In a recent article I compared the problem of theory choice, in which scientists must choose between competing theories, with the problem of social choice, in which society must choose between competing social alternatives. I argued that the formal machinery of social choice theory can be used to shed light on the problem of theory choice in science, an argument that has been criticized by Michael Morreau and Jacob Stegenga. This article replies to Morreau’s and Stegenga’s criticisms.

Kuhn’s famous thesis that there is ‘no unique algorithm’ for choosing between rival scientific theories is analysed using the machinery of social choice theory. It is shown that the problem of theory choice as posed by Kuhn is formally identical to a standard social choice problem. This suggests that analogues of well-known results from the social choice literature, such as Arrow’s impossibility theorem, may apply to theory choice. If an analogue of Arrow’s theorem does hold for theory choice this would (...) refute Kuhn’s thesis, but it would also pose a threat to the rationality of science, a threat that is if anything more worrying than that posed by Kuhn. Various possible ‘escape routes’ from Arrow’s impossibility result are examined, in particular Amartya Sen’s idea of ‘enriching the informational basis’. It is shown that Sen’s idea can be applied to the problem of theory choice in science. This in turn sheds light on two well-known approaches to inductive inference in philosophy of science: Bayesianism and statistical model selection. (shrink)

Biologists and philosophers of biology typically regard essentialism about speciesas incompatible with modern Darwinian theory. Analytic metaphysicians such asKripke, Putnam and Wiggins, on the other hand, believe that their essentialist thesesare applicable to biological kinds. I explore this tension. I show that standard anti-essentialist considerations only show that species do not have intrinsic essential properties. I argue that while Putnam and Kripke do make assumptions that contradict received biological opinion, their model of natural kinds, suitably modified, is partially applicable to (...) biological species. However, Wiggins'' thesis that organisms belong essentially to their species is untenable, given modern species concepts. I suggest that Putnam''s, Kripke''s and Wiggins'' errors stem from adopting an account of the point of scientific classification which implies that relationally-defined kinds are likely to be of little value, an account which is inapplicable to biology. John Harsanyi and John Rawls both used the veil of ignorance thought experiment to study the problem of choosing between alternative social arrangements. With his ‘impartial observer theorem’, Harsanyi tried to show that the veil of ignorance argument leads inevitably to utilitarianism, an argument criticized by Sen, Weymark and others. A quite different use of the veil-of-ignorance concept is found in evolutionary biology. In the cell-division process called meiosis, in which sexually reproducing organisms produce gametes, the chromosome number is halved; (...) when meiosis is fair, each gene has only a fifty percent chance of making it into any gamete. This creates a Mendelian veil of ignorance, which has the effect of aligning the interests of all the genes in an organism. This paper shows how Harsanyi's version of the veil-of-ignorance argument can shed light on Mendelian genetics. There turns out to be an intriguing biological analogue of the impartial observer theorem that is immune from the Sen/Weymark objections to Harsanyi's original. The essay presents a novel counterexample to Causal Decision Theory (CDT). Its interest is that it generates a case in which CDT violates the very principles that motivated it in the first place. The essay argues that the objection applies to all extant formulations of CDT and that the only way out for that theory is a modification of it that entails incompatibilism. The essay invites the reader to find this consequence of CDT a reason to reject it.

You should rather play hide-and-seek against someone who cannot predict where you hide than against someone who can, as the article illustrates in connection with a high-stakes example. Causal Decision Theory denies this. So Causal Decision Theory is false.

