The term “globalization” was popularized by Marshall McLuhan in War and Peace in the Global Village. In the book, McLuhan described how the global media shaped current events surrounding the Vietnam War [1] and also predicted how modern information and communication technologies would accelerate world progress through trade and knowledge development. Globalization now refers to a broad range of issues regarding the movement of goods and services through trade liberalization, and the movement of people through migration. Much has (...) also been written on the global effects of environmental degradation, population growth, and economic disparities. In addition, the pace of scientific development has accelerated, with both negative and positive implications for global health. Concerns for national health transcend borders, with a need for shared human security and an enhanced role for international cooperation and development [2]. These issues have significant bioethical implications, and thus a renewed academic focus on the ethical dimensions of public health is needed. Future developments in science and health policy also require a firm grounding in bioethical principles. These core principles include beneficence; nonmaleficence ; respect for persons and human dignity ; and attention to equity and social justice. According to the World Health Organization [3], global ethical approaches should monitor and update ethical norms for research, as necessary; anticipate ethical implications of advances in science and technology for health; apply internationally accepted codes of ethics; ensure that agreed standards guide future work on the human genome; and ensure that quality in health systems and services is assessed and promoted. Biobanks are increasingly being linked together into global networks in order to maximise their capacity to identify causes of and treatments for disease. While there is great optimism about the potential of these biobank networks to contribute to personalised and data-driven medicine, there are also ethical concerns about, among other things, risks to personal privacy and exploitation of vulnerable populations. Concepts drawn from theories of globalisation can assist with the characterisation of the ethical implications of biobank networking across borders, (...) which can, in turn, inform more ethically sophisticated responses. Using the China Kadoorie Biobank as a case study, we show how distinguishing between the subnational, transnational, supranational and extranational spheres of operation and influence can help researchers, institutions and regulators to understand and manage the ethical issues raised by the globalisation of biobanking. The aim of this paper is to bring out the effect of economic reforms introduced in India on the direction of virtual water trade. The study also identifies the dual role that virtual water has in an economy. It is a source of export earnings, but at the same time there is a loss of virtual water through agricultural trade. The study is novel in the sense that it not only identifies the trade-off between benefits and costs of virtual water (...) trade for India, but also tries to capture the impact of phases of globalisation on the trade-off. The cost side has serious implications on sustainability and territorial equity. In order to address the issues more coherently, we have to introduce a concept of virtual water miles. Then we argue with intuitive reasoning about the possible effects of virtual water trade on sustainability as well as on territorial equity. (shrink)

Globalization challenges the state-centric realist view of space and authority within International Relations. Using multifaceted concepts of territoriality and non-territoriality, this article goes into three versions of current territorial fragmentation or connectivity – deterritorialization, extraterritorialization and reterritorialization. They are to enable us to reveal the proliferation of globally relevant social and power dynamics above, below and within the state domain. At the same time, they are to illuminate the ambivalent role of states played in an era of global interconnectedness.

