In the Infini-Rien fragment of his Pensées, Blaise Pascal develops an argument for the rationality of faith in God, which posthumously became known as Pascal’s Wager and at the same time represents a cornerstone of modern probability theory. While this betting argument has been the subject of much philosophical investigation, the contribution of this paper lies in the following: On the one hand, the bet is reconstructed in its basic features as well as its structure with the help of modern (...) decision and probability theory tools. Thus, it is shown that Pascal’s betting argument, in distinction to Hacking 1972 for instance, has the form of an a fortiori argument. On the other hand, as far as objections to Pascal’s argument are concerned, it is true that the premises have often been called into doubt, more or less convincingly. On the other hand, this article is dedicated to the question, often emphatically – especially in Hacking 1972 – and perhaps carelessly affirmed in Pascal research, whether Pascal’s premises imply his conclusion at all. Digital technologies induce organised immaturity by generating toxic sociotechnical conditions that lead us to delegate autonomous, individual, and responsible thoughts and actions to external technological systems. Aiming to move beyond a diagnostic critical reading of the toxicity of digitalisation, we bring Bernard Stiegler’s pharmacological analysis of technology into dialogue with the ethics of care to speculatively explore how the socially engaged arts—a type of artistic practice emphasising audience co-production and processual collective responses to social challenges—play a care-giving role that helps (...) counter technology-induced organised immaturity. We outline and illustrate two modes by which the socially engaged arts play this role: 1) disorganising immaturity through artivism, most notably anti-surveillance art, that imparts savoir vivre, that is, shared knowledge and meaning to counter the toxic side of technologies while enabling the imagination of alternative worlds in which humans coexist harmoniously with digital technologies, and 2) organising maturity through arts-based hacking that imparts savoir faire, that is, hands-on knowledge for experimental creation and practical enactment of better technological worlds. ‘@AP: Breaking: Two Explosions in the White House and Barack Obama is injured’. So read a tweet sent from a hacked Associated Press Twitter account @AP, which affected financial markets, wiping out $136.5 billion of the Standard & Poor’s 500 Index’s value. While the speed of the Associated Press hack crash event and the proprietary nature of the algorithms involved make it difficult to make causal claims about the relationship between social media and trading algorithms, we argue that it helps (...) us to critically examine the volatile connections between social media, financial markets, and third parties offering human and algorithmic analysis. By analyzing the commentaries of this event, we highlight two particular currents: one formed by computational processes that mine and analyze Twitter data, and the other being financial algorithms that make automated trades and steer the stock market. We build on sociology of finance together with media theory and focus on the work of Christian Marazzi, Gabriel Tarde and Tony Sampson to analyze the relationship between social media and financial markets. We argue that Twitter and social media are becoming more powerful forces, not just because they connect people or generate new modes of participation, but because they are connecting human communicative spaces to automated computational spaces in ways that are affectively contagious and highly volatile. Suppose you perform two actions. The first imposes a risk of harm that, on its own, would be excessive; but the second reduces the risk of harm by a corresponding amount. By pairing the two actions together to form a set of actions that is risk-neutral, can you thereby make your overall course of conduct permissible? This question is theoretically interesting, because the answer is apparently: sometimes Yes, sometimes No. It is also practically important, because it bears on the moral (...) status of practices such as offsetting personal greenhouse gas (GHG) emissions. In this article we propose a criterion for distinguishing between cases where pairing risk-increasing and risk-reducing actions makes each action permissible, and those where it does not: the Principle of Aggregate Risk-Imposition. We work towards this by considering a range of examples that illustrate various illegitimate ways of pairing risk-increasing actions with risk-reducing ones, and asking what goes wrong in each case. We then use this criterion to evaluate GHG offsetting. Is offsetting a legitimate way of removing the risk-imposition associated with GHG emissions, or not? Controversially, we argue that this turns out to depend on the form that the offsetting takes. (shrink)

