Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, and environmental crises. (...) Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. In this volume prominent political theorists and social scientists present original discussions of such central issues. At this very historical moment of transition a new rationale for area studies emerged in the form of a geoeconomic imperative – both in the U.S. and, with a different gloss, in South Korea in the late 1990s. Second, on the basis of this historical apercu, the argument will be proposed that, given the problem of global warming and the issue‐area of global inequality lurking behind the United Nation’s Millennium Development Goals, a pressing contemporary task for philosophy is to make a critical contribution to developing a new planetary perspective for area studies informed by a constitutive philosophical anthropology attendant to the species being of human beings. An Area Studies Division was created at the 6th Section of the École Pratique des Hautes Études (Paris) in the mid-1950s. It was devoted to several world regions, including the USSR and eastern Europe. This article investigates the links between its institutionalization and the international scientific and financial transfers underpinning it: the transatlantic support granted to the nascent division by the Rockefeller and Ford foundations and the academic cooperation programme that it launched with eastern Europe. The Russian, Soviet and (...) East European programme served, thus, as an East/West interface and a platform for broader intellectual exchanges. Local French scientific, academic and political rationales favoured the specific pathways it took. The article also shows that the EPHE 6th Section was discreetly linked with American players in Cold War intellectual warfare whose forms of action gradually changed in the context of the thaw. In particular, it had connections with the Congress for Cultural Freedom. These collusions attest to the entanglement of scientific and political issues, their intricacies increasing when external factors compounded domestic ones. (shrink)

This study deals basically with a critique of ideological and policy-oriented approaches in area studies, and problems of political interventions and ideological inclinations in the Middle Eastern studies. Politics and ideology not only makes the area more complex to understand, since they aim to meet the needs of the governments, but also prevents the academic studies to develop independently. The study aims at putting forth a historical analysis required both to take the issues of the Middle East studies (...) within their unique socio-economic settings, and to regard them from the historical point of view. Central for the paper is to propose bases for the development of area studies depending on the interactions of regional histories and politics with each other. The study argues that Middle East studies in particular and area studies in general would produce reasonable knowledge and add up to the literature within a working relationship with world history, and in a comparative and multi-dimensional manner. We consequently look at this problem in terms of language and natural language processes influenced by a complex variety of factors—both interlinguistic and extralinguistic-focusing mainly on the linguistic contacts with emphasis on areal aspects.

Deep brain stimulation is a clinical intervention for the treatment of movement disorders. It has also been applied to the treatment of psychiatric disorders such as depression, anorexia nervosa, obsessive-compulsive disorder, and schizophrenia. Psychiatric disorders including schizophrenia, bipolar disorder, and major depression can lead to psychosis, which can cause patients to lose touch with reality. The ventral tegmental area, located near the midline of the midbrain, is an important region involved in psychosis. However, the clinical application of electrical stimulation (...) of the VTA to treat psychotic diseases has been limited, and related mechanisms have not been thoroughly studied. In the present study, hyperlocomotion and stereotyped behaviors of the mice were employed to mimic and evaluate the positive-psychotic-like behaviors. We attempted to treat positive psychotic-like behaviors by electrically stimulating the VTA in mice and exploring the neural mechanisms behind behavioral effects. Local field potential recording