This book represents a considerable revision and expansion of Public Choice II. Six new chapters have been added, and several chapters from the previous edition have been extensively revised. The discussion of empirical work in public choice has been greatly expanded. As in the previous editions, all of the major topics of public choice are covered. These include: why the state exists, voting rules, federalism, the theory of clubs, two-party and multiparty electoral systems, rent seeking, bureaucracy, interest groups, dictatorship, the (...) size of government, voter participation, and political business cycles. Normative issues in public choice are also examined including a normative analysis of the simple majority rule, Bergson–Samuelson social welfare functions, the Arrow and Sen impossibility theorems, Rawls's social contract theory and the constitutional political economy of Buchanan and Tullock. This piece continues my efforts to identify the link between the Philosophical Investigations’ criss-cross form and its conception of philosophy and philosophical methods. In my ‘The Philosophical Investigations and Syncretistic Writing’ I established a connection between the PI’s criss-cross form and Wittgenstein’s saying that philosophy proper is like ‘Dichtung’. In this chapter I link the criss-cross form with the PI’s conception of the example and the central role it receives in Wittgenstein’s later philosophy. I contrast the PI’s conception of philosophy (...) with a conception that is guided by a scientistic approach and regards philosophical problems as somewhat similar to normal science puzzles. While this approach is prominent nowadays, it is not a conception shared by the PI. Rather, it is exactly this approach that the PI opposes with its criss-cross form. I hold that the radical nature of the PI’s form has largely gone unnoticed in Wittgenstein reception, including among scholars who regard Wittgenstein as a ‘therapeutic’ philosopher. As in my 2013 paper, here too I refer to Ortner’s description of writing strategies as a valuable tool for identifying working strategies and turning points in Wittgenstein’s formation of the PI, especially ‘linear step-by-step’, ‘syncretistic’ and ‘puzzle’ writing. In The Democratic Soul, Aaron L. Herold argues that liberal democracy's current crisis—of extreme polarization, rising populism, and disillusionment with political institutions—must be understood as the culmination of a deeper dissatisfaction with the liberal Enlightenment. Major elements of both the Left and the Right now reject the Enlightenment's emphasis on rights as theoretically unfounded and morally undesirable and have sought to recover a contrasting politics of obligation. But this has re-opened questions about the relationship between politics and religion long (...) thought settled. To address our situation, Herold examines the political thought of Spinoza and Tocqueville, two authors united in support of liberal democracy but with differing assessments of the Enlightenment. Through an original reading of Spinoza's Theologico-Political Treatise, Herold uncovers the theological foundation of liberal democracy: a comprehensive moral teaching rehabilitating human self-interest, denigrating "devotion" as a relic of "superstition," and cultivating a pride in living, acting, and thinking for oneself. In his political vision, Spinoza articulates our highest hopes for liberalism, for he is confident such an outlook will produce both intellectual flourishing and a paradoxical recovery of community. But Spinoza's project contains tensions which continue to trouble democracy today. As Herold shows via a new interpretation of Tocqueville's Democracy in America, the dissatisfactions now destabilizing democracy can be traced to the Enlightenment's failure to find a place for religious longings whose existence it largely denied. In particular, Tocqueville described a natural human desire for a kind of happiness found, at least partly, in self-sacrifice. Because modernity weakens religion precisely as it makes democracy stronger than liberalism, it permits this desire to find new and dangerous outlets. Tocqueville thus sought to design a "new political science" which could rectify this problem and which therefore remains indispensable today in recovering the moderation lacking in contemporary politics. Turing tersely mentioned a notion of ``cultural search'' while otherwise deeply engaged in the design and operations of one of the earliest computers. His idea situated the individual squarely within a collaborative intellectual environment, but did he mean to suggest this in the form of a general information system? In the same writing Turing forecast mechanizations of proofs and outlined genetical searches, much later implemented in cellular automata. The conjecture explores the networked data-information-knowledge continuum as the subject of Turing's notions (...) of search and intelligence, using analogous models from library systems theory. Floridi's philosophy of information is posed as a potential guide to applied information services design of the Turing type. The initial problem is to identify a minimal set of assumptions from Turing's essay beyond the general context of computing. This set will form a bridge to an analogous set of principles in library systems models by eliciting supporting evidence in the literature relating the two. Finally it will be shown how Floridi's philosophy of information more fully encompasses Turing's insight in view of the conjecture. (shrink)

In this book, Andy Mueller examines the ways in which epistemic and practical rationality are intertwined. In the first part, he presents an overview of the contemporary debates about epistemic norms for practical reasoning, and defends the thesis that epistemic rationality can make one practically irrational. Mueller proposes a contextualist account of epistemic norms for practical reasoning and introduces novel epistemic norms pertaining to ends and hope. In the second part Mueller considers current approaches to pragmatic encroachment in epistemology, ultimately (...) arguing in favor of a new principle-based argument for pragmatic encroachment. While the book defends tenets of the knowledge-first programme, one of its main conclusions is thoroughly pragmatist: in an important sense, the practical has primacy over the epistemic. (shrink)

This essay provides an orientation-philosophical engagement with the current Coronavirus pandemic. It explores how this crisis brings to the fore the very processes of orientation and how the current emergency mode is accompanied by an overall shift to moral orientation.

