The ongoing debate on the ethics of using artificial intelligence (AI) in military contexts has been negatively impacted by the predominant focus on the use of lethal autonomous weapon systems (LAWS) in war. However, AI technologies have a considerably broader scope and present opportunities for decision support optimization across the entire spectrum of the military decision-making process (MDMP). These opportunities cannot be ignored. Instead of mainly focusing on the risks of the use of AI in target engagement, the debate about (...) responsible AI should (i) concern each step in the MDMP, and (ii) take ethical considerations and enhanced performance in military operations into account. A characterization of the debate on responsible AI in the military, considering both machine and human weaknesses and strengths, is provided in this paper. We present inroads into the improvement of the MDMP, and thus military operations, through the use of AI for decision support, taking each quadrant of this characterization into account. (shrink)

After the moral framework of sustainable development, the focus on climate change appears to take a lead in the practice and theory of environmental education. Inherent in this perspective is an apocalyptic message: if we do not rapidly change our use of energy resources, we will severely harm the life conditions of our children and grandchildren. In this article we argue that environmental educators should liberate us from this highly instrumental dictate by taking their cue from our daily care for (...) our environment as revealed in child?s play in nature. Inherent in the interaction of the Homo ludens with nature is a spiral time experience. This time condition elicits a particular responsibility: rather than calculating which means are necessary to prevent future disasters, we should respond with care to the concentric circles of an open and indefinite future. Therefore, environmental education should not aim to prevent future disasters, but foster anticipating care for nature. (shrink)

In dieser Studie geht Ferenc Herzig dem Ereignis nach, ohne es mit einer „Was-ist“-Frage einzuzäunen. Das Cognitive Enhancement, die Steigerung der geistigen Leistungsfähigkeit gesunder Menschen durch Psychopharmaka und andere Interventionen, ist in jüngster Zeit verstärkt in den Fokus sowohl der Ethik als auch der breiteren Öffentlichkeit geraten. In kontrafaktischer Abstrahierung vom gegenwärtig noch sehr bescheidenen Stand der Technik wird dabei unter anderem erörtert, was grundsätzlich für und was gegen den Einsatz von markant wirksamem Cognitive Enhancement sprechen würde. Der vorliegende Beitrag gibt einen Überblick über die einschlägige Diskussion. Zunächst wird der recht uneinheitlich verwendete Begriff des (...) Cognitive Enhancement näher bestimmt; danach folgt eine systematische Übersicht über die verschiedenen Pro- und Kontra-Argumente. Besprochen werden Per-se-Bewertungen des Cognitive Enhancement, etwaige Folgen für die „verbesserten“ Individuen selbst sowie die Konsequenzen, die ein großflächiger Einsatz von Cognitive Enhancement für die Gesellschaft als Ganzes zeitigen könnte. Ein besonderes Augenmerk wird auf die Frage gelegt, was für einen Einfluss der Einsatz von Cognitive Enhancement auf unser Menschenbild und auf andere Teile des epistemischen Fundaments unserer Kultur haben könnte. This volume - the joint effort of the research groups on practical philosophy and the history of political thought of the Institute of Philosophy of the Research Centre for the Humanities of the Hungarian Academy of Sciences - brings together scholarly essays that attempt to face the challenges of the contemporary situation. The authors come from rather divergent disciplinary backgrounds, including philosophy, law, history, literature and the social sciences, from different cultural and political contexts, including Central, Eastern and Western Europe, (...) and belong to different generations. But they all share an interest to bravely answer the large topical issues concerning universal morality, here and now. (shrink)

This paper provides a short overview of how Oakeshott identifies the functions and limits of government, with reliance primarily on two texts. The first one from “Lectures on the History of Political” thought distinguishes nomocratic and teleocratic ways of governing. Oakeshott describes the two forms in a detached fashion, and indirectly hints at his preference for nomocratic rule. The second text is Oakeshott’s essay “On Being Conservative”, where Oakeshott gives a sceptical and critical description of human nature. The paper argues (...) that this account of human nature should be seen as the basis, on which a nomocratic rule can be defended. It will be argued, that the two texts should be read together, if we want to get a reasoned overview of Oakeshott’s criticism of contemporary forms of government, and of his reasons to choose nomocratic rule instead of the teleocratic one. It will be argued that a complex political philosophy based on these two pillars will be provided by Oakeshott’s late book On Human Conduct. (shrink)

This commentary discusses three main requirements for models of vision, namely, translation and scale invariance, scalability, and hierarchy. Edelman's Chorus model falls short of fulfilling these requirements because it ignores the highly dynamic nature of vision. Incorporating an attentional mechanism and assuming geon-like prototype representations may enhance Chorus's plausibility as a model of human object recognition.

