On a representationalist view, conceptual engineering is the practice of changing the extensions and intensions of the devices we use to speak and think. But if this view holds true, conceptual engineering has a bad rationale. Extensions and intensions are not the sorts of things that are better or worse as such. A representationalist account of conceptual engineering thus falls prey to the objection that the practice has a bad rationale. To account for the (...) assumption that conceptual engineering is worthwhile, we propose to view what is being engineered as inferential devices, as opposed to representational devices. The objective is not to establish that being or having an inferential role is all there is to meaning or conceptual content. Rather, our agenda is to recommend a shift of focus from the representational features of content to the inferential features of content for the purposes of doing and thinking about conceptual engineering. Inferentialism about conceptual engineering makes better sense of the practice than a representationalist approach: In addition to accounting for the rationality of engaging in conceptual engineering, inferentialism provides a sound interpretation of what is at stake in concrete examples of conceptual engineering. Conceptual engineering, motivated one natural way, involves the search for new concepts. But to what extent does conceptual engineering as practiced involve such conceptual innovation, and to what extent can it do so? In this paper, I first argue that conceptual engineering as practiced surprisingly does not appear to involve conceptual innovation, and then I discuss problems regarding the extent to which it can involve conceptual innovation.

Many ameliorative projects aim at moral goods such as social equality. For example, the amelioration of the concept MARRIAGE forms part of efforts to achieve equal rights for the LGBT+ community. What does implementation of such an ameliorated concept consist in? In this paper, I argue that, for some ameliorated concepts, successful implementation requires that individuals eschew semantic deference, at least with respect to relevant dimensions of the concept. My argument appeals to consideration of the aims of conceptual engineers (...) engaged in this type of ameliorative project: they seek conceptual change in order to contribute to the dismantling of oppressive social structures, institutions, and systems of belief. I argue that, for such aims to be achieved, it must be the case that individuals who come to endorse the concept do so for the right reasons---because they have gained an understanding of why the ameliorated concept is morally preferable to its ancestor. Once they have acquired such reasons, however, they are no longer correctly described as semantically deferential; they will treat moral reasons to employ the concept as overriding of semantic considerations. Conceptual engineers seek to revise or replace the devices we use to speak and think. If this amounts to an effort to change what natural language expressions mean, conceptual engineers will have a hard time. It is largely unfeasible to change the meaning of e.g. ‘cause’ in English. Conceptual engineers may therefore seem unable to make the changes they aim to make. This is what I call ‘the implementation problem’. In this paper, I argue that the implementation (...) problem dissolves if we expand our view of how conceptual engineers could implement the products of their work. I describe four implementation options: Standing Meaning, Meaning Modulation, Speaker-Meaning and Different Language. I query the feasibility and worth of pursuing these options. Unless each option fails because it is unfeasible or not worthwhile, conceptual engineers do not face an implementation problem worth worrying about. I argue that some of the options are feasible and worthwhile, and therefore, that conceptual engineers do not face an implementation problem worth worrying about. (shrink)

Conceptual engineering has strong political roots. But if conceptual engineering is to be a useful tool for promoting social justice, there must be a means by which the concepts we design can take root and propagate in dominant contexts. This is known as the implementation challenge. In this paper, I caution against movements toward a particular methodological perspective on the challenge called dialogical individualism. This perspective centres the role of speakers in speech-situations to persuade hearers to (...) change their minds about currently held concepts. This individualism has a distorting effect: it warps our perception of the size of the challenge. In particular, dialogical individualism ignores the social environmental factors that make conversation an unfriendly site for conceptual change. Moreover, it is not sufficiently attentive to the history of conceptual change in communities of practice. In the end, I argue for a methodological perspective shift: discursive strategies, such as speaker persuasion, should be decentralized in our overall thinking about the best solutions to the implementation challenge. Our attention is better focused on tailoring strategies to deal with the social environment in which concept-users are embedded. (shrink)

