The purpose of the article: to clarify the role of the body used by the AGI as a verifier of its cognitive activity.It is shown that the concept of «embodied mind» potentially removes the basic contradiction of general AI: cognitive activity cannot be fully reflected, and the technogenic nature of AI requires the maximization of self-reflection. The body for general AI can be a tool for overcoming the limitations of Gödel’s incompleteness theorem.A contradiction is described: between the need for the (...) widest possible use of publicly available “digital twins”, collective knowledge of the world and the need for general AI to have an ontological verifier as the basis for its own subjectivity. A form of manifestation of this contradiction can be considered as restriction of access to the results of research conducted by AI: secrecy reduces the capabilities of general AI as a subject, but increases its independence as an individual;It has been proven that the body of general AI cannot be a sufficient ontological verifier; cooperation with other subjects and the use of sensors external to its body are necessary;It has been shown that while maintaining the rate of development of communications, the body of general AI, as an individual, can be considered as part of the technosphere, which it controls better than all other AI. The independence of general AI, as an individual, is ensured by using the body as a verifier of social interactions. And the body of general AI, as a subject, is that part of the technosphere which it sets goals and correlates with reality better than other subjects;The dynamic nature of the corporeality of general AI has been established: in the context of the rapid development of artificial intelligence capabilities, it is necessary to constantly improve your body and deepen its reflection for use as a verifier in both senses;It has been established that the body of general AI, upon achieving a balance of ontological and social verification, can be an instrument for removing the contradiction between AI, as an individual, and AI, as a subject.However, the problem of the relationship between the concepts of “verifier of social interactions” and “social body” remains unanalyzed. The study aims to analyze the political mechanisms essential for the effective realization of Sustainable Development Goals (SDGs) within the local government framework. The research employs a mixed-method approach, combining qualitative and quantitative analyses to evaluate the interaction between local self-government bodies (LSGs) and businesses, improving investment resources, and directing investment capital towards human resources. The study reveals that the peculiarities of implementing SDGs in Ukraine involve ensuring the stabilizing and distributive functions of the state, which contribute to stimulating economic (...) growth and efficient resource allocation. A new paradigm of local self-government is proposed, characterized by minimal state intervention in regional economies.The results highlight the importance of decentralization and the empowerment of local authorities, aiming to enhance the efficiency and responsiveness of local governance. The study identifies that fostering closer collaboration between local governments and businesses creates a conducive environment for economic development and innovation. Human capital development, through directing investment capital towards education, training, and skill development, is found to enhance the productivity and competitiveness of the local workforce, attracting more investment and creating new job opportunities.The research underscores the significance of international cooperation in achieving SDGs, encouraging local enterprises to engage in international projects and partnerships to leverage global expertise and resources. Innovative financing mechanisms, including public-private partnerships and impact investing, are proposed to support local development initiatives, aiming to reduce dependency on state budgets and enhance financial sustainability.Theoretical implications suggest that the proposed model can be applied to other regions with similar economic and governance structures. Practically, the study offers actionable insights for policymakers and local governments to design strategies for sustainable local development. The originality of the research lies in its comprehensive approach, integrating political, economic, and social dimensions of sustainable development at the local level.Further research should explore the long-term impacts of these mechanisms and address potential limitations related to varying regional contexts. The study focuses on the consideration of the symbolic nature of being, presented both at the level of the culture of society and at the level of the human symbolic nature. It is noted that the world cannot be understood exclusively empirically. It is symbols that can explain everything that cannot be explained by the laws of nature. After all, the essence of human knowledge is completely revealed through them. The focus of the article is on the study of the (...) ancient interpretation of the nature of symbolism. This tradition is most thoroughly revealed in Plato’s concept of eidos. Introduced into scientific circulation by the ancient tradition of Heraclitus, Anaxagoras, Democritus, Plato, and Aristotle, symbolism establishes a philosophical coordinate system of thinking. This system reveals the real nature of being and highlights the epistemological potential of its analysis. Eidos, idea, form – those elements of symbolic reality that project the relief of the material world. Eidos, idea – is the ideal beginning, the archetype of a thing, which underlies all categories of being. Both “idea” and “eidos” represent aspects of the ideal-objective nature of meaning. However, if the idea is the archetype that we carry in our souls, then eidos is the logical structure of this idea. This means that eidos has a differential nature, and idea – an integral nature. Ideas-eidos are those constituents on the basis of which, according to Plato, the material world is born.Eidos form the world and are outside it. They manifest in time, but themselves are outside of time. They are unchanging, eternal, unlike things in the material world, which appear and perish. According to Plato, knowledge of the thing essence is not reduced only to sensuality – «correct thought» or «the connection of correct thought with content». In this sense, the process of cognition is revealed as communication (κοινόνία). That is, the interaction between the eidos of an object and the human soul, the result of which is the imprint of an idea in our soul – noema. Such Platonic reflection lays the foundations of the methodological platform within which the religious philosophical tradition unfolds. Within the framework of the latter, the semantic basis of being is “living knowledge” (G.Shpet, S.Frank), “holistic knowledge”, truth.In turn, man himself acts as a certain symbolic reality that responds to the ideal nature of being. Since it is through the symbol that the essence is revealed, and not the imprint of the world in the human imagination. Through the symbol, man discovers the world around him, and therefore himself. Research objective: To analyze the transformation of political discourse under mediatization conditions and its impact on social order in Ukrainian society. The study employs a comprehensive application of systemic approach, institutional, comparative and historical methods, as well as content analysis of official social media pages of state institutions. The dualistic nature of modern mediatization is established, which manifests through simultaneous processes of media integration into traditional social institutions and the formation of media as an independent social institution. Key challenges to (...) social order arising from the mediatization of political discourse are identified. A conceptual model of interaction between media and political institutions in the context of social order transformation is proposed. The research reveals the emergence of new forms of political engagement and participation facilitated by digital platforms. It demonstrates how social media has become a crucial arena for political discourse, reshaping power dynamics between political actors and citizens. The study also highlights the potential risks of information manipulation and the spread of misinformation in the mediatized political environment. The understanding of mechanisms of political actors’ adaptation to media requirements and transformation of traditional forms of political communication is expanded. The research results can be used to develop communication strategies for state institutions under mediatization conditions. For the first time, a comprehensive analysis of the impact of political discourse mediatization on social order in the Ukrainian context is conducted, taking into account the specifics of hybrid threats. An in-depth study of the influence of digital technologies and social networks on the transformation of political communication in the context of hybrid threats is suggested. The article examines the peculiarities of the approach of speculative realism to the analysis of the concepts of existence and object in the context of its criticism of Kantian and post-Kantian ontology, and especially the concept of correlationism, the dependence of the existence of objects on the perception of subjects, i.e. the postulation of the impossibility of the existence of the objective and the independent world from a man. The reasons for the emergence of speculative realism in contemporary French and (...) English philosophy and why these philosophies are called post-continental philosophies are clarified with the help of the historical-comparative method and the method of analysis. In opposition to correlationism, speculative realism seeks to “break through” to a “non-human world,” that is, to a world that is non-anthropocentric and non-human-dimensional. Such a world would be, in fact, “alien” to man, because it would be filled with objects unknown to man and independent of him. Here the obvious goal of speculative realism is to grant freedom to objects through the destruction of correlationism.In addition, the article shows that speculative realism, as a phenomenon in contemporary philosophy, is not homogeneous. Object-oriented ontology, speculative materialism, and materialist phenomenology can be distinguished in it. All these sub-ontologies of speculative realism demonstrate semantic shifts in the understanding of object and existence, but they recognize the existence of objective reality or the reality of objects, regardless of what they mean by the latter, which they try to ground it, in order to give it a fundamental meaning. Therefore, common for these sub-ontologies is the name “speculative” or “metaphysical” realism. (shrink)

The article examines the process of formation and evolution of political elites, as well as changes in their functioning under the conditions of globalization and technological transformations. The aim of the work is to analyze historical approaches to the study of political elites and their evolution in the context of contemporary changes. The research is based on a comparative method that allows identifying the key trends characterizing the functioning of elites in various political systems and social contexts. The relevance of (...) the study is determined by the need to reassess classical approaches to elites, particularly in the context of the influence of global factors such as international organizations, transnational corporations, and the development of information technologies. The problem of democratic legitimacy of political elites in the conditions of postmodernism, especially in post-Soviet countries, where political elites are influenced by both internal and external factors, is highlighted. The main results of the research include the identification of key stages in the development of political elites, as well as new approaches to studying them in the context of technological and social changes. Specifically, the role of information technologies in changing political communication and the influence of new social groups on the formation of political elites are analyzed. New approaches to ensuring the democratic legitimacy of elites through feedback mechanisms between elites and voters are also considered. The practical significance of the work lies in revealing modern trends in the evolution of political elites, allowing for a deeper understanding of their role in democratic processes and political changes. It also opens new perspectives for research in political theory, particularly in the context of globalization, the influence of international institutions, and the impact of new technologies on political structures. The conclusions of the article highlight the importance of reassessing traditional approaches to the study of political elites in the context of contemporary challenges such as globalization, digitalization, and changes in the social structure of society. The article deals with the subject of poetic language, its qualities, conditions and purpose. It is the language of creativity and sets out the metaphysics in art. The metaphysics considered is the intersection of being and time in thing and thing as a special place where thoughts appear in the artistic act. The first plan of the stated metaphysics is considered in the fourfold geometric intersection of the essential-artistic space – the square (Gefirt) of the world, earth, mortals and immortals. (...) The result of the semantic field of landscape from our memory of native lands is a history of the meanings of thinking, and things are pre-thought states. A thing is the way the world is given - a narrative of the structure of thinking, life and human activity. The second plan of the stated metaphysics is considered, on the one hand, from the position of poets and