Regional political elite as a factor of consolidation of the transitive society

Abstract

The topicality of the paper determined with the pecularities of regional political elites that are related to their influence on the process of political consolidation associated not only with value preferences and incentives, but also with national traditions. In particular, it concerns the possibilities of the application of civil society and social motivations to promote their solutions. Thus, regional ethnic characteristics are the basis for specific actions consolidated through cooperation with similar regional ethnic elites. Social priorities of regional political elites are crucial for transitive societies. The consolidation of society in the period of the democratization and change of old behavior stereotypes and distribution of public goods are becoming crucial factors in the division between new social groups. Therefore, social dominance and economic opportunities are determining factor of the successful development of regional political elites, as independent communities that form their own political position. An important criterion for participation of the regional political elites in the consolidation of society is their participation in the key processes of formation of social structure and providing development on the basis of the creation of civil communities. The social function of regional political elites in society of transformations should be different from purely administrative and on purely political. As a conclusion, a factor that points on a uniformity of regional political elites of the post-Soviet space is their connection with the sectoral economic structure and profile of the region as part of the former superpower. Examples of contemporary Ukraine show that the government made the realization and management practices in the former Soviet society were not marked not only with the publicity and competition, but also with rational approach to recruitment. In this regard, forming of national clans that control the full economic activities post Soviet regions became not only a response to the vacuum of power in the first years after the disintegration of the Soviet Union, but also the way of organizing of management communities on the prestate kvazitribal level. Thus, the tendency of regional political elites during the transformation to the primitive practices of governming reflect their role in the processes that bring state and society to the highest world standards.