Conceptual engineering is thought to face an ‘implementation challenge’: the challenge of securing uptake of engineered concepts. But is the fact that implementation is challenging really a defect to be overcome? What kind of picture of political life would be implied by making engineering easy to implement? We contend that the ambition to obviate the implementation challenge goes against the very idea of liberal democratic politics. On the picture we draw, the implementation challenge can be overcome by (...) institutionalizing control over conceptual uptake, and there are contexts—such as professions that depend on coordinated conceptual innovation—in which there are good reasons to institutionalize control in this fashion. But the liberal fear of this power to control conceptual uptake ending up in the wrong hands, combined with the democratic demand for freedom of thought as a precondition of genuine consent, yields a liberal democratic rationale for keeping implementation challenging. According to predictive processing, an increasingly influential paradigm in cognitive science, the function of the brain is to minimize the prediction error of its sensory input. Conceptual engineering is the practice of assessing and changing concepts or word meanings. We contribute to both strands of research by proposing the first cognitive account of conceptual engineering, using the predictive processing framework. Our model reveals a new kind of implementation problem as prediction errors are only minimized if enough (...) agents embrace conceptual changes. Building on Wittgenstein’s ideas, I defend a brand of pluralism that associates words with conceptual families and appeals to this notion in the course of philosophical problem solving. I argue that certain problems that the received view of conceptual engineering (‘improvement by replacement’) faces can be more easily overcome if we adopt a pluralist perspective. I show that the proposed approach can circumvent the problem of topic discontinuity, whilst also avoiding the threat of trivialisation, since it can (...) easily accommodate both coarse-grained and fine-grained topics. Finally, I argue that my variant of pluralism is compatible with de novo conceptual engineering insofar as it allows that the paradigm associated with a word may shift overtime thus creating an opportunity for new candidate members to join a conceptual family. The paper explores the relationship between conceptual engineering and the methodology of the Lvov-Warsaw School. While conceptual engineering is commonly seen as rooted in Rudolf Carnap's works and his method of explication, this paper argues that LWS predates and informs contemporary understanding of this methodology. The paper establishes that LWS not only engaged in but also systematically developed a method of conceptual revision aimed at enhancing clarity, precision, and coherence with specific theoretical frameworks. The analysis (...) shows that LWS's approach to concepts combined both descriptive and normative methodologies to improve and adapt philosophical concepts to better address actual phenomena and certain theoretical or practical needs. This method, described by LWS members as 'analysis and construction', parallels contemporary conceptual engineering practices, particularly its so-called 'narrow' understanding focused on revising existing concepts rather than on merely introducing new ones. By tracing the historical trajectory of conceptual engineering back to LWS, this paper provides a deeper understanding of its foundational strategies and suggesting that LWS's methodology could serve as a guide for current and future philosophical projects. Conceptual engineering and conceptual ethics are branches of philosophy concerned with questions about how to assess and ameliorate our representational devices (such as concepts and words). It's a part of philosophy concerned with questions about which concepts we should use (and why), how concepts can be improved, when concepts should be abandoned, and how proposals for amelioration can be implemented. Central parts of the history of philosophy have engaged with these issues, but the focus of this volume (...) is on applications to work in contemporary philosophy of language and mind, epistemology, gender and race theory, ethics, philosophy of science, and philosophical logic. This is the first volume devoted entirely to conceptual engineering and conceptual ethics. The volume explores the possibilities, benefits, problems, and applications of conceptual engineering and conceptual ethics. It consists of twenty chapters written by leading philosophers. (shrink)

Conceptual engineering is the method (or methods) via which we can assess and improve our concepts. Can conceptual engineering be usefully employed within analytic theology? Given that analytic theology and analytic philosophy effectively share the same philosophical toolkit then if conceptual engineering works well in philosophy then it ought to work well in analytic theology too. This will be our working hypothesis. To make good on this hypothesis, we first address two challenges. The first (...) challenge makes conceptual engineering look to be too inclusive; the second challenge makes it look to be too revolutionary (for analytic theology). To address these challenges, we propose a refined characterisation of conceptual engineering. We then turn to consider a number of case studies where analytic theology and conceptual engineering may fruitfully cooperate. These are: theological disagreements, inter-faith dialogue, meaning change, celibacy, AI, the name of God, and conceptual genealogy. (shrink)

This paper discusses the logical space of alternative conceptual engineering projects, with a specific focus on (1) the processes, (2) the targets and goals, and (3) the methods of such projects. We present an overview of how these three aspects interact in the contemporary literature and discuss those alternative projects that have yet to be explored based on our suggested typology. We show how choices about each element in a conceptual engineering project constrain the possibilities for (...) the others, thereby giving rise to distinct groupings of possible projects under the banner of conceptual engineering. We conclude with a critical reflection on the potential ethical issues that arise as a result of effectively putting conceptual engineering into practice. (shrink)

This paper applies conceptual engineering to deal with four objections that have been levelled against operationalism in psychology. These objections are: operationalism leads to harmful proliferation of concepts, operationalism goes hand-in-hand with untenable antirealism, operationalism leads to arbitrariness in scientific concept formation, and operationalism is incompatible with the usual conception of scientific measurement. Relying on a formulation of three principles of conceptual engineering, I will argue that there is a useful form of operationalism that does not (...) fall prey to these four objections. (shrink)