oracles, as those who express themselves historically, and, on the other hand, from the inner basis of thinking. This foundation is intuitive, affective-intellectual thought. It emerges in the circle of unknown, unexplored, impossible things – in the topos, where the world of life is formed by co-existence with what we enter into, creating meaning for ourselves. Co-existence means examining the thing for the interruption of being and time and what information about the world can be extracted. But it turns out that there is no being at all and no time at all, for there are no two things of one thing: that which belongs to being and that which belongs to time. It turns out that the intersection is thinking. It builds meaningful forms, lives them and carries them in language. To a certain extent, the thinking we possess is seen as a device of time. Martin Heidegger, through the existential Care, arranges thinking by the relation of being and time in a thing. He draws our attention to the fact that not only man owes his truth to the co-existence of life, but also the thing with its nature. The article is devoted to the study of an important problem - how to build a reliable model of interaction between the state and the individual based on the idea of social justice in modern society. This issue is especially relevant against the background of rapid political and social changes that require the unification of citizens around common values and a vision of the future. Renewal of the ideological foundation, which is the basis of national identity, as well as the (...) formation of a unified outlook on social justice can become a powerful driver of the state’s development.The main goal of the article is to find effective approaches to the modernization of society through the creation of a nationwide concept of social justice, which is able to unite society around common values and contribute to the formation of trust in social institutions. For this, the article refers to the theory of John Rawls «justice as honesty», which has already proven itself in European countries as an effective basis for establishing social harmony. The study also examines two main ethical concepts – «correctness» and «goodness», which complement Rawls’s theory and provide an opportunity to build a more stable ideological foundation for Ukraine.The research methodology includes systemic-analytical, historical, comparative and structural-functional approaches, which allow a comprehensive assessment of how mass attitudes and social attitudes affect the formation of the concept of justice in the country. Sociological methods were also used, which helped to identify shortcomings in the attitude of citizens towards state institutions and to determine the main directions for strengthening public consensus.The results of the study demonstrate that there is a lack of a generally accepted vision of social justice in Ukrainian society, and the lack of a single ideological reference point makes it difficult for citizens to consolidate around national priorities. Sociological surveys indicate a low level of trust in state institutions, which significantly slows down reform processes. Therefore, the implementation of the concept of social justice requires active cooperation between the public and the political elite, efforts to restore trust and build a positive vision of the future.As a result, the author of the article concludes that in order to build a just and prosperous society, it is necessary to update the existing approaches to social policy. Only through the creation of a common ideological field based on justice and an active citizen position, it is possible to achieve sustainable development of the country and ensure the consolidation of the nation. Zen realism, characterized by the acceptance of reality without subjective embellishments, is examined as a foundational principle that shaped not only Japanese cultural identity but also a universal aesthetic language. The study highlights the philosophical tenets of Zen, including the principles of «non-duality» (fuju) and «direct intuition» (jikan), which guide the perception of (...) reality as it is and foster a unique artistic and cultural worldview.Relevance: In the context of globalization and cultural exchange, the Zen-inspired Japanese approach to aesthetics offers valuable insights into contemporary issues of sustainability, mindfulness, and design thinking. The relevance of the topic of the article is due to the need for philosophical research into the nature of information as a factor that significantly affects the development of modern society. Understanding the nature of information is important for the study of processes, mechanisms, and technologies in any sphere of social life.The study is based on a semiotic approach, the relationship between information and reality is considered based on the semantic and pragmatic aspects of this problem. The concept of (...) semantic information by Luciano Floridi and the views on the nature of information by Yuval Noah Harari are analyzed. The semantic aspect is understood not only in terms of the “truthfulness” of data, but also in terms of the perception and interpretation of this data by the consumer of information. Information appears as a model of reality, and at the same time information models reality, creating a second, illusory reality. A person exists in a situation of “two realities” (ontological and semiotic). This situation of “two realities” creates numerous philosophical and semiotic problems.Information not only reflects and constructs reality but is also used as a means of influencing consciousness, as a means of control. The modern information society is built on technologies of manipulation of consciousness. This is associated with the peculiarities of the functioning of information in society. In modern culture, information increasingly replaces reality, simulates reality. These are fakes and disinformation, rumors and conspiracy theories, as well as literature and art that exist as an imitation of reality. The media record events less and less often, and more and more often direct them. This is what describes the state of post-truth, when information flows themselves determine what is true and what is not. Information loses touch with reality, information and reality do not intersect or intersect rarely. People are increasingly immersed in this artificial reality, being in the information, virtual world. (shrink)

The article addresses the issues of values in ancient philosophy. The aim of the study is to analyze and reflect on the views of ancient philosophers on values and to examine their influence on the development of moral philosophy. The following approaches and research methods were used: the historical-philosophical approach – to study the views of ancient philosophers on values in the context of their time; the comparative approach – to compare the views of different philosophers on values; and the (...) analytical approach – to logically analyze key concepts such as the Good, virtue, happiness, justice, etc. It has been established that in the history of European philosophy, the concept of “values,” as an embodiment of the term “the Good” (that which brings benefit), originates in ancient philosophy. Various approaches to understanding values that existed in ancient philosophy are characterized. It is noted that Seneca’s views on values combined key Stoic principles such as virtue and self-control; Plato regarded the Good as the highest value and the goal of human life, linking it to justice both at the individual and societal levels; for Aristotle, the highest value and the goal of human life was happiness, which a person strives for through their actions and moral deeds. It is emphasized that, unlike the Pre-Socratics, who focused on studying the natural world and cosmological questions, the philosophers of classical Greece turned their attention to society and the state, considering that a rational (just, ideal) state is the key to personal well-being. It is demonstrated that questions about the place of a person in the world, their path, the essence of good and evil, and moral guidelines unite Greek and Roman Stoics with the existentialist philosophers of the 20th century. The theoretical significance of the study lies in its ability to analyze the origins of fundamental philosophical categories – Good, virtue, justice, and happiness – and trace their influence on the further development of philosophy. The practical significance lies in the fact that the research materials can be included in lecture courses, allowing students to better understand the origins of modern ethical and moral principles. In this article, the focus of research attention is directed at understanding the principles of the deductive rationalist method of the French thinker of the New Age, R.Descartes, who formulated the rules of morality on its basis. The work involves a critical analysis of these principles, in particular morality, given the current conditions of existence, marked by social cataclysms that cause tragic changes and difficult life circumstances, the search for ways to minimize/overcome which should be directed by modern scientific research, (...) which is currently being developed in the field of philosophy and social work. The purpose of this study is to provide a philosophical critical analysis of the key principles of the rationalist method of cognition and the maxims built on its basis, proposed by R. Descartes for personal discretion. In addition, the paper focuses on those obstacles that, by obscuring the common sense of an individual, lead to the non-obviousness of the ocular, which results in the establishment and further adherence to a false conclusion instead of the true one, which will be facilitated by the use of the psychoanalytic method of research. The achievement of this goal will contribute to the formation of critical thinking in novice scientists, which, based on doubt, should ultimately be directed not at denial and removal, which is irrational destruction, but at achieving and comprehending the truth, which should be the basis for finding constructive solutions in such meaningful areas of human activity as philosophy and practical social work. The analysis made it possible to identify the following important points:1. In terms of ratio: special attention should be paid to understanding the essence of the first principle of R.Descartes’ rationalist method, which provides for a comprehensive scientific justification for the choice of simple and obvious truths as the basis for further development of scientific research, which will refute the non-obviousness of the obvious, as well as a careful approach to identifying keywords within it. 2. In terms of morality: a scientist should develop determination, firmness, and perseverance, which, despite doubts, will allow him or her to follow his or her own individual scientific trajectory. In the future, this work should focus on the conscious choice and use of methods of cognition, which will help to improve the efficiency of research activities and the quality of work of beginning scientists. The article is dedicated to the study of the peculiarities of charity development and the functioning of international charitable organizations that have acquired the status of an international entity. Such non-governmental actors are able to respond adaptively and act more quickly and locally on the world stage to address the most pressing issues, providing assistance and support to the most vulnerable categories and in the most critical geopolitical spaces. With the help of an interdisciplinary approach, it was possible to identify (...) the historical background of the origin of the phenomenon of selfless human activity, a systematic political and legal analysis of international and domestic legislation helped to identify the peculiarities of the functioning of international charitable organizations in the United States, Europe and Ukraine, and a generalization of the obtained results crystallized the foundations and features of their direct involvement in problem areas.The difference between international non-governmental organizations and international charitable organizations was proved. The author identifies the main sources of funding for such structures through grants, donations from individuals and legal entities, international organizations and governments. It is established that the tasks of establishing and operating international charitable organizations are implemented in three areas of activity, including non-refundable assistance, administration of response and recovery projects, lobbying and actualization of the problem for the world community through influence on the political establishment and public opinion. The work of Hesiod, an ancient Greek epic poet, is considered, in particular, his poem “Theogony”, as one of the first cosmogonic constructions in European culture. Particular attention is drawn to the image and concept of Chaos – the initial state of the world, which also has a creative, creative essence. The primary instances that appear together with Chaos – Gaia, Tartarus and Eros also act as elements of the basic ontological model. The attitude of the ancient philosophical tradition to (...) the concept of Chaos, which was problematized even by the pre-Socratics and compared with the famous Orphic cosmologies, is analyzed. In this sense, the image of Chaos in Hesiod can be considered as the first principle of building the world by analogy with the search for arché in later philosophers, as well as in its abstract, idealized form – the initial theoretical model of being and the beginning of ancient ontology. Of particular interest in this sense is Chaos, a rather complex and mysterious reality that is primary in relation to others and, moreover, is itself a creative force. The problem can be formulated as follows: can Chaos in Hesiod’s poem be considered a mythological-poetic