This volume consists of original essays by academic leaders and scholars connected to Clark Kerr’s life and work. He was arguably America’s most significant higher education thinker and public policy analyst in the last 50 years of the 20th century and renowned globally. However, little thoughtful attention has been devoted to assessing the whole of his work. Some commentators misunderstand the man as well as his ideas. The California Master Plan for Higher Education of 1960 was one of (...) his famous undertakings, as was his part in shaping the multi-campus University of California towards global eminence. He coined the word “multiversity” to describe what he called the “uses” of the university, but began to think it had become much too “multi”. Some of his most important work was as director of the Carnegie Commission on Higher Education and the Carnegie Council on Policy Studies in Higher Education, which laid the foundation for sophisticated policy-making. The contributors honor the achievements of a remarkable man and provide portraits of him, but of equal importance are their critical discussions of the sources of his thinking, his attempts to balance access and merit in mass higher education circumstances, the policy issues that he confronted and the success of their resolution. For many of the contributors, Kerr’s work is the starting point for understanding policy issues in varying regional and national contexts. This book explores the emergence of the modern higher education sector in the independent Irish state. The author traces its origins from the traditional universities, technical schools and teacher training colleges at the start of the twentieth century, cataloguing its development into the complex, multi-layered and diverse system of the early twenty-first century. This book sketches the history of higher education, in parallel with the development of science. Its goal is to draw attention to the historical tensions between the aims of higher education and those of science, in the hope of contributing to improving the contemporary university. A helpful tool in analyzing these intellectual and social tensions is Karl Popper's philosophy of science demarcating science and its social context. Popper defines a society that encourages criticism as "open," and argues (...) convincingly that an open society is the most appropriate one for the growth of science. A "closed society," on the other hand, is a tribal and dogmatic society. Despite being the universal home of science today, the university, as an institution that is thousands of years old, carries traces of different past cultural, social, and educational traditions. Institutions of higher education in the United States are remarkably diverse in their educational purposes, their organizational structure, and their architectural styles. But underlying all this diversity are two distinct historical models: the decentralized British "collegiate" model of university education, and the centralized Germanic university model. Early American higher education grew out of the British collegiate tradition and emphasized the comprehensive development of students' intellect and character, while the Germanic university tradition, introduced in the late 1800s, shifted the (...) focus to technical scholarship and research. The Germanic university model held sway for much of the twentieth century, but there is now a widespread renewal of interest in the older decentralized British collegiate model, and in universities across the United States and around the world, small "residential colleges" like those at Oxford and Cambridge are now being planned and built. These residential colleges or "houses" (as they are sometimes called) provide small, stable, faculty-led, home-like environments for a few hundred students each, and their social and architectural design seeks to counteract the impersonal bureaucratic experience that students often have in large Germanic-style universities. Although the language of vocation was born in a religious context, the contributors in this volume demonstrate that it has now taken root within the broad framework of higher education and has become intertwined with a wide range of concerns. The complicated colonial history of the Philippines impacts notions of gender in the Islands. Specifically, institutions with strong foreign roots, such as universities, maintain and challenge gender relations. The Philippines sees multiple gender issues in universities despite government-mandated gender mainstreaming policies for education (CMO-1), yet the influence of colonial values remains overlooked. This article contributes to philosophising Philippine education by providing the history of the country’s universities and their role in shaping gender relations. A threefold model of gender (...) structures, relations of power, production and cathexis (emotional attachment), frames historical literature during the Philippines’ Spanish and American colonial periods and contextualises the country’s gender order. The interplay of religion and higher education during the Philippines’ Spanish colonial period reveals why sexuality remains policed by education institutions. The gendering of courses during the American Colonial period details the feminisation of certain disciplines and occupations. Harmful manhood practices adopted during this period continue to affect men in university systems through Philippine fraternities. Lastly, private education perpetuates and maintains power among the elite. The evolution of the Philippine university provides points for analysis for gender