In “Compassionate Phenomenal Conservatism” (2007), “Phenomenal Conservatism and the Internalist Intuition” (2006), and Skepticism and the Veil of Perception (2001), Michael Huemer endorses the principle of phenomenal conservatism, according to which appearances or seemings constitute a fundamental source of (defeasible) justification for belief. He claims that those who deny phenomenal conservatism, including classical foundationalists, are in a self-defeating position, for their views cannot be both true and justified; that classical foundationalists have difficulty accommodating false introspective beliefs; and that phenomenal conservatism (...) is most faithful to the central internalist intuition. I argue that Huemer’s self-defeat argument fails, that classical foundationalism is able to accommodate fallible introspective beliefs, and that classical foundationalism captures a relatively clear internalist intuition. I also show that the motivation for phenomenal conservatism is less than clear. (shrink)

Phenomenal conservatism holds, roughly, that if it seems to S that P, then S has evidence for P. I argue for two main conclusions. The first is that phenomenal conservatism is better suited than is proper functionalism to explain how a particular type of religious belief formation can lead to non-inferentially justified religious beliefs. The second is that phenomenal conservatism makes evidence so easy to obtain that the truth of evidentialism would not be a significant obstacle to justified religious belief. (...) Credal Conservatism says that an agent’s credal states should be conserved as far as possible when she undergoes a learning experience. Uniqueness says that for any given total evidence, there is a unique credal state that any agent with that total evidence should have. Epistemic Impartiality is the idea that there are no significant differences between intrapersonal and interpersonal rationality requirements when determining what credal states one ought to have for purposes of epistemic evaluation. I construe Epistemic Impartiality as a (...) meta-principle governing epistemic norms, and argue that it is compatible with Conservatism. Then I show that on the assumption of Epistemic Impartiality, Credal Conservatism is equivalent to Uniqueness. (shrink)

Conservatism and Pragmatism illustrates the intersections between classical British Conservative thought and classical American Pragmatist philosophy with regard to methodology in politics, ethics, and law.

Externalist theories of justification create the possibility of cases in which everything appears to one relevantly similar with respect to two propositions, yet one proposition is justified while the other is not. Internalists find this difficult to accept, because it seems irrational in such a case to affirm one proposition and not the other. The underlying internalist intuition supports a specific internalist theory, Phenomenal Conservatism, on which epistemic justification is conferred by appearances.

John DePoe has criticized the self-defeat argument for Phenomenal Conservatism. He argues that acquaintance, rather than appearance, may form the basis for non-inferentially justified beliefs, and that Phenomenal Conservatism conflicts with a central motivation for internalism. I explain how Phenomenal Conservatism and the self-defeat argument may survive these challenges.

In Conservatism Redefined, Patrick Garry examines how Conservatives dug themselves into this hole, and how they can climb out.

A wide range of prominent epistemological theories include a principle of conservatism. Such principles take the fact that an agent currently holds a certain belief to constitute at least some measure of epistemic justification for her to maintain that belief. I examine the main arguments that have been made in conservatism's behalf, and find them unsound. Most interestingly, conservatism does not fall out of confirmational holism (the view that the justification of each of our beliefs is in part determined by (...) our other beliefs). I argue that conservatism is a mild form of dogmatism, and should be abandoned. (shrink)

My subject is the kind of Epistemic Conservatism (EC) that says that an agent is in some measure justified in maintaining a belief simply in virtue of the fact that the agent has that belief. Quine’s alternative to positivist foundationalism, Chisholmian particularism, Rawls’s reflective equilibrium, and Bayesianism all seem to rely on EC. I argue that, in order to evaluate EC, we must consider an agent holding a bare belief, that is, a belief stripped of all personal memory and epistemic (...) context. Taking a stylistic cue from Peter Strawson, I argue that, though it does not seem to be self-contradictory to suppose that someone has a bare belief, and so it is not absolutely inconceivable that bare beliefs exist, it is, for us as we are, practically inconceivable that bare beliefs exist. It does not seem practically feasible, then, to evaluate EC on its own terms. (shrink)