Traditional views on philosophical methodology characterize our primary philosophical goal as production of a successful conceptual analysis. The notion of conceptual analysis, however, faces several challenges—from experimental philosophy to more traditional worries such as the paradox of analysis. This paper explores an alternate approach, commonly called conceptual engineering, which aims at recommending conceptual revisions. An important question for the conceptual engineer is as follows: what counts as a case of successful conceptual engineering? (...) What sorts of revisions are permitted, and what sorts are too revisionary? In this paper I examine ‘functional’ approaches to conceptual engineering, ultimately arguing for a ‘radical’ functionalism according to which even revisions which ‘change the subject’ are permitted, and successful re-engineering is constrained only by the requirement that continuity in needed functions of a pre-engineering concept be maintained somewhere in the postengineering conceptual scheme. I further argue that this approach suggests a heightened role, in metaphilosophical discourse, for a neglected epistemic goal—conceptual efficacy. (shrink)

ABSTRACTIn this paper I investigate how conceptual engineering applies to mathematical concepts in particular. I begin with a discussion of Waismann’s notion of open texture, and compare it to Shapiro’s modern usage of the term. Next I set out the position taken by Lakatos which sees mathematical concepts as dynamic and open to improvement and development, arguing that Waismann’s open texture applies to mathematical concepts too. With the perspective of mathematics as open-textured, I make the case that this (...) allows us to deploy the tools of conceptual engineering in mathematics. I will examine Cappelen’s recent argument that there are no conceptual safe spaces and consider whether mathematics constitutes a counterexample. I argue that it does not, drawing on Haslanger’s distinction between manifest and operative concepts, and applying this in a novel way to set-theoretic foundations. I then set out some of the questions that need to be engaged with to establish mathematics as involving a kind of conceptual engineering. I finish with a case study of how the tools of conceptual engineering will give us a way to progress in the debate between advocates of the Universe view and the Multiverse view in set theory. Conceptual engineering is a philosophical method that aims to design and spread conceptual and linguistic devices to cause meaningful changes in the world. So far, however, conceptual engineers have struggled to successfully spread the conceptual and linguistic entities they have designed to their target communities. This paper argues that conceptual engineering is far more likely to succeed if it incorporates empirical data and empirical methods. Because the causal factors influencing successful propagation of linguistic (...) or conceptual devices are as complicated and interwoven as they are, proper empirical research will greatly boost the likelihood that propagation is successful. In arguing for the superiority of empirical conceptual engineering over armchair-based conceptual engineering, this paper proposes a framework for understanding the causal forces at play in propagation. This is a three-part framework between the label of a lexical item, the psychological states associated with the lexical item, and the worldly things associated with the lexical item. By understanding the way causal forces affecting propagation play out at these three levels, conceptual engineers can better conceptualize, study, and harness the different causal forces affecting the success of their conceptual engineering projects. I call the activity of assessing and developing improvements of our representational devices ‘conceptual engineering’.¹ The aim of this chapter is to present an argument for why conceptual engineering is important for all parts of philosophy (and, more generally, all inquiry). Communication strategies to shape public opinion can be applied to the philosophical program of conceptual engineering. I propose to look for answers to the implementation challenge for conceptual engineering on similar challenges that arise in other contexts, such as that of social movements. I claim that conceptual engineering is successfully practiced in other areas with direct consequences on the political landscape, and that we can apply to philosophy what we might learn from those successful (...) practices. With that end in mind, I explain the psychological approach to conceptual engineering. I present what has been called “the implementation challenge”, which is the problem that emerges from the possibility of control over the content of our concepts. The challenge consists in that if there is not such a control, conceptual engineering is not implementable. Then, I review some of the reactions that have been given to that challenge, and I defend the feasibility of conceptual engineering appealing to the collective action frames that social movements endorse as an instance of a successful kind of conceptual engineering and derive some strategies that might be of use for conceptual engineering in philosophy. In the burgeoning philosophical literature on conceptual engineering improving our concepts is typically portrayed as the hallmark activity of the field. However, Herman Cappelen has challenged the idea that we can know how and why conceptual changes occur well enough to actively intervene in revising our concepts; the mechanisms of conceptual change are typically inscrutable to us. If the ‘inscrutability challenge’ is correct, the practical aspect of conceptual engineering may seem to be undermined, but (...) I argue that endorsing such pessimism would be a mistake. Even if the inscrutability challenge is correct, conceptual engineers often have good reasons to try to preserve existing concepts. I examine several cases where concept preservation is important and draw lessons about this activity for conceptual engineers. (shrink)