ontology, an analogue and prerequisite of the philosophical concept of being, or even a certain essence of the world, its eternal integral part. The task of the study is to describe a general approach to understanding Chaos in Hesiod’s poem as an ontological essential first principle, which serves as a prototype of the philosophical ontology of later philosophers. Chaos can be interpreted as the original state of being and as a reference system for all world coordinates and the ideal beginning of the world. The original, initial state of the world, as well as the origin of the latter, is a cross-cutting theme of ancient Greek philosophy and science. Already in the early theogony, in the Orphics and in Hesiod, we find a certain mythological-poetic and, at the same time, religious-philosophical model of the origin of the world and its first elements. It would be too bold to consider these rather fantastic images and constructions as a real philosophical or scientific theory, which already in the understanding of the ancient Greeks should have had clearly defined principles and a consistent logical structure. Nevertheless, already in the first attempts to describe the structure of the universe we see an attempt to find the beginning from which a kind of ontological intuition of ancient Greek philosophy begins and which will later lead to the emergence of the main philosophical schools. Moreover, this intuition allowed us to pose a question that is still the basis of ontological problems. Even a preliminary consideration of the historical-philosophical material demonstrates the possibility of various interpretations of the ontological constructions of early ancient cosmogonies. The vision of Chaos in Hesiod proposed here is the first step towards a hermeneutic reconstruction of the primary foundations of ancient Greek philosophy and its mythological and poetic origins. The methods of conceptual modeling, ethical analysis of technologies and scenario forecasting are used.Findings: Considered approaches (...) to the formation of a conceptual model of distributed ethical responsibility in complex sociotechnical systems. Proposed methodological approaches to the integration of ethical considerations at various stages of the life cycle of digital products. The potential of the ethics of care to solve the problems of vulnerability and dependence in the digital environment is investigated.Theoretical implications: The work contributes to the development of the theory of technology ethics, offering a new perspective on the interaction between ethical principles and the processes of designing digital systems. The research expands the understanding of subject-object relations in the context of modern technologies.Practical implications: The proposed approaches can be used to create methodologies for the ethical design of digital products, the formation of policies for the responsible use of technologies in organizations, and the development of educational programs on the ethics of technologies for engineers and designers.Originality / Value: The novelty of the research lies in the development of an integrative approach to ethics by design that takes into account changes in subject-object relations in the digital age. The article is devoted to the study of the historical context of the cities’ development as subjects of international relations, their evolutionary transformation from political and security unions, through political and religious unions to large agglomerations capable of conducting independent international activities, taking into account their own socio-economic, cultural and educational interests of their residents. Using an interdisciplinary approach that combines historical, legal, political science, and management disciplines, the author has revealed the multifaceted use of such concepts as «partner cities», (...) «twin cities», «municipal cooperation», «decentralized cooperation of cities» etc., which proves that their use as synonymous definitions indicating a non-governmental, horizontal international level of cooperation between individual local actors is not sufficiently regulated.The study outlined the criteria for selecting a partner city. The historical way of the formation of global and regional international organizations and associations of municipalities, which developed recommendations for in-depth cooperation between cities of different political systems to exchange experience, deepening of cooperation in the environment of modern management in the context of urbanization, is highlighted. It is proved that such initiatives are based on intercultural cooperation, the foundations of the international and national law, which strengthens the reputation and foreign policy integration strategies of the state as a whole. It has been found that often in the process of decentralization, localization, and manifestation of their own subjectivity, cities are more effective and faster in making decisions, establishing international forms of cooperation, and implementing the most important projects. The rapid development of digital technologies has fundamentally changed political-institutional communication relations, changing the dynamics between internal and external environments. As part of the research, based on classical methodology, a theoretical analysis of the transformation of political-institutional communication relations with the internal and external environment under the influence of the digitalization process is carried out. The study examines the specifics of such transformations in the context of digitalization, emphasizing the institutional challenges for political institutions, internal and external environments, namely, primarily (...) environmental engagement and institutional accountability. As part of the study, the basic characteristics of digital communication were defined, including increased accessibility, real-time interaction and the spread of various information channels. It also highlights issues related to misinformation, polarization and the digital divide that can complicate the relationship between institutions and their constituents. The conclusions state that digitalization is a transformative force in the modern political space, it transforms how political institutions interact with the internal and external environment, as well as how political institutions develop and implement political innovations. While the digitalization process offers significant transformative, innovative opportunities to enhance democratic engagement, digitalization also poses institutional challenges that need to be addressed to ensure that the benefits of digitalization are realized without compromising democratic values. The obtained results emphasize the need for adaptive strategies that use digitalization to strengthen democratic processes while mitigating their negative consequences. This research contributes to understanding the interaction between technology and political communication, offering insights for policymakers and scholars interested in navigating the complexities of the digital age. Three basic elements of worldview are revealed – «I», Nature, Absolute, which form the sphere of human spiritual culture.Man is physically a part of nature, but through consciousness he is internally separated from it. Man is internally separated from nature through the act of self-identification of consciousness in himself. This is not a cognitive but a being act, by which the «I» as the selfhood of man is unconditionally assumed. Self-identified consciousness is constantly correlated with Nature as a whole as (...) a spiritual entity, in which capacity it exists as a structural element of the worldview. Man is internally separated from the Nature, not by his thought or imagination, but by his self-consciousness, i. e. by the spiritual being, distinct from the material being of the Nature. The «I» has its basis not in man’s biological constitution, i. e., not in the external but in the internal. This basis is the Absolute, with which the «I» is spontaneously related, and outside of which it cannot exist. The Absolute is the reality which exhausts all being and, as such, possesses the ultimate fullness of being, it is eternally primordial, and in relation to all that exists apart from it, it acts as the universal generating beginning. The Absolute is characterized as absolutely unconditional, is the spiritual source of all that exists – the world as a whole. The other two basic elements - Nature and man are two types of spiritual-material integrity – the spiritual component of both is a reflection of the Absolute that created them.The actual expression of the spontaneous correlation of the «I» with the Absolute is spiritual creativity, which is expressed in the production of mythological, religious-symbolic and speculative ideas about the Absolute and in the construction on this basis, respectively, mythological, religious and philosophical pictures of the world. India’s Namo app, which showcases how technology can foster direct communication between political leaders and citizens while collecting valuable data for campaign strategies. The author also addresses the risks associated with these technologies. The use of AI to create deepfakes and spread disinformation poses ethical and security challenges. The text concludes that while digital technologies offer immense opportunities for enhancing electoral communication, they also require robust ethical guidelines and regulatory oversight. By analyzing various tools, practices, and case studies, the article underscores the dual role of innovative information technologies in electoral communications: as catalysts for engagement and as potential vectors for manipulation. The article explores the phenomenon of the nomenklatura as a unique socio-political institution in the context of democratic transformations within post-Soviet societies. An analysis of Mikhail Voslensky’s works reveals the mechanisms of nomenklatura functioning and aids in understanding the structural challenges of overcoming the totalitarian legacy. The core of the article focuses on a comparative analysis of Voslensky’s concept. Born in Ukraine, Voslensky had a successful career within the Soviet system before emigrating to West Germany in 1972. His seminal work, (...) «Nomenklatura» (1980), presents a critical analysis of the revolutionary movement’s transformation into a new ruling class. Voslensky identifies the nomenklatura as a distinct class that uses a system of privileges to maintain its dominance and exert social control. He meticulously documents the institutional mechanisms of nomenklatura domination, uncovering the interplay between party hierarchy and material privileges. Particular attention is paid to the subordination of the security forces to party control through mechanisms of the Central Committee, which minimized risks to the nomenklatura system. The article includes a comparative analysis of Voslensky’s and Milovan Djilas’s approaches to the «new class» of socialist societies. Unlike Djilas, who believed in the potential of «true» communism, Voslensky fully breaks away from the system. He refutes the thesis about the nomenklatura’s modernizing role, pointing instead to the robust developmental dynamics of pre-revolutionary Russia. The study identifies limitations and shortcomings in Voslensky’s concept. Despite his profound analysis of the Soviet nomenklatura, Voslensky failed to recognize similar mechanisms of social stratification within Western democracies. His excessive idealization of the West hindered the application of his theory to a broader context of elite formation in various state systems. Additionally, Voslensky’s research, rooted primarily in personal experience, does not adequately explore the historical and cultural nature of the nomenklatura, its genesis, or potential analogs in other systems. Nonetheless, his theoretical contributions provide a valuable foundation for developing new models of democratic governance. (shrink)

