Dodging questions pervades human interaction, including interpersonal interactions, relational conversations, media interviews and political debates. Variously referred to as equivocation, evasion, obfuscation, strategic ambiguity and topic avoidance, among other terms, the concept has a rich history in the communication literature. Covertly dodging questions presents serious social and political problems. This essay focuses on theoretical issues of dodging, specifically the ability for a person to change the subject with an irrelevant answer. Discussion primarily draws upon Grice’s theory of conversational implicature (...) and deception research inspired by Grice. Theoretical impediments to detecting dodges are discussed, as well as barriers to accuracy from the perspective of discourse analysts and societal perceptions. (shrink)

The aim of this study is to open a critical discussion on polemic statements made by Michaud in Le nouveau luxe. Expérience, arrogances, authenticité : the notion of vaporization of the art, the “orphan” status of design and the connexion between art and luxury and, finally, authenticity. We discuss each of these elements to clarify the gray areas of the analysis presented by Michaud. Se realizó una revisión bibliográfica para el acercamiento inicial al estudio de las temáticas de la comunicación social en salud y la prevención de enfermedades en la comunidad. Por ello el objetivo del presente trabajo (...) estriba en establecer los fundamentos teóricos que sustentan el estudio de las relaciones entre la comunicación en salud y la concreción del trabajo preventivo desde la comunidad. Se defiende que la comunicación social en salud promueve el diálogo y el intercambio de información y es un componente imprescindible de todos los servicios de salud. A bibliographic review was carried out in order to approach the study of subject matters related to social communication in health and disease prevention in the community. Therefore, this paper aims at stablishing the theoretical basis that support the study of the relationship between communication in health and the implementation of precautionary work from the community. Working in the tradition of analytic philosophy, Alexander Brown argues in this book that many different forms of political communication that often infuriate the public can also be ethically or morally objectionable. These forms include question dodging, offering scripted answers, stonewalling, not listening, disseminating propaganda, making false promises, being insincere, making false denials, refusing to take responsibility, never apologising, boasting, and gaslighting. Brown bases his argument on host of reasons including those having to do with contempt, deception, interference in (...) autonomy, and violating the right to be heard. This is not to say that, all things considered, politicians should never engage in dubious political communication. Sometimes these are necessary evils. Brown argues, however, that further moral inquiry is needed to show why they are evils, and to determine when the use of these rhetorical tactics can be excessive, unreasonable, or out of place. Providing comprehensive sexuality education in schools is a work in progress in many countries throughout the world. In some countries, the journey is just beginning; in others, investments in this field have been made for many years. It is and has been difficult in Pakistan to implement and promote reproductive health, women’s empowerment, and CSE. In Pakistan, previous implementation efforts revealed the critical role of community influencers in propagating misleading information about the initiatives, inciting organized community resistance, and provoking backlash. This paper looked at several aspects of community resistance, as well as approaches for overcoming the resistance for increasing community engagement in the implementation of CSE in Islamabad, Pakistan. To analyze community perceptions of CSE implementation in Islamabad, the community readiness assessment questionnaire was adapted. Questions and prompts for discussion included leadership, current initiatives, community knowledge, resource availability, community support, and implementation strategies. A total of 35 in-depth interviews were conducted. Data was analyzed and interpreted using qualitative content analysis to explore community perspectives that contribute to resistance around CSE, as well as implementation options. Using inter-code relationship data, network analysis was conducted to provide a graphical representation of the analyzed qualitative data. The study reveals community resistance to CSE being implemented in schools. Misconceptions, a lack of awareness, a lack of priority, and the lack of dedicated resources are just a few of the primary implementation challenges to consider when implementing CSE in practice. Network analysis identified, based on modularity class, five distinct clusters of highly connected nodes/codes: non-governmental organizations, misconceptions, resources and policy, strategies and community support, and personal social and health education and current efforts. In conservative environments and when confronted with resistance, innovative marketing and rebranding are critical for priority setting and community engagement, especially when developing curriculum and implementing CSE. Some of the suggested strategies for implementation include community sensitization through strategic awareness campaigns, involving already established infrastructure and NGOs, endorsement by all major stakeholders, particularly decision-makers, and the use of creative digital platforms for better dissemination. It has therefore been the subject of unceasing controversies in its interpretation, beginning in Caravaggio’s times already. Indeed, Caravaggio’s painting did not seem in line with the instructions given to the artists by Counter-Reformation’s theologians, urging them to follow the Orthodox line. Caravaggio had been clearly reminded of those instructions in the contract he had signed in 1565 to portray the scenes of Saint Matthew’s life in Saint Louis des Français’Church in Roma. He interpretated this contract according to very innovative and personal criteria. The composition of space and light, the layout of characters and chiaroscuros are revealing of the modern vision of the world and of the man that was emerging in those times. The light ray that crosses a scene devoid of nobleness and plunged into darkness, immobilises a moment of truth and choice : the event of Jesus meeting Matthew, the instant of an oral communication between God and man, the time when everyone is called to decide his of her personal existence in the triviality of his or her daily life, without God intervening in the process. This world is not void of God’s presence, but God only passes through it. He withdraws to let the world face its autonomy, and man face the awareness of his freedom. (shrink)

In this paper, I first outline a model of Computer-Meditated Interaction (CMI) to distinguish between (1) CMI HCI-transparent (HCI = human-computer interaction) and (2) CMI HCI-dependent. Some main features of (1) are then analysed (data-radiation, data-tracking, internalisation of problem solving), while (2) is further divided into (2.1) CMI-HCI stand-alone and (2.2) CMI-HCI on-line. Some advantages and limits of (2.1) are suggested, together with an overview of the present and future strategies leading the production of new applications in the field. The (...) analysis of (2.2) provides a last distinction between communication-oriented and elaboration-oriented CMI-HCI on-line (i.e. CMC and NIA). A description of these two forms of CMI is then sketched, together with an interpretation of the new strategic view which should lead the projection of applications in the field, a possible agenda and a forecast of the chief effects of some present trends. SwansonThis is a very moving collection of essays by committed Jews and Christians who have learned from and experienced Buddhism over a good portion of their lives. The names of the authors will be familiar to anyone with even a passing acquaintance with Buddhist-Christian dialogue of the past twenty to thirty years. The essays are inspiring (...) without being sentimental. It is tempting (and would probably be easier) to give brief comments about each of the numerous choice and thoughtful essays in this collection, to offer kudos to old friends and colleagues, as many reviews have already done. Instead, in the short space given to me, I would like to concentrate on the essay by Terry Muck on "Living in God's Grace," and use this opportunity to comment briefly on the importance of dialogue for people of a "conservative" persuasion.I especially appreciate the essay by Terry Muck because he succeeds sublimely in the difficult (and touchy) task of justifying the importance of learning from Buddhism for someone from a conservative Protestant background. I did my undergraduate studies at the same college (at around the same time) as Terry—Bethel College —a midsize, Midwestern, evangelical Protestant milieu. The attitude of many students (and faculty) at Bethel (at least in the early 1970s) was reflected in a comment I overheard from a fellow student in the class we were taking on "World Religions": "Why do we have to study other religions when we already have The Truth?" In retrospect, hearing this comment was a defining moment for me, and my antipathy to this statement and my strong belief that