As a result of financial difficulties confronting American agriculture, public debate is focusing on longterm options for restoring economic stability and growth to the agricultural economy. Many believe that just as homeowners in small communities throughout the nation have been served by the development of a secondary market for residential mortgages sponsored by the federal government, farmers throughout the country would similarly benefit from the development of a secondary market for farm real estate mortgages. This paper discusses issues relating (...) to the development of a secondary market for agricultural real estate loans. The concept of a secondary market for agriculture is of considerable interest to Congress, as evidenced by recent enactment of the Agricultural Credit Act of 1987 which established the Federal Agricultural Mortgage Corporation (“Farmer Mac”) to create a secondary market for farm real estate loans. The first section discusses the general nature of secondary markets and their purposes, with particular attention given to the secondary market for home mortgages because it served as a model for a secondary market for farm loans. Section two discusses basic differences between agriculture and housing, and section three provides a brief discussion of federal credit subsidies designed to help meet social and economic goals by influencing the allocation of credit to particular sectors of the economy such as housing and agriculture. WhartonRonald Syme first proposed that the style and vocabulary of some of the speeches attributed to Tiberius in the Annals were strongly influenced by those actually uttered by the Emperor, as preserved in the acta senatus. Syme said,Tacitus’ vocabulary was liable to be influenced. Certain “Tiberian” words occur in the speeches, recur in (...) the hexad and never again. Thus compello, diiudico, exsatio.... To render Tiberius, Tacitus made a careful choice of words, not only the rare and arresting, but also less obtrusive words, alien from his own manner. 1Syme also suggested (700) that the speeches of Tiberius display a higher frequency of abstract nouns of a Ciceronian type, and of compound verbs.Although Syme never actually tried to test his hypothesis, N. P. Miller did, and published her results in 1968’s American Journal of Philology. In “Tiberius Speaks” she compares the number of “solitaries” (that is, words that appear only once in the extant Tacitean corpus) occurring in the speeches, both recta and obliqua, attributed to Tiberius, with the number occurring in the speeches attributed to Nero. She concludes, “... we may... with some reason postulate that the high proportion of Tiberian solitaries indicates a connection with Tiberius’ [actual] speeches” (19).Although Syme’s and Miller’s hypothesis has not been universally accepted, neither has it ever been fully rejected, and it has continued to haunt a small corner of Tacitean scholarship. In the Tiberian books, using her own data, 8.5% of all the solitaries appear in Tiberius’ speeches, as opposed to a meager 2.7% appearing in Nero’s speeches. By either analysis, there is a roughly threefold difference in the frequency of solitaries.Unfortunately, Miller has failed to account for the difference in the total amount of speech attributed to each emperor. Tiberius has, in fact, nearly three times as many lines of speech, recta and obliqua, as does Nero. In editing Plato's Sophist for the new OCT vol. I, ed. E. A. Duke, W. F. Hicken, W. S. M. Nicoll, D. B. Robinson, and J. C. G. Strachan , there was less chance of giving novel information about W = Vind. Supp. Gr. 7 for this dialogue than for others in the volume, since Apelt's edition of 1897 was used by Burnet in 1900 and was based on Apelt's own collation of W. The result was better than the somewhat (...) confused information printed by Burnet, even in his 1905 reprint, for W for the other dialogues in vol. I. But in the Sophist as elsewhere in vol. I collations largely due to Dr W. S. M. Nicoll added new facts about all of BDTWP and their correctors, and the search for testimonia largely carried out by Dr E. A. Duke added new facts in that area. A reviewer counts 66 changes in our text of the Sophist, which may perhaps be a slight over-estimate. Classification of changes as substantive or as falling into different groups is sometimes difficult, but I think plausible figures are as follows. We have in 25 places made a different choice of readings from the primary mss. and testimonia. We have printed conjectures where Burnet kept a ms. reading in 17 places, but conversely we have reverted to a ms. reading where Burnet had a conjecture in 8 places. We have printed alternative conjectures to conjectures adopted by Burnet in 6 places. So we have actually departed from the primary sources on at most 9 more occasions overall than Burnet. What must be noted is that Burnet had already printed conjectures on something like 87 occasions , so our percentage addition to Burnet's departures from the primary sources is modest. Moreover Burnet printed about 25 readings from testimonia; we have followed him in 20 or so of these cases, and this in turn implies that the primary mss. are in error at these further 20 places. It needs to be underlined that though Burnet undoubtedly deserved to be regarded as a safe and cautious editor, nevertheless he departed from the primary mss. on average about twice per Stephanus page in this dialogue. Sometimes, of course, testimonia showed him right to do this, but testimonia cover only a quite small part of this dialogue. Otherwise Burnet accepted almost 90 conjectures. For the Politicus the figures are fairly similar; Burnet accepted 22 Byzantine conjectures and 35–40 more modern ones. The new OCT there adds 15 or so more conjectures. (shrink)