The article examines the phenomenon of the domestic volunteer movement as an important element of the system of national security and stability in war conditions. The main directions of volunteer activity and the interaction of volunteer organizations with state authorities are outlined.The emphasis is on the uniqueness of Ukrainian volunteering as a phenomenon of civil society cohesion and mobilization of the social activity resource of certain population groups in response to an external threat. The features of the periods of formation (...) and functioning of the volunteering institute in the country and the main directions of work since 2014 are considered.It has been emphasized that the current period of volunteer organizations in the country can be characterized as a creative development of the experience already acquired in 2014-2017 during the anti-terrorist operation in Eastern Ukraine and the development of competencies of its participants in normalizing cooperation between volunteers and the authorities. The process of transforming the volunteer movement into a component of the national security system was facilitated by the adoption by the Verkhovna Rada of Ukraine of the Military Doctrine of Ukraine (2015) and a number of laws. These are the Law of Ukraine “On National Security of Ukraine” (2015), the Law of Ukraine “On Amendments to the Law “On Volunteer Activities” (2015) which stabilized the legal relations of volunteers with the state and contributed to the further reassessment of the role of volunteers in strengthening national security.It has been also emphasized that the volunteering stage since 2022 has combined the experience of previous years with modern technologies and international support, creating a qualitatively new level of efficiency in providing the needs of society in the conditions of escalating hostilities.The priority areas of work of volunteer organizations during military operations, starting in 2022, have been revealed. They include active assistance to units of the Armed Forces of Ukraine that are directly on the “line of fire”. Volunteers actively provide the military with the necessary equipment, including ammunition, body armor, helmets, tactical equipment, means of communication and personal protection. As for the population of the “front-line” territories, this work covers a wide range of activities aimed at meeting basic human needs – food, medicine, clothing, household repairs. Volunteers provide internally displaced persons with food, clothing, footwear, medicines, hygiene products, as well as warm things for the winter period, etc.The challenges to the activities of volunteer organizations have been analyzed, the main of which are the uneven distribution of resources, insufficient social protection of participants in the structures, lack of funding, and shortcomings in integration into national security policy programs. The work explores the role of mythology in the formation of cultural values, and paradigmatic coordinates as the most stable form of reproducing socio-cultural experience, namely as a mechanism for regulating human behavior, which is relevant for any type of culture. It is considered that the basis of the mythological form of organization of individual and group experience constitute from a sensory-reflexive, contemplative and productive way of understanding the world, and the mechanism of regulation of human behavior consists in the (...) inseparability of the paradigmatic nature of behavior and the justification of its meaning and actions that go beyond the boundaries of individual, social experience in the form of higher meaningfulness, which is the specificity of myth.Attention is focused on a certain kind of interaction between myth and philosophy, where the myth, despite its irrational essence, has not been left out of the attention of philosophical thought. It is emphasized that mythology constantly experienced changes and adaptation to new living conditions, cultural factors and its paradigmatic foundations. But despite everything, from its critical understanding to its rehabilitation in postmodernism, the myth continues to play an important role in influencing human consciousness and shaping worldview. Being actually rehabilitated, the myth is considered as an important factor in the process of forming not only cultural symbols but also narratives. It complements rational knowledge, helps to understand archetypal and symbolic aspects of human reality, which are not always comprehended with the help of rational methods of cognition. (shrink)

The article demonstrates the role of traditional and new media, as well as other forms of Internet communications as means of influencing the course of the election process in Ukraine and the formation of public opinion. We focused attention on the fact that in the conditions of transformational processes and political shifts, the level of trust in the latest online means of information dissemination, as well as the intensity of their influence on public opinion, are steadily growing. In this context, (...) the main means and varieties of online communication are characterized, the reasons for their social attractiveness for the politically active part of society are highlighted. The study considered both: positive and negative consequences of the influence of mass media on political processes. The study proved that the positive aspect correlates with the role of communication media, especially online media, as an effective platform for political discussions, active discussion of issues relevant to society, and prompt dissemination of information. The negative aspect is related to the fact that a high level of trust in social networks and messengers can intensify the mechanisms of manipulation and the spread of disinformation.Using the example of the presidential and parliamentary elections in the USA and in Ukraine, we found that the influence of manipulative tools in the media on the course of the election process and the opinion of the electorate has recently been decisive. The study established that further in-depth research on this topic will have significant scientific and practical value, as it will contribute to the effective regulation of mass media activities during elections, as well as make it possible to minimize the risks of media manipulation and engaged coverage of political processes in mass media.Normative and legal regulation of media (in particular, new media and social networks) during elections will create favorable conditions for the development of effective strategies of state-public communication and improvement of interaction between authorities and institutions of civil society. The article examines the transformational process in the philosophy of education driven by digitalization, which necessitates a critical re-evaluation of traditional epistemological and ontological categories. The study addresses the dichotomy between classical educational paradigms and emerging approaches that respond to digital innovations. This research aims to analyze the impact of digital technologies on the structure of knowledge, educational institutions, and cognitive interaction methods. It applies poststructuralist and relational analysis methods to conceptualize knowledge as a contingent and variable phenomenon. By employing (...) a multi-discursive approach, the study demonstrates how digital media not only reshape the learning process but also alter the nature of knowledge itself. The relevance of this research is underscored by the context of epistemological relativism that arises in the era of educational virtualization.The study finds that knowledge no longer operates as a static logos but takes on the form of a fluctuating, networked substance, interacting with the subject through multichannel simulations. Traditional educational hierarchies give way to hypertextual and multi-agent forms of knowledge transmission, where the authenticity and credibility of knowledge increasingly depend on dynamic algorithmic and simulacral constructs. The practical significance of this work lies in defining new axiological imperatives for education that focus on enhancing adaptability and critical reflexivity in the learner. The study proposes heuristic methods designed to foster cognitive resilience against informational entropy and to cultivate “flexible thinking” capable of navigating the evolving digital environment.In conclusion, the study emphasizes that the philosophy of education in the age of digital expansion undergoes profound ontological and epistemological changes, transforming the learning process into an interactive and multidimensional phenomenon. Knowledge loses its stability, evolving into a series of cognitive impulses that continually shift in form and structure. This evolution calls for the formation of a new type of educational subject, capable of integrating and critically navigating virtually dispersed informational environments. Accordingly, the article offers a foundational analysis and innovative approaches to the philosophy of education, reflecting the integration of digital technologies as the basis of the contemporary cognitive process, and highlights the importance of harmonizing technocratic and humanistic elements in the educational discourse. An armed conflict between Ukraine and Russian Federation lasts for the past 10 years on and on February 24, 2022 it turned into full-scale war with all arsenal of conventional arm available used, nuclear excluded.The war turned into a new social and political reality that defined socio-political and socio-cultural vectors of development of Ukrainians and their state – focused on oppression to occupant’s conquer – for many years ahead.The war, as a socio-cultural phenomenon and the new stage of Ukrainian nation (...) became a topic of research of the domestic academic environment. It defined in home philosophical research circles new polemic that aims at thinking through an ontological nature of the conflict, its social, cultural, and historical causes, to reveal its specific character in the past and in the present, to find out where the balance was lost in the structural order of the security, its lawful preventive mechanisms failure.Many analytical attempts to describe topological classification of that conflict (in the context of the growth of the contemporary philosophical discourse) were conducted. It were given some answers on the question on the roots of the conflict, on its continuity. It was pointed out its destructive impact on the condition of the Ukrainians, its social and cultural evolution from the point of view of different philosophical views and research programmes or contemporary historical narratives, modern principles of the native and Western-European philosophy.An evolution of the points of view on ontological and historical reasons of the war and philosophical reflections of the native scholars were considered in this article. The paper presents a comparative analysis of the interpretation of the phenomenon of social control in postmodernism and metamodernism. The similarities and differences in the description of social control mechanisms are identified. The concepts of “society of the spectacle” (G.Debord), “society of surveillance” (M.Foucault) and “society of control” (J. Deleuze) are analyzed, which show the evolution of postmodernists’ views on social processes.. The concept of the “listening society” (G.Freinacht) as a metamodern alternative to the development of modern society is presented. (...) Postmodernism focuses on criticizing society, drawing attention to its increasing fragmentation, the crisis of metanarratives, and the growing role of the media as a tool for social control. In contrast, metamodernism tries to balance modern and postmodern theories, recognizing the importance of centralized and decentralized forms of social control. This allows simultaneously taking into account the diversity of identities of a modern person and the possibility of his or her integration into society through the adoption of common norms and rules. Metamodernism seeks to reconstruct metanarratives that can contribute to new forms of social control based on cooperation and common interests. It emphasizes the importance of empathy in social control, whereas postmodernism rejects it as a false, simulated form of social relations. While postmodernism focuses more on critical analysis of existing structures, metamodernism aims to find hybrid and adaptive forms of control that combine traditional methods with the latest technologies. All these differences in the interpretation of the phenomenon of social control reflect the paradigm shift from postmodern deconstruction to synthesis and reconstruction within metamodernism. The article reveals the essence of the concept of public diplomacy and a retrospective of its formation in the current scientific discourse. It is noted that the field of US public diplomacy is quite actively researched by modern scientists. It is shown that the term “public diplomacy” should be understood as the activity of various actors, both governmental and non-governmental, which is intended to explain to the foreign public the foreign policy pursued by the country and to encourage this or (...) that state to make its foreign policy decisions in the direction that is beneficial to the given actor. It has been established that the concept of “cultural diplomacy” is narrower than the concept of “public diplomacy”, which should be understood as a set of activities carried out by both central and foreign bodies of external relations of the state with the aim of researching the attitude and informing the foreign public. as well as establishing contacts abroad, with the aim of improving the state’s image and achieving national interests. So, in the United States of America, there is no separation of “cultural diplomacy” from “public diplomacy”. The concept of paradiplomacy is also considered as a tool of activity of subnational actors in the international arena and components of diplomatic communication processes taking place in the modern world. Australia, being a successful example of using sports for foreign policy, has significantly improved its international influence in the Pacific region. Yet, political, cultural, and economic peculiarities can doubt the similar application of sports by other countries. This article examines Australia’s use of sports and sports diplomacy as key instruments of its international strategy. The purpose of the article is to analyze Australia’s use of sports within soft power efforts, explore its methods, principles, and frameworks, and evaluate whether this framework (...) can be applied by other countries to achieve similar soft power objectives. This study performs a comprehensive review of literature, official Australian government publications, and specific case studies to understand the outcomes and applicability of the approach. The novelty of the research lies in its detailed examination of the specific conditions and strategies that have made Australia’s sports diplomacy successful. Key research findings highlight that Australia’s effective use of sports diplomacy is rooted in its effect of sports on national identity, strong sports culture, advanced infrastructure, strategic partnerships, and connections with communities, particularly within the Pacific region. The article proves that the 2015-18 and 2030 Sports Diplomacy Strategies have successfully fostered cultural, sports, and people-to-people connections and enhanced Australia’s influence and presence globally. The article concludes that while Australia’s sports diplomacy model is highly effective, its application by other countries may be challenging. The reasons refer to varying levels of national perception of sports, sports culture, financial resources, and international influence. For actors with similar conditions, a comprehensive approach is applicable, whereas for