In July 2017, China’s State Council released the country’s strategy for developing artificial intelligence, entitled ‘New Generation Artificial Intelligence Development Plan’. This strategy outlined China’s aims to become the world leader in AI by 2030, to monetise AI into a trillion-yuan industry, and to emerge as the driving force in defining ethical norms and standards for AI. Several reports have analysed specific aspects of China’s AI policies or have assessed the country’s technical capabilities. Instead, in this article, we focus on (...) the socio-political background and policy debates that are shaping China’s AI strategy. In particular, we analyse the main strategic areas in which China is investing in AI and the concurrent ethical debates that are delimiting its use. By focusing on the policy backdrop, we seek to provide a more comprehensive and critical understanding of China’s AI policy by bringing together debates and analyses of a wide array of policy documents. To address the rising concern that algorithmic decision-making may reinforce discriminatory biases, researchers have proposed many notions of fairness and corresponding mathematical formalizations. Each of these notions is often presented as a one-size-fits-all, absolute condition; however, in reality, the practical and ethical trade-offs are unavoidable and more complex. We introduce a new approach that considers fairness—not as a binary, absolute mathematical condition—but rather, as a relational notion in comparison to alternative decisionmaking processes. Using US mortgage lending as an example use (...) case, we discuss the ethical foundations of each definition of fairness and demonstrate that our proposed methodology more closely captures the ethical trade-offs of the decision-maker, as well as forcing a more explicit representation of which values and objectives are prioritised. Uno dei principali problemi nello studio della mente e della sua "collocazione" consiste nell'identificazione del corretto Livello di Astrazione a cui le varie descrizioni fenomeniche e le corrispondenti ipotesi esplicative possono essere sviluppate e confrontate. L'articolo contribuisce all'attuale dibattito metodologico in filosofia della mente analizzando due nozioni fondative, quella di modello e quella di simulazione, sulla base del concetto di Livello di Astrazione. L'ambito è quello del Metodo delle Astrazioni, proposto in Floridi e Sanders [2003]. Il Metodo delle Astrazioni si (...) basa su una particolare branca dell'informatica teorica, quella dei Metodi Formali (Roever e Engelhardt [1998]; Woodcock e Davies [1996]), dove la matematica discreta è utilizzata per descrivere analiticamente le specifiche del comportamento di sistemi che elaborano informazioni. I sistemi sono descritti in termini di osservabili e regole di transizione, cioè come sistemi di transizione. Le descrizioni comportano l'utilizzo di variabili che rappresentano osservabili nella realtà, astraendo da altri eventuali osservabili. L'idea di fondo del Metodo delle Astrazioni è che tale processo di filtraggio sia ineliminabile in qualsiasi accesso alla realtà. Il tentativo di sondare un sistema in maggiore profondità produce una maggiore astrazione delle teorie e degli oggetti teorici che descrivono tale sistema. Il Metodo delle Astrazioni si presenta quindi come uno strumento per organizzare e chiarificare le varie teorie che intendono fornire una spiegazione della realtà o della conoscenza. La principale tesi dell'articolo è che "modello" e "simulazione" non possano essere pensati come nozioni a sé stanti, ma che la loro natura possa essere chiarita nei termini di tipi di relazioni tra sistemi di transizione. Nello specifico, si argomenta che la relazione di simulazione è una relazione tra gli osservabili di sistemi di transizione, mentre il modello è una relazione tra le regole di transizione di questi sistemi. Dati questi due nuovi tipi di relazioni, è possibile arricchire con ulteriori strutture di analisi il Metodo delle Astrazioni, estendendo la sua applicabilità. In 2022, the Brazilian Armed Forces reaffirmed an old interventionist ideology that marked the history of the Republic of Brazil. The text seeks to show that such military ideology does not find a pretext in the history of modern political ideas. Thomas Hobbes (1588-1679), at first, and then Benjamin Constant (1767-1830), two ideologists who shaped today's understanding of the State, understand representative institutions in disagreement with any non-submission of the FFAA to Political Power. Information plays a major role in any moral action. ICT have revolutionized the life of information, from its production and management to its consumption, thus deeply affecting our moral lives. Amid the many issues they have raised, a very serious one, discussed in this paper, is labelled the tragedy of the Good Will. This is represented by the increasing pressure that ICT and their deluge of information are putting on any agent who would like to act morally, when informed about (...) actual or potential evils, but who also lacks the resources to do much about them. In the paper, it is argued that the tragedy may be at least mitigated, if not solved, by seeking to re-establish some equilibrium, through ICT themselves, between what agents know about the world and what they can do to improve it. El ensayo contrasta dos grandes posturas ante el fenómeno omnipresente de la técnica, en estricta relación con las concepciones profundas de lo racional y lo natural que le subyacen. Ortega por un lado, y Adorno, Horkheimer y Marcuse por otro, son excelentes ejemplos de visiones muy diferentes pero complementarias, que además conjugan aspectos antropológicos, históricos y políticos de gran importancia para ofrecer una panorámica global en este campo, sin reduccionismo alguno, y ayudar así a repensar nuestro presente.