Conceptual engineering is now a central topic in contemporary philosophy. Just 4-5 years ago it wasn’t. People were then engaged in the engineering of various philosophical concepts (in various sub-disciplines), but typically not self-consciously so. Qua philosophical method, conceptual engineering was under-explored, often ignored, and poorly understood. In my lifetime, I have never seen interest in a philosophical topic grow with such explosive intensity. The sociology behind this is fascinating and no doubt immensely complex (and (...) an excellent case study for those interested in the dynamics of academic disciplines). That topic, however, will have to wait for another occasion. Suffice it to say that if Fixing Language (FL) contributed even a little bit to this change of focus in philosophical methodology, it would have achieved one of its central goals. In that connection, it is encouraging that the papers in this symposium are in fundamental agreement about the significance and centrality of conceptual engineering to philosophy. That said, the goal of FL was not only to advocate for a topic, but also to defend a particular approach to it: The Austerity Framework. These replies have helped me see clearer the limitations of that view and points where my presentation was suboptimal. The responses below are in part a reconstruction of what I had in mind while writing the book and in part an effort to ameliorate. As usually understood, ‘conceptual engineering’ is a form of conceptual inquiry aimed at diagnosing problems with extant concepts and finding better concepts to replace them. This can seem like an appropriate response to a skeptical concern that our concepts are cognitively deficient: unsuitable for use in serious inquiry. We argue, however, that conceptual engineering, so understood, cannot reasonably be motivated in this way. The basic problem is that on the first hand, since conceptual (...) class='Hi'>engineering is itself a form of inquiry, it cannot succeed by using the problematic concept itself in inquiry (since it is unsuitable for use in inquiry); but, on the other hand, methods for carrying out inquiry directed at concepts without using those concepts are constrained in such a way as to make conceptual engineering very unlikely to succeed. The upshot is that conceptual engineering has no reasonable chance of addressing the skeptical concern about cognitive deficiency. This is an important and previously unarticulated result, about what conceptual engineering can and cannot reasonably be expected to do. (shrink)

Many trans women (men) say that they know that they are women (men). Anti-trans activists deny the claims trans people say they know. Many say that social kinds like woman, Latinx, and consent are in some important sense constructed in the social world and are thus open to a certain amount of engineering. I think the claims to knowledge trans people make are correct, and I think it correct that such things as gender, race, and consent are constructed by (...) society and so are prime candidates for what philosophers these days call conceptual engineering. But it is not all that easy to see how the claim about knowledge and the claim that what is known is determined by the vagaries of the social world are to be reconciled. In this paper I argue that this is a real problem, that it has a solution, and that the solution tells us something important about what happens when we contest norms or engineer concepts. (shrink)

Using the example of recent attempts to engineer the concept of conspiracy theory, I argue that philosophers should be far more circumspect in their approach to conceptual engineering than we have been – in particular, that we should pay much closer attention to the history behind and context that surrounds our target concept in order to determine whether it is a site of what I have elsewhere called ‘conceptual domination’. If it is, we may well have good (...) reason to avoid engineering. In their recent ‘What is a Conspiracy Theory?’, M. Giulia Napolitano and Kevin Reuter argue that the disagreement between generalists and particularists in the literature on conspiracy theories is best characterized as a set of dueling conceptual engineering projects. While I agree with their turn to this metaphilosophical literature, I give a very different account of its applicability. Particularists, on my account, are better read as aiming to diagnose the ways in which many discussions of the concept of conspiracy theories are a form of conceptual domination, where this broader context should then prompt us to abandon or block any concept of conspiracy theory that treats its referents as inherently defective. Conceptual engineering takes a distinctively normative and reconstructive approach to our conceptual repertoire. This approach is congenial to the ideas defended by philosophers belonging to the multifaceted tradition of American and Cambridge Pragmatism. This special issue is devoted to the investigation and development of these connections. Our introduction maps some of the historical and theoretical entanglements between the two fields and gives a short overview of the contributions to the special issue.

According to a prevailing view, conceptual engineering introduces a revolutionary philosophical methodology, challenging traditional conceptual analysis. However, in our paper, we argue that closer scrutiny reveals not only the falsity but also the inherent ambiguity of this narrative. We explore four interpretations of the "Anti-Novelty Claim", the claim that conceptual engineering is not a new way of doing philosophy. Discussing the Anti-Novelty Claim from the perspective of a text’s producer, the text’s consumers, and the exegetical (...) potential of the text, we examine each perspective’s metaphilosophical implications and demonstrate that taking each perspective requires different methods. Adopting these different methods, we argue that the different interpretations of the Anti-Novelty Claim range from nearly trivially true to unlikely but untested. Importantly, we emphasize that each interpretation offers unique philosophical insights, yet addressing them requires diverse types of evidence, preventing a singular, straightforward answer to whether conceptual engineering is new. One important activity in conceptual ethics and conceptual engineering involves proposing to associate a new semantics with an existing word. Many philosophers think that one important way to evaluate such a proposal concerns whether it preserves the “topic” picked out by the existing word, and several have offered competing proposals concerning what is required to preserve topic. Our paper is focused on the conceptual ethics question of how conceptual engineers should use the term ‘topic continuity’. (...) We provide and defend a context-sensitive answer to this question. Our answer is motivated by the idea that there are several distinct considerations that we can reasonably care about (and which many conceptual engineers already do care about) in thinking about “topic continuity”, and, moreover, that how best to weigh them against each other can vary from context to context. On our proposal, ‘topic continuity’ can function as a useful representational device that enables coordination by inquirers with respect to these concerns. We conclude by locating our account in a broader way of thinking about topic continuity across a range of inquiries. (shrink)

