Core-periphery imbalances and regional disparities figure prominently on the agenda of several disciplines, which result from their enormous impact on economic and social development around the world. In sociology, international relations, and economics, this concept is crucial in explanations of economic exchange. There are few countries that play a dominant role in world trade, while most countries have a secondary or even a tertiary position in world trade. Moreover, when we are discussing global, continental, regional, and national economies, we (...) can present regions and even smaller territorial units which have higher wages than some underdeveloped areas within the same larger area in focus. Such regional inequalities and injustices are the main themes of the core-periphery model, which focuses on tendencies of economic activities to concentrate around some pivotal points. It seeks to explain the spatial inequalities or imbalances observable on all levels or scales by highlighting the role of horizontal and vertical relations between various entities from the level of towns and cities to the global scale. The existence of a core-periphery structure implies that in the spatial dimension, the socioeconomic development is usually uneven. From such a geographical perspective, the regions known as the "core" are advanced in various areas, while other regions described as the "periphery" serve as a social, economic, and political backstages, backyards, and supply sources or - in some cases - are even subject to degradation and decline. Furthermore, the level of development has a negative correlation with distance from the core. The economies of the states that have gone through various stages of development at the earliest and with the fastest pace have become wealthy core regions and growth poles. Those countries and regions where these processes have been slower become or remain the poor periphery. (shrink)

This work describes the nano field in Norway as currently emerging in the dynamics between two forms of nano research activities described along a centre-periphery axis. 1) There are strategic research initiatives committed to redeem the envisioned potential of the field by means of social and material reorganisation of existing research activities. This activity is seen as central as it is one of our premises that the standard circulating nano vision implies such a work of reorganisation. The fact that (...) nano is often taken as a paradigmatic example of the shift from Mode-1 to Mode-2 research, supports this assumption. 2) In parallel to this activity, a wide variety of research projects pursuing nano strategies are being funded. We regard such research activity as peripheral in so far as the activity is not marked by being committed to the circulating nano vision, as may often be the case. In the process of reorganising, this article argues, the research activity at the periphery provides a crucial arena for discussing and validating what is to be achieved through the work of reorganisation that takes place at the centre. Our analysis is informed by two Norwegian cases. We examine a major nano research initiative at a Norwegian university as a centre and a research project utilising nanoparticles in fish vaccines as a periphery. (shrink)

The author attempts to investigate connections and interdependencies between periphery countries and the globalisation process, including the attitude of these countries to unification blocs, such as the European integration project. The basic research tool used in this work is a systemic analysis, as well as the core-periphery method, derived from social sciences. Its fundamental hypothesis is that the decline of the liberal architecture of the globe may translate into the periphery’s tendency to abandon real convergence in favour (...) of the fragmentary imitation of supranational bodies, potentially leading to intensified disintegration tendencies within phenomena, such as the consolidation of Europe. In the past, the powerless core of the community only contemplated the imitative Europeanisation of marginal territories. Today, however – because the idea to construct a homogeneous polity has collapsed – postulates of “multi-speed” integration can lead to the reconstruction of the historical division into the core and periphery of the old continent. Empirical studies such as Goyal et al. (J Polit Econ 114(2):403–412, 2006) or Newman (Proc Natl Acad Sci USA 101(Suppl. 1):5200–5205, 2004) show that scientific collaboration networks present a highly unequal and hierarchical distribution of links. This implies that some researchers can be much more active and productive than others and, consequently, they can enjoy a much better scientific reputation. One may think that big intrinsical differences among researchers can constitute the main driving force behind these inequalities. This article adopts Ernesto Laclau’s notion of empty signifier to discuss Tang Junyi’s uses of the concept oflixing(‘reason’ or ‘rationality’) in his seminal workCultural Consciousness and Moral Reason(文化意識與道德理性; 1958). My dual goal, in doing so, is to bring to light the relations of power constitutive of the text’s discourse onlixingand relate them to the problematic of writing philosophy from the periphery. I argue that in this work,lixing’s dual referents—as a translation of ‘reason’ and as denoting a Neo-Confucian faculty to (...) intuit moral truths—allow Tang to inscribe himself in a philosophical field designed to exclude non-Western philosophies, while at the same time enabling him to symbolically relegate Euro-American philosophy to a peripheral position by filling in the notion oflixingwith a content that legitimizes his own agenda. Tang could thus authorize his Confucian metaphysics by presenting it as the true content oflixing, understood not only as a universal faculty enabling humanity’s access to all that is universal, but also as a condition sine qua non of for one’s inclusion in the philosophical game. By attempting to co-opt the empty signifier (lixing/reason) for his own purposes, I argue Tang employs one of two possible strategies that can be adopted by those situated at the periphery in order to oppose the hegemon; one that leaves the structure of power relations intact but working in favor of the periphery. This paper is about whether shifts in attention can alter what it is like to think. I begin by taking up the hypothesis that attention structures consciousness into a centre and a periphery, following Watzl's (2014; 2017) understanding of the distinction between the centre and periphery of the field of consciousness. Then I show that introspection leads to divided results about whether attention structures conscious thought into a centre and a periphery -- remarks by Martin (1997) and (...) Phillips (2012) suggest a negative answer, whereas remarks by Maher (1923) and Chudnoff (2013) suggest a positive answer. Lastly, I argue that there is behavioural evidence that lends weight to the 'yes' side of the introspective dispute. My argument makes use of Garavan's (1998) study of forming and maintaining two mental counts at once. (shrink)

