In light of social change and rapid technological improvement, "Cultural Heritage and Moral Obligations: A Philosophical Inquiry into Preservation and Innovation" sets out to investigate the ethical aspects of cultural heritage. This investigation explores the value of cultural legacy as a storehouse of human knowledge, identity, and community while recognising its enormous influence on the construction of both personal and societal narratives. It recognises the difficulties presented by the needs of development and the demands of respecting the (...) past as it makes its way through the conflict between innovation and preservation. The research study used smart PLS software and generated descriptive statistic, correlation coefficient, and the smart PLS Algorithm model between the cultural heritage and moral obligations. The research also describes the relation between preservation and innovation. Using meticulous scrutiny, it illuminates the ethical duties that are intrinsic to the conservation of cultural heritage, advocating for sophisticated comprehensions and moral structures that give precedence to inclusion, fairness, and justice. In the end, this investigation advocates for a future in which the diversity and complexity of human culture are honored, conserved, and treasured for all eternity, encouraging contemplation on our relationships with the past and our obligations to future generations. Overall, the research found that the philosophical investigation of "Cultural Heritage and Moral Obligations" provides a basis for tackling current issues and cultivating long-term strategies for cultural heritage innovation and preservation in a variety of domains and settings. This abstract outlines the pivotal findings from an action research project in an urban setting within the Yangtze River Delta region, emphasizing the role of market innovation and the strategic use of emerging technologies to align cultural heritage conservation with tourism economic growth. The research adopted a proactive methodology, harnessing Virtual Reality (VR) and Augmented Reality (AR) to significantly boost visitor engagement and educational enrichment. Εκφάνσεις «βαρβαρότητας» που διασώζονται σε προγενέστερες εθιμικές πρακτικές θα μπορούσαν άραγε να αποτελέσουν στοιχεία ΑΠΚ προς διαφύλαξη; Η παρούσα εργασία επιχειρεί μια πρώτη ανίχνευση του σύνθετου αυτού θέματος. Περιπτώσεις μελέτης από τον ελληνικό και διεθνή χώρο διερευνώνται με κριτήρια αξιολόγησης τα αναφερόμενα στη Σύμβαση για (...) τη Διαφύλαξη της ΑΠΚ (UNESCO, 2003). However, should violent or other disturbing forms of expression, preserved in customary practices, be safeguarded, if the whole or part of the ‘community’ decides to do so? The present paper attempts a first approach to this complex issue. Case studies from Greece and worldwide are investigated and appraised on the basis of the Convention for the Safeguarding of the ICH (UNESCO, 2003). According to the Convention criteria, customary practices that refresh memories of violent conflicts between members of the community/communities, or exclude members with an aggressive and pejorative way because of their gender, age, professional status or sexual orientation, as well as practices involving the ill-treatment and/or torture of animals do not deserve safeguarding. The implementation of the above criteria in practice, however, remains an uncharted area. A systematic study, therefore, should: (a) include initiation, recognition and awareness on the part of local communities and societies about the values of the ICH; (b) promote research, documentation and evaluation of heritage components; (c) support the transition to the younger generations through formal and non-formal educational events; (d) highlight its importance on the local, regional, national and international context. ICH is evolving and constantly interpreted through complex social and cultural processes. Any forced attempt to revive an ‘authentic’ or ‘genuine’ version of ICH cultural expression, besides appearing fake, is methodologically challenged. The role of education in developing ethical principles and a critical approach to heritage is undoubtedly crucial. In this article, I explore the possibility of treating cultural destruction and the destruction of cultural heritage as a genocidal act. My argument proceeds in two stages. I first suggest that we ought to view cultural destruction as a necessary by‐product of genocide and a member of a set of jointly sufficient conditions for genocide. However, to securely establish that cultural destruction and the destruction of cultural heritage ought to be viewed as genocidal acts, we (...) need to additionally show why loss of culture and heritage are significant harms, comparable to other instances of genocide. In light of this, I then propose an account of the harms of cultural destruction that grounds these harms in loss of normative agency and show how destruction of cultural heritage contributes to this. In particular, I argue that cultural heritage can be viewed both as a condition for normative agency and as itself an expression of normative agency. (shrink)