Reconstruction is a central notion in Dewey’s account of inquiry and in his metaphilosophical commitments. In his work, Dewey made a call for reconstruction of philosophy, in the reconstruction of central notions of the discipline, like knowledge, logic, truth, the good, reason, and experience. Inquiry itself is reconstructive, according to Dewey, involving the transformation of an indeterminate situation into one which is determinate and understood. Dewey’s philosophical views should therefore be of interest to those taking part in the recent turn (...) towards revisionary philosophical methodologies, like conceptual engineering, explication, and amelioration. In light of the recent developments in revisionary methodologies, I aim to explore Dewey’s conception of concepts in relation to the conceptual engineering literature, suggesting that it provides a useful conception of concepts for conceptual engineering, and to suggest a Deweyan model of philosophical inquiry where concepts are the objects of inquiry. In both cases, I hope to show a productive interaction between Dewey’s ideas and contemporary discussions of conceptual engineering. (shrink)

This paper explores the question: What would conceptual engineering have to be in order to promote social justice? Specifically, it argues that to promote social justice, conceptual engineering must deliver the following: it needs to be possible to deliberately implement a conceptual engineering proposal in large communities; it needs to be possible for a conceptual engineering proposal to bring about change to extant social categories; it needs to be possible to bring a (...) population to adopt a conceptual engineering proposal for the right reasons; and it needs to be possible to do – without producing harmful consequences. I show that, of the three dominant approaches to conceptual engineering in the literature, only one of them seems amenable to the idea that it is possible and legitimate to promote social justice in accordance with –. Conceptual Engineering (CE) is thought to be generally aimed at ameliorating deficient concepts. In this paper, we challenge this assumption: we argue that CE is frequently undertaken with the orthogonal aim of _conceptual adaptation_. We develop this thesis with reference to the interplay between technology and concepts. Emerging technologies can exert significant pressure on conceptual systems and spark ‘conceptual disruption’. For example, advances in Artificial Intelligence raise the question of whether AIs are agents or mere objects, (...) which can be construed as a CE question regarding the concepts AGENT and OBJECT. We distinguish between three types of conceptual disruption (conceptual gaps, conceptual overlaps, and conceptual misalignments) and argue that when CE occurs to address these disruptions, its primary aim is not to improve concepts, but to retain their functional quality, or to prevent them from degrading. This is the characteristic aim of CE when undertaken in philosophy of technology: to _preserve_ the functional role of a concept or conceptual scheme, rather than _improving_ how a concept fulfills its respective function. There is a lot of conceptual engineering going on in medical research. I substantiate this claim with two examples, the medical debate about cancer classification and about obesity as a disease I also argue that the proper target of conceptual engineering in medical research are experts’ conceptions. These are explicitly written down in documents and guidelines, and they bear on research and policies. In the second part of the chapter, I propose an externalist framework in which (...) conceptions have both the explanatory power of psychological concepts and that of semantic concepts. It is likely, however, that human activities and practices distinct from medical research, and regulated by different practices and epistemic rules, call for different targets for conceptual engineering. I conclude with indicating an open agenda of problems for philosophers of medicine interested in conceptual engineering. (shrink)

In this chapter, I examine Max Deutsch’s dilemma for the implementation of newly engineered concepts. In the debate over this dilemma, the goal of conceptual engineering tends to be set either too high or too low. As a result, implementation tends to be seen as either very unlikely to succeed or too easily achievable. This chaper aims to offer a way out of this dilemma. I argue that the success conditions for implementation can be better understood if we (...) distinguish between different stages in the implementation process. Implementation is a complex process involving several stages, each of which can be evaluated as a success or a failure. I argue that even if an implementation does not reach the final stage in which a new concept is widely used in the society at large, it may not be a complete failure: conceptual engineers may not even aim for a new concept to be widely used in the society at large; or even if they do and a new concept only circulates in a smaller subgroup, this can still be a significant achievement. The upshot is that we should take more seriously the possibility that conceptual engineering can be implemented locally at the subgroup level. (shrink)

