This paper gives two complete and elementary proofs that if the speed of light over closed paths has a universal value c, then it is possible to synchronize clocks in such a way that the one-way speed of light is c. The first proof is an elementary version of a recent proof. Despite the idiosyncratic behavior of individuals, empirical regularities exist in social and economic systems. These regularities often arise from simple underlying mechanisms which, analogous to the natural sciences, can be expressed as universal principles or laws. In this essay, I discuss the similarities between economic and natural phenomena and argue that it is advantageous for economists to adopt methods from the natural sciences to discover “universal laws” in economic systems.

Suppose that we have a method which estimates the conditional probabilities of some unknown stochastic source and we use it to guess which of the outcomes will happen. We want to make a correct guess as often as it is possible. What estimators are good for this? In this work, we consider estimators given by a familiar notion of universal coding for stationary ergodic measures, while working in the framework of algorithmic randomness, i.e., we are particularly interested in prediction of (...) Martin-Löf random points. We outline the general theory and exhibit some counterexamples. Completing a result of Ryabko from 2009 we also show that universal probability measure in the sense of universal coding induces a universal predictor in the prequential sense. Surprisingly, this implication holds true provided the universal measure does not ascribe too low conditional probabilities to individual symbols. As an example, we show that the Prediction by Partial Matching measure satisfies this requirement with a large reserve. (shrink)

Universal human values-this is one of the most frequently encountered phrases today; we are constantly coming across it on the pages of newspapers and magazines. Its frequency creates the illusion that its content is intuitively clear, attractive, and shared by everyone. However, the various versions of what is understood by universal human values-the good, truth, beauty, freedom, or civil society, a non-nuclear world, ecological protection, pluralism, etc.-show that this is by no means the case.

Universal Grammar (UG) can be interpreted as a constraint on the form of possible grammars (hypothesis space) or as a constraint on acquisition strategies (selection procedures). In this response to Herschensohn we reiterate the position outlined in Epstein et al. (1996a, r), that in the evaluation of L2 acquisition as a UG- constrained process the former (possible grammars/ knowledge states) is critical, not the latter. Selection procedures, on the other hand, are important in that they may have a bearing on (...) development in language acquisition. We raise the possibility that differences in first and second language acquisition pertaining to both attainment of the end-state and course of development may derive from differences in selection procedures. We further suggest that for these reasons age effects in the attainment of nativelike proficiency must necessarily be separated from UG effects. (shrink)

The article informs about the international scientific conference "Universal values of religions of the world: history and modernity", which took place on October 24-25, 2019 in Kyiv.

The remarkable successes of the physical sciences have been built on highly general quantitative laws, which serve as the basis for understanding an enormous variety of specific physical systems. How far is it possible to construct universal principles in the cognitive sciences, in terms of which specific aspects of perception, memory, or decision making might be modelled? Following Shepard (e.g., ), it is argued that some universal principles may be attainable in cognitive science. Here, 2 examples are proposed: the simplicity (...) principle (which states that the cognitive system prefers patterns that provide simpler explanations of available data); and the scale‐invariance principle, which states that many cognitive phenomena are independent of the scale of relevant underlying physical variables, such as time, space, luminance, or sound pressure. This article illustrates how principles may be combined to explain specific cognitive processes by using these principles to derive SIMPLE, a formal model of memory for serial order (), and briefly mentions some extensions to models of identification and categorization. The teaching of morality is never gentle; it never droppeth from heaven like gentle rain. On the contrary, if something is to be retained in memory, it must be burned in. The origin of memory lies in pain and cruelty: "Man could never do without blood, torture and sacrifices when he felt the need to create a memory for himself" [GM 61]. Nietzsche's first, astonishing hypothesis in the Second Essay is that the origin of concepts like responsibility and conscience lies in cruelty—cruelty administered and maintained through a corporal and corporeal regime. Further, as religions are systems of cruelty, all forms of asceticism originate in the same painful place. Differences of opinion between Epstein, Flynn & Martohardjono (1996) and some commentators can be traced to different interpretations of Universal Grammar (UG) form or strategy. Potential full access to the form of linguistic universals in second language acquisition may be distinguished from access to UG strategy, but Epstein et al.'s dismissal of the Critical Age Hypothesis clouds their central argument.

