Abstract

Song and rural township is served "administrative division" of both overlap and differences between a history of the term, it is not only for the imperial power of the "nerve endings", but also with the people by the people "by the people" means that the rural management system, but it is not a complete administrative divisions, but can not be called an administrative agency.