In this paper, I propose a new way of defining sport that I call a ‘core-periphery’ model. According to a core-periphery model, sport comes in degrees – what I refer to as ‘sport-likeness’ – and the aim of the philosopher of sport is to chart those dimensions along which an activity can be more or less a sport. By introducing the concept of sport-likeness, the core-periphery model complicates the picture of what is or is not a sport (...) and encourages philosophers interested in defining sport to engage with the social sciences in exploring the extension of the term sport in common usage. Science is a global phenomenon that knows no frontiers. But in the real world, production and efficient utilization of scientific knowledge are highly concentrated in a few countries. A large majority of countries—those on the periphery, contribute precious little to the growth of scientific knowledge. Indeed, the distribution of science is even more skewed than is the distribution of wealth among nations. As a result, peripheral countries are left out of the intellectual discourse that is at the very foundation (...) of the knowledge enterprise. The extent of this skewness and the relative neglect of the perihpery can be seen in some quantitative form from publication and citation data. However, while it may be true that mainstream science has not greatly benefitted from the efforts of the periphery, scientifically advanced societies are certainly benefitting from the traditional medical and agricultural knowledge base of the peripheral societies. Countless numbers of plants used in the traditional medical systems of India, China, Africa and Latin America are being drafted into the western system of medicine. A number of multinationals are learning from folk medicine and are gathering tons of plant material from these regions for the manufacture of modern medicine. Ironically, very little transfer of knowledge from ancient to modern systems takes place in the pheripheral countries themselves. Even when it does occur, it does not result in the manufacture and marketing of products for profit. (shrink)

This article recounts one contemporary Muslim philosopher’s journey into the discipline of philosophy, detailing the importance of diversifying the study of philosophy to take it beyond its Anglo-American and Eurocentric boarders along the way.

