In this paper we describe a few interrelated issues for validating theories that posit levels of consciousness. First, validating levels of consciousness requires consensus about the ordering of conscious states, which cannot be easily achieved. This problem is particularly severe if we believe conscious states can be irreducibly smeared over time. Second, the relationship between conscious states is probably sometimes intransitive, which means levels of consciousness will not be amenable to a single continuous measure. Systems thinking has emerged as a means of conceptualizing and addressing complex public health problems, thereby challenging more commonplace understanding of problems and corresponding solutions as straightforward explanations of cause and effect. Systems thinking tries to address the complexity of problems through qualitative and quantitative modeling based on a variety of systems theories, each with their own assumptions and, more importantly, implicit and unexamined values. To date, however, there has been little engagement between systems scientists and those working in bioethics (...) and public health ethics. The goal of this paper is to begin to consider what it might mean to combine systems thinking with public health ethics to solve public health challenges. We argue that there is a role for ethics in systems thinking in public health as a means of elucidating implicit assumptions and facilitating ethics debate and dialogue with key stakeholders. In this remarkable study, David A. J. Richards combines an interpretive history of culture and law, political philosophy, and constitutional analysis to explain the background, development, and growing impact of two of the most important and challenging human rights movements of our time, feminism and gay rights. Richards argues that both movements are extensions of rights-based dissent, rooted in antebellum abolitionist feminism that condemned both American racism and sexism. He sees the progressive role of such radical dissent as an emancipated (...) moral voice in the American constitutional tradition. He examines the role of dissident African Americans, Jews, women, and homosexuals in forging alternative visions of rights-based democracy. He also draws special attention to Walt Whitman's visionary poetry, showing how it made space for the silenced and subjugated voices of homosexuals in public and private culture. According to Richards, contemporary feminism rediscovers and elaborates this earlier tradition. And, similarly, the movement for gay rights builds upon an interpretation of abolitionist feminism developed by Whitman in his defense, both in poetry and prose, of love between men. Richards explores Whitman's impact on pro-gay advocates, including John Addington Symonds, Havelock Ellis, Edward Carpenter, Oscar Wilde, and André Gide. He also discusses other diverse writers and reformers such as Margaret Sanger, Franz Boas, Elizabeth Stanton, W. E. B. DuBois, and Adrienne Rich. Richards addresses current controversies such as the exclusion of homosexuals from the military and from the right to marriage and concludes with a powerful defense of the struggle for such constitutional rights in terms of the principles of rights-based feminism. SummaryMalaria is a major cause of under-five mortality in Mali and many other developing countries. Malaria control programmes rely on households to identify sick children and either care for them in the home or seek treatment at a health facility in the case of severe illness. This study examines the involvement of mothers and other household members in identifying and treating severely ill children through case studies of 25 rural Malian households. A wide range of intra-household responses to severe illness (...) were observed among household members, both exemplifying and contravening stated social norms about household roles. Given their close contact with children, mothers were frequently the first to identify illness symptoms. However, decisions about care-seeking were often taken by fathers and senior members of the household. As stewards of the family resources, fathers usually paid for care and thus significantly determined when and where treatment was sought. Grandparents were frequently involved in diagnosing illnesses and directing care towards traditional healers or health facilities. Relationships between household members during the illness episode were found to vary from highly collaborative to highly conflictive, with critical effects on how quickly and from where treatment for sick children was sought. These findings have implications for the design and targeting of malaria and child survival programming in the greater West African region. (shrink)

