Cécile Fabre draws back the curtain on the ethics of espionage and counterintelligence. In a book rich with historical examples she argues that spying is only justified to protect against ongoing violations of fundamental rights. Blackmail, bribery, mass surveillance, cyberespionage, treason, and other nefarious activities are considered.

In his recent Rescuing Justice and Equality, G. A. Cohen mounts a sustained critique of coerced labour, against the background of a radical egalitarian conception of distributive justice. In this article, I argue that Cohenian egalitarians are committed to holding the talented under a moral duty to choose socially useful work for the sake of the less fortunate. As I also show, Cohen's arguments against coerced labour fail, particularly in the light of his commitment to coercive taxation. In the course (...) of defending those claims, I claim that Cohen's remarks on freedom of occupational choice and taxation exhibit partiality towards the interests of the better-off to the detriment of the less fortunate – a partiality which is in tension with his commitment to equality. Ordinarily when someone tells us something about her beliefs, desires or intentions, we presume she is right. According to standard views, this deferential trust is justified on the basis of certain epistemic properties of her assertion. In this paper, I offer a non-epistemic account of deference. I first motivate the account by noting two asymmetries between the kind of deference we show psychological self-ascriptions and the kind we grant to epistemic experts more generally. I then propose a novel agency-based account (...) of deference. Drawing on recent work on self-knowledge, I argue that a person normally has a distinctive type of cognitive agency; specifically she is able to constitute her psychological attitudes by making judgments about what they ought to be. I then argue that a speaker expresses this agentive authority when she self-ascribes a psychological attitude and this is what justifies deferentially trusting what she says. Because the notion of expression plays a central role in this account, I contrast it with recent neo-expressivist theories. (shrink)

The first comprehensive analysis of the philosophical issues raised by the hijab controversy in France, this book also conducts a dialogue between contemporary Anglo-American and French political theory and defends a progressive republican solution to so-called multicultural conflicts in contemporary societies. It critically assesses the official republican philosophy of laïcité which purported to justify the 2004 ban on religious signs in schools. Laïcité is shown to encompass a comprehensive theory of republican citizenship, centered on three ideals: equality (secular neutrality of (...) the public sphere), liberty (individual autonomy and emancipation) and fraternity (civic loyalty to the community of citizens). Challenging official interpretations of laïcité, the book then puts forward a critical republicanism which does not support the hijab ban, yet upholds a revised interpretation of three central republican commitments: secularism, non-domination and civic solidarity. Thus, it articulates a version of secularism which squarely addresses the problem of status quo bias - the fact that Western societies are historically not neutral towards all religions. It also defends a vision of female emancipation which rejects the coercive paternalism inherent in the regulation of religious dress, yet does not leave individuals unaided in the face of religious and secular, patriarchal and ethnocentric domination. Finally, the book outlines a theory of immigrant integration which places the burden of civic integration on basic socio-political institutions, rather than on citizens themselves. Critical republicanism proposes an entirely new approach to the management of religious and cultural pluralism, centred on the pursuit of the progressive ideal of non-domination in existing, non-ideal societies. Members of racial and sexual minorities often live in the fear of arbitrary interference from others—rogue police officers or sexual harassers. Are they unfree by dint of believing they are unfree? I draw on the republican theory of freedom—according to which we are unfree if we are subjected to a risk of arbitrary interference—to offer a qualified positive answer. I clarify the role of probabilistic judgements about risk in republican political theory. Liberal societies conventionally treat religion as unique under the law, requiring both special protection and special containment. But recently this idea that religion requires a legal exception has come under fire from those who argue that religion is no different from any other conception of the good, and the state should treat all such conceptions according to principles of neutrality and equal liberty. Cécile Laborde agrees with much of this liberal egalitarian critique, but she argues that a simple analogy between (...) the good and religion misrepresents the complex relationships among religion, law, and the state. Religion serves as more than a statement of belief about what is true, or a code of moral and ethical conduct. It also refers to comprehensive ways of life, political theories of justice, modes of voluntary association, and vulnerable collective identities. Disaggregating religion into its various dimensions, as Laborde does, has two clear advantages. First, it shows greater respect for ethical and social pluralism by ensuring that whatever treatment religion receives from the law, it receives because of features that it shares with nonreligious beliefs, conceptions, and identities. Second, it dispenses with the Western, Christian-inflected conception of religion that liberal political theory relies on, especially in dealing with the issue of separation between religion and state. A simple proof of a weak version of Eliezer's theorem on unphysical solutions of the Lorentz-Dirac equation is given. This version concerns a free particle scattered by a spatially localized electric field in one space dimension. (The solutions are also solutions in three space dimensions.) It establishes that for certain physically reasonable localized fields, all solutions which are free (i.e., unaccelerated) before they enter the field have unbounded proper acceleration and velocity asymptotic to that of light in the future. For (...) any given initial velocity, the fields yielding this unphysical behavior can be arbitrarily weak. The result is then extended to a class of static fields which need not be spatially localized, including Coulomb fields. For this case the same conclusion is obtained omitting the assumption that the particle be free in the past.The rest of the paper discusses solutions to the localized field problem which are assumed free in the future rather than the past. Some strange features of these solutions are noted. The possibility of experimentally detecting deviations from the Coulomb law for a particle obeying the Lorentz-Dirac equation is discussed. Do we have the right to deny others access to our body? What if this would harm those who need personal services or body parts from us? Ccile Fabre examines the impact that arguments for distributive justice have on the rights we have over ourselves, and on such contentious issues as organ sales, prostitution, and surrogate motherhood.

