Competing arguments surrounding the relationships between inequalities and labor rights have persisted over time. This paper explores whether labor rights increase or decrease two types of wage inequalities: vertical inequality and horizontal inequality. Vertical inequalities reflect inequalities in wealth or income between individuals, while horizontal inequalities reflect inequalities between social, ethnic, economic, and political groups which are usually culturally defined or socially constructed. By broadening the scope beyond traditional indicators of inequality (i.e., vertical inequality) to include horizontal inequality, we test (...) whether government respect for labor rights can help reduce inequality. We find that as labor rights and practices improve, countries see a decrease in horizontal inequality. Furthermore, as stronger protections for labor rights improve within countries, this also serves to reduce individual levels of inequality (i.e., vertical inequality). (shrink)

A close reading of the Periplus of the Erythraean Sea (1st century CE), an anonymous captain's manual written in everyday Greek, provides ways of thinking about broader questions concerning the connectedness of the Indian Ocean and the Mediterranean. It is located primarily in the Red Sea, an interstitial zone between the two large seas, and concerns long-distance networks of exchange between South Asia, the Arabian peninsula, the Horn of Africa, Alexandria, and beyond that the Mediterranean. Among the issues to (...) emerge are the linear nature of spatial experience and the means by which commodities are mapped. This short note considers the migration of the skyscraper from New York and Chicago to Asia and its absence in the emerging megacities of the Global South. Following 9/11, many commentators assumed that the skyscraper was finished, but this was clearly not the case, with super-tall construction now accelerating. However, the distributions of contemporary skyscrapers show us that there are shifts in global power and also in urban form.

BackgroundGenome-wide association studies (GWAS) provide a powerful means of identifying genetic variants that play a role in common diseases. Such studies present important ethical challenges. An increasing number of GWAS is taking place in lower income countries and there is a pressing need to identify the particular ethical challenges arising in such contexts. In this paper, we draw upon the experiences of the MalariaGEN Consortium to identify specific ethical issues raised by such research in Africa, Asia and Oceania.DiscussionWe explore (...) ethical issues in three key areas: protecting the interests of research participants, regulation of international collaborative genomics research and protecting the interests of scientists in low income countries. With regard to participants, important challenges are raised about community consultation and consent. Genomics research raises ethical and governance issues about sample export and ownership, about the use of archived samples and about the complexity of reviewing such large international projects. In the context of protecting the interests of researchers in low income countries, we discuss aspects of data sharing and capacity building that need to be considered for sustainable and mutually beneficial collaborations.SummaryMany ethical issues are raised when genomics research is conducted on populations that are characterised by lower average income and literacy levels, such as the populations included in MalariaGEN. It is important that such issues are appropriately addressed in such research. Our experience suggests that the ethical issues in genomics research can best be identified, analysed and addressed where ethics is embedded in the design and implementation of such research projects. While India was (...) nearly out of reach of those great ancient empire-builders, the Macedonians and the Romans, on the distant fringe of the Mediterranean sphere of contact and commerce, it was very much on their minds. [End Page 672] Grant Parker’s The Making of Roman India, like the India of fantasy, is sprawling and full of wisdom, if somewhat untidy. Rather than attempting to reconstruct the historical travels and concrete relations between Rome and South Asia, Parker examines the development of a literary discourse during the Empire, a collection of responses to and representations of that faraway place that were “conceived in terms of power relations in Roman society” (5–7). The scale of the inquiry is breathtaking, encompassing