and in vivo fiber photometry to observe the behavioral effects and changes in neural activities caused by DBS in the VTA of mice. Optogenetic techniques were used to verify the neural mechanisms underlying the behavioral effects induced by DBS. Our results showed that electrical stimulation of the VTA activates local gamma-aminobutyric acid neurons, and dopamine neurons, reduces hyperlocomotion, and relieves stereotyped behaviors induced by MK-801 injection. The results of optogenetic manipulation showed that the activation of the VTA GABA neurons, but not DA neurons, is involved in the alleviation of hyperlocomotion and stereotyped behaviors. We visualized changes in the activity of specific types in specific brain areas induced by DBS, and explored the neural mechanism of DBS in alleviating positive psychotic-like behaviors. This preclinical study not only proposes new technical means of exploring the mechanism of DBS, but also provides experimental justification for the clinical treatment of psychotic diseases by electrical stimulation of the VTA. This study investigates seasonality of marriages and reproductive isolation in six long-isolated communities in the central Apennines (Italy). It had two objectives: (1) the identification of an Apennine biodemographic model in comparison with mountain communities of other regions, and with non-Apennine communities in Abruzzo, and (2) to identify the possible effects of the drainage of Lake Fucino (1854 shows that there was a delayed, limited period of increased consanguinity in the few decades around the turn of the century. The rational allocation of functional areas is the foundation for addressing the sustainable development of cities. Efficient and accurate identification methods of urban functional areas are of great significance to the adjustment and testing of urban planning and industrial layout optimization. Firstly, by employing multisource geographic data, an identification method of urban functional areas was developed. A quantitative measurement approach of the urban functional area was then established considering the comprehensive effects of human-land, space-time, and thematic information to present (...) the covering area of ground objects, public awareness, and empirical research. Finally, the Zhengzhou city, which locates in Henan province of central China, was used to test the method. The results show that the developed method is efficient, accurate, and universal and can identify urban functional areas quickly and accurately. We found that the overall distribution of Zhengzhou’s functional areas presents a spatial pattern of single and multimixed coordinated development. The city’s commercial functional areas and commercial-based mixed functional areas are located in the city’s central area. The green square’s function area occupies relatively low and is mainly distributed in the city’s fringe. (shrink)

‘지역학(Area Studies, 지역연구)’은 지금껏 지성적이고 도덕적인 정의와 의미를 부여하는 부단한 노력에도 불구하고 순수한 세계인식의 한 부분이자 순수 아카데미즘의 범주에 자리집기에는 여전히 많은 난제들을 안고 있다. 그 주된 장애요인 중의 하나가 지역연구의 제국주의적인 추악성, 다시 말해 구미 패권적 국익에 봉사해온 정책과학이라는 혐의일 것이다. 이런 점에서 본고는 세계단위론의 연속선상에서 근현대 구미로 대변되는 강한 공간의 세계분할론적인 발상에 대항하는 동아시아적 지역관과 그 이론모델을 안출하기 위해 기획된 것이다. 구체적으로는 20세기 전반기 중국의 대표적인 문화학자 주쳰즈(朱謙之, 1899~1972)의 문화유형학, 즉 세계문화유형과 그 지리분포 논의에서 모색해보고자 했다. 주쳰즈가 (...) 구도한 ‘대문명권 — 세계단위’로서의 ‘세계문화의 지리적 3원론’은 지속가능한 공존을 위한 지역인식의 새로운 방법으로 자리매김할 수 있다. 특히 그것이 종래 구미형이나 이를 복사한 일본형의 제국주의적 지역구획 개념에서 탈피된 동아시아 시각의 ‘탈오리엔탈리즘적 세계단위’라는 점에서 의미심장하다. 주쳰즈는 당시 서구제국주의의 지역구도와 이를 모방한 일제의 굴절된 전쟁주의적 지역인식을 목도하면서 그에 맞서 문화주의적 세계단위와 그런 ‘세계’성을 규명하는 학문적 노력을 경주했다. 그것은 다원주의적 ‘세계문화 3원론’, 이를테면 ‘종교적 문화구역 — 인도’, ‘철학적 문화구역 — 중국’, ‘과학적 문화구역 — 서양’으로 압축된다. 이 세 문화지역은 인구조밀지역에서의 ‘공간=지역단위’ 인식이자 ‘시간=역사’ 인식이다. 뿐더러 세계단위로서의 공통적인 세계관이나 가치관을 가진 인간 집단이 거주하는 지리적 범위에 해당한다. 이 일련의 ‘문화학적 단위성’의 착상은 오늘날 인류사회의 장기지속적인 평화공존을 위한 새로운 지역연구의 방향설정에 귀중한 지적 영감과 좌표를 제공해준다. The present study aimed at investigating the heavy metals concentrations in the soils around “Larga de Sus” abandoned mine (Zlatna, Romania), evaluating the potential ecological risk of heavy metal pollution and highlighting ethical aspects related to risk assessment, ecological restoration, and soil remediation. The results of the chemical analysis showed that the soil in the study area is highly polluted with heavy metals since the average concentrations of Pb (32.4–2318.1 mg/kg), and Ni (321.6–562.8 mg/kg) in soil exceed their corresponding (...) threshold established by the