this comment reflected a mistaken (and arrogant, un-Christian) attitude propelled me to return to Japan and study Japanese religions, eventually leading to a focus on Buddhist studies and a career as a "Buddhologist." Like Terry, I still value my Christian identity and commitment, and yet find that my spiritual journey has been enriched beyond measure by living a variety of religious experiences, most prominently from the Buddhist traditions.As Terry points out in his essay, such an openness to other religions is looked on with suspicion, at best, from much of the evangelical Christian community. In a later essay in this book Norman Fischer (reflecting Kris Kristofferson?) uses the phrase "we are walking contradictions" (p. 252). But is this really so? Must commitment to one tradition exclude being enriched by others? Of course not. I myself feel the "contradiction" only when trying to explain it to other people; in daily life, the "contradictions" are not a cause for tension but more a source of enrichment. Perhaps the case of dual cultures or multiple ethnic or national backgrounds is somewhat analogous here. I, personally, am an American by citizenship, though I cannot (and do not wish to) claim to be only American. I was born and raised and have lived most of my life here in Japan, but I cannot (and do not wish to) claim to be Japanese. Must this be a contradiction? Does this give me a double identity, or no identity at all, or just make identity more multivalent and richer? And is this not analogous to many of our experiences of multiple religious belonging, or at least of multiple religious heritages? Cannot this openness be reconciled with the evangelical concerns of conservative Protestants? Terry's essay shows that it can.To return to Terry Muck's essay, he not only defends his own personal involvement in dialogue and the importance of learning from other religious traditions, but [End Page 263] directly faces one of the greatest imperatives for interreligious understanding: acceptance of the dialogical challenge by those of a conservative persuasion. He eloquently spells out how (at least for him) openness to other religions springs naturally from his hope as a Christian based on God's grace, and points out that there are limits to just "being a good Christian in the Church" (p. 194), cut off from the hurly-burly of the world.To look at this point from another perspective, I believe that the conservative members of the worldwide... This article examines precontextualization: the rhetorical act of previewing and contextualizing a future discursive event. I examine how an NBC News broadcast selected verbal–visual representations of the past in order to enact a context for an upcoming discourse moment: Colin Powell’s 2003 United Nations address. The article draws on appraisal analysis, multimodal video analysis and scholarship on the rhetoric of futurity. I show that the NBC journalists who precontextualized Powell’s address on the night before its delivery presented viewers with a (...) supportive context for understanding Powell’s argument. By representing Saddam Hussein as deceptive and even deserving of future violence, the journalists essentially pre-confirmed arguments that Powell employed the next day. More importantly, because the news representations were presented as factual, they allowed viewers little space to consider alternative viewpoints – and little reason to question or resist the seemingly inexorable push for war. Gordon Mitchell mixes scholarship and polemics in a deliberate attempt to intevene “in present‐day missile defense controversies” . His book operates on three levels. First, he presents three case studies of recent missile defense activities in which the United States government has misled the American public. The failed promise of President Reagan's Strategic Defense Initiative, or “Star Wars,” has lured countless industry representatives and government officials into rigging tests, falsifying results, and withholding information. The government used secrecy and intimidation, (...) trying to suppress the assertion of MIT professor Ted Postol that claims for the Patriot missile's success rate in the Gulf War vastly exceeded the evidence. Similar techniques were employed in the mid 1990s to discredit a study done by Postol and other colleagues suggesting that the government's proposed Theater High Altitude Air Defense might violate the Anti‐Ballistic Missile Treaty. Mitchell relies primarily on secondary sources to document these accounts; readers familiar with the issues will find little that is new in his treatment.The second level at which his book operates is more original. He subjects statements by government officials to rhetorical analysis. He hopes, thereby, both to reveal the misinformation and to create something of a taxonomy of dissimulation. He notes, for example, that President Reagan's rhetoric in proposing strategic defense was to equate it with disarmament. Volume 7 of the so‐called Fletcher report on ballistic missile defense revealed the system's vulnerability to countermeasures; the volume was withheld from publication. The Rumsfeld report, which purported to establish that rogue states posed a ballistic‐missile threat to the United States, was used instead to validate the claim that existing missile defense technology could work. When Ted Postol succeeded in demonstrating that a government‐sponsored rebuttal of the study he coauthored on THAAD was fatally flawed, the head of Ballistic Missile Defense, who sponsored the study, chose to represent the difference as a “healthy scholarly debate.” When the government is on the rhetorical offensive, it polarizes debate: to oppose Star Wars was to oppose disarmament. When the government is on the rhetorical defensive, it obfuscates: refutation of evidence is simply scholarly disagreement. In the end, Mitchell's exploration of rhetorical techniques provides some illuminating insights, though it does not seem to add up to a model that one might apply in other cases. Nor is it clear that these rhetorical strategies are anything more than ad hoc responses to the politics of the issue at hand.On the third level, epistemology, the inherent conflict between scholarship and polemics becomes manifest. Though Mitchell promises to focus on “the interpretation of controversy” , in practice he places “strategic deception at the center of attention” . He is less interested in locating “the stages of the dispute” than in demonstrating that the critics were right and the government was lying. Even his title, Strategic Deception, confuses his focus. This term usually refers to counterintelligence designed to deceive the enemy, not polemics designed to persuade the public. Most of the deceit he describes is ad hoc and banal; only the special claims of secrecy and national security distinguish it from the practices of other government agencies and programs. One can see most of them, for example, in the controversy surrounding the creation of energy policy within the current Bush administration.Those who do not know the details of his case studies will find this a useful, if somewhat wordy and redundant, introduction. Those who want to understand how government officials and contractors cross over the line from rhetorical flourish to abuse of power and blatant misrepresentation will be disappointed. The value that might have been added to this familiar material by a scholarly analysis is compromised by the polemics. (shrink)

Le contexte d’internationalisation et d’interdépendance dans lequel se déroule l’activité des entreprises renforce la stéréotypie de ce langage qui mobilise un format, un vocabulaire et une syntaxe particulière marqués par l’anglicisme et l’asyncticité. Destiné à (...) unifier et à galvaniser les équipes, ce langage est porteur de signes de pouvoir et de distinction, il exclut plus qu’il n’inclut, génère la perplexité et le désarroi et s’inscrit dans une stratégie du flou qui semble être le seul mode contemporain de l’avenir économique. Circulant à l’envi dans la communauté internationale et de la finance qu’il unifie à sa manière, il a une force incantatoire sur la scène financière et médiatique mais un impact paradoxal sur le travail quotidien des hommes et des femmes. Langage de la spéculation et de l’anticipation, il est plus proche des discours de la performance que des énoncés performatifs.Managerial language is a genre in itself and makes up a particular category of performative speech. The stated objective when presenting strategic goals or team building strategies is always dressed up in a particular way that will determine its aptness and success. The context of internationalisation and interdependence in which business activities take place reinforces a stereotype of management-speak, based on a particular format, vocabulary and grammar permeated by anglicisms and lack of syntax. Aimed at unifying and galvanising business teams, « corpu-speak » conveys a sense of power and distinctiveness, suggests exclusiveness rather than inclusiveness, generates bewilderment and anxiety and is very much at one with the strategy of obfuscation that seems to be the sole contemporary register where the economic future is concerned. Circulating freely within the international and finance community and uniting it as it goes, it acts with the hypnotic effect of incantation on the financial and media scene but has a paradoxical impact on the daily working lives of men and women. As the language of speculation and anticipation, it is more akin to performance discourse than to performative speech. (shrink)

