Counterfactual analysis is an interesting feature of thought experiments, because it requires the imagination of alternative states of the world (see also publications by Fearon, Lebow and Stein, Reiss, and Tetlock and Belkin, who suggest the same). In historical analysis, the use of imagination is often the focus of criticisms of such counterfactual analysis. In this article, I consider three strategies for constraining imagination: making limited counterfactual changes, limiting counterfactual changes to the decisions of important figures, and using evidence to (...) restrict the scope for imagination. Given the focus of this special issue, I will relate this discussion to Lewis’s and Woodward’s analyses of counterfactuals in the philosophy of science. I show that counterfactual analysis in historical cases has some resemblance to Lewis’s and Woodward’s analyses, but that what Lewis calls “transition periods” cannot be left entirely vague, as Lewis suggests, nor can counterfactual changes be seen simply as interventions, as Woodward suggests. I propose that efforts to limit imagination in historical counterfactuals are ultimately problematic, but that imagination can nevertheless play a useful role in counterfactual analysis. (shrink)

This paper seeks to chart a concept of historical experience that French Romantic writers first developed to describe their own relationship to historical time: the notion of the “transitional period.” At first, the term related strictly to the evolving periodic conception of history, one that required breaks, spaces, or zones of indeterminacy to bracket off periods imagined as organic wholes. These transitions, necessary devices in the new grammar of history, also began to attract interest on their own, conceived (...) either as chaotic but creative times of transformation, or, more often, as slack periods of decadence that possessed no proper style but exhibited hybrid traits. Their real interest, however, lies in their reflexive application to the nineteenth century itself, by writers and historians such as Alfred de Musset, Chateaubriand, Michelet, and Renan, who in their effort to define their own period envisioned the “transitional period” as a passage between more coherent and stable historical formations. This prospective self-definition of the “age of history” from a future standpoint is very revealing; it shows not just the tension between its organic way of apprehending the past and its own self-perception, but it also opens a window on a new and paradoxical experience of time, one in which change is ceaseless and an end in itself. The paper also presents a critique of the way the term “modernity” has functioned, from Baudelaire’s initial use to the present, to occlude the experience of transition that the Romantics highlighted. By imposing on the nineteenth-century sense of the transitory a heroic period designation, the term “modernity” denies precisely the reality it describes, and sublimates a widespread temporal malaise into its contrary. The paper concludes that the peculiarly “modern” mania for naming one’s period is a function of transitional time, and that the concept coined by the Romantics still governs our contemporary experience. The paper seeks to analyse how two domestic courts decided criminal trials under circumstances of emotional mobilisation and political stress. Decisions from Argentina after 1983 and Romania after Ceausescu’s dictatorship illustrate how citizens’ affects influence courts’ choices within penal cases. Both cases show how the judiciary had to enter a dialogue with resentful and indignant claims for redress. However, while the Argentinean court filtered emotions through the strainer of equal respect and thus pushed the cause of democratic justice ahead, the (...) Romanian case serves as a cautionary tale about how not to correct injustices through criminal law. These two cases provide us with important lessons about the obstacles, but also the opportunities associated with public emotions during periods of radical political transformation. (shrink)

He asserts that while democracy was rooted in a pessimistic conception of human nature and epistemology in the West, Chinese intellectuals rather tended toward an optimistic view of both, a fact that brought them closer to the Rousseauian tradition of democratic thought. ABSTRACTThis article argues that Anglophone works on Chinese democracy have tended to build their analyses on assumptions that tradition is either a premodern phenomenon unrelated to China’s democratization process, a hindrance that should be gotten rid of if China is to democratize, a static phenomenon that cannot but appear antiquated with regard to a dynamic, fast-paced modern China, or an object from which modern agents can freely draw. In order to challenge these assumptions, this article suggests that modernity and democracy (...) were translated into a Chinese milieu already ripe with Gadamerian prejudices: prejudices that not only modified the meaning of modernity and democracy, but also provided the very conditions without which modernity and democracy would not have been meaningful or understood at all. L’article aborde la construction de la « question des femmes » au sein des espaces socio-culturels interconnectés du Royaume grec et des communautés grecques ottomanes. Le contexte est celui de la transition (post)-ottomane, la destruction des structures impériales et la montée de l’État-nation. Durant cette période, de nouvelles divisions sociales et culturelles s’affirment, notamment celle entre public et privé. Les discours nationalistes grecs construisent une représentation des femmes dans la sphère publique qui insiste sur leur contribution aux objectifs et stratégies (...) nationales. Ces discours laissent cependant une marge de manœuvre aux femmes. L’article montre l’émergence de nouvelles formes d’engagement dans l’éducation, la philanthropie et le monde littéraire où femmes écrivaines, journalistes et militantes interviennent directement. Leurs écrits dans les magazines féminins ont un impact auprès du public féminin lettré. (shrink)

During the three decades since Albania overthrew the communist dictatorial system and began its democratic changes, the existence of a line of thought in Albanian society has been noted, which tends to explain the behaviour of Albanian politicians during the transition period based on the assumption of a “communist mentality” carried by them. This line of thought has often been dominant and has been reflected in the Albanian media and public space as a form of “main” explanation to show (...) many of the failures that Albanian democracy has faced during these 30 years, the authoritarian behaviour of political elites, the “state capture” by political parties, the crisis of state institutions, etc. Applying the concept of “communist mentality” in the Albanian media and public space and explaining through it (almost) any kind of negative phenomenon, problem, or behaviour that contradicts the idea of democracy or prevents it from developing, is very problematic, therefore it has served as an impetus in undertaking this study. In this paper, a critical approach will be offered to this discourse that has often dominated the Albanian media and public space, questioning whether is this “communist mentality” the determining factor for the behaviour of Albanian politicians and the failures of Albanian democracy or there are other factors that may explain these phenomena. In this paper, the nonsmooth compound transmission control protocol with the gentle random early detection system with the state-dependent round-trip delay is investigated in detail. Uniqueness of the positive equilibrium is proved firstly. Then, the closed approximate periodic solutions in this state-dependent delayed nonsmooth compound TCP with the GRED model are obtained by employing the harmonic balance and alternating frequency/time domain method. Then, we compare the results generated by numerical simulations with those of the closed approximate expressions obtained by HB-AFT. (...) It indicates that HB-AFT is simple, correct, and powerful for state-dependent delayed nonsmooth dynamical systems. Finally, we find the complicated dynamic: chaos. It is a grazing chaos with a hybrid property, i.e., where usually w oscillates at a very low frequency and q oscillates at a very high frequency. And, the route to chaos is a very rare route, i.e., the instantaneous and local transition of stable equilibrium to chaos. So, to the end of stability and good performance, we should adjust the parameters carefully to avoid the periodic and chaotic oscillations. (shrink)

In many jurisdictions, adolescents acquire the right to consent to treatment; but in some cases their refusals – e.g. of life-saving treatment – may not be respected. This asymmetry of adolescent consent and refusal seems puzzling, even incoherent. The aim here is to offer an original explanation, and a justification, of this asymmetry. Rather than trying to explain the asymmetry in terms of a variable standard of competence – where the adolescent is competent to consent to, but not refuse, certain (...) interventions – the account offered here focuses more closely on the normative power to render actions permissible. Where normative powers are shared they can readily give rise to an asymmetry between consent and refusal. We then turn to why it is justifiable that normative powers be shared in adolescence. Transitional paternalism holds that the acquisition of normative powers by competent adolescents should not be an instant one, achieved in a single step, but that there should be a transitional period where paternalistic protection is rolled back, but not entirely withdrawn until a later date. Transitional paternalism could be implemented without generating the asymmetry between consent and refusal but, it is argued, the asymmetric version of transitional paternalism is to be preferred insofar as it offers a greater respect for the adolescent's decisions than the symmetrical alternative. Demographic transition faced by modern economies, including China, are among the most important long-term socio-economic challenges. In 2022, China observed its population decline for the first time since the early 1960s. The low fertility rate was of critical importance. The unprecedented one-child policy is quite commonly indicated as the main reason for the low fertility rate. However, the