This paper examines the problematisation of sex-selective abortion (SSA) in UK parliamentary debates on Fiona Bruce's Abortion (Sex-Selection) Bill 2014–15 and on the subsequent proposed amendment to the Serious Crime Bill 2014–15. On the basis of close textual analysis, we argue that a discursive framing of SSA as a form of cultural oppression of minority women in need of protection underpinned Bruce's Bill; in contrast, by highlighting issues more commonly articulated in defence of women's reproductive rights, the second set of (...) debates displaced this framing in favour of a broader understanding, drawing on postcolonial feminist critiques, of how socio-economic factors constrain all women in this regard. We argue that the problematisation of SSA explains the original cross-party support for, and subsequent defeat of, the policies proposed to restrict SSA. Our analysis also highlights the central role of ideology in the policy process, thus making politics visible in policymaking. (shrink)

The article asks whether political anger has a legitimate place in a democracy, as this is a political system designed to resolve conflicts by peaceful negotiation. It distinguishes personal from social anger and political anger, to focus explicitly on the latter. It argues that both the feeling and expression of political anger are subject to normative constraints, often specific to social status and gender. The article examines arguments, including those of Seneca, in favour of an anger-free society. It concludes, however, (...) that a democracy cannot dispense with political anger, which has a vital role to play in protecting things of value. This role demands a civic education such that when democratic values are under threat citizens will not feel apathetic or simply fearful, but angry and possessed of a repertoire of ways of expressing democratic anger. My question in this paper is whether digital technologies transform humanity and make politics impossible. Digital technologies, no doubt, are revolutionary. But I argue that what they have done in the Post-Cold War era are: (1) to further contract the spaces between politicians and the people; (2) transform actors from subjects to objects, such that we may in addition to social identities, talk about digital identities; (3) relocate the public sphere from squares to ilosphere where individuals are granted enormous (...) expressive powers but at the same time become vulnerable to large scale manipulations; (4) and escalate the tools of politics. My argument will be that digital technologies in a subtle way are transforming humanity in the digital space and that this might have costly moral consequences not only in politics generally but specifically in liberal democracy. However, I will contend that this transformation of humanity does not make politics impossible; it only escalates it with troubling consequences like those we saw in the 2016 American presidential election. In the wake of colonial fragmentation and genocide, Indigenous ‘Khoisan resurgence’ movements in South Africa have mobilised subversive forms of authenticity, including heteroglossic and inventive translanguaging from fragments of Khoekhoegowab. In our analysis of video ethnographic texts produced in collaboration with the Gamtkwa Khoisan Council (GKC) in Hankey, the birthplace of Sarah Baartman, we explore how memory, language politics, and environmental activism are interwoven in acts of linguistic citizenship that constitute the ‘rememorying’ of a history that has remained persistently (...) obscured. We argue that rememorying advances a politics of reminding which counters the Rainbow Nation’s institutionalised politics of forgetting, as well as anthropological accounts that consider Indigenous activist invocations of history as merely ‘therapeutic’. Through an engagement with the memory activism of the GKC, we identify how reconstructing word-histories, reliving historical traumas, retelling histories of sites of memory, seeing oneself mirrored in one’s ancestors, and the nexus of land, memory, and time form the basis for shared meaning-making, bringing impetus, focus, and intergenerational continuity to struggles for environmental and land justice. Virtue has been rediscovered in the United States as a subject of public debate and of philosophical inquiry. bell hooks is one of the seminal feminist theoreticians whose body of work not only provides discursive understandings of intersectional modes of oppression, but also a conceptual roadmap for creating the material conditions that lead to social transformation. In this essay, I posit the formulation of a theory of transformative revolutionary action that comes out of hoolis' ruminations on the following concepts: marginality as a position and place of resistance, killing rage, revolutionary interdependency and the politics of sisterhood, and (...) the beloved community and the politics of love. These concepts form the basis for imagining a community of individuals committed to advancing feminist principles through revolutionary action that promotes social transformation, hool identifies the spatial, emotional, and interpersonal factors that contribute to a praxis-oriented transgressive politic, and reminds feminist academics of our place in social movement work, which is to construct the theoretical, conceptual and empirical apparatus to bolster feminist activism. While