The three Ōtani Expeditions (1902–1914) constitute the first non-Western attempt to carry out systematic research in Central Asia. The mastermind behind these Japanese enterprises was Ōtani Kōzui, the 22nd lord-abbot of the Western Honganji temple in Kyoto and the patriarch of the Honpa Honganji denomination of the Jōdo Shinshū sect, which was and remains the largest Buddhist community in Japan. Kōzui’s position as a monk during the period the expeditions were carried out reveals his religious motivation as the planner and (...) sponsor of these research trips. Inspired by the 7th century traveler-monk Xuanzang, the main purpose of the Ōtani Expeditions was therefore to find the routes through which Buddhism had passed before reaching Japan. The 1919 eclipse expedition’s confirmation of general relativity is often celebrated as a triumph of scientific internationalism. However, British scientific opinion during World War I leaned toward the permanent severance of intellectual ties with Germany. That the expedition came to be remembered as a progressive moment of internationalism was largely the result of the efforts of A. S. Eddington. A devout Quaker, Eddington imported into the scientific community the strategies being used by his coreligionists in the national dialogue: (...) humanize the enemy through personal contact and dramatic projects that highlight the value of peace and cooperation. The essay also addresses the common misconception that Eddington’s sympathy for Einstein led him intentionally to misinterpret the expedition’s results. The evidence gives no reason to think that Eddington or his coworkers were anything but rigorous. Eddington’s pacifism is reflected not in manipulated data but in the meaning of the expedition and the way it entered the collective memory as a celebration of international cooperation in the wake of war. Abstract Building on the authors' previous work regarding the classical Confucian position on the legitimate use of military force as represented by Mencius and Xunzi, this paper probes their understanding of punitive expeditions undertaken against tyrants in particular ? aims, justification, preconditions, and limits. It compares this understanding with contemporary Western models of humanitarian intervention, and argues that the Confucian punitive expedition aligns most closely with the emerging ?responsibility to protect? model in Western discussions, although it also differs from (...) the latter in certain respects. For example, the Confucian expedition explicitly forwards as legitimate aims regime change and the punishment of tyrants, in addition to rescue of an abused population and assistance in rebuilding a decent society. The Confucian understanding also appears to set a lower threshold standard (well short of genocide, ethnic cleansing, or large-scale massacre) for what counts as severe tyranny warranting intervention, and it explicitly speaks of an obligation (beyond mere permissibility) to intervene when that threshold is exceeded. In its concluding section, the paper discusses some possible contemporary implications of the classical Confucian understanding of a punitive expedition against tyrants. (shrink)

Renewed interest in human space exploration has highlighted the gaps in knowledge needed for successful long-duration missions outside low-Earth orbit. Although the technical challenges of such missions are being systematically overcome, many of the unknowns in predicting mission success depend on human behavior and performance, knowledge of which must be either obtained through space research or extrapolated from human experience on Earth. Particularly in human neuroscience, laboratory-based research efforts are not closely connected to real environments such as human space exploration. (...) As caves share several of the physical and psychological challenges of spaceflight, underground expeditions have recently been developed as a spaceflight analog for astronaut training purposes, suggesting that they might also be suitable for studying aspects of behavior and cognition that cannot be fully examined under laboratory conditions. Our objective is to foster a bi-directional exchange between cognitive neuroscientists and expedition experts by (1) describing the cave environment as a worthy space analog for human research, (2) reviewing work conducted on human neuroscience and cognition within caves, (3) exploring the range of topics for which the unique environment may prove valuable as well as obstacles and limitations, (4) outlining technologies and methods appropriate for cave use, and (5) suggesting how researchers might establish contact with potential expedition collaborators. We believe that cave expeditions, as well as other sorts of expeditions, offer unique possibilities for cognitive neuroscience that will complement laboratory work and help to improve human performance and safety in operational environments, both on Earth and in space. Since the last war, one character of the political system in Belgium is the growth and the duration of the ministerial crisis. Some questions of public law appeared. How is it possible to maintain the continuity of the political and administrative action, without ministerial responsibility to Parliament, during the crisis? The Belgian Conseil d'Etat contributed, by the notion of the «affaires courantes», sort of general principle of public law, to give a solution to this problem.

