It is often claimed both that forgiveness is elective and that forgiveness is something that we do for reasons. However, there is a tension between these two central claims about the nature of forgiveness. If forgiving is something one does for reasons, then, at least sometimes, those reasons may generate a requirement to forgive or withhold forgiveness. While not strictly inconsistent with electivity, the idea of required forgiveness strikes some as antithetical to the spirit of the concept. They argue that (...) forgiveness is essentially elective. In this paper, I dispute these arguments. I argue that the intuitive plausibility of the position diminishes upon reflection and that the best arguments fail to explain why reasons to forgive, unlike most other reasons for action, cannot generate requirements. It is widely accepted that electoral representative democracy is better—along a number of different normative dimensions—than any other alternative lawmaking political arrangement. It is not typically seen as much of a competition: it is also widely accepted that the only legitimate alternative to electoral representative democracy is some form of direct democracy, but direct democracy—we are told—would lead to bad policy. This article makes the case that there is a legitimate alternative system—one that uses lotteries, not elections, to select political (...) officials— that would be better than electoral representative democracy. Twelve years ago the British media got wind of a London gynecologist who performed an elective reduction on a twin pregnancy reducing it to a singleton. Perhaps not surprisingly, opinion on the moral status of twin reductions was divided. But in the last few years new evidence regarding the medical risks of twin pregnancies has emerged, suggesting that twin reductions are relevantly similar to the reductions performed on high‐end multi‐fetal pregnancies. This evidence has appeared to resolve the moral debate.In this (...) paper I look at the role of clinical evidence in medical ethics. In particular I examine the role of clinical evidence in determining what counts as a significant harm or risk. First, I challenge the extent to which these empirical claims are descriptive, suggesting instead that the evidence is to some degree normative in character. Second, I question whether such empirical claims should count as evidence for what are essentially difficult ethical decisions – a role they appear to play in the case of elective reductions. I will argue that they should not, primarily because the value‐laden nature of this evidence conceals much of what is ethically at stake. It is important to recognize that empirical evidence cannot be a substitute for ethical deliberation. (shrink)

This paper examines the idea that forgiveness requires, either for its existence or for its justification, the meeting of moral and epistemic conditions which show that resentment is no longer warranted. I argue that this idea results in over-intellectualizing and over-moralizing forgiveness, and in failing to accommodate its elective nature. I sketch an alternative account, which appeals to the differences between emotions and beliefs, and the idea that we have more rational optionality with respect to emotions.

This book discusses the relevance of philosophy courses within the undergraduate curriculum as integral to the self-formation that is at the heart of a liberal education. The objective is to provide a historically layered view of what it can still mean to study for its own sake. The elective university classroom is important because the course of study is chosen out of personal interest and enthusiasm, as opposed to being primarily governed by predetermined disciplinary objectives. It engages the student's mind (...) directly and freely, and counters the overly specialized minds favoured by the contemporary university as well as the commodification of its degrees. The discussion builds on the distinction put forward by Raymond Williams between a dominant culture (in this case, university study as contributing to research and/or marketable degrees) and alternative and/or oppositional cultures that have both residual and emergent dimensions. The elective stream of university study is treated as alternative and oppositional to the dominant culture. The elective university classroom is examined as a combination of a classroom, students, texts, and professors. Each element is explored in terms of its alternative/residual significance as illustrated through the history of philosophy: the classroom and students through the life and death of Socrates; texts through the origins of the university in medieval scholasticism; the professor in the Humboldtian reform of the university at the beginning of the nineteenth century in Berlin. Without drastic adjustment, this system cannot last much longer," writes Van Reybrouck. "If you look at the decline in voter turnout and party membership, and at the way politicians are held in contempt, if you look at how difficult it is to form governments, how little they can do and how harshly they are punished for it, if you look at how quickly populism, technocracy and anti-parliamentarianism are rising, if you look at how more and more citizens are longing for (...) participation and how quickly that desire can tip over into frustration, then you realize we are up to our necks." Not so very long ago, the great battles of democracy were fought for the right to vote. Now, Van Reybrouck writes, "it's all about the right to speak, but in essence it's the same battle, the battle for political emancipation and for democratic participation. We must decolonize democracy. We must democratize democracy." As history, Van Reybrouck makes the compelling argument that modern democracy was designed as much to preserve the rights of the powerful and keep the masses in line, as to give the populace a voice. As change-agent, Against Elections makes the argument that there are forms of government, what he terms sortitive or deliberative democracy, that are beginning to be practiced around the world, and can be the remedy we seek. In Iceland, for example, deliberative democracy was used to write the new constitution. A group of people were chosen by lot, educated in the subject at hand, and then were able to decide what was best, arguably, far better than politicians would have. A fascinating, and workable idea has led to a timely book to remind us that our system of government is a flexible instrument, one that the people have the power to change. (shrink)

