade one another through only offering epistemic reasons for their conflicting points of view. However, in spite of the inability to rationally persuade, we explore how it may nevertheless be possible to rationally navigate each of these varieties of deep disagreement. (shrink)

Active inference offers a unified theory of perception, learning, and decision-making at computational and neural levels of description. In this article, we address the worry that active inference may be in tension with the belief–desire–intention model within folk psychology because it does not include terms for desires at the mathematical level of description. To resolve this concern, we first provide a brief review of the historical progression from predictive coding to active inference, enabling us to distinguish between active inference formulations (...) of motor control and active inference formulations of decision processes. We then show that, despite a superficial tension when viewed at the mathematical level of description, the active inference formalism contains terms that are readily identifiable as encoding both the objects of desire and the strength of desire at the psychological level of description. We demonstrate this with simple simulations of an active inference agent motivated to leave a dark room for different reasons. Despite their consistency, we further show how active inference may increase the granularity of folk-psychological descriptions by highlighting distinctions between drives to seek information versus reward—and how it may also offer more precise, quantitative folk-psychological predictions. Finally, we consider how the implicitly conative components of active inference may have partial analogues in other systems describable by the broader free energy principle to which it conforms. Biometric facial recognition is an artificial intelligence technology involving the automated comparison of facial features, used by law enforcement to identify unknown suspects from photographs and closed circuit television. Its capability is expanding rapidly in association with artificial intelligence and has great potential to solve crime. However, it also carries significant privacy and other ethical implications that require law and regulation. This article examines the rise of biometric facial recognition, current applications and legal developments, and conducts an ethical analysis of (...) the issues that arise. Ethical principles are applied to mediate the potential conflicts in relation to this information technology that arise between security, on the one hand, and individual privacy and autonomy, and democratic accountability, on the other. The most powerful lesson learned from the 2013-2016 outbreak of Ebola in West Africa was that we do not learn our lessons. A common sentiment at the time was that Ebola served as a “wake-up call”—an alarm which signalled that an outbreak of that magnitude should never have occurred and that we are ill-prepared globally to prevent and respond to them when they do. Pledges were made that we must learn from the outbreak before we were faced with another. Nearly (...) five years later the world is in the grips of a pandemic of the severe acute respiratory syndrome coronavirus 2 that causes coronavirus disease 2019. It is therefore of no surprise that we are now yet again hearing that the COVID-19 pandemic serves as the “wake-up call” we need and that there are many lessons to be learned to better prepare us for future outbreaks. Will anything be different this time around? We argue that nothing will fundamentally change unless we truly understand and appreciate the nature of the lessons we should learn from these outbreaks. Our past failures must be understood as moral failures that offer moral lessons. Unless we appreciate that we have a defect in our collective moral attitude toward remediating the conditions that precipitate the emergence of outbreaks, we will never truly learn. (shrink)

This paper develops a novel, neo-republican account of just state surveillance in the information age. The goal of state surveillance should be to avoid and prevent domination, both public and private. In light of that conception of justice, the paper makes three substantive points. First, it argues that modern state surveillance based upon information technology and predicated upon a close partnership with the tech sector gives the state significant power and represents a serious potential source of domination. Second, it argues (...) that, nonetheless, state surveillance can serve legitimate republican ends and so unilateral and private technological attempts to block it may be wrongful. Third, it argues that, despite the serious normative failings of current institutions, state surveillance can be justly regulated and made accountable through a legal liability regime that incentivizes tech company intermediaries to ally with civil society groups in order to safeguard the privacy rights of potential subjects of state surveillance. As artificial intelligence becomes ubiquitous, it will be increasingly involved in novel, morally significant situations. Thus, understanding what it means for a machine to be morally responsible is important for machine ethics. Any method for ascribing moral responsibility to AI must be intelligible and intuitive to the humans who interact with it. We argue that the appropriate approach is to determine how AIs might fare on a standard account of human moral responsibility: a Strawsonian account. We make no claim that (...) our Strawsonian approach is either the only one worthy of consideration or the obviously correct approach, but we think it is preferable to trying to marry fundamentally different ideas of moral responsibility into a single cohesive account. Under a Strawsonian framework, people are morally responsible when they are appropriately subject to a particular set of attitudes—reactive attitudes—and determine under what conditions it might be appropriate to subject machines to this same set of attitudes. Although the Strawsonian account traditionally applies to individual humans, it is plausible that entities that are not individual humans but possess these attitudes are candidates for moral responsibility under a Strawsonian framework. We conclude that weak AI is never morally responsible, while a strong AI with the right emotional capacities may be morally responsible. (shrink)

