Increasingly, our cities are confronted with crises. Fuelled by climate change and a loss of biodiversity, increasing inequalities and fragmentation, challenges range from social unrest and outbursts of violence to heatwaves, torrential rainfall, or epidemics. As crises require rapid interventions that overwhelm human decision-making capacity, AI has been portrayed as a potential avenue to support or even automate decision-making. In this paper, I analyse the specific challenges of AI in urban crisis management as an example and test case for many (...) super wicked decision problems. These super wicked problems are characterised by a coincidence of great complexity and urgency. I will argue that from this combination, specific challenges arise that are only partially covered in the current guidelines and standards around trustworthy or human-centered AI. By following a decision-centric perspective, I argue that to solve urgent crisis problems, the context, capacities, and networks need to be addressed. AI for crisis response needs to follow dedicated design principles that ensure (i) human control in complex social networks, where many humans interact with AI; (ii) principled design that considers core principles of crisis response such as solidarity and humanity; (iii) designing for the most vulnerable. As such this paper is meant to inspire researchers, AI developers and practitioners in the space of AI for (urban) crisis response – and other urgent and complex problems that urban planners are confronted with. Introduction: Medical ethics raises the question of the meaning of medical practices in light of the humanities. In France, the spaces for ethical discussion (SED) are multiple and heterogeneous. The objective of this study was to investigate the typology and functioning of SEDs in the health field. Methods: Twenty-one semi-structured interviews were conducted with members of eleven different SEDs in France. The data were analyzed according to the basic steps of qualitative research: coding, categorization, linking and presentation of results. Results: (...) The five categories of SEDs (National Consultative Ethics Committee, Regional Ethical Reflection Spaces, Ethics Commissions of Medical Learned Societies, Research Institute Ethics Committees, Hospital Ethics Committees) all differ in their links with institutions, their composition, their choice of themes discussed and the presentation of their work. However, they all agree on the following points: the importance of multi-disciplinarity, the frequency of working meetings, the sense of ethical commitment, the absence of professional recognition, the difficulty of valorizing work and the lack of recognition by peers. The respondents regret that there is insufficient coordination between the different SEDs, although their work may be complementary. Conclusion: Opening up the SEDs and encouraging their articulation, without distancing them from the practice of care, could promote the visibility of their ethical approach in the daily lives of caregivers. Finally, if ethical reflection is encouraged by the scientific community as a whole, greater recognition is desired by professionals who participate in applied ethics research. (shrink)

Leibniz’s treatment of contingency proceeds by degrees and develops in parallel to the systematizations of his thought. In the time about the Confessio Philosophi, he sustains the idea of contingency on the possible as such, in the hypothetical necessity and in the divine creation. In the years previous to the systematization of the Discours de Métaphysique(1680-1686), Leibniz defends the idea of contingency through the following factors: the complete notion of substance, the infinite analysis of the truths and the first decree (...) of the divine will. There are two dominant trends in the humanitarian care of 2019: the ‘technologizing of care’ and the centrality of the humanitarian principles. The concern, however, is that these two trends may conflict with one another. Faced with the growing use of drones in the humanitarian space there is need for ethical reflection to understand if this technology undermines humanitarian care. In the humanitarian space, few agree over the value of drone deployment; one school of thought believes drones can provide a (...) utility serving those in need while another believes the large scale deployment of drones will exacerbate the already prevalent issues facing humanitarian aid providers. We suggest in this paper that the strength of the humanitarian principles approach to answer questions of aid provision can be complimented by a technology-facing approach, namely that of robot ethics. We have shown that for humanitarian actors we ought to be concerned with the risks of a loss of contextualization and de-skilling. For the beneficiary, we raise three concerns associated with the threat to the principle of humanity for this group: a loss of dignity by reducing human-to-human interactions; a threat to dignity through a lack of informational transparency; and, a threat to dignity by failing to account for the physiological and behavioral impacts of the drone on human actors. Although we acknowledge the obstacles associated with understanding the physiological and behavioral impacts we insist that the moral acceptability and desirability of drones in humanitarian contexts is dependent on the findings from such studies and that tailored ethical guidelines for drone deployment in humanitarian action be created to reflect the results of such studies. Después de un repaso introductorio a la historia de dichos cuadrados mágicos, al problema de su origen y a su desarrollo en el oriente islámico, se examinan los métodos de construcción de los cuadrados talismánicos que aparecen en dos manuscritos del tratado de Azarquiel, el único sobre este tema conocido en al-Andalus, así como su recepción en Europa.

