ABSTRACT This article focuses on the interactions between British Owenites and continental refugees and groups of democrats in London. The article argues that despite serious disagreements between Owenites and Chartists, their interactions were important. The article focuses on refugee groups London, in the 1830s and 1840s, and examines their links with both the democrats’ and Owenites’ networks. The article focuses first on Etienne Cabet and the French republican exiles in 1830s London, before moving on to two democratic societies of exiles (...) of the 1840s, the Société démocratique française and the Deutscher Bildungsverein für Arbeiter (German workers’ Education society). The article concludes with an examination of the place of Owenites and Chartists in a major early experiment in radical internationalism, the Fraternal Democrats. (shrink)

This article reconstructs the forgotten friendship between Georges Bataille and the Russian émigré poet and philosopher Boris Poplavsky. Comparing their solar metaphysics, I focus on conceptions of friendship, sacrifice and depersonalisation. First, I retrace Bataille’s relationship to early Surrealis and Russian circles in interwar Paris, with a focus on his friendship with Irina Odoevtseva. I then offer a novel reading of Poplavsky’s poetry through the lens of Bataille’s philosophy, analysing a recurring motif that I call ‘dark solarity’. Uncovering a hidden (...) intertextual dialogue between Poplavsky and Bataille, I argue for Poplavsky’s lasting impact on Bataille’s anti-Icarian sun cult. Finally, my paper demonstrates how Poplavsky’s writings on solar sacrifice, excess and friendship left marks on Bataille’s vision of a solar community, embodied in the secret society Acéphale. The dialogue between Poplavsky and Bataille, I finally suggest, is a missing piece in the entangled history of Russian and French philosophy, as well as an original contribution to discourses on friendship in twentieth-century continental thought. Henryk Grossman's discussion of economic crises was designed to complement his Leninist understanding of politics. For Grossman, as for Marx, the fundamental contradiction of capitalist production is between the unlimited scope for expanding the output of use-values and restrictions imposed by the framework of producing profits. The increasing weight of capitalists' outlays on dead compared to living labour, which is the only source of new value, gives rise to the system's tendency to break down and, hence, to economic crises. Deep (...) financial crises can only be understood in the context of developments in production and particularly movements in the rate of profit. The initial widespread hostility to Grossman's development of Marxist economics can mainly be explained in terms of the logics of Social-Democratic and Stalinist politics. In contrast to dominant views on the Left today, the Marxist tradition in which Grossman stood places the construction of organisations capable of assisting the working class' conquest of political power at the heart of the responsibility of socialists. Grossman's political practice expressed his understanding of the close relationship between capitalism's breakdown tendency and the importance of building a revolutionary party. (shrink)

Socialists have historically thought a lot about the catastrophic risks society faces. Today many DSA chapters have gotten involved in mutual aid to respond to the Covid crisis, generating a debate about how mutual aid fits into socialist work. One form of community engagement that is likely to be increasingly necessary, and is an opportunity for radicalizing angry neighbors, is disaster preparedness. While the prepper subculture is perceived as right-wing, and parts are tied into the militia movement, there are (...) also opportunities for progressive organizations to work with FEMA and local governments. This essay discusses distinctive socialist perspectives on disasters past and future and gives examples of strategic ways socialists can help build disaster-resilient communities. (shrink)

Socialist republicans advocate public ownership and control of the means of production in order to achieve the republican goal of a society without endemic domination. While civic republicanism is often attacked for its conservatism, the relatively neglected radical history of the tradition shows how a republican form of socialism provides powerful conceptual resources to critique capitalism for leaving workers and citizens dominated. This analysis supports a programme of public ownership and economic democracy intended to reduce domination in the workplace and (...) wider society. I defend this socialist republicanism from both the Marxist objection that it overlooks the impersonal nature of domination under capitalism and the left-liberal objections that property-owning democracy or worker codetermination are sufficient to suppress dominating relationships. The resulting position identifies the need for more ambitious institutional grounds for republican liberty than is often supposed, while offering us a distinctive emancipatory justification for socialism. This consists of a conception of freedom as collective autonomy and a participatory democratic vision of a decentralised state with parliamentary institutions, the rule of law, worker-controlled workplaces, community-directed investment and a political culture of solidarity and public-spiritedness. This paper presents a critique of left republican writings from a non-republican socialist standpoint. It examines three claims that have been advanced by left republican authors: that workers are dominated 1) by their lack of access to the means of production; 2) by the market; and 3) by their