National Baha’i elections, conducted world-wide without nominations, competitive campaigns, or parties, challenge the emerging consensus that the only truly democratic elections are multiparty elections in which each party’s candidates compete freely for votes. National Baha’i electoral institutions are based on three core values: respect for the inherent dignity of each person, the unity and solidarity of persons collectively, and the justice and fairness of institutions. While liberal political philosophy interprets respect for dignity exclusively in terms of equality and freedom, the (...) Baha’i model interprets dignity to require respect for the equality, freedom, and nobility of each person. The perfectionist focus on nobility helps explain the distinct features of national Baha’i elections and, in particular, the ban on campaigning. In light of ongoing concerns about the character of the electoral process in actually existing democracies, further research into Baha’i elections and their philosophical foundations provides a promising basis for rethinking widely held liberal assumptions about how democratic elections must be conducted. In the United Kingdom, a number of National Health Service Clinical Commissioning Groups have proposed controversial measures to restrict elective surgery for patients who either smoke or are obese. Whilst the nature of these measures varies between NHS authorities, typically, patients above a certain Body Mass Index and smokers are required to lose weight and quit smoking prior to being considered eligible for elective surgery. Patients will be supported and monitored throughout this mandatory period to ensure their clinical needs are (...) appropriately met. Controversy regarding such measures has primarily centred on the perceived unfairness of targeting certain health states and lifestyle choices to save public money. Concerns have also been raised in response to rhetoric from certain NHS authorities, which may be taken to imply that such measures punitively hold people responsible for behaviours affecting their health states, or simply for being in a particular health state. In this paper, we examine the various elective surgery rationing measures presented by NHS authorities. We argue that, where obesity and smoking have significant implications for elective surgical outcomes, bearing on effectiveness, the rationing of this surgery can be justified on prognostic grounds. It is permissible to aim to maximise the benefit provided by limited resources, especially for interventions that are not urgently required. However, we identify gaps in the empirical evidence needed to conclusively demonstrate these prognostic grounds, particularly for obese patients. Furthermore, we argue that appeals to personal responsibility, both in the prospective and retrospective sense, are insufficient in justifying this particular policy. Given the strength of an alternative justification grounded in clinical effectiveness, rhetoric from NHS authorities should avoid explicit statements, which suggest that personal responsibility is the key justificatory basis of proposed rationing measures. Purpose This study investigates the incidence of ethical violations in the Ghanaian press which has become topical in the wake of misinformation in a charged political atmosphere. Public interest institutions have questioned the unprofessional conduct of journalists covering election campaigns in recent years. This study content analysed political stories from two leading Ghanaian newspapers (Daily Graphic and Daily Guide) to determine the nature and extent of ethical violations, and to examine the level of prominence accorded to political news stories by (...) the two dailies. Design/methodology/approach This paper relied on qualitative content analysis for data gathering and analysis. A total of 387 political news items published between 1 October and 30 November 2020, were analysed. Findings This study found infractions of various nature to Article 1 of the Ghana Journalists Association (GJA) codes of ethics, chief among which is the deliberate publications of news stories without cross-checking facts. Other infractions to Articles 17, 11, 6 and 5 of the GJA codes of ethics were observed. Political news coverage favours the governing New Patriotic Party (NPP) and the main opposition National Democratic Congress (NDC) than any other parties, with the two parties (NPP-NDC) given greater prominence and salience by the Ghanaian press. Originality/value The research makes a modest contribution to the growing concern of journalism ethics in an increasing ecology of fake news. (shrink)

Two of the most influential arguments in favour of the permissibility of abortion were put forward in the latter half of the twentieth century by Judith Jarvis Thomson and Mary Anne Warren. The implications of these arguments for unwilling putative fathers have largely not been considered. Some have argued that Thomson's defence of abortion might allow a man under certain circumstances to terminate his parental responsibilities and rights. To my knowledge, nobody has considered the implications of Warren's argument for men. (...) I will consider the implications of both arguments for men. I will argue that if they are successful defences of abortion then they are also successful in justifying a male counterpart to abortion which I label ‘elective abandonment’. I will not be defending or attacking these arguments as defences of abortion, but will defend the claim that they apply as well to elective abandonment as they do to abortion. (shrink)

Elective Affinities: Musical Essays on the History of Aesthetic Theory collects a selection of Lydia Goehr's recent essays. In them she traces “a history of attraction and reaction … of music to philosophy, drama, birdsong, crime, film, and nationhood” . Goehr examines the ways that philosophers, the ideas that they present, and works of art display “elective affinities”. Her procedure is like that of an art historian who presents parallel slides to reveal visual affinities, even between artists who themselves were (...) unaware of each other. Her analyses are erudite, lucid, and always suggestive, but what I found most admirable in Elective Affinities is Goehr's extraordinarily brave experimentation with a novel form of philosophy-writing, the adumbration of which is the focus of this review. Her book is strange enough to be genuinely magnificent and lastingly influential. (shrink)

Multi-winner elections, for example, the election of members to a committee, are now quite common, and include the interesting subclass of elections with a variable number of winners, or VNW elections. In VNW elections, voters determine how many winners there are, as well as which candidates win. Common VNW elections include elections to bestow honorary status, such as enshrinement in a hall of fame, and elections to determine a shortlist of, say, job candidates for interviews. Such elections are VNW elections (...) whenever the number of winners is not specified in advance. Multi-winner elections are often conducted by adapting standard procedures for single-winner elections. Approval balloting is particularly appropriate for multi-winner elections, as every ballot, and the set of winners, are subsets of the set of all candidates. Many methods of counting approval ballots appropriate to VNW elections are reviewed and illustrated, and their properties—desirable and undesirable—discussed. (shrink)