In the vision of ubiquitous computing it should be possible to create situational and context-aware applications of the internet. But there is a conflict between the global claim of the system and the context-aware local application. First of all it must be clear, what context means. Is the context determined by the material local environment or by the special intention of a person’s action. What role do cultural factors with their historical implications and scales of value play? The meaning (...) of locality depends on the definition of the term context. Thus the term locality specifies an analogy to the term ‘context’. It is necessary especially to also clarify categories like “Leib” and “Lebenswelt”. Finally it is pointed out that special claims of ubiquitous computing like the idea of a global world-model are untenable. Though ubiquitous computing technologies are calm and invisible, it is important to make visible their components. The antagonism between localisation and globalisation shows the real potential of, as well as the claims of, ubiquitous computing. (shrink)

The concept of ‘globalisation’ increasingly dominates economic and political debate in the 1990s. However, despite a profusion of commentaries and case studies on aspects of ‘globalisation’ such as ‘Japanisation', ‘Americanisation', ‘McDonaldisation’ and, of course, global information technologies, there are few radical interrogations of the notion of ‘globalisation/internationalisation’ and little discussion of the theoretical implications of recent changes in the global political economy. The central argument of this paper is that in order to make sense of these developments a broad (...) focus is required which begins by conceptualising the changing nature of relations between national states in the global economy and concludes by understanding these relations in class terms. This is not simply to restate the importance of an international relations or international political economy ‘dimension', since these ‘disciplines’ fail absolutely to relate ‘interstate’ restructuring to the re-composition of class relations. Rather, the aim of the paper is to prompt a more general theoretical reorientation towards understanding the process of international restructuring as one undertaken by national states in an attempt to re-impose tighter labour discipline and recompose the labour/capital relationship. My starting point, therefore, is that global capitalism is still structured as an antagonistic state system, and that many of the changes which characterise the global political economy are introduced by states in an attempt to solve problems that have their roots in labour/capital conflict. In summary form, the paper concludes that the concept of ‘globalisation’ obscures more than it reveals and that Marx's understanding of the relationship between labour, capital and the state remains a more productive starting point for analysing contemporary global processes. Using the available data and literature on pandemics, this investigation looks into the COVID-19 crisis from an economic as well as social aspect, and elaborates the political and moral implications of the outbreak. The paper argues that globalization and consumerism contribute to the impact of the pandemic to the millions of lives around the world. It counters the idea of property rights to address issues related to the affordability of future vaccines and access of the poor to modern (...) medicine and advanced treatments. While strong leadership and draconian measures appear necessary to ensure the safety of the public, the analysis indicates that human solidarity is crucial to overcome the existential threat of this pandemic. Democracy, it will be argued, remains important as opposed to measures that violate the rights of people as societies try to contain the spread of the virus. (shrink)

세계화 시대 인권의 보편성이 강조되면서 한 나라의 국제 경쟁력은 인권 분야의 경쟁력 강화와 밀접한 관련을 갖는다. 한 국가의 정치적 지향성에 따라 인권개념은 상이하게 받아들여진다. 한국의 근현대사에서 많은 사람들이 인권 보호와민주화 실현을 위해 헌신했다. 함석헌은 민중의 인권, 자유 그리고 민주화를 위해노력한 인권운동가로 그의 실천사상은 씨 사상 으로 대변된다. 함석헌은 자신의 인권이 소중한 만큼 타자의 인권도 소중하다는 생각을 강조했으며 인권을 지키기 위해 훈련이 필요하다고 역설했다. 그에게 있어 민중은 씨이다. 씨은 필요 이상의 지나친 소유도 권력도 지위도 없는 맨 사람이다. 자유와평등의 도덕적 존재이자 살아 (...) 있는 유기체로서 사람을 존중해야 한다. 교육의 측면에서 씨인 민중을 사실에 기초하여 사색하고 생각하게 하는 것이 교육의 주요한역할이다. 씨사 상 은 첫째, 씨인 민중은 고귀하다. 둘째, 민중은 역사와 나라의주체이다. 셋째, 민중은 새롭게 자기 주체에 대한 본연의 탐구를 해야 한다. 넷째, 씨의 양심을 키우게 하라. 다섯째, 교육에 있어 인격도야가 앞서야 한다. 마지막으로 사실을 바탕으로 씨의 생각함의 힘을 키우게 한다는 것 등을 제시한다. ‘생각하는 백성이라야 산다.’는 그의 말처럼 민중을 스스로 깨어나도록 돕고 인간의 존엄성을 인식하는 것이 민중을 위한 교육이자 인권교육이라 할 수 있다. 씨 사상 을 염두에 둔 인권교육은 인간 존재가 모두 고귀한 씨임을 인식하고 주체적 인격체가 되게 하는 것으로 2015개정 교육과정의 중학교 과 고등학교 인권 관련 단원을 통해 녹여낼 수 있을 것이다. Ova drustva autor naziva objekt-drustvima, a njihovu varijantu moderne - istmoderna. Autorov odgovor na slozenost postmodernog stanja predstavlja koncept politike opstanka.