employer. With regard to 1) and 2), it argues that alternative conceptions of freedom can identify the unfreedom in question, and that there are good reasons for pressing these complaints on the (...) basis of these alternative conceptions. With regard to 3), it argues that, while alternative conceptions of freedom may be able to identify the unfreedom in question, republican freedom provides a more suitable basis for pressing this claim. It concludes that while left republicans have shown that socialists have reason to care about republican freedom, they have not shown that socialists should adopt republican freedom at the expense of other conceptions of freedom. The inspiration for this collective writing project began with a digital conference entitled ‘Knowledge Socialism, COVID-19 and the New Reality of Education’ held at Beijing Normal University. In this conference and through this article, multiple researchers spread across six continents have engaged in the collaborative task of outlining emerging innovations and alternative contingencies towards education, international collaboration, and digital reform in this time of global crisis. Trends associated with digital education, knowledge openness, peer production, and collective intelligence as articulated by (...) Michael A. Peters’ conception of Knowledge Socialism are given careful analysis and exploration. Some of the members of this collective endeavor to identify problems, others, begin to draw boxes around potential solutions. Overall, this article engages with real world challenges and innovations that look beyond dominant neoliberal trends in the knowledge economy to build bridges toward novel possibilities in this era of rapid digital change. This paper offers a new version of a historically influential, yet today unpopular, neglected, and on the whole insufficiently developed argument for socialism: socialism makes it possible for people to really act together. This idea of socialist action, combining the claims that there is a particularly valuable form of joint action and that socialism is about making such action possible, played an important role in the history of the labor movement, going back to the early Marx and running through various (...) strands of socialist thought. From artistic performances in the visual arts and in music to motor control in gymnastics, from tool use to chess and language, humans excel in a variety of skills. On the plausible assumption that skillful behavior is a visible manifestation of intelligence, a theory of intelligence—whether human or not—should be informed by a theory of skills. More controversial is the question as to whether, in order to theorize about intelligence, we should study certain skills in particular. My target is the (...) view that only a particular class/kind of skill (i.e., ‘theoretical’, or ‘intellectual’ skills, versus ‘practical’, or ‘embodied’ skills) manifests intelligence, or especially does so. I call this view ‘Intelligence Elitism’. Intelligence Elitism is pervasive in popular culture, in academic culture, as well as in psychometrics. It has, arguably, a long pedigree in philosophy (though explicit arguments for it are rare). But it is a substantive view which, if false, can promote unfairness. In this article, I defend Intelligence Socialism—the claim that intelligent behavior is everywhere skillful behavior is. I go on to isolate the best case for the further Elitist claim that, even if all skillful behavior is intelligent in some modest sense of ‘intelligence’, there is a principled difference in intelligence between theoretical, or intellectual, skills, on one side, and practical, or embodied skills, on the other, and I show it wanting. Contemporary democratic theorists have tended to assume that democracy is compatible with and even requires a capitalist economic system. Rosa Luxemburg offers a democratic criticism of this view, arguing that the dominating effects of a capitalist economy undermine the ability of liberal democracy to actualise its ideals of freedom and equality. Drawing on Luxemburg’s writings, this article theorises a model of socialist democracy which combines support for public ownership and control of the means of production with a plural multi-party electoral (...) system and a defence of civil liberties. It recovers Luxemburg’s conceptualisation of a socialist democracy as the extension of democratic principles to major social and economic institutions currently governed by nondemocratic authority structures. It defends this version of socialist democracy from the liberal objection that it violates citizens’ property rights and the Marxist objection that it retains the dominating structures of the state and a coercive legal system. In opposition to those who consider this way of savagery as something purely irrational, the truth is that Nazism’s savagery was product of a “rational” project which would have its roots in the period of the Enlightenment. The cruel and inhuman murder of millions of people was the result (...) of a perfectly planned, systematic, and rational act, supported in a bureaucracy which made easier the creation of a series of psychological barriers by perpetrators and whose traces were intended to be erased from history. In this hugely influential book, Laclau and Mouffe examine the workings of hegemony and contemporary social struggles, and their significance for democratic theory. With the emergence of new social and political identities, and the frequent attacks on Left theory for its essentialist underpinnings, Hegemony and Socialist Strategy remains as relevant as ever, positing a much-needed antidote against ‘Third Way’ attempts to overcome the antagonism between Left and Right.