The essay articulates a rhapsodic reflection on the place of images, their surfacing, and the invisible that sustains them. By way of introduction, it focuses on (1) the initial scenes of Pasolini’s Medea (1969). Following this spellbinding sequence, it addresses (2) the abiding philosophical attraction to the phenomenon of dreams and visions. This will lead to (3) the story of a momentous flight from the Eastern Mediterranean to the Western coast of Italy, sometime during the VI century BCE. One of (...) the outcomes of this event was the founding of Velia, Elea in Attic Greek. These meanderings take us to the periphery of the region “we” call “the West.” More precisely, they point to the periphery of a certain received way of thinking and may contribute to unsettle it. For what begins to emerge from this rhapsody is an unusual profile of the most celebrated pre-classical thinker: Parmenides. (shrink)

On the fringes of post-Reformation Europe, church and state authorities faced problems in enforcing church attendance. In the Swedish kingdom, religious uniformity was seen as vital for the success of the state after the Lutheran confession had been established, and absences from church were punishable by law. The seventeenth century saw significant tightening of legislation relating to church absences and other breaches of the Sabbath, and severe punishments were introduced. Despite considerable deterrents, it was sometimes difficult to control local inhabitants: (...) absence cases were regularly brought before the local courts in Eastern Finland, where authorities were hampered by a combination of geographical distance and a highly mobile population. In this article, popular church-going practices are studied with an approach inspired by historical anthropology. In popular practice church attendance was required only on the most important holy days of the year, whereas on Sundays and prayer days, work or leisure were considered socially acceptable pursuits. Explanations of nonattendance should not only make reference to trying conditions: in certain situations people would travel long distances to church, despite the obvious difficulties they faced. Popular religious traditions and old conceptions of sacred time also affected behaviour among peasants. The great holy days of the year formed a ritual cycle, the aim of which was the maintenance of good relations with the supernatural. For the success of oneself and one’s household, it was more important to follow the norms of popular culture than the orders of the authorities. (shrink)

In this article, we frame men’s club football as an “extremely gendered” organization to explain the underrepresentation of women leaders within the industry. By analyzing women’s leadership work over a 30-year period, we find that women’s inclusion has been confined to a limited number of occupational areas. These areas are removed, in terms of influence and proximity, from the male players and the playing of football. These findings reveal a gendered substructure within club football that maintains masculine dominance in core (...) football leadership roles and relegates women to a position of peripheral inclusion in leadership roles. Through a discourse analysis of gender pay gap reports, we show that men’s football clubs legitimize women’s peripheral inclusion by naturalizing male dominance at the organizational core. These findings are significant because they demonstrate that men’s football clubs, as masculinity-conferring organizations, have excluded women from core roles to maintain their masculine character while superficially accepting women into roles that do not challenge the association of football with hegemonic masculinity. Therefore, organizational change may be possible only if women are granted greater access to core organizational roles. Here, we offer a new theoretical framework for “extremely gendered” organizations that can be applied to other sporting and male-dominated contexts to analyze women’s access to core leadership roles. No two individuals with the autism diagnosis are ever the same—yet many practitioners and parents can recognize signs of ASD very rapidly with the naked eye. What, then, is this phenotype of autism that shows itself across such distinct clinical presentations and heterogeneous developments? The “signs” seem notoriously slippery and resistant to the behavioral threshold categories that make up current assessment tools. Part of the problem is that cognitive and behavioral “abilities” typically are theorized as high-level disembodied and modular functions—that (...) are assessed discretely (impaired, normal, enhanced) to define a spectral syndrome. Even as biology reminds us that organic developing bodies are not made up of independent switches, we remain often seduced by the simplicity of mechanistic and cognitive models. Developmental disorders such as autism have accordingly been theorized as due to different modular dysfunctions—typically of cortical origin, i.e., failures of “theory of mind” (Baron-Cohen et al., 1985), of the “mirror neuron system” (Ramachandran and Oberman, 2006), of “weak central coherence” (Happe and Frith, 2006) or of the balance of “empathizing” and “systemizing” (Baron-Cohen, 2009), just to list a few. -/- The broad array of autonomic (Ming et al., 2005; Cheshire, 2012) and sensorimotor (Damasio and Maurer, 1978; Maurer and Damasio, 1982; Donnellan and Leary, 1995; Leary and Hill, 1996; Donnellan and Leary, 2012; Donnellan et al., 2012) differences experienced and reported by people with autism have by such theories typically been sidelined as “co-morbidities,” possibly sharing genetic causes, but rendered as incidental and decisively behaviorally irrelevant symptoms—surely disconnected from cognition. But what if the development of cortically based mental processes and autonomous control relies on the complexities and proper function of the peripheral nervous systems? Through such an “embodied” lens the heterogeneous symptoms of autism invites new interpretations. We propose here that many behavioral-level findings can be re-defined as downstream effects of how developing nervous systems attempt to cope and adapt to the challenges of having various noisy, unpredictable, and unreliable peripheral inputs. Moralism is an often-cited feature of populist politics; yet, as a concept, it remains under-theorised in current literature. This paper posits that to understand the threat that populism poses to democracy, it is necessary to develop this key feature of populism. Essential to discerning what moralism is is the difference between moralism, or moralistic blame, and moral criticism. While moral criticism is a restrained and thoughtful method of holding persons accountable for their actions, moralism amounts to a distinctly punitive form (...) of exclusion: it seeks to undermine the equal moral status of the target of criticism. As a key feature of populism, then, moralism enables a political actor to solidify a conception of the ‘morally-pure‘ while normalising hate and disrespect for particular persons and groups in society. Populism – shaped by the features of anti-pluralism and moralism – therefore presents a clear threat to democracy, especially if we consider pluralism and recognition-respect as two basic principles underpinning democracy itself. This paper introduces a collection of essays exploring different aspects of the relationship between medical knowledge and administration in the Habsburg Monarchy. The collection brings together a range of perspectives upon the confrontation between programmes for centralised medical bureaucracy emanating from Vienna, and their implementation in a variety of different cultural, linguistic, social and practical circumstances. Such confrontations raise issues about the nature and limits of enlightened universalism, the relationship between knowledge and government in the seventeenth and eighteenth centuries, and (...) the similarities between the processes of centralisation and the issues addressed by historians of empire. The case of Gerard van Swieten, Catholic Dutch medical practitioner appointed as the chief physician to the Habsburg Imperial family, is used to illustrate some of the main issues involved. (shrink)