The European election which took place on June 17, 1984 must be seen in a more national than European context. Compared with previous general elections, the turn-out was generally lower and individual candidates polled a larger number of votes. Ought the Christian Democrats and Liberals, who make up the ruling coalition, be pleased about their respective results? A careful approach is required to answer that question. For the country as a whole, thefour governing parties lost 2.45 % of their share (...) of the vote in relation to the 1981 general election. This cannot be seen either as a massive repudiation or as a very satisfactory result. After two and a half years in power, this can be regarded as an average performance. However, if one takes a closer look at it, the result cannot be said as being very satisfying. In Flanders, the Liberals suffered a severe setback whereas the level of support for the Christian Democrats was only fractionally higher than in 1981. Between them, the two governing parties lost 6.72 % of the votes. In Brussels, the four ruling parties gained 9.89 %. This is partly due to two factors: the votes polled by Mr. Nols and, more importantly, the fact that no UDRT candidate stood in the election. It is not at all certain that a similar result would be recorded at a general election. Finally, in Wallonia, the two governing parties put up a good fight and gained 1.37 % of the votes whereas the Socialists and the Green movement made gains not because the ruling parties suffered a defeat but because of the considerable losses both by the Communist Party and by the nationalist parties. This paper examines questions concerning elective ventilation, contextualised within English law and policy. It presents the general debate with reference both to the Exeter Protocol on elective ventilation, and the considerable developments in legal principle since the time that that protocol was declared to be unlawful. I distinguish different aspects of what might be labelled elective ventilation policies under the following four headings: ‘basic elective ventilation’; ‘epistemically complex elective ventilation’; ‘practically complex elective ventilation’; and ‘epistemically and practically complex elective ventilation’. (...) I give a legal analysis of each. In concluding remarks on their potential practical viability, I emphasise the importance not just of ascertaining the legal and ethical acceptability of these and other forms of elective ventilation, but also of assessing their professional and political acceptability. This importance relates both to the successful implementation of the individual practices, and to guarding against possible harmful effects in the wider efforts to increase the rates of posthumous organ donation. In this essay I consider whether the political perspective of third wave science studies – ‘elective modernism’ – offers a suitable framework for understanding the policy-making contributions that ethical experts might make. The question arises as a consequence of the fact that I have taken inspiration from the third wave in order to develop an account of ethical expertise. I offer a précis of this work and a brief summary of elective modernism before considering their relation. The view I set (...) out suggests that elective modernism is a political philosophy and that although its use in relation to the use of scientific expertise in political and policy-making process has implications for the role of ethical expertise it does not, in the final analysis, provide an account that is appropriate for this latter form of specialist expertise. Nevertheless, it is an informative perspective, and one that can help us make sense of the political uses of ethical expertise. (shrink)

Electoral control refers to attempts by an election's organizer to influence the outcome by adding/deleting/partitioning voters or candidates. The important paper of Bartholdi, Tovey, and Trick [1] that introduces control proposes computational complexity as a means of resisting control attempts: Look for election systems where the chair's task in seeking control is itself computationally infeasible.We introduce and study a method of combining two or more candidate-anonymous election schemes in such a way that the combined scheme possesses all the resistances to (...) control possessed by any of its constituents: It combines their strengths. From this and new resistance constructions, we prove for the first time that there exists a neutral, anonymous election scheme that is resistant to all twenty standard types of electoral control. The 2024 U.S. election will shape the future of global health policy, with crucial implications for continuing U.S. leadership in global health. The United States has long played a critical role in global health governance, through multilateral institutions under the United Nations (UN) and bilateral assistance to advance U.S. priorities. However, political shifts have challenged U.S. engagement in global health, with the politicization of global health policy threatening global governance under the World Health Organization (WHO) and dividing global health support (...) across political parties. This political polarization in global health proved catastrophic in the COVID-19 pandemic response and influential in the 2020 Presidential Elections. With the United States again seeking to advance global health policy, the 2024 Elections present a clear contrast in global health visions across U.S. political parties – with sweeping impacts on global governance, health funding, sexual and reproductive health, corporate regulations, tax equity, humanitarian challenges, and climate change. The future of U.S. leadership in global health hangs in the balance of this election, raising an imperative for candidates to highlight their global health positions and for voters to consider the global health implications. The majority of women who freeze their eggs for non-medical or social reasons, commonly referred to as elective egg freezing (EEF), do not eventually utilize their frozen eggs. This would result in an accumulated surplus of unused frozen eggs in fertility clinics worldwide, which represents a promising source of donation to infertile women undergoing IVF treatment. Rigorous and comprehensive counseling is needed, because the process of donating one’s unused surplus frozen eggs involves complex decision-making. Prospective EEF donors can be broadly (...) categorized into those who have achieved motherhood and those who remained childless and have given up on motherhood aspirations. A two-step systematic counseling protocol is proposed. Firstly, it is imperative to verify and ensure that these women do not want to conceive any children with their surplus frozen eggs before proceeding with further counseling and signing of consent forms. Secondly, various motivating and dissuading factors in the donation of unused surplus frozen eggs should then be comprehensively discussed with egg freezers to facilitate informed decision-making. Key motivating factors for donation include reciprocity in wanting to share the joys of motherhood among egg freezers who already have children, goodwill to help others in need, and avoiding the wastage of surplus frozen eggs after expending so much money, time, and effort. Key dissuading factors include fear of accidental incest between natural and unknown donor-conceived offspring, as well as apprehension of unexpected future contact with unknown donor-conceived offspring due to either donor anonymity being abolished in their jurisdiction or widespread consumer DNA testing. Concern with elective-death decisions usually focuses on individuals' competence and understanding of their situations and prospects. If problematic influences on individuals are considered, they almost invariably have to do with matters such as depression and the effects of medication. Too little attention is paid to how individuals, as subjects, are products of both external cultural and social influences on them, and of internal efforts and needs that determine their subjectivity.