New technologies provide great opportunities for cultural heritage to become more widely accessible and for cultural experience to be more meaningful. The COVID-19 pandemic has highlighted the strengths and vulnerabilities of the cultural heritage sector and the need to accelerate its digital transformation to make the most of the opportunities it provides. The Commission Recommendation on the digitisation and online accessibility of cultural material and digital preservation (2011/711/EU) concluded that there is an urgent need to protect (...) and preserve European cultural heritage, and, in particular, endangered cultural heritage is still present. However, the diversity of legal approaches to cultural heritage by the Member States discourages the creation of a common European data space for cultural heritage as the European Commission recently proclaimed. In Greece, there have been significant efforts in recent decades to digitise and digitally preserve cultural heritage goods. However, the attention was not drew upon the accessibility and reuse of the digitized cultural heritage content. According to the relevant regulatory framework the existing rules on the use of digital technologies for the reproduction, use and preservation of cultural heritage content is obviously outdated. According to the paragraphs 4 and 5 of article 46 of the Greek Code for the protection of antiquities and cultural heritage in general (Law 4858/2021), a previous permission granted by the Ministry of Culture is required for the production, reproduction and dissemination to the public of impressions, copies or depictions of monuments belonging to the Public Sector, or immovable monuments that are located within archaeological sites and historical places or are isolated, or movable monuments that are kept in museums or public collections, in any way and by any means whatsoever, including Information Communication Technologies. Such permission is granted to natural or legal persons for a fee paid to the Hellenic Organization of Cultural Resources Development (HOCRED) upon the decision of the Minister of Culture, while the decision also specifies the temporal validity of the permission, the terms on which the permission is granted and the fee that must be paid. The production, reproduction and use of the aforementioned goods for other purposes, such as artistic, educational or scientific purposes, is again allowed for a fee paid to HOCRED, however, the fee can be waived upon the decision of the Minister of Culture. This Paper will examine the existing Greek legal framework and will attempt to propose an appropriate framework that will ensure open access to the digitized cultural heritage assets, enhance the recovery and transformation of the cultural heritage sector and support cultural heritage institutions in becoming more empowered and more resilient in the future. ABSTRACT Chemsex is a phenomenon in which typically gay, bisexual, trans, queer, and/or related communities of men take psychoactive drugs while having sex, often without a condom. The practice can lead to increased rates of HIV transmission, sexual assault, and in extreme cases murder. GBTQ+ men are already a stigmatised group so those who engage in chemsex face multiple stigmas. This study examines the ways that two types of media report on chemsex while negotiating these stigmas. We take a large (...) data set of newspaper articles written for the general British public and a smaller data set of magazines aimed at GBTQ+ men to examine how chemsex is represented in the media. We find that the mainstream press focus on extreme criminal cases involving chemsex, while the media aimed at GBTQ+ men focus on counselling services and discuss chemsex in relation to gay culture. Chemsex is unlikely to go away, and so we address how information about it is conveyed in different media and call for more research in this area. (shrink)

This study extensively explores the multifaceted realm of Mongolian yurts, deeply ingrained in Mongolia's cultural heritage and emblematic of nomadic life. Through detailed case studies, it investigates the fusion of traditional craftsmanship with modern architectural principles and the application of prefabricated elements for yurt renewal. These yurts, situated in diverse sociocultural contexts, provide a comprehensive cross-section of their architectural heritage, spanning from ancestral to contemporary instances. The methodology involves a harmonious synthesis of indigenous wisdom, sustainable material selection, and precision (...) prefabrication techniques. Initiating with a meticulous analysis of each yurt's structural condition, historical significance, and cultural relevance, skilled artisans and contemporary architects collaboratively integrate prefabricated elements tailored to the unique attributes of each yurt while preserving heritage-specific designs. Qualitative and quantitative data collected through fieldwork, custodian interviews, and structural assessments form the basis for an exhaustive analysis. The analysis covers architectural heritage preservation, the effectiveness of prefabricated elements in enhancing structural integrity while retaining cultural authenticity, as well as the evaluation of environmental sustainability and energy efficiency, shedding light on ecological impact. This research makes a significant contribution to the field of heritage conservation, extending its implications beyond Mongolian yurts. It underscores the dynamic interplay between tradition and innovation, advocating a reconsideration of the perceived past-versus-future dichotomy. For centuries, heirloom rice varieties have been grown on the terraces of the Cordillera Mountains of Luzon, Philippines, terroirs known for their significant historical, cultural, and aesthetic values. However, heritage heirloom rice farming is gradually being