I examine the argument that scientific theories are typically 'underdetermined' by the data, an argument which has often been used to combat scientific realism. I deal with two objections to the underdetermination argument: (i) that the argument conflicts with the holistic nature of confirmation, and (ii) that the argument rests on an untenable theory/data dualism. I discuss possible responses to both objections, and argue that in both cases the proponent of underdetermination can respond in ways which are individually plausible, but (...) that the best response to the first objection conflicts with the best response to the second. Consequently underdetermination poses less of a problem for scientific realism than has often been thought. (shrink)

It is customary to distinguish experimental from purely observational sciences. The former include physics and molecular biology, the latter astronomy and palaeontology. Experiments involve actively intervening in the course of nature, as opposed to observing events that would have happened anyway. When a molecular biologist inserts viral DNA into a bacterium in his laboratory, this is an experiment; but when an astronomer points his telescope at the heavens, this is an observation. Without the biologist’s handiwork the bacterium would never have (...) contained foreign DNA; but the planets would have continued orbiting the sun whether or not the astronomer had directed his telescope skyward. The observational/experimental distinction would probably be difficult to make precise 1, as the notion of an ‘intervention’ is not easily defined, but it is intuitively fairly clear, and is frequently invoked by scientists and historians of science. Experimentation, or ‘putting questions to nature’, is often cited as a hallmark of the modern scientific method, something that permitted the enormous advances of the last 350 years. And it is sometimes said that the social sciences lag behind the natural because controlled experiments cannot be done so readily in the former. Moreover in certain sciences, e.g. epidemiology, students are explicitly taught that experimental data is preferable to observational data, particularly for doing causal inference. So the distinction between observational and experimental science has quite wide currency, and is often regarded as methodologically significant. Surprisingly, mainstream philosophy of science has had rather little to say about the observational/experimental distinction. 2 For example, discussions of confirmation usually invoke a notion of ‘evidence’, to be contrasted with ‘theory’ or ‘hypothesis’; the aim is to understand how the evidence bears on the hypothesis. In What's the Use? Sara Ahmed continues the work she began in The Promise of Happiness and Willful Subjects by taking up a single word--in this case, use--and following it around. She shows how use became associated with life and strength in nineteenth century biological and social thought and considers how utilitarianism offered a set of educational techniques for shaping individuals by directing them toward useful ends. Ahmed also explores how spaces become restricted to some uses and users (...) with specific reference to universities. She notes, however, the potential for queer use: how things can be used in ways that were not intended or by those for whom they were not intended. Ahmed posits queer use as way of reanimating the project of diversity work as the ordinary and painstaking work of opening up institutions to those who have historically been excluded from them. Causal decision theory (CDT) cares only about the effects of a contemplated act, not its causes. The article constructs a case in which CDT consequently recommends a bet that the agent is certain to lose, rather than a bet that she is certain to win. The purpose of this paper is to analyze the meaning and scope of social responsibility in a state-owned enterprise. Is corporate social responsibility (CSR) a meaningful concept for a state-owned enterprise, as opposed to a privately-owned corporation, given that it is created with social as well as economic aims? To try to answer to this question, the case of Sonatrach, an Algerian oil company, is examined. The lack of statistical data does not allow an assessment of CSR actions undertaken by (...) this company since 2004. The analysis identifies two main obstacles to the effectiveness of CSR in state-owned enterprises: (a) the system of internal governance ischaracterized by a lack of control; (b) the competitive and social environment is characterized by a partial application of the logic of the market, which does not allow the optimal allocation of means. A number of recent biologists have used multi-level selection theory to help explain the major transitions in evolution. I argue that in doing so, they have shifted from a ‘synchronic’ to a ‘diachronic’ formulation of the levels of selection question. The implications of this shift in perspective are explored, in relation to an ambiguity in the meaning of multi-level selection. Though the ambiguity is well-known, it has never before been discussed in the context of the major transitions.

Many philosophers agree that Hume was not simply objecting to inductive inferences on the grounds of their logical invalidity and that his description of our inductive behaviour was inadequate, but none the less regard his argument against induction as irrefutable. I argue that this constellation of opinions contains a serious tension. In the light of the tension, I re-examine Hume’s actual sceptical argument and show that the argument as it stands is valid but unsound. I argue that it can only (...) be converted into a sound one if our inductive behaviour can be characterized as a process of rule-governed ampliation. Drawing on some Bayesian ideas, I argue that our inductive behaviour probably cannot be characterized in that way, so our immunity from Hume is secure. Opponents of Causal Decision Theory (CDT) sometimes claim (i) that it gives the wrong advice in Egan-style cases, where the CDT-endorsed act brings news that it causes a bad outcome; (ii) that CDT gives the right advice in Newcomb cases, where it is known in advance that the CDT-act causes you to be richer than the alternative. This paper argues that (i) and (ii) cannot both be true if rational preference over acts is transitive.