I argue that inquiry can be defined without reference to the attitudes inquirers have during inquiry. Inquiry can instead be defined by its aim: it is the activity that has the aim of answering a question. I call this approach to defining inquiry a “naive” account. I present the naive account of inquiry in contrast to a prominent contemporary account of inquiry most notably defended by Jane Friedman. According to this view of inquiry, which I call an attitude-centric view, inquiry (...) is appropriately defined not by the aim of the activity but by the attitudes that inquirers have during inquiry. Real estate is a historical product of interaction between human beings, political, legal and economic institutions, and the physical environment. This spotlight article reflects on President Xi Jinping's handling of the COVID-19 epidemic and evaluates its specificities by making a brief incursion into the history of Chinese official responses to epidemics. This analysis shows that Xi Jinping's response to the COVID-19 epidemic differs from official responses to the 2003 SARS epidemic and the cerebrospinal meningitis epidemic of 1966–1967, and is used to assert his legitimacy on both the local and the international stage. By sharing data, even if it was not (...) as accurate as claimed, Xi Jinping has presented himself as a trustworthy international partner, leading a country that is at the forefront of scientific research, capable of vigorously implementing epidemic preparedness measures, and destined to become a major player in global health. On the Chinese stage, he showed that the central government has regained control over local public health organizations and that public health is once again a key government priority. As part of his response, Xi Jinping also honored gods of the Chinese pantheon, in a seeming contradiction with communism and science. I argue that, by combining the most advanced technology with a religious heritage, Xi Jinping is skillfully creating an image of himself not only as powerful and modern, but also as a leader undeniably rooted in Chinese tradition. Birch, Ginsburg, and Jablonka suggest that Unlimited Associative Learning is a “transition marker” in the evolutionary process that produced consciousness, and organizes research by tying together a range of “hallmarks” of consciousness. I argue that the features they recognize as “hallmarks” are indeed important in the evolution of consciousness, but UAL may have a more limited role.

