Smith’s critique of empire has recently attracted scholarly attention, but it has mostly been from the perspective of justice. The present article, however, argues that his views on it could also be appreciated by his 'utilitarian' attitude toward it. Combined with a similar line of analysis of Josiah Tucker, another key (though neglected) figure, the authors hope to add to the current trends of scholarship on the Enlightenment critique of empire. Neither Smith nor Tucker appealed merely to political right principles, (...) but rather frequently explored imperial problems from 'utilitarian' viewpoints. A difference between Smith and Tucker derives from the latter's explicit appeal to Christian, or Protestant, ethics, by which Tucker was in a way associated not only with his mentor, Joseph Butler, but also with some of his adversaries, such as Richard Price and Joseph Priestley. Human enhancement issues are not merely academic: the technologies and trends involved give rise to new needs and social demands, provide opportunities for individuals and society, and present new risks. They also challenge crucial cultural notions, social concepts and views of the human condition, and may cause new forms of social pressure and social exclusion. This chapter reports on a systematic attempt by the European Technology Assessment Group (ETAG), conducted on behalf of the Science and Technology Options Assessment (STOA) panel (...) of the European Parliament, to suggest policy options on the issue of human enhancement. It outlines and discusses a number of strategies for dealing with the issue in a European policy context, identifying a reasoned pro‐enhancement approach, a reasoned restrictive approach, and a systematic case‐by‐case approach as viable options. The debate on the European Union's democratic deficit usually operates within a national-democratic framework of analysis. This article argues for a change in methodology. It follows the thesis that the EU is a ‘demoicracy’– a polity of multiple demoi– and has to be evaluated as such. Core principles of demoicracy are developed and the EU is assessed accordingly. Such an evaluation is not only more adequate, but also provides original insights: it is found that, whereas the constitutional development of (...) the EU has approached demoicratic standards in general, major deficits remain at the national level. Current analytical philosophies of romantic love tend to identify the essence of such love with one specific element, such as concern for the beloved person, valuing the beloved person or the union between the lovers. This paper will deal with different forms of the union theory of love which takes love to be the physical, psychic or ontological union of two persons. Prima facie, this theory might appear to be implausible because it has several contra-intuitive implications, and (...) yet, I submit, it is more coherent and attractive than it seems to be. I shall distinguish three specific models and thereby offer a differentiated account of the union theory which has not previously been provided in the literature. I will claim that two of these models should be rejected. I shall then defend the third model against certain possible objections ; but nevertheless, I shall conclude by showing how this model, too, faces further significant objections which ultimately expose the limits of the union theory of love. In conclusion, I will sketch the outlines of a non-reductive cluster theory of love. (shrink)

This article develops an assessment of the present-day European crisis management, referring to Wolfgang Streeck’s recent interpretation of the European ‘consolidation state’ as an attempt to install a ‘Hayekian’ regime of liberalized transnational markets. This article arrives at a diagnosis different from Streeck’s: if there has been a ‘Hayekian’ regime, it had already developed after the collapse of the Bretton Woods system in 1973 and the subsequent dismantling of capital controls in the USA and Europe. As it appeared in the (...) financial crisis of 2007–2008, the ultimate practical test of the Hayekian vision was dramatically negative. European crisis management, as it is still largely occupied with the imperative to maintain the solvency of troubled Euro states vis-à-vis the capital markets, is not following a Hayekian script. Rather, it is confronted with the challenge of removing the debris of the collapse of the former Hayekian regime, taking the form of zombie banks and large uncovered capital claims. To master this challenge, not only intact European institutions and transnational cooperation in Europe would be required, but also much more democratic pressure from below. (shrink)

We are still unable to correctly identify the true crisis in Europe: whether it is a question of a lack of a demos or cratos; whether it is the democracy, legitimacy, or justice that is inadequate; whether we are facing a problem of intelligibility or of too little politicization. The article begin the analysis with three hypotheses: (1) none of the attempts to explain the crisis that focus on a single deficit or weakness seems satisfactory, so the discussion should focus (...) on the way these types of deficiencies are expressed and the extent to which each one of them is involved. For this very reason, it makes no sense to entrust the entire solution to the strengthening of one single criterion (participation, effectiveness, or communication, for example). (2) Polarizing the legitimacy framework around two possibilities (input and output) seems to be a simplification that does not do justice to the intricate way in which the results and the procedures, effectiveness and consent are related in a democracy. (3) The resulting description cannot be less complex than that which it is attempting to describe, so the task of repairing EU legitimacy should be carried out through a sophisticated division of labor (between institutions, criteria, and values). The process of European integration may be one of the most interesting manifestations of a general problem in today’s societies: how to reconstruct political authority to confront the new challenges of communal life.