Buildings energy consumption is growing gradually and put away around 40% of total energy use. Predicting heating and cooling loads of a building in the initial phase of the design to find out optimal solutions amongst different designs is very important, as ell as in the operating phase after the building has been finished for efficient energy. In this study, an artificial neural network model was designed and developed for predicting heating and cooling loads of a building based on a (...) dataset for building energy performance. The main factors for input variables are: relative compactness, roof area, overall height, surface area, glazing are a, wall area, glazing area distribution of a building, orientation, and the output variables: heating and cooling loads of the building. The dataset used for training are the data published in the literature for various 768 residential buildings. The model was trained and validated, most important factors affecting heating load and cooling load are identified, and the accuracy for the validation was 99.60%. (shrink)

Abstract: Background: In spite of the fact that computers continue to improve in speed and functions operation, they remain complex to use. Problems frequently happen, and it is hard to resolve or find solutions for them. This paper outlines the significance and feasibility of building a desktop PC problems diagnosis system. The system gathers problem symptoms from users’ desktops, rather than the user describes his/her problems to primary search engines. It automatically searches global databases of problem symptoms and solutions, and (...) also allows ordinary users to contribute exact problem reports in a structured manner. Objectives: The main goal of this Knowledge Based System is to get the suitable problem desktop PC symptoms and the correct way to solve the errors. Methods: In this paper the design of the proposed Knowledge Based System which was produced to help users of desktop PC in knowing many of the problems and error such as : Power supply problems, CPU errors, RAM dumping error, hard disk errors and bad sectors and suddenly restarting PC. The proposed Knowledge Based System presents an overview about desktop PC hardware errors are given, the cause of fault are outlined and the solution to the problems whenever possible is given out. CLIPS Knowledge Based System language was used for designing and implementing the proposed expert system. Results: The proposed PC desktop troubleshooting Knowledge Based System was evaluated by IT students and they were satisfied with its performance. (shrink)

The problem of how to make optimal choices in the face of risk arises in both economics/decision theory and also evolutionary biology; in the former, ‘optimal’ means utility maximizing, while in the latter it means fitness maximizing. This article explores the links, thematic and formal, between the economic and evolutionary theories of optimal choice in risky situations, with particular reference to the relationship between utility and fitness. Discoverer of the theory of evolution by natural selection, and thus the founder of modern evolutionary biology, Charles Darwin is responsible for one of the most fundamental and far‐reaching contributions to the modern scientific world view. Born in 1809 in Shrewsbury into a wealthy Victorian family, Darwin was educated at the universities of Edinburgh and Cambridge. Though his formal education was of little interest to him ‐ “my time was wasted, as far as the academical studies were concerned” (1969, p. (...) 58) ‐ Cambridge did provide the opportunity to pursue his childhood interest in natural history. Upon graduating in 1831, Darwin joined a charting expedition around South America on board HMS Beagle, which was to last for five years. During this time, he made lengthy expeditions inland, studying the flora, fauna, and geology of South America and the Pacific Islands, and accumulating a massive biological and geological collection. These years were critical for Darwin's intellectual development, as he admitted, sowing the seeds of his doubt in the fixity of individual species. Darwin was impressed by a large number of facts that could not be explained on the assumption of the fixity of species, including the close structural similarities between extinct and living species revealed by the fossil record. Most important of all were the tortoises and finches of the Galapagos Islands: each island was inhabited by very similar, yet distinct varieties ‐ clear evidence for Darwin of common ancestry shaped by adaptation to local conditions. The creatures of the Galapagos, Darwin wrote, bring us close “to that great fact ‐ that mystery of mysteries ‐ the first appearance of new beings on this earth” (1839, p. 466). (shrink)

This discussion note examines a recent argument for the principle that any counterfactual with true components is itself true. That argument rests upon two widely accepted principles of counterfactual logic to which the paper presents counterexamples. The conclusion speculates briefly upon the wider lessons that philosophers should draw from these examples for the semantics of counterfactuals.