The articles collected here were meticulously selected in light of previous discussions and conferences about Latin America that took place over the past year. The contributors transversally analyse several issues in current Latin American studies, particularly those related to philosophy, art, literature and visual studies. They propose alternative readings of Latin America taking into account its singularity and the (...) way in which traditional categories such as representation, power, modernity or gender, among others, are implicitly and explicitly used and criticized. A complex structure, visible by electron microscopy, surrounds each chromosome during mitosis. The organization of this structure is distinct from that of the chromosomes and the cytoplasm. It forms a perichromosomal layer that can be isolated together with the chromosomes. This layer covers the chromosomes except in centromeric regions. The perichromosomal layer includes nuclear and nucleolar proteins as well as ribonucleoproteins (RNPs). The list of proteins and RNAs identified includes nuclear matrix proteins (perichromin, peripherin), nucleolar proteins (perichro‐monucleolin, Ki‐67 antigen, B23 (...) protein, fibrillarin, p103, p52), ribosomal proteins (S1) and snRNAs (U3 RNAs). Only limited information is available about how and when the perichromosomal layer is formed. During early prophase, the proteins extend from the nucleoli towards the periphery of the nucleus. Thin cordon‐like structures reach the nuclear envelope delimiting areas in which chromosomes condense. At telophase, the proteins are associated with the part of the chromosomes remaining condensed and accumulate in newly formed nucleoli in regions where chromatin is already decondensed. The perichromosomal layer contains several different classes of proteins and RNPs and it has been attributed various roles: (1) in chromosome organization, (2) as a barrier around the chromosomes, (3) involvement in compartmentation of the cells in prophase and telophase and (4) a binding site for chromosomal passenger proteins necessary to the early process of nuclear assembly. La présente contribution propose une étude de la périphérie gauche au sein d’un corpus oral multigenres, représentant douze activités de communication orale, annoté syntaxiquement et prosodiquement. La segmentation discursive du corpus en unités de base du discours (BDU) résulte d’une coïncidence entre unités syntaxiques et prosodiques, correspondant à des encodages linguistiques distincts mais complémentaires. Partant du postulat selon lequel ces unités discursives remplissent une fonction cognitive dans la planification et l’interprétation du discours, nous nous intéressons à l’étude de leur périphérie (...) gauche. Ce lieu, qui constitue le point d’ancrage du message, joue en effet un rôle important dans la négociation de la structure discursive. Dans l’objectif d’étudier les stratégies discursives à l’œuvre dans les différents genres du corpus, nous faisons l’inventaire des types formels observés et étudions finalement les fonctions discursives que ces éléments périphériques peuvent revêtir. Lexical innovations (e.g., zero-derivations coined on the fly by a speaker) seem to bear semantic content. Yet, such expressions cannot bear semantic content as a function of the conventions of meaning in force in the language, since they are not part of its lexicon. This is in tension with the commonplace view that the semantic content of lexical expressions is constituted by linguistic conventions. The conventionalist has two immediate ways out of the tension. The first is to preserve the conventionalist (...) assumption and deny that lexical innovations bear semantic content. The second is to dynamicize the conventionalist assumption, that is, argue that presentations of unattested expressions trigger an augmentation of the standing semantic resources of the language and instantiate content as a result of this underlying update. Building on a comparison with the production of novel onomatopoeic words, iconic pseudowords and pro-speech gestures, the paper argues that the issue is best addressed by suspending the conventionalist assumption, and describes the metasemantic implications of the claim. In this paper we document the developmental trajectory of the complementizer system (CP-system) in Italian by looking at the earliest spontaneous production of eleven young children, whose transcriptions are available on CHILDES. We conducted a novel corpus analysis, tracking down a number of constructions in which the clausal left-periphery is activated. First, we considered the appearance of the different complementizer particles in the CP-system, which overtly realize the three distinct functional projections ForceP, IntP, and FinP. The analysis revealed that (...) children acquiring Italian correctly use these complementizer particles already in the third year of life. Second, we looked for the simultaneous activation of different functional projections within the CP-system. We went through our corpus searching for complex sentences in which more than one constituent was moved to the left periphery. This option is allowed by the adult grammar of Italian and, as our search revealed, it is also attested in the grammar of young children. Soon after their second birthday, sequences in which a left-dislocated Topic and a Wh- element co-occur are attested, directly supporting the existence of a (high) Topic position above FocusP. Moreover, movement in general conforms to the constraints of the adult grammar, with no attested violation of obligatory inversion (a consequence of the Q-Criterion). Importantly, “why-questions” did not require inversion, much as in the adult grammar of Italian. Taken together, children's use of complementizer particles and their activation of multiple landing sites for movement show that 2-year-olds already possess a richly articulated functional structure of the CP-system, aligned to the layered adult structure. In concluding the paper, we also discuss some temporal differences between constructions activating high and low portions of the CP-system. In particular, we detect a temporal precedence for wh-questions over why-questions. Since the former activate a lower projection, this is consistent with the recently proposedGrowing Treeshypothesis, according to which the development of the CP-system proceeds stepwise. (shrink)

