Competency has become a key concept in education in general over the last four decades. This article examines the development of the competency‐based movement with a particular focus on the significance it has had for nursing education. Our hypothesis is that the competency movement can only adequately be understood if it is analyzed in relation to the broad societal transformation of the last decades—often summarized under the catchword neoliberalism—and with it the emergence of managerial models for Human Resource Management (HRM) (...) for the reorganization of social services. Classical professions, which were characterized under welfarism by an esoteric knowledge based on ethical norms, have now become marketable commodities that can be evaluated in the same way as other commodities. We want to underline that while this development is still under way, it is the concept of competency that was the decisive political instrument enabling this profound change. With the widespread implementation of competency‐based education that now governs nursing knowledge, the development of a critical, oppositional perspective becomes more challenging, if not entirely impossible. We will be focusing primarily on nursing education in Canada, although we maintain that it has relevance for nursing internationally. (shrink)

In 1974, the Liberal government of Pierre Trudeau released a “green paper” known as the Lalonde Report, after the health minister at that time. The report formulated perspectives on health and the main concepts and ideas developed in it, particularly the concept of “lifestyle,” which became the foundation of public health policies in many different European countries and the United States. The concept of “lifestyle” connected personal behaviour and habits to the individual health condition; people were not dying due to (...) a lack of access to medical care but because they lived a life prone to personal risk taking. Furthermore, what is seldom discussed is that this report not only propagated the (neo)liberal view of citizens as autonomous rational actors (homo oeconomicus), with personal responsibility for their health, but it was a first step in the transformation of Medicare and went far beyond the question of health promotion. Health was no longer something that happened to a person but was created through personal choice and, therefore, one had to assume responsibility for one's behaviour. Using Foucault's definition of government as the “conduct of conduct,” we will demonstrate that the Lalonde report must be understood as a specific “technology of government” and contributed to a neoliberal transformation of health care despite the fact that the Canadian system of Medicare was based on the idea of universality, meaning citizens had equal access to health care independent of their socio‐economic situation. As we will demonstrate, the Lalonde report undermined this foundation and initiated a profound reorientation, not only of the healthcare system, but even more importantly, it radically changed the way we think about our behaviour around health‐related issues. We will also discuss how the making of the report contributed to the redefinition of politics and demonstrated a lack of concern with liberal‐democratic decision‐making processes. (shrink)

On 18 November 2014, the United Nations launched an urgent new campaign to end AIDS as a global health threat by 2030. With its proposed strategy, the UN follows leading scientists who had declared the failure of former prevention strategies and now were promoting a ‘Seek and Treat for Optimal Prevention’ (STOP) approach as the most cost‐effective response to the pandemic to meet the goal of ‘an AIDS‐free generation’. STOP combines antiretroviral therapy and routine HIV screening to find persons unaware (...) that they are HIV‐positive, because research has shown that people consistently change their behaviour (i.e. increase condom use, have fewer partners) after an HIV diagnosis. AIDS activists have broadly criticized this strategy on different levels. In this article, we go beyond these criticisms and try to analyse the political rationalities behind this ‘new’ strategy. We believe that it is necessary to put the rationale underpinning the STOP programme into the context of broader societal transformations that can best be captured as the development of advanced liberal societies and the new emphasis on self‐controlling or self‐responsibility rather than on disciplining behaviour. Anti-racist education within the Academy holds the potential to truly reflect the cultural hybridity of our diverse, multi-cultural society through the canons of knowledge that educators celebrate, proffer and embody. The centrality of Whiteness as an instrument of power and privilege ensures that particular types of knowledge continue to remain omitted from our curriculums. The monopoly and proliferation of dominant White European canons does comprise much of