This article discusses China’s attempts to industrialize from the late nineteenth century until the Japanese occupation of 1937. It focuses on the woollen industry and uses data from industrial investigations, market information and company archives. Several attempts to build a woollen industry from the 1880s to the end of the First World War failed. However, in the 1920s and 1930s some private companies in Tianjin, Shanghai and the Yangzi Delta succeeded in managing profitable woollen workshops and mills. An export-based (...) carpet industry was developed in Tianjin while a network of workshops and integrated mills flourished in Shanghai and the Yangzi Delta to supply woollen goods for civilian clothing in the Chinese urban markets. This article aims to contribute to the debate of China’s late industrialization by looking at the structure of the woollen industry and its alignment with actual consumer demands. (shrink)

Mahoney, Carl Artificial intelligence is so widespread now, and so well embedded into our latest technology, that nearly all of us know it as AI. It is virtually impossible to fully catalogue its uses and applications because by now it has reached every corner of human activities. This is the premise on which I based a lecture to the Humanist Society of Victoria on October 22, 2015 entitled 'The Artificial Intelligence Debate'. The talk was followed by a spirited discussion (...) at a HSV meeting on November 8 chaired by Dr Jennie Mills, who gave an excellent account of the original talk in the Dec. 2015 Victorian Humanist. David Hume's contributions span every branch of human inquiry: ethics, epistemology, metaphysics, political philosophy, aesthetics, religion, and economics. While reams of scholarship have been devoted to Hume's thought, his work on economics is still relatively unexplored. In this book, philosopher Margaret Schabas and intellectual historian Carl Wennerlind provide the definitive account of Hume's "worldly philosophy." Hume, they show, was intent on getting out of the armchair and ensuring that his philosophy had practical implications-to subdue superstition, soften religious zealotry, and (...) promote harmonious relations in modern society. Part of this endeavor involved material betterment, and Hume brought to his economic thought a richly astute understanding of human agency, of how our minds work and prompt our actions. The authors paint him as the quintessential proponent of liberalism and a dedicated supporter of commercial modernization. However, they note that he was not an unqualified enthusiast-he saw the potential of modern commerce to increase debt, fuel runaway inflation, and feed factionalism in political rule, for example, and he fretted over the potential for international conflicts to spiral out of control. Given Hume's friendship with Adam Smith, and his influence over nineteenth-century thinkers as prominent as Thomas Malthus, John Stuart Mill, and Karl Marx, a serious appraisal of this side of his oeuvre is long overdue. As two of Hume's closest readers, Schabas and Wennerlind offer just that in this delightfully wide-ranging exploration of the history of philosophy and modern economic thought. (shrink)

Recent writing on the nature of freedom has served to underline a crucial gap in the academic experience. First--and most obviously--the concept of freedom has been modernized by its application to contemporary institutions. Second, a new approach to the concept of liberty has been pioneered in the construction of new typologies of freedom. Finally, awareness of variety in concepts of freedom has been paralleled in variations in the practice of freedom. The tumultuous history of Western man may be conceptualized as (...) the story of how freedom has become embodied. What is missing from the story is the relationship of concepts to actions.This relationship has been established for some specific notions of freedom. Many of the philosophical analyses--especially recent ones like pragmatism and existentialism--have been predicated on actual human behavior. On the other hand, many classic histories of freedom--those of Georg Wilhelm Friedrich Hegel, John Bagnell Bury, Guido de Ruggiero, and Harold Laski--have traced the actual development of a definite kind of freedom.This volume contains essays prepared to celebrate the anniversary of the publication of John Stuart Mill's On Liberty, revised in the light of discussions by Henry D. Aiken, William Ebenstein, Mark DeWolfe Howe, and David Spitz, as well as other articles, many of them growing out of the discussion either in the form of commentary or independent contributions. Liberalism is the political philosophy of equal persons, yet liberalism has denied equality to those it saw as black sub-persons. In Black Rights/White Wrongs: The Critique of Racial Liberalism, political philosopher Charles Mills challenges mainstream accounts that ignore this history and its current legacy in the United States today.

Charles Mills makes visible in the world of mainstream philosophy some of the crucial issues of the black experience.

After a brief summary of the 17 essays in Sally Haslanger’s (2012) collection, Resisting Reality: Social Construction and Social Critique, I raise questions in two areas, the defense of constructionism and the definition of gender and race in terms of social oppression. I cite Robin Andreasen’s and Philip Kitcher’s essays arguing (in different ways) that races are both biologically real and socially constructed, and also Joshua Glasgow’s claim that constructionist arguments ultimately fail. I then cite Jennifer Saul’s critique that “oppression” (...) definitions of gender and race run into problematic counterexamples, and add some other points arising from the different histories of gender and racial categories and realities. As someone sympathetic to constructionism myself, my aim is not a critique of Haslanger but rather an inquiry as to how she thinks (we) constructionists should answer such challenges. (shrink)

Naturalistic experiments of color perception are critically evaluated. The review concludes that they fail to confirm a natural determination of color perception. Rather than demonstrating universal sensitivity to focal colors, the experiments actually yielded enormous cultural variation in response. This variation is interpreted as supporting a sociohistorical psychological explanation of color perception.