her ideas are not without criticism, the dialectical tension among feminist thinkers ultimately leads to a more profound, nuanced understanding of womens experiences that will then inform feminist activism. Organs available for transplantation are scarce and valuable medical resources and decisions about who is to receive them should not be made more difficult by complicated calculations of desert. Consideration of likely clinical outcome must always take priority when allocating such a precious resource otherwise there is a danger of wasting that resource. However, desert may be a relevant concern in decision-making where the clinical risk is identical between two or more potential recipients of organs. Unlikely as this scenario (...) is, such a decision procedure makes clear the interdependence of organ recipient and organ donor and hints at potential disadvantages for those who are willing to accept but unwilling to donate organs (free-riders). A combined opting-out and preference system weakens many of the objections to opting-out systems and may make the decision to donate organs on behalf of their deceased relatives easier for families. Private governance raises important questions about democratic representation. Rule making is rarely based on electoral authorisation by those in whose name rules are made—typically a requirement for democratic legitimacy. This requires revisiting the role of representation in input legitimacy in transnational governance, which remains underdeveloped. Focussing on private labour governance, we contrast two approaches to the transnational representation of worker interests in global supply chains: non-governmental organisations providing representative claims versus trade unions providing representative structures. Studying the Bangladesh Accord (...) for Fire and Building Safety, we examine their interaction along three dimensions of democratic representation: 1) creating presence, 2) authorisation, and 3) accountability to affected constituents. We develop a framework that explains when representative claims and structures become complementary but also how the politics of input legitimacy shapewhoseinterests get represented. We conclude by deriving theoretical and normative implications for transnational representation and input legitimacy in global governance. (shrink)

Conceptual engineering is thought to face an ‘implementation challenge’: the challenge of securing uptake of engineered concepts. But is the fact that implementation is challenging really a defect to be overcome? What kind of picture of political life would be implied by making engineering easy to implement? We contend that the ambition to obviate the implementation challenge goes against the very idea of liberal democratic politics. On the picture we draw, the implementation challenge can be overcome by institutionalizing (...) control over conceptual uptake, and there are contexts—such as professions that depend on coordinated conceptual innovation—in which there are good reasons to institutionalize control in this fashion. But the liberal fear of this power to control conceptual uptake ending up in the wrong hands, combined with the democratic demand for freedom of thought as a precondition of genuine consent, yields a liberal democratic rationale for keeping implementation challenging. This commentary on Marilyn Strathern's article, “Binary License,” discusses certain implications of her assertion that intertribal relationships among urban migrants in Papua New Guinea are not “ethnic.” For if such social encounters do not involve a conventional politics of identity, what then might its politics be? By comparing Strathern's Melanesian case with ethnographic examples in Corsica and Mongolia, a novel relational modality of “intensive ethnicity” may be identified, one that differs qualitatively from the “extensive ethnicity” with which anthropologists (...) have usually been concerned. The two forms of ethnicity are equally relative, in that a given group's self-understanding and self-designation are in both cases the result of its relations with other groups. However, ethnically extensive relations of the standard anthropological variety involve symbolic processes of boundary making and boundary maintenance whereby contrasting cultural traits or contents are arbitrarily assigned to and distributed among preexisting social forms and social scales (whether individuals, communities, or nations). Conversely, the more intensive intertribal engagements described by Strathern and certain other anthropologists are relational all the way down, given that everything about the terms of these relations (including their form, scale, and dimensioning) is defined by the particular quality in question. Thus a contrast may be established between the politics of identity and what might be called non-identity politics. If the former amounts to an ethnic economy in which subjectivities are exchanged in a commodity-like, alienable way, then, in the latter, stereotypical naming and other seeming “ethnic” practices amount to gift-like, non-alienable insertions of selves into others. This article traces a path through Bruno Latour’s reflections on politics to propose a constitutional reading, which makes ontological and normative lines of investigation intersect. It starts with a discussion of a central theme in Latour’s work, that of war and, more