our existing curriculum; consequently, this does impact on aspects of engagement, inclusivity and belonging (...) particularly for Black, Asian and Minority Ethnic (BAME) learners. This paper explores the impact of a dominant Eurocentric curriculum and the Decolonising the Curriculum agenda within higher education and its influence upon navigating factors such as BAME attainment, engagement and belonging within the Academy. This paper draws on a Critical Race Theory (CRT) theoretical framework to centralize the marginalized voices of fifteen BAME students and three academics of colour regarding this phenomena. Aspects examined consider the impact of a narrow and restrictive curriculum on BAME students and staff and how the omission of diverse histories and multi-cultural knowledge canons facilitates marginalization and discriminatory cultures. While participating in a symposium on Dave Ripley’s forthcoming book Uncut, I had proposed that employing a strict-tolerant interpretation of the weak Kleene matrices provided a content-theoretical conception of the bounds of conversational norms that enjoyed advantages over Ripley’s use of the strong Kleene matrices. During discussion, I used the case of sentences that are taken to be out-of-bounds for being secrets as an example of a case in which the setting of conversational bounds in practice diverged from the (...) account championed by Ripley. In this paper, I consider an objection that my treatment of quantifiers was mistaken insofar as the confidentiality of a sentence ϕ may not lift to the sentence ∃xϕ and draw from this objection that neither the strong nor the weak Kleene interpretation of quantifiers suffices, but that a novel interpretation may do so. Plural predication is a pervasive part of ordinary language. We can say that some people are fifty in number, are surrounding a building, come from many countries, and are classmates. These predicates can be true of some people without being true of any one of them; they are non-distributive predications. However, the apparatus of modern logic does not allow a place for them. Thomas McKay here explores the enrichment of logic with non-distributive plural predication and quantification. What is time? This is one of the most fundamental questions we can ask. Emily Thomas explores how a new theory of time emerged in the seventeenth century. The 'absolute' theory of time held that it is independent of material bodies or human minds, so even if nothing else existed there would be time.

This paper is about the semantic analysis of referentially opaque verbs like seek and owe that give rise to nonspecific readings. It is argued that Montague's categorization (based on earlier work by Quine) of opaque verbs as properties of quantifiers runs into two serious difficulties: the first problem is that it does not work with opaque verbs like resemble that resist any lexical decomposition of the seek ap try to find kind; the second one is that it wrongly predicts de (...) dicto (i.e. narrow scope) readings due to quantified noun phrases in the object positions of such verbs. It is shown that both difficulties can be overcome by an analysis of opaque verbs as operating on properties. This is a strongly modified version of a paper entitled lsquoDo We Bear Attitudes towards Quantifiers?rsquo that I have presented at conferences in Gosen (Gesellschaft für Sprachwissenschaft), Ithaca (SALT I), and Konstanz (Lexikon). Albert Einstein was the most influential physicist of the twentieth century. Less well-known is that fundamental philosophical problems, such as concept formation, the role of epistemology in developing and explaining the character of physical theories, and the debate between positivism and realism, played a central role in his thought as a whole. The fourteenth-century thinker Thomas Bradwardine is well known in both the history of science and the history of theology. The first of the Merton Calculators (mathematical physicists) and passionate defender of the Augustinian doctrine of salvation through grace alone, he was briefly archbishop of Canterbury before succumbing to the Black Death in 1349. This new edition of his Insolubilia, made from all thirteen known manuscripts, shows that he was also a logician of the first rank. The edition is accompanied (...) by a full English translation. In the treatise, Bradwardine considers and rejects the theories of his contemporaries about the logical puzzles known as 'insolubles,' and sets out his own solution at length and in detail. In a substantial introduction, Stephen Read describes Bradwardine's analysis, compares it with other more recent theories, and places it in its historical context. The text is accompanied by three appendices, the first of which is an extra chapter found in two manuscripts (and partly in a third) that appears to contain further thoughts by Bradwardine himself. The second contains an extract from Ralph Strode's Insolubilia, composed