Medicine is unique among professions and trades, offering a 'product' which is unlike any other. The consequences for patients of being attracted by misleading information to an inappropriate doctor or service are such as to demand special restrictions on the advertising of doctors' services. Furthermore, health care in the UK is organised around the 'referral system', whereby general practitioners refer patients to specialists when necessary rather than have specialists accept patients on self-referral. But this need not inhibit the provision of (...) helpful factual information to those who need it. Recent policy changes by the General Medical Council considerably broaden the scope for general practitioners to make factual information of their services available to local people, while safeguarding the public against promotional activities which are designed to increase demand for certain kinds of specialist service by playing upon individuals' fears and lack of medical knowledge. This volume explores how Catholicism began and continues to open its doors to the wider world and to other confessions in embracing ecumenism, thanks to the vision and legacy of the Second Vatican Council. It explores such themes as the twentieth century context preceding the council; parallels between Vatican II and previous councils; its distinctively pastoral character; the legacy of the council in relation to issues such as church-world dynamics, as well as to ethics, social justice, economic activity. Several chapters (...) discuss the role of women in the church before, during, and since the council. Others discern inculturation in relation to Vatican II. The book also contains a wide and original range of ecumenical considerations of the council, including by and in relation to Free Church, Reformed, Orthodox, and Anglican perspectives. Nicholas Griffin has brought his customary expertise to the project, and in (...) snaring fourteen other contributors to this volume, has produced a welcome addition to an academic's library of Russell materials.The shape of the volume, its contents and its presentation, however, unfortunately reflect the lopsided nature of current Russell studies. One hopes for a companion volume that has the breadth of the earlier volume edited fifty years ago by Paul Schilpp, but in vain. This book is overwhelmingly about Russell before 1918, almost entirely about philosophy of mathematics, epistemology and logic, and several of the pieces easily could have been included in a festschrift for Frege instead.What is included is well done, but to call it "the most convenient and accessible guide to Russell available" is to speak in comparative terms. To be fair, it sets out to focus on a narrow definition of Russell's contributions to modern philosophy, and the contributors accomplish this task. Ian Grattan-Guinness writes on "Mathematics in and behind Russell's Logicism, and its Reception," a subject that continues into "Bertrand Russell's Logicism" by Martin Godwyn and Andrew D. Irvine. The roots of analytic philosophy are of primary concern in this volume, so Richard L. Cartwright explores "Russell and Moore, 1898-1905" and Michael Beaney relates "Russell and Frege." "The Theory of Descriptions" by Peter Hylton sets up two pieces on "Russell's Substitutional Theory" (Gregory Landini) and "The Theory of Types" (Alasdair Urquhart), while Paul Hager's "Russell's Method of Analysis" leads into "Russell's Neutral Monism" (R.E.Tully) and "The Metaphysics of Logical Atomism" (Bernard Linsky).The next portion of the book expands the intellectual focus somewhat, with "Russell's Structuralism and the Absolute Description of the World" by William Demopoulos—perhaps [End Page 349] the best in a series of good papers—and "From Knowledge by Acquaintance to Knowledge by Causation" by Thomas Baldwin. Approaching the end of the book, Anthony Grayling's essay on "Russell, Experience, and the Roots of Science" remains firmly planted in the pre-1918 milieu, though his tentative commentary on Human Knowledge at least glimmers the extension of Russell's intellectual life into the post-Great War period.Effectively the entire second half of Russell's life is left to the final contributor, Charles Pidgen, for commentary. Author of Russell on Ethics, much of Pigden's short essay here ("Bertrand Russell: Moral Philosopher or Unphilosophical Moralist?") somewhat plaintively directs the reader to his book for an elaboration of why Russell is worth reading after 1918, at least on the subject of ethics. Of the other authors, only Hager (317) observes the extent to which Russell's post-War work mistakenly has been ignored.The book concludes with a selective bibliography. The audience, for the most part, is a specialist one, with only some essays accessible to the general reader. On that score, Griffin's introduction and his own essay, "Russell's Philosophical Background," are easily the most readable. At the risk of quibbling, I was disturbed by the uneven production of the book, as each author set his own standard for footnotes, endnotes and bibliography (creating a jumble of styles). Even within individual contributions, there are a number of inconsistencies in notation as well as typographical errors.By the end, I was left hoping there might be a second companion volume for Bertrand Russell, one that reflects what he spent the last fifty years of his life thinking, writing, and doing. In the absence of such material (which is of far greater popular interest today just as it was in Russell's lifetime), this book by itself is more of a companion to current Russell studies than to Bertrand Russell himself.Peter H. The program of a physical concept of information is outlined in the framework of quantum theory. A proposal is made for how to avoid the intuitive introduction of observables. The conventional and the Everett interpretations in principle may lead to different dynamical consequences. An ensemble description occurs without the introduction of an abstract concept of information.