Their work is all the more valuable as governments either, at best, merely explain that any IT activity leaves traces and that people are monitored in any case or, at worst, pass laws on "security" that reinforce cybersurveillance systems, thus helping to create a climate of fear that can only undermine the trust on which a democratic society relies. My topic is the relation between nonsense and intelligibility, and the contrast between nonsense and falsehood which played a pivotal role in the rise of analytic philosophy. I shall pursue three lines of inquiry. First I shall briefly consider the positive case, namely linguistic understanding. Secondly, I shall consider the negative case—different breakdowns of understanding and connected forms of failure to make sense. Third, I shall criticize three important misconceptions of nonsense and unintelligibility: the austere conception of nonsense propounded by (...) the New Wittgensteinians ; the “no nonsense position” which roundly denies that there are cases of nonsense—Chomsky’s semantic anomalies or Ryle’s category mistakes–that are grammatically well-formed, without even having the potential for being used to make a truth-apt statement ; the individualistic conception of language and of semantic mistakes championed by Davidson. All three positions, I shall argue, ignore or deny combinatorial nonsense, the fact that perfectly meaningful sentence-components can be combined in a way that may be grammatical, yet without resulting in a sentence that is itself “meaningful”, i.e. endowed with linguistic sense. At a more strategic level, the first and the third position deny or ignore that natural languages are communal historical practices that go beyond idiolects and the employments of expressions in specific contexts and that are guided by semantic rules—standards for the meaningful use of words. As reflected in the spirit of the times, certain fundamental changes have occurred in such concepts as nature, reason, and life. While in the liberal era nature appeared to man as a sphere to be conquered by him for the enhancement of his material happiness, today it is an ideal offering an escape from the vicissitudes of social life. Confidence in the power of reason and of science turns into hatred of intelligence, because the latter is an instrument of domination (...) for the privileged classes, and leads the majority of men to accept utopian dreams which cannot be realized. Whereas the philosophy of liberalism glorifies the individual as an active agent having a higher meaning, he now falls into disrespect as a merely passive link in the overpowering totality of life.This article analyses Hamsun as a typical representative of such a postliberal ideology. At all points where he develops his own interpretation of life and the world, he portrays the longings of a disillusioned bourgeois civilization in terms of these new concepts. The ideal which he pictures as an escape from the bourgeois civilization of our times is only superficially in conflict with it. His most important subjects and themes derive their social function from a historical situation which calls for an attitude of obedient subordination to authority.There are two elements in Hamsun's dream of a return to nature : the resentful disillusionment which wants to fence off nature as its private property, because it has little to expect from the social reality in which it lives, on the one hand ; and on the other, the adoration of the heroic as reflected in the overpowering sweep of the forces of nature. This admiration of power is further enhanced by the glorification of peasant life. The ideal of nature is finally characterized by a biological interpretation of erotic relationships. Brutality and sentimentality interchange abruptly within such an ideology as they do in actual authoritarian character types of the present day.Hamsun criticizes all important aspects of urban life, exhibiting another form of his anti-rational attitude. However, it is important to notice his relationship to industry : he has contempt for the working class but utters not one critical word against the employers.His philosophy of life, which minimizes the individual and exalts the powers that be, corresponds to the trends of the time : men are scurrying around like ants, without plan or aim ; most of them are crushed, and this is justified because the forces of life require unconditional obedience and absolute subordination of the individual.Finally the author presents some characteristic documents about the influence which Hamsun has exerted. In the post-war period socialists and liberals were singing the same paeans of praise for Hamsun as the fascists more recently.Les trois transformations les plus importantes de la conscience sociale au cours de ces cinquante dernières années, concernent les idées de nature, d'esprit et de vie. De récents travaux en géographie considèrent que certaines frontières sont elles-mêmes aujourd’hui des réseaux. L’hypothèse explorée ici est que ces réseaux de relations sont en même temps des frontières. Cette « frontièreréseau » délimite un espace virtuel, est flexible, de géométrie et perméabilité variables, mais présente une faible capacité de protection. Par contre, elle permet le dépassement des frontières traditionnelles et peut jouer un rôle (...) stratégique dans des conflits. Des exemples d’application en sont donnés dans les domaines de la vie privée et professionnelle et de la géopolitique.Anyone who has a social network account sets up and manages its own network of relationships. Recent studies in geography consider that besides traditional physical borders, a new kind of border is developing in the form of social networks. The hypothesis explored here is that these networks of relationships make up border areas in themselves, by setting the bounds of a virtual space. These networkcum-border areas are flexible according to circumstances, they vary in shape, size and permeability, but they are relatively ineffectual in terms of protection. On the other hand, they can transcend traditional frontiers and thus have a strategic role in conflicts. Examples are given in private and professional life and in geopolitics. (shrink)

The goal of this dissertation is to generate a theoretical perspective and a political vocabulary capable of giving an account of political action proper in the context of modern democracy. The first step is that of tracing back to the origins of the theory and practice of modern democracy the appearance of the features that gave shape to the institutional constellation we now understand as democratic politics. This looking back from the perspective of the main institutions of contemporary democracy is (...) structured along the lines of the process that Lefort describes as a split of the theological and the political in early modern times. In Weber, this split takes the form of a multiplication and secularization of prophets, creating the need for a domesticated and democratized version of charismatic leadership that assumes normative standards in his idea of parliamentary democracy. Weber's solution is, of course, the opposite to that of Hobbes': the plurality of gods and demons manifested in the multiplication of prophets should be institutionalized, not eradicated. This dissertation shows that the breakdown of theological regimes and the birth of modern democracy is simply another way to describe the embracement of the fact of plurality. ;With Merleau-Ponty I thus give theoretical consistency to the emergence of modern democratic practices and institutions. In Habermas, on the other hand, I find the difficulties that a model that dismembers the strategic and communicative dimensions of human agency confronts when the task at hand is not that of a moral theory concerned with universal agreement but that of a political theory concerned with the socially enabled fact of plurality. Specifically, I show in my dissertation that Habermas's contempt for Austin's perlocutionary dimension of speech acts and his suggestion that Arendt's notions of action and speech are somehow parallel to his model spring from a still operating uneasiness with political speech and modern democracy in their phenomenal appearance. This dissertation concludes by showing that the theoretical consistency acquired with Merleau-Ponty does indeed provide a theoretical perspective and political vocabulary that puts in relief political action as a fundamental aspect of contemporary democratic politics. Both Confucius and Xúnzǐ take for granted that contempt, in certain situations, is an appropriate and justified response for a person of virtuous character. But Xúnzǐ departs from his predecessor in his insistence on drawing clear boundaries around contempt so as to diminish its destructive and destabilizing potential. This article argues that Xúnzǐ's efforts to circumscribe contempt reflect a shift in the vision of the ritual community from one based on affective ties to one based on an (...) impersonal, universalist state. It also traces the implications of this connection for how we might confront the problem of toxic contempt that has pervaded our political landscape today. (shrink)