Jennifer Nado has recently argued that conceptual engineers should focus on (re-)designing representations and may safely ignore issues of implementation. I make a general case for the methodological importance of implementation to conceptual engineering. Using the Social Norms Account as a foil, I argue for three claims. (1) Inquiring into methods of implementation is a theoretically challenging and philosophically worthwhile project in and of itself. (2) A sound theoretical understanding of implementation is imperative for theorists of conceptual engineering. It proves (...) vital for their assessment of the prospects for engineering interventions and the political risks inherent in them. (3) A sound theoretical understanding of implementation is imperative for practitioners of conceptual engineering. The usefulness of their representational (re-)designs depends on respecting broadly cognitive and social constraints on the part of the target population. I conclude that conceptual engineers have very good reasons to seriously engage with issues of implementation. (shrink)

Since a couple of decades, the notion of a precautionary principle plays a central and increasingly influential role in international as well as national policy and regulation regarding the environment and the use of technology. Urging society to take action in the face of potential risks of human activities in these areas, the recent focus on climate change has further sharpened the importance of this idea. However, the idea of a precautionary principle has also been problematised and criticised by scientists, (...) scholars and policy activists, and been accused of almost every intellectual sin imaginable: unclarity, impracticality, arbitrariness and moral as well as political unsoundness. In that light, the very idea of precaution as an ideal for policy making rather comes out as a dead end. On the basis of these contrasting starting points, Christian Munthe undertakes an innovative, in-depth philosophical analysis of what the idea of a precautionary principle is and should be about. A novel theory of the ethics of imposing risks is developed and used as a foundation for defending the idea of precaution in environmental and technological policy making against its critics, while at the same time avoiding a number of identified flaws. The theory is shown to have far-reaching consequences for areas such as bio-, information- and nuclear technology, and global environmental policy in areas such as climate change. The author argues that, while the price we pay for precaution must not be too high, we have to be prepared to pay it in order to act ethically defensible. A number of practical suggestions for precautionary regulation and policy making are made on the basis of this, and some challenges to basic ethical theory as well as consumerist societies, the global political order and liberal democracy are identified. Theory‐of‐mind (ToM) is an integral part of social cognition, but how it develops remains a critical question. There is evidence that children can gain insight into ToM through experience, including language training and explanatory interactions. But this still leaves open the question of how children gain these insights—what processes drive this learning? We propose that analogical comparison is a key mechanism in the development of ToM. In Experiment 1, children were shown true‐ and false‐belief scenarios and prompted to engage in (...) multiple comparisons (e.g., belief vs. world). In Experiments 2a, 2b, and 3, children saw a series of true‐ and false‐belief events, varying in order and in their alignability. Across these experiments, we found that providing support for comparing true‐ and false‐belief scenarios led to increased performance on false‐belief tests. These findings show that analogical comparison can support ToM learning. (shrink)

Integrity, honesty, and truth seeking are important virtues that most people care about and want to see promoted in society. Yet surprisingly, there has been relatively little work among scholars today aimed at helping us better understand this cluster of virtues related to truth. This volume incorporates the insights and perspectives of experts working in a variety of disciplines, including philosophy, law, communication and rhetorical studies, theology, psychology, history, and education. For each virtue, there is a conceptual chapter, an application (...) chapter, and a developmental chapter. The resulting volume significantly deepens our knowledge about and appreciation for these central virtues. (shrink)

