Large-scale sequencing tests, including whole-exome and whole-genome sequencing, are rapidly moving into clinical use. Sequencing is already being used clinically to identify therapeutic opportunities for cancer patients who have run out of conventional treatment options, to help diagnose children with puzzling neurodevelopmental conditions, and to clarify appropriate drug choices and dosing in individuals. To evaluate and support clinical applications of these technologies, the National Human Genome Research Institute and National Cancer Institute have funded studies on clinical and research sequencing under (...) the Clinical Sequencing Exploratory Research program as well as studies on return of results. Most of these studies use sequencing in real-world clinical settings and collect data on both the application of sequencing and the impact of receiving genomic findings on study participants. A study in the philosophy of science, proposing a strong form of the doctrine of scientific realism' and developing its implications for issues in the philosophy of mind.

Eliminative materialism is the thesis that our common-sense conception of psychological phenomena constitutes a radically false theory, a theory so fundamentally defective that both the principles and the ontology of that theory will eventually be displaced, rather than smoothly reduced, by completed neuroscience. Our mutual understanding and even our introspection may then be reconstituted within the conceptual framework of completed neuroscience, a theory we may expect to be more powerful by far than the common-sense psychology it displaces, and more substantially (...) integrated within physical science generally. My purpose in this paper is to explore these projections, especially as they bear on (1) the principal elements of common-sense psychology: the propositional attitudes (beliefs, desires, etc.), and (2) the conception of rationality in which these elements figure. For the uninitiated, there are two major tendencies in the modeling of human cognition. The older, tradtional school believes, in essence, that full human cognition can be modeled by dividing the world up into distinct entities -- called __symbol s__-- such as “dog”, “cat”, “run”, “bite”, “happy”, “tumbleweed”, and so on, and then manipulating this vast set of symbols by a very complex and very subtle set of rules. The opposing school claims that this system, while it might be good (...) at concluding that Paris is the capital of France or that there must be blood flowing in the left-rear leg of a cow, can never capture the full measure -- indeed, the essence -- of human cognition. For them, the essential features of cognition emerge from the combined effects of myriad, tiny actions far below the surface of consciousness. This is the camp to which Paul Churchland belongs. Some anthropogenic environmental changes that produce net benefits for the current generation will also produce foreseeable net harms to future generations. Well recognized as “time-lag effects,” these changes are environmental issues with strongly differential benefits and burdens between generations. Some of the world’s largest environmental issues fall into this category, including biodiversity loss and global climate change. The intractability of these issues for Western governments is not merely a practical problem of avoiding unpopular policy options; it is a theoretical problem (...) for liberal democracy. Current conceptions of political legitimacy authorize governments to act for the benefit of their respective current citizens but not for future generations. A liberal democratic government is not authorized to enact policies for the benefit of future generations if so doing would entail unwanted constraints on the current electorate. To do so would fall beyond the jurisdiction—the legitimate scope of decision making—of government. The result is an entire category of environmental issues that is largely beyond the jurisdiction of government to resolve. These are ultra vires (beyond jurisdiction) environmental issues. To the extent that the concept of sustainability embodies intergenerational justice, then current conceptions of political legitimacy are impeding sustainability. (shrink)

The doctrine that the character of our perceptual knowledge is plastic, and can vary substantially with the theories embraced by the perceiver, has been criticized in a recent paper by Fodor. His arguments are based on certain experimental facts and theoretical approaches in cognitive psychology. My aim in this paper is threefold: to show that Fodor's views on the impenetrability of perceptual processing do not secure a theory-neutral foundation for knowledge; to show that his views on impenetrability are almost certainly (...) false; and to provide some additional arguments for, and illustrations of, the theoretical character of all observation judgments. During mammalian fertilization sperm bind to the egg's zona pellucida (ZP) after undergoing capacitation. Capacitated mouse sperm bind to mZP3 (one of three ZP glycoproteins), undergo the acrosome reaction, penetrate the ZP, and fuse with egg plasma membrane. Sperm protein 56 (sp56), a member of the C3/C4 superfamily of binding proteins, was identified nearly 20 years ago as a binding partner for mZP3 by photoaffinity cross‐linking of acrosome‐intact sperm. However, subsequent research revealed that sp56 is a component of the sperm's (...) acrosomal matrix and, for sperm with an intact acrosome, should be unavailable for binding to mZP3. Recently, this dilemma was resolved when it was recognized that some acrosomal matrix (AM) proteins, including sp56, are released to the sperm surface during capacitation. This may explain why uncapacitated mammalian sperm are unable to bind to the unfertilized egg ZP. (shrink)

Actions are mental events that typically cause bodily motions. This is strongly suggested by the semantics of causative constructions, like ‘She raised her hand’, which require event analyses. Objections to this view can be rebutted, while a range of intuitions about the individuation of actions are preserved, given the right conception of actions and action sentences.

This fresh approach to complex philosophical subjects will be an interesting supplement to courses in philosophy.

