In foreign policy-making there exists a tension between what the executive is prepared to do and what parliament or public interest groups would want it to do. A recent study of domestic pressure on foreignpolicy-making in the Netherlands has shown that there exists a close connection between the success of public interest groups in changing foreign policy behavior and their ability to mobilize parliamentary support for their efforts. That study, entitled Controversies at Home, was based on the results of 16 (...) case-studies of recent controversial foreign policy decisions.Foreign ministries aften use the need for secrecy, coherence and consistency as arguments to resist change. The role of the national parliament in foreign policy-making deserves to be strengthened. In this respect some of the experiences of the United States Congress could be applied to parliaments in other countries. The possibilities are discussed with specific reference to the situation in the Netherlands. (shrink)

The communication process between the political elites and the general public, crucial as it is in a democratie system, is suffering increasingly from an information overlaad. The best way to tackle this problem seems to be the improvement of the communication medium, i.e. ofthe political language. Ideology is the most «rational» political language available : it can carry more information about elite decision-making to a relatively modest cost.This problem-definition suggest a sequence of three critical questions. Do the decisionmakers have a (...) political ideology? If so, is it instrumental in the actual decision-making process? If so, why does this ideological factor rarely reach the general public? The article deals with the two last questions from a format point of view. It can be shown, after the necessary conceptual clarifications and contrary to current opinion, that ideology can hold its own in the private forum of political decision-making and fades away when the elites address the public in the public forum.The private forum is dominated by the need for policy output and by the necessity of coalition-formation. The adaptation of ideology to this situation depends on its degree of articulation and on the type of coalition-formation. In general the «salience» aspect of ideology is likelyto suffer less than its «position» aspect.The public forum is dominated by the needs of recruiting support and legitimizing proposals. Generally ideology is too costly a device to be used for these purposes. (shrink)

The nuclear energy decision-making process is a clear example of the difficulty the Belgian political system has in making decisions. An explanation for this incapability has to be sought among the political elite, which allows the Belgian economy to be directed by special interests.This admission fits into an «elitist consensus», an unwritten agreement among top-political leaders. Threats to this elitist consensus are subtly neutralized, leaving the power of these economie groups unaffected. The power of the private producers of electricity is (...) to a large extent consolidated by the inertia of the political system. This passivity is instrumental in maintaining the elitist consensus. The power of the anti-nuclear groups, measured in its mobilizing effects, is relatively small. As producers of energy, the electricity companies have a privileged position in the Belgian economic system, because energy is thought to be the motor of economic growth. A thorough parliamentary debate on energy could change the elitist consensus but for this, a political majority would have to be found. (shrink)