The most prominent argument for the incompatibility of free will and determinism is Peter van Inwagen’s consequence argument. I offer a new diagnosis of what is wrong with this argument. Proponents and critics typically accept the way the argument is framed, and only disagree on whether the premisses and rules of inference are true. I suggest that the argument involves a category mistake: it conflates two different levels of description, namely, the physical level at which we describe the world from (...) the perspective of fundamental physics and the agential level at which we describe agents and their actions. My diagnosis is based on an account of free will as a higher-level phenomenon. I call this account ‘compatibilist libertarianism’, for reasons that will become clear. Although the paper addresses a primarily metaphysical question, it uses tools similar to those employed in philosophy-of-science work on determinism and indeterminism, higher-level phenomena, and dynamical systems. Technologies of “artificial intelligence” and machine learning are increasingly presented as solutions to key problems of our societies. Companies are developing, investing in, and deploying machine learning applications at scale in order to filter and organize content, mediate transactions, and make sense of massive sets of data. At the same time, social and legal expectations are ambiguous, and the technical challenges are substantial. This is the introductory article to a special theme that addresses this turn to AI as a technical, (...) discursive and political phenomena. The opening article contextualizes this theme by unfolding this multi-layered nature of the turn to AI. It argues that, whereas public and economic discourses position the widespread deployment of AI and automation in the governance of digital communication as a technical turn with a narrative of revolutionary breakthrough-moments and of technological progress, this development is at least similarly dependent on a parallel discursive and political turn to AI. The article positions the current turn to AI in the longstanding motif of the “technological fix” in the relationship between technology and society, and identifies a discursive turn to responsibility in platform governance as a key driver for AI and automation. In addition, a political turn to more demanding liability rules for platforms further incentivizes platforms to automatically screen their content for possibly infringing or violating content, and position AI as a solution to complex social problems. When someone is poised to fail to fulfil a moral duty, we can respond in a variety of ways. We might remind them of their duty, or seek to persuade them through argument. Or we might intervene forcibly to ensure that they act in accordance with their duty. Some duties appear to be such that the duty-bearer can be liable to forcible interference when this is necessary to ensure that they comply with them. We’ll call duties that carry such liabilities (...) enforcement-apt. Not all duties seem to be enforcement-apt. Some, for example, accept that a person in a monogamous marriage has a moral duty to refrain from infidelity, but deny that a spouse can be compelled to comply with their duty to be faithful without transgressing her rights. More controversially, some think that our duties to assist others in severe need are not enforcement-apt. What could explain the contrast between duties that are enforcement-apt while and those that are not? We’ll call this the puzzle of enforceability and our paper considers three broad strategies for responding to it. The first strategy takes the form of identifying some substantive feature or features that are necessary and/or sufficient for a duty to possess some enforcement status. We consider a range of candidate explanations of this sort but find that none are plausible. The second strategy rejects the idea that there are genuinely enforcement-inapt duties and instead seeks to explain why there can nonetheless be marked differences amongst duties concerning how they can be enforced and who can enforce them. We find that this strategy too is largely unsuccessful. The third strategy offered seeks an explanation of differences in enforcement status by appeal to the broader social costs of enforcing certain kinds of duties. We find that this approach holds some promise but note that it requires adopting a controversial set of moral commitments. We conclude by considering our options in the absence of a solution to our puzzle. (shrink)

This essay considers and evaluates recent results and arguments from classical chaotic systems theory and non-relativistic quantum mechanics that pertain to the question of whether our world is deterministic or indeterministic. While the classical results are inconclusive, quantum mechanics is often assumed to establish indeterminism insofar as the measurement process involves an ineliminable stochastic element, even though the dynamics between two measurements is considered fully deterministic. While this latter claim concerning the Schrödinger evolution must be qualified, the former fully depends (...) on a resolution of the measurement problem. Two alleged proofs that nature is indeterministic, relying, in turn, on Gleason's theorem and Conway and Kochen's recent 'free will theorem', are shown to be wanting qua proofs of indeterminism. We are thus left with the conclusion that the determinism question remains open. (shrink)

This book presents an analysis of the institutional development of selected social science and humanities disciplines in Argentina, France, Germany, Hungary, Italy, the Netherlands, Sweden and the United Kingdom. Where most narratives of a scholarly past are presented as a succession of ‘ideas,’ research results and theories, this collection highlights the structural shifts in the systems of higher education, as well as institutions of research and innovation within which these disciplines have developed. This institutional perspective will facilitate systematic comparisons between (...) developments in various disciplines and countries. Across eight country studies the book reveals remarkably different dynamics of disciplinary growth between countries, as well as important interdisciplinary differences within countries. In addition, instances of institutional contractions and downturns and veritable breaks of continuity under authoritarian political regimes can be observed, which are almost totally absent from narratives of individual disciplinary histories. This important work will provide a valuable resource to scholars of disciplinary history, the history of ideas, the sociology of education and of scientific knowledge. (shrink)

Artificial Intelligence (AI) seems to be impacting all industry sectors, while becoming a motor for innovation. The diffusion of AI from the civilian sector to the defense sector, and AI’s dual-use potential has drawn attention from security and ethics scholars. With the publication of the ethical guideline Trustworthy AI by the European Union (EU), normative questions on the application of AI have been further evaluated. In order to draw conclusions on Trustworthy AI as a point of reference for responsible research (...) and development (R&D), we approach the diffusion of AI across both civilian and military spheres in the EU. We capture the extent of technological diffusion and derive European and German patent citation networks. Both networks indicate a low degree of diffusion of AI between civilian and defense sectors. A qualitative investigation of project descriptions of a research institute’s work in both civilian and military fields shows that military AI applications stress accuracy or robustness, while civilian AI reflects a focus on human-centric values. Our work represents a first approach by linking processes of technology diffusion with normative evaluations of R&D. (shrink)