abandoned, mainly because of its lower productivity and the struggle of the sector to create a sustainable niche market for heirloom rice by branding its cultural, social, and nutritional values. We propose several demand-side intervention strategies for the valorization of heirloom rice. To (...) support the development of a segmented marketing strategy for heritage farming, we provide evidence on urban consumers’ willingness to purchase heirloom rice. We interviewed 500 urban consumers from Metro Manila in July–August 2015, who placed a purchasing bid on a kilogram of heirloom rice. Consumers’ bids averaged PHP 72.61 kg−1, which is less than half its current market price. This explains why heirloom rice struggles to gain market share in urban markets in the Philippines. Given this bid price, we estimate a potential market size of PHP 20.3 billion that could be created for heirloom rice and tapped into by heritage farmers. Findings further indicate that women, business owners, and consumers who buy packaged rice and eat pigmented rice are willing to pay more for heirloom rice. Finally, our evidence suggests that proper information framing will be necessary to create demand and support the valorization of heirloom rice to preserve cultural heritage and in situ biodiversity of rice landraces in the Philippines. Among the constitutive elements of a common heritage firmly stand language, history and territory. The contents of the cultural heritage are frequently socially, politically, culturally, and historically contested, which reveals competition among past, present, and future narratives that shape the existing national identities or lead to the creation of new ones. The paper examines the role of (...) law in “defining” cultural heritage and “attributing” it to a particular community. In this respect the case of North Macedonia represents a unique case study on how international law embedded in the bilateral agreements with Bulgaria and Greece have shaped the past, present and future identity of that nation. It explores how the legal norms can shape the “attribution” of the cultural heritage by issuing legally binding interpretations of the historical events and personalities, usage of names and designations, and even the features of a language. This paper is a survey of standards being used in the domain of digital cultural heritage with focus on the Metadata Encoding and Transmission Standard created by the Library of Congress in the United States of America. The process of digitization of cultural heritage requires silo breaking in a number of areas—one area is that of academic disciplines to enable the performance of rich interdisciplinary work. This lays the foundation for the emancipation of the second form of silo (...) which are the silos of knowledge, both traditional and born digital, held in individual institutions, such as galleries, libraries, archives and museums. Disciplinary silo breaking is the key to unlocking these institutional knowledge silos. Interdisciplinary teams, such as developers and librarians, work together to make the data accessible as open data on the “semantic web”. Description logic is the area of mathematics which underpins many ontology building applications today. Creating these ontologies requires a human–machine symbiosis. Currently in the cultural heritage domain, the institutions’ role is that of provider of this open data to the national aggregator which in turn can make the data available to the trans-European aggregator known as Europeana. Current ingests to the aggregators are in the form of machine readable cataloguing metadata which is limited in the richness it provides to disparate object descriptions. Walter Benjamin’s 1936 essay, ‘The Work of Art in the Age of Mechanical Reproduction’, constitutes one of the earliest reflections on the way in which the cultural experience and interpretation is transformed by the advent of what were then the ‘new’ media technologies of photography and film. Benjamin directs attention to the way in which these technologies release cultural objects from their unique presence in a place and make them uniformly available irrespective of spatial location. The way in (...) which old media technologies apparently obliterate the place of cultural objects is also a feature of new media. However, the apparent obliteration of place that occurs in this way is itself problematic, in giving rise to a loss of the sense of spatial and temporal distance, and so of the relative locatedness of both experiencing subject and interpreted object. The loss of a sense of the place of the object threatens a loss of the sense of place of the subject, and with it, a loss of a proper sense of heritage as such. (shrink)