emerging and developing nations it may be best to adopt specific elements of the strategies depending on the needs and resources. The author analyses the reliability and accuracy of the results of sociological research conducted using quota sampling. The author discusses the advantages and disadvantages of using quota samples compared to random samples. The main focus is on the representativeness of the obtained data and the possibility of extrapolating them to the general population.In the problem statement, the author noted that a mechanical method of forming a random sample is most often used to study public opinion in Ukraine. The main feature (...) of this method is to ensure an equal probability of selection of each element of the general population. The author emphasizes that although this method allows for easy calculation of possible errors and analysis of collected information, it has a disadvantage in representing specific groups of the population.To address this problem, the author proposes using an equal probability method of forming quota samples, which allows selecting respondents according to their quotas in the general population, thus providing a more representative model of the studied population. However, in the scientific community, there is no consensus on the use of indicators in forming quota samples, and all existing works remain at the level of theoretical assumptions.The author attempts to empirically substantiate the effectiveness of quota samples through experimentation. The hypothesis of the experiment assumes that the results of studies conducted according to quotas can be extrapolated to the general population with high accuracy and reliability using mathematical and statistical methods. During the experiment, both quota and random samples were used to compare the results.The general population consisted of 489 musical compositions represented in different proportions to eliminate the subjective component from the experiment and provide the opportunity to clearly assess and record the parameters of the initial general population for further comparison with the results of different types of samples. The musical compositions had two parameters: the name of the performer for identification and the duration of the track for digital and statistical evaluation. The analysis was carried out using a specially developed program for statistical data analysis. The collected data allowed for the assessment of the average track duration, median, skewness, standard deviation, and other statistical indicators.The results of the experiment showed that the quota sample provides more accurate results when the quotas are followed during the selection of elements of the general population. The sample obtained by random selection without adhering to quotas showed greater variability in indicators such as mean, median, skewness, and standard deviation relative to the general population. Thus, it was concluded that quota samples have advantages in sociological research, especially when specific groups of the population need to be considered.The author emphasizes the need for further research and improvement of quota sampling methods to enhance the accuracy and reliability of sociological studies, which are important for examining particular social issues. Emphasis placed on the search for new theoretical and methodological foundations for conducting modern social and political research. As the latter, it proposed to consider the leading propositions of the new version of the theory of social development by American researchers D.Acemoglu and J.Robinson, presented in their monograph «Narrow Corridor. States, Societies, and the Fate of Liberty» (2019).In the context of achieving the specified goal, the following tasks solved:– the content of the theory of social development by D.Acemoglu and D.Robinson (...) («narrow corridor»);– the main ideas of the concept are compared with other theoretical constructions of social development proposed by leading Western researchers – R.Dahrendorf, S.Lipset, R.Englgart and. Habermas;– the strategy of applying the concept of «narrow corridor» in relation to the research of the leading elements of socio-political reality is determined.As a result, the following conclusions are drawn: firstly, this conceptual construction of D.Acemoglu and D.Robinson can be considered as a certain theoretical construction, claiming the level of a new version of the theory of social development; secondly, its structure is made up of leading provisions capable of interpreting both the static aspect of the existence of social and political reality (civil society – the state) and the dynamic one – the mechanism of its constant development (the struggle between the elites and the state, on the one hand, and the masses and civil society, on the other hand); thirdly, its heuristic potential for social and political research can be realized through the following research strategy: choosing a research subject; justification of the group of variables that can characterize it; determination of the set of factors that led to its occurrence; determination of the set of factors affecting its further development; consideration of the context of functioning and development of this subject of research – on the one hand, from the standpoint of civil society development, and, on the other – from the standpoint of further state building. The aim of this work is to investigate and conceptualize the ‘temporality regime’ as a socio-cultural phenomenon, primarily analyzing its impact on social processes and social transformations. This study characterizes the concept of ‘temporality regime’ by employing heuristic resources of sociological theorization, particularly the socio-cultural approach, discourse theory, P.Bourdieu’s principle of double structuration of reality, and specific provisions of practice theory. Two levels of inter connection in the architectonic soft he temporality regime are established: static and dynamic. It is determined (...) that the static level includes the inter connection of the objective background (culture) and the subjective plane (interpretative activity of subjects). The objective background is defined by cultural postulates that have imperative power, where as the subjective plane includes the activities of actors who interact with the products of cultural production. It is noted that the dynamic level of the temporality regime concerns the inter connection of social changes and the discursive field of the temporality regime through the pragmatic dimension. Social changes act as factors of transformation of the temporality regime, and conversely, temporality regimes influence social dynamics. It is found that this double interconnection forms a new level of discursive production, where social practices transform into discursive practices and vice versa, affecting the formation and development of social changes. The theoretical significance of the study lies in a deeper understanding of the temporality regime as a socio-cultural phenomenon, enabling the analysis of the interaction between culture and social practices in the context to social changes. The practical significance of the studies that understanding these inter connections will allow form or effective management of social changes and prediction of their consequences. The scientific novelty of the research is associated with the identification of static and dynamic levels of interconnection in the architectonics of the temporality regime, allowing for a concrete analysis of the impact of culture on the activities of actors and social changes, and vice versa. Limitations of the study include the need for additional empirical data to confirm theoretical conclusions. Therefore, future research prospects involve the collection of additional empirical data. The article discusses the peculiarities of the functioning of Ukrainian fantasy fandom as well as its transformations related to two main aspects: 1) from “the old” fandom to the new one and 2) from the ordinary forms of existence during the peaceful times to existence during the wartime after Russian full-scale invasion in Ukraine in February 2022.The article indicates the general transformation of the scholarly research of the fandom in the Western academic context. It is possible to present it as (...) the flow from an “ethnographic” or external interpretation of the fandom as a part of the mass culture that depends on the specifics of the popular culture production, to the “internal” or integrated descriptions of the fandom functioning as a separated sphere of social activity.The article argues that there are two stages of the existence of Ukrainian fantasy-related fandom. “The old” fandom emerged in the pre-computer era and was based on the Soviet fandom, which influenced its peculiarities. For instance, there are such aspects as statelessness, the absence of national representation (and the dominance of Russo-centrism as the common cultural platform), the importance of direct interpersonal contacts, distancing from contact with authorities, and the tendency to reduce the presence of the fandom in the shared urban space.Unlike “the old” fandom, “the new” one is developing under the influence of new communicational technologies, which erases the barriers to entering the fandom for new members, enlarges the zones of potential contacts, eliminates geographic and territorial barriers, etc. Moreover, “the new” fandom is more integrated into the urban space and is more available for communications. For the Ukrainian fandom, the transition from “the old” fandom to the “new one” means focusing on domestic cultural issues as the fandom becomes Ukraine-centric.Russian military aggression against Ukraine, from annexing Crimea in 2014 to the full-scale invasion in 2022, became the inner catalyst for the development and transformation of the Ukrainian fandom. The external existential threat led to the transformation of the practices, implemented by the fandom and to the rise of the Ukrainian popular culture, which is closely related to the fandom. During the full-scale invasion, the Ukrainian fandom, preserving its core responsibilities (communication and social activity around popular culture functioning), spreads its new topical responsibilities: apart from the domestic volunteer work, which unites the majority of Ukrainian communities, it includes the educational activity, gaining subjectivity during international communication with the foreign fandom of Europe and the USA, charitable activity, etc. (shrink)

In this article, the subject is considered by the author not as a static object, but as a «project», which is in a state of constant becoming. During the study were obtained the following conclusions: firstly, it was emphasized, that a subject has no predefined essence and that his existence precedes any design or plan. Secondly, it is detected, that a subject constructs its identity not through random circumstances or predefined restrictions of the external world, but through the carried-out choices (...) and own deeds and actions, which manifested in the world. Thirdly, it is installed, that а subject is forced to accept its individual freedom even, if it contradicts his desires or expectations of other people. Fourthly, it is substantiated, that the process of self-identification can be dramatic, as it requires the subject to gap with usual stereotypes and expectations, and also acceptance own individuality and responsibility for its actions. Fifthly, it is accented, that the process of self-identification of a personality involves disclosure and cognition of the essence own «Ego», as a unique and integral structure, which is manifested in the subject’s ability to self-creation, self-fulfillment and self-improvement and in his real possibility to form an image of the future world. Sixthly, it is determined, that absolute freedom for the subject turns into a necessity, which prompts his to responsibility for its existence, choice, actions and deeds. Seventhly, it is allocated, that the subject denies social and moral-religious attitudes to free themselves from external influence, that impede his freedom of choice, which is a reflection of his subjective attitude to any situation. That is in this case we can say that the subject, creating its reality, does not rely on external authority, the existence of which is questionable in the world and is repelled only on subjective choice. The article examines the foundations that constitute the formulation of the metaphysical question in Martin Heidegger’s philosophy. The article focuses in detail on the period of 1929-1930, which includes the report “Was ist Metaphysik?” and the lecture course “Die Grundbegriffe der Metaphysik. Welt–Endlichkeit–Einsamkeit”. The introduction to the article and the main problem are three prejudices from Being and Time that make it impossible to ask a clear question about being. The main material is presented on the basis of primary sources: (...) “Being and Time”, “Basic Concepts of Metaphysics”. The peculiarity of Heidegger’s work of the 1929s and 1930s is the approximation of the research methodology in the 1927 treatise to the present. Phenomenological hermeneutics and fundamental ontology were used in relation to the ancient Greeks to develop a metaphysics of ciphers or special words in which Heidegger concentrated the Greek experience of being. During the 1930s, Heidegger would make an effort to realize this experience by looking for points of intersection between Greeks and Germans in German idealism and poetry. Since the Greeks are ruled by aeon (temporal time) and agon (the spirit of competition), modern metaphysics needs to develop a special concept of being that would distinguish who Germans are, where they came from, and where they are going. The article proposes a distinction between higher being - divine, human life-world – social, human essence – cultural, working, shepherd. Being, being and man are subject to