In recent literature on the philosophical foundations of socialism a growing number of theorists have endorsed the claim that freedom as non-domination is a fundamental normative commitment undergirding socialist politics. On this sort of view, a broad range of traditional socialist claims can be explained and justified by reference to freedom as non-domination. In this paper, I argue that even if these theorists are right that opposition to domination is a core socialist normative commitment, it is not clear that that (...) opposition is best understood in terms of a commitment to a particular conception of freedom. Instead, socialist opposition to domination can be more fruitfully understood as flowing from a commitment to a relational conception of equality, according to which relationships with a substantially egalitarian character have a special value. I argue, first, that a relational egalitarian construal of socialist opposition to domination can retain all of the benefits of the freedom as non-domination construal, and, secondly, that a relational egalitarian account will have benefits that a freedom as non-domination approach will lack. I conclude that there are still significant benefits to retaining a place for equality in our considered account of the normative foundations of socialism. (shrink)

What should a free economic system look like? Socialists have long held that a universal human emancipation requires replacing capitalism with socialism. However, it has recently been argued that Property‐Owning Democracy (POD) safeguards freedom while allowing us to keep key features of capitalism. I challenge that claim by showing that the institutional features that make capitalist workplaces unfree are shared with POD. As a result, POD is insufficient for a free economic system. Is “liberal socialism” an oxymoron? Not quite, but I will demonstrate here that it is a much more unstable and uncommon hybrid than scholars had previously thought and that almost all liberals should reject socialism, even in its most attractive form. More specifically, I will show that three leading varieties of liberalism—neutralist, plural-perfectionist, and deliberative-democratic—are incompatible with even a moderate form of socialism, viz., associational market socialism. Feminist and socialist movements both aim at emancipation yet have often been at odds. The socialist feminists of the Paris Commune provide one of the few examples in late nineteenth-century Europe of a political movement combining the two. This article offers a new interpretation of the Commune feminists, focusing on the working-class women’s organisation the Union des femmes. We highlight how the Commune feminists articulated the specific form of oppression experienced by working-class women as both women and workers, which consequently (...) required a joint, yet differentiated, struggle to overcome. We explore three aspects of this framework. First, the Commune feminists offered a vision of the transformation of the social through reforms to girls’ education, the family and women’s work. Second, they practised a politics of coalition building by connecting their struggle with those of other oppressed groups, such as male workers, peasants and workers of other nations. Third, these ideas were instantiated in the Union des femmes’ novel proposal for women’s worker co-operatives as part of a socialist re-organisation of the economy. (shrink)

This essay by the Dutch modernist writer Menno ter Braak, ‘National Socialism as a Doctrine of Rancour’, was written in 1937 just before the German annexation of the Netherlands. It is a rare examination of how the concept ressentiment can be used to analyse 1930s National Socialism, outlining the ways in which the fascist variant of ressentiment is both distinctive and also, nonetheless, connected to its democratic and socialist versions. The essay develops Nietzsche’s and Scheler’s understandings of ressentiment by applying (...) them to fascism, insisting on the centrality of the moral sentiment of ressentiment not just to populism but to all forms of democracy, and to any philosophical or political orientation committed to an ideal of equality, indeed to all of modern society, culture and politics. Phenomenal socialism says that what we actually, directly, literally perceive is only or primarily instances of high-level phenomenal properties; this paper argues for phenomenal socialism in the weaker, primarily version. Phenomenal socialism is the philosophy of perception that goes with recognitionalism, which is the metaethics that goes with epiphanies. The first part states the recognitionalist manifesto. The second part situates this manifesto relative to some more global concerns, about naturalism, perception, the metaphysics of value, and theory vs. anti-theory in ethics. (...) The third part rehearses two familiar views about the possible contents of perceptual experience, Phenomenal Conservativism and Phenomenal Liberalism. It notes that the usual catalogue omits two other theoretical possibilities, Phenomenal Socialism and Phenomenal Nihilism, and it defends a watered-down form of Phenomenal Socialism from four main objections. According to Trawny, Heidegger’s Black Notebooks show that he turned away from any National Socialism in 1938 and that his thinking could be “contaminated” by National Socialism and anti-Semitism only between 1931 and 1944/1945. However, in this paper it is argued that already in Being and Time Heidegger had made a case for National Socialism; that he discovered in 1938 the “true” National Socialism, and that Trawny’s main criterion regarding Heidegger’s anti-Semitism is false. Heidegger’s case is compared with Max Scheler, (...) who, because of Hitler, turned from the right to the centre. In addition, alternatives to Trawny’s detailed interpretations of three of Heidegger’s anti-Semitic