The elections for the provincial councils of the 8th of November 1981 show the same tendencies as the parliamentary elections, held at the same time. The liberals had a general progress, the socialists kept their positions and the christian democrats were subject to severe decline. Whereas the Flemish nationalist Volksunie regained his strength of the pre-Egmont period, the French and Walloon federalist parties lost a considerable part of their electorate. This however does not represent by itself the care of the (...) regional asymmetric electoral behaviour; it is rather the fact that in Flanders there was only one loosing party, where in the other regions more than one party had a considerable decline. This article is devoted to the study of the nature of the influence of elections on the risks of revolutionary destabilization. The authors study different approaches to estimating the probability of revolutionary events in an election year. Different types of revolutionary events are distinguished within the framework of the level of political violence. The primary reasons for the activation of the politically active part of the population, both in autocracies and in transitional political regimes, are identified, including the factionalization of (...) elites, the activation of "sleeping" institutions, the growth of political competence among individuals, the consolidation of the prodemocratic opposition and its institutionalization, electoral fraud and other manifestations of unfair political competition, greater emotional involvement of the population in political processes, and so on. The findings support the conclusion that elections promote peaceful revolutionary episodes and reduce the likelihood of armed uprisings. The novelty of the study lies in the fact that the influence of elections on the risks of revolutionary destabilization is considered in the regime context. The authors explore how elections affect violent or non-violent revolutionary actions in certain political regimes, according to Jack A. Goldstone's typology (full autocracies, partial autocracies, factional democracies, partial democracies and full democracies). The authors conclude that holding elections reduces the risks of armed revolutionary destabilization in all types of regimes, except for factional democracies. On the other hand, unarmed revolutionary action is more likely in an election year - in all regime types except full democracies. At the same time, holding elections primarily increases the risks of unarmed revolutionary uprisings in intermediate regimes / anocracies. However, even among anocracies, factional democracies stand out, where in the election year the risks of unarmed (as well as armed) revolutionary episodes increase significantly more than in partial autocracies and in partial non-factional democracies. At the same time, for consolidated democracies, holding elections is a factor that inhibits rather than provokes revolutionary destabilization. In full autocracies, the risk of unarmed revolutionary action increases in an election year, but not as much as in intermediate regimes. (shrink)

Not simply because this idea refers to an entirely other body of texts, that of the Biblical tradition, but more radically since it commands another modality of thought which must at once suspend and pursue philosophical concepts to the point where they express themselves otherwise than according to the rationality of their own deployment. In truth, the idea (...) of ?election? calls thus for a redefinition of the rapport between singularity and universality, one no longer structured and circumscribed by ?truth?, but rather inspired by a novel and irreducible modality of ?justice?. A ?justice? which opens to the possibility for an ?ethics?, not as ?communicative dialogue?, ?mutual recognition? or a series of established and rationally grounded laws, but a ?place? of incessant and irresolute, non-intentional and unconditional exposition to the Other. The parliamentary election of 10 March 1974 was marked by a great steadiness of the electorate. The vote movements, which could nevertheless be observed, consisted, on the one part, in an advance of the Christian Democrats in Flanders and in Wallonia and, on the other part, in a generalized receding of the community parties. The backward move wasrather obvious for the FDF in Brussels, less evident for the RassemblementWallon and the slightest for the Volksunie. The Socialists gained ground in Wallonia (...) but receded in Flanders, whereas an inverse situation characterized the Liberal lists.It appears rather clearly that the personality of the candidates played a large part in this election. Same well-known candidates scored a great number of votes.Although the Belgian electorate very largely confirmed its choice of 1971, it seems that the community problems failed to catch the voter's attention as they had in the past ; moreover a certain return to the traditional political families could be observed under the influence of the economical, social and ethical problems. This article analyses the results recorded in Belgium in connection with the election of 10 june 1979 for the European Parliament. A first fact that should be brought under the attention is undoubtedly the decrease in the turnout at the poll, in spite of the legal obligation to vote, as well as the considerable augmentation of blank and void votes. One in five of the Belgian electors did not express his opinion. The results in the Walloon part of the country (...) reveal a setback of the Left, votes having swung especially from the Socialists, although also from the Christian Democrat Party to the Enveronmentalists, the «Rassemblement Wallon» and in a less degree to the Liberals. In the Flemish cantons, the great winner was the Flemish Christian Democrat Party, partly thanks to Mr. Tindemans' personal success. The Socialists succeeded in interrupting the downward move, started several years before, but the Liberals receded as did the nationalist parties. The Environmentalists are progressing. In Brussels, the Liberals are strongly moving forward as are the Flemish Christian Democrats, whereas the French-speaking Socialists, Christian emocrats, Regionalists and the Flemish Nationalist parties are losing ground.The election which did not stir much interest was marked by a «personalisation» of the votes, a phenomenon most spectacularly illustrated by Mr. Tindemans who obtained more than one million preference votes, viz. nearly 30 % of the valid votes in the Dutch-language constituency. This article is a summary of the results of the parliamentary election held on 17th December 1978. The balloting came in the wake of an early dissolution of the legislative bodies elected in 1977.The main feature of the election is that voters largely confirmed the 1977 voting patterns and that the new bodies wilt be very similar to the former ones.The only really significant trend is the falling off of Volksunie and the ahead movement of Flemish liberals. A second characteristic, (...) together with an increased number of blank or spoilt ballot papers, is a slight breakthrough of new or minor lists of candidates, e.g. the Democratiec Union for Respect of Work, an anti-tax party, and a number of «green» lists.It came rather as a surprise that the Flemish Christian Democrats lost some ground, as public opinion polls and political observers had forecast a gain.It seems that the Flemish liberal promises for tax cuts attracted CVP voters to some extent, resulting in that party not fully cashing in on the Volksunie drop.In the Walloon region the balloting was characterized by a Socialist loss, and a gain by Christian Democrats.The Chambers elected in 1978 are constituent bodies. For the time being it cannot be said whether they will be in a position to achieve pacification between the Flemish and French-speaking communities andto put an end to the long controversy concerning devolution which has been prevailing on the Belgian political scene for many years. On june 13th, the Belgian voters had to choose their representatives in four assemblies: the European Parliament, the Chamber of Representatives, the Senate, and the Regional Council of either the Flemish, the Walloon or the Brussels Capital regions accordingly.Thus these elections made it possible to measure possible differences in the results a same list obtained in the different polls. These differences could be observed for some lists, but not for all and were essentially due to the personality of certain candidates (...) rather than to a political will to differentiate, with the exception perhaps of the Ecologists, who traditionally perform better in European elections.These elections also saw an increased use of computer based voting: some 44 % of the registered voters had to express their choice via a computer screen. As a consequence one observed a sensitive drop in "blank and spoilt" ballots.The elections have been characterized by several phenomena. First, there was a marked decline, amounting to some 10 % of the votes, in the support for the parties of the outgoing majority: christian democrats and socialists. In losing each somewhat less than 5 %, they have both hit their historical low and together no langer hold a simpte majority in Parliament.The liberal family bas become the largest in Belgium, which had never accured since the introduction of the single vote system. This first position was conquered more through the decline in the results of the socialists and the christian democrats than via a true advance of the liberals. Though the Flemish component of the liberals progressed by 1.14 %, the French-speaking wing receded by 0.13 %.The overall winners of the elections are the ecologists who on the whole climb from 8. 44 % to 14.36 %. This progression is ho wever proportionately much more marked for the French-speaking component than for the Flemish part. Ecolo bas become the thirdmost important party of Wallonia and the second one in Brussels, whereas Agalev remains the fifth party in Flanders.The extremist parties have had diverging results. The extreme left remains altogether very marginal in Belgium, whereas the extreme right appears to be a typically Flemish phenomenon. Indeed, the Vlaams Blok increases its share of votes by 3.12 % and with 15.31 % has become the third party in Flanders and thereby even surpasses somewhat the result obtained by the VN.V in 1939.The French-speaking extreme right suffered a decline due among others to internal divisions and only stands for 4.09 % in Wallonia and 4 % in Brussels. As a consequence of these results the composition of the assemblies has changed drastically. To constitute a government holding a simpte majority in the Chamber of Representatives, one needs at least three political families or two families and the support of another party. In the Flemish parliament, one needs either a three party coalition, but necessarily comprising the CVP, or a four party coalition to obtain a majority. In the Walloon parliament, a two party coalition is only possible if the PS participates.In Brussels, the Vlaams Blok, although passing from 2 to 4 seats, bas not succeeded in paralysing the functioning of the institutions as this party didn't obtain the majority in the Flemish group.Opinion polls held before the elections had forecast the direction in which votes would shift, but not the extent. The dioxine crisis bas reinforced this shift and has undoubtedly accentuated the progression of the ecologist lists. (shrink)