Recent empirical work has shown that many scientific results may not be reproducible. By itself, this does not entail that there is a problem. However, I argue that there is a problem: the reward structure of science incentivizes scientists to focus on speed and impact at the expense of the reproducibility of their work. I illustrate this using a well-known failure of reproducibility: Fleischmann and Pons' work on cold fusion. I then use a rational choice model to identify a set (...) of sufficient conditions for this problem to arise, and I argue that these conditions plausibly apply to a wide range of research situations. In the conclusion I consider possible solutions and implications for how Fleischmann and Pons' work should be evaluated. (shrink)

This qualitative study investigated an interdisciplinary expedition (based on the Expeditionary Learning Outward Bound model) in a Global History Class in an urban charter high school to understand what happens during an expedition and how the students viewed the expedition. Findings indicated students were engaged in learning about issues of security and privacy, but failed to make interdisciplinary connections between global history and their other classes. Additionally, the Global History teacher encountered challenges in enacting interdisciplinary, expeditionary curricula (...) with racially, ethnically, and socioeconomically diverse students. This study highlights the benefits and challenges of implementing an interdisciplinary approach to teaching, as well as the need for additional supports for teachers who want to implement interdisciplinary curricula. It appears to be a generally accepted opinion among modern historians that the expedition which the Athenians led up-Nile in 459 B.C. in support of the Egyptian insurrection against Persia was an exceptionally large one, numbering no less than 200 sail. Modern authors also seem to imply, though they may not say so explicitly, that the whole of this armada was involved in the catastrophe which overtook the rebels in 454 B.C.

During the 1920s, researchers from the American Museum of Natural History led by Roy Chapman Andrews exported a large collection of valuable fossils from the Gobi Desert. While their expedition was celebrated across Europe and the United States, it aroused enormous controversy in China and Mongolia, especially after a new Nationalist government was formed in Nanjing during the late 1920s. Whereas Chinese scholars accused American scientists of plundering their natural heritage, Andrews argued that because dinosaurs went extinct long before (...) the creation of China, prehistoric fossils belonged equally to all mankind. This essay locates the Central Asiatic Expedition within a broader history of epistemic imperialism to explore what the controversy that it engendered reveals about the production, circulation, and accumulation of knowledge in a global context. This paper addresses the legendary total solar eclipse of 29 May 1919. Two British teams confirmed the light bending prediction by Albert Einstein: Charles R. Davidson and Andrew C. C. Crommelin in Sobral, Brazil and Arthur S. Eddington and Edwin T. Cottingham on the African island of Príncipe, then part of the Portuguese empire.By jointly analyzing the two astronomical expeditions supported by written and visual sources, I show how, despite extensive scholarship on this famous historical episode and the historiographical emphasis (...) on the plural dimensions of knowledge construction, many human and non-human actors have been kept in the shadow of the eclipse. I do so by focusing on what I call knowledge from the periphery together with knowledge from below, grounded literally on how localities (sites) affect choices and events, and growing outward to encompass a wide range of participants. I show how the geopolitical status of the two nations where the observational sites were located, and specifically Portugal's condition of colonial power, affected main decisions and events, while highlighting the active role of participants, ranging from experts from the peripheries and those involved in the travels to local elites and anonymous peoples, some of whom contributed to the observation of totality. Neuroscience is in a period of explosive growth. To address the implications of the new findings for religion and science, Zyvon in 1996 published fifteen articles in this field. Although the authors'explorations of neuroscience and religion are various, three issues in particular are addressed repeatedly: (1) the nature of human identity, or hallmarks of humanness; (2) the nature and origin of religious consciousness; and (3) our means of discovering or constructing order and integration in the brain/mind, in the environment, and (...) holistically. Antibiotic resistance, arising when bacteria develop defences against antibiotics, is creating a public health threat of massive proportions. This raises challenging questions for standard notions in bioethics when suitable policy is to be characterized and justified. We examine the particular proposal of expediting innovation of new antibiotics by cutting various forms of regulatory ‘red tape’ in the standard system for the clinical introduction of new drugs. We find strong principled reasons in favour of such a lowering of the ethical standards (...) of research and the clinical introduction of new antibiotic formulas. However, this support is undermined by pragmatic challenges owing to expected responses from stakeholders, creating uncertainty about which policies could actually be effectively implemented. We describe an underlying dilemma on how to rationally justify compromises between ideal ethical justification and pragmatic risks that needs to be further addressed in this light. We suggest a solution to this dilemma related to proposals of expediting antibiotic drug innovation. (shrink)