In standard times, approximately 20% of children and youth experience significant emotional, behavioral, or social challenges. During COVID-19, however, over half of parents have reported mental health symptoms in their children. Specifically, depressive symptoms, anxiety, contamination obsessions, family well-being challenges, and behavioral concerns have emerged globally for children during the pandemic. Without treatment or prevention, such concerns may hinder positive development, personal life trajectory, academic success, and inhibit children from meeting their potential. A school-based resiliency program for children for children (...) was developed, and the goal of this study was to collaborate with stakeholders to translate it into an online-live hybrid. Our team developed a methodology to do this based on Knowledge Translation-Integration, which incorporates stakeholder engagement throughout the entire research to action process. KTI aims to ensure that programs are acceptable, sustainable, feasible, and credible. Through collaboration with parents and school board members, qualitative themes of concerns, recommendations and validation were established, aiding in meaningful online-live translation. Even though the original program was developed for intellectually gifted children, who are at greater risk for mental health concerns, stakeholders suggested using the program for both gifted and non-gifted children, given the universal applicability of the tools, particularly during this pandemic time period when mental health promotion is most relevant. An online-live approach would allow students studying at home and those studying in the classroom to participate in the program. Broader implications of this study include critical recommendations for the development of both online-live school programs in general, as well as social-emotional literacy programs for children. This essay presents a new account of thought insertion. Prevailing views in both philosophy and cognitive science tend to characterize the experience of thought insertion as missing or lacking some element, such as a ‘sense of agency’, found in ordinary first-person awareness of one's own thoughts. By contrast, I propose that, rather than lacking something, experiences of thought insertion have an additional feature not present in ordinary conscious experiences of one's own thoughts. More specifically, I claim that the structure of (...) an experience of thought insertion consists of two distinct elements: a state of ordinary first-person awareness and a sense that this state of awareness is highly unusual. In addition to modeling the experience of thought insertion, I also explain how a delusional pattern of thinking could lead someone who has this kind of experience to adopt a belief that some other entity is inserting thoughts into her mind. Finally, I briefly sketch a neurocomputational framework that could be developed to explain the sense that one's state of first-person awareness is highly irregular. (shrink)