At its core, the evolution of democratic civil society is a process of transcending existing, historical social space, a process that desires to dissolve "political society" into "civil society" and with it to reformulate space as more democratic, participatory public space, and global spheres of interaction. In this article, the author examines the implications of globalization and the evolution of democratic civil society. Drawing on the work of French theorists de Certeau and Lefebvre, the author examines the nature (...) of space as a social construct and the importance of understanding space as a practiced place in relation to the evolution of democratic civil society that makes transnational space a practiced place for global civil society. The author argues that as globalization spreads across nation-states, spatial forces produced by economic, cultural, and political discourses and practices give way to the potential for the evolution of democratic civil society. The dynamics of the emerging transnational stage in world capitalism cannot be understood through the blinkers of nation-state-centric thinking. In her study Empire of Capital, Ellen Meiksins Wood exhibits the reification and outdated nation-state-centric thinking that plagues much recent work on world capitalism and US intervention, expressed in the confusing notion of a 'new imperialism'. The overarching problems in Wood's study – and, by extension, in much of the 'new-imperialism' literature – is a reified notion of imperialism, a refusal to (...) draw out the analytical, theoretical, methodological, and epistemological implications of capitalist globalisation, and an incessant reification of the state. Instead of a 'new US empire', the current epoch is best understood as a new transnational phase in the ongoing evolution of world capitalism, characterised in particular by the rise of truly transnational capital, globalised circuits of accumulation, and transnational state apparatuses. 'US imperialism' refers to the use by tansnational élites of the US state apparatus to continue to attempt to expand, defend and stabilise the global capitalist system. US militarisation and intervention are best understood as a response to the intractable contradictions of global capitalism. (shrink)

This paper considers the impact that globalization and the knowledge economy have on the protection and promotion of indigenous knowledge. It is asserted that globalization and the knowledge economy have opened up the world and facilitated the flow of information and knowledge. However, the flow of knowledge has been governed by uneven economic and political power between the developed countries and the devel-oping countries. This has a number of ramifications for IK. The dilemma faced is that whichever method (...) is taken to protect IK exposes IK to some misappropriation. Protecting it through IPR is also fraught with problems. Documenting IK exposes IK to the public domain and makes it that much easier to be misused. However, not protecting IK runs the danger of having it disappear as the custodians holding it die off, or as communities become swamped by the effects of globalization. The conclu-sion therefore is that governments have to take more interest in protecting, promoting and using IK than they have been doing. (shrink)

In our today‘s global age one of the central challenges facing Africa is that of coming to terms positively with her cultural diversity. Furthermore Africa is confronted with the challenge of global cultural diversity that has been characteristic of our global age. One of the questions raised here is how can the intrinsic African cultural diversity be made comprehensible not only to non-Africans but also to Africans themselves? Talking of under-standing makes the issue a hermeneutical one. Hence the following questions, (...) how can this hermeneutical challenge be mastered? What tools are required in order to accomplish this mission? Any efforts towards accomplishing this task must have to put many dimensions into consideration. These include, among other things, the historical, regional, political, economic, etc. Such efforts would imply not only Africa being occupied with herself culturally, she on the other side needs to become relevantly conscious of the implications of these cultural dynamisms, understand it with reference to herself and the rest of the global community and finally interpret this phenomenon from an African perspective. This paper engages in the debate between cultural modernists and cultural traditionalists concerning the importance of cultural fidelity as faced by African people via globalization and its alleged homogenizing tendency. Central to this debate is the issue of cultural truths and its use, that is, development. The paper therefore argues that African peoples do not need to “essentialize” their cultures. This is because the “truths about reality” with which they intend to employ in this quest for development are not (...) exclusive to any particular cultural society. The implication of the foregoing is the paper’s insistence that Africans adopt a complementarist attitude in their determination for cultural fidelity. It maintains that this attitude will make Africans avail themselves of ideas from elsewhere. Ultimately, the paper posits that this new disposition of Africans to their cultures and those of non-African societies will set her beleaguered states on a solid developmental trajectory. (shrink)

As political and economic systems of the world become increasingly globalized, education systems in developed nations have established standardized curriculum. Meanwhile, opposing interpretations of globalization, neoliberalism and progressivism, have inspired the growth of different paradigmatic models for global education. Grounded in neoliberalism, the human capital model views education as a means for preparing a skilled workforce; derived from progressivism, the world systems model focuses on educating individuals for global citizenship and civic participation. The purpose of this document analysis is (...) two-fold: (1) to examine the social studies content standards of the U.S. and other developed countries to determine how globalization is presented in state-mandated curricula, and (2) to evaluate whether the depiction of globalization in each set of standards reflects a human capital or world systems model. Our findings indicate that U.S. state content standards heavily emphasize the economics of globalization; non-U.S. standards present a more holistic picture of globalization. Consequently, U.S. standards are more aligned with a human capital model of education whereas non-U.S. standards reflect a world systems interpretation. These findings suggest that students in the U.S. are prepared differently than their counterparts in other developed countries, which has implications for international relations. (shrink)

The specific nature and dynamic of the emerging triple helix of state-industry-university relations in Japan and Singapore is analyzed in this article. The impact of globalization and the emergence of trans-disciplinary scientific fields on this institutional reconstitution are examined. Overall, the implications of these transformations for the debates over the knowledge society are discussed.