Global capitalism is a transnational “operational space” which is produced by the practices of states, policy- and issue-specific government networks, and private organizations such as transnational corporations, global law firms, and standard-setting agencies. This “operational space,” which I call the transnational constellation, works through and beyond distinct spatial settings, endowing them with a global financial capitalistic logic and limiting the scope of democratic self-determination. In the second section, I analyze political protest against this transnational constellation in terms of democratic theory. (...) The analysis builds on general ethical theory and earlier work on aspects of PCC/SDM relevant from an ethics perspective. This account leads up to a number of theoretical as well as empirical and practice oriented issues that, in view (...) of broad advancements towards PCC/SDM, need to be considered by health care ethics researchers. Consider the hypothesis H that a defendant is guilty, and the evidence E that a majority of h out of n independent jurors have voted for H and a minority of k:=n-h against H. How likely is the majority verdict to be correct? By a formula of Condorcet, the probability that H is true given E depends only on each juror's competence and on the absolute margin between the majority and the minority h-k, but neither on the number n, nor (...) on the proportion h/n. This paper reassesses that result and explores its implications. First, using the classical Condorcet jury model, I derive a more general version of Condorcet's formula, confirming the significance of the absolute margin, but showing that the probability that H is true given E depends also on an additional parameter: the prior probability that H is true. Second, I show that a related result holds when we consider not the degree of belief we attach to H given E, but the degree of support E gives to H. Third, I address the implications for the definition of special majority voting, a procedure used to capture the asymmetry between false positive and false negative decisions. I argue that the standard definition of special majority voting in terms of a required proportion of the jury is epistemically questionable, and that the classical Condorcet jury model leads to an alternative definition in terms of a required absolute margin between the majority and the minority. Finally, I show that the results on the significance of the absolute margin can be resisted if the so-called assumption of symmetrical juror competence is relaxed. (shrink)

An experiment is proposed to test Bell’s theorem in a purely macroscopic domain. If realized, it would determine whether Bell inequalities are satisfied for a manifestly local, classical system. It is stressed why the inequalities should not be presumed to hold for such a macroscopic system without actual experimental evidence. In particular, by providing a purely classical, topological explanation for the EPR-Bohm type spin correlations, it is demonstrated why Bell inequalities must be violated in the manifestly local, macroscopic domain, just (...) as strongly as they are in the microscopic domain. We seem to learn and use concepts in a variety of heterogenous “formats”, including exemplars, prototypes, and theories. Different strategies have been proposed to account for this diversity. Hybridists consider instances in different formats to be instances of a single concept. Pluralists think that each instance in a different format is a different concept. Eliminativists deny that the different instances in different formats pertain to a scientifically fruitful kind and recommend eliminating the notion of a “concept” entirely. In recent years, (...) hybridism has received the most attention and support. However, we are still lacking a cognitive-computational model for concept representation and processing that would underpin hybridism. The aim of this paper is to advance the understanding of concepts by grounding hybridism in a neuroscientific model within the Predictive Processing framework. In the suggested view, the different formats are not distinct parts of a concept but arise from different ways of processing a functionally unified representational structure. (shrink)