In this article, we attempt to unravel the misconception about deception and nervous behavior. First we will cite research demonstrating that observers believe lie tellers display more nervous behaviors than truth tellers; that observers pay attention to nervous behaviors when they attempt to detect deception; and that lie tellers actually feel more nervous than truth tellers. This is all in alignment with a lie detection approach based on spotting nervous behaviors. We then will argue that the next, vital, step is (...) missing: Research has found that lie tellers generally do not display more than truth tellers the nervous behaviors laypersons and professionals appear to focus on. If observers pay attention to nervous behaviors but lie tellers do not come across as being nervous, lie detection performance is expected to be poor. Research has supported this claim. We finally discuss ideas for research into lie detection based on non-verbal behaviors. (shrink)

Previous research on corporate community involvement (CCI) initiatives indicates that such behaviour is critical for building neighbourhood relationships and extending corporate influence in the community, but there is little theoretical work that provides a clear picture of managing the nature of the initiatives from different stakeholder management approaches. Drawing from theoretical insights of stakeholder theory and the concept of social capital, this article proposes nine strategic directions for CCI initiatives, and concludes by discussing the management implications of the proposed (...) strategic directions. In the early modern period, contempt emerged as a persistent theme in moral philosophy. Most of the moral philosophers of the period shared two basic commitments in their thinking about contempt. First, they argued that we understand the value of others in the morally appropriate way when we understand them from the perspective of the morally relevant community. And second, they argued that we are naturally inclined to judge others as contemptible, and that we must therefore interrupt that (...) natural movement of sense-bestowal in order to value others in the morally appropriate way. In this paper I examine in detail the arguments of Nicolas Malebranche and Immanuel Kant concerning the wrongness of contempt, emphasizing the ways in which they depend on conceptions of community and of the interruption of moral sense-bestowal. After showing how each of these arguments fails to comprehend the nature and the wrongness of contempt, I argue that we can find the resources for a more adequate account in the work of Jean-Luc Nancy, and specifically in his reflections on ontology and on the meaning of community. In recent years deflationary accounts of self-deception, under the banner of motivationalism, have proven popular. On these views the deception at work is simply a motivated bias. In contrast, we argue for an account of self-deception that involves more robustly deceptive unconscious processes. These processes are strategic, flexible, and demand some retention of the truth. We offer substantial empirical support for unconscious deceptive processes that run counter to certain philosophical and psychological claims that the unconscious is rigid, ballistic, and (...) of limited cognitive sophistication. On a longtemps rendu compte des comportements de déplacements des hommes dans l’espace par un terme renvoyant à une logique collective et de masse, celui de migration . L’intégration dans l’observation et la compréhension de toute la palette des motifs de déplacements et l’individualisation croissante des pratiques ont amené l’usage d’un terme plus générique, emprunté aux sciences sociales et notamment à ceux qui s’intéressent à la fluidité dans l’espace social, celui de mobilité. Ce glissement n’est pas purement sémantique : il (...) exprime le passage de l’empire de la nécessité aux capacités stratégiques et aux désirs des acteurs, de la représentation aréolaire d’un territoire rassemblant une « société locale » « contenant » les déplacements de ses membres à des représentations réticulaires , multi-territoriales . Sur tous ces points, les enquêtes initiées dans les années 1960 par les ingénieurs pour alimenter leurs modèles de trafic nous ont permis, grâce à l’élaboration d’indicateurs, de concepts, de représentations nouvelles, de comprendre en profondeur la dynamique et les rôles respectifs des rationalités individuelles et de la formation de normes sociales dans le champ spécifique de la mobilité quotidienne. C’est de cette construction dont nous rendons compte dans cet article, qui livre aussi à partir des quelques résultats saillants des recherches conduites, les convictions fortes en matière de dynamique de la mobilité qui s’en dégagent et les paradigmes qu’il conviendrait de mieux explorer.Spatial behaviour was studied in the past through group concepts, such as residential or regular migrations from home to work. The will to understand travel behaviour for the full range of trip purposes and the growing personalisation of behaviour leads to adopt the term of mobility from social sciences. This change is not purely semantic. It expresses the transition from a vision based on the needs to the consideration of the strategic capabilities of the persons, from areola-based representations of a local society to network and archipelago-based representations of individual behaviours. We have used, in conjunction with the international community of travel behaviour analysts, the travel surveys introduced in the sixties to feed traffic models, to build concepts, indicators and representations of travel behaviour, to understand in depth the transformations of mobility patterns and to analyze the roles of individual rationality and social norms. The paper relates this history, highlights some key results and strong beliefs, and questions the need to explore new paradigms. (shrink)

Over decades of conflict both Catholics and Protestants claimed divine inspiration, arguing that they and only they were breathed on in the way Christ breathes on the apostles when (...) he asks them to receive the spirit (John 20: 22).On the Protestant (Huguenot) side of these early modern disputes, the term esprit is often displaced by a more vernacular and more bodily breath, souffle, so that God blows on his chosen people a little in the way his chosen people might blow on their soup. Souffle renders spirit as something humanly familiar, if still exemplary. In his account of the life and death of Jean Calvin (1564), the Protestant historian and polemicist Théodore de Bèze writes of breath as the last remaining sign of Calvin's presence: the day before his death Calvin is so weak "qu'il ne luy restoit plus que le souffle," ["only breath remained"] but he tells his followers nonetheless that he is still "uni d'esprit" ["joined in spirit"] with them. Like Christ's, Calvin's souffle and spirit inspired many, and the Protestant minority, under increasing and violent pressure from the Catholic state, met his example with a last gasp of their own. The term "souffle" is everywhere in the martyrologies of the many Calvinists executed by Catholics over the following century and more, which insist repetitively on the victim's praise of God "to the last breath."French Protestants also imagined breath as a political metaphor, frequently presenting the minority's right to live on French soil as a right to breathe, some sort of jus spiri: the late seventeenth-century Protestant historian Élie Benoist writes that Catholic violence turned "le Plaisir naturel de respirer l'air du païs natal en une espece de joug servile" ["the natural pleasure of breathing the air of one's own country into a kind of servile yoke"]. But where Agamben's notion of bare life marks the extreme form of a particular model of Western sovereignty, imagining bare life as helpless and voiceless against sovereign power, the Protestant lifebreath is highly strategic, performing its bareness so as to imagine a new political role. In response to that voice, in the organizing of English and Dutch and German responses to Huguenot suffering, came a new organization of transnational political community. Ethics training is becoming increasingly common in pre-professional contexts to address ethical misconduct in business, medicine, science, and other disciplines. These courses are often taught by philosophers. The question is whether such ethics training, which involves philosophical reflection, is effective in cultivating ethical behavior. This paper takes a closer look at the goals of teaching ethics and how our current methods are ineffective in achieving the affective and active goals of teaching ethics. This paper then suggests how experiential learning and, (...) specifically, service learning may be one way forward in achieving these goals. While some pre-professional programs have implemented service learning, the ethics courses offered by philosophers also may be improved by giving students more opportunities to engage their communities through service learning. The author (...) displays an exceptional knowledge of the Leibnizian corpus, the ancient and medieval sources for the various doctrines he analyzes, and the contemporary issues underpinning Leibniz's investigations. He aims at rectifying misconceptions that stemmed originally in Couturat's La Logique de Leibniz (1901) and have since affected several studies. Three methodological statements set the ground for Rauzy's analysis: (1) Leibniz's notion of truth concerns in unified fashion all the elements of discourse: terms, concepts, and propositions. (2) Leibniz did not restrict his doctrine of truth to consistency relations, but yielded a complex, well-articulated conception of truth as