Organized after an almost complete term of office, but the end of which was marked by the resurgence of the community-linked problems and by the departure of the Ministers of the Volksunie, the parliamentary elections of 24th November 1991 will remain characterized by the punishment inflicted by apart of the voters, not only on the majority's parties, but also on the traditional parties as a whole.The opposition of the dissatisfied voters did not show itself either in a reduced participation to (...) the vote, a rather normal phenomenon in a country where voting is compulsory, or in a rise of the blank and spoilt ba/lot papers. The 1991 figures are, in these respects, very similar to the average figures of the last thirty years.The opposition was first characterized by high variations in the choice of the voters, which dit not, however, exceed the size of the movements noticed at previous elections. The rate of external mobility, as computed by us, is ranked fifth among the 22 levels that have been counted since universal suffrage has been introduced in Belgium. In 1991, this rate was the highest in Brussels, which is traditional, but it was also considerably higher in Flanders than in the Walloon Region, which quite seldom happens.Then, the opposition found expression in a setback for the Jour ruling parties.This set back amounted to about 8% and even 10% if account is taken of the Volksunie which was part of the Government until the very last weeks before the dissolution of the Houses of Parliament. Such a setback for an outgoing majority is not exceptional; a more unusual phenomenon lies in the f act that this decline was not profitable, on the whole, to the third traditional "family", i.e. the Liberals. As a result of this simultaneous setback for the three traditional families, these total only about 70% of the valid votes, which is the worst result of the whole Belgian electoral history.The political formations that are progressing are the Ecologists, on the one hand, and the far-right lists, on the other hand. Ecolo improves its results considerably in the Walloon Region and in Brussels, without however reaching the level obtained at the 1989 European elections, while Agalev only registers a slight progress.On the contrary, the winner of the elections in the Flemish Region, is unquestionablythe Vlaams Blok, as well as the "Rossem" lists that draw some 5% of the angry voters.If the far-left trend has almost disappeared from the Belgian political scene, the far-right parties, on the contrary, are making a breakthrough on it. The current made up by the Vlaams Blok and the openly far-right lists wins a bit less than 8% of the votes in the whole country. It is likely, however, that those who voted for the Vlaams Blok do not all adhere to the far-right ideas, but that some of them are attracted by the Flemish autonomist stands. The real electoral power of the far-right parties can then be assessed at 6 to 7%, which is much more than in 1987, hut does not make a record in comparison with other European countries.The votes of opponents without any clear political orientation, the bulk of which is won by the "Rossem" lists, amount to some 3%, which is new for Belgium.In a country where voting is optional, many of these voters would probably have stayed at home.This being so, and as f ar as these concepts still remain meaningful, the Belgian electoral pendulum shifted some 5% towards the right, at the expense of the left for more than 3% and the centre for a bit less than 2%.As far as the Parliament is concerned, the situation is clear in the Walloon Region and in the French-speaking Community where the Socialist Party, by far the most important party, is almost inevitable. It is however much more vague on the Flemish side, where the CVP's setback and the dispersion of the polical farces make several types of coalitions possible. (shrink)