After distinguishing political theory from related fields, such as political science, moral philosophy, and legal theory, the article discusses the analysis of political concepts. It then turns to the notions of principles and theories, as distinct from concepts, and reviews the methods of assessing such principles and theories, for the purpose of justifying or criticizing them. Finally, it looks at a recent debate (...) on how abstract and idealized political theory should be, and assesses the significance of disagreement in political theory. Diesen ist gemeinsam, dass sie in den 1970er und 80er Jahren (...) jeweils eine Variation einer Argumentationstheorie des Rechtes vorgelegt haben. Die Veröffentlichungen der Wissenschaftler aus dieser Zeit werden vor dem Kontext ihrer jeweiligen Rechtskultur ausgelegt, um Hinweise auf eine Beeinflussung in Rahmen von vier Zonen herauszuarbeiten. Aufgrund ihres textorientierten Ansatzes stellt sich der disziplinäre Kontext bei allen drei Wissenschaftlern als besonders ergiebig heraus. Im Gegensatz zu klassischen rechtstheoretischen Arbeiten beschränkt sich der Verfasser nicht auf den theorieimmanenten Kontext, sondern betrachtet beispielsweise eine rechtswissenschaftliche Schule auch als einen sozialen Kontext. Methodisch ist die Studie interdisziplinär angelegt, so nutzt sie neben den rechtswissenschaftlichen Methoden parallel oder zu Zwecken der Validierung auch andere geistes- und sozialwissenschaftliche Methoden.Im Ergebnis zeigt der Autor viele Aspekte auf, die es als evident erscheinen lassen, dass auch im Feld der Rechtstheorie, die sich selbst eher als abstrakte und vom nationalen Recht losgelöste internationale Theorie versteht, eine Auslegung unter Berücksichtigung des rechtskulturellen Kontextes einen neuen Erkenntnisgewinn verspricht. The standard of proof in criminal trials should require that the evidence presented by the prosecution is robust. This requirement of robustness says that it must be unlikely that additional information would change the probability that the defendant is guilty. Robustness is difficult for a judge to estimate, as it requires the judge to assess the possible effect of information that the he or she does not have. This article is concerned with expert witnesses and proposes a method for reviewing (...) the robustness of expert testimony. According to the proposed method, the robustness of expert testimony is estimated with regard to competence, motivation, external strength, internal strength and relevance. The danger of trusting non-robust expert testimony is illustrated with an analysis of the Thomas Quick Case, a Swedish legal scandal where a patient at a mental institution was wrongfully convicted for eight murders. Besides being the title of an EP by The (International) Noise Conspiracy, “Bigger cages, longer chains!” is an anarchist rallying cry. It’s meant to ridicule those political activists who compromise their ideals, make demands and then settle for partial concessions or, to put it bluntly, bargain with the Man. In the T.V. series Mr. Robot, Christian Slater plays the anarchist leader of a hacktivist group known as fsociety. Mr. Robot won’t negotiate with the FBI and E(vil) Corp for bigger (...) cages and longer chains. He tells Elliot Anderson, the young cybersecurity expert and hacker, “We live in a kingdom of bullshit!” Victory over the tyranny of corporations and states requires radical means to achieve radical ends. Mr. Robot wants freedom without limits, total liberation from corporate and statist control, and the opportunity to live in a world without bullshit. Mr. Robot’s objective is to free citizens of first-world nations from the cages of consumer debt and citizens of third-world nations from the shackles of extreme poverty. Meeting half-way will not do. So what are the inspirations for Mr. Robot’s hacktivist philosophy? The most proximate sources are David Graeber’s anarchism, which also influenced the Occupy Wall Street movement, and the hacktivist group Anonymous’s moralfaggery, that is, the policy of some of its members to use collective computer hacking to serve the greater good. Candidates for more remote sources are Marxism and pragmatism; the former, a blueprint for freeing the working class from their bourgeois oppressors; the latter, a philosophy of action, intelligent inquiry and democratic reform. Some might object that pragmatism is too conventional to be compatible with the radical ideas that motivate Mr. Robot’s worldview. Hacktivism demands action, not mere thinking! But any organized social-political movement requires a well-thought-out plan as well as a vision of what its participants hope to achieve. Since pragmatism is a philosophy of action and reform, it’s possible that Mr. Robot is a closet pragmatist! (shrink)

In Atheist Overreach, Christian Smith takes a look at the evidence and explains why we ought to be skeptical of some key atheists' claims about morality, science, and human nature.