Romanian legislation. The potential ecological risk index method developed by Hakanson was used to assess the potential risk of heavy-metal pollution. The results indicated that Pb and Ni showed severe and considerable potential ecological risk, while Cr had lightly ecological risk. In this case, remediation should be focused only on Pb or on all heavy metals even if they have lightly ecological risk? A scientific management technique cannot logically prescribe which choices should be selected. The interaction between human activity and the environment is complicated and difficult to quantify and risk management cannot and should not be based simply on risk assessment results. What is needed to make the right choice of the most appropriate alternative that fits our personality, culture, religion, and desires? The moral and ethical implications of ecological restoration and soil remediation (e.g. tolerance of uncertainty, responsibility, moral duty, etc.) have to be incorporated within the decision-making process in order to make optimum sustainable decisions and to achieve real environmental protection. This article proposes a geostatistical solution for area-to-point spatial prediction (downscaling) taking into account boundary effects. Such effects are often poorly considered in downscaling, even though they often have significant impact on the results. The geostatistical approach proposed in this article considers two types of boundary conditions (BC), that is, a Dirichlet-type condition and a Neumann-type condition, while satisfying several critical issues in downscaling: the coherence of predictions, the explicit consideration of support differences, and the assessment of uncertainty regarding (...) the point predictions. An updating algorithm is used to reduce the computational cost of area-to-point prediction under a given BC. In a case study, area-to-point prediction under a Dirichlet-type BC and a Neumann-type BC is illustrated using simulated data, and the resulting predictions and error variances are compared with those obtained without considering such conditions. It does so, not by concentrating on analyses of stimulus exchanges - largely specific to the species - by which a congener is recognized, but on the more general questions of why a notion of congener exists at all and why it plays such an extraordinary important role in animal and human behaviour.Three separate approaches, by way of anthropomorphic psychology, a paraphysical energy model (...) and the physical theory of the implicate order, lead to the recognition of a certain inseparability of self and congener; and to an interpretation of the content of the notion of congener and of the behaviour in relation to it, in terms of the fundamental concept of energy and the even more fundamental one of order. In Studies on Early Modern Aristotelianism Paul Richard Blum shows that Aristotle’s thought remained the touchstone of modern philosophy; for it was the philosophy taught at universities. The concept of philosophy at Jesuit schools forms the first part of this book. Their impact on the sciences and mathematics in combination with Renaissance ideas of nature is the topic of the second part. Evolutionary change occurs most often through the modification of pre-existing structures. What were the pre-existing circuits in our primate ancestors that paved the way for human language, and how did they change in the lineages leading to our present condition? Among the neural modifications that were critical for human language, there are two of special interest: The origin and evolution of the remarkably rich conceptual world that humans share to the exclusion of other primates, and the origin of neural circuitry (...) that underlies various sequential and hierarchical aspects of language, as utilized for example in syntax and word morphology. In reality, most state actors—especially those in the developing world—are usually incapable of effectively governing all facets of their territory. This has necessitated the intervention of non-state actors (in this instance, corporations), who through their social responsibility engagements act as functional equivalents to state-driven government. Using empirical data, this article evaluates the “governance” interventions of corporations in the oil industry in Nigeria’s Delta region. While arguing that the area qualifies as an area of limited statehood, the article asserts (...) that corporate social responsibility practices that are based on Western (neoliberal) approaches cannot contribute effectively to the sustainable development of host-communities. In this context, the article contends that since the social responsibility engagements of corporations in the Niger Delta (as in most developing countries) are influenced by a pro-West philosophy, the end result is a business responsibility engagement which is ineffective as a development strategy. Specialist Sport Programs are an underexamined activity that combines the best features of two different contexts for adolescent development: a sporting program and a secondary school. A mixed-methods study was conducted to determine the influence of participation in SSPs on the educational outcomes of lower secondary students in Western Australia. The results demonstrated a significant improvement in specialist students' mean grade for Mathematics over the course of a year, while their mean grade for all other subjects, and their level of (...) engagement with school, remained stable over the same period of time. Semi-structured interviews were also conducted with key stakeholders. Overall, the participants felt that SSPs had a positive influence on students' engagement with school, and that this engagement had a positive impact on their academic achievement. Taken together, the results of this research suggest that there is a role for SSPs in promoting positive educational outcomes for lower secondary students attending public schools located in low SES areas. Oxford Studies in Agency and Responsibility is a forum for outstanding new work in an area of vigorous and broad-ranging debate in philosophy and beyond. What is involved in human action? Can philosophy and science illuminate debate about free will? How should we answer questions about responsibility for action?

Brindley proposed that we initially generate movements , under higher cerebral control. As the movement is practiced, the cerebellum learns to link within itself the context in which the movement is made to the lower level movement generators. Marr and Albus proposed that the linkage is established by a special input from the inferior olive, which plays upon an input-output element within the cerebellum during the period of the learning. When the linkage is complete, the occurrence of the context (represented (...) by a certain input to the cerebellum) will trigger (through the cerebellum) the appropriate motor response. The movement is distinguished from the conscious movement by its now being automatic, rapid, and stereotyped. The idea is still controversial, but has been supported by a variety of animal studies and, as reviewed here, is consistent with the results of a number of human PET and ablation studies. I have added to the idea of context-response linkage what I think is another important variable: novel combinations of downstream elements. With regard to the motor system and the muscles, this could explain how varied combinations of muscles may become active in precise time-amplitude specifications so as to produce coordinated movements appropriate to specific contexts. In this target article, I have further extended this idea to the premotor parts of the brain and their role in cognition. These areas receive influences from the cerebellum; they are active both in planning movements that are to be executed and in thinking about movements that are not to be executed. From recent evidence, the cerebellar output extends even to what has been characterized as the ultimate frontal planning area, the cortex, area 46. The cerebellum thus may be involved in context-response linkage, and response combination even at these higher levels. The implication would be that, through practice, an experiential context would automatically evoke a certain mental action plan. The plan would be in the realm of thought, and could lead to execution. The specific cerebellar contribution would be one of the context linkage and the shaping of the response, through trial and error learning. The prefrontal and premotor areas could still plan without the help of the cerebellum, but not so automatically, rapidly, stereotypically, so precisely linked to context, or so free of error. While utopian scholars have begun unpicking the colonial entanglements of utopianism’s origins (particularly as a literary genre grounded in pelagic crossings to the New