This book articulates a cosmopolitan theory of the principles which ought to regulate belligerents' conduct in the aftermath of war. Throughout, it relies on the fundamental principle that all human beings, wherever they reside, have rights to the freedoms and resources which they need to lead a flourishing life, and that national and political borders are largely irrelevant to the conferral of those rights. With that principle in hand, the book provides a normative defence of restitutive and reparative justice, the (...) punishment of war criminals, the resort to transitional foreign administration as a means to govern war-torn territories, and the deployment of peacekeeping and occupation forces. It also outlines various reconciliatory and commemorative practices which might facilitate the emergence of trust amongst enemies and thereby improve prospects for peace. The Capgras delusion is a condition in which a person believes that an imposter has replaced some close friend or relative. Recent theorists have appealed to Bayesianism to help explain both why a subject with the Capgras delusion adopts this delusional belief and why it persists despite counter-evidence. The Bayesian approach is useful for addressing these questions; however, the main proposal of this essay is that Capgras subjects also have a delusional conception of epistemic possibility, more specifically, they think more (...) things are possible, given what is known, than non-delusional subjects do. I argue that this is a central way in which their thinking departs from ordinary cognition and that it cannot be characterized in Bayesian terms. We examine and criticise some interpretations of the neuropsychology of the emotions, arguing that emotion and cognition should not be distinguished as distinct entities that can occur independently or be separated physiologically. In the twentieth century the separation of the cognitive from the emotional and the sensory has been challenged within philosophy, psychology, and now neuroscience. Centrifugal anatomical wiring suggests that emotion and sensation cannot be independent from cognition. For emotions to function adaptively, they must incorporate interpretation, anticipation, and problem-solving, (...) a view we call functionalism. The starting point of this paper is the need to promote a people-centred corporate social responsibility framework in a context where many human needs and rights remain unsatisfied and where businesses may have both a positive and a negative impact on the quality of life of human beings today and tomorrow and may even lead to irreversible damage. Our normative definition of CSR is consistent with the criteria established by the EU Commission in 2011. We conceive CSR as a responsibility (...) towards human development in two complementary ways: a holistic responsibility shared by companies together with other actors to safeguard humanity and a direct liability of each company for its impact on stakeholders' capabilities. We apply Nussbaum's list of central capabilities and concept of thresholds to specify the nature and extent of corporate responsibilities towards employees, subcontractors, investors, customers, and humanity as a whole. In addition, we leverage fieldwork in developing and developed countries to analyse the effect of business activities on human capabilities. We demonstrate that by quantifying the impact of businesses' activities on various dimensions of stakeholders' lives, and especially on the most vulnerable ones, these businesses can be held accountable for the negative externalities they produce. Egalitarian theories of religious freedom deny that religion is entitled to special treatment in law above and beyond that granted to comparable beliefs and practices. The most detailed and influential defense of such an approach is Christopher Eisgruber and Lawrence Sager's Religious Freedom and the Constitution (2007). In this essay I develop, elucidate, and show the limits of the strategy adopted by Eisgruber and Sager. The strategy requires that religion be analogized with other beliefs and practices according to a robust (...) metric of comparison. I argue that Eisgruber and Sager fail to develop a consistent and coherent metric and I further suggest that this failure is symptomatic of the broader difficulty encountered by liberal theory in fitting the concept of religious freedom into a broadly egalitarian framework. In this article, I compare the ways in which Baudrillard and Heidegger seek to bring attention to the importance of death for our personal existential situation which has now become repressed in conceptions of existence and society. Heidegger critiques public conceptions of death that serve to cover up its importance. Less well known is that, somewhat in parallel fashion, Baudrillard charts a ‘genealogy’ of the ‘extradition’ of the dead from the centre of the social and he claims that we live (...) currently in a death denying society. This reduces the meaning of our own impending deaths. However, unlike Heidegger, Baudrillard’s ‘genealogical’ critique of the exclusion of death in modern society is not a one-way dismissal because he proposes an alternative social role for death in the form of ‘primitive symbolic exchange’. According to the doxastic wrongs thesis, holding certain beliefs about others can be morally wrongful. Beliefs which take the form of stereotypes based on race and gender and which turn out to be false and are negatively valenced are prime candidates for the charge of doxastic wronging: it is no coincidence that most of the cases discussed in the literature involve false beliefs. My aim in this paper is to show that the thesis of doxastic wrongs does not turn on (...) the truth-value or valence of beliefs. (shrink)