In his recent book, Daniel Korman contrasts ontological conservatives with permissivists and eliminativists about ontology. Roughly speaking, conservatives admit the existence of ‘ordinary objects' like trees, dogs, and snowballs, but deny the existence of ‘extraordinary objects', like composites of trees and dogs. Eliminativists, on the other hand, deny many or all ordinary objects, while permissivists accept both ordinary and extraordinary objects. Our aim in this paper is to outline some of our reasons for being drawn to permissivism, as well as (...) some of our misgivings about conservative metaphysics. In the first section, we discuss a tempting epistemic line of argument against conservatism. This isn’t a line of argument we find especially promising. Our most basic complaint against conservatism is not that conservatism has poor epistemic standing even if true, but instead that conservatism is weird. We develop this thought in the second part of the paper. In the final section we discuss some larger methodological issues about the project of ontology. (shrink)

I review recent work on Phenomenal Conservatism, the position introduced by Michael Huemer according to which if it seems that P to a subject S, in the absence of defeaters S has thereby some degree of justification for believing P.

This paper criticizes phenomenal conservatism––the influential view according to which a subject S’s seeming that P provides S with defeasible justification for believing P. I argue that phenomenal conservatism, if true at all, has a significant limitation: seeming-based justification is elusive because S can easily lose it by just reflecting on her seemings and speculating about their causes––I call this the problem of reflective awareness. Because of this limitation, phenomenal conservatism doesn’t have all the epistemic merits attributed to it by (...) its advocates. If true, phenomenal conservatism would constitute a unified theory of epistemic justification capable of giving everyday epistemic practices a rationale, but it wouldn’t afford us the means of an effective response to the sceptic. Furthermore, phenomenal conservatism couldn’t form the general basis for foundationalism. (shrink)

Huemer defends phenomenal conservatism (PC) and also the further claim that belief in any rival theory is self-defeating (SD). Here I construct a dilemma for his position: either PC and SD are incompatible, or belief in PC is itself self-defeating. I take these considerations to suggest a better self-defeat argument for (belief in) PC and a strong form of internalism.

Conservatism has an essence, or so I argue. Typical of the conservative attitude is to take what is an established fact or order to be worthy of preservation, precisely because it is well established. The question what fact is established must be answered in a context, and people of different political bent answer it differently. This is why we have left?wing as well as right?wing conservatism, sharing a common rationale. In my Conservatism for Our Time I discuss various different aspects (...) of this rationale, and my answer to certain strictures raised by Robert Grant concerns several of them. The most important concerns a conservative or traditionalist criticism of rationalism. This criticism has been developed by ? among others ?Michael Oakeshott. G. A. Cohen has argued that there is a surprising truth in conservatism—namely, that there is a reason for some valuable things to be preserved, even if they could be replaced with other, more valuable things. This conservative thesis is motivated, Cohen suggests, by our judgments about a range of hypothetical cases. After reconstructing Cohen's conservative thesis, I argue that the relevant judgments about these cases do not favor the conservative thesis over standard, nonconservative axiological views. But I then argue (...) that there is a Mirrored Histories case that is such that, if one shares Cohen's conservative attitude, judgments about this case favor Cohen's conservative thesis over a wide range of non-conservative axiological views. Reflection on this case also suggests a different explanation of apparently conservative judgments that merits consideration in its own right. (shrink)