Philosophers who study conspiracy theories have increasingly addressed the questions of where conspiracy theories come from, what such theories do, and what to do about them. This essay serves as a commentary on the answers to these questions offered by contributors to this special issue.

Fabrice Correia and Sven Rosenkranz’s book Nothing to Come: a Defence of the Growing Block Theory of Time offers an incredibly rich and skillful defense of the growing block theory (GBT), a view of time that arguably has much intuitive appeal, and which has been under attack from many sides. Nonetheless, I have to report that the book’s tense-logical course of treatment has not worked for me; I still struggle with making sense of the GBT. This article begins by (...) drawing out some implications of the book’s set up. First, the notion of existence in play here is not interpretable on the basis of ordinary usage. Second, it would be a mistake to take the tense-logical framework to have any metaphysical significance. I then articulate two main worries about their version of the GBT. The first worry takes a familiar shape: it is just hard to see how their view is dynamic in the relevant sense. The second worry is that the topic seems to have been changed. C&R’s logical system helps itself to key notions whose intended interpretation includes a solution to every metaphysical puzzle about the GBT, so that these puzzles are not so much addressed as enshrined in a formal system. That is, their view seems to answer the question of how language should behave, if the GBT were (somehow) true. (shrink)

Nearly all psychological research on basic cognitive processes of category formation and reasoning uses sample populations associated with large research institutions in technologically-advanced societies. Lopsided attention to a select participant pool risks biasing interpretation, no matter how large the sample or how statistically reliable the results. The experiments in this article address this limitation. Earlier research with urban-USA children suggests that biological concepts are thoroughly enmeshed with their notions of naive psychology, and strikingly human-centered. Thus, if children are to develop (...) a causally appropriate model of biology, in which humans are seen as simply one animal among many, they must undergo fundamental conceptual change. Such change supposedly occurs between 7 and 10 years of age, when the human-centered view is discarded. The experiments reported here with Yukatek Maya speakers challenge the empirical generality and theoretical importance of these claims. Part 1 shows that young Maya children do not anthropocentrically interpret the biological world. The anthropocentric bias of American children appears to owe to a lack of cultural familiarity with non-human biological kinds, not to initial causal understanding of folkbiology as such. Part 2 shows that by age of 4-5 Yukatek Maya children employ a concept of innate species potential or underlying essence much as urban American children seem to, namely, as an inferential framework for understanding the affiliation of an organism to a biological species, and for projecting known and unknown biological properties to organisms in the face of uncertainty. Together, these experiments indicate that folkpsychology cannot be the initial source of folkbiology. They also underscore the possibility of a species-wide and domain-specific basis for acquiring knowledge about the living world that is constrained and modified but not caused or created by prior non-biological thinking and subsequent cultural experience. In studies of early Qurʾānic manuscripts, determining the provenance of these manuscripts is a thorny issue because in most cases they lack endowment notes or colophons. The reports in early Islamic sources regarding textual variants of regional codices may contribute to find a solution to this problem. A list of regional variants, mostly based on al-Dānī’s al-Muqniʿ, can be found in Nöldeke et al.’s The History of the Quran. However, as the authors have stated, a comparison of some of the (...) early Qurʾānic manuscripts in the Topkapı Sarayı Museum with this table of maṣāḥif al-amṣār variants indicates that the traditional reports are unreliable for identifying the provenance of Qurʾānic manuscripts because none of these codices can be attributed to any particular region. The present article is an attempt to demonstrate that this problem results from relying solely on the data provided by al-Dānī and ignoring earlier and more significant sources, such as al-Sijistānī’s Kitāb al-Maṣāḥif. It attempts to provide a new and more precise classification of regional variants by reading afresh the reports on the features of maṣāḥif al-amṣār, taking into account the sources which were not used by Nöldeke et al., especially al-Sijistānī’s Kitāb al-Maṣāḥif, thus making the list of maṣāḥif al-amṣār variants more accurate, thereby the variants of each of these early Qurʾānic Codices tally more with the reports preserved for the characteristics of one of the maṣāḥif al-amṣār in literary sources. As the texts of the surviving manuscripts are not of a diverse nature we are able, with some certainty, to draw conclusions that substantiate the reports as to the peculiarities of the muṣḥafs of different cities. To be human is to be autonomous, yet this is a trait that most of us lack. We are subject to forces external to our being. We are workers; we are citizens; we are needful creatures. Humanity-proper in these times of neoliberal omnipotence is defined differently. The key terms are familiar: personal betterment, personal responsibility, productivity, pleasantness. A forked tongue slithers in our conscience, tells us that these are the traits of the human condition. Through Bataille, this paper argues the (...) substrate of these oft repeated familiar mantras are other. Neoliberal subjects, propelled by need, understand themselves along the axis of the useful choice. The paper turns to myth to understand the interdependence of need and choice, and how this interdependence posits being as always in desire but never in pleasure. Revisiting Don Giovanni, a character central to Acéphalic thought, and the commentary of Søren Kierkegaard, we think in terms of non-abstraction, of pleasurably floating in change, rather than toiling in desire. For it is by grace in the form of chance, that at the very time of transgression, that we – in and for an instant – become human, become as the sacred in the flesh. (shrink)