remarks are offered, it is shown that Trawny misconstrues Heidegger’s anti-Semitism, and the anti-Semitic aspects of Heidegger’s history of Being are presented. This paper offers an exploration of the socialist principle “From each according to their abilities, to each according to their needs.” The Abilities/Needs Principle is arguably the ethical heart of socialism but, surprisingly, has received almost no attention by political philosophers. I propose an interpretation of the principle and argue that it involves appealing ideas of solidarity, fair reciprocity, recognition of individual differences, and meaningful work. The paper proceeds as follows. First, I analyze Marx’s formulation of the Abilities/Needs Principle. Second, (...) I identify the principle’s initial plausibility, but show that it faces serious problems that cannot be addressed without developing a fresh interpretation of it. Third, I provide an interpretation of the principle that highlights demands concerning opportunities for self-realization in work, positive duties of solidarity, sensitivity to individual differences, and mechanisms of fair reciprocity. Fourth, I discuss a possible institutional implementation of the Abilities/Needs Principle. Finally, I identify some normative puzzles about the transition from capitalism to socialism, and suggest how the Abilities/Needs Principle might gain motivational traction by mobilizing the powerful idea of human dignity. Thomas Piketty’s Capital and Ideology constitutes a landmark achievement in furthering our understanding of the history of inequality, and presents valuable proposals for constructing a future economic system that would allow us to transcend and move beyond contemporary forms of capitalism. This article discusses Piketty’s conceptions of ideology, property, and ‘inequality regimes’, and analyses his approach to social justice and its relation to the work of John Rawls. I examine how Piketty’s proposals for ‘participatory socialism’ would function not only to (...) redistribute income and wealth, but also to disperse economic power within society, and I discuss the complementary roles of redistribution and predistribution in his proposals, and Piketty’s place in a tradition of egalitarian political economy associated with James Meade and Anthony Atkinson. Having elaborated on Piketty’s account of the relationship between economic policy and ideational change, and his important idea of the ‘desacralization’ of private property, I develop ‘seven theses’ on his proposals for participatory socialism, examining areas in which his approach could be enhanced or extended, so as to create a viable twenty-first century version of democratic socialism. This essay brings together political theories of empire and racial capitalism to clarify the entanglements between socialist and imperial discourse at the turn of the twentieth century. I show that white labor activists and intellectuals in the United States and the British settler colonies borrowed from imperial scripts to mark non-white workers as a threat. This discourse was thus both imperial and popular, because it absorbed the white working class into settler projects and enlisted its support in defense of imperial (...) logics of labor control. While white workers’ demands of enfranchisement were part of a transnational imagination that was both imperial and narrowly emancipatory, this discourse reemerged as one of popular sovereignty and found channels and paths to institutionalization through national states. These institutional formations arose out of the encounter between capitalists interested in facilitating mobility of racialized laboring subjects around the globe, elite projects invested in sheltering settler spaces, and white workers concerned with protecting their own labor from competition by excluding exploitable non-white workers. White labor’s embrace of racial prejudice and the exclusion of workers of color created segregated labor spaces that fit neatly with both capitalist goals of labor control and the protection of the settler status of emerging polities. Bringing to the forefront the imperial genealogy of popular sovereignty and immigration control disrupts liberal political theory frameworks that condemn restrictions as well as those that find migration restrictions permissible. Are socialists best regarded as those who are most truly and consistently committed to democracy, under modern industrial conditions? Is the underlying issue that divides liberals from socialists the degree of their wholeheartedness in affirming the ideal of a democratic society? On the liberal side, Friedrich Hayek has remarked: “It is possible for a dictator to govern in a liberal way. And it is also possible that a democracy governs with a total lack of liberalism. My personal preference (...) is for a liberal dictator and not for a democratic government lacking in liberalism.” No doubt many socialists would wish to quibble with Hayek's free-market oriented conception of liberalism. But I am wondering whether the conceptual map implicit in Hayek's remark is apt. Hayek appears to assume that there are two independent lines of division, one marking greater and lesser commitment to liberal values, the other marking greater and lesser commitment to democratic procedures. According to the conception of socialism as democracy that I wish to examine, a better picture of the political landscape would show one line of division with gradations indicating greater and lesser commitment to democracy. On this continuum, socialists are located at the extreme pro-democratic end, those who favor autocracy at the other end, and liberals somewhere in the middle. The analyst who finds this latter conceptual picture the more illuminating of the two will say that Hayek reveals his rejection of socialism by being less than wholehearted in his support of democracy.