Bynum (Putting information first: Luciano Floridi and the philosophy of information. NY: Wiley-Blackwell, 2010) identifies Floridi’s focus in the philosophy of information (PI) on entities both as data structures and as information objects. One suggestion for examining the association between the former and the latter stems from Floridi’s Herbert A. Simon Lecture in Computing and Philosophy given at Carnegie Mellon University in 2001, open problems in the PI: the transduction or transception, and how we gain knowledge about the world as (...) a complex, living, information environment. This paper addresses PI across a model of interoperating levels: perception (P)—intuition (N)—computation (C)—information (I), as factored by cognitive continuity (1), temporality (2), and constitution (3). How might we begin to characterize our experience of an abstract information object across such a matrix? Chudnoff’s rationalist distinctions between perception and intuition serve as a first rung of the ladder. Turing’s brief references to the utility of intuition, in an allied, rationalist-Cartesian sense, provide the next step up to computation. Floridi provides the final link from computation to information. (shrink)

The paper explores a metaphysics of information enriched by a computational view of Buddhism consistent with onto-ethics. To the extent that Floridi has explained the new philosophy of information as borrowing methods from computer science to approach philosophical problems computationally, I believe an applied philosophy of information can return the fruits of these results back to grounding issues in the practices of information technology. With this process we also foster a cross-fertilization between Eastern and Western philosophies, in the larger, intercultural (...) arena. (shrink)

Recently, Kenneth Westphal has presented a highly interesting and innovative reading of Kant's critical philosophy.2 This reading continues a tradition of Kantscholarship of which, e.g., Paul Guyer's work is representative, and in which the antiidealistic potential of Kant's critical philosophy is pitted against its idealistic selfunderstanding. Much of the work in this tradition leaves matters at observing the tensions this introduces in Kant's work. But Westphal's proposed interpretation goes farther. Its attractiveness derives for the most part from the promise that (...) it permits an internal critique of Kant's transcendental idealism (TI), that is, a critique that is based on the very resources of Kantian transcendental philosophy.3 In contrast to these resources, which currently seem to go through a sort of revival in an enormous array of fields, TI is notorious for dismaying even sympathetic interpreters. How attractive and needed such an internal critique of TI would be becomes all the more patent when we place such a promise in the context of some of the contemporary discussions about TI after Allison's famous defense of it. Before directly engaging with Westphal's interpretation, I would therefore like to quickly sketch on what background it acquires its force (I). After characterizing the main features of Westphal's view (II), and supporting it in more detail by an account of Kant's theory of cognitive significance (III), I then want to review the extent of its success to present Kant as issuing an anti-skeptical argument (IV.1), or semantic views that are incompatible with TI (IV.2), or a 'proof of not merely empirical realism' (IV.3). This paper presents two hitherto unknown dream reports by Ludwig Wittgenstein, written down by him in October 1942. The two reports are introduced by the title “Ein Traum” and found in his Nachlass item Ms-126, pages 21–26. They are edited here in parallel diplomatic and linear, gently normalized transcription. Facsimiles of the pages containing the reports can be viewed on Wittgenstein Source where they were published in the spring of 2016.

Mueller et al. discuss the role of acoustic cues in detecting language structure more generally. Across languages, there are clear links between acoustic cues and syntactic structure. They show that AGL experiments implementing analogous links demonstrate that prosodic cues, as well as various auditory biases, facilitate the learning of structural rules. Some of these biases, e.g. for auditory grouping, are also present in other species.

The attempt of modern social science to follow the methods of the physical sciences in seeking verification of its theories by statistical techniques is a result of an outmoded view of the methods of the physicist. The decisive element in verifying a theory is not the amassing of large bodies of data but insightful judgment into a relatively few cases. Because the will is primary in scientific activity, scientific statements, particularly those of social science, have the same cognitive status as (...) religious and ethical beliefs. Continued disagreements are, therefore, inevitable in the social sciences. (shrink)

Over the last decades, empirical research on subjective well-being in the social sciences has provided a major new stimulation of the discourse on individual happiness. Recently this research has also been linked to economics where reported subjective well-being is often taken as a proxy measure for individual welfare. In our review, we intend to provide an evaluation of where the economic research on happiness stands and of three directions it might develop. First, it offers new ways for testing the basic (...) assumptions of the economic approach and for going about a new understanding of utility. Second, it provides a new possibility for the complementary testing of theories across fields in economics. Third, we inquire how the insights gained from the study of individual happiness in economics affect public policy. (shrink)

I discuss the knowledge account of legal proof in Moss (2023) and develop an alternative. The unifying thread throughout this article are reflections on the beyond reasonable doubt (BRD) standard of proof. In Section 1, I will introduce the details of Moss’s account and how she motivates it via the BRD standard. In Section 2, I will argue that there are important disanalogies between BRD and knowledge that undermine Moss’s argument. There is however another motivation for the knowledge account: combined (...) with auxiliary claims, that is probabilistic knowledge and moral encroachment, it can provide a general solution to the puzzle of statistical evidence. Section 3 spells out the details. In Section 4, I suggest to combine the knowledge account with pragmatic encroachment, instead of moral encroachment, in order to stay clear of the thorny issues whether corporations have moral rights. In Section 5, I argue that the verdicts of Moss’s account in cases of false justified beliefs and non-luminous knowledge conflict with the BRD standard and thus call for abandoning the account. Based on the social function of the BRD standard, I suggest a replacement for the knowledge account that is also just as potent as a general solution for the puzzle of statistical evidence. While I will grant that knowledge is neither always necessary nor always sufficient for convictions, I will argue that the concept of knowledge nonetheless plays a significant and ineliminable role in legal decision-making.
