The missing ingredients in efforts to develop neural networks and artificial intelligence (AI) that can emulate human intelligence have been the evolutionary processes of performing tasks at increased orders of hierarchical complexity. Stacked neural networks based on the Model of Hierarchical Complexity could emulate evolution's actual learning processes and behavioral reinforcement. Theoretically, this should result in stability and reduce certain programming demands. The eventual success of such methods begs questions of humans' survival in the face of androids of superior intelligence (...) and physical composition. Thus, we assert the cultural necessity of levels of support, or scaffolding, for people to develop higher stages of hierarchical complexity. The resulting, wider accessibility to higher-stage action and knowledge, which requires higher stages of development to understand, enables social and scientific progress. The formal theory of the Model of Hierarchical Complexity is presented. Complexity theories generally exclude the concept of hierarchical complexity; Developmental Psychology has included it for over 20 years. It also applies to social systems and non-human systems. Formal axioms for the Model are outlined. The model assigns an order of hierarchical complexity to every task, using natural numbers, establishing a quantal notion of stage and stages of performance. Selectionism addresses the process of transition or change. In its evolution, Homo Sapiens has demonstrated such transitions to more hierarchically complex stages of performance at the individual, organizational, cultural, and biological levels. Traditionally, changes in biological, cultural, organizational, and individual behavior have been studied separately, with very little overlap. The current theory integrates selectionism across these realms, while noting that in each, selectionism operates through somewhat different mechanisms. It has potential to overcome the lack of a general measurement theory for the science of comparative cognition, and the lack of domain-general mechanisms for evolutionary psychologists. In various official documents, the European Union has declared its goal to pursue a citizen-centric governance of digital transformation. Through a critical review of several of these documents, here we show how “citizen-centric” is more a glamouring than a driving concept. De facto, the EU is enabling a federated data system that is corporate-driven, economic-oriented, and GDPR-compliant; in other words, a Digital Single Market (DSM). This leaves out societal and collective-level dimensions of digital transformation—such as social inclusion, digital sovereignty, and (...) environmental sustainability—which are acknowledged, but not operationalized, by the EU as pillars of a citizen-centric governance. Hence, the door is open to a complementary approach to the governance of digital transformation. We argue that, while a federated data model can constitute the tech-legal backbone of the emerging DSM, a commoning of data, as an ecosystemic approach that maintains a societal and collective outlook by default, can represent a complement to enact a truly citizen-centric governance. Different scientific explanations for evolution also reflect different stages of development. Hierarchical complexity of tasks in evolution is a behavioral analytic explanation. It is selection processes of various kinds in tandem with changes in selection tasks' orders of hierarchical complexity. There is neither teleology nor evolutionary favoring of the highest stages of performance. Core sustainability issues concerning the governance of seeds revolve around knowledge aspects, such as intellectual property rights over genetic information or the role of traditional knowledge in plant breeding, seed production and seed use. While the importance of knowledge management for efficient and equitable seed governance has been emphasized in the scientific discourse on Seed Commons, knowledge aspects have not yet been comprehensively studied. With this paper, we aim to (i) to analyze the governance of knowledge aspects in both global (...) and local/regional Seed Commons, (ii) to highlight disconnections in knowledge governance between the local Seed Commons and global governance of plant genetic resources, and (iii) to investigate the contribution of knowledge commoning to environmentally sustainable and culturally adapted food systems. For this purpose, we will analyze knowledge governance by the International Seed Treaty (ITPGRFA) and by two local Seed Commons, a Philippine farmer-led network and a German organic-breeding association. We take the analytical lens of commoning, focusing on social practices rather than specific resources. The main challenges include finding institutional arrangements, which fruitfully integrate aspects from both traditional and scientific knowledge systems, taking into account the complex interrelation between knowledge-related, material and cultural aspects of seeds. We show 13 stages of the development of tool-use and tool making during different eras in the evolution of Homo sapiens. We used the NeoPiagetian Model of Hierarchical Complexity rather than Piaget's. We distinguished the use of existing methods imitated or learned from others, from doing such a task on one's own.