Opposed to Norman's proposal, processing of affordance is likely to occur not solely in the dorsal stream but also in the ventral stream. Moreover, the dorsal stream might do more than just serve an important role in motor actions. It supports egocentric location coding as well. As such, it would possess a form of representational memory, contrary to Norman's proposal.

_Freedom of the Will_ provides a novel interpretation of G. E. Moore’s famous conditional analysis of free will and discusses several questions about the meaning of free will and its significance for moral responsibility. Although Moore’ theory has a strong initial appeal, most metaphysicians believe that there are conclusive arguments against it. Huoranszki argues that the importance of conditional analysis must be reevaluated in light of some recent developments in the theory of dispositions. The original analysis can be amended so (...) that the revised conditional account is not only a good response to determinist worries about the possibility of free will, but it can also explain the sense in which free will is an important condition of moral responsibility. This study addresses three fundamental issues about free will as a metaphysical condition of responsibility. First, the book explains why agents are responsible for their actions or omissions only if they have the ability to do otherwise and shows that the relevant ability is best captured by the revised conditional analysis. Second, it aims to clarify the relation between agents’ free will and their rational capacities. It argues that free will as a condition of responsibility must be understood in terms of agents’ ability to do otherwise rather than in terms of their capacity to respond to reasons. Finally, the book explains in which sense responsibility requires self-determination and argues that it is compatible with agents’ limited capacity to control their own character, reasons, and motives. International reports on environmental policy promote ‘education for sustainable development’ as an instrument for realising environmental awareness, values and attitudes consistent with the liberal concept of ‘sustainable development’. In this paper the ethical and political-philosophical assumptions of (education for) sustainable development will be criticised. First, it will be argued that (Rawlsian) liberal ethics cannot include obligations towards future generations. Second, the commentary focuses on the economic perspective underlying this liberal framework, its anthropocentric bias and the hierarchical distinction between public and (...) private spheres. Third, to offer a more adequate framework for environmental education, some fruitful ideas within neo-republicanism will be examined. (shrink)

Some things happen or exist only contingently: although they do happen or exist, they do not have to. Some other things do not happen or come to exist, although they could. They are contingent possibilities. Philosophers have tried to understand contingent possibilities in two different ways. According to one, possibilities should be understood with reference to worlds. A nonactual event is possible because there is a world in which it does happen. According to another, possibilities should be understood with reference (...) to modal properties. An event or an object is possible because it would occur or come to exist if a modal property of some substance, another object or set of objects were exercised. -/- This book argues that the latter approach provides a better account of possibilities than the former. It develops a theory of contingent possibilities according to which possibilities within a world must be distinguished from the possibility of worlds. It is the distribution of modal properties within a world which metaphysically determines what could happen in that world. The most important of these modal properties are abilities and dispositions. Dispositions explain nomic and behavioural regularities, while abilities ground more or less abstract possibilities. By way of connecting the ascription of more or less specific modal properties to different counterfactual conditionals, we can identify various possibilities that we are concerned with when we try to understand what can happen in our world. This book covers the field of and points to the intersections between politics, art and philosophy. Its hero, the late Sir Roger Scruton had a longstanding interest in all fields, acquiring professional knowledge in both the practice and theory of politics, art and philosophy. The claim of the book is, therefore, that contrary to a superficial prejudice, it is possible to address the philosophical issues of art and politics in the same oeuvre, as the example of this Cambridge-educated analytical philosopher (...) proves. Accordingly, the book has a bold thesis on the general, theoretical level, mapping the connections between politics, art and philosophy. However, it also has a pioneering commitment on the level of the particular, offering the first full-length study into the philosophical legacy of Roger Scruton, probably the most important British conservative philosopher of the late 20th and the first decades of the 21st century. Jonathan Dancy has argued that agents’ reasons for their actions are facts or features of the situations rather than their psychological states. The purpose of the paper is to show that even if we grant that this is so in most of the cases, there is a class of mental states that can be reasons. Although beliefs and desires are not reasons for actions, some emotional states—like loving, liking or disliking someone—can generate reasons. The distinctive feature of these states is (...) that their content is a particular, and not a proposition. Hence in certain situations their love or admiration can provide agents with reasons to do one particular thing rather than another. (shrink)