Drawing on debates about Intangible Cultural Heritage (ICH) safeguarding at the local and international level, Intangible Cultural Heritage and Sustainable Development: Inside a UNESCO Convention, explores the theoretical and practical implications of the intertwinement between these policy fields. Considering how Sustainable Development (SD) priorities are influencing representations of ICH, the volume questions how they are expanding the frontiers of the heritage realm and unsettling accepted understandings of the social uses of heritage. The contributing authors, who hail from a (...) variety of different contexts and disciplinary backgrounds, explore these issues from a unique vantage point as both scholars and actors of the processes they analyze. Playing different roles in the implementation of the Convention, their positioning as insiders allows for a unique analytical perspective that is based on first-hand engagement with the practices of the Convention. Intangible Cultural Heritage and Sustainable Development: Inside a UNESCO Convention sheds light on the complexity, potential and consequences of combining ICH and SD at the policy-making level and in heritage practices on the ground. This paper investigates the circumstances under which it is morally permissible to impose non-negligible risks of serious harm on innocent civilians in order not to endanger tangible cultural heritage during armed conflict. Building on a previous account of the value of cultural heritage, it is argued that tangible cultural heritage is valuable because of how it contributes to valuable and meaningful human lives. Taking this account as the point of departure I examine the claim that commanders should (...) be prepared to risk lives of innocent civilians in order to avoid harm to tangible cultural heritage. I argue that imposing high risks of serious harm on innocent civilians without their consent constitutes a wrong that can be justified only in order to avoid a greater evil. It is then argued that damage to cultural heritage sites rarely constitutes the greater evil when weighed against the imposition of non-consensual risks of serious harm on innocent civilians, especially when the risk is substantial. Still, imposing substantial risks might be morally permissible under the condition that they are consensually imposed, even if they are not the lesser evil. However, I argue that even if one has reason to suspect that there are civilians who might consent to at least some significant risks in order to avoid damage to their cultural heritage, it is not clear that commanders should take this into account when deciding what to do. Unless all of those who are at risk consent, the fact that some of those whose lives are at risk consent to the risk of being killed do not make it morally permissible to impose this risk on the group as a whole. In the third issue of the J. Paul Getty Trust Occasional Papers in Cultural Heritage Policy series, authors Helen Frowe and Derek Matravers pivot from the earlier tone of the series in discussing the appropriate response to attacks on cultural heritage with their paper, “Conflict and Cultural Heritage: A Moral Analysis of the Challenges of Heritage Protection.” While Frowe and Matravers acknowledge the importance of cultural heritage, they assert that we must more carefully consider the complex (...) moral dimensions—the inevitable serious consequences to human beings—before formulating policy to forcefully protect it. -/- A number of writers and thinkers working on the problem of preserving the world’s most treasured monuments, sites, and objects today cite what Frowe and Matravers call extrinsic and intrinsic justifications for the protection of cultural heritage. These are arguments that maintain that protecting heritage will be a key means to achieve other important goals, like the prevention of genocide, or arguments that heritage deserves to be forcefully protected for its own sake. Frowe and Matravers deconstruct both types of justifications, demonstrating a lack of clear evidence for a causal relationship between the destruction of cultural heritage and atrocities like genocide and arguing that the defense of heritage must not be treated with the same weight or urgency, or according to the same international policies, as the defense of human lives. -/- By calling for expanded theory and empirical data and the consideration of morality in the crafting of international policy vis-à-vis cultural heritage protection, Frowe and Matravers present a thoughtful critique that enriches this important series and adds to the ongoing dialogue in the field. This article argues that libation, often associated with the ancestors, artefacts, images and pre-Christian religious devotions, constitutes sources for articulating authentic African cultural history of Obang community in the Northwest Region of Cameroon. It highlights that among traditional memory carriers, the ritual of libation remains trust worthy and pervasive, even among communities challenged by globalisation and colonising effects of Christianity. The article demonstrates the immense potentials of libation as an epitome and stabiliser of cultural memory, and a maxim (...) in cultural resilience in contemporary Africa. Thus, the article calls for revisiting this ancient ritual to expose its potentials as a veritable memory repertoire in cultural-historical studies, especially at a time when social change and modernism continue to challenge the memories of traditional societies. Current treatments of cultural heritage as an object of moral concern (whether it be the heritage of mankind or of some particular group of people) have tended to treat it as a means to ensure human wellbeing: either as ‘cultural property’ or ‘cultural patrimony’, suggesting concomitant rights of possession and exclusion, or otherwise as something which, gaining its ethical significance from the roles it plays in people’s lives and the formation of their identities, is the beneficiary at (...) most of indirect moral obligations. In contrast, I argue that cultural heritage, as something whose existence can go well or badly, can itself qualify as a moral patient towards which we may have obligations which need not be accounted for in terms of subsequent