The 1800?4 scientific expedition that was commissioned by Bonaparte and captained by Nicolas Baudin was a vast note?producing machine. Recording information in the form of notes was indeed its mode of being. The expedition, conceived in the late eighteenth century, represents in its scope and achievements Enlightenment knowledge?gathering at its most ambitious: the exhaustive collection, measurement, description and classification of objects of the natural world. Aiming at encyclopædic inclusiveness and at the same time seeking accurate knowledge, the achievements (...) of the expedition were remarkable. Some 72,120 items (including drawings and writings) were brought back to France: raw material for future research, as well as quantities of notes, reports and narratives that in themselves constituted fragments of new knowledge about the natural world. Underpinning this plethora of note?taking was a particular understanding of what constituted science and the scientific enterprise at this time in post?Revolutionary France, and this understanding welded together both officers and naturalists in a common aim. The written traditions of sea?voyaging intersected with the reporting requirements of the emerging natural sciences, producing a unique social and intellectual interaction and cross?fertilisation, supported by the methods of recording. The search for the Northwest Passage in the years following the Napoleonic Wars provided both a market and testing ground for marine chronometers. Long voyages and extreme temperatures challenged the best chronometers. Among the firms seeking to meet those challenges was that of William Parkinson & William James Frodsham. Their chronometers performed particularly well in the Arctic, as John and James Clark Ross, William Edward Parry, and Edward Sabine gladly recognized. The way in which chronometers were made and sold, however, (...) meant that there were sometimes controversies over who was entitled to claim credit for a particular instrument. A letter from Parkinson & Frodsham in 1821 illustrates the problem, and its causes in the nature of the trade; the text of that letter is published here in its entirety. Also problematic, and discussed here, was the craft aspect of the industry, in which the ‘mechanical construction’ of a chronometer might not reveal the process of manufacture that gave it its steady rate and accuracy. Among various case studies addressing the reception of relativity, very few deal with Portugal at either the international or the national level. The national literature on the topic has mainly concentrated on the reactions to relativity of the Portuguese mathematical community. The absence of Portuguese astronomers alongside Eddington during the 1919 expedition to Principe, then a Portuguese island, has been implicitly equated with the astronomical community's lack of interest in the event. In reception studies dealing with general relativity, analysis (...) has tended to focus on the physics and mathematics communities, less on the astronomers. Given that relativity was born at the interface of physics, mathematics and astronomy, reactions of members of these scientific communities depended on differences in shared traditions, values, problems and expectations, as well as on individual practitioners' idiosyncrasies. This paper addresses the contributions of the overlooked Portuguese astronomical community, evaluates the actions and reactions of its members to the expedition and assesses their role in the process of appropriation of relativity. The role of verticality in 19th- and 20th-century fields of knowledge-making has received increased attention among historians of science. Correspondingly, cultural historians have explored the growing importance of a bird's eye view in popular culture throughout the 1800s. The elevated positions created in science and public discourse have both contributed to a modern ability to see the bigger picture. This article investigates how the Swedish geographer Sven Hedin produced an elevated view through his expedition to the Karakoram mountain range (...) in Tibet between 1906 and 1908. Focusing on his travel narrative as a place where the elevated view was created and defined, I interpret Hedin's expedition as a part of initiatives in geography, at the turn of the 20th century, to find a vertical means of representing the world. In particular, this article demonstrates how the overview, both literally and metaphorically, became an ideal in Hedin's narrative. Moreover, I argue that Hedin's elevated view contributed to an emotional economy of elevation. The alleged rational gaze of the overview was combined with emotions and experiences of cold climate, thin mountain air, vertigo, and awe. This article indicates how affective states were included in the collection of data, even when they threatened to blur the sensorium of the observer. Third, through the analytical lens of an emotional economy of elevation, I argue that Hedin's elevated view mimicked the affective language of a Humboldtian tradition, while at the same time it contributed to the popular culture of the late 19th century with its fascination for ascents and bird's-eye views. As a European celebrity, Hedin reached massive crowds and contributed to the establishment of the outlook from above as a crucial technique for understanding nature. (shrink)

The kleptocratic supremacy of the praetorian prefect C. Fulvius Plautianus was felt throughout the city of Rome, the Empire and even beyond the imperial frontiers. Indeed, for the senatorial historian Dio Cassius, there was no more picturesque demonstration of Plautianus' acquisitiveness than his seizure of strange striped horse-like creatures from ‘islands in the Erythraean Sea’. The passage, as preserved in the text of Xiphilinus' Epitome, reads as follows : καὶ τέλος ἵππους Ἡλίῳ τιγροειδεῖς ἐκ τῶν ἐν τῇ Ἐρυθρᾷ θαλάσσῃ νήσων, (...) πέμψας ἑκατοντάρχους, ἐξέκλεψεν·In the end he even stole tiger-like horses to Helios from the islands in the Erythraean Sea, having sent some centurions to carry out the task.