The graph edit distance (GED) measures the dissimilarity between two graphs as the minimal cost of a sequence of elementary operations transforming one graph into another. This measure is fundamental in many areas such as structural pattern recognition or classification. However, exactly computing GED is NP-hard. Among different classes of heuristic algorithms that were proposed to compute approximate solutions, local search based algorithms provide the tightest upper bounds for GED. In this paper, we present K-REFINE and RANDPOST. K-REFINE generalizes and (...) improves an existing local search algorithm and performs particularly well on small graphs. RANDPOST is a general warm start framework that stochastically generates promising initial solutions to be used by any local search based GED algorithm. It is particularly efficient on large graphs. An extensive empirical evaluation demonstrates that both K-REFINE and RANDPOST perform excellently in practice. (shrink)

Federal credit policies toward agriculture reflect the human values of maintaining the farm production sector largely as an industry characterized by small-scale, family farms. The Farmers Home Administration has implemented various credit programs designed to carry out this policy objective. As a result of the prolonged financial crisis in the farm economy, the agricultural community is becoming more aware of the controversies surrounding the mission of FmHA and its debt restructuring program. This paper discusses the debt restructuring program administered (...) by the Farmers Home Administration (FmHA), as authorized by the Agricultural Credit Act of 1987, and amended by the recently enacted Farm Bill of 1990. It discusses the key provisions of the Agricultural Credit Act authorizing FmHA to establish a debt restructuring and debt forgiveness program aimed at achieving the public policy objective of keeping financially stressed farmers in business, whenever possible.In the course of reviewing the restructuring program, FmHA officials and congressional committees reviewed the FmHA's mission and its program implementation. This review indicated that several unintended negative consequences resulted from several abuses stemming from inadequate administrative mechanisms and controls and conflicting legislative objectives of debt forgiveness and federal tax policy. In enacting the 1990 Farm Bill, Congress sought to reorient FmHA's mission to a temporary source of credit and to eliminate various abuses associated with the implementation of FmHA's debt restructuring program. The 1990 Farm Bill reflects an effort by Congress to address some the controversies surrounding federal credit policies toward agriculture. Although Congress placed limits on debt restructuring, the overall public policy objective of maintaining a family-farm posture in the agricultural sector continues to be an important social value. BackgroundPreprint usage is growing rapidly in the life sciences; however, questions remain on the relative quality of preprints when compared to published articles. An objective dimension of quality that is readily measurable is completeness of reporting, as transparency can improve the reader’s ability to independently interpret data and reproduce findings.MethodsIn this observational study, we initially compared independent samples of articles published in bioRxiv and in PubMed-indexed journals in 2016 using a quality of reporting questionnaire. After that, we performed paired comparisons (...) between preprints from bioRxiv to their own peer-reviewed versions in journals.ResultsPeer-reviewed articles had, on average, higher quality of reporting than preprints, although the difference was small, with absolute differences of 5.0% [95% CI 1.4, 8.6] and 4.7% [95% CI 2.4, 7.0] of reported items in the independent samples and paired sample comparison, respectively. There were larger differences favoring peer-reviewed articles in subjective ratings of how clearly titles and abstracts presented the main findings and how easy it was to locate relevant reporting information. Changes in reporting from preprints to peer-reviewed versions did not correlate with the impact factor of the publication venue or with the time lag from bioRxiv to journal publication.ConclusionsOur results suggest that, on average, publication in a peer-reviewed journal is associated with improvement in quality of reporting. They also show that quality of reporting in preprints in the life sciences is within a similar range as that of peer-reviewed articles, albeit slightly lower on average, supporting the idea that preprints should be considered valid scientific contributions. Each year, millions of individuals in the United States are treated for a variety of serious medical conditions with prescription drugs whose therapeutic benefits are well known. The vast majority of these medications are used to treat medical and psychiatric illnesses. Generally, they are used as prescribed, and contribute to a better quality of life for persons suffering from debilitating or life-threatening disorders.The fact that a small portion of these medications is diverted by those who seek their psychoactive effects (...) raises the important policy issue: how to make drugs easily available for medical use while limiting access for purposes of abuse.Such a responsibility poses challenges very different from those of the so-called “war” on illicit drugs, because this control must be achieved without impeding patients’ access to medical care. A rational public policy would attempt to achieve a balance between the need to minimize abuse and the need to provide relief. (shrink)