Phenomenal conservatism is a popular theory of epistemic justification. Despite its popularity and the fact that some think that phenomenal conservatism can provide a complete account of justification, it faces several challenges. Among these challenges are the need to provide accounts of defeaters and inferential justification. Fortunately, there is hope for phenomenal conservatism. Explanationism, the view on which justification is a matter of explanatory considerations, can help phenomenal conservatism with both of these challenges. The resulting view is one that respects (...) the internalist character of phenomenal conservatism and its motivating intuitions while providing an intuitive and elegant account of both inferential justification and the justificatory impact of defeaters. Phenomenal Conservatism is an approach to epistemological justification that, based on "appearances" and "seemings" and in line with the theory of common sense epistemology, attempt to set up an internal and non-inferential justification, at least for some kind of beliefs. According to this view, justification and non-justification have a direct relationship with the mental state of the agent. Based on this assumption that “Things are as they seem”, phenomenal conservatism offers its central idea that if, for an agent, something seems (...) to be true -and there is no defeater for that until doubting in - that agent thereby has at least some justification for believing that. In this article, we will interpret this new approach with an empathetic attitude and, in addition to explaining its main components, we will effort to answer the most important objections of phenomenal conservatism and show that this view is a significant approach to the justification and rationality of human beliefs. After the French Revolution, the codification movement led to the introduction of the Dutch Civil Code and the Commercial Code of 1838. These codifications were generally regarded as the bedrock of a dogmatic system in which little space was left for customs and customary law. Mercantile jurists, such as Holtius and Levy, were opponents of the legalistic approach of the new codifications. They tried to separate mercantile law from civil law in order to protect mercantile law from excessive legalistic influences. (...) According to them, mercantile law was characterised by internationality, custom as its main source of law, continuity through an extended mercantile legal history and by good faith and mutual trust between the merchants. Out of these, the historicity and homogeneity of a strong community of merchants are particularly in line with a traditional and conservative view on society. Holtius and Levy, however, had little in common with their Christian-conservative contemporaries. On the one hand, they rather seemed to foreshadow the kind of liberal-conservatism as expressed by Hayek during the 20th century. On the other hand, their ideas have much in common with different lex mercatoria –traditions developed by authors as Goldman and Schmitthoff. On the aspects of historicity and internationality Holtius and Levy seem to have much in common with Hayek whereas concerning communality and the legal nature of customary law there are more similarities with the lex mercatoria-traditions. This special issue is motivated by the observation that conservatism plays a marginal role in contemporary philosophy even though it appears to be of considerable importance in moral, social, and political reality. One reason for this neglect is that defenders of conservatism have often refrained from articulating their arguments in a language that is acceptable to and understandable by analytically -trained philosophers. The contributions of this special issue show that conservatism can profitably be approached from the point of view of (...) analytic philosophy. Many of them are indebted to Jerry Cohen’s (2012) seminal paper on conservative value, which develops a sophisticated justification of what Oakeshott (1991) called the disposition to be conservative. In this paper we argue that Michael Huemer’s phenomenal conservatism—the internalist view according to which our beliefs are prima facie justified if based on how things seems or appears to us to be—doesn’t fall afoul of Michael Bergmann’s dilemma for epistemological internalism. We start by showing that the thought experiment that Bergmann adduces to conclude that is vulnerable to his dilemma misses its target. After that, we distinguish between two ways in which a mental state can contribute to the justification (...) of a belief: the direct way and the indirect way. We identify a straightforward reason for claiming that the justification contributed indirectly is subject to Bergmann’s dilemma. Then we show that the same reason doesn’t extend to the claim that the justification contributed directly is subject to Bergmann’s dilemma. As is the view that seemings or appearances contribute justification directly, we infer that Bergmann’s contention that his dilemma applies to is unmotivated. In the final part, we suggest that our line of response to Bergmann can be used to shield other types of internalist justification from Bergmann’s objection. We also propose that seeming-grounded justification can be combined with justification of one of these types to form the basis of a promising version of internalist foundationalism. (shrink)

For some years now, Michael Bergmann has urged a dilemma against internalist theories of epistemic justification. For reasons I explain below, some epistemologists have thought that Michael Huemer’s principle of Phenomenal Conservatism can split the horns of Bergmann’s dilemma. Bergmann has recently argued, however, that PC must inevitably, like all other internalist views, fall prey to his dilemma. This brief paper explores the contradistinctions between conservatism and illiberalism. These concepts are fluid and need to be investigated in a specific time and space, as well as situationally in their interaction with other competing political concepts such as liberalism, itself plural and multifaceted. In today’s world, conservatism and illiberalism do not simply overlap: they may share some components in their ontological philosophy of mankind but they diverge in their relationship to the liberal democratic framework and in their strategies for (...) challenging and weakening the liberal hegemony. This implies that illiberalism should be read as an ideological family with internal contradictions and orientations that is yet united in its vision of a liberalism that failed and should be reversed. This opens avenues for scholarly explorations on illiberalism as a byproduct of liberalism and their intrinsic relationship. (shrink)