Since the end of the Cold War, two parallel developments took place in global governance: fragmentation in social/environmental legislations across countries, and an increasing uniformity (or 'globalisation') of economic/financial legislations. In the liberal democratic context of global governance, both of these developments are embodied in partnerships for sustainable development. Studying these partnerships in the context of private environmental governance and tracing the origin of the concept in business and law, can reveal the implications of 'privatisation of governance' on sovereignty, (...) authority, and global governance. One way of providing a focus for critical theory today is to articulate those substantive and robust norms of egalitarian justice that would appear to be presupposed by the idea of a republican and democratic constitutional order. It is suggested here that democratic justice requires the equalisation of effective communicative freedom among all structurally constituted social groups (SCSGs) and that this will have far-reaching implications that entail the deconstruction of all social hierarchies in both domestic and global orders. This (...) argument is presented in three sections. The first defends the focus on groups rather than individuals in theorising democratic justice. The second intervenes critically in contemporary debates surrounding the theoretical relation between various aspects of justice including the demands of redistribution, recognition and political empowerment. The third turns to the challenges for critical theory presented by a complex and multifaceted process of globalisation and it defends a qualified form of cosmopolitanism and highlights the need for a radical democratisation of the international order. Persuaded by the observed positive link between the flow of appropriately skilled and trained female talent and female presence at the upper echelons of management, this study has examined current trends on women’s uptake of graduate and executive education programs in the world’s top 100 business schools and explored the extent to which these business schools promote female studentship and career advancement. It contributes by providing pioneering research insight, albeit at an exploratory level, into the emerging best practice on this (...) important aspect of business school behavior, an area which is bound to become increasingly appreciated as more global economic actors wise up to the significant diseconomies inherent in the under-utilization of female talent, particularly in the developing world. Among the study’s main findings are that female graduate students averaged 30% in the sample business schools, a figure not achieved by a majority of the elite schools, including some of the highest ranked. Only 10% of these business schools have a specialist center for developing women business leaders, and only a third offered women-focused programs or executive education courses, including flextime options. A higher, and increasing, percentage of business schools, however, reported offering fellowships, scholarships or bursaries to prospective female students, and having affiliations with pro-women external organizations and networks that typically facilitate career-promoting on-campus events and activities. The implications of the foregoing are discussed, replete with a call on key stakeholder groups to more actively embrace the challenge of improving the supply of appropriately trained female talent, or top management prospects. The article examines Hannah Arendt’s analysis of ‘pan-nationalist Europeanism’ and anti-Americanism which may serve inherently problematic identity-generating functions for the European project. For Arendt, this specific form of Europeanism is often intimately linked to mobilizations of widely spread fears of global sociocultural and economic modernization, which is frequently perceived as ‘Americanization’. In addition, however, those fears may reflect self-referential politics of ‘Americanism’ abroad and also originate in ‘objective’ structural international imbalances. According to Arendt, then, Americanism on one side and Europeanism (...) on the other side of the Atlantic should be challenged as two ideologies facing, fighting and, above all, resembling each other as all seemingly opposed ideologies. In light of the current transatlantic cleavages, it is argued with Arendt that it is in the EU’s best interest to avoid binary, culturalized legitimizations of Europeanism and (anti-)Americanism. Instead, it is the eminent political task to positively resignify the EU as a new, truly post-national project and polity in its own right. Adapting and expanding Arendt’s framework, conceptual and normative implications for a self-reflexive, unique and future-oriented EU political identity and response to globalization are indicated and discussed. Human activities have become more and more internationalized in the course of recent decades and globalization is a major fact of our time. Latest changes in economics, politics and technology are not always well understood and well accepted. Many people consider globalization as detrimental since it is assumed that it destroys jobs in developed countries because of the alleged competition from low-wage