This is the first of two papers that use off-training set (OTS) error to investigate the assumption-free relationship between learning algorithms. This first paper discusses the senses in which there are no a priori distinctions between learning algorithms. (The second paper discusses the senses in which there are such distinctions.) In this first paper it is shown, loosely speaking, that for any two algorithms A and B, there are “as many” targets (or priors over targets) for which A has lower (...) expected OTS error than B as vice versa, for loss functions like zero-one loss. In particular, this is true if A is cross-validation and B is “anti-cross-validation” (choose the learning algorithm with largest cross-validation error). This paper ends with a discussion of the implications of these results for computational learning theory. It is shown that one cannot say: if empirical misclassification rate is low, the Vapnik-Chervonenkis dimension of your generalizer is small, and the training set is large, then with high probability your OTS error is small. Other implications for “membership queries” algorithms and “punting” algorithms are also discussed. (shrink)

Neurulation, the curling of the neuroepithelium to form the neural tube, is an essential component of the development of animal embryos. Defects of neural tube formation, which occur with an overall frequency of one in 500 human births, are the cause of severe and distressing congenital abnormalities. However, despite the fact that there is increasing information from animal experiments about the mechanisms which effect neural tube formation, much less is known about the fundamental causes of neural tube defects (NTD). The (...) use of computer models provides one way of gaining clues about the ways in which neurulation may be compromised. Here we employ one computer model to examine the robustness of different cellular mechanisms which are thought to contribute to neurulation. The model, modified from that of Odell et al (Odell, G.M., Oster, G., Alberch, P. and Burnside, B., (1981)) mimics neurulation by laterally propagating a wave of apical contraction along an active zone within a ring of cells. We link the results to experimental evidence gained from studies of embryos in which neurulation has been perturbed. The results indicate that alteration of one of the properties of non-neural tissue can delay or inhibit neurulation, supporting the idea, gained from observation of embryos bearing genes which predispose to NTD, that the tissue underlying the neuroepithelium may contribute to the elevation of the neural folds. The results also show that reduction of the contractile properties of a small proportion of the neuroepithelial cell population may have a profound effect on overall tissue profiling. The results suggest that the elevation of the neural folds, and hence successful neurulation, may be vulnerable to relatively minor deficiencies in cell properties. (shrink)