departure from this restrictive policy and the actions introduced under the two-child policy implemented from 2016, and then the three-child policy from mid-2021, (...) have not brought an improvement in fertility rates. The aim of the paper is to answer the following research questions: Should the decline and persistent low fertility rate in China be attributed solely or mainly to the unprecedented one-child policy, which was in force for over three decades? Fertility transition in China is the effect of several factors and depends largely on the studied period. In the 1970s and 1980s, the government’s family policy was a key determinant of the decline in fertility. However, contrary to the prevailing belief about the determining influence of the one-child policy, the first stage of the implementation of the birth control policy, the Wan, Xi, Shao program, had a greater impact. Since the 1990s, the low fertility rate has been mainly explained by the extraordinary socio-economic changes and rapidly increasing prosperity of the Chinese people. Since the beginning of the 21st century, cultural changes resulting mainly from the integration of the Chinese economy with the global system have been crucial. Cultural changes have affected reproductive behaviour, marriage patterns, marriage postponement, birth postponement, fertility, and family size in Chinese society, which is observed below-replacement fertility. China’s demographic future depends on the fertility trajectory. However, due to the size of the population, but also the position of the Chinese economy in the global economic system, Chinese demographic transition may also bring significant consequences for the global economy. The transition of various countries to socialism is giving birth to a constantly increasing diversity of concrete forms of implementation of the functions of the socialist revolution. At the same time, historical experience shows that the socialist revolution is characterized by certain universal regularities, so that it is a matter of principle, of vital importance, that a revolutionary Marxist party allow for them. Among these, above all, is the need for power to be in the hands of the working class (...) in alliance with all others who labor, the need for abolishing the socio-economic dominance of the capitalist class, and for the new authority to have the capacity to overcome any form of resistance by the class opponents of socialism while uniting the masses of the workers at large in the struggle for the building of the new society. Without the organization and cohesion of the laboring masses headed by the working class, and without converting them into the determining political force, a transition to socialism is impossible: this is the most important conclusion of Marxism-Leninism. This conclusion has found precise expression, with room for all possibilities, in the theory of the dictatorship of the proletariat as the political essence of the transition from capitalism to socialism. The article, through the case study of Chile, explores the interconnections between archives, human rights and transitional justice. Chile represents a unique case globally for the early creation of thousands of records documenting the human rights violations committed under Pinochet’s 17-year dictatorship. In post-Pinochet Chile, the human rights archives have provided extremely important sources of evidence that have proven crucial in the development of transitional justice mechanisms. Truth commissions have, in turn, created their own archives, which have strongly (...) contributed to later processes of reparation, justice and memory. The article aims to develop a better understanding of the multiple roles that archives have played as tools for achieving truth, justice and reparation over the long transitional period in Chile. The article argues that a combination of several factors and the intervention of different actors led to the archives having a significant impact in the development of subsequent transitional justice mechanisms. In case of that human civilization was viewed as an integrated organism, the Periodic Table of the Civilizations (PTOC in short) has been formulated and recommended based on the development level and periodicity of core elements of human civilization. It divides the frontier process of the human civilization from the birth of humankind to the end of twenty-first century into 4 periods and 16 stages, and in which four periods include that of primitive culture, agricultural civilization, industrial civilization and knowledge (...) civilization orderly, and each period includes four stages, that is, start, developing, maturing and transition stages sequentially. There are three approaches for the arrangements of the PTOC, that is, simple, vertical and horizontal tables. The big period of earth civilization refers to that from the primitive culture to the knowledge civilization, and then big period of space civilization will begin with the astronautic civilization. The first modernization witnesses the great changes and transformation from the traditional agricultural to the modern industrial civilization, and then second modernization from the modern industrial to the