generally, opposition and conflicts, and connects it with questions of representation, delegation and decision-making. The preoccupation with land and territories found in Latour’s latest work is an invitation to extend his notion of constitution and turn it (...) into a situated matter of critical inquiry. The paper builds on debates and controversies surrounding mineral resources to show the analytical and critical value of constitutional analysis, and the way it can illuminate the ontological and normative issues associated with contemporary problematizations of land and territories. End of April 2021, the European Commission published its study on New Genomic Techniques (NGTs). The study involved a consultation of Member States and stakeholders. This study reveals a split on whether current legislation should be maintained or adapted to take account of scientific progress and the risk level of NGT products. This split was predictable. New technological developments challenge both ethical viewpoints and regulatory institutions; and contribute to the growing divide between science and society that value ‘technological innovations’ differently. (...) Such controversies are often characterized as ‘unstructured’ because of nearly unbridgeable positions on entangled scientific and value-laden issues. Initiatives for stakeholder involvement, such as consultation or participation, often focus on reaching a ‘shared vision’ without exploring the diverse societal concerns and values behind these positions. To resolve the EU stalemate in NGT regulation, we advocate to bring back politics in the EU decision-making process instead of hiding it under the veil of science, the need for regulatory change and public support. A more productive and justified use of genuine stakeholder participation is possible, if participants and deliberation design meet the criteria of what we call _participation ethics_. Drawing from our applied experience exploring the ethics of genetic modification, we believe that this approach can lead to more robust political decision-making and restore societal confidence in the governance of contested issues such as NGTs. The issue of what is proper to nature, or life itself, is central to critical accounts of biomedicine and its complex interrelations with social, political and economic forces. These engagements, namely biopolitical accounts of medical practices and ethical-political critiques of biomedical discourse, grapple with the indistinction between the political and biological that biomedicine enacts. Making a significant contribution to both literatures, Ed Cohen’s A Body Worth Defending argues that the emergence of the concept of biological immunity signals the entry (...) of politics into life itself and, as such, constitutes a concrete example of biopolitics. This article examines Cohen’s account of how the political becomes biological, and the view of life it assumes. Seeking to open up the question of biology, it draws on the work of Georges Canguilhem, and New Materialist accounts of matter–meaning entanglement, to offer a reading of knowledge and life, or politics and biology, as ontologically entangled. We listen to a cacophony of voices instructing us how to think and feel about nature, including our own bodies. The news media, wildlife documentaries, science magazines, and environmental NGOs are among those clamouring for our attention. But are we empowered by all this knowledge or is our dependence on various epistemic communities allowing our thoughts, sentiments and activities to be unduly governed by others? Drawing on over 30 years on research into the 'social constitution of nature', Making Sense (...) of Nature shows that what we call 'nature' is made sense of for us in ways that make it central to social order, social change and social dissent. By utilising insights and extended examples from anthropology, cultural studies, human geography, philosophy, politics, sociology, science studies, this interdisciplinary text asks whether we can better make sense of nature for ourselves, and thus participate more meaningfully in momentous decisions about the future of life - human and non-human - on the planet. This book shows how 'nature' can be made sense of without presuming its naturalness. The challenge is not so much to rid ourselves of the idea of nature and its 'collateral concepts' (such as genes) but instead, we need to be more alert to how, why and with what effects ideas about 'nature' get fashioned and deployed in specific situations. In recent years the historical relationship between scientific experts and the state has received increasing scrutiny. Such experts played important roles in the creation and regulation of environmental organizations and functioned as agents dispatched by politicians or bureaucrats to assess health-related problems and concerns raised by the public or the judiciary. But when it came to making public policy, scientists played another role that has received less attention. In addition to acting as advisers and assessors, some scientists were democratically (...) elected members of local and national legislatures. In this essay I draw attention to this phenomenon by examining how liberal politicians and intellectuals used Darwinian cognitive science to conceptualize the education of children in Victorian Britain. This paper argues that current iterations of lesbian, gay, bisexual, transgender