an array of texts in various genres from the Achaemenid background to the Christian reception and beyond, as it were, from Darius I to St. Thomas.Parker’s book, which grew from his Princeton dissertation through a Michigan fellowship and an early career at Duke, marks the culmination of a series of publications that include his co-edited volume, Ancient India in its Wider World (with Carla Sinopoli [Ann Arbor, Mich. 2008]), and several notable articles (e.g., Journal of the Economic and Social History of the Orient 45.1 [2002]: 40–95; Ars Orientalis 34 [2007]: 19–37; Journal of Medieval and Early Modern Studies 37 [2007]: 1–7). This ongoing project has established Parker as an important scholar of the classical tradition, cultural criticism, and travel literature. In his preface, Parker comments on the personal impact of Momigliano’s Alien Wisdom and dutifully notes the broad influence of Saïd’s Orientalism, while cautioning against the transposition of postcolonial theory to a preindustrial setting (8). He belongs to an energetic generation of classicists who are drawing a new picture of how the Greeks and Romans envisioned the East in literature and art. The Making of Roman India shares common ground with other recent studies of the dynamic construction of identity, and how one culture defines another under its own conditions, such as those by Phiroze Vasunia and Ian Moyer on Egypt (The Gift of the Nile [Berkeley 2001] and Egypt and the Limits of Hellenism [Cambridge 2011]) and by Nathanael Andrade on Syria (Syrian Identity in the Greco-Roman World [Cambridge 2013]). Parker has a distinct advantage because India, unlike Egypt or Syria, was an uncharted region of little historical consequence which intellectuals could shape and re-shape in line with their evolving interests. His study stands out for its remarkable blend of erudition, philological rigor, and creative insight.The book unfolds as an exploration of Indography through time. Part 1 (11–65) covers the Greek tradition up to the first century b.c.e. in four stages: Greek historiography out of Asia Minor during the Late Archaic to Late Classical periods; the explosion of knowledge emanating from Alexander’s campaign in 327–325 b.c.e.; the diplomatic activities of the Hellenistic kingdoms (particularly Megasthenes chez Chandragupta); and geographical thought. Parker’s handling of disparate, often challenging, sources is always accurate and incisive. His concluding remarks to individual sections can be less than startling: Hecataeus situated India in an ordered, pre-cartographic model of the world (20–21); Ctesias’ taste for marvels set him up for indictments of mendacity (30–33); Eratosthenes tied the subcontinent into his geodetic calculus (52–53). But the readings serve as reliable introductions to many texts that remain hard to access, and here the whole is more than the sum. In After God: Morality and Bioethics in a Secular Age, H. Tristram Engelhardt, Jr. explores the broad implications for moral reasoning once a culture has lost a God’s-eye perspective. In this paper, I focus on the implications of Engelhardt’s views for clinical ethics consultation. I begin by examining the question of whether clinical ethics consultants should advocate a particular viewpoint and/or process during consultations or adopt a neutral stance. I then examine the implications of Engelhardt’s views for this question. Finally, (...) For much of 2021, allocating the scarce supply of Covid‐19 vaccines was the world's most pressing bioethical challenge, and similar challenges may recur for novel therapies and future vaccines. In the United States, the Centers for Disease Control and Prevention's Advisory Committee on Immunization Practices (ACIP) identified three fundamental ethical principles to guide the process: maximize benefits, promote justice, and mitigate health inequities. We argue that critical components of the recommended protocol were internally inconsistent with these principles. Specifically, the ACIP (...) violated its principles by recommending overly broad health care worker priority in phase 1a, using being at least seventy‐five years of age as the only criterion to identify individuals at high risk of death from Covid‐19 during phase 1b, failing to recommend place‐based vaccine distribution, and implicitly endorsing first‐come, first‐served allocation. More rigorous empirical work and the development of a complete ethical framework that recognizes trade‐offs between principles may have prevented these mistakes and saved lives. (shrink)