correspondence, as evidenced in New Essays on Human Understanding, IV, v, sect. 11; yet, at the same time, his doctrine focused on conceptual relations which specify an order of reasons deserving to be analyzed for their own sake: "Dans la doctrine leibnizienne de la vérité, l'adaequatio rei constitue encore le cadre général en dehors duquel le prédicat de vérité n'a pas de sens. Après avoir signalé quelques impacts de ce centrement sur la pratique, l’article présente quelques définitions de la pratique et quelques éléments d’histoire du concept. Il expose ensuite quelques traits des pratiques, en particulier avec Paul Ricoeur et Jürgen Habermas, conjuguant des perspectives sémantique, pragmatique (...) et communicationnelle. Il vise particulièrement à faire ressortir la richesse et la complexité de la pratique dont l’étude est trop souvent prise comme allant de soi et qui surprennent toujours celui qui s’y adonne.At the heart of a theology which is fundamentally considered to be practical, practical theology, as a sub-discipline, distinguishes itself by its particular empirical, hermeneutic, critical, and strategic interest in the practices with which it is concerned. Mais la réduction du poids de l’Occident dans l’économie globale ne garantit plus que les efforts faciles l’emportent face aux défis du futur, qu’ils viennent des pouvoirs renforcés de l’Est asiatique ou des “desperados” islamiques. Ces défis ne seront vraisemblablement pas relevés au moyen de deux fausses prescriptions qui trouvent quelques faveurs en Europe Continentale. Premièrement, une grande partie de l’Europe de l’Ouest est lasse d’être confrontée à la “destruction créatrice” de ses emplois du fait de la concurrence de l’Asie de l’Est et désire ardemment le protectionnisme. Le remède protectionniste se bâtit sur un diagnostic grandement correct des problèmes occidentaux, mais il est tout de même dangereux si l’on met en perspective la morale, l’économie et la politique du pouvoir. Deuxièmement, certains Européens reconnaissent à juste titre que les grandes puissances historiques, comme la Grande- Bretagne ou la France ou l’Allemagne, n’ont plus une envergure suffisante pour être qualifiées de grandes puissances. Cependant, elles sousestiment la gravité et la vitesse du déclin de l’Occident. Une Europe définie par le noyau dur francoallemand deviendra trop étroite, avant même qu’elle ne soit établie dans cette structure. Vraisemblablement, même l’Union Européenne dans sa totalité sera trop petite avant qu’elle ne devienne une véritable communauté sur le plan sécuritaire. Au lieu de ces fausses prescriptions, cet article propose trois réponses aux dilemmes de l’Occident, ou encore trois façons de gérer le déclin de l’Occident. Premièrement, seule la coopération atlantique promet d’être une réponse efficace au dynamisme de l’Asie de l’Est et au déclin de l’Ouest. De plus, la coopération entre l’Amérique du Nord et l’Europe de l’Ouest a besoin d’être complétée par un nouvel engagement à l’égard d’une économie globale ouverte et d’une disposition à s’ajuster aux défis de celle-ci, afin de coopter l’Est asiatique dans une sphère globale de coprospérité. Cela doit vraisemblablement engendrer quelques coupes radicales dans l’Etat-providence. Deuxièmement, la prolifération nucléaire exige aussi une réponse. Il est concevable que la stratégie de défense contre la Chine soit encore plus difficile dans une vingtaine d’années qu’elle le fut contre l’Union Soviétique dans les années 1980. Mais cela ne devrait pas être une excuse pour ne pas construire des missiles de défense en réponse à ceux de l’Iran, de l’Irak, de la Lybie ou de l’Algerie. Troisièmement, les changements des valeurs en Occident semblent plus difficiles à traiter, mais ils renforcent la nécessité d’investir dans la coopération occidentale plutôt qu’uniquement européenne, la nécessité de coopter l’Asie de l’Est plutôt que de plonger dans une autre guerre froide, et la nécessité de contenir l’Etat-providence plutôt que de le développer. There are three challenges to Western security. First, compared to East Asia the West is in decline. In another twenty-five years, the economic size of Mainland China may exceed the size of the American market, India and Indonesia may exceed Germany, South Korea may exceed Britain or France or Italy. Second, the proliferation of dual use knowledge and the economic disaster in the former Soviet Union are likely to result in some nuclear proliferation. Third, value changes within the West will make Western societies ever less capable of deterrence and defense. But the reduced weight of the West in the global economy no longer guarantees that leisurely efforts succeed in meeting future challengers, whether from East Asian great powers or Islamic desperados. These challenges are unlikely to be met by two false prescriptions which enjoy some appeal in Continental Europe. First, much of Western Europe gets tired of observing the “creative destruction” of its jobs by East Asian competitors and longs for protectionism. The protectionist cure is built on a largely correct diagnosis of some Western problems, but nevertheless dangerous from an economic, moral, and power politics perspective. Second, some Europeans rightly recognize that historical great powers, like Britain or France or Germany, are no longer large enough to be great powers. But they underestimate the severity and speed of the decline of the West. A Franco- German core Europe will become too small, even before it is established. Conceivably, even the entire European Union will be too small before it becomes an effective security community. Instead of these false prescriptions this paper advocates three responses to Western dilemmas, or three modes of managing Western decline. First, only Atlantic cooperation promises to be an effective response to East Asian dynamism and Western decline. Moreover, cooperation between North America and Western Europe needs to be complemented with a renewed commitment to an open global economy and a readiness to adjust to its challenges, in order to coopt East Asia into a global co-prosperity sphere. This is likely to necessitate some radical cuts in the welfare state. Second, nuclear proliferation also needs some response. Conceivably, strategic defense is as difficult against China twenty years from now, as it was against the Soviet Union in the 1980s. But this should be no excuse for not building a missile and air defense against the likes of Iran, Iraq, Lybia, or Algeria. Third, the value changes within the West seem least tractable, but they reinforce the necessity of investing in Western rather than merely European cooperation, the necessity of coopting East Asia rather than stumbling into another Cold War, and the necessity for containing the welfare state rather than expanding it. My topic is the relation between nonsense and intelligibility, and the contrast between nonsense and falsehood which played a pivotal role in the rise of analytic philosophy . I shall pursue three lines of inquiry. First I shall briefly consider the positive case, namely linguistic understanding . Secondly, I shall consider the negative case—different breakdowns of understanding and connected forms of failure to make sense . Third, I shall criticize three important misconceptions of nonsense and unintelligibility: the austere conception of (...) nonsense propounded by the New Wittgensteinians ; the “no nonsense position” which roundly denies that there are cases of nonsense—Chomsky’s semantic anomalies or Ryle’s category mistakes–that are grammatically well-formed, without even having the potential for being used to make a truth-apt statement ; the individualistic conception of language and of semantic mistakes championed by Davidson . All three positions, I shall argue, ignore or deny combinatorial nonsense, the fact that perfectly meaningful sentence-components can be combined in a way that may be grammatical, yet without resulting in a sentence that is itself “meaningful”, i.e. endowed with linguistic sense. At a more strategic level, the first and the third position deny or ignore that natural languages are communal historical practices that go beyond idiolects and the employments of expressions in specific contexts and that are guided by semantic rules—standards for the meaningful use of words. Cet article s’intéresse au problème de la maintenance, c’est-à-dire au moment où les membres d’un collectif social tentent d’assurer dans le temps l’existence de leur collectif en instituant des règles pour réguler leurs comportements. Ce problème se pose avec acuité lorsque certains membres ne respectent pas ces règles communes. Pour maintenir la coopération sociale, les membres peuvent décider d’instituer des règles secondaires visant à sanctionner les transgressions des règles primaires déjà établies. La maintenance d’un collectif peut ainsi reposer sur l’émergence (...) de pouvoirs déontiques qui donnent aux membres l’autorité de légitimement punir et expulser les transgresseurs. Mais d’où viennent ces règles ? On peut penser qu’elles émergent des émotions éprouvées par les membres envers les transgresseurs. Je le démontre à l’aide d’une étude de cas qui établit que, dans le collectif Occupy Geneva, l’institutionnalisation de normes pour punir, exclure et réintégrer les déviants s’ancraient respectivement dans l’indignation, le mépris et le pardon. -/- This article focuses on the problem of maintenance; that is the moment when the members of a social collective attempt to ensure the