Initial responses to questionnaires used to assess participants' understanding of informed consent for malaria vaccine trials conducted in the United States and Mali were tallied. Total scores were analyzed by age, sex, literacy (if known), and location. Ninety-two percent (92%) of answers by United States participants and 85% of answers by Malian participants were correct. Questions more likely to be answered incorrectly in Mali related to risk, and to the type of vaccine. For adult participants, independent predictors of higher scores (...) were younger age and female sex in the United States, and male sex in Mali. Scores in the United States were higher than in Mali (P = 0.005). Despite this difference participants at both sites were well informed overall. Although interpretation must be qualified because questionnaires were not intended as research tools and were not standardized among sites, these results do not support concerns about systematic low understanding among research participants in developing versus developed countries. In 1856, the State of Ohio began an enumeration of its population to count and identify people with disabilities. This paper examines the ethical role of the accounting profession in this project, which supported the transatlantic eugenics movement and its genocidal attempts to eliminate disabled persons from the population. We use a theoretical approach based on Levinas who argued that the self is generated through engagement with the Other, and that this engagement presupposes a responsibility to and for the Other. We show that successive waves of legislation relied on State and County auditors along with Township clerks and assessors to conduct the mechanics of the enumeration of the population, which focused on the identification, categorization, and counting of the disabled people of the State. We argue that the accounting-based technologies of enumeration and reporting objectify the enumerated persons and deny the auditor’s pre-existing ethical obligation to this new Other. We show how the financial expertise and structures of the State were engaged in the execution of this mandate, which remained in place for over a century and supported a program of institutionalization. We consider the ramifications of this for our understanding of the ethical role of public sector accounting in the United States over this period, which has been under-explored. (shrink)

This book provides a framework for thinking about foundational philosophical questions surrounding machine learning as an approach to artificial intelligence. Specifically, it links recent breakthroughs in deep learning to classical empiricist philosophy of mind. In recent assessments of deep learning's current capabilities and future potential, prominent scientists have cited historical figures from the perennial philosophical debate between nativism and empiricism, which primarily concerns the origins of abstract knowledge. These empiricists were generally faculty psychologists; that is, they argued that the active (...) engagement of general psychological faculties-such as perception, memory, imagination, attention, and empathy-enables rational agents to extract abstract knowledge from sensory experience. This book explains a number of recent attempts to model roles attributed to these faculties in deep neural network based artificial agents by appeal to the faculty psychology of philosophers such as Aristotle, Ibn Sina (Avicenna), John Locke David Hume, William James, and Sophie de Grouchy. It illustrates the utility of this interdisciplinary connection by showing how it can provide benefits to both philosophy and computer science: computer scientists can continue to mine the history of philosophy for ideas and aspirational targets to hit on the way to more robustly rational artificial agents, and philosophers can see how some of the historical empiricists' most ambitious speculations can be realized in specific computational systems. Decades of research have pushed us closer to understanding what babies know. However, a powerful approach – representational similarity analysis (RSA) – is underused in developmental research. I discuss the strengths of this approach and what it can tell us about infant conceptual knowledge. As a case study, I focus on numerosity as a domain where RSA can make unique progress.

A global target of stabilizing greenhouse-gas concentrations at between 450 and 550 parts per million carbon-dioxide equivalent has proven robust to recent developments in the science and economics of climate change. Retrospective analysis of the Stern Review suggests that the risks were underestimated, indicating a stabilization target closer to 450 ppm CO2e. Climate policy at the international level is now moving rapidly towards agreeing an emissions pathway, and distributing responsibilities between countries. A feasible framework can be constructed in which each (...) country takes on its own responsibilities and targets, based on a shared understanding of the risks and the need for action and collaboration on climate change. The global deal should contain six key features: a pathway to achieve the world target of 50 per cent reductions by 2050, where rich countries contribute at least 75 per cent of the reductions; global emissions trading to reduce costs; reform of the clean development mechanism to scale up emission reductions on a sectoral or benchmark level; scaling up of R&D funding for low-carbon energy; an agreement on deforestation; and adaptation finance. The current paper synthesizes theory and data from the field of life history (LH) evolution to advance a new developmental theory of variation in human LH strategies. The theory posits that clusters of correlated LH traits (e.g., timing of puberty, age at sexual debut and first birth, parental investment strategies) lie on a slow-to-fast continuum; that harshness (externally caused levels of morbidity-mortality) and unpredictability (spatial-temporal variation in harshness) are the most fundamental environmental influences on the evolution and development of LH (...) strategies; and that these influences depend on population densities and related levels of intraspecific competition and resource scarcity, on age schedules of mortality, on the sensitivity of morbidity-mortality to the organism’s resource-allocation decisions, and on the extent to which environmental fluctuations affect individuals versus populations over short versus long timescales. These interrelated factors operate at evolutionary and developmental levels and should be distinguished because they exert distinctive effects on LH traits and are hierarchically operative in terms of primacy of influence. Although converging lines of evidence support core assumptions of the theory, many questions remain unanswered. This review demonstrates the value of applying a multilevel evolutionary-developmental approach to the analysis of a central feature of human phenotypic variation: LH strategy. (shrink)