This paper presents a computational model that integrates a dynamically structured holographic memory system into the ACT-R cognitive architecture to explain how linguistic representations are encoded and accessed in memory. ACT-R currently serves as the most precise expression of the moment-by-moment working memory retrievals that support sentence comprehension. The ACT-R model of sentence comprehension is able to capture a range of linguistic phenomena, but there are cases where the model makes the wrong predictions, such as the over-prediction of retrieval interference (...) effects during sentence comprehension. Here, we investigate one such case involving the processing of sentences with negative polarity items and consider how a dynamically structured holographic memory system might provide a cognitively plausible and principled explanation of some previously unexplained effects. Specifically, we show that by replacing ACT-R's declarative memory with a dynamically structured memory, we can explain a wider range of behavioral data involving reading times and judgments of grammaticality. We show that our integrated model provides a better fit to human error rates and response latencies than the original ACT-R model. These results provide proof-of-concept for the unification of two independent computational cognitive frameworks. (shrink)

To increasing numbers of people, sustainability is the key challenge of the twenty-first century. In the many fields where it is a goal, persistent problems obstruct the efforts of those trying to make a difference. The task of this book is to provide an overview of the current state of philosophy in the context of what philosophy is, could be or should be – in relation to sustainability and the human future on Earth. The book is conceived as a contribution (...) to the UN Decade of Education for Sustainable Development, helping to link work on philosophy and sustainability. Critiquing Sustainability, Changing Philosophy focusses on the importance of philosophical work to the formation and effectiveness of global civil society and social movements for sustainability in the context of the Anthropocene age of the Earth. It takes a transdisciplinary systems approach that challenges philosophy and concludes by proposing a greatly enhanced role for philosophy in contributing to global public reason for sustainability. Confidentiality in genetic testing posesimportant ethical challenges to the currentprimacy of respect for autonomy and patientchoice in health care. It also presents achallenge to approaches to decision-makingemphasising the ethical importance of theconsequences of health care decisions. In thispaper a case is described in which respect forconfidentiality calls both for disclosure andnon-disclosure, and in which respect forpatient autonomy and the demand to avoidcausing harm each appear to call both fortesting without consent, and testing only withconsent. This creates problems not only forclinicians, (...) families and patients, but also forthose who propose clinical bioethics as a toolfor the resolution of such dilemmas.In this paper I propose some practical waysin which ethical issues in clinical geneticsand elsewhere, might be addressed. Inparticular I call for a closer relationshipbetween ethics and communication in health caredecision-making and describe an approach to theethics consultation that places particularemphasis on the value of interpersonaldeliberation in the search for moralunderstanding. I reach these conclusionsthrough an analysis of the concept of `moraldevelopment'' in which I argue that theachievement of moral understanding is anecessarily intersubjective project elaboratedby moral persons. The use of video for research purposes is something that has attracted ethical attention and debate. While the usefulness of video as a mechanism to collect data is widely agreed, the ethical sensitivity and impact of recording equipment is more contentious. In some clinical settings the presence of a camera has a dual role, as a portal to a reflecting team and as a recording device to obtain research data. Using data from one such setting, family therapy sessions, this article (...) shows how the role played by recording equipment is negotiated in the course of talk and other activities that constitute sessions. Analysis reveals that members of the therapy interaction orient in different ways and for different purposes to the value of recordings. The article concludes that there are layers of benefit to be derived from recording of clinical interactions, including for members themselves, and this has wider implications for the ways in which qualitative research designs in health sciences are evaluated. Global health emergencies such as the COVID-19 pandemic are contexts in which it is critical to draw upon learning from prior research and to conduct novel research to inform real-time decision-making and pandemic responses. While research is vitally important, however, emergencies are radically non-ideal contexts for its conduct, due to exceptional uncertainty, urgency, disruption, health needs, and strain on existing health systems, amongst other challenges. This generates novel ethical challenges and a broader conception of research ethics is necessary to effectively (...) address the complexity of pandemic research contexts. Going beyond traditional approaches to research ethics centring on the design of specific studies, this broader conception requires consideration of fundamental questions relating to the exercise of power and influence throughout research pathways, and a broader attention to both salient ethical issues, and the ethical responsibilities of stakeholders. These include important questions about responsibilities to gather evidence and generate knowledge systematically during emergencies, to implement policy responses in ways that are amenable to evaluation, and even potential moral obligations to participate in research. In situations of heightened uncertainty, additional questions arise about what constitutes sufficient evidence to justify the development and implementation of policy responses, and the responsibilities of scientific and social science researchers involved in policy-making processes. The four cases in this chapter prompt reflection on evolving and at times competing values and responsibilities of policy-makers, regulators, health authorities and researchers during the design and conduct of research, and proposed early implementation of research findings. These cases highlight issues arising when conducting research of national importance in a pandemic, where researchers are required to liaise with authorities responsible for pandemic responses and address complex ethical issues, including protecting the interests of participants and publics when tensions arise between prioritising the completion of research and accelerating the rollout of novel health interventions. This chapter invites reflection on the practical ethical implications of commitments to undertake research during emergencies, including the nature and scope of the relevant responsibilities of a range of stakeholders. While the precipitous decline of biodiversity threatens life-sustaining processes and vast segments of the human population, concern about its loss remains extremely shallow. Nearly all motivational campaigns falsely assume that upon appreciating the relevant information, people will be sufficiently motivated to do something. But rational argumentation is doomed to fail, for there exists a motivational gap between a comprehension of the crisis and action taken based upon such knowledge. The origin of the gap lies neither in the quantity and quality (...) of information on the crisis, nor in the putative confl ict between self-interest and morality. Instead, it lies in “remoteness conditions” which dissociate decision-makers from ecological damage and enfeeble incentive to correct it. The centralremoteness conditions are spatial, temporal, and consequential. They can be eliminated by concretizing and particularizing earth others. While direct-experience, place-based educational programs satisfy the criteria, they are uncommon. There is also little opportunity for working adultsto engage in these sorts of activities. As such, the outlook for endangered species and humans in the developing world remains dire. (shrink)

Individual and institutional conflicts of interest arise with increasing frequency and negative sequelae as universities and their principals, as well as individual faculty members, engage in research with support from profit/not-for-profit entities. This essay examines how institutional and individual conflicts of interest arise for ethics centers and their faculty/staff, respectively. It defines COI, endorses a reasonable person standard for determining when COI exist, and considers problems that arise when disclosure of COI is embraced as a remedy for them. It argues (...) that transparency and disclosure are generally inadequate measures to address COI, especially those of ethics centers. It concludes by sketching other measures that may be ingredients in attempts to avoid, manage, or mitigate the COI of ethics centers and their faculty/staff. (shrink)