Chromatin‐bound proteins underlie several fundamental cellular functions, such as control of gene expression and the faithful transmission of genetic and epigenetic information. Components of the chromatin proteome (the “chromatome”) are essential in human life, and mutations in chromatin‐bound proteins are frequently drivers of human diseases, such as cancer. Proteomic characterization of chromatin and de novo identification of chromatin interactors could, thus, reveal important and perhaps unexpected players implicated in human physiology and disease. Recently, intensive research efforts have focused on developing (...) strategies to characterize the chromatome composition. In this review, we provide an overview of the dynamic composition of the chromatome, highlight the importance of its alterations as a driving force in human disease (and particularly in cancer), and discuss the different approaches to systematically characterize the chromatin‐bound proteome in a global manner. The text presents two ways of understanding the history within the Dialectic of Enlightenment. The first, allegorically constructed, has the function of denouncing the contradictions of the present. The second, on the other hand, has an understanding of the history, but as a critique of progress. In the first conception, the history conforms to a portrait of the present; in the second, the history tenses with its paralysis. Both cases, however, serve the political plan of clarifying the clarification.

The modern abundance and prominence of data have led to the development of “data science” as a new field of enquiry, along with a body of epistemological reflections upon its foundations, methods, and consequences. This article provides a systematic analysis and critical review of significant open problems and debates in the epistemology of data science. We propose a partition of the epistemology of data science into the following five domains: (i) the constitution of data science; (ii) the kind of enquiry (...) that it identifies; (iii) the kinds of knowledge that data science generates; (iv) the nature and epistemological significance of “black box” problems; and (v) the relationship between data science and the philosophy of science more generally. This Guide provides an ambitious state-of-the-art survey of the fundamental themes, problems, arguments and theories constituting the philosophy of computing.

The aim of this article is to clarify the critical role of Hegel's early logic, through an assessment of the dialectical process of sublation [Aufhebung] of the determinations of finite thinking at stake within its exposition. I want to show that the dialectical-critical work of logic has a speculative meaning for Hegel, thereby displaying the inward correspondence between critical and speculative aspects of philosophical activity. By pointing out the evidence from fragmentary texts on logic relating to Hegel's teaching activity in (...) 1801–1802, I will first put into question the idea of an introductory role of logic. In so doing I challenge a widespread reading which argues for the presence of a sharp separation between critical logic and speculative metaphysics. I will then focus on the texts on logic in the 1804–1805 Reinschrift, reading them as the worksite wherein the dawning form of a full-fledged dialectical logic is first prepared and elaborated. More generally, if this paves the way for establishing a continuity between Hegel's early and mature logic and his concept of dialectic, it is also paramount for understanding how the activity of systematic philosophy in the mature version of the system essentially constitutes an ongoing work on the forms of the finite. Can knowledge provide its own justification? This sceptical challenge - known as the problem of the criterion - is one of the major issues in the history of epistemology, and this volume provides its first comprehensive study, in a span of time that goes from Sextus Empiricus to Quine. After an essential introduction to the notions of knowledge and of philosophy of knowledge, the book provides a detailed reconstruction of the history of the problem. There follows a conceptual analysis of (...) its logical features, and a comparative examination of a phenomenology of solutions that have been suggested in the course of the history of philosophy in order to overcome it, from Descartes to Popper. This article reports the findings of AI4People, an Atomium—EISMD initiative designed to lay the foundations for a “Good AI Society”. We introduce the core opportunities and risks of AI for society; present a synthesis of five ethical principles that should undergird its development and adoption; and offer 20 concrete recommendations—to assess, to develop, to incentivise, and to support good AI—which in some cases may be undertaken directly by national or supranational policy makers, while in others may be led by other (...) stakeholders. If adopted, these recommendations would serve as a firm foundation for the establishment of a Good AI Society. (shrink)

In this paper we propose an approach to multi-source belief revision where the trust or credibility assigned to informant agents can be revised. In our proposal, the credibility of each informant represented as a strict partial order among informant agents, will be maintained in a repository called credibility base. Upon arrival of new information concerning the credibility of its peers, an agent will be capable of revising this strict partial order, changing the trust assigned to its peers accordingly. Our goal (...) is to formalize a set of change operators over the credibility base: expansion, contraction, prioritized, and non-prioritized revision. These operators will provide the capability of dynamically modifying the credibility of informants considering the reliability of the information. This dynamics will reflect a new perception of trust assigned to the informant, or extend the set of informants by admitting the addition of new informant agents. (shrink)

