Duncan Black made a significant contribution to the development of public choice theory during his lifetime. Upon his death it became apparent that much of his scholarship and critique of economics was never published. Formal Contributions to the Theory of Public Choice is a collection of Duncan Black's unpublished works, representing his continuing contribution to economics and political science. It provides an insight into Black's intellectual endeavors and introduces some new ideas and extensions of earlier work.

Through examining the BBC television series, Black and British: A Forgotten History, written and presented by the historian David Olusoga, and in extending Paul Gilroy’s assertion that the everyday banality of living with difference is now an ordinary part of British life, this article considers how Olusoga’s historicization of the Black British experience reflects a convivial rendering of UK multiculture. In particular, when used alongside Žižek’s notion of parallax, it is argued that understandings of convivial culture can be supported by (...) a historical importance that deliberately ‘shocks’, and subsequently dislodges, popular interpretations of the UK’s ‘white past’. Notably, it is parallax which puts antagonism, strangeness and ambivalence at the heart of contemporary depictions of convivial Britain, with the UK’s cultural differences located in the ‘gaps’ and tensions which characterize both its past and present. These differences should not be feared but, as a characteristic part of our convivial culture, should be supplemented with historical analyses that highlight but, also, undermine, the significance of cultural differences in the present. Consequently, it is suggested that if the spontaneity of conviviality is to encourage openness, then understandings of multiculturalism need to go beyond reification in order to challenge our understandings of the past. Here, examples of ‘alterity’ are neither ‘new’ nor ‘contemporary’, but instead, constitute a fundamental part of the nation’s history: of the ‘gap’ made visible in transiting past and present. Black, Alan W The Rationalist Press Association, which was one of the original sponsors of the British Humanist Association, was also one of the influences which helped to bring the New South Wales Humanist Society into being. The immediate event which triggered the formation of the latter society was the visit to Australia in 1959 of the American evangelist, Billy Graham. Bill and Daphne Weeks, two Sydney school teachers who were members of the Rationalist Press Association, felt the need for (...) an organisation to promote humanism in Australia. Even prior to the Graham visit, they and others of similar persuasion had been writing to the ABC Weekly urging the Australian Broadcasting Commission to include humanist views in its programmes. This article explores Foucault’s two different notions of power: one where the subject is constituted by power–knowledge relations and another that emphasizes how power is a central feature of human action. By drawing out these two conceptualizations of power, Foucault’s work contributes three critical points to the formation of medicalized subjectivities: the issue of medicalization needs to be discussed both in terms of both specific practices and holistically ; we need to think how we as human beings are “disciplined” and (...) “subjectivated” through medicalization, as discourses, practices, and institutions are all crystallizations of power relations; and we need to reflect on how we can “resist” this process of subjectification, since “power comes from below” and patients shape themselves through “technologies of the self.” Ultimately, Foucault’s work does not merely assist us in refining our analysis; rather, it is essential for conceptualizing medicalization in contemporary society. Keyword analysis is used to compare the reporting strategies of three major UK newspapers on the topic of Edward Snowden and state surveillance. Differences are identified in the reporting strategies of The Guardian, Daily Mail and The Sun that provide insight into the ideology of the British press. There is significant variation in the style, content and stances of each newspaper towards state surveillance, as well as clear evidence of ideology within each paper: The Guardian is critical of surveillance and (...) defensive of its decision to publish classified documents; the Daily Mail focuses heavily on personalisation and the personal life of Edward Snowden; and The Sun perpetuates an us/them ideology that is highly supportive of state surveillance. These differences are motivated by each newspaper’s ideology, news values and audience considerations and demonstrate how British newspapers offer radically different perspectives on the same events. Our use of artefacts has at different moments been characterised as either replacing or impoverishing our natural human capacities, or a key part of our humanity. This article critically evaluates the conception of the natural invoked by both accounts, and highlights the degree to which engagement with material features of the environment is fundamental to all living things, the closeness of this engagement making any account that seeks to draw a clear boundary between body and artefact problematic. By doing this (...) I seek to clarify the nature of our embodied relationship with various kinds of artefacts; moving from tools to machines to digital interfaces, I consider their differing potentials to be gathered into the body schema, and thus change our embodied horizons of perception and action. While much research currently seeks to facilitate a more ‘natural’ mode of interacting with technology, I argue that such a mode of interaction does not exist outside the particularity of our relationships with specific objects. As a result, rather than trying to cater to supposedly more natural modes of action and perception, future technologies should aim to enrich our experience with new modes, inviting novel relationships that produce new kinds of sensory and other experience. The recent publication of the translation of Jacques Derrida’s Athens, Still Remains, a small volume of photographs and commentary, affords an opportunity to probe Derrida’s reflections on death and therefore on life as well. Looking at photographs and objects of everyday life, Derrida emphasizes the deferred yet certain nature of death and the way in which this deferral opens the opportunity to devote ourselves to life. His grounding of his philosophical and deconstructionist argument in contemplation of material fragments (the photographs (...) of ruins and scenes from the recent past of Athens) invites a comparison with the writing of sociologist Georg Simmel on ruins, time and death. Both writers attempt to discover practices of survival, the techne of affirming life in the face of death. For both of them these practices are sociological as well as philosophical, individual as well as collective, and aesthetic as well as intellectual. While their reflections thematically converge, their strategies for the affirmation of life are not identical, and we contrast Derrida’s approach, rooted in a concept of being in the world and a connection to others, to Simmel’s analysis which is focused on the role of culture and the force of the human spirit. Reconstructing a conversation between Derrida and Simmel and examining their intellectual rapprochement deepen our thinking about temporality and death as we confront the question ‘How are we to live?’. ABSTRACT:It may be too late to avoid the climate crisis, likely to be humanity's most expensive, widespread, and enduring catastrophe. This is a qualitatively different kind of catastrophe, in which increased costs, decreased revenue, and no possibility of bailout force communities to harshly cut budgets, especially in health care. Little is known about making such brutal cuts fair or efficient, nor how to help the public accept them. The crisis presents an opportunity for bioethicists to play a crucial role, but (...) one for which traditional approaches are inherently inadequate. Although often dismissed as heartless, Garrett Hardin's "lifeboat ethics" started a conversation about making ethical choices in global disasters—where all options are painful and unacceptable—and may provide guidance. Bioethics during the climate crisis must focus on communities rather than individuals and help survivors grieve the terrible consequences. Because today's choices will affect many generations, with the burdens falling most heavily on poor communities, we have to construct a radical bioethics to help tomorrow's health care become green, efficient, and fair.