A plural referring expression (‘the Fs’ or ‘Tom, Dick and Harriet’) may be used to refer either distributively, saying something which applies to each of the Fs individually, or collectively, to the Fs taken as a single totality. Predicate Logic has to analyse both uses in terms of singular reference, treating them quite differently in so doing; but we think of such an expression as functioning in basically the same way in both kinds of use. This understanding can be vindicated (...) if we recognise that what a plural referring expression picks out is not either an aggregate simpliciter or a set, but a plurality– an aggregate taken relative to a principle for individuating its constituents; this admits of being seen either as many things or as one. In any given case, it is the nature of what is being said about the plurality which tells us whether the reference to it is to be taken as distributive, collective, or a combination of the two. Talk about pluralities is extensional. Augmenting Predicate Logic to accommodate the distinctive inference‐pattern associated with distributive plural reference is simple – and arguably necessary, to cope with cases in which distributive and collective reference are essentially combined (e.g., attributions of concerted action). Psychology's tendency to focus on confirmatory analyses before ensuring constructs are clearly defined and accurately measured is exacerbating the generalizability crisis. Our growing use of digital behaviors as predictors has revealed the fragility of subjective measures and the latent constructs they scaffold. However, new technologies can provide opportunities to improve conceptualizations, theories, and measurement practices.

Mr. Gellner’s book achieved a succès de scandale before it had been out very long. Professor Ryle’s refusal to have it reviewed in Mind on the ground that it was abusive and levelled accusations of disingenuousness against identifiable teachers of philosophy provoked in the columns of The Times an impassioned exchange of letters in the course of which a great many issues were firmly knotted together beyond all reasonable possibilities of disentanglement. The Thunderer summed up in favour of Mr. Gellner (...) and Lord Russell in what must be the first leader devoted to a philosophical topic within living memory. Such a hubbub could scarcely, in our culture, have been provoked by purely philosophical differences. It has in fact been a party fight in which much more than philosophical differences have been at stake. The position of Oxford in relation to the provincial universities and the University of London; the connexion of philosophers with the cultural ‘establishment’; the obscure mechanisms by which reputations among professional philosophers are made and marred and advancement secured or frustrated; all these and other issues have been caught up into the controversy. All these issues are in fact raised by Mr. Gellner in his book, and legitimately enough from his point of view—he is a philosopher who is now professionally concerned with sociology—; but the nature of his book, as a critical account of certain philosophical doctrines and simultaneously a treatment of these doctrines as ‘ideology’, that is, as in some sense doctrines the rationale of which can only be understood in terms of obscure social motivations, presents the philosophical reviewer with some difficulties. Any such reviewer is bound to rise up from a reading of Words and Things with strong feelings of sympathy for Professor Ryle, even if he takes the view that the refusal to arrange for a review in Mind was, so to speak, strategically wrong and tactically absurd. ABSTRACTEffects of metaphorical framing of political issues on opinion have been studied widely by two approaches: a critical-discourse approach and a response-elicitation approach. The current article reports a systematic literature review that examines whether these approaches report converging or diverging effects. We compared CDA and REA on the metaphorical frames that were studied and their reported effects. Results show that the CDA frames are typically more negative, nonfictional, and extreme than REA frames. Reported effects in CDA and REA studies differ (...) in terms of presence, directionality, and strength, with CDA typically reporting strong effects in line with the frame, compared to REA. These differences in effects can be explained by the different frame characteristics. However, differences in the methods applied by CDA and REA could be responsible for these differences as well. In all, we conclude that the research field is fragmented on the impact of metaphors in politics. (shrink)