issues. These become building blocks to the discourse surrounding the Filipino philosophy of education, by understanding facets of Filipino identity construction, and proposing avenues to explore when decolonising the university. It is suggested that the proposed system enhances student motivation to study this subject, raises the quality of instructional lessons, favors the assimilation of the content, and improves the development of educational, intellectual and specific skills. The first step in education's long road to respectability lay in the ability of its proponents to demonstrate that it was worthy of collaborating with traditional disciplines in the syllabus of higher learning. The universities where the infant discipline of education was promoted benefited from scholars who engaged in teaching and research with enthusiasm and preached the gospel of scientific education. These schools-Teachers College/Columbia University, the University of Chicago, and Stanford University-gained a reputation as oases of pedagogical knowledge. Quality assurance in higher education is a hot topic with theincreased number of students graduating from postgraduate programmesoffered by the higher education institutions. This qualitative study aimed tolook at the history and the current status of the quality assurance mechanismsin the Maldives; identify its strengths and weaknesses; and make informedrecommendations. Critical event narrative inquiry was used and data werecollected through interviews and analysis of documents. Content analysis ofdata collected revealed that Maldives was one of the very first (...) countries inthe region to establish such a mechanism and it was very similar to that ofAustralia. The most significant finding was that the body mandated to assurehigher education quality and did not have any power or regulatory authority.Therefore, it is important that the authority be an independent body establishedby an act of parliament with the regulatory power. This paper aims to explore the philosophy that is embedded in the Philippine higher education system, and to locate the country’s philosophy of education within the global context. The Philippine higher education is marked by complexity in terms of governance and organization. More importantly, its origin and development are deeply implicated in the country’s colonial history, which in turn significantly impacted how the aims and purposes of higher education are defined and perceived by various stakeholders. Such (...) a condition has resulted in specific social practices, and in a specific understanding of what higher education must contribute to the society. This paper thus examines a ‘distinct’ Filipino philosophy of higher education, the narratives that formed it, and the tensions that surround it. Moreover, it brings the field of Filipino philosophy in conversation with postcoloniality and the emerging field of philosophy of higher education. Analysis of the data shows consistency of the discourse topics, and the concept of nation-building as fundamental in understanding the mandate of higher education institutions. (shrink)

This work provides an overall review and analysis of the history of education and of its key research priorities in the British context. It investigates the extent to which education has contributed historically to social change in Britain, how it has itself been moulded by society, and the needs and opportunities that remain for further research in this general area. This book focuses on the history and theories relating to case study methodology. It also examines the implications of utilizing case studies in university settings and explores how case studies prepare professionals for real-life career-related scenarios.

The objective of this paper is to balance two major conceptual tendencies in science policy studies, continuity and discontinuity theory. While the latter argue for fundamental and distinct changes in science policy in the late 20th century, continuity theorists show how changes do occur but not as abrupt and fundamental as discontinuity theorists suggests. As a point of departure, we will elaborate a typology of scientific governance developed by Hagendijk and Irwin ( 2006 ) and apply it to new empirical (...) material. This makes possible a contextualization of the governance of science related to the codification of the “third assignment” of the Swedish higher education law of 1977. The law defined the relation between university science and Swedish citizens as a dissemination project, and did so despite that several earlier initiatives actually went well beyond such a narrow conceptualisation. Our material reveals continuous interactive and rival arrangements linking the state, public authorities, the universities and private industrial enterprises. We show how different but coexisting modes of governance of science existed in Sweden during the 20th century, in clear contrast with the picture promoted by discontinuity theorists. A close study of the historical development suggests that there were several periods of layered governance when interactions and dynamics associated with continuity as well as discontinuity theories were prevalent. In addition, we conclude that the typology of governance applied in the present paper is fruitful for carrying out historical analyses of the kind embarked upon in spite of certain methodological shortcomings. This collective article discusses the philosophy of modern higher education in Iran, which in this case, optimistically, its history dates back to the founding of Dār al-fonūn —if we consider Dār al-fonūn as a