The study of international relations owes a great deal to political philosophy. Many of the central analogies and concepts in international relations derive from prominent philosophical traditions. Here, I focus on three areas in which political philosophy has made an important impact on international relations theory: anarchy and political order, democracy, and justice. In international relations, three philosophers occupy centre stage when discussing these ideas: Hobbes, Kant and Rawls. Isaiah Berlin is a classic name in political theory, but does he have anything to teach us about international relations? In the Cold War he was a realist disciple of the containment doctrine, indeed a more hawkish container than his friend George Kennan, at least until he saw what was happening in Vietnam. In the aftermath of the Cold War, confronted with an outburst of resurgent nationalism, he seemed more like a utopian idealist, dreaming with Herder of a (...) world of cultural harmony. But that dream is undermined by his own value pluralism, which points towards something more rigorous and interesting, a case for liberal internationalism in tension with its realist rival. From a value-pluralist point of view, realism tends towards moral monism, and liberal internationalism is normatively the more balanced view. However, liberals should still take seriously the central realist insight that security is an especially important value in the anarchic international context. (shrink)

The question I wish to raise, which in my opinion is fundamental, concerns the conception Mr. Blanshard has of what, in his words, he is "trying to do in his philosophizing." Wittgenstein declared, in emphatic disagreement with many philosophers, that philosophical problems "are, of course, not empirical problems," which implies that philosophical views are not factual, not accounts of the existence or nature of things and occurrences. And this conception, which is so evidently in collision with Mr. Blanshard's, seems to (...) me correct. There are various ways of supporting it, as regards the doctrine that all relations are internal, but I call attention to one consideration which seems to me to carry great weight: that the metaphysician who holds this view cannot cite any conceivable case of things being externally related. The relations with which everyone is familiar are all alike counted as internal: no relation which we can bring forward would be accepted as constituting a counter instance. Nor can anyone who holds the view that all relations are internal describe a relation which he could count as being external. For in addition to such relations as north of and a mile from, what could be cited? A philosopher who declares that north of penetrates the being of its terms, and thus is as much an internal relation as entails, debars himself from saying what it would be like for things to be externally related. This shows that his view has, in principle, no falsification. For this reason I shall suppose that the proposition, "All things are internally related," is put forward as a priori, since it has what is the most characteristic feature of an a priori proposition, namely, that one cannot say what a confuting instance would be like. The following comments will be in part directed toward showing that the view that things are internally related is not about how things are related, but primarily the comments will be directed toward bringing out the linguistic character of the view. Since the terrorist attacks of September 11, 2001, the concept of 'evil' has enjoyed renewed popularity in both international political rhetoric and scholarly writing. World leaders, politicians, and intellectuals have increasingly turned to 'evil' to describe the very worst humanitarian atrocities that continue to mark international affairs. However, precisely what 'evil' actually entails is not well understood. Little consensus exists as to what 'evil' is, how it is manifested in the international sphere, and what we ought to (...) do about it. With this in mind, this work seeks to ascertain precisely what is meant by 'evil' when it is used to describe actors and events in international politics. Focusing on the history of evil in western secular and religious thought, it reintroduces a classical understanding of evil as the means according to which we seek to understand otherwise meaningless human suffering. In this article, I examine Cavell’s understanding and deployment of the categories of ‘evil’ and the ‘monstrous’ in The Claim of Reason. Arguing that these notions cannot be understood apart from Cavell’s reliance on the notion of an ‘internal relation,’ I trace this notion to its Wittgensteinian roots. Ultimately, I show that Cavell’s view of evil allows us to navigate between two horns of a classic dilemma in thinking about evil: it allows us to see evil as neither a privation (...) nor as a positive force with supra-human potency. This book tries to answer two key questions. The first is why certain periods are more prone to war than others. The other is why certain wars that involve polar powers end with their territorial expansion whereas other wars end in their contraction or maintaining their territorial status. In conclusion, it is asked whether the polarity of the system affects these two outcomes, and if so, how.

The general aim of this paper is to elucidate Kant's juridical understanding of the duty not to lie and to situate it within his account of ‘The right of a state’ and of ‘The right of nations’. The first section will introduce the distinction Kant draws between two senses in which a liar can be said to wrong another, namely, ‘materially’ and ‘formally’. The second section will be devoted to clarifying what Kant means by a ‘formal wrong’ (or a ‘wrong (...) in general’), by focusing on his use of this concept in the context of international relations. The third section will examine why a liar can be said to always do wrong ‘formally’. And the fourth section will show that what holds for individuals also holds for states in their mutual relationships: they are never to deceive one another, not even when innocent lives are at stake, because doing so would ‘subvert the right of human beings as such.'. The History of the Peloponnesian War of Thucydides is usually seen as an archetypal statement of power politics. Thucydides is regarded as a political realist who asserts that the pursuit of moral principles does not enter the world of international affairs. The article shows that, on the contrary, we find in Thucydides' work a complex theory. He supports neither extreme realism, in which morality is denied, nor utopian idealism which overlooks the aspect of power in international relations. (...) Recently there has been an upsurge in interest concerning the relationship between religion and international relations. Much of this has been expressed as if the relationship between these was entirely new. In contrast, this paper involves the argument that it is not so much a question of religion returning but rather why it is that students of international relations have neglected the connection since the Peace of Westphalia. This neglect has largely occurred because of the primacy (...) given to changes and events in the West, particularly since the formal separation of church and state and its imposition on or emulation by Eastern societies. The recent concern with globalization has provided the opportunity to undertake historical dis­cussion in new perspectives which overcome the Western “normality” of the absence of religion in the Realpolitik perspective. Moreover, it is argued that much of the neglect of religion in work on world affairs has largely been the product of the inaccurate and ideologically motivated perception of ongoing secularization. The overall discussion is framed by some objections to the limiting consequences of disciplinarity, particularly the way in which both IR and sociology were rhetorically constituted. (shrink)