This previously-unpublished essay by the late Charles W. Mills (1951–2021) seeks to demonstrate the racially-structured character of the universe created by J. R. R. Tolkien in The Hobbit and The Lord of the Rings. Written long before the popular film series, the essay critically examines Tolkien's novels and comments on the nature of fictional creation. Mills argues that Tolkien designs a racial hierarchy in the novels that recapitulates the central racist myth of European thought.

Derrick Darby’s book Rights, Race, and Recognition defends the seemingly startling thesis that all rights, moral as well as legal, are dependent upon social recognition. So there are no “natural” rights independent of social practices, and subordinated groups in oppressive societies do not have rights. Darby appeals to intersubjectivist constructivism to make his meta-ethical case, but in this critique, I argue that he conflates, or at least fails to consistently distinguish, two radically different varieties of constructivism: idealized intersubjectivist constructivism, which (...) is objectivist, and non-idealized conventionalist constructivism, which is relativist. In neither case, then, can Darby establish the shocking thesis that white supremacy objectively takes away blacks’ moral standing. (shrink)

Issues in reproductive ethics, such as the capacity of parents to ‘choose children’, present challenges to philosophical ideas of freedom, responsibility and harm. This book responds to these challenges by proposing a new framework for thinking about the ethics of reproduction that emphasizes the ways that social norms affect decisions about who is born. The book provides clear and thorough discussions of some of the dominant problems in reproductive ethics - human enhancement and the notion of the normal, reproductive liberty (...) and procreative beneficence, the principle of harm and discrimination against disability - while also proposing new ways of addressing these. The author draws upon the work of Michel Foucault, especially his discussions of biopolitics and norms, and later work on ethics, alongside feminist theorists of embodiment to argue for a new bioethics that is responsive to social norms, human vulnerability and the relational context of freedom and responsibility. This is done through compelling discussions of new technologies and practices, including the debate on liberal eugenics and human enhancement, the deliberate selection of disabilities, PGD and obstetric ultrasound. Despite the fact that ethics consultations are an accepted practice in most healthcare organizations, many clinical ethicists continue to feel marginalized by their institutions. They are often not paid for their time, their programs often have no budget, and institutional leaders are frequently unaware of their activities. One consequence has been their search for concrete ways to evaluate their work in order to prove the importance of their activities to their institutions through demonstrating their efficiency and effectiveness.

Most organizations and/or their sub-units like ethics programs want to acquire the knowledge, skills and other resources needed to achieve their goals efficiently and effectively. Thus, they want to acquire or develop needed capacity. But there are pre-conditions to building capacity that are often overlooked or forgotten, but which nevertheless, must be in place before capacity can be developed. This essay identifies these pre-conditions and discusses why they are necessary before attempts are made to enhance the capacity of any ethics (...) program. The essay closes by offering a series of questions that ethics program leaders/and or members can asked themselves to assess whether or not these pre-conditions exist. (shrink)

In recent years, a number of US states have adopted laws that require pregnant women to have an ultrasound examination, and be shown images of their foetus, prior to undergoing a pregnancy termination. In this paper, I examine one of the basic presumptions of these laws: that seeing one’s foetus changes the ways in which one might act in regard to it, particularly in terms of the decision to terminate the pregnancy or not. I argue that mandatory ultrasound laws compel (...) women into a position of moral spectatorship and require them to recognise the foetus as a being for whom they are responsible, particularly through empathic responses to ultrasound images. The approach I propose extends the project of a bioethics of the image and highlights the need for a critical analysis of the political mobilization of empathy in discussions of abortion. (shrink)

Meta-arguments are arguments about one or more arguments, or argumentation in general. They contrast to ground-level arguments, which are about natural phenomena, historical events, human actions, abstract entities, etc. Although meta-arguments are common in all areas of human cognitive practice, and although implicit studies of them are found in many works, and although a few explicit scholarly contributions exist, meta-argumentation has never been examined explicitly, directly, and systematically in book-length treatment. This lacuna is especially unfortunate because such treatment can offer (...) not only an understanding of a special class of arguments, but also a promising way of doing logic and argumentation theory. This is the first book that attempts a systematic treatment of meta-arguments, providing both an illustration of the meta-argumentational approach to logical theory, and an analysis of an especially rich collection of meta-arguments. First, it elaborates an empirical methodology derived partly from a critical appreciation of Stephen Toulmin's applied-logic approach, and partly from a novel application of the author's historical-textual approach. Then it examines theoretical meta-arguments, by such scholars as Tony Blair, Robert Fogelin, Alvin Goldman, Trudy Govier, David Hitchcock, Ralph Johnson, Henry Johnstone, Erik Krabbe, Frans van Eemeren, Carl Wellman, and John Woods, on such topics as defining argument, methods of criticism, deep disagreements, and conductive or pro-and-con arguments. Thirdly, it studies famous meta-arguments by such classics as John Stuart Mill, David Hume, and Galileo Galilei, on such topics as freedom of discussion, women's liberation, the existence of God and intelligent design, and the motion of the earth.