I analyse conceptual change and conceptual engineering in the special case of colour concepts. The case raises the prospects of conceptual engineering because a precise standard for measuring the amelioration of the structure of concepts is available. On the other hand, the study highlights the problems with controlling conceptual engineering pointed out by Cappelen. I argue that in the case of conceptual change of colour concepts varying degrees of optimization, design and control (...) are possible. I submit that this observation can be generalized to other classes of concepts. As a result, the scope of conceptual engineering is reduced considerably; conceptual engineering appears as a limit case of conceptual change. (shrink)

Conceptual engineering is to be explained by appeal to the externalist distinction between concepts and conceptions. If concepts are determined by non-conceptual relations to objective properties rather than by associated conceptions (whether individual or communal), then topic preservation through semantic change will be possible. The requisite level of objectivity is guaranteed by the possibility of collective error and does not depend on a stronger level of objectivity, such as mind-independence or independence from linguistic or social practice more (...) generally. This means that the requisite level of objectivity is exhibited not only by natural kinds, but also by a wide range of philosophical kinds, social kinds and artefactual kinds. The alternative externalist accounts of conceptual engineering offered by Herman Cappelen and Derek Ball fall back into a kind of descriptivism which is antithetical to externalism and fails to recognise this basic level of objectivity. Conceptual Engineering, the practice of stipulating a change in the meaning of a word in order to improve it in some fashion, for some end, has proved a popular topic among philosophers of language in recent times. Deutsch (Philos Stud 177:3935–3957, 2020) has argued that it has received an undue degree of interest since its implementation falls onto one of the horns of a dilemma: either the change to be effected is in the global semantic meaning of the (...) given word/concept, in which case it is infeasible, or it is merely in the local speaker-meaning, in which case it is largely trivial. I suggest, however, that there is a deeper, more troubling, objection to Conceptual Engineering. My criticism does not strictly take the form of a dilemma, since some cases may fall upon both horns at once and others may be able to squeeze through the gap, but it does involve highlighting two potential weaknesses of the project: one of those, as with Deutsch, is the danger of triviality, although it is not concerned only with the division between semantic and speaker meaning. It seems clear that there are cases where a particular authority or legislature has the capacity to alter a word’s legal meaning; others where certain groups may discuss the best way to use a technical term, each putting forward their preferred suggestions; and individual speakers are at liberty to choose to use a word with a particular intention. None of this is new, nor controversial, and, thus, is largely trivial. In all cases, but particularly where meanings are manipulated without due authority, inexplicitly, or in order to further a particular theoretical conception, however, there is a strong chance that the engineer will be led to commit one of the fallacies of language to which philosophy is particularly vulnerable (Hinton Evaluating the language of argument, Springer, Cham, 2021). These include fallacies of vagueness, equivocation, and persuasive definition. In this paper, I use examples to illustrate the likely fallaciousness of conceptual redefinitions and highlight in particular the ‘Philosophical Fallacy’, outlined by Nelson (A theory of philosophical fallacies.Translated by Leal F, Carus D. Springer, Cham 2016). I conclude that, as a method for philosophers, Conceptual Engineering is, in broad terms, either trivial or fallacious. (shrink)

Conceptual engineering is the method for assessing and improving our concepts. Some have recently claimed that the implementation of such method in the form of ameliorative projects is truth-driven and should thus be epistemically constrained, ultimately at least (Simion 2018; cf. Podosky 2018). This paper challenges that claim on the assumption of a social constructionist analysis of ideologies, and provides an alternative, pragmatic and cognitive framework for determining the legitimacy of ameliorative conceptual projects overall. The upshot is (...) that one should not ameliorate for the sake of truth or knowledge, in the case of ideologies—at least, not primarily. (shrink)

What is the relationship between conceptual engineering and metasemantic externalism? Sally Haslanger has argued that metasemantic externalism justifies the seemingly counterintuitive consequences of her proposed conceptual revisions. But according to Herman Cappelen, metasemantic externalism makes conceptual engineering effectively impossible in practice. After raising objections to Haslanger’s and Cappelen’s views, I argue for a very different picture, on which metasemantic externalism bears very little on conceptual engineering. I argue that, while metasemantic externalism principally operates (...) at the level of semantic-meaning, we should understand conceptual engineering to operate largely at the level of speaker-meaning. This ‘Speaker-Meaning Picture’ has two key benefits. Firstly, it makes conceptual engineering often easy in practice. Secondly, it suggests a new, normative response to the well known objection that conceptual engineering serves only to change the subject. (shrink)