This paper explores the neglected relationship between conservatism as a political theory, and conservatism as political practice, using the example of recent immigration to Europe. A cursory glance at how European politicians have responded to migration challenges suggests that they roughly divide into a leftist ‘liberal’ and a rightist ‘conservative’ camp, between those that favour some form of an open-arms policy and those who prefer to close borders. The situation, however, is more complex. This article engages with the resources of (...) conservative theory to argue that there are many distinct conservative-theoretical positions for any one policy point. Using contemporary migration patterns as a case-study, we suggest that Conservative parties have not borrowed much from conservative theory in its variety of incarnations. In fact, conservative theory can buttress a course of action that is generous toward migrants and at odds with the claims of right-wing populist movements. While certain strands of conservatism imagine a homogenous people, there are others that are no less propluralization than liberal theory, and sometimes more so. (shrink)

ABSTRACT This paper is on the justification of, the epistemic principle defended by M. Huemer in his Phenomenal Conservatism theory. Put in a straightforward way, we can ask: what reasons are there for thinking that is true, that is, for thinking that appearances justify beliefs? This question corresponds - to use L. BonJour’s vocabulary - to the demand for a “metajustification”. The pursuit of this metajustification can take different directions, depending on the general conception or nature of epistemic justification we (...) are working with and on who is supposed to satisfy the demand. Unfortunately, all of these directions seem to lead to a dead end. In other words, the apparently fair and even essential demand for a metajustification of cannot be met by the theory, at least in a satisfactory way. If we are right about that, it will remain the difficult question whether Phenomenal Conservatism is the only one to be blamed for this failure. We will briefly talk about that in the conclusion. In previous work I have argued against internalism by means of a dilemma intended to force all internalists to accept one of two undesirable options: either their internalism is unmotivated or it is saddled with vicious regress problems. Recently it has been argued that Phenomenal Conservatism—a theory of justification according to which justification depends on seemings—is a kind of internalism that can escape this dilemma. In this paper, I argue that Phenomenal Conservatism cannot escape my dilemma for internalism. In order (...) to do this, it is helpful to get clear on what Phenomenal Conservatism is saying, and for that reason I begin, in section I, by examining in some detail what seemings are. In Conservatism Past and Present: A Philosophical Introduction, Tristan J. Rogers argues that philosophical conservatism is a coherent and compelling set of historically rooted ideas about conserving and promoting the human good. Part I, "Conservatism Past," presents a history of conservative ideas, exploring themes, such as the search for wisdom, the limits of philosophy, reform in preference to revolution, the relationship between authority and freedom, and liberty as a living tradition. Major figures include Aristotle, Saint Aquinas, Edmund Burke, G.W.F. Hegel, (...) and Roger Scruton. Part II, "Conservatism Present," applies philosophical conservatism to contemporary conservative politics, focusing on issues such as nationalism, populism, the family, education, and responsibility. Rogers shows that conservatism has been defined differently at different times: as a loose set of connected ideas reacting against the French Revolution; as a kind of disposition or instinct in favor of the status quo; and more recently as any ideas opposed to the political left. But he also allows a set of questions to guide his argument for conservatism's merits: What is conservatism? Is it a coherent and attractive philosophy? What are conservatives for? And how is today's conservatism related to its past? In his answers, Rogers paints a compelling and coherent picture of an aligned and attractive set of ideas. (shrink)

Conservatism is the only body of right‐wing opinion represented in the part of this Companion dedicated to ideologies. Further to the right of conservatism there are the ideologies of fascism, authoritarianism and elitism, as well as a number of political attitudes that are not articulate enough to amount to ideologies. I shall argue that the former are quite distinct from conservatism and that the latter are, at any rate, not identical with it.