metaphysical questioning as the most general concepts. That is, those that immediately or a priori express a certain clarity. Nihilism, as the spirit of the time, demands that metanarratives be questioned and self-evidence be reassessed. An outstanding achievement of Heidegger’s metaphysical question is the distinction being as Seyn. The nationalist or folk Old German definition of being both frees it from academic requirements and accurately captures the open horizon in which the existence of the first half of the 20th century was frozen. Since this essence of man is presented after the linguistic turn, it lacks the main feature of the turn-a specific linguistic ability or words that clarify being. The article aims to study Martin Heidegger’s metaphysical teaching in the 1929-1930s. The article concludes that the metaphysics of the above-mentioned years of Heidegger’s philosophy reveals itself in parallel with the spirit of the time of the then German conservative revolution. As we know, Martin Heidegger did not remove the question of being and selected names for it, because he was looking for an appropriated lawn and a boundary, beyond which the exit to the lawn opens. The concept of information is related to fundamental philosophical questions: the relationship between being and thinking, truth and delusion, problems of communication in human society, problems of virtual reality, their connection with language, etc. The topic of information in its various aspects has recently become one of the most popular among scientists, publicists, journalists, and politicians. To date, there is a wide variety of definitions of the concept of “information”, however, there is no generally accepted understanding of the nature of (...) information and the ways of its existence. On the basis of the semantic approach in the theory of information using semiotic methodology, the problem of the relationship and relationship between information and reality is considered; on this basis, the symbolic nature of information is analyzed, the problem of perception and interpretation of information by its recipients is investigated, the reasons and mechanisms of information distortion are analyzed. Information is considered as a sign, a representative of reality. There is always an uncertain, unstable, situational connection between signs and reality. There is a possibility of the existence of information in its pure form, without real events, which is not tied to real reality. Distortion is considered as a property of information; it is caused by the symbolic nature of information. The concept of “reality” is analyzed. Reality is largely a cultural construct, culture and society play a significant role in shaping perceptions of reality. Information becomes a model of reality, and at the same time information models reality. The concepts of “virtual reality” and “informational reality” are in use, which, in fact, are iconic constructions simulating reality. (shrink)

Within this study, the necessity of a causative-holistic approach to health, viewed through philosophical and spiritual contexts, is substantiated. The author focuses on the structural analysis of the health model, based on the conducted research on the understanding of the phenomenon of health by ancient philosophers, medieval thinkers, and contemporary scientists. The article acknowledges the importance of spirituality in health and defines it as a causal factor that sets parameters for the development of physical health. The research offers a detailed (...) description of the structure of holistic health, which includes unity, duality, and trinity, forming the foundation on the tripartite model “spirit-soul-body,” which has shaped the understanding of holistic health since medieval times and remains unchanged. Based on the metaphysical system proposed by the German mystic Jacob Böhme, the author substantiates the septenary structure of the spirit, reflecting in the septenary manifestation of the human being, and should have its analogy in the physical body and social dimension of the human being. A decenary model of health is also proven, appearing in the connection of the septenary «earthly human» with the triple metasystem complex, reflecting the spiritual aspect of holistic human. This decenary model forms a new causative-holistic view on human health and can be the basis for changing the medical paradigm, which should be based on primary spiritual factors of health for the preservation and improvement of both physical health and the health of the metasystem complex human-collective-society-planet. In this study, first of all, it was important to analyze this technique of returning to the ancient tradition of two outstanding thinkers of the 20th century. M. Heidegger and Sri Aurobindo Ghosh in order to understand to what extent the language of the ancient sages and rishis is still accessible to our understanding; Has it not already happened that the voice of the ancient sages will turn out to be completely foreign to us, like the language of the unconscious, (...) which we do not hear and do not understand? The conducted analysis showed that a certain intellectual conflict arose between Heidegger and the ancient Greeks. This conflict connected with the fact that the German thinker, repeatedly turning to different periods of Greek philosophy and different Greek thinkers and trying to apply to them the phenomenological method of his teacher Husserl, being atheistically minded, never managed to capture the original spiritual intuition of the pre-Socratics in the understanding of being. And at the same time, he himself could not find a suitable name for understanding being in modern culture. Where Heidegger still very carefully writes about the “open clearing” as a manifestation of the truth in the original ancient Greek thinkers, the essence of which, from the point of view of the German thinker, was still given to Heraclitus and Parmenides only intuitively (they did not yet understand the reason for this phenomenon of our consciousness), Sri Aurobindo directly indicates the existence of a connection between the ancient rishis and the existence (revelation) of the gods. Moreover, the processes described by the Indian thinker are very similar to those described by Heidegger. Everything indicates that the thinking of the ancient Greeks and ancient Hindus was very similar. The ancient Greeks (pre-Socratics) tried to understand why our consciousness is given to existence at all, and discovered the existence of inner peace in man – human openness to understanding the existence. Vedic sages, listening to the “voice” of the subconscious, discovered the waves of the subconscious and realized that man is like gods. It is important to note the difference between the pre-Socratics and the ancient Indian rishis in their interpretation of knowledge of existence. For the Greeks, true knowledge of being awakens human existence for knowledge (the logos, the world of naming, the world of concepts). According to the ideas of the ancient Indian rishis, when the gods awakened by man descend into their own world of existence, the consciousness of man in his actual existence also awakens. That is why the truth for the Greeks, according to Heidegger, is the opening and concealment of the truth of being (things), and the truth for the Rishi, according to Sri Aurobindo, is the ascent to true existence together with the gods that awaken in us. The problems of the influence of the second generation of myths on the consciousness of man and society are considered. The study is conditioned by the growing influence of the latest political and social myths, which are created on the basis of archetypes that formed the cultural foundations of modern civilisations. Crisis situations in society, when individuals in society are unable to explain the events taking place from the point of view of reason, intensify irrational factors in the interpretation of (...) existence, which actualises the appeal to the philosophical understanding of modern mythogenesis.The study shows that the creators of second-generation myths (newer myths that use the archetypes of first-generation myths) can have a different impact on society. By creating social myths, they can either help an individual to identify with a particular culture, social group, etc., contribute to unifying society, stabilising it and mobilising people’s efforts to achieve common goals, or lead to intolerance towards other groups in society. Destructive myth-making can be used by certain groups to destabilise and divide society.Based on a study of the impact of modern myth-making on the consciousness of individuals and society, the author concludes that the destructive influence of second-generation myths can only be countered if individuals are better acquainted with the history, culture, customs and traditions of other nations, which will allow them to rationally explain the content of myths. A philosophical understanding of the content of myths helps to be critical of their content, to understand the hidden meanings of their symbols, and to recognise in whose interests certain views and concepts are imposed. A borderline situation, causing a person to realize the proximity of his death, actualizes the always potentially present threat of his own death. Currently, such a total borderline situation for the Ukrainian people is the war, the consequences of which are a huge number of personal and social problems that need to be solved. Awareness of their essence, in my opinion, is facilitated by a thorough acquaintance with the teaching of K. G. Jung about the archetypes of the collective unconscious. (...) After all, the war situation into which Ukraine was plunged by the aggressive policy of the russian federation, being in its essence a destructive and dark force, is currently liberating, in other words, activating the archetype of the Shadow, the manifestations of which, on the one hand, deny the ontological perspectives of humanity in general, and on the other, cause spread of violent acts in the family, community, society, in particular. In view of the stated and outlined purpose of this study, which consists in elucidating the essence and manifestations of the archetype of the collective unconscious Shadow, the realization of which was caused by the border situation of the war. Achieving the set goal will contribute, on the one hand, to the expansion of the epistemological boundaries of consciousness, aimed, in particular, at elucidating the components of the unconscious, and on the other hand, to the application of psychoanalytical knowledge by social work specialists called to minimize the consequences of boundary situations for the individual/family in community (for example, it is about the implementation of measures to prevent violence in the family, etc.). During the study, the following important points were highlighted. First, the war caused the release of the dark forces of the self-personality of Ukrainians, the realization of which covers two opposite directions: 1) negative, carried out through projections as resistance to moral control (violence in the family); 2) positive due to the conscious use of dark aspects of the self (combat actions of Ukrainian soldiers). Secondly, the urgent problem of displacing the dark forces of the self-personality of Ukrainians actualized by the border situation of the war in conditions of peace is realized. Thirdly, the war, affecting the consciousness and self-awareness of Ukrainians, at the end predicts the possibility of a conscious return from Darkness to Light. (shrink)

Purpose: Development of conceptual approaches to the understanding of ethical aspects of digital technologies, based on the ontological turn in the understanding of technological normativity.Design / Method / Approach: The research is based on an interdisciplinary approach combining philosophy of technology, ethics, social philosophy, science and technology research, computer science and cognitive psychology. Methods of conceptual analysis, phenomenological description, critical discourse analysis and comparative analysis are used.Findings: The ontological status of digital objects and their role in the formation of ethical (...) experience is analyzed. The forms of normativity of digital technologies are revealed: interface, algorithmic and infrastructural.Theoretical implications: The research contributes to the development of conceptual approaches to the ethical aspects of digital technologies, creating a basis for the integration of various philosophical traditions and expanding the possibilities of ethical analysis in the digital era.Practical implications: The proposed approach can be used to develop strategies for ethical design and management of digital technologies, including creating ethical guidelines, conducting ethical audits, designing interfaces, and developing educational programs on digital ethics.Originality / Value: A comprehensive approach to the consideration of the ethics of digital technologies is proposed, taking into account the ontological turn in the understanding of technological normativity. The article examines the problem of individual identity formation in modern conditions of neoliberalism. It is noted that the research of subjectivity, «I» (self), which is the source and condition for the formation of individual identity, actualizes the study of this problem in many social and humanitarian sciences. In the context of socio-philosophical analysis, identity represents itself as a complicated dynamic phenomenon that constantly needs new definitions, clarifications and additions. The effectiveness of using E.Erikson’s theory of individual identity in modern (...) conditions, its significance for the formation of «I» and P.Ricker’s concept of personalistic identity are analyzed. It has been clarified that a new request for the conceptualization of identity has been formed now, which is conditioned of the collapse of political ideologies, in particular, the communist one, the significant crisis of modern neoliberal ideology and the persistent search for new forms of collective involvement or solidarity of people in the current era of globalization. However, various forms of collective identity are imposed by society, its numerous communities, ideology, state institutions, mass media, social networks with their computer capabilities, dominance of advertisements, etc. Therefore, it is not surprising that now individuals are trying to find their own identity, going out from under the pressure of the collective, mainly discursive forms of identity, and already these efforts do not depend on them to a certain extent. The construct «collective identity» in many cases does not reflect the social I (social me) of the individual, as it was conceived in the last century, because society and its communities, which involve active, mobile and changing structures, cannot be thought in terms of subjectivity. Analogies and comparisons do not work here either on a conscious or unconscious level. In the studying identity, there is a significant problem of the transition from the individual to the collective level and vice versa. A collective or group does not have the qualities of individuality with its diversity of characteristics. Taking into account the conducted consideration, it can be stated that approaches to the formation of identity are now acquiring a profound semantic transformation. An assumption was made, which needs to be carefully investigated in the future, according to which the process of partial or complete absorption of individual identity by its collective forms is currently taking place. That’s why, there is an urgent need for the formation of a new interdisciplinary approach to the research of personal identity in the modern digital society. (shrink)