Even if I think it very likely that some morally good act is supererogatory rather than obligatory, I may nonetheless be rationally required to perform that act. This claim follows from an apparently straightforward dominance argument, which parallels Jacob Ross's argument for 'rejecting' moral nihilism. These arguments face analogous pairs of objections that illustrate general challenges for dominance reasoning under normative uncertainty, but (I argue) these objections can be largely overcome. This has practical consequences for the ethics of philanthropy -- (...) in particular, it means that donors are often rationally required to maximize the positive impact of their donations. (shrink)

Predictive processing, an increasingly popular paradigm in cognitive sciences, has focused primarily on giving accounts of perception, motor control and a host of psychological phenomena, including consciousness. But higher cognitive processes, like conceptual thought, language, and logic, have received only limited attention to date and PP still stands disconnected from a huge body of research in those areas. In this thesis, I aim to address this gap and I attempt to go some way towards developing and defending a cognitive-computational approach (...) to higher cognition within the predictive processing paradigm. To test its explanatory potential, I apply it to a range of linguistic and conceptual phenomena. I proceed in three steps. First, I lay out an account of concepts and suggest how concepts are represented, how they can be context-sensitively processed, and how the apparent diversity of formats arise. Secondly, I propose how paradigmatic higher cognitive competencies, like language and logical reasoning, could fit into the PP picture. Thirdly, I apply the PP account of concepts and language to a range of linguistic-conceptual phenomena as test cases, namely: metaphor, the semantic paradox (specifically the Liar Paradox) and copredication. Finally, I discuss some challenges and objections to the PP framework as applied to higher cognition and in general. (shrink)

This article investigates whether there is any place for the school of thought that is known as analytic philosophy of education in the aftermath of postmodernism, and whether analytic philosophy of education can be treated as a ‘method’, among other alternative ‘methods’, that can be applied regardless of what kind of ‘-ism’ or ideology one embraces. An additional aim is to suggest some important questions for analytic philosophy of education to take into consideration. We argue that conceptual engineering may be (...) a promising avenue for analytic educational theory if it is used with a critical intent that is more heuristic and inconclusive than prescriptively ideal. Here we will examine one version of Margery William’s classic nursery tale The Velveteen Rabbit, or How Toys Become Real, where the theme of “real” and imaginary characters and worlds is construed both linguistically and pictorially. We will show how the theme is construed in both text and image, and how the two complement one another, together keeping the two worlds apart while at the same time representing the Velveteen Rabbit’s transformation from toy rabbit to real rabbit. This essay investigates the change in the Catholic attitude toward nuclear weapons as articulated by Pope Francis. Francis has generally followed the position of his immediate predecessors with regard to the Catholic teaching on just war. While the resort to armed force remains a morally justifiable option if the principles of just war have been met, the pope forcefully emphasises the tools of nonviolent peacebuilding. Recently, however, Francis made an original just war argument when he broke with the Church’s established (...) position on nuclear weapons. The pope declared both the use and possession of nuclear weapons “immoral” and, thus, abandoned the Church’s reluctant acceptance of nuclear deterrence that had survived the end of the Cold War. In this essay, I analyse the rationale behind Francis’s decision to break with nuclear deterrence, which is mainly grounded in the disillusionment about the failed promise of nuclear disarmament. Furthermore, I assess the impact of the new position with regard to Catholic soldiers serving in nuclear armed militaries. (shrink)

Psychoanalytic practice requires articulating three dimensions (imaginary, symbolic, real) in the Borromean Knot. The Freudian symptom articulates these three dimensions with a fourth one, psychic reality. Articulation of the three dimensions in the personality presupposes their fusion or confusion in the trefoil knot. The concatenation of the symbolic dimension with the real one would lead to the loss of the imaginary dimension if the knot of the ego did not retain it within the structure. Utilitarian arguments on bioethical issues regarding human reproduction typically start with the view that it is wrong, other things being equal, not to procreate when this would have resulted in an additional being with a life worth living. The paper takes this view for granted and examines the common utilitarian claim that overpopulation and destitution in the world mean that, in practice, this obligation to procreate, other things being equal, often turns into a (categorical) obligation not to procreate. A version (...) of this argument is defended -- a version called the argument from transfer -- according to which, rather than having additional children and care for them in order to make them happy, many people in the West ought to abstain from procreation and take care of destitute children already existing. The reasoning leading up to this conclusion raises some philosophical questions, seldom discussed in connection with bioethics, which indicate that the argument from transfer, although supporting the claim above, cannot neutralise the obligation to create more happy people as easily as assumed by utilitarians. It is argued that the argument from transfer may place many people facing the choice of procreation in a peculiar moral dilemma. (shrink)