World that have advocated slavery, extractivism, and eugenics to name a few notable examples across the utopian canon), few, (...) if any, have incorporated the perspectives, aesthetics, and theoretical work of Black scholars themselves.1 The following are a few brief remarks organized around keywords (in a nod to Raymond Williams, a fierce advocate of utopian thinking) that attempt to sketch an answer to these questions, with a focus on my own area of utopian study: utopian literary and cultural production in the contemporary period.ProgressWe might start by considering the literary utopia’s most prolific period, from roughly 1880 to 1915. In a deluge of utopian narratives, many of them penned by amateur writers, we find the emergence of a genre that is thoroughly [End Page 498] rooted in industrialized progress. Whatever their perspective on capitalism and waged labor, these works privilege advanced industrialization as the primary means to eliminate poverty and disease, thereby liberating workers into automated futures of post-scarcity abundance. Examples include Edward Bellamy’s highly rationalized system of pneumatic delivery (Looking Backward: 2000–1887 [1888]), Mary E. Bradley Lane’s chemical production of food from waste products (Mizora: A World of Women [1890] 1999), H. G. Wells’s titanic hydro-powered engineering (Men Like Gods [1923]), Edward Bulwer Lytton’s lithic limitless energy, Vril (The Coming Race [1871]), or the ubiquitous electricity that powers Elizabeth Burgoyne Corbett’s clean city (New Amazonia: A Foretaste of the Future [1899] 2011), Alice Ilgenfritz Jones and Ella Marchant’s advanced Martian society (Unveiling a Parallel: A Romance [1893]), and Alexander Bogdanov’s advanced scientific culture on the red planet (Красная звезда [Red Star (1908) 1984]). Indeed, many notable dystopian novels begin with the same premise of highly automated societies that focus, rather, on the awfulness of life without purpose (Anna Bowman Dodd’s The Republic of the Future; Or, Socialism a Reality [1887], E. M. Forster’s “The Machine Stops” [1909], Kurt Vonnegut’s Player Piano [1952]). While they are far from uncritical of the telos of historical progress (most of the works highlight the class and gender inequalities of their own time), utopian novels in this period tend to view the utopian process as one of harnessing historical progress in a more equitable direction; they rarely question the Hegelian premise that history moves through contradictory forces in a dialectical series of stages.In his 2016 book Hope Draped in Black, Joseph R. Winters explores the lasting damage that ideas of historical progress have wrought on Black writers, artists, and thinkers. While notions of racial uplift are loaded with a linear narrative of Black progress such conceptions, he writes, “are mediated by melancholy, loss, and a recalcitrant sense of tragedy” (6–7). Building on Adorno and Horkheimer’s landmark critique in Dialectic of Enlightenment (1944) as well as the works of W. E. B. Du Bois, Winters notes thatmodern notions of progress and freedom are inherently flawed and problematic because they rely on and are intertwined with practices and conditions—capitalism, colonial expansion, racial hierarchies, endeavors, and incentives to usurp and possess that earth—that are harmful to non-Europeans, working-class bodies, women, and other groups.(2016, 8) [End Page 499]Examining the relationship between melancholy and hope in Black literary and aesthetic traditions, Winters explores how writers such as Toni Morrison and Ralph Ellison incorporate jazz into their works, using its discordant, improvisational structures to imagine time out of joint (the Derridean deferral of justice announced by the arrival of the specter of old King Hamlet, who returns) (Derrida 1994). Here, Winters writes, “the past can always haunt and disturb the present [so that] the present is always a site of potential breaks and ruptures that can signify both dislocation and pain as well as novelty and possibility” (2016, 25). The article is devoted to an analysis of Carpathian-Balkan studies conducted by the Russian Academy of Sciences since 2006. The Slovak tradition is an important one, as it displays characteristics which are common to the Carpathian region as a whole. Furthermore, there are a number of Carpathian-South Slavic and Carpathian-Balkan parallels in terminology and related phenomena in folk culture.