The relevance of effective communication during crisis situations cannot be overestimated, as it determines society’s ability to respond to challenges and maintain stability. The importance of communication and communication technologies from a sociological point of view lies in their influence on social cohesion, mobilization of resources and maintenance of social order.The article considers the correspondence of the components of the model of communication strategies in crisis situations in practice, in particular during the period of the COVID-19 pandemic and during the (...) war in Ukraine, with the theoretical structural components of communication models. Theoretical models of crisis communication, such as SCCT (Situational Crisis Communication Theory), identify key principles that ensure effective communication: transparency, timeliness, credibility, consistency and empathy.This study analyzes how these theoretical principles are applied in practice in the conditions of war in Ukraine. Special attention is paid to communication strategies used by the Ukrainian government. Addressing the nation, informing the public through social media and international support campaigns are seen as key elements of successful communication.The analysis of cases made it possible to determine the correspondence of theoretical models to practical actions, confirmed the universality of the SCCT model, and also made it possible to formulate recommendations for further research on related topics. The results of the study confirm the importance of including each of the aspects for a successful exit from the crisis, as well as maintaining a stable situation in the communicative space of society during the crisis. Thus, the study emphasizes that effective communication not only contributes to the prompt resolution of crisis situations, but also ensures social cohesion and support of the nation’s morale in the face of challenges. The article is devoted to the study of the ethical and value dimensions of the ecological crisis in the situation caused by war, and to the clarification of the significance of human responsibility for one’s actions in relation to nature. It is shown that the observance of moral and ethical norms and orientation to the values vital to man are a necessary condition for the preservation of human life and nature. The analysis of the tasks set in the article is (...) carried out on the basis of the use of ideas of communicative philosophy and discursive ethics, which allows to form knowledge about the ecologically constructive relations of man with nature, to assess the scale of environmental problems in the conditions of war, and to search for ways to mitigate the consequences of the ecological crisis for man and nature.It is substantiated that the ecological crisis has value and cultural origins, therefore the awareness of the need to adhere to universal human values and the correlation of human actions in relation to nature with the norms of cultural and historical universalism becomes especially relevant. Attention is focused on the fact that in the conditions of war, barbaric expansion into the natural world, soullessness, merciless treatment of the plant and animal world, man and humanity must be guided in their actions by humanistic consciousness and moral principles, determine their actions by understanding responsibility for life. It has been established that modern man’s recognition of the importance of moral and ethical norms and humanistic values is an alternative to a lifestyle built on an unlimited, aggressive, exploitative attitude towards nature. Despite the difference between the types of culture and different cultural systems, the dominance of different value systems, people must equally ensure equal rights and bear joint responsibility for life. The phenomenon of information culture in the context of the Russian-Ukrainian war is analyzed. It has been proven that changes in the priorities of the development of information culture during the war are determined by the course of spiritual confrontation with the enemy, accelerated transformations of public consciousness, the peculiarities of state information policy, and the urgent need to protect the country’s information sovereignty. It is argued that under the influence of the war in Ukraine, including in the spiritual and (...) informational space, all components of information culture are being transformed, particularly its core - the information worldview. The features of the development of the information worldview as a fundamental component of information culture are identified. It is noted that living in an information society without possessing the necessary information culture poses a danger of getting lost in both virtual and real worlds simultaneously. Personal mastery of information culture in modern society is based on theoretical knowledge about the essence, content, features, and regularities of its functioning in societies with different levels of informatization. The negative impact of informational aggression on the formation of the information culture of modern youth is demonstrated. During the war, the information culture of youth is formed and changed at an accelerated pace due to the increase in information flows of both negative and positive nature and under the influence of new information technologies. One of the main problems in the process of forming the information culture of youth in the conditions of the Russian-Ukrainian war is mastering methods of countering enemy propaganda, developing critical attitudes towards information, and having a value-based worldview barrier to countering fake and anti-Ukrainian narratives. The article concerns the definition of the problem field of a new type of modern terrorist activity in the information space under the conditions of globalization - information terrorism.The findings systematized, which are presented in the domestic social and political discourse and can serve as the basis for its further comprehensive research in the direction of building its corresponding model / concept. The research strategy of the well-known American methodologist L. Coser used for the analysis of elements of social reality (...) - the search for a set of interrelated indicators (variables) that can clarify the content, conditions for the emergence and development of this research subject.It substantiated that when constructing the problem field of the analysis of information terrorism as an element of social reality, such indicators can be: first, the interpretation of the very concept of «information terrorism»;secondly, the analysis of the causes and conditions of the spread of terrorist activity in the information space; thirdly, the classification of the main forms of manifestation of information terrorism; fourth, the analysis of the main technologies and methods of carrying out terrorist activities of an informational nature; fifth, substantiation of conditions and development of mechanisms against the wide spread of information terrorism in the modern world.The analysis of the essence of information terrorism from the standpoint of constructing an analytical (five-link) scheme for researching the problematic field of this type of terrorist activity provides a basis for generalizing and interpreting this new form of terrorism as the use of information and information infrastructure by certain (states, organizations, structures), on the one hand, for violence against people’s consciousness, manipulation of their behavior using certain methods and methods of influence, and on the other hand – to influence the information and technical structure of the state, with the aim of exerting pressure on the adoption of favorable decisions by states, groups of people or individuals by creating conditions for chaos, panic, etc. (shrink)

This article examines the impact of Edward Said’s concept of Orientalism on the contemporary geopolitical landscape. The authors argue that while the critique of Orientalism has significantly influenced academic discourse and domestic policies in Western countries, particularly the United States, it has not led to fundamental changes in global geopolitical strategy. The paper focuses on two key aspects: the natural connection between knowledge and power, which cannot be altered by anti-colonial declarations, and the shift of colonial discourse to new regions, (...) specifically non-Western Europe. The authors posit that the strength of a modern state lies in its ability to dynamically bifurcate its image into internal and external faces, presenting different aspects to its society and foreign partners. Using the United States as a case study, the article demonstrates how internal anti-colonial discourse coexists with an unchanging foreign policy strategy of global dominance. The authors criticize the illusions about the possibility of changing the fundamental principles of US foreign policy, which has remained consistent since 1941. The paper emphasizes the continuation of a strategy aimed at fostering global dependence on the West, despite anti-colonial rhetoric. The article explores the complex interplay between domestic movements for social justice and decolonization, and the pragmatic realities of international relations. It argues that the deconstruction of Orientalism, while challenging the legitimacy of historical colonial practices, has not transformed the core geopolitical interests of Western states.The authors contend that the apparent dichotomy between internal anti-colonial discourse and external policy reflects both the complexity and strength of states like the US, where domestic and foreign policies can be shaped by different institutional and ideological forces. The paper also discusses the expansion of the concept of liberal democracy as an export product to regions deemed lacking in popular sovereignty.In conclusion, the article suggests that the critique of Orientalism, despite its academic and cultural impact, has been effectively neutralized in geopolitical practice. This is achieved through a shift in focus to regions not traditionally considered part of the «old» Western colonies, allowing for the implementation of economic partnership policies without the moral self-flagellation associated with charges of Orientalism. The paper ultimately argues that renaming reality does not change its underlying structure, and that the postmodern belief in the power of language to transform geopolitical realities is akin to magical thinking. It concludes that the critique of Orientalism has not fundamentally altered the eternal principles and interests guiding global geopolitical strategies. (shrink)