What is common to all languages is notation, so Universal Grammar can be understood as a system of notational types. Given that infants acquire language, it can be assumed to arise from some a priori mental structure. Viewing language as having the two layers of calculus and protocol, we can set aside the communicative habits of speakers. Accordingly, an analysis of notation results in the three types of Identifier, Modifier and Connective. Modifiers are further interpreted as Quantifiers and Qualifiers. The (...) resulting four notational types constitute the categories of Universal Grammar. Its ontology is argued to consist in the underlying cognitive schema of Essence, Quantity, Quality and Relation. The four categories of Universal Grammar are structured as polysemous fields and are each constituted as a radial network centred on some root concept which, however, need not be lexicalized. The branches spread out along troponymic vectors and together map out all possible lexemes. The notational typology of Universal Grammar is applied in a linguistic analysis of the ‘parts of speech’ using the English language. The analysis constitutes a ‘proof of concept’ in (1) showing how the schema of Universal Grammar is capable of classifying the so-called ‘parts of speech’, (2) presenting a coherent analysis of the verb, and (3) showing how the underlying cognitive schema allows for a sub-classification of the auxiliaries. Leading Particular Baptist theologian Benjamin Keach came to prominence just as an antitrinitarian theology native to England gained a stronghold. What had previously been deemed off-limits by the Establishment became a commonplace by the end of the seventeenth century based on a strict biblicism that eschewed the extra-biblical language of trinitarian orthodoxy. As one who considered himself a strong biblicist, Keach deftly maneuvered his theological writings between what he saw as two extremes: the one that refused to consider any language (...) that moved beyond the mere words of scripture, represented by many of his General Baptist contemporaries and the other that over-emphasized the role of tradition with no eye toward biblical truth, represented by the Roman Catholics. Keach’s explication of trinitarianism demonstrated that these two extremes did not have to be seen as competing with each other. Instead, the correct understanding of the Bible included ‘the just and necessary consequences’ that could be deduced from Scripture, and the ‘universal tradition’ aided the pastor theologian in ascertaining the truth. The result, for Keach and his audience, was an ancient view of trinitarianism that offered a way of peace between the the two extremes vying for the public ear in the late seventeenth century. When no single universal model for a set of structures exists at a given cardinal, then one may ask in which models of set theory does there exist a small family which embeds the rest. We show that for λ+-graphs (λ regular) omitting cliques of some finite or uncountable cardinality, it is consistent that there are small universal families and 2λ > λ+. In particular, we get such a result for triangle-free graphs.

By examining the history of universal history from the late Middle Ages until the early nineteenth century we trace the making of the global. Early modern universal history can be seen as a response to the epistemological crisis provoked by new knowledge and experience. Traditional narratives were no longer sufficient to gain an understanding of events. America's patchwork quilt of health care coverage is coming apart at the seams. The system, such as it is, is built upon an inherently problematic base: employment. By definition, an employment-based approach, by itself, will not assure universal coverage of the entire population. If an employment-based approach is to be the centerpiece of a system that provides universal coverage, special attention must be paid to all the categories of individuals who are not employees – children, unemployed spouses or singles, the (...) unemployable ill and disabled, persons between jobs, students, retirees, the elderly. Moreover, in a purely voluntary employment-based arrangement, some employers will not provide insurance at all, and others will provide inadequate coverage, necessitating other special provisions for coverage. As a consequence, about one out of six people now has no health coverage whatsoever, and even more have inadequate coverage. All the while, the rapidly-increasing transaction costs of sustaining this grossly inadequate pluralistic system eat up sufficient funds to provide basic benefits to the entire population. The time for systematic reforms has come and gone; what is now needed is action to prevent disaster, followed by a complete rebuilding of this country's health coverage system. Although perhaps more likely to be tried than more radical, completely nationalized, ones, stepwise reforms may not go far enough to cure the significant ills of the current employment-based system. Passage of inadequate reforms, then, could well set the stage for nationalized health care in the not too distant future. (shrink)