For five days in July of 1996, a pantheon of advanced spiritual practitioners, led by the Dalai Lama, met at Thomas Merton’s monastery in Kentucky to dialogue on the spiritual life. The resulting exchanges provided not only mutual aid on the spiritual journey but were themselves a spiritual path. In recounting this meeting, The Gethsemani Encounter marks a watershed in the spiritual dialogue between Christianity and Buddhism. At the Parliament of the World’s Religions in 1993, during a morning session on “Emptiness and Kenosis,” the Tibetan leader suggested that the conversation continue in a monastic setting. His idea was to gather a small group of mature Buddhist and Christian monastics who are teachers of spirituality. They would dialogue about the practice of spirituality and its value for the world in a setting where they could also live, meditate, and celebrate together.A variety of Buddhists reflecting the diversity of contemporary Buddhist practices were invited to Gethsemani. These included Theravadin, Zen, and Tibetan monks from Asia and lay leaders from the emerging American Buddhist communities. Efforts were made to include women’s voices from each tradition. Most of the Buddhists who came to Gethsemani were living in Buddhist communities in the United States. The hope was that this meeting would catalyze future local encounters between Buddhist and Christian spiritual communities.The Christian monastics were primarily drawn from Benedictine and Trappist MID board members or advisors from Europe, North America, Asia, and Australia. Invited as well were the abbot general of the Trappist Order, the head of the Vatican’s Pontifical Council for Interreligious Dialogue, and Bishop Joseph Gerry, O.S.B., to represent the National Conference of Catholic Bishops. The MID advisors also included some priests and lay practitioners—Catholic and Protestant—with experience in Buddhist dialogue. Is there a link between how a firm manages its internal and external stakeholders? More specifically, are firms that give employees stock ownership and more say in running the enterprise more likely to engage with external stakeholders? This study seeks to answer these questions by elaborating on mechanisms that link employees to external stakeholders, such as the community, suppliers, and the environment. It tests these relationships using a sample of 347 private, mostly small-to-medium size firms, which completed a stakeholder (...) impact assessment organized by the non-profit B Lab. The results support the hypotheses that both employee ownership and employee involvement are positively associated with external stakeholder engagement. Further, we found that certification plays a role, as employee ownership contributes to external stakeholder engagement only in certified B Corporations, and not in firms that merely completed the B Lab Impact assessment. Our findings have import for stakeholder engagement frameworks, as we show that there is interplay between internal employee stakeholders and external stakeholders that may be important to overall firm–stakeholder management. In lieu of an abstract, here is a brief excerpt of the content: I would like to begin by thanking the Journal of Japanese Philosophy for making space in these pages for a review of my monograph Watsuji on Nature: Japanese Philosophy in the Wake of Heidegger. Although book reviews do not usually receive a reply from the author—much less one as lengthy as the article that follows—one seemed necessary in this instance because my ideas, unfortunately, have been seriously mis-represented (...) here. Moreover, the number and kinds of misreadings, mistakes, misunderstandings, and omissions are so extensive that even a brief attempt to address the main points at issue is no small task. But the primary problem is that the reviewer contends that I say the opposite of what I actually maintain with regard to some of the central claims of the book. These mistaken assertions are primarily the consequence of a failure to understand crucial philosophical concepts (especially metaphysical nondualism, being-in-the-world, intentionality, and disclosure). But they also stem from a series of errors ranging from the exclusion of some of the fundamental ideas and arguments of the book to the misreading of pivotal claims and the mistranslation of the Japanese-language primary sources.I begin with a single but telling example that is characteristic of the way the reviewer repeatedly portrays me as saying the opposite of what I actually say. Droz states that “For Johnson, while human beings taken collectively as a whole have the capacity to transcend the fūdo, individual human beings apparently do not” (Droz, 133). But what I actually say is that Watsuji “has not shown that this same capacity belongs to the individual human being” (Johnson, 191). I then give a series of examples of individual transcendence: “the forms of transcendence that are evident in, for example, the complex identities of immigrants, of those who have lived in multiple countries, of those who live in multiple milieus at the same time [...] of those who develop a very different character from their compatriots even as they live together in the same place” (Johnson, 191). [End Page 167] I go on to point out that “we also need a subtler account, on a much smaller scale, of the ways the self is both constituted by and is also able to transcend its fūdo. In what follows we will give an indication of some of the issues involved” (Johnson, 191). I then proceed to give such an overview, concluding with the point that “the strong identification with one aspect of one’s milieu rather than another shows that the self is much more than the simple expression of its fūdo. This form of transcendence, I suggest, can be studied with profit as an instance of what Watsuji calls the individual dimension of human beings” (Johnson, 192).Misrepresentations of this sort abound. The most serious instance of this kind concerns one of the central theses of this study. At the beginning of her review, the author purports to recount two criteria that I propose “to clarify what the philosophical concept of fūdo entails” (Droz, 129). But in fact, I list four criteria under two distinct categories. First, in order to determine the scope and boundaries of a fūdo, I propose the following two criteria:1. certain regions as articulated wholes found in nature itself, which is what Watsuji attempts to articulate with his taxonomy of basic types of fūdo (Johnson, 34).2. a relational whole of disclosure, self-interpretation, and natural locale (Johnson, 34).But the reviewer takes note of (1) and passes over (2) in silence—this omission is significant and, as we will see shortly, it leads her into later difficulties. Droz instead moves directly to a second topic, namely, what I intend by the term nature, which is a concept found in both of these criteria. Here I follow Mill in thinking that we need some way to distinguish between nature and nonnature if nature is not simply to be equated with everything. I therefore propose two criteria that we might use to distinguish nature from artifice within a fūdo: A. nature as all-encompassing space and place B. the sheerly given self-unfolding of things . This study presents a probabilistic model of melody perception, which infers the key of a melody and also judges the probability of the melody itself. The model uses Bayesian reasoning: For any “surface” pattern and underlying “structure,” we can infer the structure maximizing P(structure|surface) based on knowledge of P(surface, structure). The probability of the surface can then be calculated as ∑ P(surface, structure), summed over all structures. In this case, the surface is a pattern of notes; the structure is a (...) key. A generative model is proposed, based on three principles: (a) melodies tend to remain within a narrow pitch range; (b) note‐to‐note intervals within a melody tend to be small; and (c) notes tend to conform to a distribution (or key profile) that depends on the key. The model is tested in three ways. First, it is tested on its ability to identify the keys of a set of folksong melodies. Second, it is tested on a melodic expectation task in which it must judge the probability of different notes occurring given a prior context; these judgments are compared with perception data from a melodic expectation experiment. Finally, the model is tested on its ability to detect incorrect notes in melodies by assigning them lower probabilities than the original versions. (shrink)