Artificial agents (AAs), particularly but not only those in Cyberspace, extend the class of entities that can be involved in moral situations. For they can be conceived of as moral patients (as entities that can be acted upon for good or evil) and also as moral agents (as entities that can perform actions, again for good or evil). In this paper, we clarify the concept of agent and go on to separate the concerns of morality and responsibility of agents (most (...) interestingly for us, of AAs). We conclude that there is substantial and important scope, particularly in Computer Ethics, for the concept of moral agent not necessarily exhibiting free will, mental states or responsibility. This complements the more traditional approach, common at least since Montaigne and Descartes, which considers whether or not (artificial) agents have mental states, feelings, emotions and so on. By focussing directly on mind-less morality we are able to avoid that question and also many of the concerns of Artificial Intelligence. A vital component in our approach is the Method of Abstraction for analysing the level of abstraction (LoA) at which an agent is considered to act. The LoA is determined by the way in which one chooses to describe, analyse and discuss a system and its context. The Method of Abstraction is explained in terms of an interface or set of features or observables at a given LoA. Agenthood, and in particular moral agenthood, depends on a LoA. Our guidelines for agenthood are: interactivity (response to stimulus by change of state), autonomy (ability to change state without stimulus) and adaptability (ability to change the transition rules by which state is changed) at a given LoA. Morality may be thought of as a threshold defined on the observables in the interface determining the LoA under consideration. An agent is morally good if its actions all respect that threshold; and it is morally evil if some action violates it. That view is particularly informative when the agent constitutes a software or digital system, and the observables are numerical. Finally we review the consequences for Computer Ethics of our approach. In conclusion, this approach facilitates the discussion of the morality of agents not only in Cyberspace but also in the biosphere, where animals can be considered moral agents without their having to display free will, emotions or mental states, and in social contexts, where systems like organizations can play the role of moral agents. This study examines how multinational corporations (MNCs) from the retail sector deal with four challenges they face when adopting Corporate Social Responsibility (CSR) policies: the challenge of developing well-performing CSR projects and programs, building competitive advantages based on CSR, responding to local stakeholder issues in the host countries and learning from different CSR experiences on a worldwide basis. Based on in-depth case studies of two globally leading retail MNCs (with strong operations in Latin America), the concept of Transverse CSR Management (...) emerged. Transverse CSR Management is defined as a distinctive form of organizational configuration that crosses different functional areas, country operations, and the boundaries of the firm. In particular, this article makes three main contributions: (1) we identify four central challenges faced by MNC managers when developing their CSR strategies; (2) we propose the concept of Transverse CSR Management to face these central challenges (together, at the same time) and identify its key elements (top management, external stakeholders, functional areas, and country subsidiaries); and (3) we propose four mechanisms (hierarchical, relational, cultural, and collaborative) through which the concept of Transverse CSR Management can be implemented by practicing managers. This study provides valuable insights for MNC managers in headquarters and subsidiaries on the issues they need to address in order to successfully deal with the four CSR-related challenges. This paper contributes to the current debate on the nature of semantic information by offering a semantic argument in favour of the veridical thesis according to which p counts as information only if p is true. In the course of the analysis, the paper reviews some basic principles and requirements for any theory of semantic information.

Starting from sociological perspectives on complexity, we show how the social capital of boards and owners networks affects the implied cost of capital of companies listed on Brazilian stock exchange. We specifically show arguments and evidence that the effect of the relational resources found in the direct, indirect, and heterogeneous board’s ties reduces the cost of capital while relational resources embedded in shareholder networks increase the cost of capital. Our results show that while the increase in the relational resources of (...) the board reduces the implied cost of capital, an increase in these shared resources in the ownership relationships of the firm increases the cost of financial capital. The idea of artificial intelligence for social good is gaining traction within information societies in general and the AI community in particular. It has the potential to tackle social problems through the development of AI-based solutions. Yet, to date, there is only limited understanding of what makes AI socially good in theory, what counts as AI4SG in practice, and how to reproduce its initial successes in terms of policies. This article addresses this gap by identifying seven ethical factors that are (...) essential for future AI4SG initiatives. The analysis is supported by 27 case examples of AI4SG projects. Some of these factors are almost entirely novel to AI, while the significance of other factors is heightened by the use of AI. From each of these factors, corresponding best practices are formulated which, subject to context and balance, may serve as preliminary guidelines to ensure that well-designed AI is more likely to serve the social good. This paper substitutes a structural hermeneutics for the sequential approach to the Tractatus and its manuscript, which leaves the manuscript completely unexplained. All the pieces come together only if we recognise that Wittgenstein's book is a hierarchical object that was composed following a top-down strategy. Therefore, we realise that the “summary on scattered sheets” represents the perspicuous version of the manuscript, the correlations with the Notebooks become obvious and the “supplements” can be reconstructed. A correct dating of the composition allows (...) us to understand how it was possible, without digital technologies except from an ingenious application of the decimal system, to achieve this formal masterpiece. Modern digital technologies—from web-based services to Artificial Intelligence (AI) solutions—increasingly affect the daily lives of billions of people. Such innovation brings huge opportunities, but also concerns about design, development, and deployment of digital technologies. This article identifies and discusses five clusters of risk in the international debate about digital ethics: ethics shopping; ethics bluewashing; ethics lobbying; ethics dumping; and ethics shirking.