Although The Origin of Species contained just a single visual illustration, Charles Darwin's other books, from his monograph on barnacles in the early 1850s to his volume on earthworms in 1881, were copiously illustrated by well-known artists and engravers. In this 2006 book, Jonathan Smith explains how Darwin managed to illustrate the unillustratable - his theories of natural selection - by manipulating and modifying the visual conventions of natural history, using images to support the claims made in his texts. Moreover, Smith looks outward to analyse the relationships between Darwin's illustrations and Victorian visual culture, especially the late-Victorian debates about aesthetics, and shows how Darwin's evolutionary explanation of beauty, based on his observations of colour and the visual in nature, were a direct challenge to the aesthetics of John Ruskin. The Endangered Species Act of 1973 is one of America’s most powerful statutes, not only in American domestic environmental law, but in American domestic law in general. The first part of the ESA gives us the ‘Findings, Purposes, and Policy’ that underlie the Act. In this prefratory language, it is explicit that the ESA is referring to instrumental aesthetic, ecological, educational, historical, recreational, and scientific values. But J. Baird Callicott and Andrew Wetzler argued that the ESA is also implicitly committed (...) to endangered species having intrinsic value. I argue that the best explanation of the seeming tacit intrinsic value in the ESA is not that such value really is implicit in the ESA; rather, the best explanation is that the ESA is committed to instrumental value with a certain feature that has not been carefully considered in the environmental ethics/philosophy literature before, that of incalculable instrumental value, in this case held by endangered species. The past several decades have seen a renaissance in Christian philosophy, led by the work of Alvin Plantinga, Nicholas Wolterstorff, William Alston, Eleonore Stump, and others. In the spirit of Plantinga s famous manifesto, Advice to Christian Philosophers, James K. A. Smith here offers not only advice to Pentecostal philosophers but also some Pentecostal advice to Christian philosophers. In this inaugural Pentecostal Manifestos volume Smith begins from the conviction that implicit in Pentecostal and charismatic spirituality is a tacit (...) worldview or social imaginary. Thinking in Tongues unpacks and articulates the key elements of this Pentecostal worldview and then explores their implications for philosophical reflection on ontology, epistemology, aesthetics, language, science, and philosophy of religion. The aim of this article is to situate Arendt’s account of labour as a critical response to humanisms of labour, or put otherwise, to situate it as an anti-humanism of labour. It compares Arendt’s account of labour with that of the most prominent humanist theorist of labour at the time of the composition of The Human Condition: Georges Friedmann. Arendt’s and Friedmann’s accounts of labour are compared specifically with respect to the range of capacities, social relations, and possibilities of fulfilment (...) at stake in the activity of labour. The comparison provides a previously unexplored context for understanding Arendt’s account of labour and her distinction between labour and work. The relevance of Arendt’s and Friedmann’s theories of labour for the contemporary debate about the meaning of work in an age of automation is also briefly discussed. (shrink)

UNESCO World Heritage sites are places of outstanding significance and often key sources of information that influence how people interact with the past today. The process of inscription on the UNESCO list is complicated and intersects with political and commercial controversies. But how well are these controversies known to the public? Wikipedia pages on these sites offer a unique dataset for insights into public understanding of heritage controversies. The unique technicity of Wikipedia, with its bot ecosystem and editing mechanics, shapes (...) how knowledge about cultural heritage is constructed and how controversies are negotiated and communicated. In this article, we investigate the patterns of production, consumption, and spatial and temporal distributions of Wikipedia pages for World Heritage cultural sites. We find that Wikipedia provides a distinctive context for investigating how people experience and relate to the past in the present. The agency of participants is highly constrained, but distinctive, behind-the-scenes expressions of cultural heritage activism are evident. Concerns about state-like actors, violence and destruction, deal-making, etc. in the World Heritage inscription process are present, but rare on Wikipedia’s World Heritage pages. Instead, hyper-local and process issues dominate controversies on Wikipedia. We describe how this kind of research, drawing on Big Data and data science methods, contributes to digital heritage studies and also reveals its limitations. (shrink)

Postgraduate trainee teachers undergo profound ‘shifts’ in their pedagogical understanding and practices through the year that they are taught at a UK Higher Education Institution. This study ‘investigated, in a paired pre–post design, the espoused pedagogical beliefs of three cohorts of PGCE trainees, at two time points – at the onset and toward the end of their studies in a teacher education department in a major HEI in the UK, with corroborative results from a fourth cohort and from a wider (...) set of institutions. Using an adaptation of the ‘practices’ scale of Swan, trainees’ pedagogical beliefs were charted and described on a continuum running from transmissionist to child-centred through answering 25 items, and shifts from pre-course to post course were investigated on two fronts – individually and for each item. Two general principles are represented in the data: trainees seem to either make rather more radical shifts towards child-centeredness or more slight shifts towards a more teacher centred orientation - a significant trend towards a greater learner-centrism across the longitudinal study. Skinner, the American culture in which he lived and worked, and the behaviorist movement that played a leading role in American psychological and social thought during the twentieth century. From a base of research on laboratory animals in the 1930s, Skinner built a committed and influential following as well as a utopian movement for social reform. His radical ideas attracted much public attention and generated heated controversy.