higher modern knowledge civilization. Reflecting on a three year long exploratory research of ethics committees in the Czech Republic authors discuss the current role and identity of research ethics committees. The research of Czech ethics committees focused on both self-presentation and self-understanding of ECs members, and how other stakeholders (representatives of the pharmaceutical industry) view them. The exploratory research was based on formal and informal communication with the members of the ethics committees. Members of the research team took part at six regular voluntary meetings (...) of the ethics committees' members, organised by the Forum of Czech Ethics Committees, and at three summer schools of medical ethics. There were realised twenty-five semi-structured interviews as well as six focus group sessions and a participant observation of several regular meetings of three ethics committees. On the grounds of experience from the interviews a simple questionnaire survey was realised among the members of the ethics committees. The ethics committees comprise a community of members working voluntarily, without claims to remuneration or prestige; the unifying goal is protection of subjects of research. The principal working methods are dialogue and agreement. The members of the ethics committees thus, among other things, create an informal community, which can be to a certain extent seen as a Kantian ethical community in a weak sense. The phenomenon of ethics committees can also be described by terms of an epistemic community and a community of practice. These concepts, which are borrowed from other authors and areas, are used as a way how to think of ECs role and identity a bit differently and are meant as a contribution to the current international debate on the topic. Proteins are targeted to plastids by N‐terminal transit peptides, which are recognized by protein import complexes in the organelle membranes. Historically, transit peptide properties have been defined from vascular plant sequences, but recent large‐scale genome sequencing from the many plastid‐containing lineages across the tree of life has provided a much broader representation of targeted proteins. This includes the three lineages containing primary plastids (plants and green algae, rhodophytes and glaucophytes) and also the seven major lineages that contain secondary plastids, “secondhand” (...) plastids derived through eukaryotic endosymbiosis. Despite this extensive spread of plastids throughout Eukaryota, an N‐terminal transit peptide has been maintained as an essential plastid‐targeting motif. This article provides the first global comparison of transit peptide composition and summarizes conservation of some features, the loss of an ancestral motif from the green lineages including plants, and modifications to transit peptides that have occurred in secondary and even tertiary plastids. Purpose ‐ The purpose of this paper is to explore the "resource curse" problem as a counter-example of creative performance and innovation by examining reliance on capital and physical resources, showing the gap between expectations and ex-post actual performance that became clearer under conditions of economic turmoil. Design/methodology/approach ‐ The analysis uses logistic regressions with dichotomous response and predictor variables on structured tables of count data, representing firm performance as an outcome of capital resources, physical resources and innovation where appropriate. (...) Findings ‐ Key findings relevant to economic and business practice follow. First, a typical characteristic of successful Vietnamese firms in the transition period is their reliance on either capital resources or physical asset endowments. Second, poor performers exhibit evidence of over-reliance on both capital and physical assets. Third, firms that relied on both types of resources tended to downplay creative performance. Some evidence suggests that firms face more acute problem caused by the law of diminishing returns in troubled times. Fourth, the "innovation factor" has not been tapped as a source of economic growth. Research limitations/implications ‐ This study has some limitations. The size of the survey sample is approximately 150 firms, while the potential sample of > 300 should be possible in the future. When the size increases, the research could be expanded to include further variables that will help investigate more deeply into the related issues and business implications. With regard to the implications of the study, the absence of innovations has made the notion of "resource curse" identical to "destructive creation" implemented by ex-ante resource-rich firms, and worsened the problem of resource misallocation in transition turmoil. The Vietnamese corporate sector's addiction to resources may contribute to economic deterioration, through a downward spiral of lower efficiency leading to consumption of more resources. Practical implications ‐ Insights obtained from this study could save transition economies' resources which have almost always been considered sine qua non before any critical major policymaking, while this is not necessarily true, and in many cases, even counterproductive. Originality/value ‐ Original data set on Vietnam stock market are collected, processed, prepared and used by the authors. Original design by the authors for regression equations with dichotomous predictor variables: dependence on endowed physical assets, reliance on capital resources and significant signs of creative performance/innovations. Original idea of viewing "resource curse" as absence of innovation and due to uncreative "destructive creation" of poor-performing commercial operations by resource-rich firms is used in the paper. We have searched the literature in business research and found that the empirical results have not been previously reported. (shrink)