This essay takes a critical and reflective look at two recently published books on contentious politics in the Balkans and Eastern Europe: Social Movements in the Balkans and Ideology and Social Protests in Eastern Europe. Focusing on regions somewhat neglected in scholarly analyses of the recent global upsurge of protests, these books aim to fill the gap by highlighting some contextual and regional specificities: a position of economic and geo-political periphery, weak or unconsolidated democratic institutions, post-socialist and transitional environments, (...) societal divisions, etc. By critically assessing both contributions, in a manner that looks for their complementarity, this essay: examines the characteristics of popular mobilizations and grievances in Southeast and Eastern Europe; questions dominant narratives of political and economic transition and EU integration; re-evaluates socialist heritage and post-socialist political trajectories; discusses the possibilities of articulating political alternatives to representative democracy and free market economy; and addresses the burden of conflicting memories and attitudes towards the region?s socialist past. The difficulty that some encounter finding its political implications contrasts with Deleuze and Guattari's commitment to radical causes. In response, Patton and Thoburn elaborate on the Marxist elements in the pair's oeuvre, a line of analysis I continue. Focusing on A Thousand Plateaus, I discuss their references to the theorisation of the ‘dependency theorists’, a group of Marxist-inspired scholars (...) who became influential during the 1960s. Although women are the centre of African society, not much scholarly attention has been given to these conduits of human development in the Methodist Church in Zimbabwe. The stories of individual women have never formed part of Methodist historiography, ecclesiology, or theology. Methodist scholars exercised this pigeonholing even though women contribute to the life and mission of the church in a formidable way. Moreover, the ministers’ wives who are the leaders of the women’s movement that has the majority of church (...) membership in the Methodist Church in Zimbabwe have also not received scholarly attention despite how they have dedicated their lives to supporting their husband’s ministry. As a result, lay members of the women’s movement would not be expected to be celebrated as most Methodist scholars are male ministers who have never celebrated the work of their wives. This article was motivated by the appointment of Mrs. Sipiwe Chisvo, an ordinary member of the Women’s Fellowship from the low-density suburb of Chitungwiza, Zimbabwe to be the first black President of the World Federation of the Methodist and Uniting Church Women in 2022. Chisvo actively participated in the Methodist Church in Zimbabwe’s interventions in response to the COVID-19 pandemic and presumably, this contributed towards her visibility and recognition in the international arena.Contribution: Although African women often remain in the peripheries of culture, Sipiwe Chisvo is an example of a religious African woman who gave hope to the hopeless people during COVID-19 and this role contributed immensely to her appointment as the president of the World Federation of the Methodist and Uniting Church Women. With this identity, Chisvo represents selfless services rendered by African women to communities during pandemics and these services do not go unnoticed. (shrink)