Various axiomatic models for unsharp quantum measurements are investigated. These include effect spaces (E-spaces), effect test spaces (E-test spaces), effect algebras, and test groups. It is shown that a test group G is the universal group of an E-test space if and only if G is strongly atomistic. It follows that if G is strongly atomistic, then G is an interpolation group. We then demonstrate that if G is an interpolation group, then G is the universal group of an E-space. (...) Tarski [19] proved the important theorem that the class of representable relation algebras is equationally axiomatizable. One of the key steps in his proof is showing that the class of (isomorphs of) simple set relation algebras—that is, algebras of binary relations with a unit of the formU×Ufor some non-empty setU—is universal, i.e., is axiomatizable by a set of universal sentences. In the same paper Tarski observed that the class of (isomorphs of) relation algebras constructed from groups (so-calledgroup relation algebras) is (...) also universal.We shall abstract the essential ingredients of Tarski's method (in Corollary 2.4), and then combine them with some observations about atom structures, to establish (in Theorem 2.6) a rather general method for showing that certain classes of simple relation algebras—and, more generally, certain classes of simple algebras in a discriminator variety V—are universal, and consequently that the collections of (isomorphs of) subdirect products of algebras in such classes form subvarieties of V. As applications of the method we show that two well-known classes of simple relation algebras, those constructed from projective geometries (sometimes calledLyndon algebras) and those constructed from modular lattices with a zero (sometimes calledMaddux algebras), are universal. In the process we prove that these two classes consist precisely of all (isomorphs of) complex algebras over the respective geometries and modular lattices, provided that we choose the primitive notions of the latter structures in an appropriate fashion. This book claims that there is a negativity at the core of all social articulations that provides the basis for a universal politics. Drawing principally on the work of Slavoj Žižek, the book suggests that the social is punctured by an impossibility-an incompletion-which rather than serving as a barrier to politics, lays a foundation for shared struggle. The book thus argues for a negative universality, rooted not in a positive element (e.g., identity-based politics) but a discordant one, so that under (...) our current global capitalist system, solidarity is to be forged on the basis of social antagonism (i.e., shared experiences of exploitation and marginalization). Such a conception of shared struggle avoids the trap of both a neocolonial universalism (e.g., the rights of white men parading as universal rights) and the narrow particularism of identity-based politics. Most importantly, it foregrounds the struggles of the systematically dispossessed and excluded (the permanently unemployed, migrants, refugees, sweatshop laborers, etc.), who stand as symptom of our global capitalist order. The book compares "negative universality" with four competing contemporary versions of universalism-conservative, liberal, postcolonial, and Marxist. It also brings "negative universality" into dialogue with present-day critics of universalism-postmodernists, post-Marxists, queer theorists, decolonial pluriversalists, and new materialists. Finally, it examines what a universal politics might look like today in the context of such key global sites of struggle as climate change, the refugee crisis, the Palestinian question, Black Lives Matter, #MeToo, Political Islam, workers' struggles, the Bolivian state under Morales, the European Union, and COVID-19. We study the possible interpretation of the "universal constants" by the classification of J.-M. Lévy-Leblond. The Planck constant and the speed of light in vacuum are the most common examples of constants of this type. Using Fock’s principle of the relativity w.r.t. observation means, we show that these two constants can be viewed as manifestations of certain relativity. We also show that there is a possibility to interpret the Boltzmann constant in a similar way, and make some comments about the (...) relativistic interpretation of the constant spacetime curvature and gravitational constant G. Although the search for universal human traits is necessarily the principle focus of researchers in evolutionary psychology, the habitual reliance on undergraduate students introduces profound doubts concerning resulting data. Furthermore, the absence of relevant data from foraging societies undermines claims of cross-cultural universality in this paper and in many others.

When I first heard of the Massachusetts state legislation, two things came to mind. One of them was a piece of Canadian history little known to Americans: universal care in that country began with the Canadian provinces, gradually spreading to its federal government. Is that kind of development possible in the United States? The other was the famous 1932 phrase of Supreme Court Justice Louis Brandeis that the states are the “laboratories of democracy.” Could the Massachusetts law serve as a (...) laboratory for national universal health care? While the two questions are related, they raise different issues. The Canadian example bears on the direction and trajectory of health care reform, not on its content. Brandeis’s phrase encompasses the nature of the reforms. The Massachusetts law is encouraging on both counts, but there are reasons to be hesitant in one’s hopes. (shrink)