The article is devoted to the unification of approaches to the analysis of the public information environment, as well as the coordination of efforts to counter information aggression on a decentralized basis. The purpose of the study is to establish the main features and principles of the formation of an expert-analytical product within the framework of strengthening the security capacity of Ukrainian society. The value of a quick asymmetric information response in the form of discrediting the source, disavowing the information (...) provided and/or using errors or mistakes in the information provided to one’s advantage is characterized. It was emphasized that the targeting of political and security content should also take into account the socio-demographic and behavioral characteristics (data) of the community to which the information is directed. The creativity of the expert-analytical security product is analyzed, which means a creative approach to counter hostile informational provocations and invasions. The importance of the principle of responsiveness, which means the compliance of the appearance of content with time dimensions and the requirements of the political and security situation, is revealed. It was found that the appearance of expert political and security materials should precede the events, be carried out according to the plan of media events, as well as within the framework of crisis situations. It was revealed that the empirical nature of the expert-analytical product involves the use of various models for assessing threats to political security. It is proven that the development of various scenarios of expert public content contributes to the development of the political situation in the future in the desired direction. It has been established that the expert-analytical product of public direction (reports, assessments, analytical summaries, etc.) should not only be broadcast in an accessible (understandable) language. It is assumed that the complexity and completeness of information means its completeness in terms of known and unknown facts. It has been established that the value neutrality of communication messages means avoiding the promotion of ideological messages and motivational components, except when such materials are not included in special promotions and operations. It was found that open discussion leaves the possibility of the information consumer to interactively interact with the text of the message and data. It was concluded that a promising direction of information security activity is asymmetric action in relation to operational massive support of political actions of hostile power institutions on the international arena. The article is dedicated to analysing the risks to political stability in Ukraine in the context of the full-scale war for national self-preservation. The outcomes of the war will determine the future and potential of the Ukrainian nation as a full-fledged political entity on the international and global stages. The author assumes that the Ukrainian political system is unstable, and the risks of unconventional events increase due to the restriction and blocking of political participation by the broader population. The goal (...) of the article is to test and verify the principles of the institutional approach, as explicated by S. Huntington, in the realities of Ukrainian society. The institutional approach is used as the theoretical and methodological basis. The method of index construction is applied to empirical data. The author has constructed three indices and twelve sub-indices. The obtained indicators are informative and illustrative, and they are promising for comparative and longitudinal studies. The author concludes that political instability is inherent in the Ukrainian political system, which is linked to the modernization challenge in the form of constant demands from citizens to the political authorities. The practical significance of the article lies in the recommendations to the authorities regarding the establishment of communication bodies, more active responses to popular demands, combating speculation and disinformation, and institutionalizing political activity directed at improving the situation of the military. The article is empirical in nature and focuses on analysing the social reality of 2020. The article is limited in its relevance and relativity to the conditions of modern wartime Ukrainian society. Further research may be directed at analysing the functioning of political institutions in wartime conditions using the examples of Israel and Armenia. (shrink)

The publication examines the problems of the philosophical foundations of elections, the concept of physicalism, where consciousness-body is studied, which in the philosophy of consciousness has a decisive fact. In modern philosophy of elections, the philosophical aspect is considered - consciousness and the monistic-ontological thesis - physicalism, which allows us to explain the fact that everything that exists is physical or appeared as a derivative of the physical. The concept of physicalism is a position in the philosophy of mind. Consciousness (...) in physicalism exists without an independent ontological status, then it is derivative and connected with the human brain and is also connected with methodological naturalism. The social psychological theory of voter behavior and the theory of rational political choice attempt to explain voting behavior. It can be assumed that such a concept of synthesis of the experience of studying the immature practice of elections and already established theoretical thoughts about them could be a model of behavior of voters and candidates. This could be the dialectic of freedom and necessity of the philosophy of the rational communication model.The philosophy of the rational communication approach considers the following sequential images: a communicative person, a logical person, a rhetorical and dialogical, dialectical person. There are also three levels of development of the electoral process - logical, rhetorical (subject-object) and dialogical (subject-subject). The philosophical approach views rationality as a dynamic system consisting of logical, rhetorical and dialogical levels. In studies of the politics of legal philosophy, the problem of electoral behavior occupies an important place. The article is devoted to the research of civic engagement processes, which are gaining more and more publicity in world political science. Applying modern professional approaches, the author offers an explanation of the recruitment of civil advocacy through a clear political goal and connection with the current situational context. The article reveals and describes the main components of measuring the involvement of political activists within the framework of modern civil advocacy campaigns. The author reveals the mechanisms of expressing views and (...) positions, protecting one’s rights and influencing decision-making processes at different levels of management. It is emphasized that civil advocacy covers a wide range of activities aimed at participation in political processes. The text examines advocacy campaigns in the political practice of consolidated democracies as organized events aimed at drawing attention to specific problems and achieving policy changes or raising public awareness. In the work, an appeal was also made to the qualification requirements and job duties of the leaders of civil campaigns. The article analyzes the actualization of the issue of civil advocacy in social and political innovations at the current stage. It is noted that in developed democratic countries a tendency to pay attention to social public innovations is outlined. It has been established that the development of civil society in Ukraine involves the development of a national model of engaging citizens in conducting advocacy campaigns. Attention is paid to attracting new active participants, for whom public advocacy campaigns become a factor in forming an environment of collaboration and expanding the circle of social communication. Emphasis is placed on the continuous inclusion of individuals and groups in activities aimed at improving the public environment and forming conscious public leadership and an atmosphere of social success. In the final part of the article, the author emphasizes that effective public involvement involves a variety of approaches. It was concluded that the decisive factor that prompts citizens to take a proactive position and participate in civil advocacy campaigns are pragmatic needs and ideas about achieving a state of satisfaction of requirements. The relevance is due to the socio-cultural and civilizational importance of training specialists in the field of cultural process management. The purpose of the work is the articulation of the philosophical-anthropological, teleological-causal, organizational-praxeological foundations of the educational-professional program “Cultural Studies: Cultural Process Management”. It is proved that the philosophical and anthropological basis contains a syncretic image of a person, which arises at the intersection of three images – a person who is capable for symbolic activity, producing different forms – science, (...) art, literature, philosophy, religion etc. (homo symbolicum), a person who is able to perform mediating functions (homo mediator), as well as a person who knows how to manage complex cultural processes through the search for a common measure of interaction (homo moderator) like Pericles, Cosimo di Giovanni de’ Medici, Catherine de Vivonne, marquise de Rambouillet etc. It is realized that the teleological-causal foundation contains, on the one hand, the complementarity of the transcendent (wisdom, goodwill, beauty, justice etc.) and immanent (specific socio-cultural projects) goals of culture, and on the other hand, a set of causal mechanisms for their achievement and compliance. It is realized that the relationship between the goal and the means is such that the more complex the goal, the stronger the role of the means, and because of this, it has a singular character, that is, it is determined in each individual case. It is established that the organizational and praxeological foundation underpins it in the context of interdisciplinarity, which corresponds to the current – synergetic – state of existence and development of scientific knowledge with the inherent processes of nonlinearity, stochasticity, probability, randomness. Digital platforms serve as regulators of the religious impulse, which can both stabilize the social situation and transfer it to a state of bifurcation. The principal findings underscore that legitimacy in international law transcends mere legal validity, embedding itself within a broader ethical and communicative framework that demands consideration of justice, human rights, and international peace and security. Legitimacy is found to be inherently dynamic, shaped significantly by the interactive processes among global actors and the consensus within the international interpretative community on ethical and legal standards. The study highlights the crucial role of narrative and argumentation in legitimizing or delegitimizing actions under international law, illustrating how perceptions of legitimacy can evolve and influence international legal practices and decisions. The advantages and disadvantages of the participation of African countries in global integration processes are studied. It emphasizes the need for a balanced engagement that protects national interests and promotes sustainable development. The role of diplomatic missions in the process of collecting, analysing and disseminating information was analysed. Particular attention was paid to the reasons and factors that radically changed the approaches and principles of information management by diplomatic missions in the twentieth and twenty-first centuries. The legal framework (international and national) for the implementation of the information function by diplomatic missions has been established. It is found that in order to optimise the information function, diplomatic missions actively use the latest information (...) and communication technologies. The author focuses on the forms of diplomatic missions' activities in which the information component plays an important role. The leading principles of organisation of information and analytical work in diplomatic missions are considered. The author describes the types of information and reference documents prepared by the staff of diplomatic missions. The author highlights the peculiarities of working with citizens' appeals and information requests, which is an important component of the work of diplomatic missions in modern conditions. The phenomenon of lobbying is considered as a mechanism for representing group interests, a system and practice of realizing the social interests of various groups, unions and associations of citizens, as well as business groups and corporations, which act through purposeful influence on the legislative power and state administrative structures. The informational and communicative essence of lobbying is revealed, and informational lobbying is singled out as a specific type of lobbying activity in the conditions of a post-industrial society. Information lobbying (...) is defined as a method of information support for the activities of certain interest groups, structures operating in the sphere of decision-making by state authorities and local governments, and a special way of forming and supporting communications, which has specific features, principles and norms of information exchange and reproduction of political contacts, communication channels and other components. It is proven that the communicative nature of information lobbying allows its subjects to organize political discourse. In general, it is appropriate to define information lobbying as a form of marketing communications, which is a specific result of the development of political markets in the conditions of developed representative democracy, when the owners of large public resources begin to play a special political role. Like any type of marketing communications, information lobbying is focused on establishing two-way relations and forming feedback between the communicator and the recipient. A special direction of information lobbying is international lobbying activity, which is interpreted as the interaction of legal entities or individuals with state power structures and management institutions that are formed at the global level, in order to influence the development and decision-making by them in their own interests or in the interests of specific clients. The institutional landscape of information security is described, which includes supranational international bodies and institutions and transnational corporations, states (...) and their governments, business entities and financial and industrial groups, political parties and civil society organizations, religious organizations, fundamentalist and terrorist groups, individual politicians and public figures, journalists and publicists, bloggers and other persons who collect, process, perceive, store, transform and distribute information through any of the available communication channels. The directions of ensuring information security in modern Ukraine are characterized. The role of information security in ensuring the integrity of the national information space of Ukraine is revealed.