The content of dreams and changes to the self were investigated in students moving to University. In study 1, 20 participants completed dream diaries and memory tasks before and after they had left home and moved to university, and generated self images, “I am…” statements , reflective of their current self. Changes in “I ams” were observed, indicating a newly-formed ‘university’ self. These self, images and related autobiographical knowledge were found to be incorporated into recent dreams but not into dreams (...) from other periods. Study 2 replicated these findings in a different sample . We suggest that these data reflect a period of self-consolidation in which new experiences and self images are incorporated into autobiographical memory knowledge structures representing personal goals during sleep. Periods of relatively stable, rule‐like behavior alternated with short transition periods characterize cognitive development on reasoning tasks like the balance scale task. Each transition gives rise to an improvement in behavior, until a phase is reached in which performance is flawless or improvement is not worthwhile given the necessary extra effort. Several computational models have been developed to capture the developmental phenomena associated with the balance scale task. These models, which originate from different computational traditions, explain the main phenomena of (...) development. Recently, empirical phenomena have been reported that these models cannot easily accommodate. We propose a computational model that is implemented in ACT‐R and that is based on the evaluation of success of applied knowledge, combined with a mechanism to construct newknowledge by searching for differences between the left‐ and right‐hand sides of presented balance scale problems. This model accounts for the main empirical phenomena as well as for the recently reported empirical phenomena such as learning without feedback. (shrink)

Can work-family policies promote greater gender equity in family roles? Using interviews with couples from upstate New York, we examine the role of work-family policies in the decisions dual-earner married couples make about paid work during the transition to parenthood. During the period immediately around a birth, differences in mothers’ and fathers’ access to paid time off from work interacted with their parenting role ideologies to influence gender differences in paid work arrangements. After the initial transition, employed women used (...) and created more flexibility in their work arrangements than their husbands, often reducing their husbands’ need to use available work-family policies. As part of a series of contributions on patterns in the periodic table, the relationships among the transition metals are examined here in a systematic manner. It is concluded that the traditional method of categorizing transition elements by group or by period is not as valid as by using combinations thereof. From chemical similarities, it is proposed that the transition metals be considered as the [V–Cr–Mn] triad; the [Fe–Co–Ni–Cu] tetrad; the [Ti–Zr–Hf–Nb–Ta] pentad; the [Mo–W–Tc–Re] tetrad; and the [Ru–Os–Rh–Ir–Pd–Pt–Au] heptad. I examine some of the main philosophical, conceptual and normative issues in Colleen Murphy’s recent book The Conceptual Foundations of Transitional Justice (2017). I am sceptical whether we need yet another theory of justice to fit particular ‘transitional circumstances’, as Murphy argues. Instead, before presenting an alternative normative, ‘moral’ theory, we need to re-examine the very concept of transitional justice. I examine particularly the following. Firstly, what we really mean by ‘transitional justice’ in various contexts; and (...) I argue that transitional justice is not, as Murphy argues, ‘a special kind of justice’ needed during certain periods of political and social change. Transitional justice is rather an escape route from difficult questions of justice that transitional societies must deal with to maintain the delicate balance between justice and peace. Currently, the concept of transitional justice refers most directly to the overarching and expanding ‘toolkit’ of various mechanisms and processes used in post-conflict reconstruction. It is not quite clear how this toolkit fits with current debates on global, international, regional and local justice. Indeed, I would have preferred that Murphy focus on the complex conceptual foundations of transitional justice, rather than build a theory that conceptually and foundationally remains complex and ambiguous.
