In this paper we provide evidence from Japan that bears on a general theory of agenda power in legislatures. By agenda power we mean the power to determine: (a) which bills are considered in the plenary session of the legislature and (b) restrictions on debate and amendment to these bills, when they are considered. While a substantial amount of work has focused on the second category of agenda power, including studies of special rules in the US House (e.g., Sinclair forthcoming), (...) closure in the UK House of Commons (e.g., Cox, 1987; Dion, 1997), and the guillotine in the French National Assembly (e.g., Huber, 1996), there is very little on the first and arguably more fundamental sort of agenda power. The present paper develops arguments for the need to formulate the basic theories of physics in terms of a six-dimensional manifold, as opposed to the four-dimensional space-time continuum of conventional theory. Employing a purely classical approach, some of the dynamical consequences of such a formulation with regard to both electrodynamics and gravitation are evaluated. The results lead to interesting implications with regard to various questions such as the occurrence and importance of superluminal particles, the existence of two or more physically (...) distinct time scales, and the variation of the gravitational coupling constant G and the law of energy conservation. The analysis also suggests a physical interpretation of the additional coordinates that occur in the metric. (shrink)

Burke proved that the generalized nonstationary ideal, denoted by NS, is universal in the following sense: every normal ideal, and every tower of normal ideals of inaccessible height, is a canonical Rudin‐Keisler projection of the restriction of NS to some stationary set. We investigate how far Burke's theorem can be pushed, by analyzing the universality properties of NS with respect to the wider class of ‐systems of filters introduced by Audrito and Steila. First we answer a question of Audrito and (...) Steila, by proving that ‐systems of filters do not capture all kinds of set‐generic embeddings. We provide a characterization of supercompactness in terms of short extenders and canonical projections of NS, without any reference to the strength of the extenders; as a corollary, NS can consistently fail to canonically project to arbitrarily strong short extenders. We prove that ω‐cofinal towers of normal ultrafilters, e.g., the kind used to characterize I2 and I3 embeddings, are well‐founded if and only if they are canonical projections of NS. Finally, we provide a characterization of “ is Jónsson” in terms of canonical projections of NS. (shrink)

After some general remarks about the interrelation between philosophical and statistical thinking, the discussion centres largely on significance tests. These are defined as the calculation of p-values rather than as formal procedures for ‘acceptance‘ and ‘rejection‘. A number of types of null hypothesis are described and a principle for evidential interpretation set out governing the implications of p- values in the specific circumstances of each application, as contrasted with a long-run interpretation. In these essays, we are concerned with virtue in journalism and the media but are mindful of the tension between the commercial foundations of publishing and broadcasting, on the one hand, and journalism's democratic obligations on the other. Adam outlines, first, a moral vision of journalism focusing on individualistic concepts of authorship and craft. Next, Craft attempts to bridge individual and organizational concerns by examining the obligations of organizations to the individuals working within them. The growth of managed care was accompanied by concern about the impact that changes in health care organization would have on the doctor-patient relationship. We now are in a “post-managed care era,” where some of these changes in health care delivery have come to pass while others have not. A re-examination of the DPR in this setting suggests some surprising results. Rather than posing a new and unprecedented threat, managed care was simply the most recent of numerous strains on the (...) DPR that have occurred throughout the century. These strains are a constant, inevitable consequence of the varying needs and concerns of patient and physicians as they seek to balance their desires for a certain type of DPR with their simultaneous desire for other aspects of care such as lower costs, greater technological sophistication, and improved outcomes. Changes in healthcare financing increasingly rely upon patient cost-sharing to control escalating healthcare expenditures. These changes raise new challenges for physicians that are different from those that arose either under managed care or traditional indemnity insurance. Historically, there have been two distinct bases for arguing that physicians should not consider costs in their clinical decisions—an “aspirational ethic” that exhorts physicians to treat all patients the same regardless of their ability to pay, and an “agency ethic” that calls on physicians to (...) be trustworthy advisors to their patients. In the setting of greater patient cost-sharing, physicians' aspiration and agency roles increasingly conflict. Satisfactorily navigating the new terrain of consumer-driven healthcare requires physicians to consider these two roles and how they can best be reconciled so as to maximize quality of care while respecting the heterogeneity of patients' financial resources and willingness to pay. Economic inequality has become a focus of prime interest for economic analysts and policy makers. This book provides an integrated approach to the topics of inequality and personal income distribution. It covers the practical and theoretical bases for inequality analysis, applications to real world problems and the foundations of theoretical approaches to income distribution. It also analyses models of the distribution of labour earnings and of income from wealth. The long-run development of income - and wealth - distribution over many (...) generations is also examined. Special attention is given to an assessment of the merits and weaknesses of standard economic models, to illustrating the implications of distributional mechanisms using real data and illustrative examples, and to providing graphical interpretation of formal arguments.