university. Otherwise, its origin can be traced back to the University of Tehran. Central to this article is the emphasis on the lack of philosophy of higher education in Iran. Therefore, most of the criticisms in front of us are related to the internal (...) inconsistency in the Iranian higher education system due to the lack of a national-indigenized-official philosophy of higher education in Iran. Furthermore, The Islamic Revolution of 1979 brought about fundamental changes in higher education. Accordingly, several controversial issues including the rapid growth of higher education, the Islamization of universities, cultural narratives in higher education, the increase in students, especially women and the low-income class of the country were also explored. This paper explores the introduction of mindfulness into courses in higher education. Some of these courses are taught by Buddhist scholars; others are taught by scholars within other disciplines who themselves have a meditation practice. Those scholars included here represent a much larger number in diverse settings, including state universities, liberal arts colleges, Ivy League institutions, and historically black colleges. They teach in almost every discipline, including architecture, poetry, chemistry, economics, and law. Many philosophers have been appointed to top-level political positions during Chile's modern history. What makes Chilean philosophers unique in the context of Latin America and beyond, is that they have developed a sophisticated rationale for both their participation and withdrawal from politics. All along, philosophers have grappled with fundamental problems such as the role of religion and politics in society. They have also played a fundamental role in defining the nature and aims of higher education. This book describes in detail the evolution of philosophical work in Chile, and pays close attention to the relationship between philosophical activity and contemporary social and political events. The work of such intellectuals as Andres Bello, Valentin Letelier, Enrique Molina, Jorge Millas, Juan Rivano, Juan de Dios Vial Larrain, and many others is examined in relation to the principal political and educational issues of their time. This paper explores the conceptual history of academic freedom and its emergence as a substantive right that pertains to either the academic or the university. It is suggested that historical reconceptualisations necessitated by contingent circumstance may have led to academic freedom being seen as a form of protection for those working within universities whose national legislation recognises the right to teach and research without external interference, rather than as a responsibility to the wider society or to peers in other (...) parts of the world, who do not enjoy the privilege of that right. I explore the value of academic freedom as both right and responsibility, particularly taking into consideration the ethical implications for both at the international level in higher education. This book makes the case for a revival in interest in the viva. As an oral assessment of a treatise or dissertation or of a student's performance in art or dance the viva has a long history dating back to the time of the Greeks. It can be found today in the form of professional, vocational and academic vivas, where a judgment of oral performance is required to gain entry into a profession or community of scholars. In a time (...) when there are scandals about students selling essays to other students, the viva provides a fertile ground for probing the student to see whether they are in fact the authors of the work being assessed and know its content and how to think cognitively or otherwise. Given that we actually know so little about the viva, the book theorises the viva based on a unique sample of vivas that have been filmed or in which the author himself has been participant, and discusses why its format is so different in Anglo-Saxon languages and Latin and other languages. The book offers educational policy-makers and examiners a trade-off between arguments in support of the viva and the demand for other, ever more cost-effective forms of assessment as the numbers of both undergraduate and postgraduate students threaten to increase. It also argues that with demand in the labour market for qualified graduates who are better equipped with transferable skills, such as the ability to communicate complex ideas verbally in a competent, well-argued fashion and not merely through the use of rhetoric, what appear to be cost-effective forms of assessment in the short run (e.g. written exams with standardised questions or multiple choice) may actually in the long run be of less value if we are investing in a future workforce with so-called 21st century communication skills. Many philosophies of engagement build upon pedagogical, metaphysical, epistemological and ethical frameworks, particularly Virtue Ethics frameworks. However, a glance at the literature suggests that there are many debates about the nature, meaning, value and application of such things. In this paper, I will look at some recent empirical work (particularly in neuroscience) on virtues. I will argue that not only do such (empirical) studies enrich and deepen our understanding of virtues and indeed of virtue ethics; when combined with a reinterpretation (...) of some key parts of virtue ethics, drawn from Aristotle, it may be possible to respond coherently to some well-­‐known “misgivings” about virtue ethics (and indeed its range of possible applications in education), namely that 1) ‘the previous history of virtue-­‐educational initiatives does not augur well for the prospects of future ones’; 2) ‘the study of virtue and character lacks a clear empirical methodology’; 3) ‘we know very little about the impact of previous interventions in this field.’