and intersex rights are limited by an overreliance on particular representations of sexuality, in which homosexuality is defined negatively through a binary of homosexual/heterosexual. The limits of these representations are explored in order to unpick the possibility of engaging in a form of sexuality politics that is grounded in difference rather than in sameness or opposition. The paper seeks to respond to Braidotti’s call for an “affirmative politics” (...) that is open to forms of creative, future-oriented action and that might serve to answer some of the more common criticisms of current LGBTI rights activism. Transnational politics and labor markets are undermining national industrial relations systems in Europe. This article examines the construction industry, where the internationalization of the labor market has gone especially far. To test hypotheses about di ferences between “national systems,” the authors examine the United Kingdom, Finland, and Germany, alongside European-level policy making. Regardless of overall national institutional framework, employers seek to avoid industrial relations rules, while unions attempt to relocalize labor relations. Both use shop-floor, national, and European power (...) resources. Yet, what makes the public special in this regard? This response will do three things. First, it asks whether discussing with the public differs in any meaningful way from discussing with other people such as colleagues or students. Second, it questions the methodological approach, asking whether de Shalit's approach provides a legitimate answer (...) to his question. For a long time, international relations scholars have adopted a narrow view of what is global order, who are its makers and managers, and what means they employ to realize their goals. Amitav Acharya argues that the nature and scope of agency in the global order - who creates it and how - needs to be redefined and broadened. Order is built not by material power alone, but also by ideas and norms. While the West designed the post-war order, the (...) non-Western countries were not passive. They contested and redefined Western ideas and norms, and contributed new ones of their own making. This book examines such acts of agency, especially the redefinitions of sovereignty and security, shaping contemporary world politics. EbertPolitics and the Earthly City in Augustine's City of God by Veronica Roberts Ogle (Cambridge: Cambridge University Press, 2021), x + 201 pp.Politics is not a word in Augustine's lexicon—at least, it's not something he speaks of, in the abstract, in his great work of political theology, the City of God. (...) This curious omission from Augustine's late magnum opus et arduum has given rise to many a divergent reading of his political thought. Lacking an express account of the very term in question, his politics can seem to admit of a wide range of interpretations. On one side of the spectrum, it has been described as anticipating the religious neutrality of modern liberalism. On the other side, it has been interpreted as consolidating politics into religion by transposing political philosophy into the key of ecclesiology and making the Church the new realm of politics.1 In her elegantly written and insightful new book, which builds on the work of her 2014 dissertation at the University of Notre Dame and on a few published articles, Veronica Roberts Ogle charts a new interpretive path for reading Augustine on politics. She does this by means of two principal interventions.The first is by elucidating City of God's rhetorical purpose, what Ogle calls its "psychagogic character" (6). Psychagogy, "the art of leading [agô] souls [psychai] to a state of health," was the rhetorical aim and genre of much ancient philosophy (3). It took its cue from the philosopher's perception that his readers were sick with the disease of unhealthy attachment to the things of the world. Philosophers were physicians of the soul: they applied "the medicinal art of contraries" to their sick patients. This meant that their literary curatives often met patients/readers with the bitter taste of a poison (4). But—and this is the crucial point for Ogle—the poison was given for the purpose of health. What this means for Augustine's City of God, Ogle argues, is that we ought not take the work's biting and at-times-venomous rhetoric as evidence that Augustine is trying to poison his reader's vision of politics. Rather, he is trying to cure them of their attachment to the myths and delusions of politics-according-to-Rome and, instead, "to help us see the world, even the political world, anew: as part of a created order that is good, but that points beyond itself all the same" (4). Augustine's descriptions of Rome—indeed his frequent equations of Rome with the civitas [End Page 1426] terrena—are indeed meant to shock. But, so Ogle argues, they are meant to shock us out of destructive attachments so that we can learn to make the right attachments, first to Christ, and then, through Christ, to our earthly communities as pilgrims. City of God's pessimistic rhetoric is not Augustine simply denouncing the natural project of politics. It is a bitter medicine for a people deathly ill with an addiction to earthly glory.The second intervention of Ogle's book lies in its attention to what she calls City of God's "sacramental ethos" (5). This, I would argue, is the book's