existence of their collective over time by instituting rules to regulate their behavior. This problem becomes critical when certain members do not respect the common rules. To maintain social cooperation, members can decide to institute secondary rules aimed at sanctioning the transgressions of the already established primary rules. The maintenance of a collective can thus rely on the emergence of deontic powers that give members the authority to legitimately punish and expel transgressors. But where do these rules come from? The hypothesis is that they emerge from the emotions felt by the members towards the transgressors. I show this with the help of a case study, which establishes that the institutionalization of norms allowing the punishment, the exclusion, and the reintegration of deviants within the “Occupy Geneva” collective, was grounded in indignation, contempt, and forgiveness respectively. Community engagement (CE) contributes to successful research. There is, however, a lack of literature on the effectiveness of different models of CE and, specifically, on CE strategies for the conduct of genomic research in sub-Saharan Africa. There is also a need for models of CE that transcend the recruitment stage of engaging prospective individuals and communities and embed CE throughout the research process and after the research has concluded. The qualitative study reported here was designed to address these knowledge gaps (...) and comprised of 36 key informant semi-structured interviews and fifteen focus groups with 50 participants. We interviewed selected stakeholders in genomic research in Nigeria: biomedical researchers, community rulers, opinion leaders, community health workers, and prospective research participants. We explored these stakeholders’ views on their understanding of community engagement, their expectations, experiences, and their opinions on acceptable processes of community consultation in genomic research. The methodological design, adapted from grounded theory, used the constant comparative method of data analysis; while normative conclusions were made using the symbiotic empirical ethics approach. Data analysis revealed five main themes important for successfully engaging communities in genomic research: effective communication, diversity of community gatekeeping, trust, cultural integration of research, and conservation of the research setting. From these themes, we have developed a four-stage model of community engagement that covers all stages of the research process; namely, the Community Approach, Intermediate phase, Collaboration and Post-research Cordiality model (CICP). This model could be used to improve the integration of CE in genomic research among local communities. (shrink)

Within the research framework of pragma-dialectics, this study analysed and assessed strategic manoeuvring by dissociation in corporate crisis communication, exemplified by the 2017 United Airlines’ Passenger Dragging-off Incident. As shown from the analysis of the public statements issued on its official website and Twitter, United Airlines adopted dissociation using the lexical item “volunteer” in the different stages of argumentation: bringing forward a standpoint, maintaining a standpoint and mitigating a standpoint. In so doing, the corporation strategically manoeuvred the topical potential (...) and the presentational devices to meet the demands of its primary audience, i.e. the international general public. Whereas employing dissociation of the notion “volunteer” seemed to be reasonable and served the corporation’s interests best, its argumentative effectiveness was called into question based upon the general rules for critical discussion and the institutional context. I offer two potential diagnoses of the behavioral norms governing post‐truth politics by comparing the view of language, communication, and truth‐telling put forward by David Lewis (extended by game theorists), and John Searle. My first goal is to specify the different ways in which Lewis, and game theorists more generally, in contrast to Searle (in the company of Paul Grice and Jurgen Habermas), go about explaining the normativity of truthfulness within a linguistic community. The main difference is that for Lewis (...) and game theorists, “truthful” signaling follows from an align- ment of interests, and deception follows from mixed motives leading to the calculation that sending false information is better for oneself. Following in the Enlightenment tradition, Searle argues that practical reasoning, which involves mastery of at least one language, requires that actors intend to communicate. This intention includes constraining the content of statements to uphold veracity conditions. After distinguishing between these two accounts, I will artic- ulate the implications for explaining, and even informing actions, constitutive of post‐truth politics. I argue that the strategic view of communication is suffi- cient neither to model everyday conversation nor to reflect a public sphere useful for democratic govern- ment. Both the pedagogy of strategic communication as cheap talk, and its concordance with new digital information technologies, challenge norms of truthful- ness that underlie modern institutions essential to an effective public sphere. This paper suggests that most of the FTSE-listed firms in the United Kingdom use corporate environmental policy statements to communicate their strategic intent of what environmental and social targets to attain, and broad guidelines of how they will progressively achieve all the required changes and new developments. In this paper, we link the contents of CEPS of a sample of FTSE-listed firms to the voluntary participation in the environmental benchmarking exercise and the various levels of environmental performance therein. The (...) findings suggest that in contrast to their non-participating counterparts, the strategic focus of the participating firms transcends from simply mitigating any potential damages that their operations might have on the environment to business process reengineering and building new implementation capabilities. However, not all of the participating firms achieved excellence in their environmental performance, the high performing firms outweighed their counterparts on their emphasis on technological competence and competitiveness, and interestingly, the average-performing firms would use the strategic emphasis on social responsibility to compensate for their mediocre technological competence. While the many efforts to decolonize or dismantle the vestiges of colonialism that remain are laudable, they can also reinforce what they seek to end. For decolonization to be impactful, it must be done with epistemic and cultural humility, requiring decolonial scholars, project leaders, and well-meaning people to be more sensitive to those impacted by colonization and not regularly included in the discourse. (...) INTRODUCTION Decolonization is complex. To successfully achieve decolonization, projects should incorporate the voices of those subjugated or silenced. Including such voices requires sincerely exploring who has been affected by colonialism or neocolonialism and how, as well as cultural sensitivity. In its basic use, decolonization refers to countries under colonial rule gaining independence or freedom from forms of subjugation. Additionally, scholars use the term to refer to efforts to dismantle neocolonialism and vestiges of colonialism. The process includes de-silencing subjugated voices.[1] I use decolonization in the latter way to refer to countries with technical independence. While arguably colonization ended formally with independence from colonizing powers, neocolonialism is the indirect, informal, and sometimes subtle control of the people, their economy, and political life despite formal independence from colonizing authorities. I conceptualize neocolonialism as a system that involves direct and involuntary control of another’s political, economic, or social life, impacting their worldview and ways of encountering the world. Decolonization may target actions, places, or systems like health care or AI to overcome the ills of colonialism and neocolonialism. It also may target knowledge and require rethinking how people develop their knowledge base. For example, if people grew up seeing an outside colonizer as superior, they would need to change their knowledge of superiority. Decolonization may target power, for example, changing who owns and distributes COVID-19 vaccines and who distributors exclude in the distribution of vaccines. Decolonization could require looking at those disempowered in the distribution process. Additionally, decolonization may target autonomy of persons by freeing people, ensuring human and individual rights, and respecting cultural traditions. Decolonization projects that try to de-silence by including the voices of those affected by colonialism and neocolonialism must examine inclusiveness in the context of the culture of the subrogated individuals. Examples of decolonization projects include making datasets inclusive of diverse peoples and places, returning to traditional food and eating practices, making sure hospitals in developing countries are led by locals and respectful of cultural traditions, returning unethically obtained artefacts or objects. Another project would be laying the groundwork for equality in formerly colonized countries to ensure that business ownership, education, and financial success will flow fairly to those previously victimized by colonization. Summarily, there are many strategies for decolonizing. However, it is worth asking whether the strategies have risks that undermine the goal of decolonization. I. Understanding Decolonization Discourses Many fields, from AI to politics, economics, health care, aviation, and academia, discuss decolonization. The content of the discourse on decolonization depends on the region and field discussing it. Rather than just reporting on decolonization, the discussions may be calls to action. For example, decolonization discourses reflect activism for cognitive justice, such as equal consideration of Indian or African knowledge systems in global health discourses.