(Kristjánsson, 2013) It may also make possible a more cogent explanation of the place of eudaimonia, if any, in modern (higher) education. The Institute of Higher Education of the NAES of Ukraine has celebrated the 25th anniversary of its activity. This review is dedicated to summarizing the fruit­ful academic research, methodical and educational activities of the Institute dur­ing its 25-year history, as well as to outlining the prospects for its further devel­opment. Over the years of its activity, the Institute has accumulated considerable experience in the field of fundamental and applied research of topical problems of higher education. The results (...) of the Institute’s research have formed the basis of methodological recommendations and developments, which are being used in HEIs in Ukraine. Thanks to its academic activity, the Institute has trained high-level specialists who make a significant contribution to the development of Ukrai­nian science and education. The Institute has specialized scientific councils for the defense of theses of Doctors of Science, as well as regular one-time defenses of theses for the awarding of the scientific degree of Doctor of Philosophy. The In­stitute actively cooperates with Ukrainian and foreign universities, participates in international projects aimed at the development and modernization of the higher education system. The Institute publishes three specialized scientific journals, an­nually publishes collective scientific monographs based on the results of scientific research carried out by the Institute’s departments. The Institute plays an impor­tant system-creating function in the development of higher education in Ukraine. The Institute’s work is especially important at wartime. The institute investigates the impact of the war on the system of higher education and ways of its recovery. It develops innovative teaching methods, trains specialists who meet the needs of the contemporary society, and participates in reforming higher education in Ukraine. 25 years of the Institute of Higher Education of the NAES of Ukraine – that’s 25 years of academic achievements, painstaking work and dedication to one’s job. His argument is this: No matter how important science and technology seem to industry or government or indeed to the daily life of people, as a society we believe that those educated in literature, history, and other humanities are in some way better informed, more knowing, and somehow more worthy of the descriptor "well educated." We need to rethink what it means to be educated and begin to focus on a new conception of the very idea of education. Students need to learn how to think, not how to accomplish tasks, such as passing standardized tests and reciting rote facts. In this engaging book, Roger C. Schank sets forth the premises of his argument, cites its foundations in the Great Books themselves, and illustrates it with examples from an experimental curriculum that has been used in graduate schools and with K-12 students. This article describes the historical development of HPS/NOS mainly in higher education. Because the establishment of universities in Japan in late-nineteenth century was a reaction against Western imperialism, higher education aimed to cultivate scientists and engineers with an emphasis on practical applications. This direction in higher science and engineering education continues into the present. It has conditioned elementary and secondary education via university entrance examinations, where no questions on NOS appear. Hence, HPS research and education has developed (...) in Japanese higher education with little connection to elementary and secondary education. Instead, NOS is communicated in literature, movies, and other media. Scientific and technological communication occurs mainly outside the school curriculum in venues like museums. (shrink)

This paper is a discussion of critical hermeneutics as a research methodology employed in a conceptual analytic study of the concept ‘institutional culture’ within the context of higher education. The research was undertaken to develop an understanding of the concept and to explore its construction in university policy documents. The aim of this paper is to motivate the choice of critical hermeneutics as a research methodology for the mentioned study. I explore both aspects of critical hermeneutics, namely hermeneutics and (...) critical theory. The interpretive nature of hermeneutics enabled me to expose the hidden meanings of institutional culture, while its context-specific nature was beneficial for pointing out the nature of institutional culture in the university setting. Critical theory, on the other hand, was appropriate because it is a theory that is self-conscious about historicity and the role of the social environment. In combination, the merits of these two aspects of critical hermeneutics facilitated the understanding of the university setting as a social reality. Employing critical hermeneutics as a research methodology furthermore assisted in analysing the construction of institutional culture within university policy documents, taking into account the important role of history in interpretation. In essence, critical hermeneutics facilitated my understanding of the difficult-to-explain concept ‘institutional culture’ in the higher education setting. (shrink)