On the level of the administrative power of the municipalities, the amalgamations did not lead to an increase of their authority.In addition, the distance between the citizen and the administration has increased in three ways : the increased distances between the centres and the outlying residential zones raised the problem of intramunicipal service provision ; the social distance also increased because of the increase of the influence of and the importance attached to the municipal executive body; the expansion of the (...) tasks of the administrators led to an organisational distance. The political policy structures have also been profoundly changed after the amalgamations : the national parties have gained in influence; political instability has increased; the structures were adapted to the new situation; the operation of the local policy organs has changed ; the municipal councils acquired a more intellectually oriented professional composition. In spite of its importance in European Union decision making, research on the functioning of the Council is scarce. Based on empirical findings this article gives some new insights in the way Council decision making is institutionalized. The first part focusses on the characteristics of Council working groups and the different positions of actors in the decision making network. Our findings confirm the definition of the Council as a highly bureaucratized institution. Interesting is that the diversity of tasks of the (...) different actors strengthens the impact of national administrations in Council decision making. The second part explores the reasons for this impact. This article adds to the functional approach, which over-emphasizes the adaptive character of the Council, the perception of the Council as an intergovernmental component in a supranational system. This article argues that both hard and soft institutions shape the strategies and - to a lesser extent - the preferences of political actors in the European Union. First of all, it discusses the institutional perspective in political science and presents an institutional model of decision-making. Secondly the institutional argument is illustrated by a detailed account of the decision-makingprocess with respect to the Packaging Directive. An analysis of the actor configuration, the interactions between the involved actors and an overview of (...) the decision-making process itself, all show to what extent actor's strategies and preferences are constrained and empowerd by the European institutional context. Between 1820 and 1850, the Dutch government sent several scientists to the Netherlands Indies as part of the Natuurkundige Commissie (Natural History Committee). One of these was naturalist Eltio Alegondus Forsten (1811–1843), who was sent on a collecting mission to Celebes (Sulawesi). This paper explores the ways in which Forsten was in a relationship of mutual interdependence with four spheres of influence, two in the Netherlands (those of the Dutch government and the natural history museum in Leiden) and two (...) in the Dutch East Indies (those of the governor-general and the local population of Forsten's collecting grounds). These four entities served as focal points for Forsten's practice, and tried to use his mission for their own purposes. At the same time, Forsten negotiated their demands deftly and turned them to his own advantage in order to serve his own future career. Throughout, I draw parallels with the experiences of various other members of the Natural History Committee. I ultimately propose that this case study of Forsten provides a glimpse of a possible pattern for the relationship between government-sponsored science and empire in the Dutch East Indies in the first half of the 19th century. De auteurs gaan in op de vraag wat de rol van financiële ethiek (nog) is als de besluitvorming en gedragssturing bij en in het ontwerp van allerlei systemen (grotendeels) vooraf bepaald wordt. -/- Dit artikel is relevant voor financieel professionals die fintech vormgeven en/of gebruiken. Zoals bekend is de verhouding tussen filosofie en politiek problematisch. De veroordeling van Socrates door de polis maakte diepe indruk op zijn leerling Plato. Mede om dit soort misstappen te voorkomen ontwierp deze een ideale staat waarin filosofen koningen moesten worden. Vanuit dit idee probeerde hij ook Dionysus, de heerser van Syracus, tot een wijsgerig verantwoorde politiek te brengen. De mislukking van dit Siciliaans avontuur heeft velen na hem ervan overtuigd dat filosofen zich beter niet in kunnen laten met politieke (...) besluitvorming. Immers, Plato’s poging om Dionysus tot een wijsgerig verantwoorde politiek te brengen strandde jammerlijk. Maar, filosofen zijn natuurlijk hardleers en de aantrekkingskracht van het rijk der mensen en dingen op hen, die zich zo thuisvoelen in het rijk der ideeën valt niet altijd te loochenen. Hoewel voor Plato de politieke arena van alledag wezenlijk ongeschikt bleek te zijn voor filosofische uiteenzettingen, heeft toch zijn leerling en collega Aristoteles zich nog korte tijd met het onderwijs aan de jonge Alexander de Grote bemoeid – hoewel Aristoteles’ ambities al bescheidener waren dan van Plato. Het verhaal wil zelfs, dat Alexander op diens veldtochten een exemplaar van het werk van Homerus met aantekeningen van Aristoteles erin bij zich droeg. Na de dood van Alexander werd de anti-Macedonische atmosfeer in Athene voor Aristoteles zodanig bedreigend dat hij de stad verliet, om te voorkomen ‘dat de polis zich ten tweede male aan de filosofie bezondigde.’ Wie wel in het lot van Sokrates heeft moeten delen, is Thomas More, de auteur van het in 1516 verschenen ‘Utopia’. More weigerde Henry VIII als hoofd van de kerk te erkennen en moest dat met zijn dood bekopen. Dit vonnis vloeide dus niet direct voort uit het boek waarmee More zo bekend zou worden. Wellicht had More geleerd van de eerdere moeizame betrekkingen tussen filosofie en politiek en had hij daarom besloten om zich over ‘Ou-topia’ of ‘Nus-quama’ te buigen: over niet-plaats of nergens. Het in dialoogvorm opgetekende reisverhaal gaf op indirecte wijze kritiek op het Engeland van zijn tijd. Waarschijnlijk nog belangrijker dan het vermijden van risico’s door het schrijven over een niet reëel bestaande samenleving was het voordeel dat More op die manier een geheel ander beeld van een samenleving kon opstellen en beschrijven – ongehinderd door contingente omstandigheden, praktische bezwaren of politieke obstakels. More sloot de dialoog in ‘Utopia’ af met een korte overweging, waarin de auteur zegt zich nauwelijks te kunnen voorstellen dat deze samenleving ergens gerealiseerd zou kunnen worden. Vele lezers hebben deze overweging echter niet gezien of serieus genomen, zodat er al snel een ernstig meningsverschil over het genre van de utopie ontstond: vormde een utopie een blauwdruk voor een ideale samenleving die zonder meer ingevoerd zou moeten worden, of moest de utopie veeleer gelezen worden als een mengvorm van kritiek en ideaal – kritiek op de bestaande samenleving en richtinggevend ideaal voor nastrevenswaardige veranderingen van de huidige samenleving? Politiek gaat over het verenigen van gemeenschappelijke en conflicterende belangen in bindende collectieve besluitvorming op een wijze die door winnaars en verliezers kan worden aanvaard. In dit artikel baseer ik mij op het politiek gezaghebbende duurzaamheidsconcept van de Brundtlandcommissie in Our Common Future: ‘Duurzame ontwikkeling is ontwikkeling die tegemoetkomt aan de behoeften in het heden zonder de mogelijkheid van toekomstige generaties om te voorzien in hun eigen behoeften in de weg te staan’ . Dan blijkt direct dat het vinden (...) van principes voor een duurzame politiek lastig is, want het gaat hier om een morele eis rekening te houden met de belangen van mensen in komende generaties die nu nog geen deel uitmaken van een politieke gemeenschap.