Unlike conceptual analysis, conceptual engineering does not aim to identify the content that our current concepts do have, but the content which these concepts should have. For this method to show the results that its practitioners typically aim for, being able to change meanings seems to be a crucial presupposition. However, certain branches of semantic externalism raise doubts about whether this presupposition can be met. To the extent that meanings are determined by external factors such as causal (...) histories or microphysical structures, it seems that they cannot be changed intentionally. This paper gives an extended discussion of this ‘externalist challenge’. Pace Herman Cappelen’s recent take on this issue, it argues that the viability of conceptual engineering crucially depends on our ability to bring about meaning change. Furthermore, it argues that, contrary to first appearance, causal theories of reference do allow for a sufficient degree of meaning control. To this purpose, it argues that there is a sense of what is called ‘collective long-range control’, and that popular versions of the causal theory of reference imply that people have this kind of control over meanings. The Implementation Problem for conceptual engineering is, roughly, the problem conceptual engineers face when attempting to bring about the conceptual change they support. An important aspect of this problem concerns the extent to which attempting to implement concepts can lead to unintended negative consequences. Not only can conceptual engineers fail to implement their proposals, but their interventions can produce outcomes directly counter to their goals. It is therefore important to think carefully about the prospect of (...) attempted implementation leading to unintended negative consequences: what sort of negative consequences can conceptual engineers expect? Are some forms of conceptual engineering more likely than others to lead to such consequences? And is conceptual engineering still viable even given the risk of such consequences? This paper addresses such questions. I begin by outlining different forms of conceptual engineering (Section 1), before examining how they can produce unintended negative consequences (Section 2). I then discuss some implications of the fact that attempted implementation can produce unintended negative consequences, suggesting that, among other things, some forms of conceptual engineering are less viable than others (Section 3). I conclude, though, by considering some of the ways in which conceptual engineering is nonetheless a worthwhile pursuit (Section 4). (shrink)

Conceptual engineering is the enterprise of evaluating and improving our representational devices. But how should we conduct this enterprise? One increasingly popular answer to this question proposes that conceptual engineering should proceed in terms of the functions of our representational devices. In this paper, we argue that the best way of understanding this suggestion is in terms of normative functions, where normative functions of concepts are, roughly, things that they allow us to do that matter normatively (...) (for example, things in virtue of which we have normative reasons to have these concepts). Not only does this introduce a novel view about functions to the literature. This proposal also fits more naturally than the alternatives with conceptual engineering as a normative enterprise, and it allows functions to play all of the explanatory roles assigned to them in the conceptual engineering literature. Our discussion of the explanatory advantages of normative functions also advances the understanding of the ways in which concepts can be authoritative, what this means for conceptual engineering, and highlights the importance of political philosophy for thinking about conceptual engineering in practice. Furthermore, the paper explicates what kind of role considerations about function can and should actually play in conceptual engineering. (shrink)

This paper is about conceptual engineering. Specifically, it discusses a common objection to CE, which I call the Discontinuity Objection. According to the Discontinuity Objection, CE leads to problematic discontinuities in subject and/or inquiry – making it philosophically uninteresting or irrelevant. I argue that a conceptual engineer can dismiss the Discontinuity Objection by showing that the pre-engineering concept persists through the proposed changes. In other words, the Discontinuity Objection does not apply if the proposal involves identity-preserving (...) changes. Two existing views on identity-preserving changes are considered and rejected. I then argue that an identity-preserving conceptual change is one that allows the concept to continue to perform its function. A concept’s function is its job, its point and purpose, its role in a conceptual repertoire. In a slogan: Preserve a concept’s function, and you preserve the concept itself; preserve the concept, and you preserve the subject. The paper concludes by discussing some implications of this view. Conceptual engineering means to provide a method to assess and improve our concepts working as cognitive devices. But conceptual engineering still lacks an account of what concepts are (as cognitive devices) and of what engineering is (in the case of cognition). And without such prior understanding of its subject matter, or so it is claimed here, conceptual engineering is bound to remain useless, merely operating as a piecemeal approach, with no overall grip on (...) its target domain. The purpose of this programmatic paper is to overcome this knowledge gap by providing some guidelines for developing the theories of concepts and of cognition that will ground the systematic unified framework needed to effectively implement conceptual engineering as a widely applicable method for the cognitive optimization of our conceptual devices. We sometimes seek to change and improve our conceptual repertoire in some way. This is called ‘conceptual engineering’. In recent work, I have defended the ‘Speaker-Meaning Picture’ of conceptual engineering. Independently, while critiquing the conceptual engineering literature, Max Deutsch has argued against understanding conceptual engineering in terms of speaker-meaning. Deutsch’s critique targets what he calls the ‘standard account’ of conceptual engineering and its role in philosophy. In my contribution to (...) this symposium, I also object to the ‘standard account’. I then sketch a more moderate view, centred on the Speaker-Meaning Picture, arguing that it avoids Deutsch’s criticisms. I close by discussing a new objection to the Speaker-Meaning Picture, raised by Deutsch in this symposium: that it trivialises conceptual engineering methodology. (shrink)