countries, and that it could lead to a “standardization” of lifestyles and even cultures. Some wrongly believe (...) that given these dangers, the economic globalization should be accompanied by globalized economic policies, that actually curb freedom of trade. Our article clarifies the meaning of freedom of trade and competition, underlines the fact that there are two radically opposed approaches to integration and discusses, finally, accomplishments or projects concerning taxation, regulations, monetary integration and banking union. The topic of women and globalization raises fundamental questions on the impact of globalization on women, ethnic minorities and other socio-demographically under-represented actors in global organizations. This article seeks to integrate theories of procedural justice, psychological contracts, motivation and psychological ownership in knowledge transfer in global organizations, and the implications for women, and other under-represented actors. Our analysis concurs with current research on the need for a relativist perspective in business ethics research and one that encompasses the (...) critical processes of exchange from a cognitive perspective. Our contribution is to show that globalization is a complex process, that has different impacts on actors, an impact that can vary widely depending on, whether the actors are in a dominant situation, or as in the case of women and ethnic minorities, in a relatively socio-demographic and geo-politically under represented situation. This article assesses some of the implications of globalization for the scholarly debate on business ethics, CSR and related concepts. The argument is based, among other things, on the declining capacity of nation state institutions to regulate socially desirable corporate behavior as well as the growing corporate exposure to heterogeneous social, cultural and political values in societies globally. It is argued that these changes are shifting the corporate role towards a sphere of societal governance hitherto dominated by traditional (...) political actors. This leads to a discussion of the ambivalent results of such a process for a responsible corporate role in a globalized world. While assessing the current reception these changes have received in the management literature, the contributions of the four articles in this Special Issue are framed and evaluated. Code of Ethics and ethical decision making.This paper examines the differences in culture between a group of managers from the United States and similar group from Croatia using Hofstede''s theory of International Cultures. The study explores how these cultural dimensions may help in our understanding of the differences in reported whistleblowing. The authors then postulate four hypotheses regarding various aspects of whistleblowing. These Hypotheses were than tested using a survey administered to a sample of U.S.A. and Croatian managers. Finally, the paper discusses the findings and practical implications for contemporary managers in the international arena. (shrink)

Furthermore, many features of globalization in-and-of itselfâ "such as the fall of public man, the exterritorialization of capital, the loss of an impersonal public world to localized communities based on emotively (...) shared interestsâ "combined with the posthuman expansion of biotechnology will diminish our natural capacity to experience the self as knower and lead to an increase in global crime, sickness, accident rates and overall lack of harmony. The experience of the self comprises the unsayable secret of modern and postmodern literature and art, a secret that may soon become inaccessible if the world continues down the road of globalized infomania. The analysis of the consequences of globalization and the posthuman in this book is unique in that it will be the first to examine the interrelation between globalization, posthumanism and pure consciousness. Posthumanists define consciousness in a way that promotes the globalization of biotechnology without regard for its potential risks. This book explores the implications of the globalization of the posthuman model of consciousness. On the one hand, cognitive scientists tend to equate consciousness with subjectivity, which they associate with the thinking mind as an extension of the body, nature and culture; Eastern philosophy, on the other hand, distinguishes mind from consciousness, with mind defined as the content of consciousness. Bionic technology will have the effect of raising human metabolism and preventing the mind from settling down to the state of least excitation of consciousness. This book suggests that while conscious content is an indispensable aspect of both the human and posthuman condition, the thoughts, memories, feelings and perceptions of this content do not encompass a vital aspect of human nature attested to not only by the first-person experience of many millions of people around the world, but also by the records of both classical and modern contemplative traditions. Globalization in Malaysia has introduced the Malay Muslim population to new ethno- religious dynamics at the urban-to-urban level internationally and rural-to-urban sphere nationally. At the international level, Malay Muslims who studied abroad have returned