most important contribution. It is also the insight on which the heart of the book's argument depends. Sacraments, for Augustine, are signs that point us to God. Understood in this broad sense, the whole created order—that is, everything that is not God—has the quality of a sacrament by virtue of its very existence. This is connected closely to Augustine's understanding of evil as privatio boni: all that exists, to the extent that it exists, is good; and all that exists is, by nature, a sign (signum) pointing beyond itself to the Lord.These are not new insights into Augustine's doctrine of creation, but Ogle's application of them to the question of politics and the earthly city is suggestive. In times like these, a new ethico-political ideal is required to contest the adequacy of dominant understandings of social interaction as matters of choice and rational decision-making and in contesting these understandings encourage us to imagine social alternatives. We wish to make a contribution to this project of expanding the universe of political discourse as a means to invigorating ethico-political debate. A range of existing vocabularies — the languages of trust (and relatedly respect), care and associated concepts, including corporeal (...) generosity — are currently put forward as the means to contest the dominance of neo-liberal premises about `atomistic individualism'. While many of these accounts focus on nation-states, others attend to an emerging global community. Nevertheless, we have some reservations about these languages and their premises. In our view they tend frequently to locate the `problem' in the character of citizens. We also make the case that such languages and their associated political agendas reinstate aspects of social hierarchy that mimic neo-liberal conceptions of autonomous individualism. Central to our critique is the claim that the problematic aspects of these existing languages of (inter)connection are due to an attenuated understanding of embodiment and an inadequate dialogue between the socio-political and embodiment. It is this inadequate dialogue we wish to redress. In this paper we offer a new ethical ideal called `social flesh' to ground an alternative politics for reconfiguring exploitative social relations. As an ethico-political starting point, `social flesh' highlights human embodied interdependence and in the process configures a new, more transformative political vision. It draws attention to shared embodied reliance, mutual reliance, of people across the globe on social space, infrastructure and resources. Insistence upon this shared reliance underpins a profoundly levelling perspective, a radical politics. (shrink)

Today the halls of Technology, Entertainment, and Design and Davos reverberate with optimism that hacking, brainstorming, and crowdsourcing can transform citizenship, development, and education alike. This article examines these claims ethnographically and historically with an eye toward the kinds of social orders such practices produce. This article focuses on a hackathon, one emblematic site of social practice where techniques from information technology production become ways of remaking culture. Hackathons sometimes produce technologies, and they always, however, produce subjects. This article argues (...) that the hackathon rehearses an entrepreneurial citizenship celebrated in transnational cultures that orient toward Silicon Valley for models of social change. Such optimistic, high-velocity practice aligns, in India, with middle-class politics that favor quick and forceful action with socially similar collaborators over the contestations of mass democracy or the slow construction of coalition across difference. Rousseau's Discourse on Inequality argues that human socio-political inequality is product of human activity and not a function of natural processes. Recent studies have begun to address the role of natural history in the Discourse and have argued that Rousseau anticipated modern developments in evolutionist theory, sociobiology, ethology, and primatology. I take issue with this trend in Rousseau scholarship. In this work I demonstrate that Rousseau should not be counted as a forerunner of either Darwin or more recent attempts at (...) integrating politics and the life sciences; that, on the contrary, Rousseau's Discourse is best understood as a call to resist this approach to political inquiry. ;I begin my discussion by examining the structure and political implications of the dominant eighteenth-century theory of natural history--the "chain of being". I demonstrate that this view of nature held that inequality was both natural and just, and that in order for Rousseau to sustain his egalitarian commitments he needed to refute this claim. ;Next, I begin to reconstruct Rousseau's understanding of natural history in order to demonstrate that Rousseau should not be included as a forerunner of Darwin. I demonstrate that on issues central to natural history he shows a marked willingness to accept key presuppositions of the chain of being. I then examine how he is nonetheless able to escape the inegalitarian implications of this theory of natural history by making the issue of objectivity central to his investigation of the origin and foundation of human inequality. ;I demonstrate how Rousseau argues that competing conceptions of human nature and the natural condition of the human species should be rejected as insufficiently objective. I discuss Rousseau's solution to the problem of objectivity and its effect on his own description of human beings in the state of nature. I conclude by arguing that the main relevance of the Second Discourse to contemporary biopolitics is the extent to which it anticipates the concerns of its critics. (shrink)