The paper comments on a rather uncommon approach to mathematics called physicalist formalism. According to this view, the formal systems mathematicians concern with are nothing more and nothing less than genuine physical systems. I give a brief review on the main theses, then I provide some arguments, concerning mostly with the practice of mathematics and the uniqueness of formal systems, aiming to show the implausibility of this radical view.

Marxist philosophers have always given great attention to theoretical questions concerning the historical role and significance of the state and to the processes by which the types and political forms of states have changed. As we know, historical materialism demands both concrete analysis of the political organization of the society of a given socioeconomic system and the discovery of certain general patterns that manifest themselves in the course of world history. Marx's thesis that reality can truly be understood only on (...) the basis of a theoretical study of history retains its full significance to this day for philosophical analysis of the complex and diverse problems of the theory of the state. This book provides a critical survey of measurement theories and a clear exposition of the concerning philosophical questions. The author offers a new, constructive interpretation for measurement in both physics and the social sciences, arguing for a constructivist approach.

Here, we propose that the heterogeneity of mutational types in populations underpins alternative pathways of evolutionary adaptation. Point mutations, deletions, insertions, transpositions and duplications cause different biological effects and provide distinct adaptive possibilities. Experimental evidence for this notion comes from the mutational origins of adaptive radiations in large, clonal bacterial populations. Independent sympatric lineages with different phenotypes arise from distinct genetic events including gene duplication, different insertion sequence movements and several independent point mutations. The breadth of the mutational spectrum in (...) the ancestral population should be viewed as a form of bet‐hedging, reducing the risk of evolutionary dead ends and complementing the phenotypic and epigenetic heterogeneities that improve the survival capabilities of a population. Different mutational events arise from distinct cellular processes and are subject to separate environmental impacts, so the availability of any particular type of mutation may constrain or promote adaptive pathways in populations. Agents have no control over the formation of their own zygote. Others may do. According to a well-known argument, the so-called Zygote Argument for incompatibilism, these facts, together with a prima facie plausible further assumption, are sufficient to prove that human agents cannot be responsible for their actions if they live in a deterministic universe. This paper argues that the lack of agents’ control over the constitution of their own zygote can undermine their responsibility only in exceptional conditions and that (...) the occurrence or non-occurrence of those conditions has nothing to do with the truth or falsity of determinism. What undermines agents’ responsibility in the situations described by the Zygote Argument is the occurrence of some specific initial conditions which may render the manipulation of agents’ behaviour possible, and not the truth of determinism. The question of the relationship of the State and the law is one of the oldest questions of the history of the theory of state. It is one of those fundamental issues which can be regarded as real dividing lines: the decision one takes in this theoretical question determines a lot in the thinker's later theory. It is difficult to find the reasons for this phenomenon. One might argue that this is so because these two concepts are so basic, that (...) while one has to use them quite frequently, one would hardly dare to define them. But even if we accept this aversion from clearcut definitions, the explanation of why the relationship of these two concepts is so important is an unavoidable task for a number of reasons. (shrink)

I offer an analysis of Reid's notion of the will. Naturalism in the philosophy of action is defined as the attempt to eliminate the capacity of will and to reduce volition to some class of appetite or desire. Reid's arguments show, however, that volition plays a particular role in deliberation which cannot be reduced to some form of motivation present at the time of action. Deliberation is understood as an action over which the agent has control. Will is a higher-order (...) mental capacity enabling us to control our own attitudes, decisions and actions. Reid investigates several distinct forms of this control. I conclude with some remarks about the relation between Reid's arguments about the function of the will and his moral rationalism. (shrink)