Governor Carter's election as the democratic party nominee is the starting point of an analysis based on a theory of political cleavages and integration of conflicts.

This article sheds light on a relatively unexplored aspect of the Northern Territories dispute by examining the views of residents in Nemuro -- the symbolic frontline in Japan’s Northern Territories Reversion Movement (NTRM). The NTRM began in this northern periphery as a movement of divergent attitudes but was soon coopted by the Japanese government for political reasons. Local opposition to the government’s four island en bloc policy existed in some quarters but was largely kept in check by state largesse. (...) However, as a result of demographic and socioeconomic changes, dissent is slowly emerging in Nemuro. There are signs of an emerging disjuncture between national policy and local aspirations. This disjuncture has both theoretical and policy implications. Theoretically, this paper is congruent with politico-institutional arguments emphasizing the impact of the regulatory regime in shaping civil society organizations. From a policy perspective, public opinion in Nemuro indicates a potential avenue for compromise in Tokyo’s negotiating strategy, although pressure for change is unlikely to emerge from the bureaucratized NTRM. This paper elaborates distinctions between a core and a periphery in the ontological and the conceptual domain associated with natural language. The ontological core-periphery distinction is essential for natural language ontology and is the basis for the central thesis of my 2013 book Abstract Objects and the Semantics of Natural Language, namely that natural language permits reference to abstract objects in its periphery, but not its core.

In this essay, the author describes the trajectory toward a just peace framework in contemporary Catholic social teaching, as well as similar trends in the broader Christian community. He articulates a refined just peace framework or process that has arisen from and within a pastoral approach that listens to the experiences and voices of people in conflict situations across various cultural spaces. He then turns to the recent and challenging case of the war in Ukraine to explore and argue for (...) a just peace approach rooted in the praxis of accompaniment. The author also reflects on the distinction between and implications of an accompaniment approach and a justification-of-war approach to initiate more inquiry on this topic. (shrink)