G. Klaffenbach summarised Dow's analysis in ‘Antike Losungsapparate’, Die Antike xiv 353–355. Prior to Dow, notice of one fragment of a (...) cleroterium was published by B. Tamaro, ‘Pianta Epigrafica dell’ Acropoli', ASAA iv/v 63 nr. 124. P has clear photographs of all remains then known. There are drawings in PW based on the drawing of I and photographs of I, II, III, X, and XI in P—Dow labelled the remains with roman numerals; I follow his labelling. Drawings in P are found opposite the photographs of I and of VI; in H, as frontispiece. Since Dow's publications appeared, there has been no reconsideration of his work nor any re-examination of his reconstruction. This is proof of the quality of his work.In 1960 when I first studied Dow's reconstruction, I relied on the excellent and revealing photographs in P. This essay explains the inescapability of moral demands. I deny that the individual has genuine reason to comply with these demands only if she has desires that would be served by doing so. Rather, the learning of moral reasons helps to shape and channel self- and other-interested motivations so as to facilitate and promote social cooperation. This shaping happens through the “embedding” of reasons in the intentional objects of motivational propensities. The dominance of the instrumental conception of reason, according to (...) which reasons must be based in desires of the individual, has made it harder to recognize that reasons shape desires. I attempt to undermine this dominance by arguing that the concept of a self that extends over time is constructed to meet the demands of social cooperation. Prudential reasons to act on behalf of the persisting self's desires are often taken to constitute the paradigm of reasons based on desires of the individual. But such reasons, along with the very concept of the persisting self, are constructed to promote human cooperation and to shape the individual's desires. (shrink)