Organized only two years after the previous genera! elections, the 1987 poll, characterized by a great stability of the electorale, wilt probably have a deep political impact on the country's future.If the rate of external mobility suitably gauges the extent of the citizens' shifts in votes, the 1987 elections will have ranged among the four most stable general elections out of the twenty-two that have taken place since universal suffrage has been introduced. And yet, because of the decline of the (...) outgoing coalition, on the one hand, which is mainly due to the loss suffered by the CVP, and because of the change of majority within the Walloon Regional Council and the French-speaking Community Council, on the other, the political situation appears very different after the 13th December 1987 elections. The observer can only be struck by the asymmetrical behaviour of the voters in the northern and southern parts of the country. In Flanders, the main party is on the decline white all other parties are winning votes.However, everything seems to show that the motivation of the voters who did not vote twice for the same party in 1985 and 1987, but who, as we said, are not very numerous, was an economic and social motivationrather than a language or community-related one. The gains of Agalev, the PVV and the SP in the face of the Volksunie's status quo cannot be explained otherwise. The gains of the Vlaams Blok, notably in Antwerp, are probably due to social rather than community-linked motivations too. In the W alloon Region, on the contrary, the main party is registering an obvious gain, white the other parties are declining or stagnating. In this case, the motivations seem to be numerous : they have a social and economic background on the part of voters who trusted the main opposition party, but they are also community linked and inspired by considerations that have to do with the relationships between the Walloon and Flemish people in the Belgian State under transformation.The political prospects then appear uncertain. This is even more true that two other elections are to take place in the next eighteen months.These concern the opposite levels of the elected Assemblies: the municipal Council and the European Parliament. The Parliamentary Elections of 17 April 1977 revealed a great stability of the body of electors and largely confirmed the result of the communal elections of 1976. On the 393 seats in Parliament, only 38 went to another political family.Nevertheless, this stability does not exclude movements; in this context should be noted the severe set-back of the «Rassemblement Wallon» which looses nearly half of its voters. lts defeat principally benefits the Liberals and the Christian Democrats and, to a lesser extent, (...) the Socialists. In the Flemish region, the Socialists strengthen their position, whereas the Christian Democrats gain ground. Unexpected is the Liberals's setback. The «Volksunie» slightly recedes.In Brussels, PDF is undeniably successful and even exceeds its 1971 result. Communists are losing ground all over the country.In these elections which have been characterized by rather limited vote variations, the «communal tickets» recede, on the whole, to the benefit of the traditional parties which received a serious blow in 1971, but showed signs of a recovery as soon as 1974. I know much less about those sons of Aeneas, the Romans, whose mother was Venus (so legend and Lucretius tell us), but with whom, for all that, I have never fallen so much in love as I have with the Greeks. In speaking of elections among the Greeks I shall be concerned with their ideas about principles, mainly as those ideas are recorded by Plato and Aristotle, rather than with (...) the methods which actually they used: in other words, I shall attempt an analysis of the general political thinking that lay behind their behaviour, rather than a description of the working of their particular electoral systems. Elective ventilation (EV) is ventilation applied, not in the interest of patients, but in order to secure transplantable organs. It carries with it a small risk that patients who would otherwise have died will survive in a persistent vegetative state. Is EV ever justifiable? We argue: (1) The only thing which can justify exposing patients to risk not taken for their benefit is their consent, and we cannot rely on implied consent or third party consent in the case of EV. (...) Thus, absent explicit consent of patients, EV is not justifiable. (2) It is not clear that explicit consent should be sought, or where it is offered honoured, given the potential EV has for deterring organ donors and causing stress to staff and families. (shrink)

One year ago I entitled my review of Japanese elections . Candidates running against the establishment were defeating candidates who had until recently appeared unbeatable. Most notably, outsider candidates were defeating ainori (supported by all major parties) candidates in gubernatorial elections. A prime example of an outsider candidate defeating the establishment was Prime Minister Koizumi, who defeated the LDP establishment to win the leadership of the LDP. Koizumi's election and subsequent popularity appears to have dampened the trend. Most notably, a (...) well-qualified challenger failed to unseat the incumbent in the Shizuoka gubernatorial election. Once Koizumi's popularity faded, however, the trend in favour of outsiders reappeared. Given an attractive alternative, establishment candidates continue to find themselves in trouble. Since 2012-2013 academic years, elective courses have been added to the weekly course schedules. Within the religion, morality/ ethic and values group in the elective courses, Hz. Muhammad's Life, Koran and Basic Religious Knowledge (I-II) coursesare also included. This research was conducted on 413 students in five different schools affiliated to Kırıkkale Provincial Directorate of National Education in the academic year of 2017-2018 that is aiming to determine students' evaluations on subjects in the context of the course contents, textbooks and (...) teacher competences of elective religious courses. In this study, survey model and questionnaire technique were used in the study. According to the results of the research; Students who choose elective religion courses learn accurate information about religion. The sub subjects/ contents in elective religion course are given daily necessities of the students. There isn’t the effect of the friends on students’ choice of these classes. Also, there isn’t the effect of the headmaster and guidance teachers on students’ choice of these classes. But, there is also the effect of the parents on students’ choice of these classes. Elective religious lesson books are not prepared well. The textbook in elective courses doesn’t include enough activities / exercises. But the textbooks in elective religion courses have got enough pictures, photographs and tables. Training materials are not used in the courses. The teachers of these courses are adequate that is thought by the students. But on the other hand, it has been determined that the classes are crowded in the Qur'an courses so that there is not enough time left for the students. (shrink)