benefits to human beings. Drawing inspiration from environmental ethics and suggesting that heritage, like an ecosystem, is a complex network of interrelations which invites a holistic understanding, I develop a framework for thinking about cultural heritage which shows how such a thing can feature in our ethical reflections as intrinsically worthy of respect in spite of its most obvious differences from the ‘natural’ world: the very human origins of cultural heritage and its involvement with human life in all its forms. As part of the development of this framework I consider the epistemic difficulties which arise when for all our holistic sophistication we do find ourselves in the predicament of having to judge the moral worth of some item of heritage, possibly someone else’s heritage and possibly something which we find ourselves disposed to value more because of than despite any mysteries surrounding it. Centhini manuscript is one of the ancient manuscripts from Kesultanan Surakarta Hadiningrat in the 19th century which has had a role in the cultural and ecological aspects in regulating the use of teakwood. Therefore, deep study into utilization of teak wood in Centhini Manuscript will be conducted as cultural heritage from Indonesia. Narrative methods is used in this research to present thematic results. Direct observation is conducted on various artifacts to analyze the symbolic value of teakwood. How does an artefact enter the corpus of national cultural heritage? The answer to this question offers a pragmatic understanding of the reasons why the expansion of national corpuses has been so widespread, generation after generation and especially during the last one. Of course, there are alsomore general “societal” or “cultural” reasons for such a worldwide phenomenon: a number of explanations have already been proposed by philosophers, historians, sociologists, anthropologists. The cultural heritage of the Chinese stone rubbing artistry is found in countless religious inscriptions of classic Confucian, Buddhist, and Daoist texts. These religious artefacts are placed in temples or monuments as steles representing a blend of religion and society. A very scant attention has been paid on the role of campus clubs in the sustainable development of China's intangible cultural heritage, particularly in the context of traditional Chinese stone rubbing artistry. This study aimed to bridge this gap (...) by studying the case of the Nanjing Forestry University’s Traditional Chinese Stone Rubbing Artistry Club, which has achieved remarkable results in the inheritance and development of traditional Chinese stone rubbing artistry. The study adopted a qualitative research design with a single case-based method. The data was collected through literature review, a single case-based study, and semi structured interviews. The sample comprised three subject experts, four student inheritors, and 15 intangible cultural heritage artisans, all of whom offered unique insights and perspectives on the subject. The study utilized the big data platform to conduct an in-depth analysis of opportunities and challenges encountered by Artistry Clubs in preserving the intangible cultural heritage sites. The study found that traditional single-family mode of inheritance is no longer suitable in current times, and there is a need to explore new methods of inheritance and innovation in traditional Chinese stone rubbing artistry. The study recommends a greater intervention of the campus art clubs for protecting and developing intangible cultural heritage in the new era. Dunhuang is the world's largest, longest-lasting, and most valuable cultural and artistic treasure of ancient murals and an important component of grotto art. The clothing and costumes of the Dunhuang murals reflect the process of Sinicization of Buddhism over the time. In order to save the costumes of these murals from deterioration and age-related factors, digital technology is used, which can not only save the precious cultural relics but also ensure their permanent and authentic preservation. This study takes (...) the vestment on the imperial mural of the Vimala Kirti Sutra of Cave No. 220 in the Mogao Grottoes of Dunhuang, China, as the research object. Firstly, it studied the detailed components, materials, colors, heraldic symbols, meanings, and aesthetic characteristics of mural vestments from the perspective of clothing history. Then, it restored the clothing patterns in the murals using digital technology, established the three-dimensional clothing model on the CLO 3D platform, and carried out the 3D digital restoration of the research object. In order to verify the accuracy of the restoration results, the analytic hierarchy process and the entropy method were comprehensively used to determine the subjective and objective weights of the indexes, and the comprehensive weights were corrected based on the idea of game theory. Finally, fuzzy comprehensive evaluation was used for the restoration results. According to the final calculation result of fuzzy comprehensive evaluation, the restoration result was considered “good” with an overall evaluation score of 80.35. One of the greatest challenges of this project revolved around recovering the dilapidated mural paintings using digital technology. The high precision of the digital restoration of the vestment showcases the three-dimensional dynamic appearance of the Tang Dynasty emperors. This not only facilitates the education and propagation of traditional costume culture but also offers a novel approach to the sustainable display of mural cultural heritage. (shrink)