For economists, sustainability and environmental valuation are connected in two ways. At the micro level, proper environmental valuation is required if projects are to be approved and rejected consistently with sustainability requirements. This is cost benefit analysis. At the macro level, many take the view that sustainability requires that national income measurement be modified so as to account for environmental damage. Such natural resource accounting is possible only if environmental damage is valued for incorporation into the economic accounts. The paper (...) reviews the techniques that economists have developed for environmental valuation. In regard to cost benefit analysis and sustainability, it is noted that the technique on which most interest focuses, the Contingent Valuation Method, involves the extension of the domain of consumer demand analysis to include the natural environment. Contributions questioning the appropriateness of this are reviewed, and it is argued that they merit more attention from economists than they have received to date. In regard to natural resource accounting, it is argued that while there is little prospect of it achieving what its proponents claim for it, the modelling that it necessarily implies has the potential to both clarify valuation issues and play an important role in informing the policy process. One of the major challenges facing agricultural and food systems today is the loss of agrobiodiversity. Considering the current impasse of preventing the worldwide loss of crop diversity, this paper highlights the possibility for a radical reorientation of current legal seed frameworks that could provide more space for alternative seed systems to evolve which centre on norms that support on-farm agrobiodiversity. Understanding the underlying norms that shape seed commons are important, since norms both delimit and contribute to what ultimately will (...) constitute the seeds and who will ultimately have access to the seeds and thus to the extent to which agrobiodiversity is upheld and supported. This paper applies a commoning approach to explore the underpinning norms of a Swedish seed commons initiative and discusses the potential for furthering agrobiodiversity in the context of wider legal and authoritative discourses on seed enclosure. The paper shows how the seed commoning system is shaped and protected by a particular set of farming norms, which allows for sharing seeds among those who adhere to the norms but excludes those who will not. The paper further illustrates how farmers have been able to navigate fragile legal and economic pathways to collectively organize around landrace seeds, which function as an epistemic farming community, that maintain landraces from the past and shape new landraces for the present, adapted to diverse agro-ecological environments for low-input agriculture. The paper reveals how the ascribed norms to the seed commons in combination with the current seed laws set a certain limit to the extent to which agrobiodiversity is upheld and supported and discusses why prescriptions of “getting institutions right” for seed governance are difficult at best, when considering the shifting socio-nature of seeds. To further increase agrobiodiversity, the paper suggests future seed laws are redirected to the sustenance of a proliferation of protected seed commoning systems that can supply locally adapted plant material for diverse groups of farmers and farming systems. We provide an illustrative table, “Stages of Empathy,” to demonstrate how increasingly complex empathic behaviors emerge at each stage, beginning with the infant's “automatic empathy” and ending with the advanced adult's “coconstruction of empathetic reality.”.

The institutionalization of systems of informed consent in market economies has exaggerated rather than minimized the meritocractic effect of such economies. In developing economies, it may help reduce both inherent economic gaps and effects of inherited wealth. In both cases, the highest paid people are those whose performances evidence the highest hierarchical complexity, and lowest paid people have the lowest stages of performance. Society is stratified according to stage of performance. Postformal thought is more likely to develop in graduate level (...) education. Regional food is grounded in local practices and heritage. With industrialization and post-green revolution threat to food produced within specific region and the associated knowledge has become imminent. Scholars have analyzed the revival of regional foods in different parts of the world. However, there have been limited studies focusing on the revival of regional food from the perspective of food as commons. The paper fills this gap by analyzing the efforts of Morarka-GDC Foundation along with farmers collective in Nawalgarh, India. (...) Employing the framework of commons, we examine how the foundation along with the collective is reviving Shekhawati region’s foods. We used primary and secondary sources to capture the social activities undertaken to sustain the commons. It was found that adopting organic agricultural practices helped in reviving the regional foods by creating and using stock of local resources. Further, social dilemma associated with culinary commons was avoided by creating networks between producers and consumers through _Shekhawati_ festival and Morarka Organics. These practices have resulted in rebuilding the local food system, local tourism, and intergenerational transmission strengthening the local gastronomic identity. However, linking regional food with gastronomic tourism can threaten the local gastronomic culture and survival of authentic regional food. We also find that for a sustained management of the regional foods, scaling-up plays an essential role which has further limitations. (shrink)

Hierarchical complexity's unidimensional measurement can help rectify policy confusion and debates about democratization and terrorism reduction. Stages of political development examined using the method yield task analyses demonstrating why stages cannot be skipped or rushed. Composites of stages and societies' transitions implicate policy change for anti-corruption and nation-building. New indexes for the political domain should be developed using hierarchical complexity to account for and measure a multitude of political tasks regardless of content or context. Tasks occur within, and differ by, determinable domains, their stages of performance measurable using the Model of Hierarchical Complexity. How well one performs within single and multiple domains is considered to indicate intelligence. Original task-initiation is more difficult than imitational learning and can create new domains. Levels of support reduce task difficulty, increasing performance. Task-performance may be generalized to other domains. Wittgenstein likens philosophy both to an illness and to a therapy. The reflections he dedicates to mental disturbance in On Certainty shed some light on this ambivalence, by pointing at the intertwined themes of common sense, doubt, mistake, reasonableness, and normality. Wittgenstein’s remarks have sometimes been compared to the description of the symptoms of what psychopathologists have called the loss of natural self-evidence, or the loss of common sense. Besides briefly recalling some of the outcomes of this debate in literature, (...) I focus on Wittgenstein’s conception of “hinges”, the basic practical certainties which patients suffering from the loss of common sense seem to lack. By working on this comparison, I offer an interpretation of Wittgenstein’s idea of philosophy that clarifies both its insane and its therapeutic side. (shrink)

ABSTRACT:This article proposes a theory of the firm based on the common good. It clarifies the meaning of the term “common good” tracing its historical development. Next, an analogous sense applicable to the firm is derived from its original context in political theory. Put simply, the common good of the firm is the production of goods and services needed for flourishing, in which different members participate through work.