Considerable evidence supports that preschool education is a milestone stage for children. Nonetheless, systematic preschool gifted education programs rarely exist in public elementary schools. The current study explored the perceptions of 16 preschool teachers from seven public schools in Abu Dhabi, United Arab Emirates regarding their views about various components of gifted education for preschool children. Qualitative analyses, using the inductive data analysis method, revealed several themes such as the concept and identification of giftedness, characteristics of gifted preschoolers, preschoolers’ problem-solving (...) skills, the communication and social skills of gifted preschoolers, resources/services offered by the school to serve gifted preschoolers, enrichment programs available for gifted preschoolers, inclusive education for gifted preschoolers, twice-exceptional preschoolers, and governmental support. The results of this study may help advocate for infusing more services and programs related to the identification and education of gifted preschoolers in public schools. The findings identified the need to have an abundance of assessment tools and enrichment programs that can empower preschool teachers to cater for giftedness. (shrink)

ObjectiveWe aimed to provide an overview of the psychological status and behavioral consequences of the lockdown during the COVID-19 pandemic in Libya.MethodsA cross-sectional study was conducted among the Libyan population through May and June 2020 in more than 20 cities. The survey comprised basic demographic data of the participants and anxiety symptoms measured using the seven-item Generalized Anxiety Disorder scale with ≥15 as the cut-off score for clinically significant anxiety symptoms. Additionally, a survey regarding the lockdown effect was administered, which (...) consisted of several parts, to measure the lockdown status.ResultsA total of 8084 responses were recorded, of which, 5090 were women and 2994 were men. The mean age for study participants was 27.2 years. Among the participants, 1145 reached the cut-off score to detect anxiety symptoms; however, of the study variables, only five were predictors of clinically significant anxiety: age, gender, marital status, work status, being a financial supporter for the family, and being infected with COVID-19. Women had 1.19 times higher odds to exhibit anxiety symptoms than men. Increasing age was significantly associated with reduced likelihood of exhibiting anxiety symptoms, whereas being married was significantly associated with higher likelihood of anxiety symptoms, compared to not being married. Being suspended from work was associated with an increase in the likelihood of anxiety symptoms. However, we found that being infected with COVID-19 was associated with a 9.59 times higher risk of exhibiting severe anxiety symptoms. Among the study participants, 1451 reported a physical and/or verbal abuse episode from family members, 958 reported abuse outside the family, and 641 reported abuse from enforcers, during the lockdown.ConclusionOur study provided an overview of the psychological and behavioral status, among those who resided in Libya during the civil war and COVID-19 pandemic. The study demonstrates a concerningly high level of clinically significant anxiety during lockdown among the Libyan population during Libya’s lockdown period. (shrink)

The risk of cigarette smoking plays a pivotal role in increasing the incidence rates of lung cancer. This paper sheds new light on modeling the impact of cigarette smoking on lung cancer evolution, especially genetic instability and the number of gene mutations in the genome of stem cells. To handle this issue, we have set up stochastic multi-stage models to fit the data set of the probabilities of current and former smokers from the Nurses’ Health Study cohort of females and (...) the Health Professionals Follow up Study cohort of men. Throughout this paper, we consider both mutation rates and clonal expansion rates as parameters in each compartment. For current and former smokers, three-driver mutations are most likely to take place in the progression of lung cancer under smoking risk. For current smokers, our findings reveal that two to sixteen gene mutations are required to obtain a cancerous cell among men and women in US. Moreover, two to six cancer-mutations are available in the pathway to lung cancer among former smokers who have quit smoking for more than ten years for both male and female patients. This highlights that cigarette smoking stimulates the number of driver mutations during lung tumorigenesis in both sexes. It is very crucial to examine the role of cigarette smoking in determining whether genomic instability is an early stage or late stage in the process of lung carcinogenesis. (shrink)