The Romanian communist cinematography has been analysed from the point of view of its value to the regime’s ideology or propaganda. The aim of this article is to examine Romanian cinema for its use of cultural heritage from the perspective of an art historian and museum curator. Using the current taxonomy of cultural heritage in Romania: movable cultural heritage—meaning paintings, drawings, decorative art—and immovable cultural heritage—build­ings, houses, inns, cultural monuments, the article follows these categories in (...) the filmmaking industry. Hence, this study proposes the Anatolian Journey serious game, which is developed in the Twine platform, designed to transmit Turkey's tangible and intangible cultural heritage, providing comprehensive information on the Seljuk caravanserais, located on the Silk Roads. Recent debates on linguistic diversity inevitably raise questions about the value of languages. This paper deals with two descriptions of language’s value that play a prominent role in those debates: language considered as a means of communication and a cultural heritage. As an instrument of preserving the cultural memory of a community, the literary canon is usually a highly stable structure in its core elements. However, with the advent of the Communist regime after the Second World War, the Romanian literary canon underwent a drastic process of reconstruction. As early as the 1940s, what was euphemistically dubbed “revisiting our cultural heritage” actually equated to a radical revision—a purge of the literary canon through the fi lter of Marxism-Leninism. This study employs a knowledge graph approach to realize the representation and association of information resources, promote the research, teaching, and dissemination of Dunhuang cultural heritage (CH). The Dunhuang Mogao Grottoes is a UNESCO world CH site, and digitization of Dunhuang CH has produced a large amount of information resources. However, these digitized resources continue to lack the systematic granular semantic representation required to correlate Dunhuang cultural heritage information (CHI) in order to facilitate efficient research and appreciation. This study identifies five facets and their semantic relationship to Dunhuang CH, constructs an ontology model to regulate the entities, attributes, and relationships of Dunhuang CH knowledge, and subsequently processes the resulting data using various techniques (such as semantic annotation and entity association) to facilitate rendering the data in a knowledge graph construction. Surabaya is a fast-growing city facing challenges in infrastructure development, posing a threat to cultural heritage and historic areas. The Kalimas area has been abandoned, negatively impacting the environment. Cultural heritage is valuable as it instills pride, holds significance in civilization, and can improve the quality of life (QOL). The World Health Organization (WHO) defines the quality of life as an individual's perception of differences in life based on culture and the surrounding environment. This study aims to determine (...) the impact of physical conditions in slum settlements on the QOL of the community and identify the slum settlement variables that can improve residents' QOL. The study uses a quantitative approach with analytical techniques such as literature review and multiple linear regression to analyze land characteristics, socio-economic factors, and physical characteristics. QOL is measured using the WHOQOL questionnaire. The data collection methods include secondary data from the Department of Housing, Settlement Areas and Land, and Bappedalitbang of Surabaya City, as well as primary data from observations, questionnaires, and interviews with the research sample. The results indicate that slum settlement variables significantly affect four domains of QOL: physical health, psychology, environment, and social relationships. However, physical characteristics partially do not affect the psychological, environmental, and social relationship domains. (shrink)

After the WHS inscription of the Historic Centre of Macau in 2005, the relationship between citizens of Macau and their heritage is not distanced. Most of these monuments remain functional for religious and social purposes and are actively engaged in public commercial activities such as the annual Macau Light Festival. Several historic houses have been transformed into either a permanent library or a museum where people can experience various events. With such frequent interaction, these monuments are more than just heritage (...) to locals; they are the venues where people’s daily lives are attached. However, this familiarity will cause a paradox in preservation since losing the distance might mean being unable to deliver the message of protection. It would be difficult to find a balance between preservation and reuse of heritage. This paper will use the Historic Centre of Macau as a case study to discuss the types of adaptive reuse in Macau and propose potential risks of these approaches. (shrink)

The contribution attests a research project coordinated by the Department of Human Sciences for Education “Riccardo Massa” and led in Mantova and Sabbioneta UNESCO sites. The project aims at accompanying citizens and visitors along a participative, sensorial and emotional path towards the cultural heritage’s enhancement and interpretation.
