Neuronal aggregates involved in conscious awareness are not evenly distributed throughout the CNS but comprise key components referred to as the neural network correlates of consciousness (NNCC). A critical node in this network is the posterior cingulate, precuneal, and retrosplenial cortices. The cytological and neurochemical composition of this region is reviewed in relation to the Brodmann map. This region has the highest level of cortical glucose metabolism and cytochrome c oxidase activity. Monkey studies suggest that the anterior thalamic projection likely (...) drives retrosplenial and posterior cingulate cortex metabolism and that the midbrain projection to the anteroventral thalamic nucleus is a key coupling site between the brainstem system for arousal and cortical systems for cognitive processing and awareness. The pivotal role of the posterior cingulate, precuneal, and retrosplenial cortices in consciousness is demonstrated with posterior cingulate epilepsy cases, midcingulate lesions that de-afferent this region and are associated with unilateral sensory neglect, observations from stroke and vegetative state patients, alterations in blood flow during sleep, and the actions of general anesthetics. Since this region is critically involved in self reflection, it is not surprising that it is similarly a site for the NNCC. Interestingly, information processing during complex cognitive tasks and during aversive sensations such as pain induces efforts to terminate self reflection and result in decreased processing in posterior cingulate and precuneal cortices. Context: The debate around and about constructivism in German-language communication studies. Problem: The reception of constructivism in German-language communication studies exhibits all the features of an instructive lesson: it makes clear how an academic field reacts, and how it can react, to the introduction of specific theories. Moreover, this case highlights the persistent virulent fundamental conflict between realist and relativist epistemologies in conjunction with a matching catalogue of accusations raised – whether rightly or wrongly – towards all those representatives of (...) communication studies that have adopted a constructivist approach making use of constructivist arguments. Method: By reconstructing the debate as precisely as possible it is mapped onto the fundamental problems of the conception of constructivist theory. Results: It is demonstrated that the depicted reservations and accusations can essentially be mapped onto three fundamental problems of constructivist theory development. 1. The problem of practice-relevance. The central question is how the relationship between (constructivist) epistemology and everyday practice ought to be spelled out in concrete terms, because this very relationship is the source of many worries (“Constructivism undermines the journalistic ideal of objectivity,” etc.). 2. The problem of self-contradiction. It is essentially represented by the question of how one ought to present and promote a relativist epistemology – without at the same time, explicitly or implicitly, introducing absolute claims of validity that contradict one’s own initial premises. 3. The problem of terminological imprecision and referential confusion: concepts and terms such as “truth,” “reality” and “objective knowledge” are used in many different ways. It is not always clear whether an author wants to refer to an absolute reality or whether he or she is talking about a concept that is admittedly created within given frontiers of knowledge. Motivation: Classical definitions of information, such as the Shannon information, are designed for open loop systems because they define information on a channel which has an input and an output. The main motivation of this paper is to present a closed loop information measure which is compatible with constructivist thinking. Design: Our information measure for a closed loop system reflects how additional sensor inputs are utilised to establish additional sensor-motor loops during learning. Our information measure is based on the assumption (...) that it is not optimal to stay reactive and that it is beneficial to become proactive through increased learning about the environment. Consequently our information measure gauges the utilisation of new sensor inputs to generate anticipatory actions. We call this information measure "predictive information" (PI). Findings: Our PI is zero if the organism uses only its reflex reactions. It grows when the organism is able to use other sensor inputs to preempt reflex reactions and is able to replace reflexes by anticipatory reactions. This has been demonstrated with a real robot that had to learn to avoid obstacles. Conclusion: PI is a new measure which is able to quantify anticipatory learning and, in contrast to the Shannon information, is calculated only at the inputs of an agent. This information measure has been successfully applied to a simple robot task but its application is neither limited to a certain task nor to a certain learning rule. (shrink)

Open peer commentary on the article “Constructivism and Computation: Can Computer-Based Modeling Add to the Case for Constructivism?” by Manfred Füllsack. Upshot: The environment is not slowly constructed by the agent but is an integral part of being an agent because both, agent and environment, are part of a closed loop system. By identifying the perturbations impacting on the loops, with the help of second-order cybernetics, the agent can identify them as its environment.

The international political economy for higher education is marked by an increasing globalisation and regionalisation of activities. In this context an emphasis on the roles of universities as engines of economic growth and sub-national economic and social development can be seen. However, the de-contextualised nature of dominant neo-liberal global pressures gives rise to particular sets of issues for universities and a “missing middle” between contexts of knowledge production and application. This article explores these issues in comparative context, drawing on empirical (...) work undertaken on regional science policies in Europe and considering the implications for African universities as they seek to fulfil a diverse range of scientific and civic roles. It is structured in three sections. First, it examines the global pressures that are leading to a rethinking and rescaling of science. Second, it analyses changing discourses around excellence, relevance and context and in so doing identifies a convergence in models of national science policy. Finally, it examines the implications for the global university order, including issues of stratification and diversification and a resulting tension that emerges between the expectations of higher education and their capacities to deliver. It is this missing middle that needs consideration if expectations and capacity are to be more realistically matched for greater benefit. (shrink)