This book is a selection of articles by David Zilberman, a prolific author, whose tragic untimely death did not allow to finish many of his undertakings. Zilberman’s work represents a fresh word in the way of philosophizing or philosophy-building and the technique of modal methodology. This book comprises of thirteen independent articles that are not related by content. The point of thematic convergence of these articles is the way they reflect the new way of methodological thinking through the application (...) and benefits of modalization or modal methodology that unfolds unbound possibilities of philosophic elaborations. By shifting constantly from one position to another, Zilberman disclosed the antinomicity of all types of thought. Such an approach led him to outline for the first time his major attempt to start creating not "systems" but "sums" of philosophies so that the philosophical activity would be able to re-emerge on the slopes of such "sums." The book can be used as a starting point of a discussion, especially in study of philosophy. We imagine it can be used in undergraduate classes on World Philosophies or Intercultural Philosophy courses. With that, it can serve as a useful resource for adding intercultural elements into Western-centered courses. (shrink)

The argument for metaethical relativism, the view that there is no single true or most justified morality, is that it is part of the best explanation of the most difficult moral disagreements. This Element discusses the latest arguments in ethical theory in an accessible manner, with many examples and cases.

In this collection, Stations on the Journey of Inquiry, David Burrell launches a revolutionary reinterpretation of how any inquiry proceeds, boldly critiquing presumptuous theories of knowledge, language, and ethics. While his later publications, Analogy and Philosophical Language (1973) and Aquinas: God and Action (1979), elucidate Aquinas's linguistic theology, these early writings show what often escapes articulation: how one comes to understanding and "takes" a judgment. Although Aquinas serves as an axial figure for Burrell's expansive corpus of scholarship spanning more (...) than fifty years, this selection of essays presents other positions and counterpositions to whom his own philosophical theology is beholden: Plato, Aristotle, Cajetan, Kant, Peirce, Moore, Wittgenstein, Sellars, Weiss, Ross, McInerny, and Lonergan. Friendship was an important topic for classical philosophers; the analysis, Value, And duties of friendship all received considerable attention. But friendship has been a relatively dormant topic among more recent philosophers. This paper (a) presents an analysis of friendship and explains its core elements, (b) discusses several different models for explaining the value of friendship, And (c) argues that there are special duties of friendship and that these aren't based solely on utilitarian considerations.

Eric Olson criticizes Lynne Baker’s constitution account of persons on the grounds that personhood couldn’t be ontologically significant as nothing new comes into existence with the acquisition of thought. He claims that for something coming to function as a thinker is no more ontologically significant than something coming to function as a locomotor when a motor is added to it. He levels two related charges that there’s no principled answer about when and where constitution takes place rather than an already (...) existing object just acquiring new properties. I’ll argue that none of these objections are problems for understanding person to be a substantial kind. (shrink)

This book fills a gap in the literature on the Precautionary Principle by placing the principle within the wider context of precautionary reasoning and uses philosophical arguments and case studies to demonstrate when it does—and does not—apply. The book invites the reader to take a step back from the controversy surrounding the Precautionary Principle and consider the overarching rationales for responding to threats to the environment or public health. Green bioethics is an area of research and scholarship that examines the impact of healthcare practices and policies on the environment and emphasises environmental values, such as ecological sustainability and stewardship. Some green bioethicists have argued that healthcare providers should inform patients about the environmental impacts of treatments and advocate for options that minimise adverse impacts. While disclosure of information pertaining to the environmental impacts of treatments could facilitate autonomous decision-making and strengthen the patient–provider relationship in situations where patients have (...) clearly expressed environmental concerns, it may have the opposite effect in other situations if makes patients feel like they are being judged or manipulated. We argue, therefore, that there is not a generalisable duty to disclose environmental impact information to all patients during the consent process. Providers who practice green bioethics should focus on advocating for system-level changes in healthcare financing, organisation and delivery and use discretion when bringing up environmental concerns in their encounters with patients. Christopher Boorse is very skeptical of there being a pathocentric internal morality of medicine. Boorse argues that doctors have always engaged in activities other than healing, and so no internal morality of medicine can provide objections to euthanasia, contraception, sterilization, and other practices not aimed at fighting pathologies. Objections to these activities have to come from outside of medicine. I first argue that Boorse fails to appreciate that such widespread practices are compatible with medicine being essentially pathocentric. Then I contend (...) that the pathocentric essence, properly understood, does not prohibit physicians from engaging in actions that are not aimed at combating pathologies, but rather supports an internal morality of medicine that allows medical providers to refuse without penalty to engage in practices that promote pathologies. The growing interest in Africa as well as concerns about negative deviant behaviors and ethnic structures necessitates examination of the effect of ethnic expectations on behavior of employees. In this study we leverage insight from ethnos oblige theory to propose that centralization of ethnic norms moderates the relationship between benevolence expectations and negative deviant behavior. Using a cross-sectional design and data from two countries as well as moderation and cross-cultural analytic techniques, we find support for three-way interactions where the relationship (...) between benevolence and negative deviant behavior is moderated by centralization and culture. We discuss the implications of the findings which support the dynamic perspective of management in Africa. (shrink)