with alternate conceptions of Islam at odds with the local version as well as fostered transnational links to outsiders that later facilitated their religious influence locally. At the national level, Malay Muslim migration to an urban economy opened to global capitalism have produced reactionary discourses and (...) attitudes by conservative Muslims desirous of countering the excesses of this economic reality. The neoliberal globalization project of expanding and maintaining capitalism globally requires the shaping of neoliberal nation-states that will entrench its ideology, political structures, and practices. In that sense, the neoliberal nation-state provides an appropriate conceptual site for investigating the local-global nexus in the dynamics of global capitalism. Using the Philippines as an example, this paper investigates the various factors or dimensions in the making of the Philippines as a neoliberal nation-state from the colonial era to the supranational structures that (...) exert external control on the Philippine political economy: the global power of transnational corporations, the IMF, American and Chinese imperialism, including the American military aid that supports militarization and counter-insurgency against movements that challenge the neoliberal agenda of the past and current regimes. This book takes up the tension between globalization and community in order to articulate a new theory of global justice. Although the process of globalization is not new, its current manifestation and consequences are. At the same time, there is a growing recognition of the importance of community, identity and belonging. These two facts have generally been understood to be fundamentally in tension, both theoretically and descriptively. This book seeks to resolve this tension, and then draw out the (...) implications for a theory of global justice and an understanding of the value and purpose of community. Importantly, the book argues, not only does an acceptance of the significance of the fact of globalization and the importance of community call for cosmopolitan duties and obligations, but it also calls into question the legitimacy and justification of the traditional nation-state. The implications of Globalization on education are multifaceted. However, roots of all these implications can be traced to the predominance of economic activity at the global level. The education and learning paradigm, around the world is under increasing pressure to meet the demands of the new knowledge and information-intensive global economy in a better way. This kind of pressure is challenging the traditional relationships between teachers and students and causing paradigm shifts in the process of learning. Especially, (...) as noted by KB Power (2002:i) ‘Higher education has undergone important paradigm shifts including the shift from teacher-centered to a student centered learning, and the replacement of the traditional practice of learning over a period of time by the concept of lifelong learning.’ Along with these there are major shifts in the modes of instructional technologies - from face to face oral instruction to print based instruction, and from Multimedia based videotapes and Television channels to E-learning systems. The present paper limits itself to the paradigm shifts in the concept of education with reference to learner. This paper sets out a view of a General Jurisprudence that is needed to underpin the institutionalised discipline of law as it becomes more cosmopolitan in the context of “globalisation”, and considers its implications. Part I restates a position on the mission and nature of the discipline of law and of the role of jurisprudence, as its theoretical part, in contributing to the health of the discipline. Part II clarifies some questions that have been raised about this conception of (...) General Jurisprudence: (i) the implications of “globalisation”; (ii) The meaning of “General Jurisprudence” in this context; (iii) The relationship between Jurisprudence, Legal Philosophy, and social scientific approaches to law; and (iv) The significance of the idea of “non-state law”. Part III illustrates through concrete examples some implications for possible agendas and issues suggested by this model within the areas roughly characterised as analytical, normative, empirical, and critical jurisprudence, including critical analysis of the assumptions and presuppositions typically underpinning mainstream work in fields such ascomparative law, public international law, religious law, and socio-legal studies. Illustrating the tensions and possibilities that the notion of the ethic of care as a democratic and citizenship issue may have in discourses of citizenship education in western states is the focus of this article. I first consider some theoretical debates on the definition of an ethic of care, especially in relation to issues of justice and (im)partiality. Then, I discuss the reconceptualization of care on the basis of two related but distinct themes: the reconciliation of justice and care, and (...) the rethinking of citizenship. Following this, I lay out some implications for citizenship education and answer the question of what learning and teaching for/about a reconceptualized ethic of care can contribute