Few recent developments in information technology have been as hyped as blockchain, the first implementation of which was the cryptocurrency Bitcoin. Such hype furnishes ample reason to be skeptical about the promise of blockchain implementations, but I contend that there’s something to the hype. In particular, I think that certain blockchain implementations, in the right material, social, and political conditions, constitute excellent bases for common knowledge. As a case study, I focus on trust in election outcomes, where the ledger records (...) not financial transactions but vote tallies. I argue that blockchain implementations could foster warranted trust in vote tallies and thereby trust in the democratic process. Finally, I argue that if the promise of blockchain implementations as democratic infrastructure is to be realized, then democracies first need to ensure that these material, social, and political conditions obtain. This article examines the linguistic construction of textual messages in the use of blogs and Twitter in the Nigerian 2007 electoral cycle comprising the April 2007 general elections and rerun elections in April, May, and August 2009. A qualitative approach of discourse analysis is used to present a variety of discursive acts that blogging and microblogging afford social media users during the electoral cycle. The data are culled from 245 blog posts and 923 tweets. The thesis of the study is (...) that citizens’ access to social media electronically empowers the electorates to be actively involved in democratic governance. Electronic empowerment is a direct result of access to social media (and mobile telephony) by more citizens who constitute the electorates. This encourages more public discussions about politics and makes the democratic process more dynamic than in the pre—social media era. An analysis of the data shows that there is a dialectical relationship between social media discourse and the process of political empowerment. (shrink)

Context. Social media platforms such as Facebook and Twitter carry a big load of people’s opinions about politics and leaders, which makes them a good source of information for researchers to exploit different tasks that include election predictions. Objective. Identify, categorize, and present a comprehensive overview of the approaches, techniques, and tools used in election predictions on Twitter. Method. Conducted a systematic mapping study on election predictions on Twitter and provided empirical evidence for the work published between January 2010 and (...) January 2021. Results. This research identified 787 studies related to election predictions on Twitter. 98 primary studies were selected after defining and implementing several inclusion/exclusion criteria. The results show that most of the studies implemented sentiment analysis followed by volume-based and social network analysis approaches. The majority of the studies employed supervised learning techniques, subsequently, lexicon-based approach SA, volume-based, and unsupervised learning. Besides this, 18 types of dictionaries were identified. Elections of 28 countries were analyzed, mainly USA and Indian elections. Furthermore, the results revealed that 50% of the primary studies used English tweets. The demographic data showed that academic organizations and conference venues are the most active. Conclusion. The evolution of the work published in the past 11 years shows that most of the studies employed SA. The implementation of SNA techniques is lower as compared to SA. Appropriate political labelled datasets are not available, especially in languages other than English. Deep learning needs to be employed in this domain to get better predictions. (shrink)

The history of the Nicaraguan Revolution has received considerable analytical attention. Typically, the successful overthrow of the Somoza regime in the late 1970s is associated with the Frente Sandinista de Liberación Nacional, a Marxist/socialist inspired vanguard group. While the role Christians played in the revolution is often acknowledged as a significant one, in part because many Sandinista cadres were Christian revolutionaries, little attention has been paid to the degree to which Sandinismo, as a unique perspective on socialism, shares elective affinities (...) with liberation theology, a prophetic expression of Christianity. This manuscript sets out to explore the relationship between liberation theology and Sandinismo-as-socialism. It starts by considering the perspective of Christian revolutionaries on this relationship. It then identifies the electives affinities between the aforementioned cultural frameworks, and it evaluates the Nicaraguan Revolution in light of these elective affinities. The latter evaluation includes exploring the connection between Saint Paul and what it means to be a Sandinista revolutionary. (shrink)

The demand for organs prompted the first use of elective ventilation in the UK in the 1990s. Recently the shortfall in supply of organs has once again prompted calls for elective ventilation to be instituted even in patients who are not brain dead. This paper proposes that the term ‘elective’ ventilation is a misnomer and the term non-therapeutic ventilation (NTV) should be used instead. It is further argued that the practice of NTV in cases of severe stroke is unethical and (...) has the potential of causing a variety of harms to the patient, their relatives, the healthcare professionals working in transplant teams and this may result in a backlash of reductions in the number of organ donations. Browne, Gillett and Tweeddale propose that the use of non‐therapeutic elective ventilation (EV) to secure transplantable organs is ethically indefensible. Their argument centres around several propositions: that explicit patient consent for EV is essential, but since it is not included in the consent process for donation from the patient, using it constitutes assault; that inferring consent for EV from the consent to donate itself is ethically and logically indefensible; and that explicit consent from next‐of‐kin should neither be sought nor honoured (...) in view of the stress EV may cause to staff and families. This article examines their reasoning and suggests that it is fatally flawed. It argues further that in most cases of donation, not using EV may itself be unethical. (shrink)