The Area Activation Model (Pomplun, Reingold, Shen, & Williams, 2000) is a computational model predicting the statistical distribution of saccadic endpoints in visual search tasks. Its basic assumption is that saccades in visual search tend to foveate display areas that provide a maximum amount of task‐relevant information for processing during the subsequent fixation. In the present study, a counterintuitive prediction by the model is empirically tested, namely that saccadic selectivity towards stimulus features depends on the spatial arrangement of search (...) items. We find good correspondence between simulated and empirically observed selectivity patterns, providing strong support for the Area Activation Model. (shrink)

Judgments concerning animals have arisen across a variety of established practice areas. There is, however, no publicly available repository of judgments concerning the emerging practice area of animal protection law. This has hindered the identification of individual animal protection law judgments and comprehension of the scale of animal protection law made by courts. Thus, we detail the creation of an initial animal protection law repository using natural language processing and machine learning techniques. This involved domain expert classification of 500 (...) judgments according to whether or not they were concerned with animal protection law. 400 of these judgments were used to train various models, each of which was used to predict the classification of the remaining 100 judgments. The predictions of each model were superior to a baseline measure intended to mimic current searching practice, with the best performing model being a support vector machine (SVM) approach that classified judgments according to term frequency—inverse document frequency (TF-IDF) values. Investigation of this model consisted of considering its most influential features and conducting an error analysis of all incorrectly predicted judgments. This showed the features indicative of animal protection law judgments to include terms such as ‘welfare’, ‘hunt’ and ‘cull’, and that incorrectly predicted judgments were often deemed marginal decisions by the domain expert. The TF-IDF SVM was then used to classify non-labelled judgments, resulting in an initial animal protection law repository. Inspection of this repository suggested that there were 175 animal protection judgments between January 2000 and December 2020 from the Privy Council, House of Lords, Supreme Court and upper England and Wales courts. Pioneering work in interdisciplinary animal studies, much of it under the rubric of ecofeminism, dates back to the 1970s. Yet animal studies remained an idiosyncratic backwater until its twenty-first-century reinvention as a high-profile area of humanities research. This essay ties the soaring cachet of the new animal studies to a revamped origin story—one beginning in 2002 and claiming Derrida as founding father. In readings of Derrida and leading animal studies theorist Cary Wolfe, I examine the gender politics of animal (...) studies today, especially that affiliated with Wolfe’s formulation of posthumanism. In addition to slighting important ecofeminist precedents, this approach to animal studies is remarkably anxious to distance itself both from emotional attachments to animals and from scholars working on gender, sexuality, and race. I attribute this anxiety in part to the gendered opposition, longstanding in academia, between scholarship frankly motivated by feeling and scholarship whose prestige depends on claims to “masculine” objectivity and theoretical rigor. To counter this logic, I turn to animal studies foremothers Carol Adams and Donna Haraway; despite disagreements on several key issues, Adams and Haraway share a readiness to own their debt to feminist thinking and to see their theoretical work as inseparable from emotional and political commitments to animals. BackgroundThe conduct of research is critical to advancing human health. However, there are issues of ethical concern specific to the design and conduct of research in conflict settings. Conflict-affected countries often lack strong platform to support technical guidance and monitoring of research ethics, which may lead to the use of divergent ethical standards some of which are poorly elaborated and loosely enforced. Despite the growing concern about ethical issues in research, there is a dearth of information about ethical compliance in (...) conflict areas. Valid and ethically informed decision-making is a premier pact with research participants in settling possible ethical issues before commencing the research, which is ensured by gaining informed consent from prospective participants of the research.AimsThis research aimed to explore compliance with research ethics and consent validity in community-based epidemiological research conducted previously.MethodsResearch participants were recruited in the western part of Ethiopia in three districts subjected to conflicts. A community-based cross-sectional study design was utilized, and 338 residents were enrolled as study participants. All participants had previously been enrolled as research participants in epidemiological studies. Data was collected using a questionnaire that was pilot-tested before the commencement of the main data collection. The questionnaire focused on participants’ experiences of the informed consent process followed when they were recruited for an epidemiological study and covered themes such as essential information provided, level of comprehension, and voluntarism of consent.ResultsOver half of the study participants, 176 (52%), were not provided with essential information before consenting. And 135 (40%) of them did not comprehend the information provided to them. One hundred and ninety (56%) participants freely and voluntarily agreed to partake in one of these epidemiological studies, with over a quarter (97; 28.7%) of them reporting they were subjected to undue influence. Written consent was obtained from only 32 (9.4%) of the participants. (shrink)