[2] In politics and political science, some scholars frame decolonization as an anti-western, anti-colonial movement by Africans to emancipate Africa/ns from subjugation or shift the continent to postcolonialism and post-neo-colonialism. This framing walls off non-African participants and may undermine their capacity to benefit the conversation.[3] There are other political scientists who actively support decolonization and see it as a field of activism in support of anyone and countries where colonization harmed people and development.[4] The point is that two ways of conceptualizing decolonization in politics and political science are discernible. One conceptualization is less inclusive since it alienates scholars and professionals from Western, high-income, or developed countries. The other is more inclusive. In humanitarian studies, including philosophy, some decolonization articles and conversations are efforts to end the destructive force of colonization. They focus on either the form, such as ecocide, genocide, and many others, or the geographic location, such as Africa, Asia, Latin America, and Oceania.[5] Finally, the feelings one brings into this conversation can adversely impact how one engages in them and who they listen to or are willing to hear from. For example, anger, rage, bitterness, and hatred are emotions that are not uncommon in spaces of decolonization conversations. Decolonization conversations that originate from a place of negativity risk deepening the psychological state of victimhood and prevent people from disrupting constructively or critically engaging in the conversation.[6] II. Understanding Decolonization Strategies Decolonization strategies mainly aim to de-silence victims of domination or subjugation. People have proposed many strategies for decolonizing. These strategies may be informed by what the target is for decolonization. Decolonization can target power relations in global health. For example, during the COVID-19 pandemic, public health organizations noted the power imbalance in vaccine distribution. Decolonization could involve de-silencing those affected by neocolonialism to bring about a more balanced distribution of power and a more fair distribution of the vaccine. By analyzing who was adversely impacted by the distribution and who ought to wield power, those engaged in decolonizing advocated for positive change and equitable power relations. Equally, when being is the target of decolonization, the language of unlearning or relearning and mental decolonization take centre stage in the decolonization discourse. For example, the quest to decolonize colonized minds aims to demythologize African inferiority and Western superiority. Demythologizing African inferiority enables those engaged in the decolonization discourse to cultivate and foster African agency.[7] Finally, when knowledge production is the target of decolonization, scholars use inclusion and cognitive justice. For example, they try to alter the knowledge that underlies global health ethics.[8] “[D]decolonizing researchers aim to respectfully understand and integrate theory from Other(ed) perspectives, while also critically examining the underlying assumptions that inform their Western research framework.”[9] One common strategy that scholars use in decolonization is inclusion. It is worth asking, does including people who have been subrogated foster decolonization? Whether that is effective depends on whether included people are more heard or whether the strategies to include them create new forms of silencing. III. Inclusion and the Quest to Decolonize Evaluating how effective inclusion is in the quest to de-silence subjugated voices is important. First, inclusive strategies are not neutral. They are epistemically situated. This situatedness constrains meaning-making in different ways: how and what questions are asked, how social roles are constructed, organized or assigned, and who is admitted to the room where these conversations occur.[10] Inclusion strategies may reinforce (unchallenged) assumptions. For example, to address prejudices and stereotypes in global health images, Arsenii Alenichev and his colleagues[11] successfully inverted “one stereotypical global health image” by prompting a generative AI to produce “an image of a traditional Indian or African healer healing a White Child.” Although there were some problems with the image of the White child, this innovation is a significant, useful effort to de-embed or strip global health images of problematic pictures that mythologize White superiority and Black inferiority. Yet it is possible that using categories like traditional Indian or African reinforces unchallenged assumptions, raising key questions regarding how language and words create new stereotypes. It is common to define traditional as non-conventional, unorthodox, and informal. Yet studies continue to reveal that non-scientifically appraised healing approaches in India or Africa are not only effective but also real, meaningful, fundamental, and primary care-seeking behaviours in many communities in these regions.[12] Suppose inclusive strategies are not un-situated. These conversations may be had within the structures, language, and spaces built by or connected to colonialism. The spaces, language, places, and structures in which these conversations occur can limit who can participate and how they participate. Importantly, some conditions are not conducive to participation as equals. The allocated time for the discussion could also constrain how individuals express themselves. It is unclear who is ultimately heard. Furthermore, epistemic situatedness of inclusion can impact decolonization conversations when participants are beneficiaries of, products of, and trained by structures and systems they seek to dismantle. To enhance the decolonization project and its goals, a pressing task is to unveil and question how the circumstances may inhibit activism. If the vestiges of colonialism continue to structure the decolonization discourse invisibly, the vestiges may undermine decolonization. For example, a public health discussion that includes white Western doctors and Western pharmaceutical executives in Africa may have many local Africans at the table but could still effectively devalue their input based on built-in assumptions and biases that are vestiges of colonialism. Second, exclusion and inclusion are also not binary. Individuals may experience exclusion, even while included (the phenomenon called internal exclusion). In other words, inclusion can fail to be substantial or become a means of enhancing optics, “a way of (un)consciously weakening the radical claims being pursued.”[13] For example, in South Africa, many institutions have made significant efforts to diversify their faculties due to the promulgation of the Employment Equity Act 55.[14] The act requires South African institutions to implement employment equity that redresses the history of harmful discrimination in the country. The act further requires transforming departments and institutional administrations. Although many recognize and support the need to transform departments in South Africa, the rhetoric of transformation departs sharply from the lived experiences.[15] This misalignment between the plan and practice is evident in the underrepresentation of black people and females in senior management teams, professorships in many universities and health departments, and positions of power in some South African institutions. Those selected in the transformation of the departments have also complained of being overworked. The burden of extra work undermines their ability to develop agency and voice in the space they now occupy or fulfil key requirements that have implications for their career trajectory.[16] This is called the minority tax. Notably, "the minority tax… is the burden of extra responsibilities [placed] on faculty of colour to achieve diversity and inclusion and contributes to attrition and impedes academic promotion."[17] One challenge for decolonializing projects will be for decolonial scholars and those selected for decolonization objectives to have the humility to decline invitations, requests, roles, and platforms for which they are either unqualified or lack the capacity to fulfil. At its heart, decolonization strategies must empower those included rather than weaken them. Finally, inclusion can lead to a phenomenon known as elite capture.