My recently developed Fact-Proposition-Event (FPE) Theory can help to begin the clarification of D.A. Armstrong's account of natural laws-that laws are relationships among certain universals. FPE Theory makes careful description of laws possible, distinguishing them from law propositions (or statements), law facts, and states-of-affairs with which they might be confused. Initial inspection of Armstrong's proposal forces a choice between taking a law to be a certain kind of state (an event- or state-kind) and taking it to be a determinate (...) kind of relation (a relation-kind instantiated by ordered pairs of concrete events and/or states). On both alternatives, new kinds of events and states arise (abstract ones and event-pairs, among others). (shrink)

First order formulas in a relational signature can be considered as operations on the relations of an underlying set, giving rise to multisorted algebras we call first order algebras. We present universal axioms so that an algebra satisfies the axioms iff it embeds into a first order algebra. Importantly, our argument is modular and also works for, e.g., the positive existential algebras and the quantifier-free algebras. We also explain the relationship to theories, and indicate how to add in function symbols.

Whereas the universal law formula says to choose one’s basic guiding principles (or “maxims”) on the basis of their fitness to serve as universal laws, the humanity formula says to always treat the humanity in each person as an end, and never as a means only. Commentators and critics have been puzzled by Kant’s claims that these are two alternative statements of the same basic law, and have raised various objections to Kant’s suggestion that these are the most basic formulas (...) of a fully justified human morality. This dissertation offers new readings of these two formulas, shows how, on these readings, the formulas do indeed turn out being alternative statements of the same basic moral law, and in the process responds to many of the standard objections raised against Kant’s theory. Its first chapter briefly explores the ways in which Kant draws on his philosophical predecessors such as Plato (and especially Plato’s Republic) and Jean-Jacque Rousseau. The second chapter offers a new reading of the relation between the universal law and humanity formulas by relating both of these to a third formula of Kant’s, the “Law of Nature” formula, and also to Kant’s ideas about laws in general and human nature in particular. The third chapter considers and rejects some influential recent attempts to understand Kant’s argument for the humanity formula, and offers an alternative reconstruction instead. Chapter four considers what it is to flourish as a human being in line with Kant’s basic formulas of morality, and argues that the standard readings of the humanity formula cannot properly account for its relation to Kant’s views about the highest human good. This paper sketches or signals some ideas, results, and proposals connected with the theoretical issues related to the categorial approach to language which originated from the first author and which form the basis for further research by the second author. The main aims are the following: 1) to bring into common use some Polish ideas concerned with classical categorial grammar; 2) to take into consideration a universal and simultaneously formal-logical perspective; 3) to consider Peirce's well-known differentiation of linguistic objects, i.e. (...) their twofold ontological status as tokens and types and, according to this, to consider the biaspectual formalization of language dealing with the two main orientations in the controversy between nominalism and Platonism; 4) to characterize language according to Frege's ontological canons, according to which each expression of language corresponds to its denotation. All of these factors make possible not only the syntactic characterization of language but also the introduction of syntactic and semantic definitions of a true expression and its denotation. These notions correspond here to the old classical, but not necessarily standard, understanding of semantic concepts. The paper is divided into four sections: the first contains a brief characterization of the categorial approach to syntax; the second presents two strains of this approach; the third touches on certain general semantic issues connected with the notion of truth; and the last gives some final remarks. In this paper I will analyse the conception of human rights, considering, in particular, the Universal Declaration of Human Rights (1948). Human rights, following the common-sense approach, are of course a sacred element for each individual and a necessary premise for an ethics that points to human flourishing. Here, the concept of human rights concerning the subject’s beliefs and the context in which the subject acts will be analysed. At the centre of this paper, there will be an analysis of (...) the universality of human rights. In particular, I will take in consideration the position of J. Maritain, who found in praxis – and who was aware of the horrible totalitarianisms of the twentieth century – the common ground for a definition of human rights. I will also consider, therefore, the objections addressed to the definition of human rights, and the Cairo Declaration, which stands in evident contrast with the 1948 Declaration. Furthermore, I will focus on different backgrounds of the declarations and their attempt at universality. The government of a society is responsible for the co-existence of its citizens and for the respect and protection of each individual. In this sense, civil ethics has to be based on human dignity and human rights. (shrink)