Next SectionIn just forty years, the United States has witnessed the transition in the understanding of the practice of elective abortion from that of a heinous act to that of the most common surgical procedure performed on young women. That transition was facilitated first by a set of ideas which became practices which became habitual and determinative of character and, when taken together, contributed to a tectonic shift in culture. The ideas are to be found in a set of claims—liberty (...) claims and equality claims—that elevate the will of the individual against the structures of the real world. The practices grew out of and were nourished in a matrix fashioned in the sexual revolution made effective by technological and medical advances. The practices, having been made habitual, altered the understanding of sexual activity and recast the understanding of marriage and its ends. This article delineates the defining elements that wrought such a transformation in culture. It will suggest that without a radical retransformation this culture, which has embraced the killing of the hidden vulnerable, carries the seeds of its own destruction. And it will present a response from the perspective of a woman who is by profession a philosopher and who is, by God’s grace, a Roman Catholic. (shrink)

Using a large panel of elections in 44 countries, we show that national elections affect CSR in contrasting ways. We posit and find that in strong institutional environments CSR engagement responds negatively to uncertainty and decreases during election periods relative to non-election periods. However, in the context of institutional weakness, characterized by incomplete and captured national institutions, we find that CSR engagement increases in electoral periods, consistent with rent-seeking behavior. In response to foreign interference in elections, warlike language is understandable. As a hostile violation of sovereignty, election meddling fits one technical description of an invasion. However, just war theory, the most influential source of objective guidance for the ethical prosecution of wars, and the philosophical heart of international law concerning war, offers a sobering rejoinder. The general elections of november 1981 in Belgium showed the second most important change in party-vote since 1945. The non-voting is in the three regions slightly superior to the nonvoting at the 1978 elections, but considerably lower than the non-voting for the European Parliament.In contrast with the results of the public opinion polls, the number of blank and spoilt ballot papers shows a rather sharp decline compared with 1978. For the country taken as a whole, these votes totalled about 5 (...) % less than at the time of the European election.The election trends are very much alike in the three regions of the country : a considerable loss by the Christian Democrats, a quasi status quo for the Socialists, a gain by the Liberals and the UDRT-RAD, a Communist loss, a very heavy defeat by the French-speaking nationalist parties contrasting with the ahead movement of the Volksunie, this being the only «reversed» trend according to the regions, and at last a significant breakthrough of the «green» lists.The parties of the outgoing coalition have been «punished» by the electorate; together they lost 10.11 % of the valid votes. Organized for the third time, the elections for the European Parliament at direct universal suffrage, in June 1989, had the following main characteristics: a still weak turnout, a progress for the socialist parties in most countries, a rather distinct rise of the Environmentalists and an indisputable rise of some far-right parties.In Belgium, the results cannot be compared exclusively with those of the 1984 European election. They must be seen in the continuation of the 1985 and 1987 general elections.Then, the (...) main characteristics are as follows : a near disappearance of the farleft lists associated with the absence of communist lists, a very marked rise of the Environmentalists, stronger in the Walloon Region than in Flanders, a progress for the Christian lists, especially for the C.V.P. in the Flemish districts, a setback for the Flemisch Socialists and a progress for the French-speaking Socialists in comparison with the 1984 poll. This progress, however, was not important enough as to enable them to regain their 1987 level. The Liberals are experiencing a setback compared with 1987 in the three regions of the country and, as far as the P.R.L. is concerned, even in comparison with 1984 and 1985.The Volksunie is suffering a serious setback, that is certainly benefitting to the Vlaams Blok, which, however, is also attracting voters from different political origins on issues similar to those of the far right.The analysis also contains a comparison between the results of the European election and those of the election for the Council of the Brussels-Capital Region, in a set of three districts where the voters were exactly the same. Proponents of the duty to vote (DTV) argue that in normal circumstances, citizens have the moral duty to vote in political elections. Discussions about DTV analyze _what_ the duty is, _who_ has this duty, _when_ they have it, and _why_ they have it. Missing are answers to the Specification Question: to _which_ elections does DTV apply? A dilemma arises for some supporters of DTV—in this paper, I focus on Julia Maskivker’s work—because either answer is problematic. First, I argue that it (...) is implausible that DTV applies to _all_ elections because this makes the duty too costly for the voter. Second, I argue that there are no good reasons why under normal circumstances DTV applies only to _some_ elections. I consider objections but conclude that the dilemma is successful and therefore the case for DTV is incomplete. (shrink)

Contrary to Aubert's claim, my paper on election predictions does not seek to draw empirical conclusions from mathematical premisses alone. The empirical premiss, approximated by the continuity assumption, is that sufficiently small changes in the predicted vote will cause only small changes in the actual vote. The technical criticisms by ?fsti and ?sterberg of the reaction function are answered by specifying the function's domain. Other criticisms are also answered, and the reply concludes by placing the election prediction theorem in the (...) context of other theorizing about human expectations and outguessing phenomena. This article examines the way Heidegger’s account of the unique spiritual mission of the German people is haunted by certain conceptions of the election of Israel. I argue that Heidegger’s political ontology is informed by three conceptions of the mission of Israel: biblical salvation history, kabbalistic panentheism, and Germany literary Hebraism. To link these disparate historical phenomena to Heidegger’s account of the mission of being German, I develop a methodological approach for understanding Heidegger’s “free use of the national” that accounts (...) for the way it binds different sources into a new figure that is haunted by the spirit of Israel.