Philosophers commonly say that beliefs come in degrees. Drawing from the literature, I make precise three arguments for this claim: an argument from degrees of confidence, an argument from degrees of firmness, and an argument from natural language. I show that they all fail. I also advance three arguments that beliefs do not come in degrees: an argument from natural language, an argument from intuition, and an argument from the metaphysics of degrees. This essay aims to identify several related themes that regularly appear in posthumanist scholarship but which have not been theorized sufficiently, including the rhetoric of temporal and historical rupture, the logic of dialectical reversal, the effacement of human/animal difference, and above all the critical ascendancy of the term “posthumanism” itself. If one of the aims of posthumanism is to render the face of the human unknowable to itself, then to what extent does the human that re-names itself “posthuman” do so (...) in order to lay claim once again to a dubious self-knowledge? The rhetoric of posthumanism, moreover, implies a progressive narrative that ironically mirrors the Enlightenment principles of perfectibility that it would oppose. Drawing from Derrida’s notion of the “democracy to come,” I argue that the advent of the posthuman must always remain deferred. Just as the promise of democracy remains unfulfilled, the posthuman must infinitely postdate its arrival in any present. (shrink)

Cosa sarebbe un’umanità in cui la forza brutale prendesse il posto della forza morale?” Sono trascorsi pochi mesi dallo scoppio del primo conflitto mondiale, quando Henri Bergson pone questi drammatici interrogativi. Incaricato dal governo francese, nel 1917 e nel 1918, di due missioni (...) diplomatiche presso la presidenza degli Stati Uniti, svolgerà questo compito anche attraverso la parola, scritta e orale, da alcuni giudicata semplice propaganda patriottica, di scarso interesse filosofico. Invece, in questo volume i suoi testi del periodo bellico, confrontati con alcune lettere degli anni 1914- 1936, sono esaminati come una tappa fondamentale di un itinerario speculativo che dai temi metafisici lo condurrà a quelli più squisitamente morali. Aver sperimentato la fatale alleanza tra il progresso tecnico e la forza brutale, indurrà infatti Bergson a porre in termini nuovi l’interrogativo sulla guerra e sulla storia stessa, considerando la costruzione della pace inseparabile da un profondo rinnovamento morale e da personalità esemplari capaci di attivare le necessarie risorse spirituali.