Much of the literature on therapeutic somatic cell nuclear transfer covers the moral arguments for and against proceeding and the policy stall occasioned by conflicts over the moral status of embryos. Yet it is also worthwhile to view policy from the standpoint of the resources available as well as of deficiencies in those resources. This article uses the idea of a policy community to examine policy making from a starting point that focuses not on what divides, but rather on (...) the groups and individuals committed to enabling ES cell research and therapeutic SCNT. Although written with international dimensions in mind, the article focuses on the United States, where the politics are particularly volatile and the likelihood of policy leadership at the national level is remote. In his 1905 work on the logical foundations of geometry, Royce proposed a logic based on the “obverse” or O-relation that could provide a means of understanding any system of order. Royce explains that this relation, which he calls the O-relation, “in logical terms,... is the relation in which (if we were talking of the possible chances [choices] open to one who had to decide upon a course of action) any set of exhaustive but, in their entirety, inconsistent choices would (...) stand to one another” (Royce, 1951, 385). To elucidate the tensions in the relation between ethics and politics, I construct a dialogue between Kant, who argues that they can be made compatible, and Derrida, who claims to go beyond Kant and his idea of duty. For Derrida, ethics makes unconditional demands and politics guides our responses to possible effects of our decisions. Derrida argues that in politics there must be a negotiation of the non-negotiable call of ethical responsibility. I argue that Derrida's unconditional ethics (...) cannot be read in precisely Kantian terms because his `impossible reals' can be destructive. Moreover, Derrida expands the reach of ethics beyond Kant by making all ethical demands unconditional or perfect, yet he does not articulate a politics that would enable us to respond to these demands. We need to take account of these difficulties in theorizing how ethics should constrain politics and how politics can provide the conditions for ethics. (shrink)

Some clerics (ulama) in the Islamic world are of the view that practical politics is closely related to Islam, which regulates how an order of state is run. This view historically departs from Islamic constitutional jurisprudence texts that justify political Islam. Likewise, some Islamic boarding schools’ (pesantren) clerics, better known as kyai in Indonesia, are of the view that practical politics is not only a world affair but also an activity based on the application of Islamic legal principles (...) in achieving public welfare. This study aims to determine the academic basis of pesantren ulama in making decisions to be active in practical politics in Indonesia. Using a qualitative approach through interviews, the results of this study indicate that the political decisions of pesantren ulama are strictly based on the perspective of political Islam and fiqh principles that justify the involvement of ulama in politics. Furthermore, the conclusion leads to three perspectives in political motivations for pesantren’s ulama: to gain power, to preach Islamic values, and to demonstrate the existence of ulama in modern state administration.Contribution: The contribution of the study is to describe the permissibility of politics as an alternative to preaching and to show the existence and ability of ulama in state administration. A systematic, critical examination of Karl Marx's social theories and their philosophical presuppositions. Through extensive discussions of the texts Jon Elster offers a balanced and detailed account of Marx's views that is at once sympathetic, undogmatic and rigorous. Equally importantly he tries to assess 'what is living and what is dead in the philosophy of Marx', using the analytical resources of contemporary social science and philosophy. Professor Elster insists on the need for microfoundations in social science and provides a systematic (...) criticism of functionalism and teleological thinking in Marx. He argues that Marx's economic theories are largely wrong or irrelevant; historical materialism is seen to have only limited plausibility ; Marx's most lasting achievements are the criticism of capitalism in terms of alienation and exploitation and the theory of class struggle, politics and ideology under capitalism, though in these areas too Elster enters substantial qualifications. Recently, epistocrats have challenged the value of democracy by claiming that policy outcomes can be improved if the electorate were narrowed to empower only those with sufficient knowledge to inform competent policy decisions. I argue that by centering on contesting how well regimes employ extant knowledge in decision-making, this conversation has neglected to consider how regimes influence the production of knowledge over time. Science and technology studies scholars have long recognized that political systems impact the productivity of expert research. (...) I argue that in order to evaluate which regime is “smarter,” we must consider not only how well they employ existing knowledge in decision-making, but we must also assess how those regimes influence the ongoing production of policy-relevant knowledge. Thus, I offer an instrumental defense of democracy based on its capacity to encourage a superior pattern and quality of expert research to inform policy decisions over time. Epistocracy may be effective at employing extant knowledge in the short run, but in the long run, democracy is a superior environment for producing knowledge to inform policy decisions. (shrink)