Is the ancient Confucian ideal of he 和, ‘harmony,’ a viable ideal in pluralistic societies composed of people and groups who subscribe to different ideals of the good and moral life? Is harmony compatible with accepting, even encouraging, difference and the freedom to think differently? I start with seminal characterizations of harmony in Confucian texts and then aim to chart ways harmony and freedom can be compatible and even mutually supportive while recognizing the constant possibility of conflict between them. I (...) shall point out how the Confucian notion of harmony resonates with the Indian King Asoka's project of promoting religious pluralism. Along the way, I will make some comments of a ‘meta’ nature about the kind of interpretation I am offering of harmony in the Confucian texts and the use to which I am putting this interpretation by setting it in the context of societies that in important respects are quite different from the ones from which concepts of harmony originally emerged. This paper discusses the economic, legal, moral, and political difficulties in developing drugs for the developing world. It argues that large, global pharmaceutical companies have social responsibilities to the developing world, and that they may exercise these responsibilities by investing in research and development related to diseases that affect developing nations, offering discounts on drug prices, and initiating drug giveaways. However, these social responsibilities are not absolute requirements and may be balanced against other obligations and commitments in light of economic, (...) social, legal, political, and other conditions. How a company decides to exercise its social responsibilities to the developing world depends on the prospects for a reasonable profit and the prospects for a productive business environment. Developing nations can either help or hinder the pharmaceutical industry’s efforts to exercise social responsibility through various policies and practices. To insure that companies can make a reasonable profit, developing nations should honor pharmaceutical product patents and adhere to international intellectual property treaties, such as the Trade‐Related Aspects of Intellectual Property Rights agreement. To insure the companies have a good business environment, developing nations should try to promote the rule of law, ethical business practices, stable currencies, reliable banking systems, free and open markets, democracy, and other conditions conducive to business. Overall, this paper advocates for reciprocity and cooperation between pharmaceutical companies and developing nations to address the problem of developing drugs for the developing world. In pursuing this cooperative approach, developing nations may use a variety of other techniques to encourage pharmaceutical companies to act responsibly, such as subsidizing pharmaceutical research, helping to design and implement research protocols, providing a guaranteed market, and bulk buying. Machine learning algorithms may radically improve our ability to diagnose and treat disease. For moral, legal, and scientific reasons, it is essential that doctors and patients be able to understand and explain the predictions of these models. Scalable, customisable, and ethical solutions can be achieved by working together with relevant stakeholders, including patients, data scientists, and policy makers.

Environmental Health Ethics illuminates the conflicts between protecting the environment and promoting human health. In this study, David B. Resnik develops a method for making ethical decisions on environmental health issues. He applies this method to various issues, including pesticide use, antibiotic resistance, nutrition policy, vegetarianism, urban development, occupational safety, disaster preparedness and global climate change. Resnik provides readers with the scientific and technical background necessary to understand these issues. This essay analyzes the concept of public trust in science and offers some guidance for ethicists, scientists, and policymakers who use this idea defend ethical rules or policies pertaining to the conduct of research. While the notion that public trusts science makes sense in the abstract, it may not be sufficiently focused to support the various rules and policies that authors have tried to derive from it, because the public is not a uniform body with a common set of interests.