to changing current perceptions of and actions towards immigrants, refugees and asylum seekers. Pollution and overuse of resources in China have profound implications for the Chinese people and the world. Globalisation may be partly to blame for this situation, but it is hardly the only explanation. China has been overusing its resources for centuries. Traditional values appear to offer environmentally benign guidance for China's economic development, but they are largely impotent in the face of now-pervasive values manifested in Western-style consumption. Government policies go some way toward addressing this problem, but what may (...) be required is a new set of values that brings self-interest and environmental protection into common cause. The purpose of this investigation is to define the central issues of the current and future relations between the Western and Chinese civilizations through the evaluation of the myths and realities of these relations. The methodology is based on an interdisciplinary big-picture view of the world scene, driven by the global economy and civilization with an attempt to compare both civilizations according to key criteria. Among the findings are: Today China has become a “robot” of the West. Due to its (...) old culture and ability to invent important civilizational tools, China is becoming an independent developer of its own economic power, and it is very probable that it will surpass its master sooner or later. Due to its transformation to a global civilization, Western civilization has lost its Christian values and adopted new ones based on business. It is probable that the economic success of China will lead to a clash between civilizations, both grasping for access to the strategic resources. Practical implication: Society should elaborate the path to the development of wise civilization driven by a new political system, ecoism.Social implication: It is probable that if the “1%” won’t self-correct its misbehavior, a social revolution by the “99%” cannot be excluded from the current calendar ofWestern civilization. In this paper, attention will focus primarily on economic and financial aspects of the globalization debate, and on their implications for public policy. Nevertheless, these issues cannot be separated from their historical and political context. The current discussion of globalization can only be understood in relation to the development of economic and political institutions over the past century. Globalization is frequently discussed as a counterpoint to national sovereignty. It is commonly asserted that globalization has eroded (...) national sovereignty or that it has rendered borders obsolete. In particular, it is asserted that, in a globalised world economy, governments have no alternative but to adopt neoliberal economic policies of privatisation, deregulation and reductions in public expenditure. The analysis presented in this paper gives little support to the view of globalization as an exogenous force that has undermined domestic economic sovereignty. On the contrary, financial globalization is best interpreted as the international counterpart of domestic neoliberalism. Both in domestic and international policy, the swing to neoliberalism was a response to the actual and perceived failures of the post-1945 policy framework in which domestic Keynesianism and the welfare state were complemented internationally by the Bretton Woods system. The advocates of neoliberal reform have had only limited success in implementing their policy agenda, even in the English-speaking countries. The choice between continued neoliberal reform and a remodelled social democracy remains open. The direction chosen by democratic governments will ultimately depend on the relative success of competing economic and social models, rather than on an exogenous process of globalization. (shrink)

The “shrinking” of the globe in the last few centuries has made explicit that the world is a tense unity of many: the many worlds are forced to contend with one another. Nishida Kitarō, the founder of the Kyoto school, once stated that to be is to be implaced. We exist by partaking in “the socio-historical world.” More recently, Jean-luc Nancy has conceived of the world in terms of sense. What is striking in both is that the world emerges out (...) of a nothing, created ex nihilo—the phrase stripped of its theistic connotations. While for Nishida the world is ultimately implaced in the “place of absolute nothing,” Nancy speaks of the nothing that is the basis of the world’s self-creation. I will explore a possible convergence between these and any light it may shed upon our contemporary situation of globalization and its implications for praxis. I look to a sense of the nothing as a chōratic spatiality, an opening that provides space for co-being and serves as the source of creativity. In face of globalization, the project for meaning through mondialisation (in Nancy) and within a multi-cultural world (in Nishida) would imply the appropriation of such an originary spatiality. In this era of globalization, with the phenomenal growth and power of the Internet, it appears that time itself is changing very rapidly. And this change has profound implications for the developing identities of local cultures.