In Western democracies, people harbor feelings of disgust or hatred for politics. Populists and technocrats even seemingly question the value of politics. Populists cry that they are not politicians and that politics is necessarily corrupt. From the opposite side, technocrats view politics as a pointless constraint on enacting the obviously right policies. Are Western democracies facing a rejection of politics? And is politics worth defending? This paper offers a vindicatory genealogy of politics, vindicating (...) the need human beings have for this practice and clarifying the extent of its contemporary rejections. To achieve these contributions, the paper connects the literatures on pragmatic genealogy and on political realism, revealing how they can complement each other. Following pragmatic genealogy, the practice of politics is vindicated, because it meets an inevitable functional need for collectively binding decision‐making. However, and importantly, political realism allows us to see that the functional mechanisms through which politics fulfills this need vary contextually and thus require careful empirical scrutiny. The paper thus dispels confusion about seeming rejections of politics by clarifying what is unavoidable, and what is revisable about politics. (shrink)

In this commentary, I reflect on the differences between two independent citizen approaches to monitoring radiological contamination, one in Belarus after the 1986 Chernobyl nuclear accident and the other in Japan following the 2011 Fukushima Daiichi accident. I examine these approaches from the perspective of their contribution to making radiological contamination more publicly visible. The analysis is grounded in my earlier work, where I examined how we have come to know what we know about post–Chernobyl contamination and its effects (...) in Belarus, a former Soviet republic most heavily affected by the fallout. As I described in this study, much of what we know about the consequences of Chernobyl is based on the work of the Belarusian nonprofit Institute of Radiation Safety, “Belrad.” I compare Belrad’s approach to radiological monitoring with the work of the volunteer network Safecast, arguably one of the best-known citizen science projects in the world, which is working to monitor the scope of the post–Fukushima contamination. Through this comparison of approaches, I raise broader questions about a form of sensing practices—data-related practices of citizen science that make environmental hazards publicly in/visible. This book examines reason and unreason in the legal and political responses to terrorism. Terrorism is often perceived as sheer madness, unreasonable use of extreme violence and senseless, futile political action. These assertions are challenged by this book. Combining ‘traditional’ thought on reason and unreason in terrorism with empirical explorations of post-modern terrorism and its use of communication platforms the work uses interdisciplinary and cross disciplinary dimensions to provide a multidimensional picture of critical issues in current politics and a (...) deeper examination of their implications than previously available. The book looks at various aspects of modern politics, from terrorism to protest, from decision-making to political discourse, applying the perspective of philosophical thought. Our understanding of body–world relations is caught in a curious contradiction. On one side, it is well established that many concepts that describe interaction with the outer world – ‘plasticity’ or ‘metabolism’- or external influences on the body - ‘environment’ or ‘milieu’ – appeared with the rise of modern science. On the other side, although premodern science lacked a unifying term for it, an anxious attentiveness to the power of ‘environmental factors’ in shaping physical and moral traits held sway in (...) nearly all medical systems before and alongside modern Europe. In this article, I build on a new historiography on the policing of bodies and environments in medieval times and at the urban scale to problematize Foucault’s claim about biopolitics as a modern phenomenon born in the European eighteenth-century. I look in particular at the collective usage of ancient medicine and manipulation of the milieu based on humoralist notions of corporeal permeability (Hippocrates, Galen, Ibn Sīnā) in the Islamicate and Latin Christendom between the 12th and the 15th century. This longer history has implications also for a richer genealogy of contemporary tropes of plasticity, permeability and environmental determinism beyond usual genealogies that take as a starting point the making of the modern body and EuroAmerican biomedicine.