Mellor] Kant's claim that our knowledge of time is transcendental in his sense, while false of time itself, is true of tenses, i.e. of the locations of events and other temporal entities in McTaggart's A series. This fact can easily, and I think only, be explained by taking time itself to be real but tenseless. /// [J. R. Lucas] Mellor's argument from Kant fails. The difficulties in his first Antinomy are due to topological confusions, not the tensed nature (...) of time. Nor are McTaggart' s difficulties due to the tensed nature of time. The ego-centricity of tensed discourse is an essential feature of communication between selves, each of whom refers himself as 'I', and is required for talking about time as well as experience and agency. Arguments based on the Special Theory are misconceived. Some rest on a confused notion of 'topological simultaneity'. In the General Theory a cosmic time is defined, as also in quantum mechanics, where a natural present is defined by a unique hyperplane of collapse into eigen-ness. (shrink)

Peer review of grant applications, it has been suggested, might be distorted by what is popularly termed old boyism, cronyism, or particularism. We argue that the existing debate emphasizes the more uninteresting aspects of the peer review system and that the operation of old boyism, as currently understood would have little effect on the overall direction of science. We identify a phenomenon of cognitive particularism, which we consider to be more important than the institutional cronyism analyzed in previous studies. Commentary on Nūr al-Tahz̲īb, textbook taught in Maddrassa (religious schools) in Pakistan by religious scholar from Peshawar, Pakistan.

It is argued by means of analogy with certain irreversible processes that a symmetry-violating vacuum need not necessarily be explained by a special cosmic initial condition.

This paper argues that there exists a collective epistemic state of ‘Broad Medical Uncertainty’ regarding the effectiveness of many medical interventions. We outline the features of BMU, and describe some of the main contributing factors. These include flaws in medical research methodologies, bias in publication practices, financial and other conflicts of interest, and features of how evidence is translated into practice. These result in a significant degree of uncertainty regarding the effectiveness of many medical treatments and unduly optimistic beliefs about (...) the benefit/harm profiles of such treatments. We argue for an ethical presumption in favour of openness regarding BMU as part of a ‘Corrective Response’. We then consider some objections to this position, including concerns that public honesty about flaws in medical research could undermine trust in healthcare institutions. We suggest that, as it stands, the Anti-Corrective Response is unconvincing. (shrink)

This is a study of the nature of time. In it, redeploying an argument first presented by McTaggart, the author argues that although time itself is real, tense is not. He accounts for the appearance of the reality of tense - our sense of the passage of time, and the fact that our experience occurs in the present - by showing how time is indispensable as a condition of action. Time itself is further analysed, and Dr Mellor gives answers to (...) most of the metaphysical questions it provokes, concerning the relation of time to space, the dissection of time, and its relation to change and causation. This selection of D. H. Mellor's work demonstrates the wide ranging originality of his work. It gathers together sixteen major papers on related topics. Together they form a complete modern metaphysics. The first five papers are on aspects of the mind: on our 'selves', their supposed subjectivity and how we refer to them, on the nature of conscious belief and on computational and physicalist theories of the mind. The next five papers deal with dispositions, natural kinds, laws of nature and (...) how they involve natural necessity, universals and objective chances, and the relation between properties and predicates. Then follow three papers about the relations between time, change and causation, the nature of individual causes and effects and of the causal relation between them, and how causation depends on chance. The last three papers discuss the relation between chance and degrees of belief, give a solution to the problem of induction, and argue for an objective interpretation of decision theory. (shrink)

The spatial dynamics of the optical emission from an array of 50 times 50 individual microcavity plasma devices is investigated. The array is operated in argon and argon-neon mixtures close to atmospheric pressure with an ac voltage. The optical emission is analysed with phase and space resolution. It has been found that the emission is not continuous over the entire ac period, but occurs once per half period. Each of the observed emission phases shows a self-pulsing of the discharge, with (...) several bursts of emission of fixed width and repetition rate. The number of emission bursts depends on applied voltage and frequency. Spatially resolved measurements prove that the emission bursts are formed by overlapping emission pulses from single discharge cavities. Intensity differences between positive and negative half-wave can be interpreted through spatially resolved measurements of single discharge cavities. (shrink)

This paper attacks two contrary views. One denies that nature has joints, taking the properties we call natural to be merely artefacts of our theories. The other accepts real natural properties but takes their naturalness to come by degrees. I argue that both are wrong: natural properties are real, and their naturalness no more comes by degrees than does the naturalness of the things that have them.1.