Crispin Wright has advanced a number of arguments to show that, in addition to evidential warrant, we have a species of non-evidential warrant, namely, “entitlement”, which forms the basis of a particular view of the architecture of perceptual justification known as “epistemic conservatism”. It is widely known, however, that Wright's conservative view is beset by a number of problems. In this article, I shall argue that the kind of warrant that emerges from Wright's account is not the standard truth-conducive justification, (...) but what is known as the deontological conception of justification. It will be argued that the deontological justification has features that make it a better candidate for representing a conservative architecture. These results will be reinforced by showing how the deontological framework can make better sense of a recent theory of justified belief that takes its inspiration from Wright's conservative account. Thus understood, we may see the liberalism–conservatism controversy as actually an extension of the older debate over which conception of justification, truth-conducive or deontological, can best represent the epistemic status of our belief-forming practices. The present paper aims to revisit the virtues and disadvantages of epistemic conservatism, which claims that it is rational to adhere to a belief until there is evidence to the contrary. Two main theses are put forward: first, while conservatism presents several epistemological flaws, from a contextualist point of view it is not only desirable but also is essential to knowledge accumulation in everyday life; second, conservatism provides a solution to sceptical challenges and to the problem of easy knowledge.

According to a family of views under the label of epistemic conservatism, the fact that one already believes something can make it rational to continue to believe it. A number of philosophers have found conservatism attractive, but traditional views are vulnerable to several powerful criticisms. In this paper, I develop an alternative to standard views by identifying a widespread assumption shared by conservatives and their critics - that rational norms govern states of mind like belief, and showing how rejecting this (...) assumption in favor of a process-oriented approach opens the door to a new, dynamic form of conservatism which preserves its core motivations while avoiding its traditional objections. ‘Epistemic’ arguments for conservatism typically claim that given the limits of human reason, we are better off accepting some particular social practice or institution rather than trying to consciously improve it. I critically examine and defend here one such argument, claiming that there are some domains of social life in which, given the limits of our knowledge and the complexity of the social world, we ought to defer to those institutions that have robustly endured in a wide variety of circumstances (...) in the past while not being correlated with intolerable outcomes. These are domains of social life in which our ignorance of optimal institutions is radical, and there is uncertainty about the costs of error. This is an argument for the preservation of particular institutions, not particular policies or outcomes, and it specifically identifies these with the institutions that John Rawls called ‘the basic structure of society.’ The argument further implies that to the extent that there is any reason to change these institutions, changes should be calculated as far as possible to increase their ‘epistemic power.’. In this paper I discuss the foundations of a formal theory of coherent and conservative belief change that is (a) suitable to be used as a method for constructing iterated changes of belief, (b) sensitive to the history of earlier belief changes, and (c) independent of any form of dispositional coherence. I review various ways to conceive the relationship between the beliefs actually held by an agent and her belief change strategies (that also deal with potential belief sets), show the (...) problems they suffer from, and suggest that belief states should be represented by unary revision functions that take sequences of inputs. Three concepts of coherence implicit in current theories of belief change are distinguished: synchronic, diachronic and dispositional coherence. Diachronic coherence is essentially identified with what is known as conservatism in epistemology. The present paper elaborates on the philosophical motivation of the general framework; formal details and results are provided in a companion paper. (shrink)