In recent years, there has been growing discussion amongst philosophers about “conceptual engineering”. Put roughly, conceptual engineering concerns the assessment and improvement of concepts, or of other devices we use in thought and talk (e.g., words). This often involves attempts to modify our existing concepts (or other representational devices), and/or our practices of using them. This paper explores the relation between conceptual engineering and conceptual ethics, where conceptual ethics is taken to encompass (...) normative and evaluative questions about concepts, words, and other broadly “representational” and/or “inferential” devices we use in thought and talk. We take some of the central questions in conceptual ethics to concern which concepts we should use and what words should mean, and why. We put forward a view of conceptual engineering in terms of the following three activities: conceptual ethics, conceptual innovation, and conceptual implementation. On our view, conceptual engineering can be defined in terms of these three activities, but not in a straightforward, Boolean way. Conceptual engineering, we argue, is made up of mereologically complex activities whose parts fall into the categories associated with each of these three different activities. (shrink)

Conceptual engineers sometimes say they want to change what our words mean. If a certain kind of externalism is true, it might be nearly impossible to do that. For some of the external factors that determine meaning, like metaphysical naturalness or past usage, are not within our power to change. And if we can’t change what determines meaning, then we can’t change meaning. I argue that, if this sort of externalism is true, then conceptual engineers didn’t want to (...) change what our words mean anyway. And if they did, they could always engineer externalism out of the language, or engineer a new sense of ‘meaning’ which could be changed. So the truth of externalism does not pose a threat to the possibility of conceptual engineering. (shrink)

In this paper, I identify a central problem for conceptual engineering: the problem of showing concept-users why they should recognise the authority of the concepts advocated by engineers. I argue that this authority problem cannot generally be solved by appealing to the increased precision, consistency, or other theoretical virtues of engineered concepts. Outside contexts in which we anyway already aim to realise theoretical virtues, solving the authority problem requires engineering to take a functional turn and attend to (...) the functions of concepts. But this then presents us with the problem of how to specify a concept’s function. I argue that extant solutions to this function specification problem are unsatisfactory for engineering purposes, because the functions they identify fail to reliably bestow authority on concepts, and hence fail to solve the authority problem. What is required is an authoritative notion of conceptual function: an account of the functions of concepts which simultaneously shows why concepts fulfilling such functions should be recognised as having authority. I offer an account that meets this combination of demands by specifying the functions of concepts in terms of how they tie in with our present concerns. (shrink)

Conceptual engineering wants analytic philosophy to be centered around the assessment and improvement of philosophical concepts. But contemporary debates about conceptual engineering do not engage much with the vast literature on conceptual change that exists in philosophy of science. In this article, I argue that an adequate appreciation of the history of philosophy of science can contribute to discussions about conceptual engineering. Specifically, I show that the evolution of debates over scientific conceptual (...) change arguably demonstrates that, contrary to what is commonly assumed in the literature about conceptual engineering, conceptual change is possible within an externalist metasemantics and that any adequate theory of conceptual change should be metasemantically plastic. Does conceptual engineering as a philosophical method deserve all the attention that it has been getting recently? The important philosophical questions, one might say, are about the world, not about what our concepts are or should be like. This paper fleshes out one way in which conceptual engineering can contribute to philosophical progress. The suspicion that conceptual engineering is getting too much attention presupposes that it is important to distribute our philosophical attention well (for (...) example, conceptual engineering should not get more than its fair share). The paper’s defense of conceptual engineering builds on that assumption. Conceptual engineering, it argues, is a way of configuring philosophers’ patterns of attention for the better: it serves attentional progress in philosophy. (shrink)

Politicians and engineers are increasingly realizing that values are important in the development of technological artefacts. What is often overlooked is that different conceptualizations of these abstract values lead to different design-requirements. For example, designing social media platforms for deliberative democracy sets us up for technical work on completely different types of architectures and mechanisms than designing for so-called liquid or direct forms of democracy. Thinking about Democracy is not enough, we need to design for the proper conceptualization of these (...) values. As we see it, we cannot responsibly engineer and innovate and shape technology in accordance with our moral values without engaging in systematic and continuous conceptual engineering: This is not only an academic, or theoretical issue, it is also not simply an issue for public policy or politics, or regulators, it has become a central problem for engineering and the world of technology. In this paper, we present a framework for doing the necessary conceptual work in the context of requirement engineering. We draw on the literature on conceptual engineering to lay out a methodology to (1) assess different conceptions and (2) to develop new conceptions. Moreover, we integrate this methodology with extant approaches in the philosophy of technology which aim at designing technological artefacts ethically. In the final section we apply this integrated framework to freedom in the context of social media networks. (shrink)