The Lorentz-Dirac equation is analyzed for the case of a charged particle injected into a step-function electric field of finite extent. It is shown that for small exit velocities, the relation between entrance and exit velocities is “inverted” in the sense that the larger the entrance velocity, the smaller the exit velocity. As a consequence, some entrance velocities can yield at least two distinct exit velocities. Numerical evidence bearing on the possibility of experimentally detecting this dichotomy is presented.

New Labour's approach to partnership working in the United Kingdom has emphasized a technical rationalist approach to achieving partnership between social work and its partner agencies. While endeavoring to provide an organizational environment in which partnership can be successful, less focus has been given to addressing differences in professional cultures that are crucial for ensuring successful partnership working. This article argues for the importance of considering different professional identities, values and ethics within partnership arrangements. The developing research literature will be (...) investigated to show how the absence of a serious engagement with different professional identities has hampered successful partnership working. It will suggest that by drawing on the work of Jürgen Habermas and his theory of communicative action that different professional identities can begin to be reconciled. It does not suggest that Habermas's approach is unproblematic and considers the critique of communicative action and its emphasis upon building consensus by Seyla Benhabib. What the article suggests is that communicative action and the ethics that underpin it point toward a possibility for ethical communication between different professional groups. (shrink)

International law and conventional morality grant that states may stand ready to defend their borders with lethal force. But what grounds the permission to kill for the sake of political sovereignty and territorial integrity? In this book leading theorists address this vexed issue, and set the terms of future debate over national defence.

According to the perceptual model, our knowledge of others' minds is a form of perceptual knowledge. We know, for example, that Jones is angry because we can literally see that he is. In this essay, I argue that mental states do not have the kind of distinctive looks that could sufficiently justify perceptual knowledge of others’ mentality. I present a puzzle that can arise with respect to mental states that I claim does not arise for non-mental properties like being an (...) apple and argue that this is explained by the fact that the looks of non-mental properties adhere to a certain explanatory principle that does not hold for mental states. This shows, I argue, that, even if we think mental states do have looks, these cannot offer sufficient grounds for perceptual knowledge of others' minds. In the final section of the essay, I suggest an alternative way of thinking about our knowledge of others' minds and about the sorts of looks or appearances that might be associated with mental states. In both cognitive science and philosophy, many theorists have recently appealed to a predictive processing framework to offer explanations of why certain individuals form delusional beliefs. One aim of this essay will be to illustrate how one could plausibly develop a predictive processing account in different ways to account for the onset of different kinds of delusions. However, the second aim of this essay will be to discuss two significant limitations of the predictive processing framework. First, I shall draw on (...) the structure of explanatory why-questions to argue that predictive processing theories can only partially explain the formation of delusional beliefs. Second, I shall argue that predictive processing theories cannot explain how implausible delusional hypotheses are generated. Yet understanding why an agent even generates a delusional hypothesis is a crucial step to understanding why she eventually comes to believe it. The final section of the essay presents three alternative ways the process of hypothesis generation might be functionally divergent in cases of delusional cognition. (shrink)

After presenting the recent republican revival, focusing in particular on the neo-republican school of thought, this chapter assesses the exact nature of the differences between liberalism and republicanism, and notably the republicanism of freedom as non-domination associated with Philip Pettit. Drawing on the tools of ideological analysis, as laid out by Michael Freeden, it shows that some of these disagreements are conceptual; others are normative; and yet others are strategic. In particular, republicans have a distinctive understanding of the concept of (...) liberty; their focus on non-domination and ‘anti-power’ shapes a more comprehensive, progressive political agenda; and their language is more effective as a critique of real-world neoliberal politics.