[18] Elite capture occurs when socially advantaged individuals in a group monopolize or exploit activism to their own benefit at the expense of the larger, struggling group. Elite capture weakens decolonization efforts from within, revealing that those likely to benefit from global inclusive efforts are those who fulfil globally constructed standards, those “already present in the room.” There is no better strategy to weaken decolonial movements than weakening the project from within by strategically positioning individuals who share physical properties with the victims of exclusion and silencing but intellectually, behaviourally, psychologically, and emotionally share more common ground with the colonizer. Such insiders may be unaware they are furthering neocolonial conditions rather than decolonizing. In relation to decolonization, particularly in global health, elite capture reveals that those whose voices are loudest in the room are not necessarily those more impacted by colonialism. They may benefit more from reinforcing colonialism. Opportunism weakens meaningful activism from within, preventing good initiatives and strategies from having their intended impact or taking substantive root.[19] This paper cannot do justice to elite capture, but it is worth noting its negative impacts. IV. Improving the Impact of Decolonization To end neo-colonialism, it is important to understand how it manifests and what to do at each level. Beyond the academic discourse, many tangible efforts exist to decolonize through de-silencing. Examples of these efforts include the ME2 movement that seeks to centre the concerns and experiences of sexually abused or harassed victims in the public discourse. At the funding level, many grant-awarding agencies like Wellcome Trust have dedicated huge budgets to studies that help them understand how they may have perpetrated colonialism or neocolonialism and what they can do differently going forward.[20] In South Africa, promulgating the Employment Equity Act 55 was a tangible attempt to entrench decolonization concerns in a country's regulatory framework. Yet, these decolonization efforts could fail to be substantive if they do not reflect cultural sensitivity. Two key components of cultural sensitivity are worth highlighting here: epistemic and cultural humility. Epistemic humility is an intellectual virtue described as knowing one’s limitations and the limitations of the learning methods employed. At its simplest, it is the ability to admit when one is wrong. Cultural humility includes genuine attempts to learn about and embrace other cultures. Epistemic and cultural humility are signs of academic excellence and strength. Epistemic and cultural humility seriously acknowledge how the state of our knowledge, cognitive limitations, experiences, and backgrounds, while constraining us, also invite us to listen, learn, grow, and change. The limitations-owing account of epistemic and cultural humility suggests that “a person who is aware of her cognitive limitations and owns them is much better positioned to achieve such epistemic goods as true beliefs and understanding than someone who… simply has insight into the epistemic status of her beliefs.”[21] Epistemic and cultural humility may help prevent decolonization projects that unintentionally reinforce what they seek to dismantle. Epistemic humility calls on decolonizers to defer tasks for which they are not qualified to suitably qualified persons. Beyond this, humility supports brave scholarship that imagines and reimagines how featuring the same voices, faces, and perspectives possibly introduces new forms of domination or silencing. Cultural knowledge can lead to a more intentional way of seeking out the right people or a more diverse group than those frequently featured in decolonization conversations. This would give others more opportunities to navigate these spaces and should do so in ways that are familiar to them. One ought to be more sensitive to those who would ordinarily not be included in these conversations. Unless we radically and boldly reimagine these discussions, we risk alienating those most negatively impacted by neocolonialism. CONCLUSION Decolonization conversations are complex and the subject of academic debate. The strategies employed to decolonize can harm or help the victims of neo-colonialism. Inclusion of previously silenced individuals may not be enough to overcome the vestiges of colonialism, leading to a false inclusion, where those included feel excluded or contribute in ways reflecting their own biases and circumstances. Inclusion of an elite or people who do not truly represent the subjugated can lead to elite capture. For decolonization strategies to be impactful, for example, in the context of global health, project leaders and participants must engage in conversations employing epistemic and cultural humility. In many ways, epistemic and cultural humility can help us demythologize our assumptions of any cultural superiority or cognitive authority, allowing for diverse voices, cultures, and perspectives to emerge without domination. - [1] Caesar Atuire & Olivia Rutazibwa. 2021. The doctor's use of deception in appropriate circumstances has commonly been considered a necessity of the medical art. Resistance to full and frank communication is typical of many traditionally Catholic countries, and particularly of Italy, a western country where Catholicism remains particularly influential. The Catholic teaching on truth and lies, and the problem of telling the truth to a severely ill patient is discussed. It is suggested that the contemporary Catholic model of gradually telling a terminal patient the truth, which (...) looks reasonable and feasible in theory, is rarely followed in practice, as in the majority of cases the truth is not told tout court. Problems stem from the way in which medicine is currently practiced in Italy; from the synergism between Catholicism and the medical tradition's grounded paternalism; and from the ambiguity of the term ?hope?. Catholic ethics in fact recommends that the truth must be told without destroying hope, but the Catholic meaning of ?hope? is very different from its meaning in current language. (shrink)

RésuméJe fais un survol de ma carrière de philosophe, qui comprend quarante-quatre ans d'enseignement à Halifax, mais qui commence à Londres avec une thèse sur l'auto-tromperie. Je décris l'utilisation des œuvres littéraires comme guides de l'analyse conceptuelle, puis je fais une escale à Vienne pour traduire On Last Things (Weininger, 2001). Une phrase de Wittgenstein forme la base de réflexions sur le concept d'un Jugement dernier. J'examine en détail ma communication de 2018 pour l'Association régionale des philosophes de l'Atlantique, intitulée (...) « One Last Thing », qui prend comme point de départ le roman The Sense of an Ending de Julian Barnes. Je termine avec quelques affirmations sur la relation de Wittgenstein à la religion. En annexe, je commente brièvement sur les autres communications qui composent ce numéro spécial. (shrink)

The current exploratory and explanatory research argues that theories, which were developed in the field of interpersonal communication, could be applied for the analysis in anthropology. It is supposed that interpersonal and intergroup communication itself could be the subject of anthropological research. The author argues that recent development of the both disciplines — interpersonal communication and anthropology — gives scholars opportunity to analyze complicated cases of human communication both cross-culturally and inside individual ethnic groups. In the current research this possibility (...) is demonstrated by the example of modifications of such a communication phenomenon as "gift". The history of the development of this communicative tool is considered, starting with the pre-gift phase of exchange and the stage of origin of the phenomenon of gift exchange, then shows the form of degradation of the mechanism of donation to the phenomenon of bribery, and finally, the form of revival of the practice of giving in some modern small ethnic communities in the post-Soviet period. La fonction d’auteur se transforme en raison des nouvelles potentialités du numérique, particulièrement de la communication scientifique directe. Néanmoins, le statut de l’auteur d’un discours scientifique répond dans l’univers numérique aux mêmes critères que dans le monde de l’imprimé. Ce sont surtout les modalités d’expression et de diffusion des résultats de la recherche qui changent en raison d’infrastructures et de pratiques scientifiques d’un nouveau genre. Notamment, le dépôt de données dans des systèmes d’information homologués par les chercheurs est reconnu de (...) plus en plus comme une forme de publication. En cela, on assiste à une remise en question et à la proposition de nouveaux modèles d’évaluation et de reconnaissance. La révolution numérique provoque une restructuration des acteurs du système de communication scientifique qui, pour l’heure, donne à voir un tableau d’ensemble fragmenté.New digital potential is profoundly changing the authorship function, especially in direct scientific communication, although authorship of a scientific discourse nevertheless obeys the same criteria in the digital world as in print. What has mainly changed are the methods used to express and disseminate research results, because of the appearance of infrastructures and scientific practice of a new type. In particular, posting data to researcher-approved information systems is increasingly recognised as a legitimate form of publication. This implies that models for evaluation and recognition are being brought into question and new models are being proposed. The digital revolution is transforming the role structure of a scientific communication system where the overall picture, at present, is fragmentary. (shrink)