Metaethicists typically develop and assess their theories—in part—on the basis of the consistency of those theories with “ordinary” first-order normative judgment. They are, in this sense, “methodologically conservative.” This article shows that this methodologically conservative approach obstructs a proper assessment of the debate between internalists and externalists. Specifically, it obstructs one of the most promising readings of internalism. This is a reading—owed to Bernard Williams—in which internalism is part of a practically and politically motivated revision of the assessment of action. (...) The paper studies the significance of Martin Heidegger's philosophy of history for two key thinkers of contemporary radical conservatism and the Identitarian movement, Alain de Benoist and Aleksandr Dugin. Heidegger's often-overlooked affinities with the German “conservative revolution” of the Weimar period have in recent years been emphasized by an emerging radical-conservative “right-Heideggerian” orientation. I first discuss the later Heidegger's “being-historical” narrative of the culmination and end of the metaphysical foundations of Western modernity in the contemporary Nietzschean era of nihilism and (...) of an emerging postmodern “other beginning” of Western thinking, focused on historical and cultural relativism and particularism. In Heidegger's work of the 1930s and 1940s, we find attempts to apply this historical narrative to interpreting contemporary geopolitical and ideological phenomena in ways that connect Heidegger to certain central ideas and concerns of the conservative revolutionaries, especially Carl Schmitt's geopolitical particularism. De Benoist, the key name of the French Nouvelle Droite and a founding figure of contemporary Identitarianism, is particularly inspired by Heidegger's reading of Nietzsche as the culmination of the “metaphysics of subjectivity” dominating Western modernity. For de Benoist, this modern metaphysics is the root of the “ideology of the Same” underlying the liberal universalism and individualism that he opposes in the name of a cultural ethnopluralism. De Benoist's Russian disciple Dugin bases the pluralistic geopolitics of his radical-conservative “fourth political theory” on the legacy of the conservative revolution, the key intellectual model of which Dugin discovers in Heidegger's notion of the “other beginning”. Lycan (1985, 1988) defended a “Principle of Credulity”: “Accept at the outset each of those things that seem to be true” (1988, p. 165). Though that takes the form of a rule rather than a thesis, it does not seem very different from Huemer’s (2001, 2006, 2007) doctrine of phenomenal conservatism (PC): “If it seems to S that p , then, in the absence of defeaters, S thereby has at least some degree of justification for believing that p ” (2007, (...) p. 30). It draws attention to three groups of dialectical phenomena: the mutual reflection of modern ideologies in each other, which leads to the partial syntheses of their hybridization; the dialectic of form and content that changes situational conservatism into a substantive one, and vice versa, and the historical dialectic of progress and regress that makes conservatism constituent of many modern institutions (...) that otherwise look “progressive.”. Seth Vannatta’s book Conservatism and Pragmatism in Law, Politics, and Ethics is a thought-provoking inquiry challenging the reader to go beyond the clichés imposed by contemporary American everyday discourse, namely, to overcome associating conservatism with right wing politics, and pragmatism with the formula that practice determines what should work best in politics. He sets the ambitious goal of demonstrating how comparing rather than contrasting the visions of classical British conservative thought and classical American pragmatist philosophy contributes to revealing the complex (...) genealogy of a normative methodology that can be applied in many disciplines. This paper studies the idea of conservatism with respect to belief change strategies in the setting of unary, iterated belief revision functions (based on the conclusions of Rott, ‘Coherence and Conservatism in the Dynamics of Belief, Part I: Finding the Right Framework’, Erkenntnis 50, 1999, 387–412). Special attention is paid to the case of ‘basic belief change’ where neither the (weak) AGM postulates concerning conservatism with respect to beliefs nor the (stong) supplementary AGM postulates concerning dispositional coherence need to be (...) satisfied. One‐step belief change generated by ‘basic entrenchment’ is combined with a natural conservative method of revising entrenchment relations. A logical characterization of this method is presented, and it is compared with three other methods known from the literature which I call ‘external’, ‘radical’ and ‘moderate’ belief revision. In this paper, I reply to Moretti's objection to my reductio against Phenomenal Conservatism.

This was one of SCSS President Stephen M. Krason’s “Neither Left nor Right, but Catholic” columns that appear monthly in Crisis and The Wanderer. In it, he summarizes his conclusions about the conformity of current American conservatism with Catholic social teaching—as put forth in the papal social encyclicals—on the subject of economics and social welfare policy from his 2017 book, Catholicism and American Political Ideologies. His analysis is based on the 2012 Republican party platform, which was held to be a (...) particularly conservative document—and thus a good measure of current conservative thinking on public policy questions. He concludes that American conservative thinking about economics and social welfare policy conforms reasonably well—certainly not perfectly—with Catholic social teaching. (shrink)