How can a speaker can explain that P without explaining the fact that P, or explain the fact that P without explaining that P, even when it is true (and so a fact) that P? Or in formal mode: what is the semantic contribution of 'explain' such that 'She explained that P' can be true, while 'She explained the fact that P' is false (or vice versa), even when 'P' is true? The proposed answer is that 'explained' is a semantically (...) monadic predicate, satisfied by events of explaining. But 'the fact that P' (a determiner phrase) and 'that P' (a complementizer phrase) get associated with different thematic roles, corresponding to the distinction between a thing explained and the content of a speech act. Author of pioneering analyses of white supremacy’s role in American capitalism, proponent of armed self-defence among African-Americans, and anti-colonial intellectual, Harrison played a central role in the development of Black politics in the United States. I will prostrate and bow.—ŚāntidēvaCharles Dickens's A Christmas Carol is one of the greatest tales of human redemption known in the Western world. As a child I heard it read aloud every (...) Christmas, and there was always a thrilling magic to rehearing the story of Scrooge's moving spiritual transformation. Yet, the story raises an important spiritual question: Scrooge is a new man on Christmas day, but what about after that? We often vow to be better people and fail. Why is this? A Christmas Carol is, of course, pure fantasy—a deeply heartwarming fantasy that bears repeated hearings—but it nonetheless does raise a real question about how spiritual enlightenment is actually achieved.I still appreciate A Christmas Carol as much as I did when I was a child, but as I have grown older, and after having encountered Buddhist philosophy, I have also begun to contemplate the story of Scrooge's spiritual transformation in a new light. The Buddhist notion of karma entails that, even if we are deeply moved now to change our ways for the better, the unexamined patterns of thought that underpinned our past actions retain a latent force in our mind stream that can influence us unexpectedly. If we are not observant of these patterns of thought, we are likely to repeat the kinds of actions we have performed in the past. Because the force of karma can be very strong, "overnight" spiritual and moral transformations are comparatively rare. On a Buddhist reading, the end of A Christmas Carol is where the spiritual journey for Scrooge actually begins.This underestimation of the force of karma on Dickens's part was, of course, a necessary case of artistic license, but is somewhat conspicuous given that a realization of the law of karma plays a critical (albeit unnamed) role in the story of Scrooge's putative enlightenment. Scrooge's transformation begins with a visit from the ghost [End Page 25] of his deceased business partner, Jacob Marley, a man who was as miserly and selfish as Scrooge himself. Marley's ghost is weighed down by a heavy chain, which represents his regret for having lived such a greedy and shortsighted life. "I wear the chain I forged in life. I made it link by link, yard by yard: I girded it on my own free will, and of my own free will I wore it."1 He warns that Scrooge will be visited by three spirits whose lessons he must heed in order to redeem himself. "Without their visits," Marley declares, "you cannot hope to shun the path I tread."2 Upon Marley's departure we are then treated to a Dickensian image of the Buddhist "lower realms." Scrooge looks out the window into the cold night air and sees a swarm of unfortunate ghostly forms, suffering and encumbered by heavy chains of remorse: "The air was filled with phantoms, wandering hither and thither in restless haste, and moaning as they went.... The misery with them all was, clearly, that they sought to interfere, for good, in human matters, and had lost this power for ever."3 Later, Scrooge's nephew Fred makes this pithy karmic observation: "Scrooge's offences carry their own punishment.... Who suffers by his ill whims? Himself, always."4Throughout the remainder of the night Scrooge is visited sequentially by the three spirits representing the Christmases past, present, and future, who, like helpful bodhisattvas, show him scenes from his life in order to awaken him to a realization of the law of karma. By the Ghost of Christmas Past Scrooge is presented with painful images of his childhood suffering as well as the kindness shown to him by others in the past, and learns how the present direction of his life has been shaped by these experiences. Upon Brexit, the United Kingdom chose to follow the path of EU data protection and remain tied to the requirements of the General Data Protection Regulation (GDPR). It even enacted the GDPR into its domestic law. This Article evaluates five models relating to preference change, demonstrating how they identify different dimensions of Brexit while providing a rich explanation of why a legal system may or may not reject an established transnational legal order. While market forces and a “Brussels Effect” played (...) the most significant role in the decision of the UK government to accept the GDPR, important nonmarket factors were also present in this choice. This Article’s models of preference change are also useful in thinking about the likely extent of the UK’s future divergence from EU data protection. (shrink)

The scale and variety of acts of religious intolerance evident in so many countries today are of enormous contemporary concern. This 2005 study attempts a thorough and systematic treatment of both Universal and European practice. The standards applicable to freedom of religion are subjected to a detailed critique, and their development and implementation within the UN is distinguished from that within Strasbourg, in order to discern trends and obstacles to their advancement and to highlight the rationale for any apparent departures (...) between the two systems. This dual focus also demonstrates the acute need for the European Court to heed the warnings from various patterns of violation throughout the world illustrated by the Human Rights Committee and the Special Rapporteur on freedom of religion or belief. This paper explores the claim made by Thomas Aquinas in Summa Theologiae, I, q. 1, a. 3 that ‘sacred doctrine’ is ‘scientific.’ After reviewing some of the key historical commentators on the question, I propose an examination of Thomas' treatment of the gift of prophecy as providing an important clue into discerning more clearly his evolution from an Aristotelian understanding of knowledge or ‘science’ to a fuller sense of the term scientia as used by Thomas. Chief among these is a (...) clue into how Thomas resolves the difficulty between necessity and history. His treatment of prophecy in the Summa Theologiae gives one a glimpse into how Thomas is a historical thinker, despite weighty authorities such as Etienne Gilson arguing otherwise. Closer attention to prophecy permits one to rethink Thomas' account of sacred doctrine in Question One and appreciate how pivotal the fact of divine revelation having been made to prophets in history is for its ‘scientific’ character.