in the 1360s, repeating and enlarging on Bradwardine's text; and the third consists of an anonymous text that applies Bradwardine's solution to a succession of different insolubles"--P. Two profound atrocities in the history of Western culture form the subject of this moving philosophical exploration: American Slavery and the Holocaust. What is freedom? Thomas Fowler learned aboutZubiri from these gentlemen and began his work of translation and publishing in the1970s. Caponigri’s translation of Sobre la esencia and Fowler’s translation of Naturaleza,Historia, Dios were published in the early 80s. Others including Nelson Orringer, GaryGurtler, and Leonard Wessell had (...) been investigating Zubiri, and the four met at the I Congreso Xavier Zubiri in Madrid in 1993. Later Fowler decided that a focus for Zubiri studieswas needed for North America and the English-speaking world, and he established the Xavier Zubiri Foundation of North America in 1997. Shortly thereafter he completed and theFoundation published his translation of Inteligencia sentiente. The Xavier Zubiri Reviewwas launched in 1998, with papers on Zubiri presented at the XX World Congress of Philosophy. The journal is now in its sixth volume. Interest in Zubiri’s work continues togrow, and now many more people in North America are investigating his thought. The transcription of rat prolactin and growth hormone genes in vitro requires a pituitary transcription factor, specific to certain cell types in the pituitary, which currently appears to be the PUF‐I/Pit‐1/GHF‐1 protein. This factor binds to cis‐regulatory elements in the 5′ region of both genes and exerts a positive influence on transcription initiation presumably by interacting with general transcription factors. The PUF‐I/Pit‐1/GHF‐1 transcriptional regulatory protein probably has an important role in not only the differentiation of the pituitary lactotroph/somatotroph cell lineage; (...) it is also expressed in the early development of the nervous system but its function there is less well documented. _Freedom and Tradition in Hegel _stands at the intersection of three vital currents in contemporary ethics: debates over philosophical anthropology and its significance for ethics, reevaluations of tradition and modernity, and a resurgence of interest in Hegel. Thomas A. Lewis engages these three streams of thought in light of Hegel’s recently published _Vorlesungen über die Philosophie des Geistes_. Drawing extensively on these lectures, Lewis addresses an important lacuna in Hegelian scholarship by first providing a systematic analysis of Hegel’s philosophical (...) anthropology and then examining its fundamental role in Hegel’s ethical and religious thought. Lewis contends that Hegel’s anthropology seeks to account for both the ongoing significance of the religious and philosophical traditions in which we are raised and our ability to transcend these traditions. Pursuing the implications of the integral role of practice in Hegel’s anthropology, Lewis argues for a more progressive interpretation of Hegel’s ethics and a “Hegelian” critique of Hegel’s most problematic statements on political and social issues. Lewis concludes that Hegel offers a powerful strategy for reconciling freedom and tradition. "_Freedom and Tradition in Hegel_ is a highly important contribution to the scholarship. Lewis brings Hegel's 'philosophy of subjective spirit' to light in a way that corrects previous interpretations of Hegel's thinking on religion, ethics, and politics. Plato's most magisterial dialogue, the Republic, takes up the question "what is justice," and its central image is an imaginary city constructed in speech designed to aid in this inquiry. In Book V of the Republic, Socrates tells his interlocutors that they have completed the "Male Drama," of the city in speech and that it is now time for them to take up the "Female." The "Female Drama" is Socrates name for the action of the central books of the Republic: (...) V-VII. Much has been made of what this transition in the Republic signifies for political questions. The Republic is not only concerned with politics or political justice, however. Like all of the images and arguments in the Republic, the Female Drama of the city in speech has meaning both for political and individual justice, but there has been no systematic inquiry into the central books of the Republic for their meaning for individual justice. That is the ambition of this book. On the level of moral psychology, Thomas argues that while the Male Drama of Books II-IV presents images of fully formed versions of the psychological activities that come together to define justice in a human life, the Female Drama explores the modes of potentiality and becoming necessary for those psychological activities to come into being. More specifically, Books V-VII explore the three modes of potentiality necessary for the development of justice: genesis, trophe, and paideia. (shrink)
